Given the Great East Japan Earthquake in 2011, Japan is at a major point to reevaluate its policies on the public communication of science. However, the government's self-reflection on their measures and policies of science communication has been inadequate. This study reviewed and analyzed descriptions of science-related public communication in the successive Japanese white papers on science and technology (S&T) from 1958 to 2015 with quantitative-qualitative hybrid approaches. Traditional enlightenment activities have always been given higher priority, even after the S&T Basic Plan aimed at two-way science communication, and have used such justifications as "the shying-away of young people from S&T," "accountability for research investment," and "problem-solving on issues related to S&T and society," without considering the reality of science communication. This study examines how origami has been implemented, practised, and developed in the early childhood education of Japan over the past 140 years. Historically speaking, paper-folding has been part of Japanese symbolic art, craft culture, and religious ceremonial artefacts since paper and paper-folding techniques were first imported from China during the seventh century. By the eighteenth century, paper-folding provided a form of mass entertainment in Japanese society. During the 1870s, paper-folding was dramatically transformed into a pedagogical tool within Japanese kindergartens after Friedrich Froebel's (1782–1852) kindergarten system and its curriculum was transferred to Japan from the West. "Papier-Falten" (paper-folding) comprised an element of Froebel's Occupations – which was a series of handiwork activities – in his kindergarten curriculum, whereby various folding techniques and models were derived from European traditional paper-folding and introduced into a Japanese kindergarten curriculum that was associated with the concept of Froebel's kindergarten. Particularly seen in early childhood education in Japan, what we now call origami developed as a new form of paper-folding. This gradually emerged through the marriage of Western (German) and Eastern (Japanese) paper-folding cultures. The physicochemical properties of domestic and natural water samples from 34 stations in 11 cities in the eastern Shizuoka paper-industrial area in Japan were examined. The concentrations of major ions in distributed water and surface water (river, pond, and spring) were measured by ion chromatography. The concentrations of major ions, including , were higher in Fuji city and the surrounding areas. Trace metals were determined by inductively coupled plasma atomic emission spectrometry. Notably, 1,4-dioxane, an IARC classified human carcinogen, was detected. 1,4-Dioxane, trihalomethanes, and other volatile organic carbons were also quantified by gas chromatography–mass spectrometry (GC-MS). 1,4-Dioxane concentrations ranged from 1.8 to 66.6 µg L−1. The concentrations of 1,4-dioxane and major ions, in particular Ca2+, Mg2+, , and , were higher in areas near paper mill release sites. The results of this study indicate that pulp and paper mill effluents may be the source of major pollutants that threaten the surface and domestic water supplies in eastern Shizuoka. This article discusses the determinants of profitability expressed as return on capital among Japanese pulp and paper companies. Return on capital is measured as income before tax related to stockholders’ equity. Return on capital has been divided into profit margin and asset utilization rate. The hypothesis is that return on capital can be explained by mill size, productivity, product line, financial situation, and use of wood resources. The dataset consists of 13 larger Japanese pulp and paper companies listed in Pulp & Paper Statistics. Data on financial performance, production, and use of wood fibers were collected for the period 1991–2001. The average return on equity for the studied companies is 4.2%. Labor productivity has increased quite significantly, from about 600 to 1,000 kg/employee and year. An econometric analysis indicates that the best model fit is found when the asset utilization rate is used as the dependent variable. Significant variables are, among others, asset utilization rate lagged one time period (−), labor productivity (+), capital productivity (−), paper production as a share of total paper and board production (−), total value of assets on the books (−) and solidity (+). In response to a globalised education context that places increasing pressure on higher education institutions for pedagogical innovation and reform, universities are attempting to carve out more meaningful identities through reimagining campus design. As universities introduce more decentralised spaces, from strictly learning environments to a more collaborative organisation, the boundaries between these and other spaces become more fluid, redefining universities as learning environments. The concept of the Sticky Campus has been gaining currency recently. Emulating trends in 'third places' and popular urban co-working spaces, a Sticky Campus blurs the boundaries between study and living by incorporating areas for relaxation, social interaction, group learning, eating or study. Moreover, Sticky Campuses offer opportunities for shared meaning-making amongst faculty, students and the broader community. This paper introduces the contemporary concept of the Sticky Campus and explores its viability in Japanese institutional settings. Given the Sticky Campus concept has emerged from a predominantly Western lens, this paper provides a commentary on whether the concept is transferable into non-Western cultural settings such as Japan. Such a discussion is crucial for Japanese university transformations in the twenty-first century, as the higher education sector considers its options in transitioning to post-COVID conditions. The article discusses the author's insights on the spread of Japanese paper and conservation techniques. The author reflects on the spread of knowledge of Japanese traditional mounting techniques and materials to the West and developments in conservation/preservation in Japan. The author provides a brief description of three projects, an adhesion method based on micro-dots of paste; a rolled storage method; and a method to reproduce a decorated paper from the eleventh century called ramonshi.

