In scholarly debates, Ludwik Fleck's post-war paper 'Problemy naukoznawstwa [Problems of the Science of Science]', published in 1946, has been taken unanimously to illustrate the epistemology expounded in his monograph Genesis and Development of a Scientific Fact. The paper has also been seen to support parts of the received view of Fleck, notably that he manufactured an anti-typhus vaccine while imprisoned in Buchenwald. However, a different narrative emerges when comparing Fleck's paper with other accounts, also published in 1946 and written by other prisoners alluded to by Fleck in his paper. The situation is further complicated by four papers, published in prestigious scientific journals between 1942 and 1945, by the German medical leader of the typhus studies accounted for by Fleck. In addition, a thus-far neglected paper by Fleck, published in 1946 and summarizing his observations on typhus, discloses his role in the Buchenwald studies. Despite the obvious difficulties with tracing the history behind these works, notably the one on Nazi science, the contention is that what was attempted in Buchenwald in the name of science amounted to pseudoscience. This conclusion is amply supported not only by the accounts given by Fleck's fellow prisoners, but also by his own post-war paper on typhus. Based on the above findings, it is suggested that the mythology about Fleck, established in the 1980s, has been accomplished by a selective reading of his papers and also that the role played by Fleck was more complex than has so far been contemplated. The paper asks for the contribution of growth models for the explanation of public sector employment relations in Germany. The paper is subdivided into three parts. The first elaborates on long-term developments as well as forms of employment. The second part analyzes wage setting systems, that is, bilateral collective bargaining for employees and unilateral decision-making for civil servants. This paper investigates the racial discourse in the Afro-diaspora group in Germany. It uses the 'discourse-historical approach' – a strand of Critical Discourse Analysis – for the three-dimensional analysis of language biographical data of 67 African migrants in Germany. The study provides African migrants' accounts of racism, identifies four discursive strategies, and then examines the semantics of a counter-racialisation term developed to cope with racism. The study finds Afro-diaspora racial discourse as a site for confronting the racism problem, legitimising the race idea, and contingent on migrants' access to material resources in Germany. Furthermore, the term 'fake-oyinbo' indicates an ability to use simple linguistic terms in an intended way of racial categorisation within race relations thinking. The paper concludes that Afro-diasporans' racial discourse is a 'grassroots' minority discourse revealing a counter-racialisation linguistic action while explaining and justifying the condition of the ordinary black minority. Whereas the structure of the broadcasting system in the newly formed eastern states very much resembles the structure in the western states, the local and regional print media markets in the newly formed German states today still resemble the situation in the German Democratic Republic in that the dominating newspapers are the ones that already dominated before 1989. These papers were taken over by West German publishers in 1989. But the great majority of journalists working in the newly formed states today had already been working as journalists there before the Wall came down. However, a content analysis including 10 papers from the newly formed states and 10 from the West German states reveals only minor differences between papers from the eastern and the western parts of Germany. Journalists in the newly formed states were a bit more careful about voicing their opinions. Parties are the nucleus of modern parliaments. Therefore it is crucial to understand cooperation and competition within parties. In most parliaments, we can observe some form of cooperation, like cosponsorship. In this paper, cosponsorship is used to identify the relationships of MPs within their parliamentary party group, and to infer whether this relational position has an effect on their reselection. Are better embedded and connected MPs more likely to be reselected? Do peers matter in reselection? This question is also of theoretical interest in the light of competing principals (Carey, 2007). The empirical analysis first replicates the model of MP renomination by Baumann et al. (2017), adding a new data set from the German Bundestag, used to provide the relational independent variables of cosponsorship centrality. The key finding of the analysis is that cosponsorship closeness is a significant predictor of MP reselection and can be seen as a compelling complement to the model by Baumann et al. With cooperation shown to be significant when it comes to renomination, the understanding of peer-induced competition, competing principals theory can be further developed to aid our understanding of MP cooperation and competition, delegation, agency and collective principals in modern parties. Contemporary tax research is split into two camps: comparative approaches emphasize continuity and cross-country differences, while the globalization literature stresses similar changes across countries. Counter the continuity thesis, this paper finds that neoliberal dynamics were at play in a case considered largely resilient to such dynamics: German governments implemented a series of corporate tax reforms which radically curbed business taxes and added a short-term and cost-cutting component to investments and corporate finance. While these changes point towards neoliberal change, they were distinct from the trends we see in other economies: crucially, the German reforms did not follow the common trend of reducing taxes for individuals and entailed a particular emphasis on enhancing multinational's access to international capital – but did not liberate financial incomes from tax in general. Based on archival documents from the Bundestagsarchiv, this paper traces the process of German tax reforms and finds that neoliberal dynamics were at play but received a local (export-oriented) colour through processes specific to the German polity. Because consensual institutions granted power to a specific business coalition, radical change was long blocked. Reforms could only be implemented once the state forged a new coalition. Making sense of the mediation of neoliberal dynamics through state institutions can contribute to a better understanding of the variegated nature of neoliberalism. [ABSTRACT FROM AUTHOR]

