Crisis, natural or man-made, is inevitable in our life because of human social interactions. Crises are caused by ineffective communication yet are better solved with effective communication. Scholars have studied social media's role in crisis management as an information propagator and their cost effectiveness during a crisis. Social media can potentially influence multiple public strata during and after the crisis. Social media serve as tools for relationship management which is a crucial part of crisis management; equally, public relations also serve the same. This paper explores how effective crisis communication management can be achieved via Social Networking Systems (SNS). Drawing from the existing literature as the method used, this paper reviews articles and studies on public relations strategy and effective crisis management. It expounds on examples of how relationships can be well-managed through social media in crises. This paper has increased our knowledge of crisis management by understanding how crises are managed. Findings are that crisis communication was managed from four conceptual lenses scholars have investigated; that crises can be prevented- partially if not completely- with a proper crisis communication plan; that having a crisis communication plan may not suffice except is handled by professional relationship managers who know how to communicate and understand the use of the conventional and new media with the influential role of symmetrical communication. Therefore, the paper concluded that since crisis leads to the bad relationship due to a lack of understanding of the situation and behavior and to facilitate this, it suggests that crisis is better managed through effective public relations managers.

The Aceh Special Autonomy Fund, better known as DOKA, was established in 2008. The amount of DOKA increases significantly every year. However, the increase was not followed by an increase in the local economy. As such, there was no significant improvement in the welfare of the people of Aceh. Therefore, this paper seeks to examine the Aceh Special Autonomy Fund’s Management Model. This paper was using qualitative method through FGD, interviews, and documentation. The results of this study showed the need to improve the performance of the Asymmetric Decentralization Policy through Special Autonomy in Aceh Government such as 1) completion of the drafting of implementing regulations; 2) establish a proactive communication and build trust; 3) socialization by the Ministry of Home Affairs related to the Law on Aceh Government (UUPA) in relation to the Law on Oil and Gas, free trade and others; 4) drafting of guidelines in the implementation of special autonomy; 5) facilitates the division of authority between the Aceh Provincial Government and its district/city governments. The recommendation from this study is to list the division of authority of government affairs in detail between the Aceh Provincial Government and its district/city governments, by considering of the characteristics and aspirations of the regions to avoid disputes over authority and overlapping authority.

Lately, found many artificial elements topographical names for the names of residents, apartments, and modern markets in a foreign language, especially English. Referring to the legislation governing the use of topographical names, then the provision of topographical names must use Indonesian or local languages. Unfortunately, the obligation to use Indonesian in the provision of topographical names has not been properly socialized and the violation is not accompanied by legal sanctions. This paper examines the issues that are currently going on and developed in society towards topographical naming of artificial elements and the factors that cause the use of foreign names. The method used in this study is a descriptive qualitative method. The result of the study concluded that the English naming for the topographical name of artificial elements due to the influence of globalization, marketing strategy by housing developers, legislation that has not been properly socialized, and the absence of sanctions against violations of the obligation to use Indonesian in the topographical naming of artificial elements. It is expected that this paper can provide awareness to all parties to use Indonesian in the topographical naming of the artificial elements.

The purpose of this paper is to support the argument that poverty is multidimensional and part of human rights concern. In doing so, this paper uses relevant literature review on poverty issues. This paper finds that the capability approach is a useful conceptual framework to link conventional approach with human rights and support the argument that poverty is multidimensional. Under this perspective, there are two prerequisites cases of non-fulfillment of human rights can be counted as poverty, namely (i) the human rights involved must be those that correspond to the capabilities that are considered basic by a given society; and (ii) inadequate command over economic resources must play a role in the causal chain leading to the non-fulfillment of human rights. Furthermore, there are three different ways in which human rights can be relevant to poverty: constitutive relevance, instrumental relevance, and constraint-based relevance.

This study aims to explore the extent of Islamization in Bangladesh during the tenure of democratically elected leaders Sheikh Hasina and Khaleda Zia. The objective is to analyze the state of democratic governance in Bangladesh from a religious perspective, focusing specifically on Islamic political epistemology. It begins by defining Islamic Political Epistemology and its significance in acknowledging Islam’s role in democratic power. This qualitative descriptive analysis examines recent research papers from highly ranked resources such as Scopus. It is important to note that specific methods can strengthen strategies for enforcing electoral decrees, improve credentials for arbitration through sovereignty within the dominion branch, and increase national participation in political acts and society through Islamic Political Epistemology. Sheikh Hasina’s new regime has achieved significant progress in implementing Islamic development in bureaucracy and regulations. Qawmi Madrasah has contributed significantly to Islamic Education in Bangladesh, and the current government recognizes their educational certificates. The salaries of teachers and Imams at Government Madrasah-e-Alia have been increased, which is a significant policy change. The study revealed that Khaleda Zia’s government could have succeeded despite its alliance with Islamic political parties. Having a coalition with Islamic political parties does not necessarily mean that the country’s political ideology is institutionalized in an Islamic way. Opposite, Bangladesh’s government, with partial financing from Saudi Arabia, is constructing 560 mosques that will also serve as artistic centres to promote Islamic epistemology and combat extremism. However, this government operates under a one-party system with the Awami League party, led by Sheikh Hasina, idolizing Sheikh Mujibur Rahman.

