La professionalització dels intèrprets en l’àmbit jurídic està guanyant importància a Espanya a causa de les directives de la Unió Europea sobre els drets processals de persones sospitoses o acusades d’algun delicte. A això s’hi ha d’afegir la prolongada crisi humanitària, que ha sensibilitzat l’opinió pública sobre la qualitat de la interpretació proporcionada per diverses ONG i altres organismes que s’ocupen dels sol·licitants d’asil. Actualment, els proveïdors de serveis privats contracten els intèrprets en funció de les llengües que necessitin o que estiguin disponibles, sense exigir-los una formació específica. En aquest article, analitzem la qualitat percebuda dels serveis d’interpretació i el paper de l’intèrpret des de diverses perspectives, incloses les dels agents de les ONG (assessors jurídics, treballadors socials i psicòlegs) i els advocats que participen en aquesta mena de processos, seguint mètodes d’investigació descriptiva. A continuació, tractarem les diferents percepcions sobre la figura de l’intèrpret que tenen els diferents professionals que intervenen en el procediment de sol·licitud d’asil, amb l’objectiu d’obtenir una imatge vàlida, basada en dades, de la interpretació en el context de la sol·licitud d’asil a Espanya. S’espera que aquesta informació serveixi per omplir el buit que existeix en el desenvolupament professional dels intèrprets com a part essencial dels processos d’asil i, el que és més important, com a garantia dels drets humans. També contribuirà a sensibilitzar els professionals que desenvolupen la seva feina amb l’ajuda d’intèrprets.

In recent years the lawfulness of certain types of sanctions and the question about the usefulness of sanctions in general have become topical and widely discussed issues. Of special significance is the expanding use by powerful states of unilateral coercive measures without Security Council authorisation, or beyond Security Council authorisation, to illustrate their displeasure with the domestic or foreign policies of certain members of the international community. Over time the nature of these measures has taken on diverse forms and their encroachment on human rights and freedoms has become a matter of international concern. This contribution examines the developments that have taken place in this context since the 2000 report of the Working Group on the negative impact of sanctions by focussing on the interventions by key United Nations bodies.

Negation in Sepedi is a complex matter — a variety of negative morphemes are used across complicated verbal and copulative structures and these morphemes are not interchangeable. Dictionary users in a text production situation need to be guided to the correct compilation of negative constructions. In most cases negative morphemes are not lemmatised in Sepedi paper dictionaries or if they are, the lexicographic treatment is inadequate. This paper provides an inventory of negation from which an abstraction of the negative morphemes is given. This is followed by a critical evaluation of Sepedi dictionaries and suggested model entries for lexicographic treatment of negative morphemes.