Despite renewed interest in the role of business in shaping the welfare state, we still know little about how factions of capital adapt their strategies and translate these into political infighting and coalition building. Based on a detailed process tracing analysis of the political battle over German pension funds, this paper shows that cleavages within business do not necessarily run along the lines of finance vs. non-finance. While 'financial challengers' (banks and investment companies) advocated financialized pension funds, 'financial incumbents' (insurers) defended a conservative understanding of old age provision. Tremendous political momentum towards financialization notwithstanding, challengers remained largely unsuccessful. Incumbents elicited support from the wider business community by adjusting their strategic goals and engaging in discursive reformulations to effectively fight pension financialization from within capital. To accommodate such competition politics and coalition building, the paper argues for a more dynamic understanding of business strategizing and highlights the importance of discursive political strategies. It shows that some capitalists may act as antagonists of elements of financialization and problematizes the actual mechanisms of coalition building through which business plurality affects political outcomes. This paper presents a study about studentification in the medium-sized university town of Goettingen, Germany. While many studentification studies focus on the transformation of owner-occupied houses into houses of multiple occupation, this study is about displacement in the rental housing market. I argue that within this context, the displacement of marginalised social groups takes place through rental prices and private landlords' preferences for students of higher education. Hence, I focus on how landlords extract high rents from their property without making serious investments and investigate landlords' strategies for increasing their return on investment via higher education student tenants. I explain their strategies, grounding this research in semi-structured interviews with landlords, property managers and real estate agents, complemented by statistical data. I show that different rental strategies landlords apply lead to the separation of different social groups. Hence, this paper argues that the strategies of landlords have an important impact on urban segregation and urban development in cities. Therefore, a deeper investigation of these strategies would help us achieve a better understanding of how the process of studentification proceeds and how displacement takes place. Cities are increasingly seeking to learn from experiences elsewhere when planning programmes of sustainable transition management, and the contingencies of policy-learning arrangements in this field are beginning to receive greater attention. This paper applies insights from the field of policy mobilities to the burgeoning field of transition management to critically explore a proposed ‘learning relationship’ between Berlin (Germany) and Manchester (UK) around cycling policy. Drawing on qualitative data, the paper casts doubt over the existing consensus attributing recent growth in bicycle use in Berlin to concerted governmental interventions. A multi-actor analysis suggests that contextual factors caused the growth in cycling and that policy has been largely reactive. The emergence and circulation of the Berlin cycling renaissance as a policy model is then traced through policy documents and interviews with actors in Manchester, UK, to understand why and how it has become a model for action elsewhere. It is concluded that Berlin’s cycling renaissance has been simplified and mobilised to demonstrate the requisite ambition and proficiency to secure competitive funds for sustainable urban transport. The paper develops an original study of the role policy knowledge and learning play in sustainable urban transition management, and argues that attending to the dynamics of policy learning can enhance our understanding of its successes and failures. Most current scientific policies incorporate debates on cities and the geographic organisation of scientific activity. Research on ‘world cities’ develops the idea that interconnected agglomerations can better take advantage of international competition. Thus, the increasing concentration of activities in these cities at the expense of others could be observed by certain scholars using measures based on scientific publications. Others, however, show that an opposite trend is emerging: the largest cities are undergoing a relative decline in a country’s scientific activities. To go beyond this seeming contradiction, this paper provides a global analysis of all countries with papers in the Web of Science over the period 1987–2007. The author’s addresses were geocoded and grouped into agglomerations. Registering of papers was based on the fractional counting of multi-authored publications, and the results are unambiguous: deconcentration is the dominant trend both globally and within countries, with some exceptions for which explanations are suggested. This paper examines the largely overlooked role of denunciation in initiating the Frankfurt trial of Rosa Luxemburg in early 1914 for inciting disobedience among German soldiers, and corrects errors that have entered the scholarly literature on the topic. This is then taken as the starting point for wider reflections on the connections between denunciation, anti-Semitism, and anti-socialism in Germany in the 'long nineteenth century'. It will be argued that the practice of denunciation, directed both against the political Left and against Jews, long preceded the now well-documented salience of denunciation in the Nazi dictatorship. Denunciation was thus an asymmetrical political weapon – it could be invoked against the political