The declining trend of Tabalong Regency’s economic growth in recent years adversely affected the poverty rate. Further, the recent energy subsidy policy applied by the Indonesian Government has pushed the subsidy’s budget down for some energy goods. Therefore, there should be an awareness regarding the current energy policy and the impact on the poverty particularly in Tabalong Regency. This paper investigates the demand system for the three main energy goods; premium fuel, electricity, and Liquid Petroleum Gas (LPG) in Tabalong Regency of the South Kalimantan Province. Although the same method was previously used on the different topics, this paper uniquely utilizes the combined Linear Approximation and Quadratic Almost-Ideal Demand System on the particular energy policy topic. This paper utilizes the National Social Economics Survey conducted by BPS-Statistics of Tabalong Regency in 2016. The results show that the income elasticity of demand for the top 60% and the bottom 40% of the income groups were positive; however, slight differences could be seen. For the top 60% of the income group, the income elasticities of demand were 0.97, 1.02, and 1.08 for premium fuel, electricity, and LPG respectively. On the other hand, the bottom 40% of the income group had 0.99, 1.07, and 0.91 of income elasticity of demand for premium, electricity, and LPG. The price elasticity of demand for both income groups had negative signs, which is agreeing with the theoretical demand function. These results indicate that the current energy policy should continue with securing the poor households from the possible effect.

This paper aims to discuss problematizations of discretion issue in the Administration Law 2014. Discretion is one of some discussed issues in the Administration Law which provides a legal guidance for bureaucrats to conduct their jobs. Drawing on Bacchi’s WPR (What is problem represented to be?) approach to policy analysis, this paper interrogates what ‘problem(s)’ is (are) produced in the policy document, what presuppositions are used as arguments to support the ‘problems’, what left as unproblematic issue that is absence in the policy problematizations, and what effects are produced by the ‘problem’ representation. The paper finds out that rules and procedures are the key concepts which assumed as policy ‘problems’ related to discretion issue. Neglecting the certain rules and procedures will be considered as doing illegal action. Only public managers have the discretionary power or managerial discretion, but in a limited room, because of upper manager’s intervention. However, this discretion policy remains an inefficient and rigid process in facing certain situation because, in exercising discretion, they have to obey certain rules and procedures. In addition, staffs do not have discretionary authority within their jobs although they might also face some certain situation which needs to make decisions.

Tata kelola hutan dalam bingkai Otonomi Khusus di Papua belum meningkatkan kesejahteraan masyarakat Papua, terutama masyarakat adat. Alih fungsi hutan adat menjadi perkebunan monokultur menjadi masalah utama penyebab deforestasi di Tanah Papua. Dalam struktur patrilineal dan budaya patriarki yang melekat di Papua, perempuan yang hanya mendapat hak kelola hutan akan merasakan dampak lebih berat dari laki-laki. P Di sisi lain kaum muda di Papua sebagai aktor kunci dalam proses perubahan ekonomi dan sosial di Papua, belum banyak dieksplorasi dari segi aspirasi dan perannya dalam tata Kelola hutan. Artikel ini menelusuri berbagai literatur akademik dan laporan kerja lembaga yang menaruh perhatian pada tata kelola hutan di Tanah Papua dengan lensa ekologi politik feminis berfokus pada situasi gender, generasi, dan kaum muda, deforestasi dan tata kelola hutan di Papua. Paper ini menemukan bahwa perempuan adat dan kaum muda sebagai bagian dari masyarakat adat masih sering tidak dianggap dan tereksklusi dari ruang-ruang diskusi yang menentukan masa depan tata kelola hutan di Tanah Papua. Otonomi Khusus sebagai penghormatan, pengakuan dan perlindungan terhadap masyarakat Papua, ke depan diharapkan dapat menjadi jalan mengatasi ketidakadilan dan ketidaksetaraan dalam pengelolaan sumber daya alam yang dialami masyarakat di Tanah Papua.