In 2020 werd de kennis- en onderzoeksagenda Sociaal Werk gelanceerd. De agenda is in een zorgvuldig traject samen met allerlei partijen ontwikkeld en beoogt richting te geven aan toekomstige keuzes in onderzoeksprogramma’s en professionaliseringsactiviteiten. Het hart van de kennis- en onderzoeksagenda wordt gevorm door vier pijlers, die elk direct samenhangen met vier maatschappelijke vraagstukken waarvan de stakeholders en professionals hebben aangegeven dat sociaal werk daar van onmisbare waarde is. De vier pijlers zijn:• Bevorderen van sociale samenhang.• Bevorderen van inclusie.• Versterken van het gewone leven.• Door laten klinken van de stem van de burger/inwoner.Om echter op een goede manier richting te geven aan toekomstige onderzoeks- enprofessionaliseringsactiviteiten, is het echter ook van belang om bestaande kennis en expertise goed in beeld te brengen. Daarom zijn wij op zoek naar artikelen waarin state-of-the-art kennis ten aanzien van (een deelgebied van) een van de vier pijlers is verzameld.De artikelen brengen in beeld welke kennis en inzichten (inter)nationaal beschikbaar zijn ten aanzien van de maatschappelijke vragen die ten grondslag liggen aan een van de vier pijlers van de kennisagenda. Zij ontsluiten de belangrijkste lessons learned uit die bestaande literatuur en reflecteren op de volgende drie vragen:• Wat is de rol en meerwaarde van sociaal werk voor dit vraagstuk, gezien de beschikbare kennis en expertise?• Hoe verhouden deze kennis en expertise zich tot de kennisagenda? Welke vragen kunnen reeds beantwoord worden, welke leemten kunnen worden gesignaleerd?• Wat zou gezien het bovenstaande een aan te bevelen richting zijn voor toekomstig onderzoek?PraktischDe state-of-the-art artikelen mogen een omvang hebben van 5000 tot 6000 woorden.Ten behoeve van deze artikelen zal in het Journal of Social Intervention een afzonderlijke publicatiecategorie worden ingericht, waarin de state-of-the-arts worden verzameld. Originating as a submission made to the Department of Rural Development and Land Reform by the Centre for Constitutional Rights in 2011, this paper provides an overview of some of the main aspects and key features that stem from the Green Paper on Land Reform, 2011. Following the framework of the Green Paper, this article provides a brief commentary on some of the most problematic aspects of the Green Paper, cross-referencing the key topics to the Green Paper itself as well as the other articles in the special edition of PER dealing with the Green Paper on Land Reform, 2011

The South African land control system has always, to some extent, been interfered with by government. Interventions in the course of the twentieth century in particular have resulted in an unequal, fragmented and diverse land control system. The law has been integral to this process. Since 1994, within a constitutional paradigm, interventions have been aimed at untangling the complex web of land-related measures so as to affect an equitable, co-ordinated and less complex land system. In this process law - including policy documents, plans, programmes and legislative measures - is again integral. The aim of this contribution is to ascertain whether, under the present government, the mechanics of intervention within the land reform arena have resulted overall in a sensible, workable framework within which challenges and weaknesses linked to land reform can be addressed effectively. In this regard both the structural and material dimensions of recent interventions are set out. Within this context the most recent intervention dealing with land reform in particular, the Green Paper on Land Reform of 2011, is placed in perspective and investigated further in light of the recent National Development Plan. Specific themes that have resonated in the recent mechanics of intervention, as well as the persons and communities who stand to be affected by them and the possible extent of their collective impact, are thereafter discussed. Due to the general vagueness of the Green Paper and its lack of depth and detail, the extent of the impact of the recent measures cannot be ascertained fully. The alignment of the new bodies and institutions proposed by and their contribution to actually addressing the challenges identified in the Green Paper are furthermore problematic and disappointing. Excluding vast portions of rural land comprising communal areas from all of the recent tenure-related measures is especially disconcerting. Clearly, huge gaps prevail in the resultant framework. Overall, the analysis of the recent structural and material dimensions of the recent mechanics underlines that further engineering is urgently required

This paper takes a close look at some of the main tenets set out in the Department of Rural Development and Land Reform's Green Paper on Land Reform of 2011, specifically those that have a bearing on the creation of a new framework for land law. The purpose is to advance some suggestions as to how new statutory interventions can avoid being contested for unconstitutionality. The analysis focuses on the Green Paper's notion of land as a "national asset", questioning the meaning and implications of such a notion against the debate about nationalisation of important resources. In this context, the paper is critical of the perceived tendency to introduce reforms for the mere sake of political expediency. The guidelines for state interventions with property rights that would pass constitutional muster are deduced from (mainly) the decision of First National Bank of SA Ltd t/a Wesbank v Commissioner, South African Revenue Service; First National Bank of SA Ltd t/a Wesbank v Minister of Finance 2002 4 SA 768 (CC).