While scholars have increasingly focused on the intersectional analysis of tourism and geopolitics, the material and affective dimensions underlying the geopolitical implications of tourism remain underexplored. This paper analyses the Memorial Hall of the Victims in Nanjing Massacre by Japanese Invaders (MH-VNM-JI) in Nanjing, China, focusing on how it sustains and intensifies geopolitical narrations of militarism, fascism, and massacres inflicted by Japanese invaders during WWII through the creation of an affective environment while enacting dark tourism experiences. Drawing on the recent debates on the geopolitics of tourism, affective geopolitics, and the materiality of geopolitics, this paper delineates how the MH-VNM-JI significantly shapes popular geopolitical relations between China and Japan by engineering visitors' affective experiences and, by extension, geopolitical subjectivities. The MH-VNM-JI serves not only as a static tourism infrastructure that transmits fixed and dogmatic geopolitical knowledge through its exhibits but also as a dynamic space that actively preserves and transforms Sino-Japanese geopolitical knowledge through the structuring of tourists' embodied and affective experiences. This introduction to the special issue celebrates the 30th anniversary of the publication of Sugimori et al. (Sugimori, Y., Kusunoki, K., Cho, F. and Uchikawa, S., Toyota production system and Kanban system: materialisation of just-in-time and respect-for-human system. Int. J. Prod. Res., 1977, 15(6), 553-564), the first extensive description of the Toyota Production System (TPS) to be published in English. After some initial discussion of the TPS, this article reviews three important issues regarding the context of the original paper: the West's growing interest in Japanese manufacturing; the preoccupation with information technology as the future of production; and, concerns with job design and motivation. The Sugimori paper is then analysed in these terms, focusing on the technical and human elements of the TPS. The article closes with an introduction to the other papers in the special issue. The Model Core Curriculum for Medical Education (MCC) currently, there are 82 medical schools in Japan. The combined enrollment capacity of medical schools nationwide stands at 9,217. Students are eligible to enter medical school upon graduation from senior high school. The standard undergraduate medical education curriculum in Japan spans six years. The Model Core Curriculum for Medical Education (MCC), developed by the Ministry of Education, Culture, Sports, Science and Technology (MEXT), serves as the guideline for all medical school curricula. The Common Achievement Tests Organization (CATO) conducts the Computer-Based Testing (CBT) and the Objective Structured Clinical Examination (OSCE) in all medical schools. The Japan Accreditation Council for Medical Education (JACME), formally recognized by the World Federation of Medical Education (WFME), is responsible for the accreditation of undergraduate medical education in Japan. The National Examination for Medical Practitioners, administered by the Ministry of Health, Labour and Welfare (MHLW) and held annually, is a paper-based examination in which examinees answer multiple-choice questions. After graduating from medical school and obtaining a medical license, individuals progress to a two-year basic postgraduate clinical training program. Upon completion, they advance to a three-to-five-year specialty training phase. The lifelong learning of physicians is overseen by the respective medical societies and the Japan Medical Association. Current issues facing medical education in Japan include bloated curricula, faculty members' busy schedules and burdens, educational disparities and admission selection, and uneven distribution of specialties. This article assesses the impact of environmental regulation (ER) in host countries on Japanese foreign direct investment (FDI) decision-making. It tests the pollution haven hypothesis using data on national (ER) standards and Japanese inward FDI in five dirty industries (iron and steel industry, nonferrous metals industry, chemicals industry, paper and pulp industry, nonmetallic products industry). The results do not support the pollution hypothesis. On the contrary, inward Japanese FDI appears to be attracted to countries which have committed themselves to a transparent and stable environment regulatory environment, suggesting that the quality of the regulatory framework in terms of its certainty and transparency has a greater influence on foreign investors' choice of location than the level of environmental regulatory measures. This article highlights a technique developed by scientists at the Yokohama City Sewage Bureau in Japan in June 1991, which turns sewage into paper. The technique entails heating the sewage to 1,450 degrees Fahrenheit and spinning it. Thus far, the weak, speckled paper has been used to make business cards for the bureau's officials. But, because the average Yokohaman produces enough sewage to make four sheets of paper each day, city officials are examining other potential uses for this unlikely resource.

