Purpose: This paper aims to ask how the European Higher Education Area (EHEA) has orchestrated a sustainable development (SD) agenda in its international policy since 2020. Design/methodology/approach: By drawing on theoretical ideas around policy orchestration as a key UN governing strategy and applying them to the analysis of the progression of the SD agenda in the EHEA, the paper conducts a thematic analysis of six recent key EHEA international policy documents and 19 interviews with key Bologna stakeholders in France, Germany and Italy. Findings: The resultant analysis uncovers three overarching key themes that show the EHEA has the capacity to mitigate pitfalls in the UN's SD agenda; some weaknesses of the UN's orchestration of SD are translated into weaknesses in the EHEA's formulation of its SD agenda; and the further development of an SD agenda as an essential direction of EHEA's work. The paper then goes on to discuss how EHEA policies only mention SD discourse, omit concrete plans for its implementation and keep the very meaning of SD ambiguous throughout international policy documents. Originality/value: The authors offer three original recommendations that the EHEA should adopt in an attempt to mitigate the issues raised in the run-up to its 2030 deadline for implementing its policies: the EHEA should develop an explicit definition of SD; recognise the Euro-centredness of EHEA policies and open them up to other voices; and cite academic research when developing policy documents. International scientific mobility and research careers are two concepts that are intimately related. Yet, it has been very difficult for scholarship to pinpoint exactly how international mobility impacts on research careers. This paper contributes to this question by investigating links between international mobility, research career stage progression and job changes. It does so using a large-scale survey (MORE) which targets researchers based in European universities. The results establish that the profile of international mobility varies by academic research career stage. They also show that for researchers in the established mid-career phase who are working internationally, there are career advancement benefits associated with return mobility to their home country. However, these benefits may reduce if the timing of return is too delayed. The paper concludes by discussing the implications of these results for researcher mobility policy in the context of the European Higher Education Area and the European Research Area. In today's age of knowledge and technology, societies are changing fast, on both macro and micro levels. Hardly anyone could have predicted several years ago such an acceleration of change and its impact on society, and in particular, on higher education. In Europe as well as globally, higher education has been undergoing many changes for more than two decades. In many countries, the number of higher education institutions has increased, mass education has replaced more elite systems, universities have adopted different agenda, and research has become more competitive. In this new context, doctoral education has also needed to be redefined in order to better respond to societal and academic challenges. Doctoral education—a crucial segment of higher education and the main link between the European Higher Education Area and the European Research Area—has been receiving continuous attention for more than 15 years. This paper provides an overall view on changes in doctoral education in Europe, the background of this change process, and the context that led to these major changes. The main analysis will be presented from a European academic context perspective, but it will also reflect a global perspective. It will provide an analysis of all the milestones and consider the relevant policies and recommendations on the supranational level and their reflection on the national level. This paper analyses the unique case of Kosovo alongside the broad context of the European Higher Education Area (EHEA) development. Kosovo started implementing the Bologna Process in 2001, although to date, it has not been formally admitted as a member. This paper provides evidence on the impact of the Bologna-influenced reforms on developing quality assurance and enhancement in Kosovo's higher education during 2001–2019. The study opted for a qualitative method design combining content analysis and semi-structured interviews to investigate both the normative and operational aspects of institutional learning and change that followed these reforms. The study builds on other Bologna-related studies, demonstrating that higher education institutions have placed accountability at the forefront of their ambitions. Findings recommend that a balance between quality control and improvement is imperative towards developing a quality culture. A review of articles published in Assessment and Evaluation in Higher Education, over the last eight years (2006–2013) on assessment in higher education, since the introduction of the Bologna process, is the subject of the paper. The first part discusses the key issue of assessment in higher education and the method used for selecting articles. The second part presents results according to the main emerging themes arising from data analysis: assessment methods, modes of assessment and assessment related to a given teaching and learning method. The paper concludes that the foci of the studies are aligned with assessment practices other than the written test, in accordance with a learner-oriented perspective. Although the implementation of the Bologna process has had different kinds of impact in different European