Smith Student Award recipients will be announced during the IEA 2009 XVIIth Triennial Congress, scheduled to convene in Beijing, China from August 9-14. The IEA announced on January 29 that entries for the IEA/Liberty Mutual Medal would be accepted beginning immediately, with a deadline of May 31.

Purpose – The purpose of this paper is to develop a theoretical model describing psychological states and behavioral outcomes experienced and exhibited by older generation interpersonal helping behavior (IHB) recipients in Chinese organizations. Design/methodology/approach – The paper draws upon relevant literature and develops a theoretical model. Findings – The analysis suggests that the extent of IHB that older generation Chinese employees receive from younger generation employees will lead to loss of mianzi, which will then result in reduced perceived generational guanxi, increased intended social isolation, and reduced intention to share task-related knowledge with the younger generation employees. The paper also proposes that perceived generational guanxi and intended social isolation will mediate the relationship between loss of mianzi and intention to share task-related knowledge with younger generation employees. Practical implications – Because mianzi is an important cultural feature in Chinese societies, this paper provides four implications. First, younger generation employees could preserve and/or enhance older generation employees’ mianzi using less powerful messages. Second, younger generation employees should initiate task behaviors involving seeking opinions and expertise from older generation employees before exhibiting IHB. Third, mangers could reduce the negative impact of generational differences by establishing generational mentoring relationships between younger and older generation employees. Finally, younger generation employees could preserve and/or enhance older generation employees’ mianzi by playing the role of an informal subordinate rather than a problem solver when exhibiting IHB. Purpose – Identifying the in-built art-based, multi-dimensionally dynamic nature of the Chinese notion of harmony from the philosophical perspective of Yijing, the purpose of this paper is to investigate the mechanisms among the degree of harmony, employee affective commitment (AC) and compliance behavior at workplace in China. Design/methodology/approach – This paper follows an empirical research design. To reduce extraneous sources of variation and measurement error, this study constrained the sample collection to full-time employees in manufacturing. Regression analysis was used to examine the hypotheses. Findings – Results show that the degree of harmony is positively related to AC and compliance behavior. Findings also confirm the mediation effect of AC on the relationship between the degree of harmony and employee compliance behavior. Practical implications – The research suggests that firms in China may exploit boosting the degree of harmony in organizations as an effective means to enhance employee AC to and compliance with their employers. It enables non-Chinese managers to gain a better understanding of the importance of creating harmonious environment for Chinese employees. Originality/value – This study demonstrates the East-West cultural differences on the notion of harmony (art-based vs science-based views), investigating HR-related issues in China through a newer and broader lens, namely a revolutionary view of “East-West” integrative thinking. Using the model decoded by Yijing's eight trigrams to measure organizational harmony, this paper proposes a novel framework illustrating the relationships between a unique Chinese cultural variable (harmony) and two well-established Western measures (AC and compliance behavior), in response to the recent call for analyzing context-specific implications to develop new context-sensitive theories in HRM. In Indonesia, Chinese voluntary associations took on a new level of importance after the fall of Suharto’s New Order regime in 1998 that ushered in a revival of Chinese identity politics. At the same time, Sino-Indonesian relations are blossoming, and the rise of China as a global power means that Indonesia can only benefit from stronger ties with China in the future. In this new atmosphere of cooperation, I argue that Chinese Indonesian individuals and voluntary organizations play a crucial function as trade and cultural intermediaries. Drawing on both empirical and qualitative fieldwork data, in this paper, I examine how members of Chinese voluntary organizations view their ethnicity, national belonging, and strategic position in the contexts of post-Suharto Chinese identity politics and Sino-Indonesia relations. More broadly, this paper also offers a critical analysis of the internal dynamics of contemporary Overseas Chinese voluntary organizations and the role they play in building trade and sociocultural relationships between China and other countries. Purpose — The aim of this paper is to report on the International Telecommunication Union Telecom World Symposium and Trade Show held in Hong Kong in December 2006. Design/methodology/approach — The paper reports on some of the ideas presented at the symposium. Findings — The paper finds that attendees got a first-hand sense of Chinese ascendancy in in formation and communications technology (ICT) as well as the promise offered by ICT to bridge the digital divide. Purpose - The paper aims to extend research on public-private partnerships (PPP) by exploring the path toward procedural justice and cooperation performance through contracts. Design/methodology/approach - The paper uses equity theory to address inter-partner cooperation in PPPs. The paper emphasizes how procedural fairness, as perceived by partners in a PPP, influences cooperation effects. Using both social exchange theory and transaction cost theory, it hypothesizes that procedural fairness improves cooperation effects by enhancing two kinds of contracts: the control-formal contract and the informal contract. Findings - The regression analysis suggests that procedural fairness indirectly affects three kinds of cooperation effects - direct