Abstract

The report, written in French, presents the results of a study on the ethno-linguistic identity of students aged 16 years or older attending French language secondary schools in Ontario. Goals of the questionnaire study included the following: (1) gathering demographics on students about to graduate from high school, regarding their gender, socio-economic status, mother tongue, second or third language, and parents' and grandparents' mother tongue; (2) determining to which degree students identify themselves as francophone and to which extent bilingualism is part of their identity, what importance they attach to language and culture, how heterogeneous or homogeneous their environment is, how they perceive their language abilities, and the quantity and quality of their contacts with French-speaking groups; and (3) determining their communities' everyday language patterns. Abstract

This special issue, written in German and French, is a collection of articles that were presented to the Swiss Association for Applied Linguistics during 2001 and which can be categorized as "linguistic biographies" organized under the auspices and support of the Forum du bilingualisme (Forum of Bilingualism) in Bienne (Biel) and the Cercle de realizations et de recherche pour l'eveil au langage et l'ouverture aux langues a l'ecole (Circle for the implementation of and research for raising language awareness and access to languages at school). The articles--autobiographies and research reports--describe the various aspects of bilingualism, such as the acquisition of a second language and new attitudes and perspectives gained with each acquired language, as well as sociolinguistic experiences inherent in bilingualism. This issue also features the reviews of the following books: "Die funfte Landessprache? Englisch in der Schweiz" (The fifth national language? English in Switzerland) by R. Watts, & H. Murray (2000) and "L'Espagne et ses langues. Un modele ecolinguistique?" [Spain and its languages. An ecolinguistic model?] by H. Boyer & C. Lagarde (2002). 4. Computer and Information Technologies: Resources for the Postsecondary Education of Students with Disabilities. Final Report to the Office of Learning Technologies.

Abstract

This report presents results of a study that investigated the views and concerns about computer and adaptive computer technologies of 156 Canadian postsecondary disability providers. Findings indicate: (1) two-thirds of disability service providers are women and have an average of 9 to 10 years of experience providing disability related service to students; (2) participants admitted to not being very knowledgeable about computer technologies used by students with disabilities, with French speaking disability service providers rating themselves as less knowledgeable than their English speaking counterparts; (3) junior/community colleges had substantially lower overall enrollment than universities, although they had similar numbers of students with disabilities registered to receive disability related services; (4) in general, computer related services constituted a moderately important priority within the full range of services offered to students with disabilities and most institutions had some adaptive technologies for these students on campus; and (5) participants indicated that computer related needs of students with disabilities are moderately well met at their institutions. The report discusses factors deemed important in ensuring that instructions are technologically welcoming to students with disabilities and that recommendations are easy to follow for individuals responsible for providing services to students with disabilities. 5. Quels changements linguistiques dans l'attrition de la L1 chez le bilingue tardif (What Linguistic Changes in the Attrition of the L1 in Late Bilinguals)?

Abstract

This article reports on a psycholinguistic study of first language attrition in German first generation immigrants. On the basis of the individual variation in performance evidenced by the data, the study claims that first language (L1) attrition in late bilinguals is not only the consequence of a lack of use. A comparison of the performance of three selected German-English bilinguals suggests that, among other factors, contact with other immigrants--as is the case in immigrant communities--might generate changes in linguistic competence. In this case, it would be necessary to distinguish two types of intra-generational L1 attrition: (1)attrition in isolated immigrants who never use the L1 in the host country, which mainly yields processing difficulties and problems in lexical retrieval; and (2) attrition in members of immigrant communities where changes of the linguistic norm within the community can take place, resulting in modifications of linguistic competence. Abstract