Motsepe Matlala, the President of the National African Farmers Union gave an illuminating oratio on the opportunities and challenges of the 2011 Green Paper on Land Reform for the National African Farmers Union (NAFU SA)

The government set the target for redistribution of land to 30% by 2014. They have adopted the "willing-buyer-willing-seller" model that relies on a voluntary transaction between farmers and government to acquire such land. Frustrated at the slow pace of land reform, the ruling party is starting to indicate that the state will in future rely on its expropriation powers to acquire such land. Section 25 of the Constitution makes it clear that when the state expropriates property, compensation must be paid. The current act, the 1975 Expropriation Act, determines that such compensation must be market value, while the Constitution lists market value as only one of at least five factors that must be taken into account when determining compensation. There have been various attempts at drafting legislation that will bring compensation practices in line with the Constitution, with the latest Bill published in March 2013. This article focusses on the Green Paper that preceded the Bill, and argues that not much direction is given on how compensation for expropriation should be calculated.

Paper is a material we know from our day-to-day lives because it is used in newspapers, tissues, packaging, etc. Its web-like structure consists of wood fibres and can be visualised by comparing it to the cooking of a portion of spaghetti that is later served onto a plate. Paper is often associated with traditional materials and production technologies. Brought to life in the second century AD, paper has had a significant role in the history of civilisations, from the Chinese empire through the Guttenberg era up to the current ‘digital age’. It has primarily been used as an information carrier and packaging material. However, the architectural applications of paper have been known since the eighth century AD. Although production technologies and the finish of paper have changed and improved over the years, paper has in fact remained remarkably the same through the centuries. It still has the same composition: cellulose fibres bonded in a wet environment, then pressed and dried. Recently, not only the paper-making industry has undergone change, but other industries, like architecture, electronics, the automotive industry and others, are also receptive to the innovative qualities of paper. Growing awareness of the scarceness of fossil fuels and natural resources, the need to curb CO2 emissions and the necessity of reducing the ecological burden caused by the use of materials such as plastics, foam, concrete or steel is encouraging people to find more environmentally friendly solutions, including the circular economy. Paper and its derivatives can satisfy these needs, although it seems that the golden age of paper is coming to an end. Electronic devices such as smartphones, tablets and e-readers, as well as the growing popularity of electronic media, have taken the place of traditional print media, which has resulted in the paper industry’s decline as the producer of information carriers. However, the paper industry can develop in other directions, e.g. smart packaging, the provision of energy and construction materials, where this renewable and cheap material can make a new start, using and being used along with new technologies and innovations. Sustainable development was first described in the Agenda21 document in 1992 and its appendices, which state that the most important challenges for global policy are improving people’s lives and conserving our natural resources in a world that is growing in population, with ever-increasing demands for food, water, shelter, sanitation, energy, health services and economic security. Moreover, the European Parliament and the Council of the European Union ordered in Directive 2008/98/EC that by 2020, the weight amount of recycled or re-used construction waste must be increased to a minimum of 70%. These challenges can be addressed by renewable resources – reusable, recyclable, available and affordable materials, among other things. One of these renewable resources is paper.

Paper base products such as corrugated cardboard, paper tubes, honeycomb panels and strong papers like Kraft and Washi can be successfully used for the production of interior design, products for everyday use, furniture, indoor partitions, pavilions and bigger architectural structures. Paper and its derivatives are often used for other purposes such as educational (origami) or social and artistic events. Moreover, paper and cardboard are cheap and eco-friendly materials. Therefore, are they fit to be used in spatial structures for a limited lifespan. Fairs, exhibitions, major sporting events and other short-term events cost an enormous amount of money, and in many cases leave behind an ecological burden in the form of construction waste. In 2008, under the EU’s revised Waste Framework Directive, a new target for recycling rates was established. By the year 2020 50% of municipal waste, including at least 50% of paper, metal, plastics and glass, will have to be recyclable, as well as 70% of demolition waste. The projects presented in this chapter are characterised by different size, geometry, materials and properties, as well as by different connections between these aspects. The projects were created by various designers, including the author of this thesis. In this chapter, the typology of paper and cardboard in design and architecture is described and depicted by means of realised examples. Smaller projects of the first two types are described below, in this chapter. For their part, more complicated structures, such as large pavilions, houses and public buildings, will be described in Chapter 4. Emergency and relief projects will be presented in Chapter 5.

