This article reflects the discussion of metadata challenges faced by the scholarly communications community at this year’s NASIG conference. Exploring the potential opportunities for the enrichment of metadata, we consider the evolving role of the metadata librarian and review opportunities for all librarians to contribute to an important new collaboration for the wider benefit of scholarly communications. The Metadata 2020 collaboration was the context for the session, which focused on barriers to progress and the role of nonbibliographic metadata in the evolution of library services. As more libraries rely on remote storage facilities to preserve print collections, this presents challenges for resource discovery and access. Since off-site storage facilities often have no open shelves or public access, increased importance is placed on metadata to connect users to resources. At the University of Toronto Libraries (UTL), we conducted a metadata assessment of the serials collection located in its Downsview high-density storage facility. Using quantitative and qualitative methods based on the assessment metrics proposed by Bruce and Hillmann (2004) we gained a holistic view of the quality and effectiveness of the metadata for the Downsview serials collection. Metadata 2020 is a collaboration that aims to facilitate the work of all parties in scholarly communications to consistently improve metadata to enhance discoverability, facilitate new services, and create efficiencies with the ultimate goal of accelerating scholarly discovery. Almost a year after launch, Metadata 2020 has gained considerable ground in gathering information from multiple community groups. These community groups focus on metadata challenges and opportunities – finding ways to enhance metadata and finding new solutions. Now that Metadata 2020 has received feedback and stories from all sectors of the research and scholarly communication cycle, the group is targeting crucial points where metadata needs to work across all groups in order for a mature metadata model to become a useful reality. In July 2020, The University of Texas at Arlington (UTA) Libraries began work towards building a more equitable, diverse, and inclusive organization. One of the ways in which the organization set out to achieve this goal is through the digitization of materials by and about underrepresented and diverse peoples as well as the accurate representation of these individuals and groups in our metadata. This paper describes how the UTA Libraries' Committee for Metadata and Digitization approached this charge through the creation of three subgroups. There is discussion of the committee's goals and processes, an evaluation of progress toward meeting objectives, plans for sustaining this work, and a list of proposed strategies for other institutions interested in implementing similar efforts. As libraries commit to equity, diversity, and inclusion (EDI) initiatives, it is critical to measure the strengths and weaknesses of collections in response. Building off already established approaches of collection diversity audits, the author argues that it is possible to use MARC metadata to perform exploratory analyses at a large scale. This paper discusses the process of planning, preparing the data, and performing an analysis, following the trajectory of an analysis of the 2.8 million geographic subject headings present in the University of Toronto Libraries' MARC records. This study focused on how serials information for journal articles is presented based on a sampling of institutional repository platforms at a variety of institutions. Since metadata on journal articles in institutional repositories can often be incomplete and haphazard, not only due to the difficulty of entering the metadata in the first place, but due to the difficulty of adapting existing metadata schemes to represent a journal article accurately, how can libraries increase the discoverability of these individual articles from a wide variety of journals? By examining existing metadata schemes and how they are used to represent articles currently in institutional repositories, libraries can look for a way forward to better represent articles though adapting schemas, exploring possibilities for standardization of metadata for articles, and promoting good practices. Think tank grey literature can be used for teaching and research in policy-oriented courses, but because much of this content is scattered throughout the far reaches of cyberspace, students and many faculty may not know how to go about finding it. At the same time, think tanks need to find new and creative ways to push their content out and capture new audiences. This article will assess the value of aggregating grey literature on JSTOR for both researchers and think tanks, briefly touch upon the advantages of comprehensive searching on our platform, and then take a detailed look at how we make this content discoverable through the application of rich metadata. Established in 2005, the University of Nebraska–Lincoln (UNL)'s Libraries' institutional repository (IR) has approximately 99,500 unique items. It is one of the largest and most-used institutional repositories in the United States. This presentation explores how UNL is working to meet the challenge of consistently and accurately identifying individual researchers and their scholarly activities. It examines UNL's metadata practices for its IR, giving a more detailed explanation of personal names and Open Researcher and Contributor ID