effects, knowledge-created effects, and social effects - by increasing formal and informal contracts. Research limitations/implications - Further research might address the antecedents of procedural justice. Practical implications - The paper suggests that procedural justice is important to PPPs and that contracts mediate this relationship. Purpose - The purpose of this paper is to explore a successful case of a Chinese state-owned enterprise (SOE) as it applied western organization development (OD) approaches. Specifically, this study seeks to answer two questions: How has western organization development and change (OD/C) been applied in one Chinese SOE? and What lessons can be learned from this successful case? Design/methodology/approach - The paper employs a single case design to gain an in-depth understanding. The case study is the methodology when the focus is on a contemporary phenomenon within a real-life context. Findings - The findings reveal that the organization successfully uses a number of western OD techniques in creating a shared vision, establishing a performance-based human resource management system, and standardizing budgetary and cost control procedures. The success of the company's change effort is largely attributed to leadership, standardization of management systems, commitment to learning and training, and partnership with an OD expert. Research limitations/implications - Findings of this paper are limited by the single case study design. Future research is needed to study more cases of success where western OD techniques have been applied. Further research is also warranted to identify indigenous OD approaches used by Chinese organizations. Current research also needs to be expanded to study regions or countries that are undergoing similar economic transitions and have adopted western-based OD techniques. Originality/value - By focusing on an under-explored research territory - China - the paper expands the current knowledge of OD into the international domain and fills in the gap of OD/C research which is lacking in China. This paper discusses the history and uniqueness of social work education in Macao, a small city in southern China, with a small population and an economy driven mainly by gambling and the tourism industry. The population of Macao has grown over the past 10 years creating increasing demands for social services. In response, the Macao government has adopted a proactive role in social service planning and the development of innovative services to meet newly emerging needs. Macao is now in a stage of new development in social services, with ample opportunities and challenges. Professional training, professional associations and accrediting organizations form a sophisticated interlocking system that reflects the development of a profession and its level of maturity. Social work education is playing a significant role in the development of professional social services and in enhancing the professionalization of social work, though the process is slow. This paper argues that reasons for the slow progress are manifold. It is expected that there will be further developments in social work education in Macao, and its interplay with the expansion of social welfare services will certainly set a new scene for the social work profession. Purpose - The purpose of this paper is to examine the associations of societal trust and distrust with customer orientation. This paper also examines the impact of the above associations on organizational and HRM aspects of cautiousness, culture for change and job satisfaction in the banking industry. Design/methodology/approach - The data for this paper were collected from 812 bank employees in China, Taiwan, Hong Kong, and the USA. Based on the suggestions in the literature this paper provides evidence to support the assertion that concepts of trust and distrust are not part of the same continuum. Findings - The results show a positive association between trust and customer orientation, and provide support for the conceptual distinction between societal trust and distrust. In addition, the study shows that the presence of a culture for change in banks moderates the relationship between societal trust and customer orientation. The results also suggest the overall importance of exercising cautiousness in the banking industry. Research limitations/implications- Limitations of this research include collection of data from single sources (bank employees) and the cross-sectional nature of the design. Implications of the results are: the distinction between trust and distrust and its implications for management of trust in organizations; the connection between trust, customer orientation and company performance; specific issues relating to banks - e.g. importance of culture of change, cautiousness and trust. Practical implications - Impact of developing trust in banks is not just for the quality of the relationships among bank employees. It is also perceived by the bank's customers and will have positive implications for the performance of the bank. Also, minimizing or removing "distrust" before expecting a working environment characterized by trust can be achievable. Also, importance of creating a culture that is conducive to change is a key component of a developing and maintaining trust in organizations. Originality/value - The evidence that shows the conceptual distinction between trust and distrust is a key finding. The last dozen years have seen a considerable investment of resources into the research and development of group support systems (GSS) technology. This paper describes how GSS was used to support a process improvement project in a Hong Kong accounting firm. Although the project encountered many difficulties, the application of action research facilitated the adaptation of the GSS to the shifting circumstances, and the project was successfully completed. A variety of lessons concerning the use of GSS are presented, while increased use of action research in complex organizational contexts is recommended. [ABSTRACT FROM AUTHOR]

