Aydınlanma`dan bu yana modernlik kendini bir insani kurtuluş öyküsü ve bir özgürlük kültürü olarak suna geldi. Modern düşüncenin tarihi serüveni içinde özgürlük muhtelif felsefi yaklaşımlar için ahlakın ana ilkesi, siyasetin temel öncülü oldu. Bu tema felsefi olarak en kuvvetli biçimde Aydınlanma çağında geliştirilmiş, en açık şekilde de Kant tarafından telaffuz edilmiştir. Siyasi olarak ise özgürlük fikri büyük Batı devrimlerinde zirveye çıkmış, insan ve vatandaşlık haklarına ilişkin bildirgelerde de formel bir hüviyet kazanmıştır. Aynı süreçte, ahlak ve siyaset düşüncesi daha eski bir gelenekten, klasik 'erdem' geleneğinden kısmen uzaklaşmıştır. Öyle ki, kimi düşünürlere bakılırsa, modernler ile antikler arasındaki temel fark özgürlük ve erdem ilkelerine yönelik vurgularında görülür. Fakat yakın dönemde ve yine modernliğin tam ortasında klasik erdem geleneğinin uyanışına şahit olduk. Öyleyse burada yalnızca tarihi dönemler (antikite-modernite) arasındaki bir karşıtlıktan değil, çağdaş siyaset felsefesine içkin bir gerilimden söz etmek gerekir. Bu tez çağdaş siyaset felsefesinde Rawls gibi özgürlüğe öncelik tanıyan düşünürlerle, MacIntyre gibi erdeme öncelik veren bazı önemli düşünürlere odaklanarak söz konusu gerilimi aydınlatmayı amaçlamaktadır. Özgürlük ve erdem arasında zorunlu, içkin bir gerilim var mıdır? Birini diğeri ile uzlaştırmak, telif etmek mümkün müdür? In the history of the modern thought, freedom has been the master principle of morality and the foundational premise of politics for varying philosophical approaches. Philosophically, this theme has been most emphatically developed during the Enlightenment, and most clearly spelled out by Kant. Politically, however, the idea of freedom culminated in the great Western revolutions, and acquired its formal manifestation in the declarations or bills of rights. On the other hand, there is the older, classical tradition of virtue. Some scholars argue that the most fundamental difference between the ancients and the moderns lies in their respective focus on virtue and freedom. However, recently, in the midst of Western modernity, there has been a revival of the classical virtue tradition. The opposition, then, is not only between historical epochs (e.g. between the ancients and the moderns), but is a conflict inside the contemporary political philosophy. This dissertation aims to provide insight into this tension by concentrating on a number of major political thinkers advocating the primacy of freedom, such as Rawls, or the primacy of virtue, such as MacIntyre. After a critical evaluation of 'aretaic minimalism', 'liberal virtue' theories, and Aristotelian communitarianism in contemporary political philosophy, it is argued that the 'ethics of the good` articulated by Taylor offers a stronger reconciliatory standpoint open to an aretaic or ethical understanding of freedom.Keywords: virtue, freedom, good, MacIntyre, Taylor 210

Bu tez, iki ana amaç doğrultusunda tasarlanmıştır: Türkiye'de Cumhuriyet dönemi dil rejiminin kuruluşunun hukuki ve ideolojik bir tarihini sunmak ve bu rejimin 1980 sonrası dönemdeki dönüşümlerini incelemek.Dil rejimi bu tezin kapsamında, belli bir iletişimsel alan içinde, ki bu alan bir ulus-devletin hüküm sürdüğü dil evreni ya da bir dil topluluğu olabilir, dilsel davranışların yasal ya da fiili olarak düzenlenmesi şeklinde tanımlanmıştır. Bir başka deyişle, dil rejimleri belirli bir siyasal alan içinde dil evreninin yönetilme biçimlerini tanımlar. Dil ideolojileri bu rejimlerin biçimlendirilmesinde, organizasyonunda ve uygulanmasında ayrılmaz unsurlar olarak ortaya çıkar. Dilin bu şekilde kavramsallaştırılması, dilin bir toplumsal ve siyasal iktidar alanı olarak incelenmesine olanak sağlar.Tezin ilk bölümünde Cumhuriyet döneminin dil politikaları, dil rejimleri kavramı çerçevesinde