Left by their right-wing and conservative opponents in nineteenth-century Germany, but was not available to the democratic Left, nor would it have been palatable to them. The capacity of German anti-Semites to resort to denunciation of Social Democrats also highlights the extent to which anti-Semites could count on being regarded as among the 'state-supporting' parties in Imperial Germany. The present paper examines the extent to which conspiracy beliefs about the COVID-19 outbreak and distrust of epidemiological science are likely to predict optimistically biased risk perceptions at the individual and group levels. We explored the factor structure of coronavirus conspiracy beliefs and their associations with trust in science in predicting risk perceptions using survey data collected in Ukraine (N = 390), Turkey (N = 290), and Germany (N = 408). We further expected conspiracy beliefs and distrust of science to predict people's willingness to attend public gatherings versus maintaining preventive physical distancing through optimistically biased risk perceptions. Metric noninvariance for key constructs across the samples was observed so the samples were analysed separately. In Ukraine, a two-factor structure of conspiracy beliefs was found wherein COVID-19 bioweapon (but not COVID-19 profit) beliefs were negatively associated with public gathering through optimistically biased individual risk perceptions. In Turkey and Germany, conspiracy beliefs showed a single-factor solution that was negatively associated with preventive distancing and positively related to public gathering through optimistically biased public risk metaperceptions. The hypothesis about the direct and indirect effects of trust in science on risky health behaviour was partially confirmed in all three samples. Green transitions create major challenges to union power in carbon-intensive economies as well as opportunities for the renewal of union power. This research asks why sometimes unions oppose or delay green transitions while other times unions are more open to green transitions and may even become strong transition supporters. In drawing on the Power Resource Approach, I argue that unions are neither natural opponents nor supporters of green transitions but instead engage strategically with green transitions. Unions' strategic choices to pursue oppositional, reactive, affirmative or transformative transition strategies is guided by an imperative to maintain or expand their power resources. The strategic choices unions make are influenced by several contextual conditions. In a comparative case study on coal transitions in South Africa and Germany, I identify the following contextual conditions: sectoral interests, organisational identity, internal structure, coalitions, political- and socio-economic environment, governance context and public discourse. Regarding each of these, I show how unions make strategic choices to protect or expand different power resources and become agents of transition or defenders of the status quo. This paper contributes to empirical research on drivers behind union transition strategies and offers an analytical framework to explain unions' strategic choices in green transitions. Means-tested transfer schemes in Europe and elsewhere tend to include not only income tests but also asset tests of various sorts. The role of asset tests in minimum income protection provisions has been extensively researched in the Anglo-Saxon context. Far fewer authors have assessed the role of asset tests on social policy in a continental European context. Although asset tests may be useful in singling out the more deserving of the poor, we know relatively little of their actual impact on eligibility and social outcomes in European welfare states. This paper looks at the prevalence and design of asset tests in European minimum income protection schemes. We distinguish between two main types of asset tests: outright disqualification when assets reach a certain value, versus a more gradual tapering at a fictional rate of return. We then analyse in greater detail how asset tests in Belgium and Germany, as representatives of these two types, affect minimum income protection eligibility and poverty outcomes. We use the EUROMOD microsimulation model on the Household Finance and Consumption Survey data in order to assess the effects of asset tests. What leads citizens to change their candidate preferences during televised debates? The present paper addresses this question with real-time response and panel survey data from respondents recruited in the run-up to the 2017 German national election. Probing the importance of party identity and performance perceptions formed during the debate, the analysis more closely examines several core determinants than has previously been done with real-time response data. The findings suggest, first, that only a strong or very strong party identity is an effective barrier to candidate preference change. Second, beyond party identity, ratings of candidates' issue-specific statements on policy issues show a very strong effect, albeit regardless of personal issue importance. Third, this influence of candidate ratings does not seem to be mediated through changes in valence perceptions. Rather, viewers seem to form a general impression of the candidates which cannot be reduced to performance perceptions regarding policy issues. [ABSTRACT FROM AUTHOR]

The study of electoral competition of populist radical right (PRR) parties has mostly focused on the national and supranational levels, leaving the subnational arena unexplored. This article contributes to filling this gap by theorizing on PRR parties' strategic behaviour in regional elections and testing the hypotheses using the Alternative for Germany (AfD) as a case study. Combining new Regional Manifestos Project data with a qualitative exploration, the article shows that the AfD has adapted to a regional frame of competition in different ways. While its radical conservatism on cultural issues is cross-regionally homogenous, the positions in other dimensions do significantly vary across Länder, revealing a mix of economically rightist and leftist positions as well as a mix of national and regional identity appeals. The latter are combined with differentiated and conflictive competential demands. These findings pave the way for a more ambitious research agenda on PRR substate competition, which so far has been limited by the lack of comparable data. [ABSTRACT FROM AUTHOR]

