This paper seeks to analyze the development of rural tourism in Europe and the tourist specifics of countries with renowned destinations, focusing on the impact of COVID-19 from 2019 to 2022 and its influence on tourism trends. By utilizing data and documentation from the pandemic period, we aim to identify emerging trends in Europe and evaluate the sector's ability to recover to pre-pandemic levels. The analysis and conclusions are inevitably shaped by the COVID-19 pandemic period, with its effects compared against specified parameters. The statistical analysis, utilizing specific indices, shows that the pandemic had a negative impact on tourism activities, resulting in significant declines and underscoring the sector's vulnerability during crises. Purpose: This study explores the potential of the Farm Accountancy Data Network (FADN) to assess the technical, economic and environmental effects of cooperative innovation projects at farm level. Design/Methodology/Approach: The analysis of the FADN potential relies on the classification of innovations and the co-identification, through the Most Significant Change (MSC) approach, of the most relevant indicators for tracking and assessing the performances of innovations and attributing to them the effects of a specific innovation. Findings: The study shows that the FADN has a certain range of useful indicators and that they have a good coverage of the different types of innovation. Furthermore, the farm visits let emerge the importance of participatory approaches to capture the different changes and interplays occurred in farming processes. Practical implications: The paper lays the foundations for the adaptation of the current methodology for data collecting and provides useful insights concerning the overcoming representativeness claims, costs' issues, and problems related to the observation time limit. Theoretical implications: The paper reveals the importance of participatory monitoring and evaluation approaches in helping the collection of more robust and relevant account data on farm, as well as in attributing certain results to a specific innovation and recognising synergies and side-effects of cooperative processes. Originality/Values: The paper provides some recommendations on how to enlarge the scope of the FADN survey in order to be used effectively in the analysis of the performance of cooperative innovations at farm level.

Context: In recent years, rural landscapes have played an increasingly important role in the fields of tourism, cultural heritage and ecology. Rural landscape research (RLR), which is characterized by diversity and complexity, has attracted more and more attention from researchers. Objectives: This study integrated the main research contents of RLR in the past 30 years by arranging the relevant research results and analyzing the research progress of RLR in order to understand the development trend of RLR, the distribution of research power, research hotspots and frontal research. Methods: 3740 relevant literatures from 1931 to 2020 were filtrated from the WoS Core Collection Database. Those papers were quantitatively data mined and qualitatively summarized by using Bibliometrics software for mapping and analysis. Results: (1) The number of articles related to RLR increased exponentially over time. The average citations per paper increased fastest from 2002 to 2005. According to the characteristics of the number of articles and the average citations per paper, RLR can be divided into three stages from 1990 to 2020: the first stage is from 1990 to 1999; the second stage is from 2000 to 2008; the third stage is from 2009 to 2020. The second stage of RLR has attracted the most international attention among three stages. (2) According to the results of research strength analysis, Europe has a great influence in RLR. The Common Agricultural Policy and the European Landscape Convention are the main driving forces for the change of rural landscape in Europe. (3) At present, the five hotspots of RLR are rural landscape planning and management, cultural ecosystem services, urban-rural conflict, the sustainable development of rural cultural heritage landscape and the impact of landscape structure on habitat. Conclusions: Rural landscape research was originally developed based on geography and ecology but has now developed to a comprehensive research direction of multidisciplinary and multi-methods with social, economic, culture and other elements. At present, the object of RLR covers the ecological landscape, production landscape, and cultural landscape of rural landscape system; the content of RLR has shifted from static pattern of rural landscape to dynamic evolution process, urban-rural conflict, cultural ecosystem service and multifunctional landscape trade-off; the research paradigm of RLR has changed from single dimension to multi-dimensional, and combined with "3S" technology and various landscape ecological model software. The correlation and mechanism should be studied between the rural landscape multifunctionality based on the perspective of multidisciplinary research and rural landscape system in the future, and carry out dynamic monitoring and trend simulation, so as to clarify the thinking and paths of rural landscape multi-functional trade-off and guide the sustainable development of rural areas. The evolution of EU rural development policies and imaginaries have entailed that rural areas in