Since the United States and China established diplomatic relations, this relationship has been encountered many difficulties; for example, the 1989 Tiananmen Square Incident, the 1999 US-led NATO bombing of the Chinese Embassy in Belgrade, the 2001 US-China aircraft collision in China's Hainan Island, and China's 15-year World Trade Organization accession negotiation process and its disputes later with the United States under the WTO, etc. Needless to say, the two great powers also have serious debates and arguments on the Taiwan issue. Under this long-term US-China strategic competition and conflict, Southeast Asian countries therefore have their views and considerations. They smartly have cooperated with China on trade and economic issues while are eagerly or kind of faithfully inclined toward the United States on political and militarily issues. This paper therefore wants to review first the neorealist assumptions on great powers' relations, and then examine US-China strategic competition and rivalry in the Pacific. Also, it introduces Singapore's domestic politics and foreign policy as well as its strategic hedging considerations and choices under US-China power rivalry and make a conclusion. To explore the mixed traffic characteristics of vehicles and aircraft on the airport surface and solve the problem of real-time conflict detection at key intersections. According to the actual taxiing procedures and airport control rules in China, this paper focus on abstracting the mixed motion process of aircraft and vehicles in the maneuvering area, defining the convergent cross-safety operation scenario. To quantify the driver's attention to safety separation and the degree of conservatism in adjusting speed, the vehicle deceleration rate and acceleration rate are defined with α as the exponent. Under the same spacing, the vehicle deceleration rate is directly proportional to α, and α is named the vehicle safety sensitivity. At the same time, the rules of speed change of vehicles and aircraft will be designed, and a convergent operation model of aircraft and vehicles will be proposed. Based on real-time speed and separation dynamic assessment of safety and efficiency under different traffic strategies, the computer simulation results show that vehicle safety sensitivity and deceleration rules determine the sequence of vehicles and aircraft when they are passing through in the short term and can affect the proportion of mixed traffic flow in the long run. The safety probability of vehicles passing the intersection first is negatively correlated with vehicle safety sensitivity, while the safety probability of aircraft passing the intersection first is correlated positively with vehicle safety sensitivity. The efficiency of passing without conflict with mixed traffic has an inverse relationship with vehicle safety sensitivity. When the vehicle safety sensitivity takes the value in the interval [0.4, 0.6], a mixed traffic flow with higher safety and efficiency, better stability, and a balanced ratio of locomotives can be obtained. In the morning of 5 March 2010, an aircraft experienced tail strike when it departed from the south runway of the Hong Kong International Airport to the west. This paper documents the meteorological conditions in the tail strike event, and discusses the alerting and the forecasting aspects of the event. Based on the analysis of the aircraft manufacturer, the tail strike is believed to arise from significant wind shear (headwind loss) experienced by the aircraft. By analysing the surface and the LIDAR observations, it appears that the significant wind shear is related to disruption of the background southwesterly flow by the complex terrain near the airport. From the surface observations, there is a microscale cyclone at the western part of the south runway. The radial velocity image of the LIDAR also depicts an area of reverse flow in that region against the background southerly flow. The alerting of the wind shear based on the two wind shear alerting algorithms developed by the Hong Kong Observatory is discussed, and it turns out that the anemometer-based wind shear algorithm could successfully capture this wind shear occurring close to the ground. On the other hand, due to geometrical constraint, the LIDAR does not pick up the headwind loss experienced by the aircraft. The forecasting of this wind shear event is considered by performing high resolution (down to a horizontal resolution of 50 m) using a mesoscale numerical weather prediction model. The simulated headwind profile at the event time is generally consistent with the aircraft data, though the headwind loss in the simulation is smaller than the reality. Together with the forecast wind gusts, it may be possible to alert the aviation weather forecaster at an earlier time about the occurrence of terrain-induced wind shear over the south runway in this particular event. The article examines the prominent dimensions of the U.S. bombing of the Chinese embassy and the mid-air collision of a U.S. reconnaissance aircraft and a Chinese fighter plane. It compares the characteristics of crisis behavior of these two countries and draw some lessons to provide an analysis that can help both sides in dealing with future crises better and in maintaining a productive bilateral relationship. An overview of these two accidental crises is provided as well as the responses taken by the U.S. and Chinese governments.

The article focuses on the international relationship between China and the U.S. It mentions that the collision between a Chinese interceptor and an American surveillance aircraft which led to the U.S.-China mini-crisis of April 2001 raised the uncertainty of a healthy relation between these two countries and also raised the chances of cold war between the countries. It further mentions about deterrence, seeks to prevent a specified behavior and compellence, by contrast, employs threats to evoke behavior.