This paper charts the space of lifestyles in Germany in order to assess whether its structure resembles that famously uncovered in France by Bourdieu. Mobilising multiple correspondence analysis and using data from a bespoke national survey of tastes and lifestyles fielded in 2017–18 (n = 2244), it unveils a two-dimensional system defined by tastes for the culturally exclusive and the economically exclusive. These dimensions are strongly associated with indicators of cultural capital and economic capital, and reveal differences by both capital volume and capital composition, but they are also structured by age and ethnic origin. While age is indicative of Bourdieu's concept of trajectory, the effects of ethnicity underscore the relative autonomy of the space of lifestyles and suggest its determination by more than one structural force. This paper offers an exploratory investigation of the effects of inbound commuter flows on employment in regional labour markets in Germany. For this purpose, the paper distinguishes three main channels that may transmit the effects concerned: a crowding-out mechanism and two labour demand effects—namely, an aggregate demand effect and a positive externality on vacancy creation. The results bring to light that, on the whole, commuter flows have a positive and robust effect on both employment and the number of jobs in the receiving labour market districts, but a distinctly negative effect on the share of jobs filled by resident workers. Research has indicated how diverse books contribute to a more culturally responsive pedagogy, allowing children to identify themselves in the stories they read and gain an appreciation for others whose lives are different from theirs. Moreover, a sensitive discussion of and critical responses to diverse picturebooks is found to positively influence a child's social and emotional learning competecies, apart from increasing a child's cultural knowledge and serving as a catalyst for social justice. This paper is meant to broaden early childhood educators' repertoire of picturebooks that can be used in the classroom to also include international titles (translated into English from their original languages) and multicultural titles to facilitate affective engagement with these narratives and introduce social and emotional learning skills (self-awareness, self-management, social awareness, relationship management and responsible decision-making). This paper provides a list of diverse books (from the Netherlands, Japan, Lithuania, Spain, Germany, France, Argentina – among others) for students in early childhood (from preschool to third grade) thematically organized across the five social and emotional learning competencies. Strategies such as book-bonding and literacy bags for family engagement will be shared while using the framework of culturally responsive teaching in an early childhood setting. Recommendations for how family members can be more involved are included, along with critical literacy strategies that include conversations, multiple perspectives and the sharing of authentic experiences. This paper examines responses to the 2015 terror attack on Charlie Hebdo, a French satirical magazine, amongst students in a secondary school in Berlin-Neukölln, Germany. The Charlie Hebdo attack occurred in the final weeks of a 19-month ethnographic study in the community. By analyzing the responses in the school to this critical event, we identify what is at stake for Muslim students. Students presented many explanations for why the attack happened, and opinions on whether the attackers' actions were justified. Staff were alarmed about students' viewpoints that they considered "extreme". These dynamics resulted in conflicts and misunderstandings amongst students, and between students and staff. Yet, we show that, rather than the violence itself, or questions about its legitimacy, it was everyday processes in students' lives – e.g., bullying, peer pressure and discrimination, and feelings of being misrepresented and misunderstood – that were central to students' reactions to the event. We suggest that to understand students' reactions, both the immediate and the broader socio-political contexts must be considered, particularly rising xenophobia and processes of polarization in Germany and Europe at large. We thus conclude that to understand young people's reactions to terrorist acts, we need to look beyond initial statements and explore ethnographically how wider contexts shape the actions, reactions, and future orientations of young Muslims in Europe. The paper addresses the endurance of sector collective bargaining despite many announcements of its demise. Bourdieusian social theory is used to interpret collective bargaining as a dominated social field that is distinct and relatively autonomous from other economic, political and transnational fields. Empirically, we trace the trajectories of German and Italian metal sector's collective bargaining fields. In Germany, field agents contributed to a continuing erosion of collective bargaining, regional differentiation of membership strategies, and a reorientation of dominated employers' associations towards their members. In Italy, some field agents resisted supranational and national liberalization demands and contributed to the adaptation and innovation of bargaining practices and hence, to the preliminary re-stabilization and re-balancing of collective bargaining between industry and company level. In April of 1945, members of the U.S. army massacred twenty unarmed prisoners near Tambach, Germany. This paper examines the army's response, and why despite abundant evidence and multiple confessions the military justice system failed to convict anyone for the crime. The system faltered due to an incomplete shift in the nature of military justice, one that sought to turn it from a disciplinary tool into one capable of punishing war criminals. The incident at Tambach was not unique, and instead shows a system in crisis – one unable to hold soldiers accountable for illegal violence on the battlefield. [ABSTRACT FROM AUTHOR]