identifiers. In September 2005, Library and Archives Canada hosted a two-and-a-half-day event, the Canadian Metadata Forum. The theme, "Metadata-A Reality Check" was addressed by over twenty speakers and panelists before an audience of experts in information resource description and management for the Web across many information domains (libraries, archives and museums) and in a variety of formats (text, data sets and multimedia). The goal of the program was to increase understanding of the information discovery challenges posed by the World Wide Web and the benefits of improving alignment of descriptive standards across the domains to improve information sharing. The creation and widespread adoption of the OpenURL standard has improved the visibility, and therefore the usage, of libraries' online holdings, although there are some times when OpenURLs fail to resolve. To better understand why problems occur and encourage network-level solutions, librarians at Cornell University have begun working on a study of OpenURL metadata quality. Their goal is to create a systematic approach to assessing and validating metadata quality so that libraries and content providers may collaborate on solutions for metadata problems. A metadata application profile identifies the metadata elements used in a particular domain or application and describes how they have been customized for that use. A metadata application profile facilitates information exchange and element re-use. In practice, the development and use of metadata application profiles present a number of challenges. This paper investigates these issues by examining the definition and function of a metadata application profile, interoperability challenges, and the evolution of thinking about metadata elements, element sets, and application profiles. A need to manage and preserve indigenous knowledge is widely recognised. This is because it is understood to have the potential to promote sustainable development while also preserving indigenous peoples' rights, interests, and cultural identity. To understand the challenges of preserving and integrating digitized indigenous knowledge into open science platforms, a qualitative study was carried out. The study's theoretical underpinnings were based on the ideas that data must be discoverable, accessible, interoperable, and usable (FAIR) and that indigenous people have the power to control their data and the duty to disclose how it is used to advance and defend their rights and general well-being (CARE). The data were analysed thematically. The results demonstrate that indigenous knowledge is stored in separate databases at institutions in various countries. Additionally, there was no standardization in the organizations that were collecting the metadata. Because of a lack of metadata, the digital divide, and poor digital and indigenous librarian abilities, indigenous knowledge and data were practically inaccessible and unfindable. In the aftermath of the digital revolution and open research, this article brings a new viewpoint to the conversation about maintaining indigenous knowledge in sub-Saharan Africa. This article critically examines four Google search products (Google Advanced Search, Google News Advanced Search, Google Books Advanced Search, and Google Advanced Scholar Search) and shows how each uses metadata to enhance or improve search results. In addition, the article shows how metadata can increase search precision and recall in information discovery systems. From a library perspective, this article analyzes some of the metadata-enabled features of Google's advanced search pages and compares these features to those found in a typical online library catalog. From a serials perspective, Google News Advanced Search demonstrates how Google indexes news websites, sites that are essentially continuing resources. As Google incorporates more and more metadata functionality into its advanced search pages, they increasingly begin to function more like online library catalogs and less like search pages found in a traditional Internet search engine. The simple search box has many limitations, and like libraries, Google is increasingly creating and offering metadata-enabled search features that improve search precision and recall in its products. The author presents the state of metadata schemes today and discusses the idea of a "third way" between free-text searching and full cataloguing. He concludes that there is no such compromise and suggests that metadata schemes will have to incorporate controlled vocabularies and detailed designators if they are to progress, thus leading to a confluence that will be, in essence, a new form of traditional cataloguing. Crowdsourced metadata available in iTunes is too often insufficient or even incorrect for classical music recordings. Listeners find themselves frustrated when the only options iTunes provides are illogical. What we need is a group of professionals who are experts in musicandinformation organization to clean things up. Enter the Music Library Association. The author proposes that this national group with ten regional chapters divide the work of providing improved metadata for classical recordings, using an open source program such as freedb. Metadata is critical to finding content. However, the expansion of digital content, rapid changes in access and use, and transitions in the digital supply chain pose tremendous challenges to the effective organization, description, and management of this information. Seven speakers