Abstrak Tulisan ini bertujuan untuk memahami konsep dan pelaksanaan PNPM Mandiri Perdesaan dalam penanggulangan kemiskinan sebagai model pembangunan di Indonesia. Kondisi ini memerlukan solusi yang terintegrasi terkait pola adhoc yang ada di PNPM Mandiri Perdesaan, sehingga berbicara sustainabilitas aakan menjadi sulit jika tidak disusun formula yang tepat. Tulisan ini juga mengkaji beberapa hal yang terjadi mulai dari sejarah program-program penanggulangan kemiskinan di Indonesia, sampai munculnya prioritas program nasional dibawah PNPM Mandiri (Perdesaan dan Perkotaan). Hal lain yang dikaji dalam tulisan ini adalah capaian yang selama ini diperoleh dalam pelaksanaan PNPM Mandiri Perdesaan. Akan tetapi keberhasilan pelaksanaan PNPM Mandiri Perdesaan, agar dapat dilanjutkan maka perlu diperbaiki baik dari kelembagaan/struktur masyarakat; prosedur yang ada, maupun budaya yang ada di PNPM Mandiri Perdesaan. Perbaikan itu merupakan upaya untuk menyempurnakan program pemberdayaan masyarakat dengan pendekatan partisipatif. Abstract This paper aims to understand the concept and implementation of PNPM Rural poverty reduction as a model of development in Indonesia. This condition requires a solution that integrates existing adhoc related patterns in PNPM Rural, so that sustainability will be difficult if not prepared right formula. This paper also examines some of the things that occurred starting from the history of poverty alleviation programs in Indonesia, until the emergence of a national program priorities under the PNPM Mandiri (Rural and Urban). Another thing that is studied in this paper is the achievements that have been obtained in the implementation of PNPM Rural. However, the successful implementation of PNPM Rural, in order to continue it needs to be improved both from the institutional /community structures existing procedures, and culture in PNPM. Improvements was an attempt to enhance community development program with a participatory approach.

This study is based on the premise that regional growth is a product of public policy, as the government attempts to solve public problems. Within the framework of rationality, then the expansion policy should be the result of rational choice, including the selection of alternatives for the achievement of objectives, contain a fundamental value and appropriate to achieve the end result (outcome) is desired. The purpose of this paper is: to describe the process of policy-making division and rationality that are used to describe the actors in the division policy. The method used is qualitative. This paper raised the research findings that the process of defining the division policy, not the solutif effort the problem for substantive society and rationality that are used in the determination of policy, dominated model of rationality dustbin, as a structural response to the interests of elite (political), transactional, not a system response (legislative and executive) to address the factual issues relating to the welfare of society.

The quality of audit opinion results of local government financial statements in 2015 – 2020 has increased. Still, non-compliance with laws and corruption cases has increased, indicating that the implementation of Good Government Governance (GGG) has not gone well. This paper provides empirical evidence of the role of human development in realizing GGG and its effect on the performance of local governments in Indonesia. The research was designed as associative quantitative research, an organizational unit of analysis. The total population is the regency and city government in Indonesia, as many as 514 local governments, and the sampling technique is purposive sampling. The qualified samples were 268 local governments, with data observed from 2018 to 2020, or 3 years, so the number was 804. The data was sourced from the Regional Government Implementation Performance Evaluation report. The GGG variables were measured using indices and local government performance variables use scores. The main analysis uses SEM PLS and additional analysis with panel regression. The results showed that GGG had a significant effect on the performance of local governments. Novelty, the dimension of human development can strengthen the GGG variable so that its influence on the performance of local governments is even greater. This research has theoretical, managerial, policy, and practical implications. In addition, the completeness of the research data, which is still lacking in information, is a limitation of this study. Furthermore, recommendations for local governments so that human development receives special attention to increasing competitiveness by increasing the allocation of labor budgets.

The problem of poverty still exists today, and economic disparities are still found in districts/cities in Indonesia. The government has taken various ways to alleviate the problem of poverty, one of which is by distributing village funds to all corners of the country. Based on the data availability in Buku Saku Dana Desa and Buku Pintar Dana Desa published by the Ministry of Finance, Village income from 2015 to 2017 tends to increase. Meanwhile, the number of poor individuals throughout Indonesia between 2016 and 2017 has decreased. This paper attempts to examine whether or not Village Income, such as Village Funds, Revenue Sharing Taxes and Levies, Village Fund Allocations, and Village Original Income, as well as the GRDP (Gross Regional Domestic Product), affect the incidence of District/City poverty in Indonesia. This study uses secondary data from Statistics Indonesia for two years, consisting of 407 districts/cities in Indonesia each year. The regression analysis with static panel data using a double log model is the data analysis technique used in this article. The results show that Village Income and GRDP have an effect on poverty in districts/cities in Indonesia, with values of -0.0004 for Village Funds, 0.003 for Revenue Sharing Taxes and Levies, -0.026 for Village Fund Allocation, 0.002 for Village Original Income, and -0.197 for Gross Regional Domestic Product. We advise the government to increase village fund transfers, village fund allocation, and GRDP to lower poverty levels.