Employees are a very important source of innovation and essential for the generation, dissemination and implementation of these ideas throughout the organization. This is especially relevant when considering innovation in services during service (co-) creation such as within the healthcare sector. However, perceived employee involvement in innovation (EII) and between stakeholder group interactions in hospitals has not yet been studied in detail. This paper addresses the following research questions: "How do different employee groups perceive their involvement in the innovation process in hospitals and how do their actual involvement levels differ?" and (2) "How do different employee groups perceive their interaction with other employee groups in the innovation process and how do their actual interactions differ?" We analyzed a single typical German research hospital and conducted episodic interviews with employees representing different staff groups. We revealed that while all groups of employees are involved in innovation activities, perception of their involvement in innovation activities differs widely. There is a gap between perception and actual involvement particularly for lower level employees such as nurses. Further, their interaction differs among employee groups and innovation takes place in-group, rather than through group interaction. As a global travelling idea, iconic architecture plays an increasingly important role within transnational urban policy discourses. Nonetheless, the locally specific geographies of governmental rationalities and technologies often remain vague and inexplicit, although they have a profound impact on the powerful processes of iconic architectural production. This aspect can be made particularly clear with regard to the case study of Hamburg’s Elbe Philharmonic Hall – the new iconic concert hall on Hamburg’s redeveloped waterfront. Thus, the case study on hand emphasises the locally distinct ways in which place-specific ‘arts of government’ are tied to contemporary processes of neoliberal urbanisation. Drawing on the Foucauldian notion of governmentality, the paper first lays open the contingent rationalities of the Elbe Philharmonic Hall project and discloses how fundamental transformations within geopolitical and geo-economic discourses gave rise to local policy objectives that emphasise the need to translate Hamburg’s urban change into an ‘adequate’ urbanistic shape. Second, the paper reflects on how place-specific discourses and practices of civic commitment and patronage become instrumentalised for the public legitimation and political enforcement of the project and thus become integral parts of a post-political regime of neoliberal governmentality. Labour market activation policies aimed at those with multiple barriers to employment require inter-agency collaboration between local organizations providing social and employment services. This local collaborative context is shaped by different institutional logics (state, markets, professions and community) that are crucial for policy implementation. Using case studies of nine German, UK and Swedish cities, it is argued that different institutional logics help shape the form and operation of local collaboration between different agencies and actors and thus the concrete support for service users at the local level. Although all three countries are characterized by centralized employment policies, each city shows a prevalence, but not exclusivity, of certain institutional logics over others. These differences, partly reflecting the local context, are likely to lead to local variations in understandings of solidarity, policy implementation, inter-agency collaboration and networks of actors and national–local tensions. This paper reconstructs the trajectory of energy efficiency policies in Berlin from the 1920s to today in order to illustrate how the shifting political and socioeconomic conditions of a city can shape urban energy provision and consumption. Taking a long-term perspective on the relationship between urban transitions and energy policy, it investigates how the geo-political turbulence, regime diversity and socioeconomic volatility experienced by 20th-century Berlin influenced strategies of electricity generation and use in the city. Drawing on different ways of conceptualising change to socio-technical systems in the literature, the paper’s findings present a more differentiated picture of urban energy transitions than notions of path dependency and transition pathways imply, highlighting the importance of non-linear trends, political contestation and crisis discourses in and beyond the city and their relevance for reconfiguring urban energy systems today. This paper explores trade union strategies to protect wages in the face of EU migration after the enlargement of the European Union. We argue that unions have three instruments at their disposal to deal with the risks linked to downward wage pressure: closure through immigration control, equalisation through collective bargaining and minimum wages, and the organisation of migrant workers. Using comparative case studies of Sweden, Germany and the UK, we show how different types of power resources shape union strategies: unions with substantial organisational resources (in Sweden) relied on a large membership to pursue an equalisation strategy and expected to be able to 'afford' openness. German unions with low membership but access to the political system pushed for a mix of closure and equality drawing on political intervention (e.g. minimum wages). The measures implemented prior to and during the first pandemic wave of COVID-19, were evaluated in preparation of a second pandemic wave. This paper presents the pandemic management concept, evaluation and adaptation of LMU University Hospital. Methods: Between July and September 2020 the disaster management team of LMU University Hospital conducted a mixed-method evaluation of the hospital's pandemic management. A workshop series based on the After Action Review working group format was organized to examine the management structure, decision-making processes, documentation, and crisis preparedness response for a second COVID-19 wave. Further, the satisfaction of employees with the hospital's COVID-19 management was