from different communities in the digital supply chain addressed various aspects of this important topic. Participants in this preconference session gained a valuable overview of and an insight into the many issues associated with creating and distributing metadata in the digital age. In the mid-1990s, information professionals and computer scientists began to pay much attention to the concept of metadata. The rise of the World Wide Web highlighted the need to enable discovery, or finding desired information, on the Internet. Metadata was the hot topic at library and information science conferences and in professional literature, and many librarians and others expended enormous efforts creating and implementing new metadata schemes. One of these schemes, the Dublin Core, emerged in 1995 and quickly became the metadata standard of choice for digital objects. Although abundant resources have been put into the development and implementation of Dublin Core, the schema has largely failed. In addition, many other metadata schemes and profiles have also been developed, most of them specific to a particular community. The result is a Tower of Babel of metadata schemes, and sharing metadata among professional communities is becoming increasingly difficult. Multiple schemes also make the ideal of successful federated searching all but impossible. Full-text searching, offered as a solution by some, is also a failure for most serious information-seeking needs. On the other hand, the implementation of the MARC format in libraries has been the most successful metadata implementation in history. MARC, along with various content standards, has worked successfully for decades as a metadata schema. The library community's implementation of the MARC metadata standard should be more widely adopted or used as a model for metadata schema design. A single, proven, comprehensive metadata standard will better enable discovery and control of information than a proliferation of minor schemes ever will. [ABSTRACT FROM AUTHOR]

The Canadian Century Research Infrastructure (CCRI) is a research project in the social sciences and humanities in Canada that involves seven universities and partnerships with several public- and private-sector institutions. The goal of the project is to create a research infrastructure centered oil microdata from the 1911-1951 decennial Canadian censuses, accompanied by metadata and extensive contextual data. The result will provide a new foundation for the study of change in Canada in the first half of the 20th century. This paper will describe the research infrastructure that is being created, and explain how the CCRI defines metadata and contextual data, and why it is of interest to social science researchers. Terry Reese taught two pre-conference workshops on MarcEdit at the NASIG 32nd Annual Conference: a full day session titled “A Beginner’s Guide to MarcEdit” and a half day session titled “Beyond the Editor: Advanced Tools and Techniques for Working with Metadata.” Attendees were given slides and sample files so that they could follow along or work through the exercises later at their own speed. The first day covered everything from installation and settings, to how to work with vendor records, and direct integration with library systems. A study of job advertisements for technical services librarian positions provided insight into critical aspects of the library profession, issues that affect the work life of academic librarians. A review of several hundred job ads with a focus on job titles revealed problems with the use of terminology and the actual conceptualization of positions. Based on the ads reviewed, libraries also appear to be raising their expectations for types of knowledge and skills required and personal qualities desired. [ABSTRACT FROM AUTHOR]

Institutions that house Indigenous oral histories are often ignorant to the harm they perpetuate by treating these materials without rooting curatorial considerations in Indigenous approaches to knowledge. Issues of categorization, attribution, and access, among many others, often go unaddressed, causing serious harm to Indigenous peoples and their cultural resources. It is imperative that Western archives, libraries, and museums seek out alternatives to systems that perpetuate settler-colonialism, and work to place control of oral histories back in Indigenous hands. In this paper we present several considerations for working with Indigenous oral histories in Western archives, provide case studies that promote the ethical curation and sharing of Indigenous materials, and close with an overview of our current work to revitalize and redress a large collection of Native American oral histories presently housed at the University of Florida. Automated indexing--using a computer to look at individual documents and assign metadata without a person looking at every document--was used to build an interactive online database to store and retrieve pages from a loose-leaf resource (i.e., a resource that changes state over time). A database was designed and more than 30,000 pages in the database were indexed. Digitization, optical character recognition, and computer scripting to extract metadata were the methods used to assign most metadata. In places where the computer program could not assign metadata, a person looked at the document and assigned metadata. The index was audited for errors. The computer script and the human indexer had comparable error rates but computer indexing spent much less time per value assigned. It is recommended that automated indexing be considered in indexing projects, especially where a large number of similar documents are to be indexed. [ABSTRACT FROM AUTHOR]

