Electric mobility hubs (eHUBS) represent an innovative approach to providing diverse shared electric transportation options, aimed at curbing private car use, and mitigating associated environmental impacts. Assessing the impact of eHUBS on travel choices across different cities requires significant resource and time investment due to the need for localized data collection and model development. This paper proposes a potential solution to this challenge by investigating the transferability of mode choice models originally developed for eHUBS in Amsterdam to predict behaviour towards eHUBS in Manchester. Multinomial Logit (MNL) and mixed logit models were transferred using four different procedures, and their effectiveness was evaluated using three assessment measures. The findings indicate that a scaled mixed logit model with an updated Alternative Specific Constant (ASC) outperforms other models in terms of its transfer effectiveness, both for disaggregate and aggregate assessment measures. The interplay between transfer procedures and assessment measures also was examined, with results indicating enhancements in disaggregate transferability measures with the 'scaling' transfer procedure, while 'updating the Alternative Specific Constants (ASCs)' improved predictions of aggregate mode shares. Transport planning as a formalised profession is relatively young and there is no doubt it has evolved over time. In Europe, Sustainable Urban Mobility Plans reflect a change in emphasis from keeping traffic moving to place-based, people-centric planning. Three new developments of significance present themselves to contemporary transport planning: the collision and merging of the digital age with the motor age; a widespread sense of deep (and possibly deepening) uncertainty about the future; and the imperative to address the climate emergency and decarbonise transport. Taken together, such developments are reflected in the recent notion of Triple Access Planning which sits within a so-called 'decide and provide' paradigm – contrasted with traditional transport planning within the 'predict and provide' paradigm. The world is changing significantly with a strong sense that transport planning needs to change accordingly. This paper draws upon the '7 Questions Interview' technique to explore with 23 practitioners in the UK their experience of transport planning practice over time, their hopes and fears for its future and what could be achieved, and their views on enablers of, and barriers to, positive change. The interviews reveal a strong sense that transport planning can face a Sisyphean (seemingly impossible) task of advocating measures that could push towards realisation of economic, social and environmental aspirations, only to find progress with measure approval and implementation thwarted by perennial challenges including lack of political will and public buy-in. While the three new developments mentioned represent potential catalysts for significant change, such change relies on multiple other factors. These include collaborative cross-sector working, a long-term perspective, appropriate funding and political agency, and enhanced communication skills to win hearts and minds. Due to the rapid evolution of autonomous driving technology and the complexity of market penetration mechanisms, establishing a reliable quantitative research approach for measuring autonomous vehicle (AV) penetration and effectively validating forecasted outcomes poses significant challenges. To address this issue, this paper overcomes data limitations by starting from the perspective of Chinese automotive market. It introduces a quantifiable Markov forecasting model that establishes the link between transition probabilities and penetration influencing factors. Through a penetration network, it visually represents the correlation and evolutionary states of AVs. Building upon the model, a framework for data quantification and analysis is formed. By quantifying model indicators with market data such as car performance and historical sales, the network parameters and transition probabilities are continuously updated in real-time. This drives the model to output short-term forecasts for AV penetration in the automotive market. In addition, we devise a two-stage simulation algorithm to accomplish parameter calibration and model validation. Through validation and comparative analysis, it is observed that, compared to direct learning from historical data, our model can more accurately forecast real market penetration trends. Furthermore, sensitivity analysis experiments on market strategies indicate that, compared to technical investment, the market exhibits a higher sensitivity to price adjustments. A strategy combination of increased technical investment in high-level vehicles and judiciously raising prices proves more advantageous for intelligent transformation in the automotive sector than a singular strategy. Additionally, as the AV market evolves, the sensitivity to favorable strategies will gradually increase. Therefore, the developmental stage of the market is a crucial factor for both car companies and investors to consider. This paper explores ways to promote the Shared Parking Business Economy Model (SPBEM) in traditional business districts (TBD) to mitigate their declining survival. A microscopic four-party evolutionary game model investigates the mechanisms behind the complex interactions among four typical businesses in TBD. Evolutionary stability is also analyzed based on three different scenarios. Secondly, this paper examines the limited rationality of participants and sifts the impact of significant factors on the dynamic evolution process by using the cumulative prospect theory and the quantitative equation of the conformity effect. The paper validates the game model and main conclusions through realistic scenarios and numerical simulations. Finally, the four main types of parameters are extensively discussed. The findings suggest that the implementation of SPBEM could enhance the economic development of TBD. Furthermore, successful