In 2020, the Japanese government launched the Go To Eat campaign, a policy initiative involving the distribution of vouchers to households for use at restaurants, with the aim of supporting the food service industry, which had experienced a significant decrease in sales due to the government’s ‘self-restraint request’ during the COVID-19 pandemic. This paper uses a nonparametric method to investigate the relationship between the Go To Eat campaign and the spread of COVID-19 in Japan by examining food service expenditures, mobility, positive polymerase chain reaction (PCR) tests, and the Indices of Industrial Production. The distribution of food service expenditures changed in October and November, when the campaign started, as well as in December, when the campaign ended. In addition, the distribution of mobility changed in January 2021, when a state of emergency was declared. The Go To Eat campaign was economically effective as a temporary subsidy, and it might have facilitated mobility in a way that was difficult to control for some time. As such, the indirect effect of the campaign on the rise in the number of positive PCR tests is undeniable. [ABSTRACT FROM AUTHOR]

The purpose of this paper is to explore the construction of gender norms in gambling through qualitative research and, specifically in relation to the behavior, spatial arrangements, and relationships with objects among gay men. Based on data collected in the Kinki region of Japan from 2021 to 2023, this paper examines gambling from the perspective of gay individuals who hold an anti-gambling stance. The paper considers gambling as a performative act that constructs masculinity and uses actor-network theory to investigate how actors in the context of mahjong parlors construct masculinity. Through this approach, the paper examines this as a dynamic and constructive process in gambling. It meticulously describes the diverse ways in which research participants perceive the relationship between gambling and masculinity, shedding light on the private spaces that are often marginalized from the public norms of gambling. Unlike existing psychological and psychopathological studies on gambling, this paper focuses on the actual practice of gambling through long-term participant observation from an anthropological perspective, fostering a more dynamic and constructive discussion. This paper examines the inner conflicts experienced by composers who survived the atomic bombing, as reflected in their musical works associated with Hiroshima. Approximately 30 years after the bombing, both Masaru Kawasaki and Masayuki Takenishi completed pieces related to their severe experiences. By exploring these pieces—Kawasaki' Prayer Music No. 1 'Dirge' and Takenishi's Aishō I, II—it becomes apparent that the process of articulating their catastrophic experiences, including extended periods of silence, serve as significant tokens of trauma and memory. These works differ from other studies of musical representation of trauma as they encapsulate unique dual aspects: guilt and duty. The feelings of guilt and responsibility, as conceptualised by Robert J. Lifton's idea of 'imprinted death' among Hiroshima survivors, are reflected in their compositions. This dual burden, including the professional duty to convey their experiences as musical testimonies for future generations, distinguishes their work from other narrative activities expected in post-war Japanese society. Engaging with these musical witnesses, which are imbued with the imprinted deaths of numerous individuals, including Kawasaki and Takenishi, introduces another layer of conflict between aesthetic appreciation and the ethical and historical dimensions for me. This article explores the critical role of the Japan Federation of Publishing Workers’ Unions (JFPWU) in countering historical denialism in Japan through social movement unionism (SMU). As historical denialism – including the Holocaust, Nanking Massacre, and existence of ‘comfort women’ – grew globally, the JFPWU uniquely mobilized against right-wing narratives, particularly those advanced by the Japanese Society for History Textbook Reform (Tsukuru-kai). Since the 1950s, the JFPWU’s involvement in the textbook movement has evolved from defending the freedom of speech and opposing state censorship to directly challenging historical revisionism in education. Analyzing publicly available reports