Based on different types of safety risk sources and laboratory operating mechanism, from the beforehand, during, afterwards three different stages of laboratory safety supervision and management, this paper studies the safety supervision and management mechanism involving multi-agents, such as university laboratories, laboratory management and safety authorities. Moreover, it constructs a safety supervision and management system, safety supervision and management model and safety supervision and management standards for laboratory in colleges and universities. By clarifying the responsibilities of various departments in laboratory safety supervision and management and stimulating motivation of safety supervision, this paper realizes the whole process of laboratory safety standardized, high efficiency and low risk supervision and management. Through consulting the relevant documents at home and abroad and exchanging with the domestic universities, this paper analyzes the present situation and inadequacies of the safety management in laboratories of colleges and universities, and aims at the unsound organization, the imperfect rules and regulations, the incomprehensive safety inspection, the propaganda of safety knowledge and the popularization of the teaching of the laboratory safe management in some colleges and universities. The safety management of the hardware in the laboratory is not standardized. By drawing on the ideas, systems and measures of the foreign university laboratory safety management, some suggestions are put forward for the future laboratory safety work. We emphasize the people-oriented and prevention, and put forward the establishment and improvement of the organization and induction of the laboratory safety management. The laboratory network management plays a positive role for more efficient use of equipment resources. Current laboratory management system ignores the student' own characteristics, and the practice teaching effect is not as good as expected. To solve this problem, this paper proposes a new method for development of laboratory management system based on S2SH architecture. The system uses Spring and Struts2 framework to achieve the presentation layer and business layer, and uses Spring and Hibernate framework for data persistence layer. The three parts are seamlessly integrated so that the system is convenient for representing structured development layer, and the amount code of data access layer is reduced. The system realizes the students personalized learning, teachers personalized guidance and the convenience of laboratory administrators work. At the same time, the users can be objective and impartial evaluation of laboratory management so that the teaching effect of practice course is improved. Due to the loosely clear coupling of S2SH with hierarchical structure, the system has strong ability of reconstruction and scalability, and is worth popularizing in university laboratories. Through participating the planning and implementation of Guangdong University of Technology lab-safety-week, the paper analyzed the type of education and summarized the experience and the shortage, then rethought about the lab safety management work in domestic technical universities. Laboratory is a main site for scientific researches and teaching activities, everyday there are all kinds of chemical experiments to carry out in a university, then a large amount of chemicals are used and chemical wastes are emitted. Although their amount is less than chemical companies, the components of emissions are complex, especiaHy, some of them are flammable, explosive or toxic. In order to strengthen the safety management of chemical waste in laboratories, to protect the environment of campus and the health of teachers and students, this paper introduces the category and properties of laboratory waste in universities. The general situation of the laboratory chemical waste management is analyzed, based on the current situation of safety management about laboratory chemical waste disposal at Nanjing University of Science and Technology, suggestions of enhancing chemical waste safety management are presented. The suggestions include the management team with responsibility, the minimization ways of laboratory waste, the tracking management of chemical reagents, the construction of rules and regulations, and the cultivation of environmental awareness.