promotion of SPBEM in TBD demands coordinated efforts from the four types of businesses. Initial participation probability, proportion of parking slots, historical average customer flow, and cooperation revenue all positively influence participation behavior; and promoting SPBEM in TBD requires coordination between the four business types. Faced with the pressure brought by major changes in the shipping industry such as liner alliances and larger ships, more and more ports are inclined to choose cooperation. This paper first explains the reasons for the lack of spontaneous cooperation motives between ports through game theory and then points out that in order to achieve stable cooperation between ports, it may be necessary to use external forces to establish a cooperation mechanism that enables both parties to achieve a win-win situation. Further, the article explores the evolution path of port cooperation and the stability of cooperation through evolutionary game theory and finds that the incremental benefits of port cooperation, the cost of cooperation, the additional revenue of free-riding, the compensation for unilateral cooperation, and the distribution coefficient of incremental benefits are the key factors affecting the stability of port cooperation. Then, with the help of numerical simulation experiments, the influencing factors affecting the evolution path and stability of port cooperation are discussed. The COVID-19 pandemic has initiated more telecommuting (or working from home) than ever. This paper provides an economic analysis of the impacts of telecommuting on the residential location choice equilibrium. In particular, this paper employs a simplified monocentric city model of urban spatial structure to analytically examine the impacts of telecommuting on residential location choices and the associated commuting pattern in a city, considering that telecommuting may have positive, zero, or negative impact on individual income level. We found that the income effect of telecommuting and its relative magnitude against the commuting cost govern whether telecommuting will attract more to live in the suburb or the downtown. Moreover, the impacts of housing supply and commuting costs on the residential location choice equilibrium are dependent on the level of telecommuting, where such impacts diminish when the level of telecommuting increases. Furthermore, this paper derives and examines analytical solutions for the optimal level of telecommuting, the optimal housing supply and the optimal transport investment (that reduces commuting cost) in order to improve social welfare or the housing operator's profit in the context of telecommuting. How these optimal solutions are related to the level of telecommuting is also analyzed. Transportation systems are a basis of disability-related activity involvement in society. In Tehran, the capital of Iran, a paratransit system for disabled people has been operating since 2013, but the market share is gradually losing for reasons unknown to practitioners. Although paratransit systems for people with disabilities exist in many cities, no comprehensive study has been completed to identify attitudinal and contextual barriers to the continuance intention to use the system, particularly in a low-income developing country. Thus, due to limitations faced by qualified experts in this field, the adoption of efficient transportation policy and engineering interventions is still limited. The Technology Continuance Theory (TCT) is employed in this study as a structural equation modeling framework to analyze and quantify relationships based on the data gathered by face-to-face interviews. The mediation/moderation analyses in this paper reveal that (i) stress, (ii) self-efficacy, (ii) social isolation, (iv) mode captivity, (v) experience of usage, and (vi) type of disability are of prime importance in disabled people's intention to reuse the paratransit system. Stress is examined through serial mediation analysis. The analysis reveals that stress due to the system's uncertain attributes significantly influences satisfaction. Self-efficacy and social isolation are presented for the moderation and moderated-mediation analyses. It is found that the urban mobility performance of the system is of more importance to disabled people with lower self-efficacy (high social isolation); however, their stress is not significantly reduced even by increasing the usefulness of the system. The mode captivity is also redefined in this context and entered as a moderator. It is found that, for captive riders, satisfaction does not have a dominating role in the intention to use the paratransit system, as the users are constrained by taking what is available or nothing. The usage experience is another moderator, and our analysis shows that attitude is a determinant of behavior for long-term users, while satisfaction with a transient effect is a dominating factor for short-term ones. Finally, the users are categorized by type of disability , and the moderation analysis shows that for people with physical disabilities, the system's performance is the most influential factor in their satisfaction, while for people with sensory disabilities, other factors related to amenity, safety, and support are also prominent. Travelers often change their behavior in reaction to adverse weather conditions. This paper seeks to conduct an empirical evaluation of both ordered and unordered discrete outcome frameworks for examining the adaptive behavior decisions of intercity travelers and investigate the varying effects of explanatory factors on different alternatives of adaptive behavior during adverse weather. The data from 754 respondents in the Beijing-Tianjin-Hebei urban agglomeration, China are collected by a two-phase survey instrument. To capture the unobserved heterogeneity more effectively, this paper develops three advanced models to investigate the variations in intercity travel behavior during adverse weather. Four alternative adaptive behaviors are determined as outcome variables: maintaining original travel plans, changing only the intercity mode, changing the departure date, and canceling the trip, while potential influencing factors including adverse weather conditions, trip-related characteristics, individual attributes and urban agglomeration attributes are statistically assessed. The results indicate that the unordered models consistently outperform their ordered counterparts, and the incorporation of multilayer heterogeneity enhances the model fit. Furthermore, significant factors and their coefficient values vary across the different adaptive behavior alternatives. Intercity travelers demonstrate a higher probability of changing departure dates or canceling trips during snowy and windy days compared to rainy and foggy days. Trains exhibit higher flexibility and reliability during adverse weather, and access attributes significantly affect intercity travel adaptive behavior. Additionally, the analysis of individual and urban agglomeration attributes uncovers variations in adaptive behavior among individuals and cities. In this article, we analyse India's transport sector policy. The study examines the two important modes of transport, viz., road and rail, and analyses the efficiency of transport infrastructure from 2011 to 2019. Through Data Envelopment Analysis (DEA), we evaluate modes in terms of the capacity of registered road goods vehicles and railway goods wagons, truck km/train km and energy consumption and corresponding freight traffic. The analysis gives valuable insight into the fact that rail infrastructure is more efficient than road infrastructure. Still, current transport sector policies promote energy-intensive carbon-fuel road vehicles rather than energy-efficient alternative transport modes. The study suggests the changes that may be incorporated in inputs to improve the efficiency of the road infrastructure. The Data Envelopment Analysis (DEA)-Malmquist Index analysis reports the need for total factor productivity improvement in rail transport and the introduction of technological innovations in road and rail transport sector management. The study employs a well-to-wheel (WTW) based index to ascertain the energy consumed and pollutants emitted by freight-carrying road and rail modes between two leading business hubs of India, i.e., Ludhiana and Mumbai. The fifth generation (5G) cellular network roll-out provides high-speed performance, better coverage, and ubiquitous connectivity for the next-generation of intelligent communication systems. Vehicle electrification has shown the potential to reduce environmental impacts and greenhouse gas emissions from the transport sector. As electric vehicles (EVs) become increasingly prominent, the efficient placement of charging infrastructure poses a complex challenge that demands careful consideration. This paper delves into the investigation of how travel and parking patterns, derived from empirical data on freight vehicles, influence the optimal distribution of charging infrastructure across the freight network. This paper presents a node-based approach to optimize the allocation of charging infrastructure tailored explicitly for freight transport. The study identifies optimal locations for operator-owned charging infrastructure by leveraging GPS-based data collected from a fleet of freight vehicles operating in the greater Gothenburg metropolitan area. This research aims to enhance our understanding of the charging infrastructure requirements inherent in the freight transport system and provide decision support to logistics companies contemplating the shift from conventional fossil fuel vehicles to electric freight vehicles. As a trending mobility choice, e-scooters have become popular in many cities. A number of authorities have initiated shared e-scooter trial schemes to assess the feasibility of the vehicles prior to enacting official legalisation. This paper aims to provide an evidence review of shared e-scooters and investigate how existing evidence may inform long-term policies. This carries significant relevance for jurisdictions that are in a conflicting position with e-scooters, such as New South Wales (NSW), Australia whose context motivates this study. The evidence review focuses on three themes derived from experience with shared e-scooters within the broader micromobility landscape, namely: safety; where shared e-scooters fit into the modal landscape; and the environmental impacts. Findings confirm that ensuring the safety of shared e-scooters requires complex solutions, which may include a clear regulatory framework for e-scooters, safety education and skill training, innovative data collection and analysis methods, and an approach to safety management that is user-based, location-based, and time-based. In terms of modal fit policymakers should encourage first and last-mile combinations with public transport, with consideration of user characteristics; while climate impact is strongly correlated to the mode replaced by e-scooter trips. The environmental issues within the transport industry need to be given priority attention. Optimizing the transport structure and promoting low-carbon transport are essential measures for achieving carbon emission reduction. However, the rail-water multimodal transport scale is currently limited. The government has to intervene in the market through incentive policies, so how to expand the revenue of carriers and enhance the volume has become a major dilemma. Our paper constructs a transport system that includes road, water, and railway, and examines the impact of incentive policies on separate stakeholders. It is discovered that incentive policies can increase the revenue of carriers and simultaneously attract more shippers to elect rail-water multimodal transport. Subsidy policy can hasten the structural transformation of inland transport, making railway transport volume rise. Unfortunately, although the dry port policy may enhance the revenue of railway carriers, it leads to an apparent decline in the revenue of road-water multimodal transport participants. However, the