In this monograph, convergent pedagogy, which is a foreign language education approach to develop functional bilingualism in students, is described as a new approach to teaching language in bi- or multilingual contexts. Convergent pedagogy was introduced to the Mali educational system as a language education experiment in 1987. This monograph is a complete report of the long-term, internationally funded project, its background, finances, implementation and outcomes. The approach was developed in Belgium and was introduced to the educational system in Mali as a method to facilitate the acquisition of French, while still upholding the educational and cultural values of mother tongues. Using this approach in Mali, mother tongues are taught alongside French; however, mother tongues are employed in the formal classroom to convey the most important elements of communication, expression, and instruction. Sections of the monograph include the following: (1) Background information on the language and educational system in Mali in Africa; (2) principles and foundations of the convergent pedagogy approach; (3) the motivation for and funding of the project; (4) methodologies and techniques used; (5) difficulties in the experimentation of the project; (6) internal and external evaluations including quantitative and qualitative reports; (7) the project's impacts; and (8) extensions granted and conclusion. 7. Disponibilite sociale des representations: approche linguistique (Social Availability and Representations: Linguistic Approach).

Abstract

This article uses linguistic tools to analyze the social dimension of representations. The dynamics of social representations are viewed as the result of two processes: preconstruction and co-construction. More precisely, the notions of "social availability" and "reference-O" are developed and applied in a conversational analysis perspective. The study allows for a contrastive approach to the study of social representations within several sociopolitical contexts, notably the Aosta Valley (Italy) and the French-speaking part of Switzerland. 8. Definir le bilinguisme. Catalogue des criteres retenus pour la definition discursive du bilinguisme (Defining Bilingualism. Catalogue of Criteria Used for the Discursive Definition of Bilingualism).

Abstract

Definitions of bilingualism are based on different, sometimes contradictory criteria, both in scientific and ordinary use of the term. Some of the criteria most often used in scientific work on bilingualism are compared to those used by the participants in research at the linguistic Institute in Neuchatel, Switzerland, as they are talking about bilingualism, either trying to give a definition of bilingualism or talking about bilingual people, places, or settings. Participants' conceptions are influenced by two stimuli they were given during recorded conversations--the scientific definitions of Grosjean and Bloomfield. These definitions acquire conversationally a different status: while the former, focusing on language use, is merely regarded as a minimal condition of bilingualism, the later, consisting of language mastery, tends to be interpreted as an ultimate aim for "perfect bilinguals," a top level that is virtually impossible to be achieved. Abstract

Representations of speakers cannot be reduced to categories pre-established by the researcher, whether these correspond to the norm, theory, or common sense. The representational content is organized and works within the interview. Its analysis can allow one to trace different levels of community integration of the speakers that do not necessarily coincide with geopolitical limits. Thus, while the definition of the French-speaking part of Switzerland is necessarily in reference to the Germanic world on one hand, it also brings into play the whole European French-speaking community, not only France. In terms of the system, the existence of a regional French is valid as a symbol, but the notion does not seem to have real significance. Finally, the linguistic border with the German-speaking part of Switzerland is not clear cut; rather, it is characterized by a zone of transition. (Author/VWL)

Abstract

This article concentrates on the use of metaphors characterizing a multilingual brain in a corpus of oral interactions drawn from the Andorran part of an international research study. First, the situation and the status of metaphors in fields connected to the elaboration of knowledge is questioned. Next, the most important metaphors associated to the representations of the brain are reconsidered. Finally, the analysis deals with the metaphors of the Andorran corpus. Their nature and function are observed, both from the point of view of the representations thus created and from that of the elaboration of a common knowledge necessary to the discourse economy of the group. Abstract

How people define themselves or others as bilingual or not depends on their notions and social representations of bilingualism. Language provides different possibilities in order to make such designations: the use of lexical words (like "bilingual" in English), but also paraphrasing or other discursive strategies. This article examines conversations between people who enter the process of self/other designations. The purpose is to record the words and discursive structures used by protagonists of the interaction in order to define themselves and others as bilingual or not. The language plays an important role in the dynamic dimension of social representations. Therefore, microanalysis is used to observe how the designation of being bilingual or not has elaborated in the course of the conversation. (Author/VWL)

