Der andauernde Krieg in der Ukraine hat das Problem der gerechten Verteidigung wieder aktuell gemacht. Das Prinzip der Notwehr ist seit Jahrhunderten in der katholischen Morallehre bekannt. Eine interessante und aktuelle Perspektive zu diesem Thema präsentierte Prof. Janusz Nagórny (19502006), einer der berühmtesten zeitgenössischen Moraltheologen in Polen. Das Ziel dieses Artikels ist es, einen breiteren Leserkreis – insbesondere von außerhalb Polens – mit den Gedanken des polnischen Moraltheologen zum Thema der rechtmäßigen Verteidigung vertraut zu machen. Diese Überlegungen sind fest in der damaligen Soziallehre des Papstes Johannes Paul II. verankert, haben aber auch ihren eigenen, ursprünglichen Charakter. Der Text zeigt zunächst einige Paradoxien der modernen Welt auf, die mit den Fragen von Frieden und Krieg verbunden sind. Dann werden die wichtigsten anthropologischen Grundlagen für ethische Entscheidungen im Bereich der gerechten Verteidigung erwogen. Abschließend probiert man die konkreten Erläuterungen zum Prinzip der Notwehr in der heutigen Welt zu geben. Zusammenfassend lässt sich sagen, dass in der Sicht von Janusz Nagórny einerseits alles Menschenmögliche getan werden sollte, um verschiedene Formen von Krieg zu verhindern. Andererseits muss man sich realistisch daran erinnern, dass jede Person, jede Nation und jeder Staat das Recht und sogar die Pflicht hat, die eigene Freiheit und Unabhängigkeit angesichts ungerechtfertigter Aggression zu verteidigen.

Krieg, Konflikt, Solidarität: In der Psychologie sind das allesamt herausfordernde Themen – nicht nur dort. Dass Konflikte zu Kriegen eskalieren können, kommt vor – andere Konflikte deeskalieren. Woran liegt das? Auch wenn der Schwerpunkt dieses Kapitels auf Krieg und Konflikt liegt, soll wenigstens kurz das Thema „Solidarität“ gestreift werden, denn Kampf und Kooperation liegen in der Natur des Menschen nah beieinander.

Gegenstand dieses Aufsatzes ist die Klärung der Grundbegriffe und kritische Gegenüberstellung der durchaus verschiedenen Auffassungen des Friedensjournalismus seitens Kempf (1996) und Galtung (1998). Wie gezeigt wird, liegt den Modellen von Galtung und Kempf nicht nur ein unterschiedlicher Friedensbegriff zugrunde, sondern die Autoren unterscheiden sich auch in ihrem Verständnis von Gewalt und Gewaltfreiheit, sowie in der theoretischen Fundierung ihrer Modelle des Friedensjournalismus. Anhand einer Auseinendersetzung mit Lynch & McGoldricks (2005) Rezeption des Friedensjournalismus wird auf Kritik eingegangen, die Loyn (2008) und Hanitzsch (2004, 2008) daran geübt haben und die Vereinbarkeit des für Kemps Modell zentralen Begriffs der Fehlwahrnehmung mit dem Konzept der sozialen Konstruktion der Wirklichkeit aufgezeigt. Den Abschluss des Aufsatzes bildet eine Skizze der Hauptergebnisse bisheriger und der dringendsten Aufgaben zukünftiger friedensjournalistischer Grundlagenforschung.

Each word, populism, peace, and security, has multiple meanings, which are sometimes contradictory. For example, populism may be leftist, referring to advancing the interests and concerns of the common people and in opposition to domination or control by elites. Or populism may be rightist, referring to advancing the interests of a dominant ethnicity or ideology and often including authoritarian rule. Peace may refer to either harmonious, positive relations or to the simple absence of violence or repression with one-sided domination. Security also has varying references, including national security, personal feelings of security, human security, or one-sided security based on the other side's insecurity. This article examines major aspects of the complex relations among the diverse meanings of the three concepts, giving particular attention to populism. The article analyzes the current American domestic situation, focusing on U.S. President Donald Trump and his administration's actions. It examines the consequences of those actions and of various kinds of populism for the United States' peace and security. It also analyzes Americans' resistance to Trumpist actions and to rightist populism, focusing on how progressive citizen engagement could better advance Americans' peace and security. The term "hybrid war" draws attention to the fact that traditional concepts of war no longer provide the guidance we need to tackle twenty-first-century challenges to peace and security. As the demarcations between "interstate war," "civil war", and "peace" have blurred, the conventional semantics of war are no longer useful. Can the term "hybrid war" help rectify our conceptual and political disorientation - or does it only indicate and even increase our disorientation? This paper examines the potential usefulness of the "hybrid war" semantics. It analyzes and historicizes the current disorientation and clarifies the problems and prospects of a reorientation on the new, shapeless security terrain. [ABSTRACT FROM AUTHOR]