The literature regarding the correlation of central government spending on performance accountability and the benefits of BSC implementation on the government’s performance reporting practices are rarely discussed, especially in developing countries. Consequently, this paper aims to examine the effects of expenditure budget and BSC implementation on the Indonesian central government’s performance accountability. This research employs panel data analysis using secondary data from the central government’s assessment. The findings confirm that central government expenditure and BSC implementation significantly and positively affect performance accountability. Specifically, ministries/agencies working in financial services have higher performance accountability than ministries/agencies in politics, laws, and security affairs. Additionally, the results show that the better the education level of employees, the better performance accountability. By determining the factors that positively influence performance accountability, the central government can formulate specific policies to improve its performance.

The use of information technology cannot be escaped from everyday life in society. In the context of improving the public sector, the government is required to improve performance, responsibility, and public trust and focus more on providing better services by revitalizing public administration by increasing transparency and prioritizing service quality. The Bureau of Personnel uses the “SIMPEG” application in the form of digitizing the public sector which is considered an extraordinary opportunity to create public value. This research is focused on the approach of the SIMPEG pre and post-mobile SSO. The method adopted by this study was mixed methods. The implementation of SIMPEG mobile SSO at the Ministry of Home Affairs has fulfilled the three aspects of the public values ​​stated by Moore, namely legitimacy and support, operational capabilities, and public value. However, based on the findings within the field, some things are still not appropriate. For example, there is still the use of paper-based administration, so that the mobile SSO service has not been optimized. Based on the dimensions of system quality, information quality, and service quality, SIMPEG based on web-based are categorized as quite sustainable, whereas after using SIMPEG mobile SSO application was classified as very sustainable. When viewed from the results of stress and RSQ values, it can be said that the results of the MDS in this study describe a good model and can represent the problems being discussed and conclude that only SIMPEG mobile SSO application is recommended for sustainability.

Researchers' interest in studying the quality of democracy in Indonesia has been developed since the reform era. Although there was a pessimistic view on Indonesian democracy's achievement, the quality of Indonesian democracy has experienced significant development in a proper political perspective. The dynamics of the first wave of regional head elections in 2015 feature the face of Indonesian democracy nationally. Democratization at the national level is awakened by strengthening democracy at the local level. This paper aims to determine the impact of the Direct Regional Head Election (Pemilihan Langung Kepala Daerah - Pilkada) concurrent in Central Sulawesi to achieve Indonesia's democratic consolidation. This research was conducted by a qualitative method with a descriptive-analytical approach that explained, described, and analyzed the implementation of the election of Governors and Deputy Governors of Central Sulawesi in 2015 to achieve democratic consolidation. The results showed that simultaneous elections have achieved strengthening democratic consolidation. This condition is seen in several aspects. Namely the development of a free civil society, the development of an open political society; the right rule of law; government effectiveness; and democratic culture development.

Political pragmatics has become its dynamic in Local Elections. The existence of incumbent power and uneven coalition formation of parties in the election can directly reduce or eliminate the opportunity for other political parties to participate in the election. In addition to these problems, so far, candidates' nomination by political parties turns out to pay more attention to the incumbent electability or popularity of the candidates to be carried by them and without assuming to party ideology. This certainly makes the power imbalance so that candidates from political parties or coalitions of other political parties are reluctant to compete. Political parties hold a coalition to carry out the candidates for various reasons. This research article will explain political parties' pragmatics in forming a coalition and carrying a pair of candidates that gave rise to a single candidate's phenomenon. The research article begins with collecting data through a literature study and is supported by the General Elections Commission's data. To answer this phenomenon, the writer analyzes the documentation as long as the Local Elections is held simultaneously. The concept of political pragmatism is expected to explain these phenomena. This paper concludes that the pragmatic methods used by political parties in determining coalitions and candidates in the Regional Head Election are because the purpose of political parties to participate in the contestation is only a victory to gain power.

Human resources have a pivotal role in a country because it determines the growth and development of an economy. In economic terms, factor of production can be defined as labor, land, and capital, thereforethe quality of human resources does matter to determine the growth and development in a country. Since ASEAN Economic Community has already started in 2015 and it put forward competitive conditions among countries, human development has been attracting a lot of interest. Furthermore, poverty is also considered as an interesting topic in Indonesia because it has been 74 years after Indonesian independence, and poverty is still a difficult problem to alleviate. In 2016, Indonesia is recorded as having the second largest number of poor people in ASEAN. Various programs have been implemented by the regional governments including fiscal decentralization. This paper aims to find the impact of fiscal decentralization on welfare. In this article, we focused on human development and poverty to reflect welfare. We use regional government expenditure, regional government revenue, and balancing funds to measure fiscal decentralization in selected provinces in Indonesia-West Java, Central Java, East Java, Special Capital Region of Jakarta, Special Region of Yogyakarta, and Banten. We found decentralization policy statistically significant affects human development and poverty alleviation. Hence, this information can be used to develop targeted interventions aimed on increasing the regional government revenue and reducing unnecessary regional government expenditure to escalate fiscal space. The fiscal space can be used to fund programs that encourage human development and poverty alleviation.