This article examines the interpretive process of social representations of bilingualism by means of discourse and conversational analysis. Representations are to be understood as an interpretive set of assumptions conveyed by discourse, creating recurrent and habitual systems of dispositions and expectations. The article shows how discourse is framed by an argumentative macrostructure, which displays narrative, explicative, and justificative types of discourse. This book offers an overview of the events surrounding the development of the two official language communities (English and French) of Canada during the last 30 years and the establishment of a model of official bilingualism. The text is provided in both languages. Chapter 1 describes the context of language change: historical origins of populations speaking English and French; the current distribution of official language groups across the country, and the context for policy making in a bilingual country. Chapter 2 outlines the objectives pursued by federal and provincial governments for official languages, and the long-term action of the federal government to improve the status and use of official languages in federal institutions, to support the development of official language minority communities, and to promote English and French throughout Canadian society. Chapter 3 reviews the major shifts in provincial policies and programs for official language minorities. The final chapter presents the results of three decades of sustained effort to give English and French equal status in Canadian society, outlining provincial achievements, minority community development, and growing public support for the official languages and policies to promote them. Abstract

A two-and-a-half-year study in northern Ontario (Canada) investigated the relationship between characteristics of the minority French-speaking community, home environment, and the school and classroom environments. Focus was on factors affecting the development and maintenance of cultural awareness, ethnic identity, and communicative competence in French. Four cohorts of students were studied: from kindergarten to second grade, third to fifth grade, sixth to eight grade, and ninth to eleventh grade. Data presented here are based on descriptive statistics, structured ethnographic observations, and normative tests. Data and analyses are summarized in substantial statistical tables within and appended to the report. Findings resulted in the recommendation of 20 instructional strategies and actions for French-language schools in Ontario, based on five basic principles: (1) input before output, life experiences before competence, and comprehension before production; (2) competencies must be developed in accord with the environment; (3) accentuation and validation of Ontario youth and their cultural identity as French Canadians; (4) while addition of a second language does not require loss of the first language, lack of experiences in the first language can have that effect; and (5) support for French Canadian management of their own institutions. Abstract

A study in Moncton, New Brunswick, of second language use by language minorities and native language maintenance as it relates to the linguistic groups' vitality and the individuals' attitudes toward these groups is reported. Seven research hypotheses were proposed: (1) The first language group's perception of the second language group's vitality will determine the integrative tendency of the first language group. (2) When the first language group's vitality is perceived as superior, the fear of assimilation and of loss of the language does not occur. (3) When the second language group's vitality is perceived as superior, the threat of losing the first language and fear of assimilation will be observable. (4) The affective situation will determine the frequency of contact of second language group members with each other relative to their contact with first language group members. (5) The relative frequency and quality of contact of a member of the second language group with the different groups' members will determine his linguistic confidence. (6) This confidence will determine his motivation to learn and speak the first language. (7) Aptitude and motivation will influence both linguistic and paralinguistic aspects of his language behavior. Results confirmed hypotheses (4), (6), and (7), did not confirm (1), and left questions concerning the others. (MSE)

Approximately 500 works concerning acquisition of French as a first or second language by children from infancy to adolescence are listed. Although works on prelinguistic development are not included, research on comprehension during this period is. Studies of early simultaneous bilingual development are included if one of the languages is French. Articles on French instruction are included only if they take the language acquisition approach to teaching, but a large number of works on school language, aspects of reading and writing development, the relationship of language and cognitive development, and pathological development emphasizing developmental rather than remedial aspects do appear. Abstract