In dealing with the topic of sectarian violence in the Syrian War, the focus often lies on the international dimension and the relations between Iran and Arab Gulf states. Assuming the existence of national sources of sectarian violence as a prerequisite for international influences to take effect, the article focuses on the national dimension of this phenomenon. In doing so, it examines the historical entanglements of sectarianism with political legitimacy in modern Syria. Those shaped and drove the country's major episodes of violence: the rebellion that ended in 1982 and finally the current war. Therefore, any Syrian government that wants to end the war in a sustainable way will have to reclaim political legitimacy beyond common sectarian patterns. [ABSTRACT FROM AUTHOR]

Extended Abstract in English Given the increasingly complex nature of conflicts, a corresponding increase of new methods can be observed in Peace and Conflict Studies. At this juncture, metatheories aimed at integrating this labyrinth of diverse methods is becoming necessary. This paper will draft a conceptual proposal, discussing two well-known holistic approaches of mediative conflict management in an integrative context:- The Conflict Management Approach by Prof. Dr. Friedrich Glasl (2004).- The Conflict Transformation Approach (The Transcend Method) by Prof. Dr. Johan Galtung (2000). The theoretical assumptions of this paper are based on the integral approach by Ken Wilber (2001) – a highly discussed “Theory of Everything“ that has thus far remained widely ignored in Peace and Conflict Studies, yet. Therefore, it is also of interest to scrutinise the integral approach with regard to its contribution for an integrated Peace and Conflict Studies. The analysis was conducted as follows: 1. Introduction of two holistic Peace and Conflict Studies approaches: a. The Conflict Management Approach by Glasl implies a number of categories and entry points (Ansatzmomente) resulting in a complex intervention spectrum. In this regard, the consideration of escalation levels is highly important, integrating perception-oriented (low escalation), emotion-oriented (medium escalation) and behaviour-oriented (high escalation) measures. The spectrum may be combined with other categories such as conflict type (hot or cold) or criteria of conflict analysis (issues, conflict trends etc.). b. The Conflict Transformation Approach by Galtung is characterised by a three-fold schematic, enabling a complex understanding of violence (direct, cultural, structural), conflict (behaviour, assumptions, contradictions) and peace (non-violence, empathy, creativity). Moreover, Galtung’s model implies three conflict phases (before, during, after violence) as well as five styles of conflict management. c. The integral approach can be understood as a “Theory of Everything“ presupposing that no perspective can be 100% wrong (but “partially true”). Its methodology is based on “map making” by categorizing established paradigms, methods and theories in a holistic metacontext. By means of five categories – quadrants, levels, lines, types, states (altogether AQAL: All Quadrants All Lines) – the integral approach claims to consider as many aspects of reality as possible in a holistic concept. 2. Outline of an integration model: a. Possibility of an epistemological integration of the introduced methods:The five AQAL-dimensions enable the epistemological foci of the approaches by Galtung and Glasl to be revealed. A point in which both approaches may complement each other becomes apparent by combining a vertical spectrum of escalation levels (Glasl) and a horizontal axis of different fields of violence (Galtung). It might be of further research interest to analyse the potential extent of a correlation to evolution oriented level schemes (Wilber), e.g., referring to development psychology or evolution theory. Are there different development levels (Wilber) of direct, cultural and structural violence (Galtung)? Is there a correlation between levels of development (Wilber) and regression (Glasl)? This paper concludes for both cases a cautious “yes.” In doing so, the consideration of the other AQAL-dimensions (types, lines, states) provides further information. b. Proposal for an integral heuristic:The consideration of vertical (levels) and horizontal (quadrants, types, lines) AQAL-categories is also useful to integrate heuristics. However, the integral approach itself does not represent a method of heuristic and practical effect, though it is useful to adapt the AQAL-categories and to consider new tools that are highly relevant for the Peace and Conflict Studies. The heuristic integral concept is based on the vertical conflict scheme by Galtung (three conflict phases) and Glasl (escalation model) and additionally considers horizontal analysis categories (e.g., types: conflict type; quadrants: fields of violence) on each level. A complex integral Peace and Conflict Studies heuristic is the result, under the consideration of an adapted AQAL-model.3. Conclusion and critique: The analysis shows that the primary use of the integral approach for Peace and Conflict Studies lies in its ability to integrate the