subsidy policy can create a win-win scenario for multiple carriers while achieving carbon emission reduction, but to the detriment of social welfare. Additionally, the paper compares the interactions between diverse incentive policies and pivotal factors such as transport time. This paper reviews the basic issues involved in identifying and providing solutions to transport problems. The paper argues that solutions focusing solely on investment in capacity or second-best solutions to pricing such as road pricing and free public transport ignore the essential economic relationships involved in transport. The paper provides a critique of investment and pricing and argues for a more integrated approach in which optimal pricing is a core consideration in any investment decisions. This is seen as particularly important in a post Covid-19 world where many of the fundamental drivers of transport demand have changed, and public authorities face significant constraints on budgets whilst new pressures such as commitments to net zero in the face of global warming threats add additional pressures. COVID-19 has represented a watershed in people's lifestyle. One important consequence has been the change in how people buy groceries online/offline that represent the most frequent shopping-related trip any household performs. Since this has substantially different transport and environmental implications, it is crucial to investigate what are the COVID-19-induced variations. This paper estimates both travel and environmental impacts grocery channel choice implies by comparing, in a diachronic fashion, the pre and during COVID-19 situation in Norway, considering alternative scenarios describing different service configurations for each channel considered. Stated preferences are used to estimate market shares for grocery purchase distinguishing between different channels: in-store, home delivery and click&pick. The robust comparative analysis between the two time periods is guaranteed by the use of the same methodological approach in the same geographical context. Results show that total emissions are lower during the pandemic and adopting a free delivery strategy not only increases home delivery market shares but also produces the lowest level of CO2 emissions regardless of COVID-19. Bus Rapid Transit (BRT) has been widely recognised as an affordable and effective mass transport system that can solve various mobility issues in countries that are unable to afford rail-based mass transit options. However, it is extremely challenging to predict the demand for the first BRT service in a city of a developing country with a weak public transport system using aggregate models, given the radical difference in the level of service between the BRT and the existing modes. Further, there can be substantial changes in the activity and travel patterns in a city after the introduction of the BRT which simpler disaggregate level analysis tools are unable to predict. Agent-based simulation tools, which are the state-of-the-art tools for simulating complex travel behaviour, are hence more appropriate for predicting the network conditions after the introduction of a new BRT system. But the application of such simulation tools has been primarily limited to developed countries where the transport landscape and the travel behaviour are very different from the developing countries. To address this gap, this paper presents a demand forecasting model for BRT and integrates it into an activity-based micro-simulation tool in the context of Dhaka, the capital of Bangladesh and one of the fastest growing megacities in the world. The model was developed based on an existing multi-agent, activity-based, travel demand simulator (MATSim). The MATSim implementation in the context of Dhaka focused on two aspects: (1) implementing behaviour models in MATSim to reflect the mode choice in the presence of the proposed BRT (2) integrating multiple data sources (including stated-preference data) for calibrating the mode choice and other components of MATSim to realistically mimic the travel behaviour in the city. Once calibrated, different access scenarios for BRT were simulated using MATSim, and the sensitivity of the outputs to different modelling assumptions is tested. Results from the simulation showed that the marginal utility of travel time, travel cost, and pricing structure of BRT significantly influenced BRT travel demands. Also, BRT demand was found to be the highest (25% of the total trips) in the scenario with multi-modal access/egress connections. While such direct model outputs presented in this paper will be useful for the planners to maximise the ridership of the proposed BRT, the calibrated simulator will be also useful for the evaluation of other innovative transport modes in the context of Dhaka in the future. • Behavioural models are integrated with agent-based microsimulation approach to predict BRT demand in the context of Dhaka, Bangladesh. • The demand for BRT is found to be notably influenced by both the fare structure and multimodal connectivity. • Simulation outputs demonstrate that BRT demand can vary between 0.7% and 25% depending on the adopted policies. • Policy measures to maximise BRT demand include making motorcycles less attractive and ensuring intermodal connectivity. • Customised services, incentives, and targeted planning, including gender-sensitive strategies, are vital for improving BRT ridership. Some agencies have adopted ODT to replace underperforming bus routes, as part of a continuous service planning process while others incorporated it within network re-design. All these trends highlight the critical need for transit agencies to have guidance for incorporating ODT into transit network planning both at the strategic, tactical, and service planning levels. Thus, the purpose of this research is to provide a discussion of the key guiding principles to facilitate the development of transit networks with integrated on-demand and scheduled services. To achieve this goal, a thorough review of the states of