Europe and their residents have been assigned specific roles concerning local responsibility and identities when it comes to attaining positive territorial development. The paper approaches the rationality of rural development as community-led through a lens of Governmentality and Europeanisation to explore how the local alignment of actions and government rationalities are linked. The presented research outlines rural development discourse first in EU rural policy and then at the local level through an analysis of text data published by a local development association. The paper traces the linkage between the two institutional levels and establishes how the success of rural development is not only to constitute issues and themes in a particular form but also to have these embedded locally. This paper investigates the role of European firms' location in their access to capital from 2014 to 2018. Spatial variation in a firm's access to finance triggers differences between the development of rural and urban areas. The study draw on the geography of finance, which explores the phenomenon of the spatial distribution of financial markets, and aim to answer the question of to what extent the location of a firm affects its access to capital. The authors focus on both credit and equity markets and pursue an econometric approach. The paper explore the drivers of the capital structures of European firms with the main control variables connected to the spatial distribution of economic actors. The authors adds to the regional finance literature by examining hard data on the real capital structure patterns of firms. The findings lead to different conclusions: While for the credit market, the location of a firm still matters, financial center bias regarding the primary equity market is fading due to the growing computerization of communication. This paper explores the range of expansion/development/growth pathways (or scaling) that might occur with social innovations, with reference to social innovation in rural areas. It explores the lack of a clear conceptualization of both social innovation as a phenomenon and the possible growth and expansion pathways that might arise. Based on a survey of the diverse literature on the expansion/development/growth pathways of social innovations, and illustrated primarily by European examples, the paper develops a typology built around an attempted synthesis of the extant typologies found in published literature. The purpose of this paper is to summarize the available important information on local pig breeds maintained in Europe. Genetic erosion has prompted national and international bodies to take organized action aimed at the minimization of further losses of biodiversity. Since the genetic resources of livestock ensure both food security and the sustainable development of rural areas, genetic diversity is indispensable for sufficient flexibility of future animal husbandry to adapt to changing consumer demands and climatic conditions. Therefore, the problem of biodiversity has recently become an essential part of the comprehensive international program of the World Conservation Strategy and the global idea of the so-called sustainable development. The issue of biodiversity protection occupies an important place in the provisions of the EU Common Agricultural Policy. The successive financial perspectives assume an increase in relevant expenditure from the EU and national budgets. The gradual reorientation of rural policy paradigms away from competitiveness and economic growth and towards well-being and sustainability creates a need for more appropriate diagnostic tools to assess disparities and policy outcomes. One of the most cited determinants of rural well-being is access to Services of General Interest. Areas with relatively poor access to services can be described as "inner peripheries", and peripherisation literature provides helpful insights into the challenges faced and policy needs. This paper presents a methodology for modelling and mapping access to a suite of ten key services, covering all of Europe at a 2.5 km grid square level. The approach is intrinsically relative, comparing the travel time to services from each grid square with the average for surrounding regions. Maps are provided for 2017 and 2021, and changes between these dates are described. 'Inner peripheries' are found in every country, their configuration being influenced not only by geographical features, but also by service delivery practices. Further analysis explores patterns of risk, identifying areas in which service provision is in a precarious position. The results presented are rich in practical policy implications, not least the suggestion that, in terms of patterns of well-being, local roads are at least as important as trunk infrastructure. This paper explores the translation and implementation of Smart Specialisation in Wales. It finds that rather than taking a new approach to innovation policy, Welsh policy-makers are following a largely cluster-based rationale, which omits the important entrepreneurial discovery process to identify the real strengths of the region. The fresh idea presented by this paper is that a replication of past policy approaches that have been tried and found wanting is taking place rather than a new approach to innovation policy across Europe. Rural shrinking is an ongoing phenomenon in many parts of Europe. Against this backdrop neo‐endogenous