and JFPWU members’ writings, this paper traces the JFPWU’s strategic shifts across the following three periods: its foundational role in postwar textbook controversies, its engagement in the Ienaga trials against government-imposed textbook screenings, and its active opposition to the Tsukuru-kai’s nationalist textbooks since the late 1990s. This paper elucidates how SMU has allowed the JFPWU to transcend traditional union activities, and form alliances with scholars and civic organizations to advocate historical accuracy and democratic principles. By examining the JFPWU’s sustained commitment to SMU, labor unions’ crucial role in driving social movements is exemplified alongside the challenges of revitalizing labor movements within Japan’s contemporary landscape. Introduction: The shift in medical professionalism now considers the well-being of physicians, given the prevalence of burnout and the importance of work-life balance. To reconsider the question 'Why do doctors work for the patient?' and explore the meaning of working as a physician, this study adopts the concept of 'yarigai,' which represents fulfillment and motivation in meaningful work. The authors' research questions are: How do doctors recount experiences of yarigai in caring for patients? What kind of values are embodied in their stories about yarigai? Method: They adopted narrative inquiry as the methodology for this study. They interviewed 15 doctors who were recognized by their colleagues for their commitment to patient-centered care or had demonstrated yarigai in caring for patients. The semi-structured interviews were conducted face-to-face with each participant by the Japanese researchers, yielding 51 cases of patient-doctor interactions. After grouping the interview data, they translated the cases into English and identified four representative cases to present based on the set criteria. Results: From the 51 case studies, they constructed four representative narratives about the yarigai as a physician. Each of them spoke of (1) finding positive meaning in difficult situations, (2) receiving gifts embodying ikigai, (3) witnessing strength in a seemingly powerless human being, and (4) cultivating relationships that transcend temporal boundaries, as being rewarding in working as a physician. The main results of the study, which are the narratives, are described in the main body of the paper. Conclusion: The stories on yarigai gave intrinsic meanings to their occupational lives, which can be informative for students, residents, and young physicians when contemplating the meaning of their work as doctors. Rather than demanding selfless dedication from physicians towards patients, they believe it more important to foster yarigai, derived from the contribution to the well-being of others through patient care. Public transport providers often attempt to prevent passenger behaviour they consider dangerous, deviant, or otherwise undesirable through media technologies such as posters, signage, and overhead announcements. This paper explores the rationale of such mediated regulatory endeavours by taking up the example of 'manner improvement' poster campaigns by urban rail providers in Tokyo. Based on expert interviews with individuals involved in the production of poster campaigns and analysis of industry documents, it examines the motives and considerations guiding company interventions into passengers' everyday mobility practices. While previous scholarship has largely viewed such initiatives as a form of social control, this paper interprets manner improvement efforts as a customer service strategy. The paper examines posters' content, design, and limitations to argue that manner improvement efforts by urban transport providers are not primarily concerned with disciplining passengers but satisfying customer sensibilities. Enquiring into transit etiquette posters from the perspective of transport and design companies involved in creating them, this paper presents a novel contribution to the study of urban mobilities. By applying institutional theory in retail and COVID-19 settings, this paper investigates the impact of legitimacy dimensions on customer loyalty, considering the moderating effect of the perceived COVID-19 threat. The data collected by a consumer survey in Japan and Croatia were analysed using Structural Equation Modelling. The results from both samples reveal that moral and cognitive legitimacy are critical loyalty drivers. The perceived COVID-19 threat moderated the relationship between cognitive legitimacy and loyalty. The study also reveals some differences between the countries. The impact of pragmatic legitimacy is significant only in Croatia, while perceived threat negatively moderates the relationship between moral legitimacy and loyalty only in