examined through an anonymous survey. Results: The workshop series highlighted a need for structural and operational adaptation of the COVID-19 management at LMU University Hospital. The results of the employee survey (N = 2182) provided positive feedback for the measures taken during the first pandemic wave. Specific actions were derived concerning the availability of personal protective equipment and emergency childcare services. A key outcome of both evaluation activities was the identified need for further improvement in communication between stakeholders. All changes were adopted prior to the second pandemic wave. Individuals in need of long-term care and their relatives prefer to receive and give care in their domestic environment for as long as possible. Residential long-term care is to be avoided for as long as possible. To achieve this goal, the care setting must be optimally oriented to the needs of the person in need of care. Moreover, relatives who provide care must be professionally supported. The Regional Care Competence Center (ReKo), launched on October 1, 2019, is a quasi-experimental study (two groups and pre-post design), funded by the Innovation Fund. As part of the ReKo project, people in need of care and their relatives are assisted by a case management (CM) system. An independent CM, supported by an IT network that includes the most important service providers, is to establish a comprehensive CM for people in need of care. Based on a literature review, this paper aimed to take a conceptual approach to the ReKo project by drawing on previous research and comparing the findings with the ReKo approach. The review considered CM projects that defined avoidance of hospitalization and/or delay in the transition of care recipients to long-term inpatient care as endpoints. Using PubMed and Google Scholar, the study screened 270 articles, abstracted and quality-assessed data, and included eight randomized clinical trials, two other studies, and seven reviews in the analysis. The review results and ReKo approaches are presented along the dimensions of clinical and medical benefits, community and public health benefits, economic benefits, and political and legislative benefits. CM organizations will continue to be established internationally in aging societies. The questions of improving quality of care, avoiding service costs, and the costs of establishing a CM must be raised, even if clear evidence is difficult to provide. [ABSTRACT FROM AUTHOR]

Gentrification has often been linked to the spatial displacement of the marginalised, including prostitutes. However, in Germany, the legal spaces of prostitution are to a certain extent defensible, and gentrification processes often cover larger parts of inner cities, leaving little room for displacement. Using the example of prostitution in Frankfurt, this paper analyses how police make sense of and shape the shifting geographies of gentrification. It shows how spatial displacement is partially subsumed by two additional police strategies: intensifying attempts to discursively appease protesting citizens, and flexibilising the containment of prostitution in the inner city (e.g. by keeping street scenes on the move and lobbying for temporary brothel licenses). This paper assesses determinants of habits and prices about sexual work in Germany. The paper alludes to a regional pattern, in particular, in pricing. This pattern varies with the size of cities and across as well as along the former East -- West German border. In particular, the evidence suggests that there is a long shadow of the former Iron Curtain which leads to higher conditional prices in the former East than in the West, in particular, in larger agglomerations such as Berlin. Moreover, there is evidence of habit formation and spillovers within regions, which leads to regionally clustered prices as well as unsafe sex services being offered by sexworkers. Dominant discourses on telecare technologies often celebrate the erasure of distance and place. This paper provides a critical intervention into these discourses by investigating how spaces still matter, despite the move from physical to virtual encounters between healthcare professionals and patients. I argue that science and technology studies (STS) research on telecare, as well as other technologies, can be enriched by including a focus on place to understand the dynamic interactions between people and things. Adopting insights of human geographers, I show how places in which technologies are used affect how technologies enable or constrain human actions and identities. Whereas some spaces may facilitate the incorporation of technologies, others may resist technologies. A focus on how places matter is important for understanding how telecare technologies reorder and redefine healthcare. Although other healthcare technologies are also important actors in transforming healthcare, telecare technologies do this in a very specific way: they redefine the spatial dimensions of healthcare. To capture and further explore this changing spatial configuration of healthcare, I introduce the notion of technogeography of care. This concept provides a useful heuristic to study how places matter in healthcare. Although telecare technologies introduce virtual encounters between healthcare providers and patients, the use of telecare devices still largely depends on locally grounded, situated care acts. Based on interviews with users of several cardiac telecare applications, including healthcare professionals and patients in Germany and the Netherlands, the paper shows how patients’ homes and public spaces are important for shaping the implementation and use of telecare technologies, and vice versa. Last, but not least, telecare devices are implicated as well. The paper emphasizes the place-dependency of the use and meaning of technical devices by showing how the same technological device can do and mean different things in different places. ‘New urban politics’ in the 1980s coincided largely with a process of intense restructuring and globalisation. Mindful of the specific problems of transposition of American concepts to the European case, this paper revisits the Frankfurt urban regime. Based on interviews with decision-makers in 2008, the paper argues that today’s