rural development has been gaining support as a conceptual and policy approach which stress the combination of local and external actors, resources and forces for enhancing an integrated development of rural areas. Within this governance framework rural social enterprises have been stressed as potential key actors contributing to rural development. This paper explores, through 36 semi‐structured interviews with diverse stakeholders of two Irish community‐based rural social enterprises, the role of these organizations in contributing to a neo‐endogenous development. Our findings show how their mobilization of the social attachment of their members, their collective character and their delivery of tangible results have been key to develop collaborative dynamics with stakeholders from different sectors and situated at various spatial scales. Moreover, these organizations have accommodated global‐exogenous forces buffering their effects through locally‐focused solutions which address the needs of their rural communities, despite their incapacity to address the causes of these global‐exogenous trends. We conclude that rural community‐based social enterprises can play a relevant role in contributing to neo‐endogenous development, however, institutional frameworks that address the diversity of rural areas and that enhance balanced collaborations among different rural development stakeholders are a precondition to unlock their potential. The reform of Common Agricultural Policy for 2014-2020 aims at promoting greater competitiveness, efficient use of public goods, food security, preservation of the environment and specific action against climate change, social and territorial equilibrium, and a more inclusive rural development. The economic crisis of the last years, the globalization, the increasing pressure on natural resources, the increasing diversity of agriculture and rural areas in the new enlarged Europe, and citizens' expectations regarding the environment, safety and food quality, health and welfare, preservation of the countryside, biodiversity and climate change, and the unequal distribution of resources are some of the major issues that this policy has faced, in a production context directed by principles of fairness and efficiency. The policy instruments to address these challenges and achieve specific objectives appear greatly transformed and made up of two complementary pillars (direct payments and market measures, the first, and rural development, the second). The perspectives that the new Common Agricultural Policy provides in order to reach a competitive repositioning of the European agricultural and rural systems have been the theme of the 51st SIDEA Conference aimed at promoting a scientific debate on implementation of this policy in Italy. The paper addresses the rising criticism to innovation policies that have assumed a direct and massive impact of universities in regional economies. It integrates the literature in economics of innovation, higher education, economic geography and regional studies. The paper shows why research excellence is considered a necessary condition for regional impact, why it is not sufficient, and whether there are substitutes. A large amount of policy support is spent to foster the development of rural areas in Europe. However, empirical evidence on the well-being differential between rural and urban areas in Europe is scant and incomplete. The present study develops a systematic literature review on this topic, bridging a gap in research as a systematic analysis on the subject has not been developed as far as we know. It uses the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) method. The review focuses on definitions of rural-urban most used in the literature, main dimensions of well-being that are analyzed, nature of the data and, finally, evidence that emerged regarding the differences in the various dimensions of well-being between rural and urban populations. In this paper, we explore the idea of social innovation as both a conceptual and practical means of delivering positive social, economic and environmental outcomes in marginal rural areas. Definitions are critically appraised, and the dual contemporary origins of the term social innovation (in management sciences and critical social science) are explored. There has been much conceptual confusion, in particular about the extent to which civil society agency is central or desirable in social innovation. Social innovation can be seen to be closely connected to a range of theories that inform both innovation and rural development, but it lacks a singular theoretical "home". Social innovation can also have a dark side, which merits scrutiny. Three case studies illustrate social innovation processes and outcomes in different parts of Europe. Where committed actors, local enabling agency and overarching policies align, the outcomes of social innovations can be considerable. If rarely transformational, social innovation has shown itself capable of delivering positive socioeconomic and environmental outcomes in more bounded spatial settings. It seems questionable whether social innovation will survive as an organising and capacity-building concept alongside more established principles, such as community-led local development, which, although not exactly social innovation, is very similar and already firmly embedded in policy guidance or whether it will be replaced by new