Digital versions of the library are proliferating as information becomes ever more electronic. Traditional methods of library cataloging are inadequate to fully describe digital objects in this new dynamic environment. Thus, new standards of metadata are being devised to provide access for objects in digital libraries. These new standards extend beyond mere description; there is also a need to include other metadata functions that provide administrative, access, preservation, and structural information. This preconference provided an overview of newer metadata formats, as well as current trends in the field, and encouraged librarians to engage with their information technology partners to ensure optimal use and development of digital libraries. Academic libraries provide intellectual access (discovery and procurement) to the full text of electronic journal articles through traditional library technologies like discovery layers, link resolver software and knowledge bases. These technologies mainly rely on accurate title-level metadata to successfully deliver journal articles to library users. Open Access articles pose a difficulty for many participants in the e-journal supply chain, including libraries and publishers, as Open Access status is a property of the article, not the title. A review of the literature examines: the impact of Open Access on intellectual access through traditional library technologies, current proposed solutions, and emerging technologies. "The Future of Libraries Is Open" (FOLIO) is a community-driven effort to develop an open source library services platform. This article introduces the FOLIO community, provides background on the University of Chicago's involvement with the project, and discusses application development with an emphasis on key infrastructure features that will make FOLIO flexible enough to accommodate the uncertain future of cataloging. The article also provides insight into how the Metadata Management (MM) Special Interest Group (SIG), the FOLIO special interest group charged with defining essential bibliographic and holdings management functions, addresses current and emerging requirements in developing the infrastructure and data model to support MARC, BIBFRAME, and linked data. The National Information Standards Organization (NISO) recently revised the Open Discovery Initiative Recommended Practice (), which outlines best practices for discovery service providers. It streamlines the process by which libraries, content providers, and discovery service providers work together; defines models for "fair" linking; and suggests usage statistics that should be collected for libraries and for content providers. The recommendations in this document, created by members of the Open Discovery Initiative Standing Committee, enable libraries, discovery service providers, and content providers to work together to the full extent of their abilities – thus providing an effective and rich experience to end users. The open access journal Communications in Information Literacy (CIL) began publication in 2007. After ten years of continuous growth, CIL migrated from Online Journals Systems (OJS) and a commercial web host to Portland State's Digital Commons (bepress) publishing platform, PDXScholar. The presenters provide brief overviews of CIL and PDXScholar, and they detail the challenges and ultimate successes of this multi-institutional model for advancing open access journals and reclaiming control of the scholarly record. They highlight the content migration process from OJS to PDXScholar, post-migration actions to correct metadata, the introduction of functioning DOIs, and coordinating with both free web and commercial indexers to ensure proper access to the newly moved journal. The presenters also discuss the practicalities and the policy implications of this move, particularly in light of Elsevier's acquisition of bepress. SUMMARY. This session, presented by Nathan Rupp, focused on creating a central repository at Cornell University for metadata tools. Rupp hopes that by implementing a repository for metadata tools digital projects librarians across campus will be able to utilize the best tools available instead of recreating tools or spending time searching via telephone for tools. This presentation illustrated a proactive approach carried out by the Electronic Resources Management (ERM) team at the Arizona State University (ASU) Library, which resulted in a reduction in the volume of tickets from users. The discussion included details about the systematic process of handling various e-resource projects carried out by the team, challenges encountered, and recommendations to assist institutions in providing uninterrupted access of e-resources to their library users. The report summarizes a presentation given at the 2015 NASIG conference. It outlines metadata used by Project CERES, a print preservation and digitization project supported by a partnership between the United States Agriculture Information Network and the Center for Research Libraries. It also outlines metadata guidelines used to disclose print holdings committed for preservation and provides tips on creating efficiencies in gathering the detailed issue level data and providing quality assurance for digitization. Gathering detailed metadata to support the preservation of print