The examples of paper architecture presented in this chapter show the wide variety of materials and compositions used. The chosen examples are divided into two sections. The first section, entitled ‘The History of Paper in Architecture,’ embraces the projects realised from the late nineteenth century to the late 1980s. The examples provided in the ‘Case Studies’ section were assessed more thoroughly for their function, structural system, usable area, used material, connections and details of the structure (foundation, walls, roof), impregnation and lifespan. The chosen projects represent the most interesting solutions as far as structure and use of materials are concerned. Each of the examples described in this section presented an element of novelty in the world of paper architecture.

This part of the dissertation is dedicated to the practical approach to cardboard as a building material through prototyping. Taking a practical approach here means conducting research by design and prototyping architectural structures in which paper and its derivatives are used as the main structural material. The theoretical research and knowledge presented in the previous chapters of the dissertation will be now used as input. The research by design and the realised prototypes will guide us to the solution that answers the question to what extent cardboard can be used as a suitable building material for emergency architecture. The research and development of cardboard architecture used as input for this dissertation were derived from research previously conducted at TU Delft’s Faculty of Architecture. The Cardboard in Architecture research group, which was set up in the department of Building Technology in 2003 and ceased to exist in 2008 due to the great fire that destroyed the building of TU Delft’s Faculty of Architecture (13 May 2008), made a great contribution to this research. The fundamental and technical research was included in the previous chapters. The designs and development of products in the form of prototypes of cardboard structures are presented in this chapter.

Cardboard is generally regarded as an eco-friendly or ‘green’ material. The sustainability of cardboard as a building material can be researched from different points of view, and different aspects should be taken into account. To answer the question as to whether cardboard is a ‘green’ or sustainable material for building applications, we must first define the meaning of these words. Next we need to research the various types of impact cardboard used as a building material may have on the environment. The word ‘green’, in relation to buildings, is open to many interpretations. In many cases the word ‘green’ is used for marketing purposes. Cardboard products, in particular, can easily be called green because of their eco-friendly appearance. Take, for example, furniture made out of cardboard, which is often described as sustainable. Generally speaking, this type of furniture is very expensive, which means that only wealthy people will be able to afford it, which is in contradiction with one of the main tenets of sustainable development. As Robert and Brenda Vale, quoted by Wooly et al., stated: ‘[a] green approach to the built environment involves a holistic approach to the design of buildings; that all the resources that go into a building, be they materials, fuels or the contribution of the users, need to be considered if a sustainable architecture is to be produced.’ The phrase ‘sustainable development’ has a much broader interpretation. The author of this dissertation adheres to the narrower definition. Sustainable development in general means that current development meets the present needs without compromising the ability of future generations to meet their own needs. Sustainable development has two highlighted concepts: the concept of the essential needs of the world’s poor, which should be fulfilled as a matter of priority, and the idea of limitations imposed by the state of technology and social organisations on the environment’s ability to meet present and future needs. Sustainable construction improves the life cycle of building by lengthening the lifespan of building components, increasing the flexibility of the functional and spatial layout of buildings and their potential changes, and promoting the recycling of materials and products after a building has been demolished. The life cycle of a building consists of four stages: pre-construction (Stage I); construction (Stage II); post-construction (stage III) and demolition (stage IV). It follows that the entire cycle of materials consists of the following stages: production, construction, usage, demolition, recycling, reusing processes or final disposal. The total life-cycle energy use of building includes both operating energy and embodied energy. [3] Operating energy includes the energy used to maintain the inside environment through processes like heating, cooling, lighting and operating appliances. With regard to operating energy, materials can be rendered more sustainable by ensuring they have a higher thermal insulation value or greater thermal mass. But the most important factor with regard to operating energy is that the project take into account the local natural conditions and adapt to them. Higher sustainability can be achieved by reducing the use of raw materials and reducing the loss of resources during the production and construction processes and throughout the life of the building. It can be also improved by recycling of the used materials, in such a way that recycled materials can be used again at their original level of quality. Life Cycle Assessment is a method used to measure and evaluate the environmental impact of product systems or activities by describing and assessing the energy and materials used and released into the environment over the course of a building’s life cycle, from cradle to grave. The assessment of the environmental performance of cardboard as a building material is based on the following environmental categories proposed by M. Vaccari in her dissertation. Resources: extraction of raw materials, water and minerals Recyclability of the material Energy use in production, embodied energy and operating energy Durability and maintenance Global warming, climate change and emissions to soil, air and water.