equally fuzzy ideas, such as the smart village approach. The influential work by Barca on place-based development, which has permeated policy and academic discourses alike in recent years, builds on the premise that localities are expected to utilize their endogenous potential rather than placing their trust in redistributive policies. This endogenous potential involves local knowledge and place-based knowledge, and how these two types can tap into actions. This has barely been explored in a systematic and comparative manner. This paper therefore examines 20 urban and rural development actions across Europe in order to understand how, and the extent to which, local knowledge and place-based knowledge are mobilized (or not). It makes use of empirically informed evidence to identify evolving mechanisms and to analyse how learning loops are triggered. We argue that it is crucial for leading actors in such development actions to pay attention to these different mechanisms of mobilizing these two types of knowledge and how to trigger learning loops. Since this analysis also highlights a number of shortcomings and inhibitors regarding the extent to which these collective knowledge and learning capacities actually inform actions over time, the concept of 'networks of deep learning' is suggested as a knowledge management principle for key actors in local governance. The particular location of port infrastructure holds characteristics that determine the activity of the port, both with respect to traffic and with respect to implementing competitive strategies; and the efficiency and efficacy of infrastructure depend on the governance systems that regulate the ports. Likewise, the development of port activity echoes in the regional economy as well, hence governance becomes integral to maximizing the impact of ports on their region's economic development. However, the activity of a port transcends the domestic/regional frontiers, as long as the port intends to take part in a global supply chain. Achieving this aim poses a challenge on the authorities that govern port activity, and this challenge needs to be seized when it comes to adjusting the governance to external and internal goals. In the specific case of the analysed ports, the prevailing governance model is known as Landlord, which differs noticeably from port to port. These differences make it possible to distinguish the orientation of European ports from that of the analysed Latin American ports, showing a dissimilar adjustment of the conception of governance that followed objectives that were not simultaneous. The paper draws forth a questioning of the uniqueness of the denomination Landlord and its legitimacy given the new challenges. Furthermore, the paper opens the way to understanding the need to adapt governance to changes, given the examined experiences. This paper analyses processes of Europeanization within the EU INTERREG B programmes, triggering the Europe-wide development of networks that can initiate policy transfer processes. The INTERREG B programmes have—if at all—been discussed with regard to Europeanization processes being discussed as a form of horizontal Europeanization. This paper analyses how horizontal Europeanization processes may take place in INTERREG B projects and shows additionally how the INTERREG B programmes also enable other forms of Europeanization processes—top-down and bottom-up—to take place. Identifying the potential channels of influence on policies and understanding their mechanisms constitute an important basis for project actors to make more active use of these channels and thus enhance the long-term impact of their project results. Furthermore, it enables programme actors to develop a better understanding of project mechanisms and programme frameworks to increase their impact and relevance. These questions are of relevance for the quality and impact aspects of INTERREG projects. Until now, however, evaluations of INTERREG B projects have rarely taken the less “tangible” policy transfer effects into account and have not addressed questions about causal mechanisms behind project and programme impacts. Despite the continued efforts of policy makers, Western European start-ups are still struggling. Further, as questions are being raised about the effectiveness of incubators, there is a growing call for incubators around the world to learn from each other and improve themselves. Our paper enables Western European incubators to learn from their foreign peers by qualitatively exploring the challenges faced by Western European start-ups and the practices that incubators around the world use to address these challenges. Our study thereby takes a two-step approach. First, using the components of the entrepreneurial ecosystem to structure data coming from 90 qualitative interviews with Western European entrepreneurs and incubator managers, we explore five interrelated challenges that constrain the ability of Western European start-ups to grow into high-impact businesses. In the second part of our study, we conduct a total of 191 interviews in Silicon Valley, the greater Boston area, Israel and Australia to identify practices that incubators in these regions use to address the five challenges identified in the first study. Our findings suggest that, rather than addressing the underlying institutions that cause challenges in the entrepreneurial ecosystem, incubators provide symptomatic solutions by