countries, the review shows that the use and effects of a diversity of assessment methods in higher education have been investigated, particularly those pointing to the so-called alternative methods. Purpose: The purpose of this paper is to measure the combined influence that soft skills and Graduate Point Average (GPA) achievements have on the employability of higher education (HE) graduates, and the possible mitigating effects that score attainments have on some ex ante issues, like the gender asymmetries existing in labour market, or the great difference between some knowledge fields, regarding their unemployment rates. Design/methodology/approach: The methodology used is a probit model, performed on a sample of 1,054 HE graduates, coming from a middle-sized European university. Findings: The results show: a clear positive influence of the GPA on job finding odds; that some generic competencies improve this probabilities but another ones act as penalties; and that GPA and systemic competencies enhancement initiatives (at an individual level or at HE policy institutions level) could act as attenuators for the gender inequality or for the low recruitment perspectives existing on some knowledge fields like humanities or social sciences. Originality/value: A wide scientific literature can be currently found on generic competencies and their influence on the employability odds, but the results regarding GPA attainments are still too heterogeneous and scarcely explored. On the other hand, there's a non-solved controversy in the literature about the influence of the GPA results on the odds that a HE graduate has to obtain a job: do GPA signal correctly the best candidates? The positive side of employment during studies is the increase of net investments in human capital. The main objective of this paper is to discover factors influencing the work of students in Serbia, Bosnia and Herzegovina and Montenegro and to compare students’ employment in these three Western Balkan countries. Quantitative analysis based on binary logistic regression has been performed using datasets from fifth wave of EUROSTUDENT survey. The models were built on the basis of seven predictors which describe opportunity structure in higher education and socio-economic background of students. The entered set of predictors is significantly influencing the students’ employment during study terms. The significant predictor of working status in all three countries is the age of students. Additionally, the significant factor in Serbia is the level of studies, in Montenegro the level and field of studies, while in Bosnia and Herzegovina the educational level of parents. Based on the observation that the Bologna process and inter-university competition pave the way for new study programs that often combine or transcend traditional academic disciplines, this paper investigates the position that the "Framework for qualifications of the European Higher Education Area" (QF EHEA) takes in relation to disciplinary, interdisciplinary and transdisciplinary modes of organizing higher education and research. A framework for understanding and identifying disciplinary, interdisciplinary and transdisciplinary approaches is developed and applied in an analysis of the QF EHEA document. Purpose The authors’ thesis statement is that the literature on quality management in higher education is evolving towards an idea of integration. Considering Part 1 of the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) (ENQA, 2009) to be a framework for the implementation of quality management practices in universities, the purpose of this paper is to understand whether the ESG represent a truly integrated quality management model.Design/methodology/approach The authors analyse the content of the ESG taking into account three levels of analysis: the process level, the organisational level and the quality management principles level.Findings The analysis shows that the ESG are a quality management model, covering different processes, organisational levels and quality management principles. This is despite not being a truly integrated quality management model. Indeed, the ESG are mainly focussed on teaching and learning and on support processes, neglecting other processes of universities, such as research and scholarship and the third mission. In addition, they leave aside quality management principles more directly linked with a systemic and holistic approach to quality, such as the system approach principle.Originality/value The paper presents a new analysis of a much discussed quality management model for higher education. It explores the ESG in the light of the concept of integration, discussed according to a new framework of analysis. This article presents the feasibility of teaching generic competences (such as those related to moral reasoning aspects) through Science lessons at university level. The authors have implemented a new instrument called "Moral Cross Dilemma" which involves the use of argumentation and moral reasoning within the students of Primary Education Degree (prospective primary teachers). This tool seems to be an effective pedagogical resource in Higher Education Levels. It is a step forward from the well-known dilemma, a consolidated strategy for the development of ethical competences based on argumentative and discursive methodologies. This paper is focused on the description of this technique and applies it for the first time on experimental data. Moral Cross Dilemma is applicable to environmental conflicts and can be used as a discursive technique for improving the personal ethic level. This work shows empirical evidences from the preliminary