değerlendirilmiştir. Türkçeyi tek geçerli dil kılan dil rejiminin ideolojik arka planı ile birlikte, bu rejimin kuruluşu ve işletilmesi sırasında türeyen söylemler de analizin kapsamı içine alınmıştır.Tezin ikinci kısmı bu dil rejiminin 1980 sonrası dönemde ne tür itirazlarla ve meydan okumalarla karşılaştığını incelemektedir. There are two main aims of this dissertation: to present a legal and ideological history of the formation of the language regime in Turkey in the Republican period; and to analyze its transformation in the post-1980 era.A language regime is defined in this dissertation as a de jure or de facto regulation of the linguistic behavior, in its content or in its status, within a space of communicative action, such as that of a nation-state or a speech group. In other words, a language regime is a system of the governance of the linguistic domain within a defined political territory by planning and employment of particular policies. Language ideologies, on the other hand, are inseparable aspects of the formulation and operation of the language regimes. Such a conception of language enables an analysis of language as a domain of social and political power.In the first part of the dissertation, the history of the language politics in the Republican Turkey is analyzed through the concept of language regime, and the ideological repercussions pertaining to the designation and practicing of these regimes are assessed.The second part concentrates on the changes in post-1980s, within a globalizing environment, in the broadcasting policies and the ways in which language regimes have been transformed. Controversies over two basic processes have been analyzed in this part: the commercialization of the audio-visual domain, and the developments concerning broadcasting in minority languages. 294

Haşim Koç Tercüme Metinlerin Ağı Olarak Kültür Repertuarı: Tanzimat'tan Sonraki Yeni Edebiyat (1830-1870) Bu tez, de Osmanlıların 1830 ile 1870 yıllan arasında Fransız kültürü ile olan karşılaşmalarını çok daha detaylı ele alacak bir projenin ana çerçevesini çizmeyi amaçlamaktadır. Bu karşılaşma sonucunda 1870 yılından itibaren Osmanlılara yeni bir seçim kümesi sağlayan bir repertuar meydana gelmiştir. Bu araştırma yeni repertuarın unsurlarım tanınırken, bu unsurların içerik analizlerini sonraki çalışmaya bırakmaktadır. Unsurlar olarak sözlükler ve dönemin yeni türdeki ilk örnekleri olan tercümeler incelenmiştir. Bu unsurlar Osmanlı reformcularının bilinçli bir çabası olarak ortaya çıkmıştır ve bu çaba elli yıl önce görülmeyen türlerin ve edebiyat ürünlerinin ortaya çıkmasıyla sonuçlandığından başarılı sayılabilir. Aslında, bu repertuarın oluşumunun aniden olmadığı, tam aksine eski repertuarın geleneksel öğeleriyle yeni repertuarın bilinmeyen öğeleri arasında uzun dönemli bir iletişimin sonucunda meydana geldiği de gözükmektedir. Bu nedenle, Osmanlıların önceki dönemlerde tercümeye bakışları da dikkate alınmıştır. Felsefi diyaloglar, tiyatro oyunları, romanlar ve şiirdeki ilk örnekler bizim üzerinde ısrarla durduğumuz kaynaklardı. Cultural Repertoire as a Network of Translated Texts: The New Literature after the Tanzimat Period (1830-1870) by Haşim Koç This thesis aims to draw the general framework of a broader project about the period between 1830 and 1870 with particular reference of the cross-cultural encounter of Ottomans with the French. This encounter ended up in the emergence of a new cultural repertoire in 1870 which provided a new set of options for the members of the Ottoman society. This study aims to focus on the description of the elements of the new repertoire, whereas the detailed project should deal with the content analysis in order to find out dynamics of the construction process of the new cultural repertoire. For the framework, dictionaries