Japan. The purpose of this paper is to re-examine the impact of exchange rate changes on the trade balance of China and its major trading partners. In the past, many studies have been focussed on the linear effect of exchange rate change, but in this paper, a non-linear Autoregressive Distribution Lag (NARDL) model is proposed. Empirical results show that there are nonlinear and asymmetric effects on the trade balance of exchange rate. In particular, the effect of exchange rate appreciation on Sino-US trade balance is more significant than that of depreciation. A genuine devaluation of the domestic currency would improve the balance of the domestic trade. However, the opposite effect is found in the case of Sino-Japan and the Euro, and the depreciation of the currency will make the trade balance worse. These results provide a solid basis for understanding the relation of exchange rate variation and trade balance. In terms of economic reality, it is also a useful reference for adjusting exchange rate and commercial policy. [ABSTRACT FROM AUTHOR]

This paper reflects on the findings of a study that examined the negotiation strategies employed by Filipino and Indonesian caregivers in addressing the challenges encountered as caregivers in Japan. A total of 20 caregivers have been interviewed, 11 of which were from Indonesia, and the remaining nine were from the Philippines. Results reveal that the challenges these caregivers experienced can be rooted to cultural and linguistic and status differentials. To manage these differences, caregivers employ negotiation strategies. Negotiating differences requires the presentation of the self in a likable manner to achieve relational goals. The cultural underpinnings of caregiving led Filipino and Indonesian caregivers view their work positively, thus, device self-negotiation strategies. This paper contributes to the body of knowledge regarding social work in the context of migration, and how economic disparities between host and sending countries recast caregiving work. The COVID-19 pandemic has significantly impacted Japanese society, including its relationship with cultural heritage. This paper shares findings of a large-scale web-based survey conducted from January to February 2022, reaching over 10,000 respondents using a smartphone questionnaire system, aimed at answering the following questions: 'What impact has the pandemic had on societies and local communities in Japan?' and 'What policies should be implemented to protect cultural heritage in response to this new situation in Japan?'. A cross-cutting analysis of the collected responses and respondent attributes was performed. The paper offers four recommendations for long- and short-term cultural heritage policies to enhance future protection. Firstly, it emphasizes increasing cultural heritage awareness, targeting youth and the economically disadvantaged. Secondly, it recommends a reassessment of the prevailing policy structures related to temples and shrines. This recognises the traditional role these institutions have played as community gathering places. Thirdly, it emphasizes supporting smaller, rural festivals with financial aid for repairs, promotions, and bridging migrant gaps. Finally, it suggests integrating the younger generation into the cultural heritage discourse through educational initiatives and digital resources, ensuring continued relevance and intergenerational connection to cultural heritage in Japan. Japan's lost decade has long puzzled economists, specifically as to what brought it about. As China's current economic conditions resemble Japan's in the 1980s, this has prompted concern China might suffer a similar fate. This paper identifies that the response of the Japanese central bank toward the Plaza Accord, which is unfettered lending was the key factor of lost decades. By contrasting Sino-US and Japan-US trade wars, this paper argues that China will not fall foul of the same situation of accepting a new Plaza Accord. By comparing China's bubble economy now with Japan's bubble economy in the 1980s, this paper argues that the fallout from a burst Chinese bubble is expected to be less severe than Japan's early 1990s. Furthermore, by analyzing the two countries' respective debt problems and aging populations, it is concluded that these issues pose no significant threat to Chinese economic growth in the short term. These facilitate novel and normally rare access and insights into Japanese business leaders’ lived experience of CSO in B2B Indian intercultural situations.Interpretivist data analysis reveals several push-pull factors that influence CSO practice. Guest worker programs entail an intrinsic tension between control over workers' mobility and workers' agency. By drawing on the qualitative data from Chinese construction