implementation within university studentsThe experience was carried out on a 47-student sample. They were prospective teachers learning Natural Sciences. The main results revealed no difference and were observed between self-perceived and peer evaluation of the moral status, although the environmental-friendly argumentation position clearly set out higher scoring in the moral reasoning level. One of the questions traditionally posed in forums of legal translation training and teaching is whether legal translations should be done by translators or jurists. Very often, the answer lies halfway, and current theoreticians agree that a double competence, in both translation and law, is the most adequate solution. In accordance with this idea, the present paper examines, on the one hand, the pedagogical elements which should be considered when preparing a legal translation course within the university context, and presents, on the other, a model of lesson planning, in the light of the future European Higher Education Area and according to the real needs of legal, sworn or court translators. Many of the reflections contained in this paper stem from the pedagogical practice of legal translation courses taught at the University of Alicante, and are also grounded in the teaching experience of the author as a legal translation trainer. This paper addresses the puzzle of the unlikeliness of the implementation of elements of the Bologna Process agenda in Europe and post-Soviet higher education systems. Following mainstream policy science theories, the policy initiative would be qualified as "prone to failure", but surprisingly many governments took up the challenge to develop regulations and guidelines and to change the structures of their higher education systems. Looking at the adoption of Bologna process elements in various countries – east and west – I will be able to point at factors that contribute to explaining why and to what extent countries engaged with the process and hence to contribute to the literature on Europeanisation and policy adoption. This paper seeks to discover whether the performance of university students has improved in the wake of the changes in higher education introduced by the Bologna Declaration of 1999 and the construction of the European Higher Education Area. A principal component analysis is used to construct a multi-dimensional performance variable called the LEArning Society-adapted Outcome Index. A quantile regression is then applied to ensure that the analysis does not focus solely on average figures, and the performance of students of various types is analyzed. Significant improvements are found in the acquisition of systemic and interpersonal skills and in student satisfaction but not in cognitive aspects. Policies on comprehensive internationalisation are currently in the focus of discourses on the development of internationalisation in European higher education. However, it remains to be answered, whether in Slovenian higher education, internationalisation policies and practices are indeed being implemented consistently and comprehensively, contributing to the overall quality of the higher education system. The paper obtains answers to this question through the analysis of different documentary sources and findings from semi-structured interviews, which were conducted as part of the PhD research. Firstly, it provides a general overview of the Slovenian higher education system, whilst afterwards, it explores the comprehensiveness of internationalisation in Slovenian higher education through the analysis of internationalisation policies before and after the Bologna Process. Based on the distinction between the 'abroad' and 'at home' dimension of internationalisation in higher education (Knight 2008), it continues with the examination of trends in mobility and internationalisation at home, which represent essential parts of comprehensive internationalisation policies and strategies. On this basis, it discusses the real importance of internationalisation for the quality of (Slovenian) higher education and concludes that the existence of different internationalisation models results from diverse approaches and rationales for internationalisation and hence, from often-contrasting views of individual actors and stakeholders on what is the quality of higher education and its (comprehensive) internationalisation. This paper addresses convergence as a political issue stemming from the political coordination of the European Higher Education Area. From the perspective of cultural theory, this issue relies on the fact that the influence of ways of life are not evenly influential in the political coordination of the European Higher Education Area. Convening the results of previous studies on the progress of Bologna, this paper underlines how goal displacement is challenging convergence in the ambit of the broader European Union political project. Additionally, the paper concludes that education within the European Higher Education Area is being configured by the prominence of the individualist and the fatalist ways of life. This paper addresses the process of creation and implementation of the subject "Communication towards Equality" at the University Jaume I in Spain, within the new European Higher Education Area (EHEA) framework. The purpose of the paper is to present this experience of University teaching reform as a potential guideline for the implementation of equality in other programs. The EHEA offered challenges and possibilities for University reforms, which included the implementation of capacity-building for students. At the communication programs of our University, the curriculum has included