This research is motivated by the SATRIA CSR (Corporate Social Responsibility) Forum in Banyumas Regency which involves various parties such as local governments, companies, academics, NGOs, and mass media that collaborate in supporting regional development through CSR. Therefore, this paper aims to describe in-depth the governance of the SATRIA CSR Forum in Banyumas Regency in the perspective of collaborative governance. This research uses a qualitative method with a phenomenological approach. The research location was in Banyumas Regency, with the target of the research consisting of government elements, private elements, mass media elements, NGOs, the community, and academics. The selection of informants was carried out using purposive sampling and snowball sampling techniques. The data analysis method used is the interactive analysis. The results found that the existence of internal and external dialogue was good initial progress in the governance of the SATRIA CSR Forum. Even so, there are still some aspects of CSR Forum governance that have not been maximized, such as stakeholder's commitment and the business community's understanding of CSR regulations. Therefore, efforts are needed to get the business community involved in the SATRIA CSR Forum. In this case, the role of local government is one of the keys for the business world to be involved, including by providing understanding to the business community regarding CSR regulations. The results of this study contribute to an understanding of the implementation of collaborative approaches in the context of CSR programs at the local level.

One of the efforts to achieve local democracy is through the participation of independent candidates in the Direct General Election in the region. The presence of independent candidates in the Direct General Election gives a great hope to change the political structure of the shackles of the old forces. This paper aims to discuss the implication of regional heads coming from independent candidates on the effectiveness of local governance and the implementation of substantive democracy in the region. The method used is a qualitative approach using descriptive research method. The data collection is done through literature approach. Processing data uses Milles and Huberman interactive models, which includes data reduction, data presentation, and conclusion. The study concluded three things: First, the presence of independent candidates in the Direct General Election gives the opportunities to achieve local democracy that is getting bigger, Second, Regional Heads elected from independent candidates face the challenges of the ineffectiveness of regional government, and Third, within certain limits, the power of elected regional heads from independent lane leads to the realization of democracy that is not substantial.

The need for Kerosene is very high. When energy crisis hit Indonesia, it caused the scarcity and soaring prices of kerosene. Hence, finding alternative energy sources is needed, especially a renewable energy to households. One is which is Biogas energy. Biogas is an energy that uses simple technology, which uses raw materials of animal waste. Many rural communities do not know about it, so it requires a pioneer, called the local initiator. The local initiator is an agent of change that comes from the local community, who has the initiative to make changes and become a guide passage of the change process in an organization or community, in order to achieve the expected goals. Local initiator becomes an important factor in the success of biogas innovation adoption. Biogas is used for household needs such as cooking, water heating, and lighting. Biogas program has been reinforced by Presidential Decree No 5 of 2006, Minister of ESDM Regulation (Permen ESDM) No 3 of 2013, Permen ESDM No 10 of 2015, and Minister of Rural Affairs Regulation (Permen Desa) No 5 of 2015. This paper aims to examine the role of a local initiator as an agent of change and the most dominant factors in the successful adoption of biogas for the needs of rural households. This study uses a qualitative method by using a case study approach and conducting a descriptive analysis. The focus of the data analysis is only performed on the local initiator in the successful adoption of biogas in Haurngombong village in West Java and Pandua-North Lombok, NTB. The result of the study shows that the successful adoption of biogas in Haurngombong Village and Pandua Village is strongly influenced by the local initiator. The local initiator success is not determined by the position, age, and gender, but is determined by the experience in the use of biogas, biogas sector knowledge, dissemination strategies, and communication among stakeholders of biogas program. The key to the success of local initiators in the adoption of biogas innovation lies in good communication with the public.

Indonesia has been practicing both symmetric and asymmetric decentralization for decades. This study believes that asymmetric decentralization should not only for those five provinces (Jakarta, Yogyakarta, Aceh, Papua and West Papua). If political considerations and the effectiveness and efficiency of government, asymmetric decentralization becomes a necessary choice for many other regions in Indonesia. This includes autonomous regions characterized by islands (archipelagic regions). Hence, this paper will discuss a number of reasons why archipelagic regions also need asymmetrical arrangements. How to make such arrangements functional? What potential challenges might be encountered? This study employs qualitative approach with theory-driven type. Operationally, this study is sustained by a series of Focus Group Discussion (FGD) and documentary method. Aiming at strengthening the capacity of the government for more effective governance and development process, the uniqueness and various specific problems faced by archipelagic regions become the main reasons for applying asymmetric decentralization. Proposing a separate policy provides an effective strategy for certainty and functional de jure and de facto asymmetry arrangements. Handling various existing problems which could weaken the capacity to carry out asymmetric decentralization policy would be the most appropriate strategy to make the policy facilitates its potential benefits.