workers in Japan's Technical Intern Training Program (TITP), I illuminate the dialectical nature of the tension between control and agency. My findings suggest that labor recruiters and employers implement labor control, but their practices have the opposite effect of pressing workers to abscond or to do irregular jobs. Staying in the program is not an outcome of effective control, but a response to circumstances wherein revisions to Japan's immigration policy bring rewards while China's surveillance policies incur potential punishments. The control-agency dialectic suggests that the regulative focus should be shifted from workers to employers and recruiters. Incorporating approaches of spatiotemporality and relationality, I analyze how workers sustain relations with various actors through three interconnected temporal stages, and how the relational dynamics shape workers' varied mobility choices. AbstractDespite a clear and common threat from North Korea, why has the security cooperation between Japan and South Korea been less developed than the security cooperation between Australia and Japan? This paper explains this puzzle by focusing on policymakers’ perceptions of the rise of China. The paper concludes that, not only historical issues between Japan and South Korea, but different threat perceptions of China between Australia, Japan, and South Korea can best explain why Australia-Japan security cooperation has developed more than Japan-South Korea security cooperation in terms of the degree of institutionalization and the scope of cooperation. Throughout the post-Cold War era, Australian and Japanese policymakers were increasingly concerned about the rise of Chinese power and influence. This has ultimately led Tokyo and Canberra to strengthen their bilateral and trilateral cooperation with the United States as a means of hedging or balancing against the rise of China. On the other hand, South Korean policymakers were less concerned about China and more concerned about North Korean threat. Indeed, some Korean policymakers understood China as the indispensable power to maintain peace and stability in the Korean Peninsula. Thus, many Korean policymaker were reluctant to enhance security cooperation with Japan in areas beyond Northeast Asia. However, with rapidly changing security environments and the intensifying U.S.-Sino rivalry, as well as deteriorating relations with China, Korean policymakers’ perceptions of China have become increasingly closer to those of Australia and Japan. Accordingly, there has been growing momentum for stronger security cooperation between Japan and South Korea not only in Northeast Asia, but also in broader Indo-Pacific. [ABSTRACT FROM AUTHOR]

Purpose: The 2022 revision of the Model Core Curriculum (MCC) for Japanese undergraduate medical education aimed to develop a stratified, national-level competency framework. This paper aims to explore what innovations emerge during the process of competency-based medical education (CBME) glocalisation, driven by the interplay between global and local language and the dynamics among multiple stakeholders. Methods: This is an explanatory, retrospective, single-case study with a mixed-methods approach, combining document review and participant reflections. Meeting minutes, documents, email exchanges and data from the Delphi rounds (ratings, free-text comments and panellist demographics) were analysed to identify the influence of stakeholder interactions and external contexts when deliberating competency frameworks and their hierarchical structure. Results: The development of a shared language of imported educational concepts required the critical reframing of terminology rather than direct translation. This process involved the interweaving of expressions rooted in the local educational context and highlighted the importance of developing a unique structure that embodies the CBME philosophy through the educational language generated. Conclusions: The localisation of global educational trends into a country's own context may reveal the universality of imported educational concepts, provided that the process is underpinned by discussions with a robust, grounded rationale. The article offers a report relating to the Japanese hanging scrolls. The section focuses on the three hanging scrolls featured at the Freer Gallery of Art in Washington, D.C., as of October 2006. It discusses the treatment options, condition of the scrolls and paintings, and several aspects of the treatment process of the three hanging scrolls in comparison with a hanging scroll also executed in the Edo period, 1660-1868, which was completely remounted. According to the report, the condition of each scroll was carefully examined by conservators in the East Asian Painting Conservation Studio.