issues of gender equality, aimed at training future professionals towards citizen empowerment. The paper is organized around three sections. First, we present the legal and epistemological framework that sustains our experience. This includes an overview of legal regulations (EHEA, Spanish and international laws) and a revision of the epistemological and methodological background, mainly based on Critical Theory and Pedagogy on communication for social change. Second, we unfold the subject "Communication towards Equality" with its main contents and methodologies. Student-centred learning has gradually come to the foreground of the Bologna Process. In parallel, learning outcomes have been advocated as key degree descriptors, illustrative of student-centred approaches. This paper examines learning outcomes in their diverse understandings and enactment in three European countries – England, Portugal and Denmark – further to Bologna policy developments. Resorting to a conceptualisation of the intersection between global and local policy fields and to policy theories highlighting the interpretative nature of policy processes, the implementation of learning outcomes is analysed from the perspective of different policy fields (European, national and institutional). Variation in understandings and usage has been observed especially between the institutional fields in the three national contexts, as well as between academic practice and student experience. A discrepancy has also emerged between the policy discourse which highlights students' centrality in a learning-outcomes-based approach and the limited relevance of learning outcomes to students. The emergence and development of quality assurance schemes in European countries over the last 15-20 years has inspired many national case studies of the systems and procedures adopted. The methods, contexts, and procedures associated with this policy change are diverse. But although individual countries have set about changing policy in different ways there appear to be some common developmental patterns within the Europe of the Bologna Process. How can these developments be conceptualised? In a first step this paper advances a typology based on the quality assurance literature. In a second step, the paper applies the typology to quality assurance developments in three countries. The third part of the paper discusses the strengths and weaknesses of the modelling approach in the light of the empirical evidence and a political science analysis of policy change. The paper concludes with a discussion on future directions for the comparative study of policy change within the European Higher Education Area on the basis of this conceptualisation of developments in quality assurance policy. The Bologna Accord was launched a decade ago and established an authority and conceptual landscape called the European Higher Education Area. In 2010, the European Union Ministers of Education triumphed by attaining full international and national implementation of the Bologna Accord, a feat unmatched in the annals of higher education reform. The purpose of this paper is to provide a brief discussion of the Bologna Accord and to highlight the strategic initiatives endorsed by the Accord: the European Higher Education Area, the Educational Accumulation and Transfer Credit System, and the Diploma Supplement. From a global perspective, it is important that academics at all levels have a clear understanding of the educational changes prompted by the Bologna Accord. Among the issues discussed are the level of preparation of the new three-year bachelor's degree and the level of achievement relative to obtaining parity to Anglo-American curricula. In this paper these Bologna Accord issues are thoroughly examined and an example of marketing curriculum reforms instituted at a Romanian university is presented. The results of this study indicate that, at the institutional level as implemented in Romania, the new three-year degree initiative falls short of the goal of achieving parity with Anglo-American curriculum levels, and appears geared more toward preparing graduates for vocational rather than managerial positions. However, since many universities have struggled at the institutional level to incorporate Bologna Accord reforms in highly diverse educational settings, Romania is representative and not unique in these outcomes. The project of the Bologna process to create a 'European Higher Education Area' (EHEA) has established the necessary conditions for the emergence of a new sociopolitical space of higher education in Europe. This space has become a cooperation/competition area that changes the European and national balance of power: the relations the countries maintain both between them and with the European Commission are situated in a cooperation/competition game. The European Commission plays a central role in this area, alongside actor organisations who see themselves forced to discuss issues that had previously divided them and to modify their relationships at a national level. This article can be seen as a contribution to the analysis of international strategy in a global knowledge economy, especially to the two-level game theory of Putnam for which international agreements are negotiated with success only if they lead to national advantages. In particular, it studies the role of the European Commission in this sociopolitical area and the mechanism by which it has taken the piloting of the Bologna process, which was launched in a field of national competency, to make it an instrument for the realisation of the Lisbon strategy aimed at making the European Union the most competitive economy