Research and development center (here refers to as Puslitbang) of the Supreme Court has an important role in the development process of law and justice in Indonesia. Puslitbang must be able to support the Supreme Court’s vision to create a great judicial firm. However, activities of Puslitbang of the Supreme Court are still limited to the implementation of research and review of certain topics. Whereas, Puslitbang has so many assignments beside doing research and review, which is described in Chief of the Supreme Court Decree Number: 140/KMA, SK/X/2008 on Guidance for Management and Implementation of Research, Development, Education, and Training. The other assignment of Puslitbang include: feasibility of the policy plan and carry out activities in developing models/legal and judicial products. So, it can be said that Puslitbang has not performed its full functions as described in Chief of the Supreme Court Decree Number: 140/KMA, SK/X/2008. The purpose of this study is to determine the strategy to improve the functions of Puslitbang of Supreme Court. This paper used descriptive-quantitative research with Quantitative Strategic Planning Matrix (QSPM) method. The first step of this method is determining the internal and external factors affecting the management of Puslitbang and then analyzing them using SWOT and QSPM. The results show that the strategy that obtains the highest score is organizing discussion forums with external and internal institutions. On the other hand, the strategy which obtains the lowest score is the leader’s role in determining policy by considering the needs of Puslitbang. The conclusion of this research is the QSPM method provides 4 best strategies for enhancing the function of Puslitbang. The strategies are: creating a discussion forum with internal and external institutions, budget flexibility, developing Puslitbang Human Resources, and preparing activities in accordance with the capacity of puslitbang resources.

This paper discusses current Indonesia’s local government accountability system which has undergone fundamental change since the reform era. Through a number of regulations, local governments now have to submit reports which include LPPD, LKPj, ILPPD, and LKPD. In line with what have been constructed by many experts, from normative perspective, those reports have the potential to facilitate a sound local government financial management and in turn, make them more accountable. Has current Indonesia’s local government accountability system been effectively implemented? Have these accountability mechanisms delivered their potential benefits as promised and constructed by many experts? In order to critically answer the questions, this study employs qualitative method with theory-driven approach. The data is mainly obtained through conducting meta-analysis through critically reviewing relevant sources or documents. Analysis goes from data reduction, to data organization and to interpretation. Research findings show that Indonesia’s existing local government accountability system has not been effectively implemented and brought all the potential benefits as calculated in both theoretical realm of accountability as well as constructed Indonesian government regulations. The findings of the study are particularly valuable in terms of filling the void on the analysis and information of current practice of local government accountability system in Indonesia’s reform era which have been marred by a number of problems, irregular and incomplete reporting, the absence of enforceability, limited capacity of local governments to produce appropriate reports, corruptive behavior of the auditors, and limited public participation.

Although its issue could be addressed from of various perspectives over the years, poverty is the object of the government’s policy programs to be alleviated since the Indonesian independence. With the advancement of technology and science in the recent decades, the availability and the completeness of poverty data in Indonesia getting better. In fact, the policy-makers can assess the effectivity of their public-oriented programs easier by effectively utilizing the complete and up-to-date poverty data. However, in various approaches to poverty measurement, the Indonesian poverty data should be accompanied by another approach. This paper aims to evaluate the change of welfare of particular region over a period of several years by using the stochastic dominance method. This method also incorporates the price level impact into its poverty assessment through the extrapolated CPIs. To conduct the measurement, the National Socioeconomic Survey of Tabalong regency data, as well as the Tanjung city’s inflation in the period from 2013 to 2017, are employed. The results indicate that the welfare in 2017 is better than in 2013 since the distribution in 2017 stochastically dominates the distribution in 2013 at the first and second order at any possible level of poverty lines. Therefore, this result could also be the additional input for the poverty alleviation’s evaluation in order to provide a solid conclusion about the welfare changes.

Problems government service conducted by government officials at this time have not met the expectations of society. It can be seen from the public complaints submitted through the mass media and social networks, so as to adversely affect government authority, which give rise to public mistrust. The purpose of this paper is to discuss the concepts and ideas related to the satisfaction of the public, public service, and a comprehensive measurement method. The most important thing to do is to survey people's satisfaction with the implementation of public services in a sustainable manner as a basis for public service innovation possible replication. Improvement of public services is the most basic repairs apparatus public servant recruitment system.