In April 2011, the International Commission on Radiological Protection recommended reducing the occupational equivalent dose limit for the lens. Such a new occupational lens dose limit has thus far been implemented in many countries, and there are extensive discussions toward its regulatory implementation in other countries. In Japan, discussions in the Japan Health Physics Society (JHPS) began in April 2013 and in Radiation Council in July 2017, and the new occupational lens dose limit was implemented into regulation in April 2021. To share our experience, we have published a series of papers summarizing situations in Japan: the first paper based on information available by early 2017, and the second paper by early 2019. This paper (our third paper of this series) aims to review updated information available by mid-2022, such as regarding regulatory implementation of the new occupational lens dose limit, recent discussions by relevant ministries based on the opinion from the council, establishment process of safety and health management systems, the JHPS guidelines on lens dose monitoring and radiation safety, voluntary countermeasures of the licensees, development of lens dose calibration method, and recent studies on exposure of the lens in nuclear workers and biological effect on the lens. The paper discusses heritage structures built of welded tuff masonry and timber frames. Such timber-masonry composite structures were built in Japan around the early 20th century. Timber frames are composed of studs and girts. The studs are coupled by penetrating girts via nuki joints. The studs are connected to masonry walls by means of L-shaped wrought iron pegs. In this paper, a warehouse is considered as the case study. Pull-out and shear tests were conducted to examine the performance of joints between a masonry wall and stud. A focus was given to the contribution of iron pegs. A microtremor test was performed on the case study. Based on these experimental activities, seismic analysis was carried out by numerical approach. Attention was paid to the discretisation of joint behaviour between masonry walls and timber studs. The paper introduces structurally a unique heritage building and discusses its seismic behaviour, focusing on joint behaviour derived from iron pegs and nuki joints. The 'China threat' has been identified as an important driver of Japan's security agenda and discourse. The threat posed by China has been discussed either as a given factor determining the trajectory of Tokyo's security approach, as a product of identity construction, or as an expression of securitizing processes that facilitate institutional and policy change. This paper contributes to this debate by offering an alternative explanation of the process through which the Abe government constructed China as a threat. Building on securitization theory, the paper examines the modes and strategies employed by the Abe Administration to successfully securitize China. The paper argues that, while Beijing was labeled a 'concern' rather than an 'existential threat,' it was still securitized through a process of securitization that involves an association with those domains in which China engages assertively, namely the maritime commons. The paper suggests calling this type of securitizing pattern 'transversal securitization' and explores how this indirect strategy allowed the Abe government to pragmatically pursue its objectives both domestically and at the international level. Michael Rush sheds light on the Japanese 'Nordic Turn' in the family policy, including a father-friendly parental leave scheme after the 2000s in his work published in 2015. Despite this and the Japanese Government's apparent desire to encourage fathers to take parental leave, the policy does not seem effective as in Nordic countries. This paper examines what makes Japan's statutory parental leave scheme difficult to work like the ones in Nordic countries by analyzing the process of the amendments of the leave scheme after the 2014 amendment. The study pays particular attention to the views expressed by the various actors involved in the law-making process on the issue of the inconsistency between bonus months, which is a father quota, and the special extension of parental leave in case of no childcare place, and how this was reflected in the final bill. The paper reveals that the process was not confined to the Ministry of Health, Labour and Welfare but was heavily influenced by the work of the Cabinet Office, project teams of the ruling party, and private groups promoting work-life balance measures. Japan famously muddled through the 2020 Summer Olympics – triumphant as a host in that the Games were held, after a year-long delay, despite the global COVID-19 pandemic that had threatened to shutter the event entirely. The successes were qualified, with spectator-less matches and races leading to eerily quiet medals ceremonies, at least compared with normal years of cheering fans, enthusiasts, and tourists. Nowhere was the strangeness of the event more apparent than in the Opening Ceremony, filled with a combination of subdued but technologically adept spectacle, artistic representations of grief and loss, and the an unnervingly empty Olympic