in the world. Purpose The purpose of this study is to analyze and assess the impact of cooperative learning in the acquisition of generic skills in teaching students.Design/methodology/approach The methodology underlying this research has a qualitative orientation. An ad hoc questionnaire has been used as an instrument, in addition to a team notebook, and the observation as procedure to analyze the perceptions of the students in the process.Findings The main results indicate that thanks to the active methodologies, more specifically, the cooperative learning, students develop and improve transferable skills, such as negotiation, leadership, teamwork, reflection, etc. Similarly, the authors have observed improvements in the classroom environment and their social interactions.Research limitations/implications The limitations and possible implications of this study are in the direction of analyzing the implemented cooperative learning methodology techniques to observe the existence of differences in learning. Moreover, they are also related to the analyzing of individual implications for teamwork to assess group learning and its influence on motivation and teamwork. Finally, they are related to the analysis of the involvement of observation and self-regulatory mechanisms in the teamwork learning.Practical implications With this research, the authors incise in the necessary methodological change in universities, responding to the demands of the European Higher Education Area (EHEA) and highlight the importance of using active methodologies.Social implications Cooperative learning is an effective teacher training tool for future teachers who will have to develop in an interpersonal context and, in turn, will teach students who need to acquire a personal and social skills.Originality/value This paper evaluates the impact of using active methodologies and how they contribute to the development of transversal or generic competencies in a real context of university learning. The Bologna Process is an important factor which has had an impact on higher education in Europe. In this paper the implementation of the Bologna Process in Poland, the Netherlands and Flanders is discussed, to show how the different contexts influenced its realization. In order to study the transformation of higher education, new institutionalism and resource dependence theory were applied. The Bologna Process opened the door to the globalization of higher education, by creating a unified architecture that enhances the potential of higher education and encourages increasing and continuous interconnection among different higher education strategies in the world, and particularly in Europe. This paper introduces and describes an innovative model for a thorough, organized and systematic analysis of the educational context ̶ MICRA (model for identifying and classifying Competencies and Learning Outcomes), based on the official documents of the Course Units (syllabus and assessment components). The MICRA model was validated by means of a case study. Competencies and Learning Outcomes were identified in the Computer Science Course Units of the Accounting and Business Administration degree at the Institute of Accounting and Administration of Porto (ISCAP/IPP). We are aware that the adoption of this model by different institutions will contribute to the interoperability of learning outcomes, thus enhancing the mobility of teachers and students in the EHEA (European Higher Education Area) and third countries. The paper analyses employability as a floating signifier -- a construct that accommodates different and often contending meanings. A preliminary analysis of scholarly literature identifies two opposed interpretations of employability -- an individual responsibility versus a comprehensive context-aware construct. These are subsequently applied to the discourse of the major interests in the Bologna Process: policy-makers; institutions and academics; students; and employers. Their standpoints are examined from two dimensions: How far is responsibility for employability individualised? and What is higher education's role in fostering employability? As a concept, employability commands little consensus. Rather, it is interpreted in the light of each interest group's concerns. As to higher education's role, utilitarianism characterises all but academic actors' views. Applying the concept of a floating signifier to employability as it is debated within the Bologna Process -- a policy arena for competing interest groups to dispute meaning -- reveals a finer, more nuanced understanding of how policy comes to be and, in particular, the importance of discourse and conflicts over meaning as factors intrinsic to it. The Bologna Process (BP) promoted a series of wide-ranging reforms of higher education (HE) systems in order to improve the quality of teaching activities across Europe. This paper evaluates the effect of these reforms on the teaching efficiency of Italian universities during the period 2000-2010. We employ bootstrapped data envelopment analysis algorithms to assess teaching efficiency. Then, we examine the convergence of the Italian HE system using several panel data estimators. We find clear evidence that Italian universities have become more efficient over time, consistent with the goals of the BP, but that substantial improvement mainly occurs during the initial period of implementation. Our estimates also show a process of convergence in the performance of the Italian HE system, but we find strong evidence of persistent gaps at both university and regional levels. This paper examines international student mobility between member states of the European