creating an environment that protects start-ups from unfavorable institutions. Accordingly, we conclude that existing incubators have only limited potential to strengthen entrepreneurial ecosystems, and we end our paper with a call for a new generation of ‘systemic incubators’ that aim to transform or create institutions to address the institutional challenges that constrain start-up activity. Rural areas in Europe suffer under demographic change and migration to urban areas which caused problems in supply, mobility and medical care for remaining population. Thus, new solutions are required for rural areas to solve shortcoming in retailing, waste disposal, postal and administrational issues since all related services become more and more inefficient from the perspective of service providers. Here, the concept of “smart rural areas” can contribute to solutions since it targets on non-urban areas and tries to improve the development perspectives of rural areas by using digitalization and smart approaches to overcome all mentioned shortcomings in rural areas. Delivery robots represent smart logistics systems and they are able to solve important logistics problems in rural areas. Originally, autonomously driving delivery robots were constructed for last-mile deliveries of packages with a focus on urban environments but recent research also highlights the possibility of their application in rural areas. Since the use of autonomous delivery robots represents a neglected research topic until now, this paper analyses tentative applications of delivery robots in rural environments and develops concepts to overcome shortcomings in logistics with these robots. Delivery robots can be considered as cyberphysical systems in the sense of Industry 4.0 so that this research also contributes to the field of smart rural development. The underlying research question focuses on how autonomous delivery robots might facilitate smart rural development. The empirical measures of the paper are based on semi-structured expert interviews, research group meetings, secondary data, and results from case studies from Estonia and Bulgaria. The agri-food and rural development sector in Europe is undergoing digitalization, and therefore becoming increasingly data-dependent. However, limited experience in implementing Findable, Accessible, Interoperable, and Reusable (FAIR) data principles has restricted knowledge sharing and reusability. This study aims to investigate the existing FAIR Data Management practices in the agri-food and rural development sector by assessing the FAIRness of project outputs from recent H2020-funded Multi-Actor Projects (MAPs). We conducted a FAIRness assessment of project outputs using both semi-automatic and manual framework, and we also carried out a comprehensive review of the data sharing practices among selected MAPs. Of the investigated MAPs, <10% have achieved FAIR compliance and applied FAIR data management practices. The measured FAIRness of project products, including journal articles, conference papers, and books, is higher than that of other product types such as videos, audios, and presentations. The study highlights the critical need for standardizing the adoption of FAIR data principles and data management practices across both the agri-food and rural development sector but also across bureaucratic data management throughout Europe more widely. Such a change would facilitate broader utilization and re-use of MAPs outputs and results, enhancing decision-making and agri-food and rural development practices. The aim of such project was the analysis of population imbalances in Europe, their challenges, and opportunities, contrasting two different territorial trends: rural areas suffering from depopulation I versus i growing urban areas which increase the concentration of population. The authors support also the idea that a policy only focused on rural areas would fail. Nowadays the problem of valorisation of marginal rural areas in Europe is significant. In Italy some traditional agricultural crops with high added value may play an important role for the environmental preservation and social and economic development of some marginal rural areas. The purpose of this paper is to analyze the problems and potential of developing traditional crops in marginal rural areas, through their valorisation as typical products. Two main research questions are addressed: Are there specific problems for traditional products in marginal rural areas? In particular, is there a problem of loss of power and appropriation of value upstream the chain? The paper presents a case study analysis on the Iris Pallida supply chain. Iris Pallida is a minor crop, whose rhizome is used by the international fragrance industry. The fieldwork carried out has allowed to point out that the problem of power and appropriation is relevant and should be addressed by strengthening collective action and enhancing horizontal and vertical coordination. Specific problems in the role of traditional products in marginal rural areas also emerge. These are mainly connected to the structure of farms, to the conflicting strategies and to the access to information and technical support. The consequence is a higher need for coordination, for public support and for integrated rural development actions such us structural consolidation, research and development, marketing and tourism promotion. Silvopasture is the deliberate