In this paper, I examine the use of performance-based financing to scale-up HIV testing in men who have sex with men, or MSM, by global health initiatives in China. This mechanism, which ties financing directly to the achievement of targets and indicators, assures that measurable results are produced from health interventions and accounts for financial spending. On the one hand, its adoption into HIV programming in China articulates with broader shifts in global health that place currency on particular forms of evidence. At the same time, performance-based financing reshapes how HIV interventions are carried out and what counts in these programmes. The suturing of financing to outputs directs what gets counted and how, and as a consequence leads to the production of measurable results as an end in and of themselves. Based on 22 months of ethnographic research carried out in China, I explore the effects of this mechanism and, in doing so, ask what gets left out in the pursuit of evidence. In particular, I demonstrate how the demand for outputs undermines HIV prevention in MSM, thus risking the very lives these interventions are intended to save. [ABSTRACT FROM PUBLISHER]

An institutional perspective has been increasingly adopted in recent studies to explain various aspects of internationalization activities of firms from emerging economies (Meyer & Peng, 2016; Peng, Wang, & Jiang, 2008), particularly China (Cui & Jiang, 2012; Morck, Yeung, & Zhao, 2008). Scholars often claim that the role of institutions in emerging economy firms’ internationalization is understated, hence more research is needed. In this commentary, which reflects on the intended contributions and theoretical and empirical issues of Buckley, Yu, Liu, Munjal, and Tao (2016), I aim to extend a discussion on whether and when such institutional explanations can be overstated. I focus on three issues: (1) conceptualization of institutions, (2) theorizing institutional effects, and (3) testing institutional effects. On each of these issues, I start by providing an overview of some common challenges in the literature. I then focus specifically on the paper as an illustration of how some of these challenges may be manifested. This is then followed by some recommendations for future research. Overall, I argue that pitfalls related to the conceptualization, theorizing and testing of institutional effects can lead researchers to overstate the institutional effects on firm strategic behaviors. These pitfalls can be avoided if researchers clarify the theoretical boundary of the institutional argument they adopt, properly model the institutional effects while taking into consideration other theoretically relevant constructs and mechanisms, and employ empirical design to overcome measurement errors and selection biases when testing not only the statistical significance, but also substantive (economic) significance of institutional effects. Supervisor-subordinate guanxi is an informal leader-member relationship that is of utmost importance in Chinese organizations. This paper explores Chinese employees' motives for building supervisor-subordinate guanxi through two studies. Study 1 develops an indigenous scale of motives for supervisor-subordinate guanxi. Four motive types (i.e., career advancement, team concern, personal life, and impression management) are identified, and the scale's convergent and discriminant validity is established. Study 2 examines the predictive power of these motive types. The results indicate that they, as a whole, account for unique variances in supervisor-subordinate guanxi. Furthermore, as single motive types, they have unequal impacts on this relationship and its dimensions. This research enhances understanding of what underlies supervisor-subordinate guanxi from a motivational perspective and has implications for Chinese indigenous research of guanxi. This paper surveys the roles of seven Chinese associations in Kuala Terengganu in maintaining and propagating Chinese culture within a Malay state. These associations have played significant roles in maintaining and propagating Chinese culture as far as the range of cultural activities hosted by them is concerned. There is also a reasonable level of state cultural leadership, though lacking in certain areas. But the small population and the outflow of the younger generation have presented a host of problems to the Chinese associations with regard to the required critical mass, pool of talent, injection of ideas and second-tier leadership. The lack of financial support is yet another problem arising from the peripheral role of the Chinese in the state economy and their small numbers. Meanwhile, leaders of the Chinese associations exercise restraint so as not to infringe on Malay religious sensitivity when hosting outdoor cultural activities during the Muslim ritual periods. They also exhibit a high degree of tolerance towards Islamisation programmes undertaken by the state as long as these programmes do not encroach into their private socio-cultural domains. Despite their small population, the Chinese in Kuala Terengganu are a politically significant minority as a result of the political outbidding among the Malays. Leaders of the Chinese associations have benefited from such a position in resolving certain long-standing cultural issues. [ABSTRACT FROM PUBLISHER]

This paper sets out to examine three issues. First, using a sample of the 27 listed companies in Hong Kong, it examines the public reporting of HR issues to discover what this reveals about the functions normally attributed to HR managers in large listed Hong Kong organizations. Second, it reports on the interviews conducted with senior executives from a sample of these listed companies regarding the required attributes of HR managers. The article discusses the highlights of an International Association of Gerontology and Geriatrics (IAGG) workshop on nursing homes. One of the paper presented in the workshop focused on the state of nursing homes within long-term care in Catalonia, Spain. The event also addressed the challenges posed by the increasing elderly population in China, as well as the occupancy rate in Chinese nursing homes. Another topic addressed in the workshop was chronic pain in long-term care facilities.

