The article considers the complex geopolitical situation in the global world at the end of the second decade of the 21st century as determined by the consequences of the collapse of the Soviet Union and by the new world order. The author seeks to answer the questions who will define the current geopolitical situation, whose aims it will reflect, what will become the basis of new geopolitical realities, the basis of moral solidarity of humankind, and the spiritual basis of future civilizations. The new challenges give rise to a desperate struggle for different scenarios for building a happy life. Moreover, it is not clear which ideal of the future world will be widely supported as a development guideline. The recognition as such of the standard of living and development of the strongest ones becomes a real threat to the new civilization for it leads to the loss of national interests of sovereign states, and to the loss of an independent future. Today, there is an active search for new theories and concepts that will adequately explain con-temporary global processes. In this thematic context, the author identifies main lessons not learned by the world political elites. The first lesson: new states are not born in an empty place, their common history is a great advantage ensuring prospects for the further development of interstate cooperation. The second lesson: the widespread falsification of history has a negative impact on national, cultural and social-group identity in transforming societies. The third lesson: after the collapse of the Soviet Union, the post-war balance of power was destroyed together with the system of checks and balances in world politics (a bipolar model of the world). The fourth lesson: under radical social transformations, the moral system of the population devaluates with numerous crisis consequences.

Modern global controversy can be characterized through a diversity of methods, tools, forms and instruments. Scientific community carries on research in this sphere. In contemporary discourse the notion of “political infantry” is widely used. The expediency and justification of the usage of this notion is analyzed in the following article.

Инициатива КНР «Один Пояс – Один Путь» в Центральной Азии имеет как перспективы, так и ограничения реализации и зависит от множества факторов. Регион Центральной Азии как «зона интересов» России, может стать наглядным примером либо «разделения ответственности» – когда Китай ограничится только экономическим составляющим интеграции, без вмешательства во внутренние дела и вопросы безопасности, а Москва будет продолжать играть ведущую роль; либо Пекин все же усилит свое политическое и военное присутствие в регионе Центральной Азии. Инициатива при успешной реализации создаст платформу для усиления военно-политического присутствия КНР в регионе.

The article shows the importance of the adoption of the UN Charter. The rules and principles of international law embodied in the Charter of the United Nations, form the basis of modern law and order, the preservation of peace and allow to overcome international conflicts. The United Nations is a multilateral international organization and the efficiency of its operations affect the consistency of the positions of the Member States, the degree of interaction in the UN Security Council. The credibility of the UN and its legitimacy, breadth of competence and representativeness allow staff to play an indispensable role in global politics, economic and humanitarian cooperation. In order to maintain the stability of the present world order is necessary to keep the preservation of the basic foundations of international law, the improvement of international legal categories in order to eliminate double standards in law enforcement. Cooperation in the framework of the UN is necessary in solving regional conflicts, countering new challenges and threats to international security. On this depends the effectiveness of the United Nations.

The article deals with the role of the United States in forming military doctrine of Japan from 1945 to 2010. The article also examined the influence of Samurai military tradition on military and ideological training of Japanese army and Navy since the late 19th to mid 20th century, the history of development of strategic relations between the United States and Japan after the Second World War in military, economic and political fields. Documents on political and economic development of Japan from 1945 to the present day have been explored; factors which have had a huge impact on the formation of a new military doctrine have been examined.