practice and research was conducted. Findings from the practice review were also reinforced through ODT practitioners' engagement in Canada. This paper provides discussions on the service goals and objectives of an integrated network design and highlights the key planning requirements for developing integrated networks. This paper addresses one of the key challenges in the China Railway Express (CR Express) service industry, which is the asymmetry of information between the government and a CR Express operator. We formulate the CR Express service delivery problem with asymmetric information and other unique characteristics as the incentive compensation problem via the principal-agent approach. This is the first paper to develop an incentive-compatible (IC) compensation mechanism to improve CR Express service in the presence of adverse selection and moral hazard. Compared to the generic form of compensation, this paper proves that such an IC scheme with a linear compensation contract is optimal. Our optimal compensation mechanism provides a "positive incentive", where the monetary compensation is higher for the CR Express operator with lower operating costs, as opposed to the current compensation policy, which can create a "negative incentive". We find both underestimation and underinvestment problems, which become smaller when the CR Express operator's gross margin is relatively high. When the CR Express service level is discrete-valued, it is optimal to adopt a fixed compensation scheme. Finally, in the scenario with multiple CR Express operators, we propose a generalized Vickrey (GV) auction, which implicitly obtains both true gross margin and service level. The compensation offered by the government is indeed negative in the case of GV auction. The rapid expansion of ride-hailing service has imposed a huge amount of additional traffic on urban transportation systems. To reduce congestion, different regulatory policies have been announced to control the number of ride-hailing vehicles in metropolitan areas around the world. However, these measurements, shooting at ride-hailing vehicles only, deprive non-car owners of their private-car mobility rights (endowed by ride-hailing services), therefore are debatable in themselves. Instead of imposing specialized restrictions on ride-hailing vehicles, we propose to cure the deteriorating traffic conditions with classic traffic regulation policies implemented on all road space users. In this study, in a simple one corridor scenario with two different types of ride-hailing services, i.e., ride-sourcing and ride-sharing, we model travelers' mode choices at user equilibrium under no policy intervention to reveal the negative impacts of ride-hailing on urban transportation efficiency, and compare the different system optimum states with and without ride-hailing to demonstrate the great potential of ride-hailing in mitigating congestion. It is no secret that decision-making around mass transit infrastructure can be highly political. Transport policy research, however, has tended to view political dynamics mainly as barriers. There is a need to better understand how and under what conditions political interests and institutions can enable mass transit projects, especially in cities which are not yet locked into car-centric transport systems. This paper addresses this gap with new inductive evidence from 32 expert interviews on the politics of bus rapid transit (BRT) in low- and middle-income countries. It develops two novel analytical frameworks, one on the politics of system adoption and another on the politics of system durability. The first framework highlights how BRT proposals often pitch broad but shallow political support against narrow yet deep political opposition. This renders them inherently contentious. Proposals move forward when their implementation generates political benefits for powerful decisionmakers. The second framework challenges the conventional view that BRT systems prove durable when their operations perform well. Instead, it posits that systems endure when their operations mitigate or adapt to adverse political feedback. To address the growing uncertainties in the future transportation industry, planners and engineers have identified and implemented scenario planning, a multi-step and strategic approach, in long-range transportation planning. A comprehensive examination of how equity is envisioned, planned, and analyzed during this process remains absent, despite several key guidelines of scenario planning exercises. This paper conducts a systematic literature review focusing on how equity has been considered and evaluated in scenario planning. The resources include academic papers, agency reports, and materials from the recent scenario planning conference, the 2nd Conference on Scenario Planning in Transportation hosted by the Transportation Research Board. This paper examines equity in scenario planning in three important ways: 1) the ways equity has been integrated across steps; 2) how equity analysis has evolved; and 3) when it is necessary to consider equity. This work adds value to the existing body of knowledge by presenting the policy implications based on the review of the current scenario planning research and practices. For freight and servicing movements entering a city, parking provides the access enabling service to customers. This will invariably occur on the street in parking spots or in modern buildings in off-street facilities. In light of changing urban planning priorities and as a result, declining on-street loading zone spaces, this paper explores the provision and challenges of off-street loading docks to support freight and servicing task activity in major urban centres. While it may not be fully appreciated, provisions to adequately accommodate a city's generated freight task is critical to urban planner's broader objectives. As a non-discretionary transport task, freight vehicles will continue to enter cities. If good off-street loading dock facilities are not provided, vehicles will seek out legitimate or illegal