Higher Education Area (EHEA), a group of 47 countries that committed to reforming their higher education systems to improve the comparability and compatibility of degrees. While increased student mobility is a key goal in its official documents, little research has empirically investigated student mobility patterns in respect to the EHEA. The analysis employs multivariate techniques to identify trends in student mobility between 1999 and 2009, using a spatial approach to visualise the relationships between member states as constituted through student mobility flows. Results show that within the analysis timeframe student flows in the EHEA became more even in their distribution, but that in terms of the relationships between states, the EHEA became more centralised and segmented, meaning that key actors mediated exchanges between peripheral states and the region was more easily divided into self-contained clusters. These trends indicate a need to critically reconsider the nature of the EHEA and its role in the globalisation of higher education. [ABSTRACT FROM PUBLISHER]

This paper presents new insights into the relationship between inequality in access to higher education and social stratification through the analytical lens of refugees' access to high participation systems of higher education (HPS). Taking stock of the growing numbers of refugees and their increasing—yet still marginal—demand for accessing higher education, the paper analyses the specific statuses and rights they are granted, and how they combine in two European Higher Education Area HPS, England and Germany. The comparative analysis draws on the desk-based study of immigration and access to higher education policies and mechanisms for refugees in the two countries. The concept of assemblage is called upon to highlight how complex combinations of asylum, welfare and access to higher education policies lead to differential rights which create different spaces of opportunity for refugees with higher education aspirations. The launching of the European higher education area (EHEA) in 2010 has imposed new challenges on European universities. Traditional teaching methods, based on lectures and examinations, are no longer suited for the new EHEA educational approach, now focused on competences development. Instead, active learning methods as problem-based learning are far more appropriate. This paper examines the effect of a change to competence-based education through problem-based learning (PBL) in the field of structural engineering, carried out in a first year structures course. The structures program design is described with details of the PBL implementation. A program evaluation based on students' and faculty surveys is carried out. The evaluation results show that the program has been effective in the achievement of the proposed objectives. The benefits of the new approach include an increase in students' motivation and a better integration with other architecture disciplines. The main challenges encountered are the increase in faculty time commitment and the academic resistance to change. Extrapolation to other disciplines is possible, although it requires restructuring of subject knowledge and methods. [ABSTRACT FROM AUTHOR]

With the establishment of the European higher education area (EHEA), the ethical learning of students is a matter of central importance in European universities. This paper examines the current state of ethical learning of students in the Spanish university system. We present the results of a descriptive survey, which used a training model for university students and examined their ethical development in three categories: the construction of self, learning in fellowship and socio-moral reflection. The results of the survey reflect the current situation of ethical training among Spanish students and enable us to propose certain measures for consolidating and enhancing ethical development with the Spanish universities of the EHEA. The competence evaluation promoted by the European High Education Area entails a very important methodological change that requires guiding support to help lecturers carry out this new and complex task. In this regard, the Technical University of Madrid (UPM, by its Spanish acronym) has financed a series of coordinated projects with the objectives of developing a model for teaching and evaluating core competencies and providing support to lecturers. This paper deals with the problem-solving competence. The first step has been to elaborate a guide for teachers to provide a homogeneous way to asses this competence. This guide considers several levels of acquisition of the competence and provides the rubrics to be applied for each one. The guide has been subsequently validated with several pilot experiences. In this paper we will explain the problem-solving assessment guide for teachers and will show the pilot experiences that have been carried out. The governance of higher education has been changing across Europe, most notably in response to the reform agenda that has been pervading many higher education systems. This wave of reforms has given enhanced visibility to external stakeholders, which has been often received with contrasting views. Some regarded it as a factor that would undermine institutions' mission, while others viewed it as a rhetorical change, which would hardly have an impact on institutional life. In this paper, we analyse the introduction of external stakeholders in governance and quality assessment processes by looking at the Portuguese experience, and more specifically at their contribution to the implementation of internal quality assurance systems. We use empirical data