Paper is a fascinating material that we encounter every day in different variants: tissues, paper towels, packaging material, wall paper or even fillers of doors. Despite radical changes in production technology, the material, which has been known to mankind for almost two thousand years, still has a natural composition, being made up of fibres of plant origin (particularly wood fibres). Thanks to its unique properties, relatively high compression strength and bending stiffness, low production costs and ease of recycling, paper is becoming more and more popular in many types of industry. Mass-produced paper products such as special paper, paperboard, corrugated cardboard, honeycomb panels, tubes and L- and U-shapes are suitable for use as a building material in the broad sense of these words – i.e., in design and architecture. Objects for everyday use, furniture, interior design elements and partitions are just a few examples of things in which paper can be employed. Temporary events such as festivals, exhibitions or sporting events like the Olympics require structures that only need to last for a limited period of time. When they are demolished after a few days or months, their leftovers can have a significant impact on the local environment. In the context of growing awareness of environmental threats and the efforts undertaken by local and international organisations and governments to counter these threats, the use of natural materials that can be recycled after their lifespan is becoming increasingly widespread. Paper and its derivatives fascinate designers and architects, who are always looking for new challenges and trying to meet the market’s demands for innovative and proecological solutions. Being a low-cost and readily available material, paper is suited to the production of emergency shelters for victims of natural and man-made disasters, as well as homeless persons. In order to gain a better understanding of paper’s potential in terms of architecture, its material properties were researched on a micro, meso and macro level. This research of the possible applications of paper in architecture was informed by two main research questions: What is paper and to what extent can it be used in architecture? What is the most suitable way to use paper in emergency architecture? To answer the first research question, fundamental and material research on paper and paper products had to be conducted. The composition of the material, production methods and properties of paper were researched. Then paper products with the potential to be used in architecture were examined. The history of the development of paper and its influence on civilisation helped the author gain a better understanding of the nature of this material, which we encounter in our lives every day. Research on objects for everyday use, furniture, pavilions and architecture realised in the last 150 years allowed the author to distinguish various types of paper design and paper architecture. Analysis of realised buildings in which paper products were used as structural elements and parts of the building envelope resulted in a wide array of possible solutions. Structural systems, types of connections between the various elements, impregnation methods and the functionalities and lifespan of different types of buildings were systematised. The knowledge thus collected allowed the author to conduct a further exploration of paper architecture in the form of designs and prototypes. To answer the second research question, the analysed case studies were translated into designs and prototypes of emergency shelters. During the research-by-design, engineering and prototyping phases, more than a dozen prototypes were built. The prototypes differed in terms of structural systems, used materials, connections between structural elements, impregnation methods, functionality and types of building. The three versions of the Transportable Emergency Cardboard House project presented in the final chapter form the author’s final answer to the second research question. Paper will never replace traditional building materials such as timber, concrete, steel, glass or plastic. It can, however, complement them to a significant degree.

