We consider alternative history scenarios in which explicit climate mitigation begins before the present day, estimating the total costs to date of delayed action. Considering a 2(1.5) degree Celsius stabilization target, peak costs are greater and reached sooner with a later start to mitigation, reaching 15(17)% of global GDP in 2085(2070) for a 1990 start and 18(35)% in 2080(2035) for a 2020 start. Further mitigation delay costs a best estimate of an additional 0.5(5) trillion dollars per year. Additional simulations show how optimal mitigation pathways evolve without imposing a warming limit, finding that median abatement levels and costs are not strongly dependent on start date. However, whereas 18(5) percent of optimal solutions starting in 1980 meet the 2(or 1.5) degree target, 5(or 0)% of 2020 simulations meet the goals. The climate varies on multiple timescales, but now humans are the main agents of change and are likely to remain so for the next few centuries. It is generally understood that human-induced climate change causes global warming, but what is not adequately appreciated are the direct influences on heavy rainfalls, drought and storms, at great cost to society and the environment. Although the climate change effects are modest, perhaps five to 15 per cent for these events, once thresholds are crossed, things break and damage increases non-linearly. The global methane (CH4) budget is becoming an increasingly important component for managing realistic pathways to mitigate climate change. This relevance, due to a shorter atmospheric lifetime and a stronger warming potential than carbon dioxide, is challenged by the still unexplained changes of atmospheric CH4 over the past decade. Emissions and concentrations of CH4 are continuing to increase making CH4 the second most important human-induced greenhouse gas after carbon dioxide. Two major difficulties in reducing uncertainties come from the large variety of diffusive CH4 sources that overlap geographically, and from the destruction of CH4 by the very short-lived hydroxyl radical (OH). To address these difficulties, we have established a consortium of multi-disciplinary scientists under the umbrella of the Global Carbon Project to synthesize and stimulate research on the methane cycle, and producing regular (~biennial) updates of the global methane budget. This consortium includes atmospheric physicists and chemists, biogeochemists of surface and marine emissions, and socio-economists who study anthropogenic emissions. Following Kirschke et al. (2013), we propose here the first version of a living review paper that integrates results of top-down studies (T-D, exploiting atmospheric observations within an atmospheric inverse-modelling framework) and bottom-up models, inventories, and data-driven approaches (B-U, including process-based models for estimating land surface emissions and atmospheric chemistry, and inventories for anthropogenic emissions, data-driven extrapolations). For the 2003-2012 decade, global methane emissions are estimated by T-D inversions at 558 & Tg & CH4 & yr-1 (range [540-568]). About 60 & % of global emissions are anthropogenic (range [50-65 & %]). B-U approaches suggest larger global emissions (736 & Tg & CH4 & yr-1 [596-884]) mostly because of larger natural emissions from individual sources such as inland waters, natural wetlands and geological sources. Considering the atmospheric constraints on the T-D budget, it is likely that some of the individual emissions reported by the B-U approaches are overestimated, leading to too large global emissions. Latitudinal data from T-D emissions indicate a predominance of tropical emissions (~64 & % of the global budget, < & 30° & N) as compared to mid (~32 & %, 30° & N-60° & N) and high northern latitudes (~ & 4 & %, 60° & N-90° & N). T-D inversions consistently infer lower emissions in China (~58 & Tg & CH4 & yr-1 [51-72], -14 & %) and higher emissions in Africa (86 & Tg & CH4 & yr-1 [73-108], +19 & %) than B-U values used as prior estimates. Overall, uncertainties for anthropogenic emissions appear smaller than those from natural sources, and the uncertainties on source categories appear larger for T-D inversions than for B-U inventories and models. The most important source of uncertainty on the methane budget is attributable to emissions from wetland and other inland waters. We show that the wetland extent could contribute for 30-40 & % on the estimated range for wetland emissions. Other priorities for improving the methane budget include: i) the development of process-based models for inland-water emissions, ii) the intensification of methane observations at local scale (flux measurements) to constrain B-U land surface models, and at regional scale (surface networks and satellites) to constrain T-D inversions, iii) improvements in the estimation of atmospheric loss by OH, and iv) improvements of the transport models integrated in T-D inversions. This article is an enquiry into Brazil's evolving responses to global climate change norms. Following an overview of the evolution of international normative frameworks of climate change governance, I examine the relationship between some of these international norms and domestic environmental politics in Brazil. Internationally, the analysis focuses on the North/South political debate about climate change and its role in shaping understandings about the impact and responses to global warming. Domestically, I explore the evolving relationship between state and private actors in the decision-making process. I argue that Brazil's official position on climate change negotiations is currently influenced by a nationalist/developmental approach based on the particular worldview of the dominant faction within the foreign ministry and backed up by private groups, powerful sectors in the military establishment, key ministries, and the presidency. Yet, this worldview has been increasingly undermined/permeated by other state and nonstate actors, who are more closely aligned with the environmental concerns of international stakeholders. The ensuing domestic conflict has important implications for the legitimacy and coherence of the Brazilian position in international climate change negotiations. [ABSTRACT FROM AUTHOR]