and translated literature in forms of new genres are primarily analyzed. This framework emerges after the conscious planning activity by the Ottoman reformers, which may be defined as a successful attempt because of the newly emerged literature, which was not seen fifty years ago. However, the appearance of this new repertoire does not take place suddenly, but on the contrary, it is the result of a long- term negotiation process between the traditional elements of the old repertoire and the unknown elements of the new repertoire. Thus, the earlier understanding of the Ottoman translation was also taken into consideration. The first samples of philosophical dialogues, theatre plays, novels, and poetry are of particular interests for us. Also the role of the earlier developments upon this period is taken into consideration with particular reference to 18th century beginning with Tulip Era. IV 227

Bugüne kadar intihar terörizmi ile ilgili yapılmış araştırmaların ne sayısı ne de derinliği yeterliseviyede değildir. İntihar terörizmi terörizmin kendisi kadar eski bir hadise olsa da intiharterörizmi genel terörizm hakkında yapılan çalışmalar dahilinde bir alt başlık olarakdeğerlendirilmiştir. İntihar saldırıları olaylarında görülmekte olan yükselen trend ve busaldırılar yoluyla yaratılan büyük zararlar sonucunda intihar saldırılarının sebepleri, ne gibigruplar ve kişiler tarafından kullanıldığı ve hükümetlerin hangi önlemleri alması gerektiğisoruları daha çok sorulmak zorunda kalınmaktadır.Bu sorulara cevap vermek amacıyla yapılan bazı çalışmalar intihar terörizmini besleyenkaynakta ne gibi motivasyonlar olduğunu araştırmak üzere yapılmıştır. Ancak şu ana kadargerçekleştirilen çalışmalar motivasyon konusuna bakışlarında kendilerini ya organizasyonelya da bireysel açılar ile kısıtlamıştır. Bu çalışmanın hipotezi intihar terörününmotivasyonlarını anlamak yolunda sadece bir açı ile kısıtlanmanın gereksiz olduğudur. Buhipotezi test etmek için intihar saldırılarını yoğun olarak kullanan iki hareket incelenmiştir.Bunlar Tamil Eelam Özgürlük Kaplanları ve Islami Direniş Hareketi'dir. Bu iki grup hemorganizasyon içi motivasyonları hem de bu organizayonların üyelerinin motivasyonlarınıirdelemek amacıyla derinlemesine incelenmiştir.Bu çalışmanın sonuçları intihar terörizmini anlamada hem organizasyonel hem de bireyselmotivasyonların geçerli ve önemli olduğunu göstermiştir. Sonuç olarak intihar terörizmininhem organizasyonel hem de bireysel motivasyonlar ile beslenen bir eylem olduğuönerilmektedir. Dahası bu motivasyonların birbirleri aralarında da etkileştikleri gözlenmiştir.Organizasyonlar mantıklarını stratejik amaçlar üzerine inşa ettikleri halde bireylere vedolayısıyla bireysel motivasyonlara muhtaçtırlar, ve aslında bunları en etkili şekilde istismaretmektedirler. Although suicide terrorism is as old a phenomenon as terrorism, the scope ofresearch investigating the latter outweighs and usually encloses the former as a subtopic. Theincreasing trend in suicide terrorism and the high rate of casualties it inflicts on its targetenemy raises significant questions such as what accounts for the rise in suicide terrorism,what kind of people and groups are involved in it, and what kind of measures shouldgovernments take to prevent its future occurrences.In order to provide answers to some of these questions a small number of studies attempt toexplore what kind of motivations lie at the source which feeds suicide terrorism. The availablestudies investigating the motives of suicide terrorism generally limit themselves toapproaching the phenomenon from a particular angle, such as one that of organizational orindividual motivations. The hypothesis of this study is that there need not be an exclusiveangle to explaining the motives of suicide terrorism. In order to test this hypothesis, this