As a social critic Breyten Breytenbach published two books of political commentary and political analysis during the mid-1980s without the opportunity of engaging with commentators at home. While True Confessions of an Albino Terrorist is part autobiography and part searing comment on prison life, End Papers is a more detached dissection of the major political and cultural issues confronting South Africa. Breytenbach was now one of the respected international voices on the political crisis in South Africa. The violent break-up of apartheid had changed Breytenbach’s social criticism. In the place of the earlier rejection and denunciation had come a willingness to engage and reason with his audience. The Dakar conference of 1987, which Breytenbach co-organised, offered an ideal opportunity for this. The conference was given wide publicity and was seen by some as the catalyst that broke the ice for the negotiations between the government and the ANC two and a half years later.

The South African Department of Arts and Culture (DAC) recently published for comments a Revised White Paper on Arts, Culture and Heritage (the White Paper) dated 4 June 2013. The White Paper contains a new vision of arts and culture and is intended to replace the existing White Paper on Arts, Culture and Heritage dated 4 June 1996 (the 1996 White Paper). The publication of a revised white paper on cultural matters after 17 years is definitely not unwelcome but in this case a number of issues which need to be raised come to the fore.

Background: A considerable social stigma is attached to psychiatric disorders. Evidence shows that the portrayal of schizophrenia in the media is particularly negative. It has been proposed to replace the term schizophrenia by psychosis susceptibility or psychosis spectrum disorder.
AIM: Follow-up of the study of the seven Flemish newspapers published between 2008-2012: to compare the degree of stigma in reporting of autism, schizophrenia and psychosis in the Flemish daily newspapers published between 2013-2017.
METHOD: Via the websites of the seven Flemish daily newspapers, we searched for all articles published between 2013 and 2017 containing the keywords autism, schizophrenia, psychosis and related terms. The collected articles (n = 5,337) were then graded to their stigmatising content.
RESULTS: In the collected articles the coverage of autism was mostly positive, whereas the coverage of schizophrenia was predominantly negative and of psychosis both positive and negative. The contrast between the reporting on autism and on schizophrenia was very substantial (p < 0.0001). The positive coverage of autism increased over time, the coverage of schizophrenia was negative in a stable way. The coverage of psychosis was only positive in the broadsheet newspapers.
CONCLUSION: The social stigma attached to schizophrenia and psychosis is poignantly reflected in the Flemish newspapers. The fact that a comparable disorder such as autism is depicted in a much more favorable way than schizophrenia indicates that a more positive image of schizophrenia is not only desirable but also achievable.

The papers collected in this volume were originally presented at an International Conference on Historical Lexicography and Lexicology organized by Julie Coleman, and meant to fill the gap created by the two International Round Table Conferences in Florence and Leyden in 1971 and 1977 respectively. The purpose of the conference was to bring together scholars and academics working in the field of historical lexicography, whether researching the history of historical dictionaries or whether compiling dictionaries with a historical point of departure. Accordingly the collection, competently edited and introduced by Julie Coleman and Anne McDermott, is arranged in two sections, reflecting the distinction between those researchers tracing the historical development of dictionaries and those practitioners faced with the problems and challenges of the compilation of historical dictionaries. The first part dealing with the history of dictionaries consists of twelve papers (two-thirds of the book), while the second part dealing with the practice of historical dictionaries consists of six papers (one-third of the book).

This volume contains a selection of papers read at the 12th International Symposium on Lexicography, held in Copenhagen from April 29 to May 1, 2004. Many topical issues are discussed, and even though the volume is arranged according to different lexicographical themes, there are also many common elements between the different papers. For example, sample articles selected for the empirical analyses on which the papers are based, often deal with the use of phraseology in different dictionaries, the finding of suitable translation equivalents in bilingual dictionaries, and the user-friendliness in dictionaries. In some cases, the participants have selected the same mainstream dictionaries for discussion, which means that these dictionaries are examined from different viewpoints, making the volume an interesting and useful reference work.