Most people think climate change and sustainability are important problems, but too few global citizens engaged in high-greenhouse-gas-emitting behavior are engaged in enough mitigating behavior to stem the increasing flow of greenhouse gases and other environmental problems. Why is that? Structural barriers such as a climate-averse infrastructure are part of the answer, but psychological barriers also impede behavioral choices that would facilitate mitigation, adaptation, and environmental sustainabilily. Although many individuals are engaged in some ameliorative action, most could do more, but they are hindered by seven categories of psychological barriers, or "dragons of inaction": limited cognition about the problem, ideological worldviews that tend to preclude pro-environmental attitudes and behavior, comparisons with key other people, sunk costs and behavioral momentum, discredence toward experts and authorities, perceived risks of change, and positive but inadequate behavior change. Structural barriers must be removed wherever possible, but this is unlikely to be sufficient. Psychologists must work with other scientists, technical experts, and policymakers to help citizens overcome these psychological barriers. [ABSTRACT FROM AUTHOR]

Soil respiration, RS, the flux of microbially and plant-respired carbon dioxide (CO2) from the soil surface to the atmosphere, is the second-largest terrestrial carbon flux. However, the dynamics of RS are not well understood and the global flux remains poorly constrained. Ecosystem warming experiments, modelling analyses and fundamental biokinetics all suggest that RS should change with climate. This has been difficult to confirm observationally because of the high spatial variability of RS, inaccessibility of the soil medium and the inability of remote-sensing instruments to measure RS on large scales. Despite these constraints, it may be possible to discern climate-driven changes in regional or global RS values in the extant four-decade record of RS chamber measurements. Here we construct a database of worldwide RS observations matched with high-resolution historical climate data and find a previously unknown temporal trend in the RS record after accounting for mean annual climate, leaf area, nitrogen deposition and changes in CO2 measurement technique. We find that the air temperature anomaly (the deviation from the 1961–1990 mean) is significantly and positively correlated with changes in RS. We estimate that the global RS in 2008 (that is, the flux integrated over the Earth’s land surface over 2008) was 98 ± 12 Pg C and that it increased by 0.1 Pg C yr-1 between 1989 and 2008, implying a global RS response to air temperature (Q10) of 1.5. An increasing global RS value does not necessarily constitute a positive feedback to the atmosphere, as it could be driven by higher carbon inputs to soil rather than by mobilization of stored older carbon. Simple Summary: Our climate is changing and the world population is growing to an estimated 10 billion people by 2050. This may cause serious problems in global food supply, protection of the environment and safeguarding Earth's biodiversity. To face these challenges, agriculture will have to adapt and a key element in this will be the development of "future-proof" crops. These crops will not only have to be high-yielding, but also should be able to withstand future climate conditions and will have to make very efficient use of scarce resources such as water, phosphorus and minerals. Future crops should not only sustainably give access to sufficient, nutritious, and diverse food to a worldwide growing population, but also support the circular bio-based economy and contribute to a lower atmospheric CO2 concentration to counteract global warming. Future-proofing our crops is an urgent issue and a challenging goal that only can be realized by large-scale, international research cooperation. We call for international action and propose a pan-European research and innovation initiative, the CropBooster Program, to mobilize the European plant research community and all interested actors in agri-food research and innovation to face the challenge. The realization of the full objectives of international policies targeting global food security and climate change mitigation, including the United Nation's Sustainable Development Goals, the Paris Climate Agreement COP21 and the European Green Deal, requires that we (i) sustainably increase the yield, nutritional quality and biodiversity of major crop species, (ii) select climate-ready crops that are adapted to future weather dynamic and (iii) increase the resource use efficiency of crops for sustainably preserving natural resources. Ultimately, the grand challenge to be met by agriculture is to sustainably provide access to sufficient, nutritious and diverse food to a worldwide growing population, and to support the circular bio-based economy. Future-proofing our crops is an urgent issue and a challenging goal, involving a diversity of crop species in differing agricultural regimes and under multiple environmental drivers, providing versatile crop-breeding solutions within wider socio-economic-ecological systems. This goal can only be realized by a large-scale, international research cooperation. We call for international action and propose a pan-European research initiative, the CropBooster Program, to mobilize the European plant research community and interconnect it with the interdisciplinary expertise necessary to face the challenge. Agriculture plays a key role in ensuring food and livelihood security in South Asia. However, this region is vulnerable to climate change which is likely to impact the livelihoods of millions of marginal and small holders. Agriculture is not only impacted by climate change but also one of the major contributor to global warming in South Asia. As compared to the traditional practices, Conservation Agriculture (CA) practices help mitigate the impact of climate change through a reduction in carbon emission and conservation of natural resources. In this article, a meta-analysis of the important studies was done for the impact of CA on carbon sequestration, water use, greenhouse gas emissions and cost and net returns. Carbon sequestration potential was found significantly higher in the CA practices (+16.30%) as compared to the conventional tillage. Inclusion of legumes, clay-rich soils, irrigation and presence of soil cover are the major drivers for higher carbon sequestration potential in the region. Additionally, a significant amount of water was also saved as CA practices led to relatively less consumption of water over the conventional tillage. Further, the adoption of CA based management practices resulted in a substantial reduction of CO 2 (−4.28%) and CH 4 (−25.67%) emissions both in aerobic and anaerobic soil conditions. However, the emission of NO2 and N2O–N gases were higher under the CA, +14.45 and + 5.20% respectively. Nevertheless, the emission of N 2 O–N was lesser in CA (−1.78%) under aerobic conditions whereas it is increased under anaerobic soil conditions (+12.15%). The adoption of CA practices resulted in higher returns and lower costs as compared to the conventional system. Although CA has significant environmental benefits, the study suggests judicious use of inorganic inputs under CA for managing the impact of climate change in South Asia.