studyhas explored two movements, the Liberation Tigers of Tamil Eelam and Islamic ResistanceMovement, which have intensely utilized suicide attacks. To this end, these two cases wereinvestigated with the aim of understanding the existing motives among these groups as well astheir activists? for carrying out suicide attacks.Indeed the findings of this survey showed that factors of both organizational and individualmotivations are applicable and significant in understanding suicide terrorism. The findings ofthis research suggest that suicide terrorism should be studied in a framework that regards thisissue as an act which is fed both by organizational and individual motives. Moreover, bothorganizational and individual motives also seem to interact among each other. Whileorganizations base their logic on strategic goals, they are obliged to employ individuals andtherefore individual motives, which they have learned to exploit in a very efficient manner.On the other hand, although feelings of relative deprivation, humiliation, and revenge canimpel a person to sacrifice his life for the good of the whole, encouragement, training, andplanning provided to him or her by the organization are essential for the mission.Key words: Suicide terrorism, suicide attacks, Liberation Tigers of Tamil Eelam, IslamicResistance Movement, Hamas 85

Bir Osmanlı Münecciminin Gündelik Endişeleri Bu tezde 19.yy'in ilk yansında yaşamış müneccim özelliği ön plana çıkan, aynı zamanda naiblik, müftülük, nakib-ül eşraflık yapmış, şairliğiyle de tanınan Müderriszade Sadullah El-Ankaravi'nin gündelik endişeleri incelenmiştir. Bunun için Sadullah El-Ankaravi'nin düzenlemiş olduğu takvimler ve zayiçe mecmu' alarmdaki kişiser notlarından faydalanılmıştır. Ayrıca bu endişeleri anlayabilmemiz için yaşadığı yerler, ailesi, müneccimlik^ okuduğu kitaplar, aldığı eğitim de söz konusu edilmiştir ve bunlara ulaşabilmek için, tereke ve temettuat kayıtlarına da ayrıca müracaat edilmiştir. Tez, klasik kronolojik biyografi kurgusu dışmda kendine has bir kurguya sahiptir ve tezin 'anlatı' olma özelliği ön plana çıkarıllmaya çalışılmıştır. Mesela Sadullah Efendi'nin gündelik endişeleriyle yaşadığı konağı arasında analoji yapılmış, konak anlatılırken endişeler de alakalı odalara taksim edilmiş ve bu odaların içlerinde anlatılmışlardır. Tezin kendisine özgü bir 'anlatı'sının olmasıyla Sadullah Efendi'nin hayatına, kendisinin notlar aracılığıyla bize sunduğu şekliyle yaklaşabilmek amaç edinilmiştir. Daily Concerns of an Ottoman Astrologer by Gfilçin (Tunalı) Koç This thesis aims to study daily concerns of an Ottoman astrologer who lived in the first half of the 19 century in Ankara: Müderriszade Sadullah el-Ankaravi. Beside his prominent feature as an astrologer, he held the posts of naib, müftü and nakib-ül eşraf at different times. In addition to all of these, he was also a poet. His personal notes recorded at the edge of the calendars and horoscope collections were mainly analyzed in this study in order to understand the daily concerns of this multi-dimensional personality. Several other subjects like the places he lived in, his family, ilm-i nücum, his books, his education were considered to have a broader scope for the issue. Hence, the estate records and temettuat records about him were taken into consideration, either. This thesis does not belong to the genre of `classical biography` which was based on chronological order. Nevertheless, it has a particular type of narration which is tried to be emphasized throughout the thesis. For instance, an analogy between the daily concerns of Sadullah Efendi and his residence has been conducted in which his daily concerns has been narrated in the relevant rooms. Thus, it is aimed to approach the life of Sadullah Efendi as it was presented in his notes. IV 147