on-street parking, and urban planner's place making objectives are likely to be compromised. The paper first considers the planning approaches that govern the provision of loading docks. This paper focuses on Sydney but draws on comparisons primarily to the Borough of City of London. Based on recent observations in Sydney, it then considers various stakeholder perspectives towards loading dock provision and use. Modelling approaches to forecast better requirements that could assist to overcome the planning issues faced are then outlined. This paper proposes a novel aviation CO 2 emissions reduction method by introducing a market-based incentive mechanism. An aviation carbon emissions prediction model is proposed to characterize both the microscopic flight dynamics and the macroscopic air traffic demand trend. Based on emissions prediction, a linear climate response model is applied to evaluate the environmental impact of the aviation carbon emissions. Finally, a market-based framework for aviation CO 2 emissions reduction is established based on a two-phase carbon trading model, which provides a piecewise charge method through emission taxation and cap-and-trade. A case study is carried out to demonstrate the effectiveness of the proposed framework using a real-world dataset from the Hefei Air Traffic Control Zone in China. Three scenarios are defined to describe the possible development speed of sustainable aviation fuel application in the future: not applied, medium-speed development, and high-speed development. The results show that the carbon peak will be reached in 2025 in the high-speed development scenario, when the emission amount and associated environmental impact will be reduced by 23.7% and 22.3%, respectively. As high-speed rail (HSR) and air transportation developed rapidly in the last decade, their coopetition and interactional relationship has reshaped China's urban networks. Based on HSR and flight schedule data from 2009 to 2019, this paper constructs a weighted network to compare China's urban networks and their evolution, and employs machine learning to investigate the potential determinants. The results indicated that both networks tend toward polarization in the overall distribution and that the structure of urban networks under HSR networks is more hierarchical. That of HSR networks gradually forms a corridor structure along the trunk lines, while that of airline networks mainly shows a diamond spatial structure with Beijing, Shanghai, Guangzhou, and Chengdu as the cores. As for the evolution of urban networks, geographical factors, per capita GDP, and the tourism function of cities have more important impacts on that of HSR networks, while the network's topological structure and education resources have a greater impact on that of airline networks. At present, scholars hold two opposite views on the spatial impact (i.e., positive and negative impact) of high-speed rail (HSR) on tourism economy. To better explore the spatial impact of HSR on tourism economy, this paper uses the difference-in-differences (DID) to empirically test the causal effect of HSR and tourism economy, specifically by using the panel data of cities in Northeast China from 2010 to 2018 as research sample. On the whole, empirical results show that HSR has become an important factor in promoting the development of tourism economy. The impact of HSR on tourism economy in different years indicates that with the continuous promotion of HSR, the effect of HSR-driven tourism economy has become increasingly evident. On this basis, this paper classifies cities according to different types and finds that compared with ordinary prefecture-level cities, central cities are more affected by HSR. Compared with cities with high abundance of tourism resources, cities with low abundance of tourism resources are more affected by HSR. Adding transportation network redundancy is an effective strategy to hedge against disruptions in the pre-disaster planning stage. However, given the low frequency of disruptions and large financial cost of redundancy design, the economic feasibility of redundancy design has always been challenged. This paper develops a framework to investigate the economic feasibility of adding redundancy to road networks in the pre-disaster planning stage by considering network-wide benefits and stochastic disruption scenarios. Specifically, the redundancy of road networks is defined as route diversity, which refers to the number of behaviorally alternative routes between each origin-destination pair. The redundancy design schemes are formulated by adding parallel links to critical links in current road networks, as these added links provide alternative routes for numerous travelers when the critical links are disrupted. As the redundancy of a transportation system is not only accessible under disruptions but also on duty in normal states, this paper estimates the benefits of redundancy design for road networks in both normal and disruptive states. The Winnipeg network is then used in the case study with the focus on adding redundant bridges. Results indicate that the benefit-cost ratio (BCR) of adding one redundant bridge is 3.51 and redundancy design in road networks is economically feasible. Since the value of BCR is sensitive to the discount rate and the performance of disruptive events, the related data should be collected cautiously when estimating the benefits of redundancy design in practice. Meanwhile, we observe the diminishing marginal effect in the addition of multiple redundant links, which provides insights into the decision-making regarding the optimal amount of redundancy investment in road networks. Using data on the Japanese domestic market from 2008 to 2013, this paper investigates the market dynamics triggered by the 2010 bankruptcy protection of Japan Airlines (JAL). Our analysis suggests that JAL downsized its overall operations, leaving relatively thin routes even though there were fewer competitors and slightly higher yields in those thin markets. The airline nevertheless increased the