The Canadian government opted for a politics of bilingualism according to the "personal solution" whereby the Canadian citizen, whether English or French, can demand the protection of his language regardless of the section of the country in which he lives. In a "territorial solution," an individual can claim official status for his language only in a limited part of the country. This study claims that the official option for bilingualism according to the personal solution is founded on an erroneous analysis of the Canadian situation. This claim is developed in three parts: (1) Constitutional legislative and political aspects of Canadian bilingualism; (2) bilingualism from "one ocean to the other"; and (3) the question of a bilingual or a French Quebec. Part One discusses Article 133 of the British North American Act (1867), the Royal commission to investigate bilingualism and biculturalism, the Official Language Act, and the multicultural politics of the federal government. Part Two treats personal and territorial solutions, a bilingualism of the elite, French minorities outside Quebec, and the mechanisms of assimilation into the English-speaking group. Part Three discusses the question of false linguistic security in Quebec and the French language as spoken in Quebec. (AMH)

Abstract

This bibliography on Canadian bilingualism includes a very large number of useful resources, including newspaper articles. Each chapter has two sections: an introduction presenting the problems related to the particular topic of the chapter, and a bibliographic section. A general introduction defines the object of the research and presents the main problems related to each of the fourteen categories of the bibliography. The bibliography is divided according to the following schema: (1) historical studies; (2) linguistic demography; (3) political solutions; (4) economic factors; (5) legal problems; (6) the language of administration; (7) languages and education; (8) the social dimension; (9) analysis and normalization of languages; (10) the geographic aspect; (11) psychological factors; (12) the cultural context; (13) ethnic relations; and (14) official investigations and documents. A glossary of linguistic terminology and four legal documents are appended. The latter include the law concerning the status of official languages in Canada, the official language act, the law on official languages in New Brunswick, and the French language charter of Quebec. Abstract

This study of the "Mouvement Quebec Francais (MQF)" covers the period from March 1971 through Spring 1974. The fundamental postulate of the study is that if the political culture is internalized by individuals, it is at the same time borne by groups. The study of groups represents, therefore, a good vehicle to reveal the most significant validating systems of Quebec society. The presentation of this study has five parts: (1) the formation and composition of the MQF with emphasis on the significance of the presence within the movement of representatives of labor unions and agriculture; (2) analysis of the situation, specifically of the ideological discourse of the MQF with regard to its position on the French language, bilingualism, and its solution to the problem; (3) an analysis of the organization itself and its objectives with emphasis on its resources, strategies, modes of action, and factors working against its stated objectives; (4) an analysis of the goals which motivate the positions and actions of the MQF, in particular as they are expressed in the concepts of authority, participation, and change; and (5) a general conclusion presenting the results of the study as compared with the hypotheses, an analysis of the MQF's value system and the degree to which variations in its activity might have affected its feelings of competence, power and self-confidence, and suggestions for changes which might increase the influence of the MQF. 42. Multilinguisme et education au Nigeria (Multilingualism and Education in Nigeria).

Abstract

The linguistic situation in Nigeria might be represented as a pyramid with a base composed of 400-500 native languages of which about 100 have been alphabetized. Of these, 51 with more than 100,000 speakers each, are considered regional languages; ten, with more than 1 million speakers each, are considered inter-regional languages; and three having more than 10 million speakers each are national languages. Besides these, there are three languages with special sociolinguistic functions: Pidgin, the contact language; English, the official administrative and educational language; and Arabic, the language used for religious purposes by a large segment of the population. This situation is the context for the discussion of the following: (1) education in general; (2) Nigerian languages and education; (3) the position of English, Pidgin, Arabic, and French with regard to education; and (4) the standardization of Nigerian languages and education. It is concluded that a uniform and centralized policy could not be applied to the entire country, but that each state, and even each ethnic group, would have to find a workable formula adapted to local, regional, and national needs. A solution might be to use the native language of the children involved for elementary education. This would be followed by education in either a second Nigerian language or in English, depending on the part of the country. (AMH)