Regional autonomy demands a creative and innovative local government. This paper sees the creativity of local government in preparing the roadmap. Basically, the readiness of local government in preparing SIDa roadmap is the overall condition of local government to understand the potential of the area in determining thematic roadmap. Some things that should be prepared by the local government is to prepare the regulation and mapping of SIDa personnel. Through this study, it comprehensively describes the stages that must be taken into account by the stakeholders in the region. The method used the explorative descriptive method. The results of the study are identified (1) Local Government readiness in preparing the SIDa roadmap by preparing the legal basis, coordinating with R & D institutions, integrating provincial and district/city programs, and preparing SIDa documents, (2) Elements prepared by the Provincial Government: Establishing TEAM Coordination Province, Identification of potency of local superior commodity, human resource identification, feasibility test, and identification of innovation of regency / city, (3) obstacles encountered in preparing SIDa roadmap are: still strong sectoral ego coordination team of province especially university and low commitment of local government Districts/municipalities in the implementation of innovation, the absence of SIDa actors in the implementation level of private sector/business world, budget allocation for innovation at various SKPD, and implementation of coordination team not yet run properly.

Jakarta is one of the areas with high urbanization number and its impacts, so it requires Local Government to control the urbanization to minimize its negative impacts. On the other hand, the rights to freedom of movement and residence throughout the territory of Indonesia are guaranteed by the Law. So, this study becomes important to know how the efforts of Jakarta Provincial Government to control the urbanization as seen in human rights perspective. This study uses a qualitative approach and descriptive method. This paper argues that the urbanization control by Jakarta Local Government with orderly administration approach is not effective to control the urbanization and only created constraints of people movement and this policy violates the right to freedom movement and residence. It further suggests that the orderly administration approach should be replaced by the human rights approach in controlling the urbanization in Jakarta if it is to seek better policy.

Decentralization is expected to reduce poverty. Through fiscal decentralization, poverty may be reduced by optimizing intergovernmental grants. However, its effect on poverty is beginning to be questioned after some districts in Indonesia showed slowing performance on poverty reduction despite increasing transfer. Thus, this paper tends to investigate the linkage of intergovernmental transfer (IT) and poverty in Indonesia. By using panel data from 2005 to 2013, the linkage is tested using linear regression model. The result shows that increasing 1% of IT allocation will reduce poverty absolute by 0.12%, or 10% increase of IT will reduce poverty by 1.24%. The intergovernmental transfer also directly affects poverty gap and poverty rate. Increasing 10% of IT will reduce the poverty gap and poverty rate by 9.49% and 31.73%, respectively. Moreover, DAU (unconditional intergovernmental transfer) has a higher effect than DAK (conditional intergovernmental transfer) on poverty eradication. An increase of DAU by 1% will reduce the poverty number by 0.068%, in contrast, DAK only has 0.0418% to reduce poverty. However, as the difference is relatively small, the effectiveness of DAU on poverty is not consistent with the decentralization theory. Unconditional grant must have a significant difference than conditional grant on poverty. It may indicate that the DAU has been spent ineffectively and inefficiently. It may also indicate that it has been spent on not pro-poor policies. Thus, fiscal decentralization in Indonesia needs to be reevaluated in order to support poverty alleviation program.

Java is the biggest rice supplier with the largest paddy field compared to other islands in Indonesia. On the other side, economic growth needs more and more land for infrastructure growth. It was suggested that the growth would convert paddy field in Java to non-agriculture use. This paper reports the growth of land conversion, especially from paddy field to other utilization, in Java Island using panel data (provincial data 1995-2013). The data then treated as the dependent variable in the regression analysis for determining the factors that are significantly influential. The relative strengths of the influential factors are then compared using the concept of elasticity. It is found that farmers term of trade and GDP of manufacturing industries sectors significantly influence the land conversion. Meanwhile, the size of the population and the size of medium and large companies of manufacturing industries do not significantly influence the land conversion.

Competence cooperation of emphasis on the role of each member of a group that is mutually synergize, in completing an errand or process of an activity. The purpose of this paper is to examine the patternsof cooperation in improving the quality of products competitiveness, inhibiting factors, and how the efforts made in enhancing ballitas cooperation. Pengukuran kinerja dengan pendekatan Balanced Scorecard tidak terbatas digunakan pada organisasi swasta melainkan juga bisa diterapkan pada organisasi sektor publik. Tulisan ini menguraikan tentang perlunya Balanced Scorecard untuk organisasi pemerintah dan peluangnya apabila digunakan di Badan Penelitian dan Pengembangan (BPP) Kementerian Dalam Negeri (Kemendagri) berdasarkan beberapa analisis dan hasil penelitian yang pernah dilakukan. Balance Scorecard to guide the management and members of the organization in translating the vision,mission and strategy of the organization into the real action. In the Balanced Scorecard performance measurement viewed from four perspectives, namely Customer and Stakeholder Perspective, Financial Perspective, Employees and Organization Capacity Perspective and Bussiness Internal Process Perspective. Tulisan ini bertujuan untuk memberikan gagasan baru mengenai sosok kepemimpinan tahun 2014. Wacana yang muncul saat ini hanya terkesan bagi-bagi kekuasaan antara satu partai dan partai lainya dalam satu koalisi, sementara perdebatan tentang cita-cita nasional masih menempati ruang-ruang sempit. Pertarungan gagasan-gagasan besar seharusnya yang harus dijadikan budaya politik dalam setiap kegiatan politik seperti pemilu. Sehingga kesan pemilu hanya kepentingan segelintir orang yang mengakibatkan merebaknya apatisme politik dalam bentuk golongan putih dapat dihindari dan berubah menjadi partisipasi politik. This paper aims to provide new ideas about leadership figure in 2014. The discourse that emerged today only seem to divide power between the parties and other parties in a coalition, while the debate about national ideals still occupy cramped spaces. The fight should have great ideas that should be a political culture in any political events such as elections. So the impression only the interests of the few elections that resulted in widespread political apathy in the form of white group can be avoided and turned into political participation.