yields and flight frequencies in the consolidated network more significantly than its rival airlines did. Following JAL's bankruptcy, Japanese carriers focused more on improving yield and frequency in general, and the competition between the duopoly airlines (JAL and All Nippon Airways (ANA)) became less effective. In comparison, low-cost carriers (LCCs) and smaller airlines continued to exert significant competitive pressure on the market despite their small market shares. These patterns are different from those observed in the US, where a huge domestic market is served by a large number of competitive airlines. Overall, our analysis suggests that the Japanese government's support of JAL's restructuring efforts was appropriate. However, there is evidence that the JAL-ANA duopoly became less effective in maintaining market competition. The Spanish passenger railway market saw the entrance of two competitors in 2022–2023: the full-service operator Iryo and the low-cost operator Ouigo. Using a unique dataset of Spanish ticket price collected throughout an entire year and the Diff-In-Diff method, this paper investigates the impact on incumbent's prices of newcomers' entrance on the less congested corridors Madrid - Alicante and Madrid - Malaga/Sevilla. The Spanish government's strategy seems to be successful: the decision to lead the liberalisation process and the choice of having up to three asymmetric competitors induced a significant decrease in price even on the less attractive corridors, stimulating the demand and addressing the problem of under-utilization of some high-speed infrastructure. The results show that prices decreased by 28%–30% after nine months of competition. This paper presents an empirical analysis that examines the factors influencing service prices and frequencies of conventional high-speed trains (HSTs) in France. The study utilizes original data spanning from September 2019 to March 2020, focusing on the level of intermodal competition and the diversification strategy employed by the primary rail operator. The primary findings of the econometric analysis reveal that the determinants of the price per kilometer for both first and second-class conventional HST services exhibit some shared factors, particularly in relation to the technical characteristics of the routes and alternative options available. However, certain factors are specific to each category, such as the competitive environment, economic conditions, and demographic factors. The frequency of HST services is primarily influenced by travel time. Port efficiency has different meanings for various stakeholders. This paper examines the existing studies on the efficiency types and analysis perspectives. Most studies focused on traditional port efficiencies (i.e., the technical, allocative and economic efficiency). Some extended these traditional types by considering ships' time in port and the negative environmental impacts. The majority of studies assessed port efficiency from the perspective of port authorities, managers, and operators. Few did it from the perspective of the users and the public. Even fewer noticed the possible conflicts between the port service level and its profitability. This highlights the need for port efficiency analyses to balance the interests of different stakeholders. Frontier methods are popular in port efficiency evaluation, but publications extending or combining different methods are still very rare. There is an ongoing process that greenhouse gas emissions of transport will be incorporated in the European Emissions Trading System. The cap-and-trade approach will result in substantial price increases for fossil fuels which will affect affordability of the transport systems. Within this paper the regressive effect on car-owning households is described in different area categories of the urban and rural region in Germany. Equal-per-household redistribution of the carbon revenue could reverse the regressive effect into a progressive effect. However, there is substantial variation within the different economic status groups leaving notable shares of households with a very low economic status without a positive net transfer. This share will be lowest in the metropolises of the urban region and highest in small-sized cities/village areas of the urban and rural region. Particularly in the latter area categories, these households may need temporary mobility allowances due to limited abatement options. In this paper, we develop the concept of a "Sustainable Mobility Guarantee". We first review existing "Mobility Guarantees", which are rather motivated by socioeconomic interests than environmental sustainability and classify them. Based on this assessment, we define a Sustainable Mobility Guarantee, which extends existing approaches with environmental interests. It is an emerging concept in policymaking to ensure a certain level of mobility without the need for private cars - particularly in rural areas - but it is still in its infancy and lacks clear definitions. The concept embraces the idea of Classical Mobility Guarantees while seeking to enable and promote the use of non-automobile modes for everyday travels for everyone, not only for specific trip purposes like commuting, nor for specific target groups like the elderly. We then discuss the practical implementation and financial feasibility. Implementation is possible through programmatic or regulatory approaches, which may serve as a potential transitional basis for legal regulation. Local authorities have a strategic role in mitigating the environmental impacts of the transport sector. However, they struggle to integrate environmental issues into their decision-making processes, especially planning. In the European context of the Sustainable Urban Mobility Plan approach and Strategic Environmental Assessments (SEAs), this paper scrutinises three French localities to determine the current best practices and limitations for designing mobility plans and integrating environmental issues. Several limitations are identified: (1) limited expertise