is an investment in the preservation of essential scholarly resources. The Cornell Vet has a proud history, dating back to June, 1911 …” In 2013 Cornell University Library began efforts to improve the “afterlife” forThe Cornell Veterinarianjournal by leveraging a number of disparate initiatives and metadata sources. While attempting to build article-level linking to full text in HathiTrust (functionality currently unavailable), limitations in the metadata captured during the scanning process were uncovered. This article will include a delineation of these metadata findings with strategies (some scalable, others highly labor intensive) for gathering the necessary metadata for creating direct links to articles found in HathiTrust. This article is a case study of privacy considerations in the adoption of a Research Information Management (RIM) System. RIM Systems collect, store, and link together metadata for research, service, grants, and teaching activities. Sometimes called Current Research Information Systems (CRIS) or Faculty Activity Reporting (FAR), these systems enable institutions to collect data from different internal systems and combine it with external information, providing a more holistic perspective on university activity. They provide a single, authoritative source of this data and allow for multiple stakeholders (i.e. faculty, administration, IT, HR, library, communications) to query, analyze, download, visualize, and share it. Oklahoma State University (OSU) recently adopted a RIM System, which is being implemented and supported by the OSU Libraries. A defining factor in the decision making process for product selection was how each system addressed issues around privacy. This case study will review some of the central data privacy considerations at play in the adoption of RIM Systems at both the institutional and individual level. This will include data sharing, ownership, retention, right to reuse data, data deletion obligations upon contract termination, user access to privacy policies, and user data controls. Questions to ask before adoption, key institutional players in discussions of privacy, and issues that may arise after adoption of a Research Information Management System will also be addressed. Knowledge Bases and Related Tools (KBART) is one of the most successful National Information Standards Organization (NISO) recommended practices. Formally supported by over eighty organizations across all stakeholder groups, it enables a standardized transfer of data between content providers and knowledgebases. The KBART Standing Committee has begun work on Phase III of KBART, which was last updated in 2014. In this NASIG 2021 session, three members of the KBART Standing Committee provided an overview of plans around Phase III of KBART, reviewing progress to date and highlighting efforts to resolve issues around KBART files for which there are no easy answers, such as the challenges of supporting additional content types beyond serials and monographs, how best to handle gap coverage for serials, and how to communicate Open Access content. The audience was asked to provide input on their use of KBART files, how they would like to use KBART that is not possible today, their thoughts on support for additional content types, and their opinions on proposed changes to KBART around the treatment of gap coverage and the handling of Open Access content. Duke University Libraries implemented several FOLIO applications in July 2020 to manage electronic resource licenses. In this presentation, Abigail Wickes, Julie Brannon, and Virginia Martin describe pre-implementation work, the implementation process, and the opportunities and challenges the library has experienced using FOLIO as an electronic resource management system. The International Standard Serial Number (ISSN) is a unique identifier most often associated with popular magazines, scholarly journals, and newspapers. The scope of ISSN, however, includes many types of grey literature. This article will discuss and provide examples of the types of grey literature in scope for ISSN and describe the bibliographic metadata about these resources created to support each ISSN assignment. Benefits to the originators of grey literature that result from ISSN assignments are highlighted, especially the valuable exposure that the resources gain from the bibliographic records that are created to document ISSN assignments and are included in multiple international databases. The world of e-book records can be quite divergent, depending on the source of those records. Record content and quality can vary greatly. An engaging session about Metadata 2020 at the 2017 NASIG Annual Conference led the authors to wonder: is there a way to assess how libraries, publishers, and vendors are currently operating in this space for e-book records? This article will provide comparative data from two libraries and include a publisher's workflows and perspective on the subject. As open access material becomes more available across the scholarly information space, a need has arisen for creation of special metadata indicating this open access status, and for that metadata to be standard through the supply chain in order to be shared and communicated most effectively among a number of players. The National Information Standards Organization has recently launched a new work item, the Open Access Metadata and Indicators working group, which will specify a standardized set of metadata elements to detail article accessibility and