Frankfurt regime has turned its attention inward. The region, while still important for the structured coherence of the global city, has been depoliticised as problematic issues tend to be sectoralised and cast in technological terms. The global has lost its lustre as a self-explanatory concept for urban development and urban politics has regrouped as a set of functionalist specialty discourses such as that of the creative city. As city politics was re-localised, it also became largely devoid of traditional political conflict. After a decade of tremendous population loss indicating severe decline, some large east German cities have been displaying signs of reurbanisation since the late 1990s. Using the city of Leipzig as an example, this paper identifies the major characteristics, progress and underlying spatio-temporal dynamics of reurbanisation, and examines whether it is a long-term process of urban living or features only short-term tendencies. Socio-demographic indicators are used to observe the development of inner-city districts. At the spatial scale of municipal districts, time-series data are analysed for the years 1993 to 2005. The paper argues that reurbanisation has occurred primarily in inner-city districts and has progressed considerably since the early 1990s. However, the spatio-temporal distribution of the relevant indicators shows that reurbanisation is far from being a homogeneous process. This article discusses the connections between collaboration and the prisoner of war question in the early Vichy period by tracing the evolution of the Franco-German agreement of 16 November 1940 and its repercussions on French POWs. Based on the Scapini Papers and French and German archival materials, the article argues that the agreement happened in the context of a voluntary policy of collaboration initiated by the Vichy authorities, who hoped that collaboration would trigger German concessions on the POW question, but did not push collaboration to ease the fate of the POWs. Hitler likely offered the agreement as a concession that would allow Vichy to demonstrate to the French public an apparent success of collaboration, detracting from some hostile German measures that occurred at the same time. Vichy took the bait because it hoped to win over the French POWs in Germany to Pétainist ideology and because it was eager to bolster its own legitimacy. But humanitarian considerations also played a role in the French consent to this agreement, which to some extent can be seen as preventive collaboration. Plausibly, the agreement and the framework it established, despite undeniable dangers, represented a lesser evil for the French POWs. [ABSTRACT FROM AUTHOR]

Proceeding from an historical-analytical reconstruction of the development of collectively negotiated benefits in Germany and the Netherlands, this paper investigates the role and function of industrial relations as a provider and financial supporter of welfare. It argues that social policy based on collective agreements strongly influences contemporary retrenchment policies. Reviewing the literature on retrenchment policies, the paper argues that unions and employers should be regarded as collective actors supporting retrenchment by offering financial and organizational resources to governments in their attempts at welfare delegation. The implication is that the study of comparative welfare retrenchment should move beyond its focus on analysing the political behaviour of the actors involved, to include industrial relations systematically in its frame of reference. Research should take into account patterns of institutionalization of labour relations at company level, traditions of government support for collectively negotiated benefits, and differences in the relative development of public and collectively negotiated benefits. While emotions have become a relevant, even fashionable topic in Anglo-American geography in recent years, German-speaking scholars are more reluctant to take on board the lessons of emotional and sensual perception. This reluctance became especially obvious in 2001, when the Germanspeaking realm witnessed an unusually fierce debate over the value of the aesthetic for the discipline's system of thought. While the protagonists of emotional and aesthetic thinking celebrated an increasing significance of the 'softer' and more bodily aspects of knowledge, the antagonists criticized what they regard as a return to the traditional paradigm of Landschaftsgeographie and its conservative ideology. While fully sympathetic to the critique of an allegedly aesthetic 'geomantic geography', this paper demonstrates that considering questions of aesthetics does not necessarily imply a revitalization of ancient paradigms, but can lead instead to a challenging of formerly taken-for-granted epistemological foundations. To achieve this goal, this paper summarizes the German debate, highlighting the antagonists' distinction between a cognitive and scientific realm, on the one hand, and an aesthetic, pre-scientific or everyday realm, on the other. The deconstruction of this distinction leads to a more complex notion of the relations between aesthetic and cognitive spheres, or between the body and the gaze. The acknowledgement of this complexity can, in turn, be regarded as a point of departure for ways of thinking between the body and the gaze. Broadening the perspective towards such an in-between point of view does not only reveal certain absences within the dominant approaches to German-speaking geography, but provides a critical appraisal of some lines of argument within the Anglo-American preoccupation with the emotions. The institutions around which the postwar German model has been constructed have increasingly been questioned both from within and from outside Germany, a transformation process which many observers have interpreted as cultural convergence to the currently hegemonic Anglo-American paradigm. Rather than representing change and resistance in Germany in terms of a transition from one stable cultural container to the other, the paper starts from a position which assumes the existence of different representations of the social economy at any moment in time, frameworks which compete for authority and hegemony. Conceptualizing this negotiation process