The article presents information on the organizational objectives of the International Association of Chinese Management Research (IACMR). It states that IACMR is committed to excellence which extends from the work of the organization and its members to the approach of the organization to its constituencies. The goals of the organization include creation and dissemination of knowledge about management in Chinese contexts. The organization also focuses on development and promotion of research that is prudent in design, human subject use and confidentiality.

Abstract: We briefly summarize the history of the rise of comparative physiology in China, the research work focused on by domestic and international counterparts in the field of comparative physiology of China, and international academic exchange and collaboration during this period. We also introduce some of the interesting model systems used in past and current research. This paper is based on documents in historical materials such as the proceedings of the 1st (August 1988) to 6th (October, 2007) Comparative Physiology Academic Session of the Chinese Association for Physiological Sciences, collected physiological works in commemoration academic papers of the 70th (1926–1999) and 80th anniversary of the Chinese Association for Physiological Sciences (1926–2006), CBP and the Physiology History of China, and the authors'' own research experience. Purpose - This study seeks to investigate the actual impact of management practices on performance quality of the outsourced professional housing maintenance services in Hong Kong. Much of the literature is theoretically based and there is a knowledge gap in empirical confirmatory testing of the validity of the theories for effective management of the outsourced professional services. Design/methodology/approach - It was hypothesized that there was positive correlation between output performance quality and input management factors. Triangulation methodology was used to develop and test the correlation whereby literature review and qualitative interviews with the maintenance consultancy management practitioners of the Hong Kong Housing Authority (HKHA) were used to generate the hypothesis which was then tested by quantitative regression, using data from the maintenance consultancies of the Authority. Findings - The hypothesis was transformed into sub-hypotheses, which were primarily positive relationships, between service quality and individual input factors of competition level, past performance, project leadership and quality benchmarking. Results of the qualitative and quantitative studies confirmed and validated the hypotheses, and hence substantiated that there is a significant correlation between performance quality and the relevant management practices in the outsourcing process of professional housing maintenance services. Research limitations/implications - Whilst the correlation is validated in the context of professional housing maintenance services of the HKHA, it forms a conceptual baseline on which further research can build to test its significance for many other public and private sector settings, and for various professional property management services. Effective management measures can be identified to optimize performance quality. Practical implications - This paper establishes the validity of the impact of management practices that property managers can apply to enhance the quality of outsourced professional housing maintenance services for the benefit of their customers and organizations. Originality/value - This study should contribute to management of outsourced professional services in the context of housing. Property managers can enhance the performance quality of their professional consultants by applying effective management measures so that they can optimize service quality to satisfy the ever-increasing tenant and owner expectations of value for money property services from outsourcing. Information about several papers discussed at a conference sponsored by the International Association for World Englishes (IAWE) held at the City University of Hongkong in China on December 1-5, 2009 on the English language is presented. Topics include linguistic variation, analysis of phonetic techniques and language teaching. Institutions influencing entrepreneurship are undergoing significant transformation in China. During the Mao era, private entrepreneurship was virtually eradicated and was a political taboo. As reflected in the macro-level economic data, there has been an evolution of entrepreneur-friendly institutions in the country. A constellation of factors linked to China's global integration is pushing through fundamental changes in institutions related to Chinese entrepreneurship. The logics or governance structures and organizing principles related to entrepreneurship are rapidly changing in the country. On 21 and 22 November 2006, 90 hemp experts from 23 countries and five continents met in Hürth in the Rhineland (Germany) to exchange views on the current status quo and future trends of the global hemp industry. The 4th International Conference of the "European Industrial Hemp Association (EIHA)" revealed a globally increasing interest in hemp raw materials due to worldwide raw material shortages. Special highlights of the conference: The manifold industrial applications of hemp in China as well as the interest of the wood material industry in hemp as alternative raw material for board materials. The mood on the 4th EIHA Conference was substantially different from previous years. One could sense a new interest in hemp. Social work education in China has experienced a very rapid expansion in recent years. Top Chinese leaders have advocated strongly for social work and in 2006, the government launched a series of new social policy initiatives aimed at professionalizing social work. This has provided an opportunity for researchers and educators to think about the possible impact and future challenges confronting the civil affairs sector and social work educators. In this paper, the authors will provide an analysis of the recent development of social work education in China, and also highlight the major challenges that social work educators and the social services sectors will encounter in the context of the professionalization of social work.