epistemological benchmarks of different approaches. Thereby, the integral concept provides information about some points in which the epistemes and heuristics of Glasl and Galtung may complement each other which could enrich the construction of a metatheory in the Peace and Conflict Studies (especially with regard to the combination of Glasl’s escalation model and Galtung’s three-folded schematics). However, it should be noted that the examples of Glasl’s and Galtung’s meta-approaches provide other important integration and categorisation concepts which are not be covered by the integral approach (at least in its present form). Thus, the AQAL itself may be inappropriate to integrate methods in the context of their orientation (e.g., process, client, solution oriented) or regarding the modus operandi (e.g., (a) conflict analysis, (b) intervention planning, (c) action). The AQAL is not only lacking meta-categories which are adapted to the particular heuristic requirements of Peace and Conflict Studies, also the contextualisation of its dimensions – e.g., the evolutionary scope of the level dimension – may not always be adequate and useful. Generally, it can be concluded that metatheory building requires to consider different – in some respects contradicting – possibilities of formulating meta-categories. With regard to Peace and Conflict Studies, there remain a lot of research questions to be opened, since different meta-contexts may follow differing “main interests.” Preliminarily, it can be concluded that a really integrated Peace and Conflict Researcher should be familiar with epistemological and heuristic contexts, but also metatheoretical and theoretical contexts as well. Im Rahmen des vorliegenden Papers soll hierzu ein konzeptioneller Vorschlag skizziert werden, indem zwei holistische und bekannte Ansätze der mediativen Konfliktbearbeitung in einem integrativen Kontext diskutiert werden:- Der Konfliktmanagement-Ansatz nach Prof. Dr. Friedrich Glasl (2004).- Die Transcend-Methode nach Prof. Dr. Johan Galtung (2000). Den theoretischen Rahmen, auf den sich die Überlegungen dieser Arbeit stützen, liefert der Integrale Ansatz (IA) von Ken Wilber (2001) – eine viel diskutierte philosophische „Theorie von Allem“, die im Rahmen der Friedens- und Konfliktforschung jedoch noch weitgehend unberücksichtigt geblieben ist. The Centers for Disease Control (CDC) is reporting in Morbidity and Mortality Weekly that the number of people dying from an opioid overdose rose 15.5% from 2014 to 2015, but the increase had little to do with prescription painkillers such as oxycodone or hydrocodone (1). Roughly 52,000 people died from drug overdoses in 2015 and of those deaths 33,091 involved an opioid. The increases in “death rates were driven by synthetic opioids other than methadone (72.2%), most likely illicitly-manufactured fentanyl, and heroin (20.6%)”. Deaths from methadone, which is usually prescribed by physicians, decreased 9.1%. The largest increase in deaths occurred in the South and Northeast with 3% and 24% increases in deaths from synthetic opioids from 2014 to 2015. So lange die Deutsche Demokratische Republik existierte, befand sie sich in einer ständigen Systemkonkurrenz mit der Bundesrepublik, weshalb der sogenannten Auslandsinformation oder Auslandspropaganda eine wichtige Rolle zukam. Auch nach der diplomatischen Anerkennung 1972 blieb Schweden ein Schwerpunktland für die Außenpolitik der DDR. Der Grund hierfür lag hauptsächlich in der wirtschaftlichen Stärke des Landes, aber auch in Schwedens internationaler Stellung, besonders wegen seiner Haltung in Friedens- und Abrüstungsfragen. Die Propagierung des Friedens sowie der Erfolge des Sozialismus waren in der DDR-Auslandsinformation zentrale Ziele. Für Letzteres spielten die einzigartigen Erfolge der DDR-SportlerInnen eine große Rolle. Der Bereich Sport schien eine ideale Arena, die Überlegenheit des Sozialismus aufzuzeigen. Auch in Schweden wurde über das Sportwunder DDR berichtet und diskutiert. Wie waren diese Erfolge zu erklären? Der Fokus des Artikels gilt den Konzeptualisierungen der DDR-Sporterfolge im öffentlichen Diskurs Schwedens. Mithilfe einer Analyse von Pressetexten sowie von Informations- und Reiseliteratur zur DDR in den 1970er und 80er Jahren wird der Frage nachgegangen, wie in Schweden über den DDR-Sport berichtet wurde und welches Image dadurch entstand. Der Beitrag orientiert sich theoretisch und methodisch an der linguistischen Kultur- und Diskursanalyse sowie der Diskurslinguistik und geht davon aus, dass eine Analyse des Sprachgebrauchs für die Untersuchung von politischen, historischen und sozio-kulturellen Phänomenen fruchtbar ist. Die Analyse zeigt, dass die hervorragenden Leistungen der DDR-SportlerInnen in erster Linie durch strukturelle und ideologische Konzepte erklärt werden. Dabei übernimmt die DDR nicht selten eine Vorbildfunktion für Schweden, wobei die Instrumentalisierung des Sports für politische Zwecke durchaus auch problematisiert wird. Vor dem Hintergrund der Dopingrealität in der DDR ist es interessant zu konstatieren, dass explizite Dopingvorwürfe im Material nicht vorkommen; Dopinggerüchte hingegen werden mehrmals vehement zurückgewiesen.