Stadium. This paper examines the politics of the Ceremony, and in particular the apparent early plans for a more standard, lightly nationalistic display of local history and culture, and toward a set of acknowledgments of a global crisis that transcended borders. In doing so, it calls attention to the complex political goals on display, as well as the challenges of benefiting politically from an event whose meaning in the midst of loss had been called broadly into question. Drawing from political science and literary theory, the paper emphasizes that while spectacle can matter, it risks, a dense environment of media reflection, being seen as little more than a gimmick. Japan's war reparations began to be paid to Burma and the Philippines in 1956 and ended in 1976. Approximately 65 years have passed since the reparation payment began. The nature of Japan's Official Development Assistance, which has been based on economic infrastructure and prioritises Asia, began with war reparations. Although post-war reparations are relevant to Japan's economic statecraft, previous studies have analysed only the negotiation process for individual countries. No comprehensive historical analysis of war reparations has been conducted so far. This paper fills this gap by analysing the declassified materials of the Ministry of Foreign Affairs and the state-of-the-art Japanese literature based on those materials. It also clarifies the characteristics of war reparations as part of Japan's Official Development Assistance by looking at the projects and goods paid by the reparations in each country. Furthermore, this paper challenges the conventional understanding of previous research on Japan's economic re-entry into Southeast Asia through reparations. Since 2015 it has become clear that various manuscripts that once belonged to the Turgot family archive are missing. This paper reports on the recent recovery in Japan of photographs of some of these manuscripts and presents a case study of the images of the famous draft known as Valeurs et monnaies. This paper argues that the act of listening offered by active listening volunteers is a "gift" that requires reciprocity from elderly people. Active listening volunteers (keicho borantia) in Japan offer conversation and listening services for elderly people in local areas. Previous researchers investigate unsatisfying visits such as having boring conversations, and suggest the need for honing listening skills, or better pairing, and so on. This study, however, reveals that these solutions might not improve the situation, and, using participant observation and interviews, finds fundamental issues around reciprocity instead. First, and most importantly, volunteers do not realize that their listening functions as a "gift," which brings power dynamics, forcing elders either to stay as helpees, or to reciprocate. This paper, therefore, argues that even an act of listening in the field of volunteering can be perceived as a "non-free gift" by elderly people. Second, overemphasizing the importance of active listening obstructs reciprocity, letting volunteers cling to the role of listeners and helpers. In conclusion, this study suggests that volunteers need to understand three aspects: the importance of reciprocity; the fundamental power imbalance in caring activities; and the variety of reasons for elderly people to meet volunteers. While most Japanese legal dramas feature a male protagonist as the hero, a significant amount of screen time is allocated to the courtroom heroine as well. This is in spite of statistics that show that women are still underrepresented in the Japanese legal profession. Surveying post-2000 Japanese legal television dramas reveals that televisual female legal professionals conform to two stock character types and corresponding narrative arcs: the rookie lawyer, and the elite but "fallen" lawyer. While most shows only feature one such heroine, Onna wa sore wo yurusanai (2014) features two, representing both types. This paper closely examines how the two stock characters are portrayed in this drama and the relevance of each to the larger narrative which reveals the difficulties female legal professionals face while navigating Japan's male-dominated legal domain. The paper concludes that the increasing presence of the heroine in legal dramas and her overall positive portrayal, reflects the Japanese government's goal of raising the number of legal professionals and women's participation in all public sectors by 2020, and also indicates changing attitudes on the part of Japanese society toward the need to give greater recognition and social acceptance to female legal professionals. This paper asks if there is deficiency of investment in people in Japan. To answer this question we examine comparative and historical data, as well as the reasons behind the data. We then look at public policies of recent administrations, particularly the Kishida administration, since one of its core policy agendas is 'investment in people'. We find that there is a deficiency of investment in people, by governments, companies and people themselves, for a variety of reasons, and that the Kishida administration has to date only proposed temporary measures without long term solutions.
