The article presents information on international serials and electronic resource management which includes library schools, continuing education and library-orientated organizations. The article also discusses the awards and grants given by EBSCO Information Services and the recommendations provided by the National Information Standards Organization (NISO).

With the transition of government publications from print to digital over the last decade, the State Library of North Carolina saw the need to implement a content management system for the state’s digital publications. The State Library formed a Digital Information Management Program (DIMP) in 2006 to address the challenge of managing their digital collections. The library chose to utilize OCLC Online Computer Library Center, Inc. (OCLC)’s CONTENTdm software to manage their digital materials and associated metadata. This article is a report of a concurrent session presented by Katherine Hill and Maria Collins of North Carolina State University (NCSU) Libraries at the 2013 North American Serials Interest Group conference. NCSU Libraries is a participant in the Global Open Knowledgebase (GOKb) project, which will provide an openly available knowledgebase for Kuali Open Library Environment (OLE). Results from a survey conducted by NCSU librarians are discussed, which focus on the e-resource management community and their expectations of the data provided in knowledgebases. The survey investigates problems and improvements in respect to data quality. Respondents also commented on their expectations of a community-managed project as well as the viability of a project like GOKb. Ensuring the accessibility of digital content is a priority for libraries. Digital collections continue to grow, and libraries seek feedback from users and use tools to diagnose and solve accessibility issues. As libraries grapple with this new landscape, they want to know where they stand amongst their peers, what mandates apply to their situations, and how library staff are being trained to address accessibility requirements, among other issues. In 2019, the LYRASIS consortium surveyed its large network of more than 1,000 member galleries, libraries, archives, and museums to discover how these member institutions are approaching accessibility. With the increasing use of streaming video in distance and in-person learning, e-resource librarians are working to support faculty in choosing, finding, and licensing appropriate content, and deciding how best to allocate budgets to build appropriate collections. To inform their work, e-resource librarians at the University of North Carolina at Greensboro held focus groups with faculty in 2019. They found that better discovery within the library catalog and stronger liaison librarian awareness of streaming collections could help faculty find content appropriate to their disciplines. They uncovered a preference for chapters or the ability to divide into short clips in order to share digestible segments in class, as well as an overreliance on YouTube that highlighted the need for copyright outreach with faculty. Usability and user experience research methodology, defined by usability.gov as a group of techniques that seek to "gain a deep understanding of users, what they need, what they value and their limitations" have been applied regularly in libraries to websites and public services. Yet, little information exists in the literature about acquisitions, collections, or electronic resource management librarians using such techniques for their own work. This paper will use a case study at the University of North Carolina Greensboro's University Library to demonstrate how usability techniques can be implemented to help solve such common problems for technical services as improving access to and discoverability of library resources. This conference report describes the challenges arising from the growth of the e-book market and explores how a mix of proprietary and open source systems can be used to manage e-book collections. The author uses an analogy of building with Legos to evoke an interlocking approach to e-book management. The discussion addresses functionality and pain points of mainstream, commercial systems and explores the ways that open source tools can be used alongside traditional software to create a more full-featured environment.
