This paper explores the influence of spatial mobility on the risk of overeducation of French young workers. Mobilizing a survey following a cohort of young graduates entering the labour market from 2010 until 2013, our results reveal that interregional migration decreases the risk of (statistical and subjective) overeducation. We also evidence that migration to an economic centre (the Paris region) has an even stronger negative effect and that more educated workers benefit more from spatial mobility. This paper examines empirically the economic relationship between local labour market size and firm returns to training. Anchoring in the literature of micro‐foundation of agglomeration economies, we suspect that this relation is driven by two mechanisms: (i) labour pooling which should positively influence the returns to training through matching and learning effects and (ii) the risk of labour poaching, which tends to reduce the returns to training in larger labour markets. Our estimates, based on a large sample of French industrial firms, reveal that returns to training are increasing with the labour market size, suggesting that labour pooling dominates labour poaching effects. On average, returns to training lie between 6.7 and 7.7%, more in line with the microeconomic literature on education than previous studies focusing on training. [ABSTRACT FROM AUTHOR]

The objective of this paper is to assess the French‐speaking countries contributions to regional science since its creation in the 1950s. France, and other French‐speaking countries, very quickly adhered to the approach of the founding fathers of regional science. French‐language research developed for several years without maintaining major relations with the main streams that flow through regional science. However, the years 2000 and 2010 saw the emergence of streams of thought that strongly irrigate at the international level. The authors of this paper are part of this movement. Here we trace the origins and development of the French‐speaking contribution to regional sciences, while highlighting the originality of the French‐language approach. First, the question of academic and institutional contexts is discussed, with the role of the founders and the peculiar place of Journals and public institutions. Further sections analyse the main contributions coming from economics (local systems of production and innovation, innovative milieus and proximity analysis) and geography (regional development at a global scale, and urban systems and complexity). We conclude with cross‐disciplinary contributions including intra‐urban organization and mobility, territorial governance and territorial development, as well as other approaches to the social sciences, in the contemporary issues of city and territorial governance. The aim of this paper is to provide explanatory elements of the geography of collaboration by testing various potential factors related to the partners' features (sector of activity, location, affiliation to a parent firm, etc.) and to the pair of regions involved in the partnership (economic and scientific endowment of regions and proximities that separate them). Based on a database collecting around 15,000 Science-Industry agreements signed in France between 1981 and 2006, we first realized a probit model that focus on the local dimension of science-industry collaborations on an inter-individual level. We then test a gravity model (sample selection model) in order to explain the probability and the intensity of interregional collaborations. El propósito de este artículo es aportar elementos que expliquen la geografía de la colaboración mediante el ensayo de varios factores potenciales relacionados con las características de los socios (sector de la actividad, localización, afiliación a una empresa matriz, etc.) y con el par de regiones involucradas en la sociedad (dotación económica y científica de las regiones y las proximidades que las separan). Mediante la utilización de una base de datos que incluye alrededor de 15.000 acuerdos de colaboración entre ciencia e industria firmados en Francia entre 1981 y 2006, establecemos en primer lugar un modelo probit que se centra en la dimensión local de las colaboraciones entre ciencia e industria a nivel inter-individual. The relevance of models explaining local public expenditure behaviour may depend upon the size of the population of municipalities. To refine this intuition, the paper puts two alternative specifications in competition, one from the demand side and the other from the supply side. The data set includes 14,900 French municipalities for 1998. The econometric methodology uses a data-sorting method developed to test whether the responsiveness of local governments to voters is stable across small-size and large-size municipalities. It appears that the median-voter model is rejected for the 1,579 municipalities with more than 5,000 inhabitants, for which a supply-driven model fits better. [ABSTRACT FROM AUTHOR]