in defining and characterising actions and objectives, which complexifies plans' design, understanding, and monitoring; (2) a lack of a framework to conduct long-term quantitative environmental assessments and to use the results to influence decision effectively; and (3) monitoring processes are barely described in the documents, and the planning horizon where objectives are defined is not in sync with the indicators' mandatory evaluation period. This paper develops a spatial equilibrium model for a competitive two-city system consisting of a high-income and a low-income city. Using this model, we investigate the effects of intracity and intercity commuting subsidies on such urban performances as spatial structures, residents' utility, and social welfare of cities and the system. The three unilateral subsidy scenarios and two subsidy competition scenarios are investigated individually. Results show that intercity commuting subsidy gives residents incentives to reside in the low-income city and intercity commuting to the high-income city, while intracity commuting subsidies lead to the inflow of population. Subsidy competitions increase residents' utility and mitigate the impacts of unilateral subsidies on the social welfare of the system. A current topic that has surfaced among Public Transport Companies (PTCs) is the selection of alternative fuels for their bus fleets. Both European and Italian regulations are pushing toward abandoning diesel fuel and the consolidation of alternative traction power sources, such as battery-electric vehicles, fuel-cell electric vehicles, and hydrogen-electric vehicles. The literature has provided some approaches toward assessing this selection such as multicriteria-decision-methods in some countries in the world. However, not enough specific attention has been paid to cost criteria, experts involved, and the type of service required. This paper intends to address these gaps by applying an integrated method, which includes: (i) the Analytical Hierarchy Process (AHP) to define the weights of criteria; (ii) the ELimination Et Choix Traduisant la REalitè I (ELECTRE I) to find a good compromise solution among the fuel alternatives and (iii) a simple Weighted Sum Model (WSM) to refine ranking. This integrated method was applied in Italy involving a panel of experts from whom the data was collected. Different fuel alternatives for both urban and interurban services and with and without funding are discussed. Public decision-making contains several decisions taken by multiple actors intended to lead to collective gains. The impact of these decisions varies over time. This paper presents a novel approach to explain the durability, i.e., impact, of decisions in relation to strategies performed by actors involved in infrastructure development projects. The concept of durability is operationalised in terms of actors fulfilling joint aims and creating joint focus. We aim to explain why some decisions have a durable (lasting and joint focus) impact and why other decisions have a non-durable (temporary and no joint focus) impact. Actor-strategies performed in the decision-making process are used to explain the different types of decision impact. In this paper, we analyzed a risk-sharing mechanism that can be used in urban bus public service contracts (PSC) to deal with demand uncertainty in the upcoming years. This mechanism is similar to a collar option: an MRG (Minimum Revenue Guarantee) combined with a revenue cap. We applied this mechanism to a case study, the Lisbon Metro Area bus contracts. We compared the chosen model (a gross cost contract) with a simulated scenario modeled as a collar option. To develop this scenario, we model the flexibilities applying Real options Analysis and the project uncertainty as a Geometric Brownian Motion (GBM). The calculations were performed using Monte Carlo simulation. The results show that, compared to the gross cost, the collar option model allows the private operator to benefit from a potential demand increase. In the case of a downturn, the loss is shared between the two sides, reducing the contract cost borne by the government. Furthermore, from a public policy perspective, contrary to the gross cost model, this model may incentivize the private partner to improve service quality as a strategy to increase demand and, consequently, revenues. Ports are essential and strategic nodes of international trade and economic activities. The integration of port resources helps enhance the optimal division of port functions to further promote economic development. This paper explores the evolutionary trends of port integration policy from 2011 to 2021 in China through a text-mining approach. We first used the Latent Dirichlet Allocation (LDA) topic analysis method to analyze the port integration policies and summarize the evolutionary trends of port policies. In addition, an association analysis was conducted to explore port integration policies' impacts by examining their relationships among the environmental protection, digitalization level, and port development scale. Our findings suggested that China's port integration policy has evolved from specific and simple to abstract and complicated at the managerial level. Port development has enriched from infrastructure construction to the ideology of economic development. Our findings show that China's port integration is gradually improving the port operation. The findings of the study contribute to the extant literature by analyzing the port integration policy evolution in China and can be referred to by other countries. • Text mining method was used to explore the port integration policy evolution. • Port integration policy evolved from specific and simple to abstract and complicated. • Port development enriched from basic infrastructure to the governance model. • The evolution of port integration policy was related to reducing carbon emissions in the port sector. • The evolution of port integration policy made the ports intelligent in association with digital technology such as big data and AI.
