State key laboratory is strategic scientific and technological strength of China. Open fund project plays a positive role in promoting the talent exchange and science technology cooperation in laboratory. This paper introduces the exploration and innovation of application review and management for open fund project in a state key laboratory, as well as its achievements in the number of project applications, the quality of academic exchanges, and the productions of science technology cooperation. Additionally, the strategies for expanding the scope of cooperation, improving delicacy management, flexible funds management and information management of the open fund projects have been analyzed, aiming to provide a reference for the management of state key laboratory open fund project in the future, and to promote laboratory academic exchanges and scientific researches. Russia has a serious problem of environmental pollution. As a party to the Paris Agreement, Russia is pivotal in participating in and advancing the global environmental governance agenda. By presenting and analyzing the main environmental policies enacted by the Russian Government after the Paris Agreement, this paper found the following new features of Russian environmental policy: Developing a new ecological concept of harmony between human and nature; Restructuring administrative institutions and strengthen the common responsibilities of environmental policy subjects such as enterprises, social groups, and the public; Strengthening the modern management of natural resources; Focusing on developing other policies that match environmental policies; Attaching importance to the construction of federal nature reserves and national parks. Academic postgraduates majoring in linguistics and philology have problems such as poor basic knowledge and weak innovation consciousness. The academic exchange and ideological construction of various schools of thought in the pre- Qin period created a cultural atmosphere that promoted the development of the theoretical system of traditional Chinese medicine(TCM). The "law strategy and power-base" based on the works of the Legalists was the direct embodiment of the thought of checks and balances at that time. Through transmutation and convergence, it is found that the ideology of the "law strategy and power-base" is related to syndrome differentiation and tumor treatment in TCM. In the concept of the "law strategy and power-base", Fa is the law, which includes the meaning of legislation and law enforcement, which is similar to the method of TCM differentiation and treatment with tumor drugs; Shu is the embodiment of the thinking process, the guidance and supplement to the law, and is connected with the thinking process of TCM syndrome differentiation and tumor treatment; Shi is the development process, which is consistent with the advance and retreat trend of TCM syndrome differentiation and tumor treatment. The application of "law strategy and power-base" thinking is the core embodiment of induction, deduction, and logical reasoning in tumor clinical differentiation and treatment. Starting from the "law strategy and power-base" of tumor treatment and relying on the core theoretical system constructed by Legalists, this paper discusses its effects on syndrome treatment strategies, in order to provide new research ideas and perspectives on syndrome differentiation and the treatment of malignant tumors based on the "law strategy and power-base". Objective: To make a bibliometric analysis of the literature published in Pharmaceutical Cave and Research from 2001 to 2021 and study its academic influence. Methods: The literature published since December 2001 was retrived from the website of Pharmaceutical Cave and Research (http://pcarjournal.zgkw.cn). All the information concerning publication time distribution, author affiliations, citation frequency, key words and fund sponsorship were collected for statistical analysis. The top 10 author affiliations and top 20 frequently-cited papers were screened. The expansion of the geographical coverage and increase of academic influence of the journal were analyzed. The key words with frequency ≥15 times in pharmaceutical care papers were identified. The Ucinet 6.0 software and NetDraw software were used to plot the network relationship diagram of high frequency key words and find out the hotspots of the pharmaceutical care papers in the journal. Results: Since inception, the Journal has totally published 3021 papers, reached peak in 2008-2010 and then gradually declined. Now, the journal enjoys a good reputation in Shanghai and even in the whole Eastern part of China, with author affiliations distributing throughout 33 provinces, municipalities directly under the central government and autonomous regions, and even with a few of foreign contributors. There were 1446 papers cited by the Chinese science and technology core journals, and 183 papers cited by SCI journals. Totally, 596 fund-sponsored papers were published in the journal, with the ratio of fund-sponsored papers accounting for 19.73%. The pharmaceutical care papers published in the journal clearly displayed the development process of pharmaceutical care in China. Conclusion: With good academic quality, this journal has high influence in the field of pharmacy, particularly in pharmaceutical care. In addition it provides a high level academic exchange platform and professional support for the development of pharmaceutical care, and plays a positive role in promoting further development of hospital pharmacy. The journal is an important carrier of academic exchange,including the latest research results in various fields such as theoretical research and applied technology. In order to solve the problem of structured storage of papers,this paper put forward the method and realization for storage of standardized journals based on Internet. Through the establishment of the resource decomposition model and the JATS( journal article tag suite) standard as the basic filter library,it completed the clustering analysis and semantic judgment analysis of the paper. Finally,it improved the clustering analysis method according to the standardized data mapping integrity,and achieved the complete mapping from the content of the paper to standard schema. By establishing evaluation indicators and designing a data mining method combining clustering analysis and association analysis, this paper analyzes staff research capacity at colleges and universities. The results showed that this proposed method can well reflect the problems of sampled colleges and universities including staff educational history, key talents' development ability of horizontal projects and their research capacity diversity. Accordingly, some strategies were put forward, which include stressing talent introduction from key universities, strengthening academic exchanges among key talents and setting up specific encouragement policies, which could help personnel departments at colleges and universities to make scientific talent policies and improve the overall research capability. Academic journal is an important medium of research publication and academic exchange. The academic journal evaluation system in China has been initially established) but quality and innovativeness evaluations are still weak. There are profound socio-economic, cultural, administrative reasons for this problem, which have caused negative impact on the value orientation of scholars and their research behavior, affected the objectivity and impartiality of academic evaluation, and undermined the cleanness and pureness of the academia. Scholars of the humanities and social sciences and library and information science experts have already reached a consensus that academic evaluation in the humanities and social sciences should be more diverse, localized and content-based, and there should be quality and innovativeness evaluations. In the past dozen years, academic journal evaluation is mainly quantitative and formal, but now more emphasis should be placed on content evaluation and innovativeness evaluation to create a fair and free environment for academic journal evaluation. On the premise of maintaining the reasonable elements in the existing academic journal evaluation system, this article proposes a combination of three new concepts including formal evaluation, content evaluation and effectiveness evaluation, and puts forward a new evaluation method integrating peer- review and bibliometric evaluation. The proposed combination of the three new concepts would be able to explain the history and the current situation of journal evaluation, and also predict its future. The experience of being an officer and traveling in Zhejiang province in Southern Song Dynasty brought Zhu -- Xi many disciples, and prospered Zhuism forward in Zhejiang province. Looking at Yung Wing's autobiography in both English and Chinese, this paper discusses the intricate relations between the study-abroad movement, translation, and transnational subjectivity. As an Asian/American pioneer, Yung Wing and his "translated life" demonstrate how, through the study-abroad movement, "leaving Asia for America" as a project of colonial modernity and a structure of feeling has come to shape the transnational subjectivity of Chinese overseas students. Moreover, the neglect of Yung's autobiography in both Asian American studies and the study of Chinese autobiography indicates the nation-state's ambivalence about transnational pursuits and the rigidity of the national paradigm in thinking about trans-border subjects. Yung's life in translation not only shows that life/text travels between languages and nations, but also the importance of an Asian orientation in the reshaping of Asian American studies. An Asian orientation, central to the transpacific engagements of overseas student, allows us to move away from discussions of citizenship and assimilation to those of diasporic crossings and mutations. It also enables a reconceptualization of Asian American, not merely as an ethnic group created by multiculturalist policies and civil rights movement, but also as a distinct location within the powers of translation and transnational geopolitics.