collected from four higher education institutions under the framework of the IBAR project, subsumed in the form of barriers to and good practices for the implementation of policies and procedures for quality assurance. The results suggest that although the presence of external stakeholders has become more visible, it is yet to be fully reflected in the way institutions are governed or the way in which they manage their internal quality assurance processes and mechanisms. Over the past two decades regional agreements have become more significant in educational and training. This paper situates and analyses the European Higher Education Area (EHEA), the Bologna Process and the Lisbon Strategy and explores their influence on the integration of higher education systems in Mercosur (the Southern Common Market of Argentina, Brazil, Paraguay, Uruguay and Venezuela). Mercosur is still a customs union, and the project of integrating higher education is at an early stage. Lacking organically established regional bodies, coordination of integration in Mercosur has focused on summits and meetings of officials. However, in a context of unequal maturity in regional integration, there is emerging evidence that the EHEA project is influencing the reforms of national systems of higher education and even Mercosur’s model for a regional area of higher education. A nascent Europeanization of higher education systems in the Mercosur region is emerging, by-passing Mercosur’s regional structures. This paper outlines the adaptation of an assessment methodology in several courses in an engineering studies syllabus to the context of the new European Higher Education Area, through focusing on the best set of assessment methodologies that can be used, in order to improve learning processes without losing quality in the content. This is called a "mixed assessment methodology" and includes the implementation of different continuous assessments using virtual, manual or mechanical procedures. It allows teachers to manage large student numbers as well as to give them the required feedback. The paper classifies subjects into groups, based on their content and separates students by whether they are repeating the course or not, it addresses different assessment methodologies, incorporates engineering quality control concepts, and discusses the results achieved. This paper addresses the value of the Bologna Process in placing the European Higher Education Area (EHEA) on a solid institutional footing. How far has Bologna contributed to firming up the views academia, management and students have of the EHEA? The article is based on a survey administered across four systems of higher education in 2008. It underlines the importance for those active in shaping policy both at national and at European level to take fully into account the views of the different interests in higher education, difficult and at times non committal though these latter might be. The quality assurance in higher education institutions (HEIs) can be understood as policies, procedures and practices that are designed to achieve, maintain or enhance quality in a specific national, social and institutional context. An official platform for HEI quality assurance is the document Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). The paper presents shortly a conception of the international LLP project IBAR - Identifying Barriers in Promoting the European Standards and Guidelines for Quality Assurance at Institutional Level and Making Recommendation as to How These Might Be Addressed and in more details it deals with research of relations between quality and management/governance carried out in frame of the IBAR project in the Slovak Republic. Designing political institutions is a balancing act between upholding democratic ideals and accommodating constraints. Advocates of deliberative governance in the European Union live this tension in a particularly polarized manner, torn between the deliberative ideal of consensual decision-making and the reality of power politics. To which extent does deliberative governance provide a suitable conceptual framework as well as a mode of governance in its own right for European policy-making? This paper applies five features of deliberative governance suggested by Teague (2001) in his study of European social policy to the genesis of the Bologna Process and subsequent domestic reforms. The Bologna Process has, since the Sorbonne declaration of 25 May 1998, aimed at creating a European Higher Education Area. This study concludes that deliberative governance has the potential to start a long-term process of progressive domestic policy change and therefore deserves further investigation. Abstract: This paper presents the fundamental characteristics of the Final Year Project (FYP), its associated competences and some evaluation standards that derived from a research conducted by the regional government of Catalonia (Spain) and the Catalan University Quality Assurance Agency. More analytically, the paper begins with the definition of the Final Year Project in social sciences, continues with the identification and analysis of its associated competences and the basic phases for its realization and finishes with the presentation of some fundamental evaluation standards. Our final proposal is considered as objective and effective not only for the realization of the FYP by the students, but also for its evaluation by the instructors, since it can easily be customized for different social sciences curricula. The Bologna process aims at creating a European Higher Education Area where inter-country mobility of students and staff, as well as workers holding a