The article discusses the relation of public utility rates to changes in the price level and the role of rate making as related to marketing and managerial problems of public utilities. The article addresses fair rate of return on the cost of capital, asks if a stable base rate is attainable, and considers "objective rates," competition and monopoly, and indirect competition. The author believes that comprehensive analysis of rate making and marketing policies is necessary to determine objective rates. The author considers the sliding scale theory, but finds it is no substitute for intelligent commission regulation. The author believes that capable commissioners need flexibility in rate setting that is based on sound economic analysis.