integration of a woody component with grazed pastures as understorey. It is one of the most extended agroforestry practices all over the world. Silvopasture use is key to increase the sustainability of livestock farming systems as silvopasture reduces the use of concentrates since the woody component provides feed for animals. However, it is not an extensively used practice in Europe. This paper aims at evaluating, from Eurostat, LUCAS database and the 118 rural development programs, the current situation of permanent grasslands in the Mediterranean area of Europe as well as the rural development programmes fostering silvopasture to better understand how sustainable land use systems are promoted and provide insights to foster silvopasture across Europe. The results of this study show that most of the policy measures related to silvopasture are adapted to the local necessity. The already existing agroforestry managed land (dehesas/montado) are related to measures supporting regeneration and maintenance while in those areas where agroforestry does not exist the measures are related to forest fire prevention. This paper addresses the 'policy dimension' of the TOWN project drawing on the implications of the case studies for policy(ies) for small and medium-sized towns (SMSTs) across Europe. It first considers approaches at European and national levels to SMSTs arguing in recent years there has been limited recognition that SMSTs have a significant role to play in the European territory. The paper provides an illustrative selection of towns from the ten case study countries. The research shows that the category SMSTs contains a varied and often dissimilar group of towns in a wide variety of regional contexts. This is true not only between countries but within them. The results indicate that while there are actions to support SMSTs that can be done at European level a prescriptive 'one-size fits all' approach should be avoided. This paper aims to explore the way in witch the objective of making regions visible actors at the European level can be achieved in Romania through the absorption of Structural funds. Firstly, we will highlight the importance of coherent and effective policies for the development of regions. Secondly, we will examine the way in which the actors involved in the implementation of regional development project can promote a proactive and transparent dialogue. Previous studies have shown that a weakness and main risk of such projects is the fact that the continuous collaboration with managing authorities is deficient. It is commonly recognized that social exclusion is a dynamic process, but it operates within well-established political, social and economic structures. A breadth of empirical data is used to explore various dimensions of social exclusion and inclusion, including Australian, Canadian and European data. While all the articles explore different aspects of social exclusion, common themes emerge. All authors note the multi-dimensional nature of social exclusion. The importance of social networks in providing information and advice to the integration of young people is also identified. Common to all articles though is the firm belief that national governments should be centrally involved in tackling social exclusion. As currently formulated, the extent of government commitment to rural development programmes is questionable. These programmes tend to be short-term with insecure and limited funding. At any rate, the capacity of local partnerships to address issues of social exclusion is restricted. The responsibility for economic, social and civic inclusion of citizens rests primarily with national governments.

This paper focuses on the particular role of the national setting for the economic resilience of regions during the resistance and recovery phase. Our empirical set‐up introduces a spatial hierarchy of 249 NUTS‐2 regions nested in 22 European countries while it includes numerous recessionary shocks from 1990 to 2014. Our results suggest that the impact of the national setting is strongest during the resistance phase when the national level accounts for up to 44.9% of the variance in regional GDP development. During recovery, however, the national share decreases but still amounts to no less than 22.0%. Apart from the direct effects that originate from, for example, regulatory density and fiscal policy measures, the national impact takes the form of cross‐level moderation effects. These indirect effects indicate that the regional patterns of resilience are additionally shaped by the inter‐linkages of country‐specific institutional factors and regional determinants. This paper presents a narrative of the operation of the European Citizens' Panel that reported in 2007 on the future roles of rural areas. This dialogue was located within a wider and recent engagement by the EU with its citizens following rejection of the EU Constitutional Treaty. The paper draws attention to the contemporary rural development challenges in Europe that were debated by eight regional panels as a prelude to a wider European deliberation. The working method of the European Citizens' Panel is outlined and critical commentary is provided on the interaction between planning through dialogue, EU citizenship renewal, and the shaping of bottom-up development trajectories. This paper is concerned with the various policies which encourage rural entrepreneurship and support for rural