degree, is facilitated. While several aspects of the process deserve wide public support, others are less consensual. The paper checks the extent of academic staff confidence in the restructuring of higher education currently underway, by looking at its implications in Romania. Based on six open-ended interview questions of 29 faculty members in Romania, the results of our study identify central themes associated with this relevant stakeholder group's perception of benefits and issues/challenges associated with the implementtation process. Most notably the themes of process planning, accreditation, lack of information, and unexpected results emerged as issues/challenges, while mobility, wider choice of programs, improved quality, and international standing were perceived as benefits. A major element in the creation of the European area of higher education is the adoption of a common structure of degrees, implying in several countries the reduction of the duration of the first degree to 3 years, which is a controversial change. Cardoso et al. (CESifo Econ Stud 54(2): 229–247, ) have analyzed student confidence in the curricula change, quantifying its impact on students’ first choices of academic programs. This paper goes two steps further. First, it concentrates on a variable that better translates total demand for an academic program, namely the total number of students who place the program among their six revealed preferences, instead of just the first option; and, second, an econometric model that better fits the data is estimated. Results confirm a positive impact of the Bologna process on the demand for programs, which varies with program size and across fields of study. Our results complement those in Cardoso et al. (), as they uncover that being a program leader, i.e. the only institution in the country that restructured a given program, was associated with higher demand by prospective students, which nevertheless stemmed from their “second best" options and not from their first choices. In this paper, the educational experiences of research in Engineering Education in the Escuela Universitaria de Ingenieria Tecnica de Telecomunicacion at the Universidad Politecnica de Madrid are presented. The research attempted to go beyond the experiences in the framework of the European Higher Education Area during the academic years 2005-2007. This paper describes the experience within the first-year course in the Escuela Universitaria de Ingenieria Tecnica de Telecomunicacion. While several aspects of the Bologna process deserve wide public support, the reduction of the length of the first cycle of studies to three years in several continental European countries, where it used to last for four or five years, is less consensual. This paper checks the extent of public confidence in the restructuring of higher education currently underway by looking at its impact on the demand for academic programs in Portugal. We concentrate on students revealed first preference when applying to higher education. Results indicate that the programs that restructured to follow the Bologna principles were subject to higher demand than comparable programs that did not restructure; that effect, however, varies across fields of study and with program size. While Europe still lacks a common system for the accreditation of educational programmes, the Bologna process, now involving more than 40 countries, intends to establish a European Higher Education Area (EHEA) on the basis of ‘a system of easily readable and comparable degrees’. In this context, while recognition of professional qualifications is assured by European Directives (a new overarching Directive was published in September 2005), it is essential to ensure that educational programmes are accredited on a continental scale. This paper illustrates the main outcomes of the EUR-ACE (EURopean ACredited Engineer) project, aimed at the establishment of a pan-European system for accreditation of engineering educational programmes on the basis of a multilateral, bottom-up agreement between national and regional bodies and Associations concerned, and the perspectives for its implementation. The alignment with the Bologna process and the subsequent creation of the European Higher Education Area (EHEA) framework, principles, and guidelines have significantly changed Spanish doctoral education. In this article, we identify the critical drivers for that change in Spain and address their implications for doctoral education summarised around three significant trends: changes and diversification of research-related environments, the ones referred to the doctoral curriculum changes to enhance doctoral success, and the professionalisation of doctoral studies. For each of these trends, we discuss the challenges, their implications, and the practices and regulations designed to overcome them. This article examines how dominant discourses disseminated through quality assurance processes in Greek Higher Education (re)define academic work and language use in a globalised HE field. Drawing on Bernstein's theory of pedagogic discourse, we approach government-led external evaluations of university departments as official policy texts that encode the evaluative criteria of quality institutions and valorise specific forms of knowledge and conduct. Our analysis of empirical material derived from selected HE departments illustrates that performance measurement systems interlink English as a default language with mobility and research activity in a unified discourse of quality constructing a selective understanding of how Higher Education Institutions and academics are expected to attain international visibility.