43. L'univers familier de l'enfant africain (The Familiar Surroundings of the African Child).

Abstract

This study on the African child had three objectives: (1) to become familiar with the environment of the African child, (2) to investigate the vocabulary to which the child is exposed at home and at school, and (3) to compare the vocabulary of the native language with that of the school. The first part of the study constituted a linguistic study of the family situation to discover the lexical repertory of the child in his or her native language, Basaa, as well as in the French language used in school. The second part took account of the fact that the child grows up simultaneously in two worlds, the African cultural milieu and the educational milieu. The child's native culture forms the child's understanding and organization of meaning; the educational milieu uses a language whose form and content imply many realities totally foreign to the child. Part three compared the data from Cameroon children with similar data from French children as well as vocabulary of the native language and the language of the school. (Author/AMH)

45. Attitude linguistique des adolescents francophones du Canada (Linguistic Attitude of French Adolescents in Canada).

Abstract

A report is presented of research on the attitudes of French-speaking adolescents toward the English language and culture. For the purposes of this study, Shaw and Wright's definition of attitude was accepted, that is, an evaluative reaction of the affective order. The four parts of the study describe the following: (1) the preparation of the instrument; (2) the reaction of the adolescents to a number of photographs and visual stereotypes illustrating the two principal Canadian cultures; (3) an analysis of the importance of attitude and aptitude in learning a second language; and (4) an inventory of the variables that can influence linguistic attitudes. Results seem to indicate the need to look for new factors affecting attitude, while accepting some of the traditional influences. In addition to bibliographic footnotes, there is a list of Masters theses on related aspects of the question of language attitudes in Quebec. (AMH)

Abstract

A comparative study was conducted in two factories in the Montreal area which were in the process of changing the official language within the factory from English to French. The objective of the research was twofold: (1) to analyze the language use and behavior of the employees; and (2) to develop research instruments appropriate for evaluating the language situation of a business, and for measuring the success of programs whose objective is a modification of language usage. Two businesses were chosen in the food distribution industry; the personnel represented a mix of francophones, anglophones, and italophones. Data were gathered by a chart for noting observations of oral communication in work situations, an attitude questionnaire regarding French and English usage, and role plays. The sample was made up of 367 persons, both male and female, of whom the majority were French-speaking. One finding is cited as particularly notable, namely that the employees' principal concern was to maintain good interpersonal relations. This concern is evident in the willingness to use the language of their interlocutor. The description of the research is accompanied by nine appendices containing samples of the research instruments and analyses, as well as numerous figures, charts, and tables. (AMH)

Abstract

This study concerns the problems posed by modes of interlinguistic communication, translation, and individual bilingualism, on which depend the quality of relationships between two ethnic communities belonging to a single political entity. It also addresses a frequent question about the need for translation in a bilingual country like Canada. The discussion involves the extent and quality of bilingualism in the Canadian population, bilingualism and biculturalism, the role and function of translation in an officially bilingual country, and reflection on the nature of the translation act. After an introductory review of the history of the French language and sociolinguistic geography in Canada, the discussion moves to the distinction one must make between institutional bilingualism and biculturalism on the one hand, and individual bilingualism on the other. A third chapter analyzes the scope and role of French translations in the socioeconomic and political life of Canada. Finally, the study attempts a theoretical and practical analysis of the role and nature of both oral and written translation. By way of conclusion, the findings of each chapter are synthesized in order to define the relationship which should link translation to other forms of bilingualism. (AMH)

Abstract

A study of the difference between knowledge and use of two languages by bilinguals in a partially bilingual situation looks at what is known about language knowledge and language usage, the linguistic and communication tensions affecting monolinguals in a community, some special cases, and the possibilities for diachronic analysis of language choice. It proposes a statistical method of analyzing the relationship that helps to understand such factors as diglossia and linguistic loyalty, the interactions of monolinguals and bilinguals, and bilingual language dominance or choice. Special cases considered include total language loyalty on the part of bilinguals, the death of the minority language, and usage levels by new couples and their offspring. A case is made for using the analytical method to study trends in language choice over time. (MSE)