enterprise in the 10 case study areas covered by the FERP (The Future of Europe's Rural Peripheries) project. After introducing a typology of existing policies, the paper addresses some lessons drawn from the experiences of existing policies before discussing the kinds of policies needed to stimulate potential sources of entrepreneurship and overcome the barriers to enterprise development. The paper concludes by arguing for a more strategic and coordinated approach towards building the entrepreneurial capacity of peripheral rural areas, based on a clearer vision of the role that enterprise can play in future rural development. Homelessness remains a neglected component of rural studies in Britain and Europe. Research has tended to skirt around the subject, focusing either on groups in need located within rural housing markets or on those people experiencing rural poverty living within conventional properties. In this paper we want to connect homelessness with rurality by drawing on key findings from recently completed research on rural homelessness in England. We want to make connections between homelessness and rurality in two main ways. Firstly, given the limited knowledge base on rural homelessness, we set out the overall extent and profile of homelessness in rural England based on an analysis of unpublished official statistics. We also highlight how homelessness in rural England is bound up with a great deal of spatial unevenness and suggest that it is through localized investigation that important connections between homelessness and rurality can be best understood. In the second part of the paper, we draw on findings from local research conducted in two rural districts in Gloucestershire to provide a range of evidence that points to the significance of the local spaces of rural homelessness. In particular, this work demonstrates the ways in which local structures of housing provision and socio-cultural and political processes in these districts impact on the nature and experiences of rural homelessness. Rural shrinking is an ongoing phenomenon in many parts of Europe. Against this backdrop neo‐endogenous rural development has been gaining support as a conceptual and policy approach which stress the combination of local and external actors, resources and forces for enhancing an integrated development of rural areas. Within this governance framework rural social enterprises have been stressed as potential key actors contributing to rural development. This paper explores, through 36 semi‐structured interviews with diverse stakeholders of two Irish community‐based rural social enterprises, the role of these organizations in contributing to a neo‐endogenous development. Our findings show how their mobilization of the social attachment of their members, their collective character and their delivery of tangible results have been key to develop collaborative dynamics with stakeholders from different sectors and situated at various spatial scales. Moreover, these organizations have accommodated global‐exogenous forces buffering their effects through locally‐focused solutions which address the needs of their rural communities, despite their incapacity to address the causes of these global‐exogenous trends. We conclude that rural community‐based social enterprises can play a relevant role in contributing to neo‐endogenous development, however, institutional frameworks that address the diversity of rural areas and that enhance balanced collaborations among different rural development stakeholders are a precondition to unlock their potential. This paper presents a survey approach to measuring the "transaction footprints" of rural small and medium sized enterprises (SMEs). Combined with a graphical presentation of results, this contributes to the evidence base on the roles of local and global linkages. Findings suggest that the food and drink industry of Scotland is relatively localised in its input and sales interaction pattern, although substantial variations, associated with product specialisms, remoteness/ accessibility, input purchasing and marketing strategies, exist. Localised SMEs have weathered the recession slightly better, but more outward-looking in firms tend to have greater optimism about the future. Transaction footprint analysis should be viewed as component of an ongoing process of re-mapping the network infrastructure of the rural economy, alongside analysis of untraded interdependencies, and institutional networks in the realm of governance. This paper introduces indicators of regional related variety and unrelated variety to conceptually overcome the current impasse in the specialization-diversity debate in agglomeration economics. Although various country-level studies have been published on this conceptualization in recent years, a pan-European test has been missing from the literature until now. A pan-European test is more interesting than country-level tests, as newly defined cohesion policies, smart-specialization policies, place-based development strategies and competitiveness policies may be especially served by related variety and unrelated variety conceptualizations. We test empirically for the significance of variables based on these concepts, using a cross-sectional data set for 205 European regions during the period 2000–2010. The results confirming our hypotheses are that related variety is significantly related to employment growth, especially in small and medium-sized city-regions, and that specialization is significantly related to productivity growth. We do not find robust relationships that are hypothesized between unrelated variety and unemployment growth. [ABSTRACT FROM PUBLISHER]