The achievement of peace in Palestine/Israel requires an understanding of the broader context, beginning with the asymmetry between the two parties. More than twenty years of negotiations have shown that Israel, as the stronger party, which benefits from its occupation of Palestinian land, has little incentive to reach a just solution. The international community has the ability and the responsibility to provide the necessary external incentives. Europe's clear policy on the two-state solution should lead to more active support for its realization. Peace will remain elusive as long as the imbalance between the parties remains. Knapp 100 Jahre nach Ausbruch des ersten Weltkriegs untersucht dieser Artikel zentrale Positionen in der Bewertung der großen Themen Krieg und Frieden durch Sigmund Freud und andere Vertreter der Psychoanalyse. Während Freud in der Rezeption häufig als Vertreter des Pazifismus wahrgenommen wird, zeigt der direkte Vergleich mit dem konservativen Philosophen Max Scheler und seiner Lobschrift auf den Genius des Krieges, wie sehr Freud in seinen Bewertungen im Geist seiner Zeit verankert ist. Wenngleich unter grundsätzlich anderen politischen Vorzeichen setzt auch er Tod und die Gewalt des Kriegs als Prüfstein der zivilisiatorischen Dinge.

A resurgent Russia has exposed a crisis in confidence manifest in the dearth of a "strategic vision" and the failure to find a "compelling narrative" on both sides of the Atlantic. Instructive inspiration for what Helmut Schmidt called a "grand strategy for the West" can be found in John F. Kennedy's "mutually beneficial partnership" to harmonize disparate European and American interests -- an idea whose time has come more due to the constraints of a complex and hyper-connected environment and the restraints of diminishing strategic resources than recent crises. More than anything else, a values-based grand strategy must see peace and peacebuilding as a pragmatic path of applied grand or geopolitical strategy, inclusive of national security strategy, rather than just an ideal end state. It must shape this emergent strategic narrative and the moral consensus for compelling action from the bottom up as much as the top down, fostering the relationships between peoples as much as governments. Building, maintaining, and applying this unique strategic and operational capital will go far to strengthen the most stable, secure, and prosperous transoceanic basin in the world for decades to come and meet the threats, challenges, and opportunities it faces. The article focuses on movements for European political integration, including a so-called proposed United States of Europe during the 1930s, along with the politics of this in Bulgaria and other Balkan peninsula nations. Topics that are discussed include the impact of World War I on this movement for European integration, the work of Bulgarian diplomats and Bulgarian scholar Ivan Shishmanov toward this goal, and the role that Western European nations such as France and Germany wished to play in this proposed political structure. Also discussed are the opinions of Bulgarian Prime Ministers Andrey Tasev Lyapchev and Alexander Tsankov to the idea of a Pan-European government.