as being constituted both discursively and materially, the paper shows that what is currently going on in Germany is neither institutional convergence nor sclerosis, but rather a contested process where different beliefs, ideas and views battle for hegemony and which has profound consequences for those subject to it. This research note deals with the role of the media in assigning legitimacy to Germany's first participation in military action since the end of the Second World War. A content analysis of the war discourse in the editorials of the five leading German newspapers investigates the range of evaluations of the Kosovo war. Employing the concept of framing, a variety of competing diagnostic, prognostic and identity-related interpretations were identified. Controversial debate emerged around the procedural aspects of warfare. While the conservative papers emphasized the military options, the liberal papers directed attention to humanitarian and diplomatic efforts. Yet, the legitimacy of the war was hardly contested in any of the national prestige papers. These findings support the basic assumptions of the indexing thesis since the high degree of consent in the media system reflects the lack of substantial conflict in the German party system. During the Second World War, the BBC operated a German Service, which was tasked with broadcasting propaganda programs into Nazi Germany and occupied Europe. Psychological warfare was transmitted through radio waves to spread defeatism on the fighting front and amongst civilians, and to convince the German people that there was no future for the Third Reich. Dozens of German-speaking Jews who fled Central Europe and arrived in England as refugees found employment in the German Service. Many of these individuals worked as journalists, actors, comedians or authors in their previous homelands, some had even earned a degree of fame and recognition before the persecutory policies of National Socialism restricted their lives and forced them into exile. From the perspective of BBC officials, these refugees' experience in the press and in the performing arts, as well as their intimate knowledge of German society and culture, set them in a unique position to create effective and powerful propaganda. This paper explores how, branded as unwelcome outsiders by their native societies, it was precisely their familiarity as 'insiders' that paradoxically primed them to perform the task. While the effects of the platform economy on work are mainly studied through the lens of gig or cloud workers, many more employees are likely to be affected in non-platform firms or sectors. We discuss the mechanisms of platform economy's impact on the employment relationships and indirect effect on employment trends. Platform firms enter the service economy with business models that put existing service providers under pressure and advance a platform model of employment relationship. However, their transformative force is limited by three factors: employment regulations, access to welfare provisions and the employment relations at legacy firms. We examine the case of Amazon logistics in the US, Germany and the UK and find that the employment contract, as a legal institution, prevents the dissemination of independent contracting as the preferred employment model. Moreover, the welfare state has a paradoxical effect on platform work: universal welfare and liberal employment law facilitate the rise of precarious work. [ABSTRACT FROM AUTHOR]

The partnership principle in the European Union has often been examined in the context of the emergence of a multi-level type of governance. Recently, a number of studies have focused on the implementation of the European Cohesion Policy in the new member states. They have listed the numerous obstacles to its functioning effectively. However, given the shortfalls, they were not in the position to question the entire range of effects of partnership when it does indeed work. Complementary to this approach, this paper starts from the example of a best-practice, looking at the concrete results of the use of partnership to ensure a place-based approach to regional policies. It uses the example of the East-German Land of Mecklenburg-Vorpommern, a NUTS II region that benefits from structural funding under the convergence objective. After a brief description of how the partnership principle works on the ground, it examines the conditions of its success. It then analyses its contribution to “good governance”. Lastly, it examines whether this form of partnership rises to the challenge of implementing a place-based approach as defined in the Barca Report. It argues that it neither offers all individuals a chance to become informed and contribute their knowledge or express their preferences about the delivery of projects, which involve the very technical issues of regional development and the disbursement of the structural funds. Nor does it allow control and pressure on policy makers by the citizen. The findings show that, as a consequence, the kind of policies promoted fail to fulfil both the objectives of efficiency and equity. [ABSTRACT FROM AUTHOR]

The article identifies some of the patterns and dynamics that have emerged in the uneven landscape and shifting constellations of local immigration regimes in the wake of the 2015 ‘summer of welcome’. Using the German case, it explores key players and institutions within this urban policy arena, and how their collaborative/competitive interactions in addressing the challenges of (receiving) the many newcomers have been shaped by supra-local as well as contingent and political factors. Firstly, it looks at the role and relative autonomy that municipalities exert in designing (proactive) refugee and integration policies. Out of the broad spectrum of civil society organisations that engage in this field, the paper then focuses on the new civic engagement often referred to as volunteer welcome initiatives, and on another civil society actor less frequently discussed in this context: the protest movement organised by refugees themselves. The evolving practices of, and interrelations among, these three sets of actors illustrate the trajectory of the transforming relations within the city as a networked and contested space of immigration policy.