license permissions. By defining how to tie availability permissions to an object useful to humans and machines, the group intends to support improved communication of this information and affect better use of open access material overall. The E-Resources and Metadata team of the University of Guelph Library have recently been motivated by multiple factors to undertake a massive review and revision of their workflows and accompanying documentation. This presentation explored their motivations for the task, as well as the principles and goals they used to guide their efforts. In this session, Holly Mercer presented a case for finding global solutions to improve the metadata that are available for journals, particularly small, independent, open-access journals. She discussed the scholarly communication lifecycle and described how in her view the metadata value chain underpins the scholarly communication system. Examples of the importance of metadata to discovery, access, and use of publications were provided. The institutional repository (IR) can provide a system for digitizing print serials for online delivery and a way to archive and preserve serial content already available online. Organizing serial content in IRs varies based on the architecture of each repository. In this presentation, Kay Teel of the Metadata Department at Stanford University Libraries discussed different approaches IRs use to manage serial content. She gave examples illustrating the inconsistent treatment of serials in the Stanford Digital Repository (SDR) and described a conceptual model for serials in the SDR to provide an improved user experience finding and accessing digital serial content. Tagging is the practice of assigning common terms to digital objects such as websites, photos, or articles. These tags serve as metadata for easy organization and retrieval. Many libraries have begun incorporating tags into their catalogs in various ways. This presentation considered the practices of a few select libraries as examples of how tagging can be used in conjunction with more traditional cataloging practices to add value to the library catalog. When trying to manage their e-resources, librarians spend a significant amount of time adjusting their holdings in vendor knowledgebases to make sure that the content their library can access is selected properly. This is often a tedious process, which, extrapolated out to each content provider, can be a drain on library resources. A National Information Standards Organization (NISO) recommended practice provides a solution to this problem by facilitating the automatic transfer and retrieval of library-specific Knowledge Bases and Related Tools (KBART) holdings data between content providers and knowledgebases. In this presentation, Matthew Ragucci of Wiley presents a publisher's perspective on the work required to implement KBART Automation: Automated Retrieval of Customer Electronic Holdings, Andrée Rathemacher of the University of Rhode Island shares a librarian's opinion on the benefits and potential pitfalls of KBART Automation, and Stephanie Doellinger of OCLC addresses the topic from a knowledgebase supplier's point of view. In 2014, the University of Toronto's Faculty of Information (iSchool) and the University of Toronto Libraries (UTL) partnered in the development of the Toronto Academic Libraries Internship (TALint) program. Focused on workplace-integrated learning, the TALint program provides enhanced educational experiences for Masters of Information students by combining periods of in-class study with actual workplace experiences. With this year's TALint cohort in UTL's Metadata Technologies Unit, the NASIG Core Competencies for Electronic Resources Librarians was used as a framework for student training. In this session, we discuss the development of a comprehensive student training plan in electronic resource management, the key benefits of using the NASIG Core Competencies within the TALint program, student perceptions of competency-based training, and we outline future directions for the TALint program within the Metadata Technologies Unit. The Kansas State Digital Libraries Program gave Kansas State catalogers the opportunity to play an integral role in the university's digital initiative. The project enabled catalogers to display their expertise in organizing information and expertise in metadata. Catalogers were asked to provide descriptive data for the materials that were digitized for the Digital Libraries Program. Involvement in digital projects brings catalogers out of the library and into working relationships with faculty, administrators, and staff on campus. This article is a preliminary report on the work of the Canadian Linked Data Initiative (CLDI), a collaboration between five of Canada’s largest research libraries, Library and Archives Canada, Bibliothèque et Archives nationales du Québec, and Canadiana.org. Although still in its nascent stage, participating institutions are working together to advance the technical services divisions of our libraries in the area of linked data. Project working groups are making progress in five main areas: grant funding, digital collections, education and training, legacy metadata enhancement, and in the evaluation and adaptation of Bibliographic Framework Transition Initiative tools. By working across geographic and institutional boundaries, the CLDI aims to chart a path to a new age of technical services, one based on the foundation of Linked Open Data. [ABSTRACT FROM PUBLISHER]