The paper aims to support regional policy‐makers who seek to understand the determinants of regional innovation dynamics. The challenge is to penetrate the black box of the Regional Innovation System (RIS) by identifying the building blocks and interaction processes that stimulate innovation at the regional level. Thanks to a creative database, the main originality of this study is to analyse regional innovation as a process of competences building. To test this explanatory model, a knowledge production function is estimated at the regional level in France by using a simultaneous equations setting. Problems of spatial segregation have often stressed on the social status and social capital of a neighbourhood as main driving forces behind housing price formation. In this paper, it is assumed that spatial effects are additional variables worth considering since the impact of urban policies such as social housing policies and urban regeneration policies may permeate outside the areas where they are implemented. Our case study is of the urban area of Dijon (France), where these two types of urban policies have been implemented in the last three decades. Spatial effects are introduced in the hedonic model and a spatial error model is estimated, revealing a positive and significant global spatial effect combined with the usual influence of accessibility to the CBD. We also show the negative influence of location in social housing districts and the spatial diffusion effect they exert on neighbouring districts. Resumen Los problemas de segregación espacial han resaltado a menudo el estatus social y el capital social de un vecindario como la fuerza motriz principal del establecimiento de precios de la vivienda. En este artículo se asume que los efectos espaciales son variables adicionales que merece la pena considerar ya que el impacto de políticas urbanas, tales como políticas de la vivienda y de regeneración urbana, podrían extenderse fuera de las áreas en que son implementadas. Nuestro estudio de caso es el área urbana de Dijon (Francia), donde estos dos tipos de políticas urbanas se han venido implementando en las últimas tres décadas. The shift‐share analysis (SSA) of regional employment growth disparities aims at disentangling the effects of regional differences in industry mix and industrial competitiveness. Yet, the spatial concentration of industry is a blindspot of this approach. We generalize the SSA to encompass this salient feature of the economic geography. Besides, industry emergence and catastrophic growth events—booming or collapsing industries—are integrated in our framework. This novel method is applied to study regional disparities in manufacturing employment growth in France in a dynamic way over a 22‐year period at a fine geographical level. [ABSTRACT FROM AUTHOR]

We propose a spatial multinomial probit model to examine the determinants of land use change, at the parcel level, in the French Département du Rhones from 1992 to 2003. It is based on an economic model that assumes that landowners have a choice between four land use categories for a given parcel at a given date: (1) agricultural, (2) forest, (3) urban, and (4) no use. We estimate a model that allows for both covariates and spatial dependence, and we use these features to explore the relative importance of factors that drive landowners to choose a specific land use category. Unemployment rates vary widely at the sub-regional level. We seek to explain why such variation occurs, using data for 174 districts in the Midi-Pyrénées region of France for 1990–1991. A set of explanatory variables is derived from theory and the voluminous literature. The best model includes a correction for spatially autocorrelated errors. Unemployment rates are higher in urban areas and, where per capita income is higher, are consistent with the view that unemployment differences largely reflect variations in “amenities.” Along with a lack of evidence of housing market rigidities, these suggest that subregional variations in unemployment are not mainly the result of labor market disequilibrium. The purpose of this article is to produce further empirical insights into fiscal competition among local governments within an original framework. Relying on Granger's methodology, we address the question of possible causality at municipal level, between local budget variables (public expenditure and taxes) and residential location patterns. Tests are performed on a sample of 27 French municipalities belonging to the same suburban area for the 1987–1996 period. We identify two different strategies. Some localities compete in the tax rate variable while others act on public expenditure. If we consider public investment spending and taxes results strongly reject the adaptive hypothesis and clearly support the idea of fiscal competition. The article formalizes and measures the impact of club size on the quality of the public good provided to its members. Under a general framework we describe various functional forms that allow either network or crowding effects. Mechanisms of provision are that of a political process in which both the demand and the supply sides are considered. Estimations use the whole set of French municipalities. The supply model performs better than the demand model in the case of small municipalities, while for large cities the demand model has higher explanatory power. In so far as impact of city size on the quality of club goods is concerned, crowding does appear, but it does so in different patterns. For small towns marginal congestion first decreases then increases with population. Marginal congestion is decreeing for cities of intermediate size. This article examines the relationships between the employment suburbanisation from central cities towards their suburbs, and the process of intra-urban specialisation that occurred simultaneously in the fifty largest French metropolitan areas. A methodology is proposed to identify urban subcentres and to analyse the effects of the intra-urban specialisations on suburbanisation patterns. We conclude that the specialisation of both subcentres and central cities has a significant effect on suburbanisation rates. Lastly, an intra-metropolitan shift/share analysis provides additional insights into the employment dynamics of central cities and suburbs during the last twenty years. [ABSTRACT FROM AUTHOR]