Over the past decade, efforts to move towards a low carbon economy have been increasingly coupled with the acknowledgement that we also need to develop climate resilient economies, capable of adapting and responding to changes in climate. To shift society in these directions we need to quantify impacts in relation to these objectives and develop cost-effective interventions. Techniques for quantifying greenhouse gas emissions are relatively well established and enable identification of hotspots where there is emissions reduction potential. However, there are no established techniques to assess and quantify adaptation vulnerability issues and identify hotspots for intervention. This paper presents work undertaken at a European level with the objective of identifying potential hotspots where ecosystem services may be vulnerable to climate change and thus where intervention may be required under the European Rural Development Programme. A pragmatic and relatively simple approach is presented, based on data that is readily available across Europe. The vulnerability assessments cover: Water (quality: dilution and filtration, regulation: flooding and provision); soils (erosion and organic matter); and biodiversity (forest fires, migration and pollination). The framework and assessments presented are considered fit for purpose (at a basic level) and they are potentially valuable tools for targeting limited resources to achieve desirable outcomes. They also contribute towards providing a better understanding of the climate change challenges we face and support the formulation of solutions to optimally address those challenges. Purpose:This paper aims to reveal, and contribute to an understanding of, the processes that connect learning and innovation networks in sustainable agriculture to elements of the mainstream agricultural regime. Drawing on the innovations and transition literature, the paper frames the analysis around niche-regime interaction using the notion of niche-regime compatibility. Design/Methodology/Approach:17 Learning and Innovation Networks for Sustainable Agriculture (LINSA) engaged in agricultural food production, non-food and rural development were analyzed. In line with the project's transdisciplinary approach data were collected in a series of participatory workshops. Findings:Five modes of LINSA-regime interaction are distinguished based on compatibility. The level of LINSA-regime compatibility influences the extent of the diffusion of LINSA ideas and practices into the regime. However, interaction processes within these modes reveal multiple and diverse connections between LINSA and regime entities suggesting a more complex relationship exists. Practical implications:A range of connecting processes and activities (for example, certification, exemption from regulation, facilitation of networking) can bring about effective LINSA-regime interaction and could be externally supported. Originality/Value:Empirical evidence from 17 case studies provides valuable insights from a number of different contexts across Europe. By directing analysis of interaction at the level of LINSA (niche project), rather than at the macro level, the study offers an original perspective. It suggests that the transition to sustainable agriculture might be understood as a complex of interactive processes leading to a series of adaptive changes, rather than as regime change. This paper attempts to bring answers to some questions that are born, more quickly, on how Romania manages to cope with EU requirements. The paper does not claim to treat exhaustively the proposed issue, but attempts to present a balanced and understandable manner the decisive role that regional policy plays in the effective implementation of Europe 2020, based of the situation in Romania. I chose to approach this subject as, besides being a very topical theme, which continues debate is a table of positioning Romania in the European context, not only economically, regional policy and strategy since 2020 applied to Romania's case highlights the disparities between our country and other parts of Europe. The aim of this paper is to explore and analyze the main characteristics of East-Central Europe's spatial structure, including its changes during the recent years. In many territorial researches, there is an intention to define different types of regions and to establish territorial regularities, create models, etc. In this case, we analysed the regions of East-Central Europe based on their comprehensive socio-economic data and described the most important characteristics of the spatial structure of this macroregion from different perspectives. Some results show that the social and economic core areas are highly separated from each other and the development "image" of East-Central Europe has remained the same viewing from the aspects of bigger, homogenous areas, but became more mosaic with the appearance of some separated and improving regions, strengthening the model of the "Bunch of Grapes", not the "Boomerang". Other results show that it is difficult to create a spatial structure model for this macroregion, because the results may depend on the viewpoints. [ABSTRACT FROM AUTHOR]