Penelitian ini bertujuan memberikan penjelasan pertarungan politik lokal berbasiskan perspektif politik etnis dan agama sebagaimana dikemukakan Clifford Geertz. Dengan demikian pembahasan pada tulisan ini berkisar pada terjadinya pertarungan, perebutan, klaim dan reproduksi identitas etnis dan agama dalam dinamika politik lokal sebagai bagian dari apa yang saya sebut sebagai involusi pemekaran. Kajian ini hendak menjawab pertanyaan dan menjelaskan masalah-masalah yang berkaitan dengan permasalahan pemekaran yang terjadi di Ternate, Maluku Utara, sebagai sebuah daerah pemekaran. Pertanyaan yang hendak dijawab adalah bagaimana pengaruh etnisitas dalam konflik pemekaran, bagaimana peran elit-elit agama dan elit politik dalam konflik pemekaran yang telah terjadi selama sebelas tahun, sejak tahun 2001-2012. Untuk menjawab pertanyaan diatas, kajian ini mendasarkan pada wawancara mendalam kepada tokoh masyarakat, tokoh agama, aktivis perempuan, politisi, akademisi, dan birokrat di Daerah Maluku Utara. Data yang diperoleh dianalisis menggunakan analisis kualititif eksplanatif, sehingga tergambar kaitan antar faktor dalam konflik pemekaran. This study aims to provide an explanation based on local political battles ethnic and religious politics perspective as expressed Clifford Geertz. Thus, the discussion in this paper revolves around the fight, the struggle, claims and reproduction of ethnic identity and religion in the dynamics of local politics as part of what I refer to as involution division. This study is going to answer questions and clarify issues relating to the problems of expansion that occurred in Ternate, North Maluku, as an area of expansion. The question being answered is how the expansion of ethnicity in conflict, the role of religious elites and political elites in conflict expansion that has occurred over the last eleven years, since 2001-2012. To answer these questions, the study was based on in-depth interviews community leaders, religious leaders, women activists, politicians, academics, and bureaucrats in the regions of North Maluku. The data obtained were analyzed using analysis kualititif explanative thus illustrated the link between the expansion factor in the conflict.

Abstrak Indonesia masih belum ditekuni secara serius di negara ini. Padahal salah satu alternatif jalan keluar dari berbagai macam keterpurukan yang tengah dihadapi bangsa ini ditawarkan melalui pembenahan yang menyeluruh pada konteks administrasi publik. Partai Politik sudah banyak berpartisipasi dalam kancah pengambilan keputusan. Kita juga dapat melihat bagaimana kualifikasi orang yang duduk di kursi kementrian adalah orang-orang yang memiliki reputasi yang baik. Namun pertanyaannya,mengapa perubahan yang diharapkan tidak kunjung berwujud di negara kita? Mengapa varian masalah publik justru semakin berkembang dan bertambah kompleks? Pertanyaan-pertanyaan ini seharusnya segera disadari oleh kita bersama bahwa tanpa reformasi administrasi publik akan sangat sulit mewujudkan perubahan kondisi masyarakat ke arah yang lebih paripurna. Sebaik-baiknya desain kebijakan tanpa didukung aktor implementator yang kompeten dan sistem administrasi publik yang tertata secara sistematik maka hasilnya hanyalah sebatas idealisme di atas kertas. Abstract Until today, the study of public administration in Indonesia still not elaborated seriously. Besides alternative solution of the complex problem in Indonesia is the holistic reformation of public administration. Political party is already participated in the arenas of decision making. We also recognize that several people who become the head of the ministry had a good reputation. But the question is, why the expected change in Indonesia still not happened? Why the variations of public problem become increased and more complex? These questions should be realized by us that without public administration reform it will be hard to actualize the change of our society to the right direction. If good design of policy not supported by competent administrator and systematic management of public administration system so the result is only idealism on paper.

Abstrak Dampak gerakan reformasi tahun 1998 yang cukup besar terhadap pola organisasi pemerintah adalah dilaksanakannya desentralisasi. Desentralisasi merupakan teknik manajemen yang mencoba meningkatkan ukuran-ukuran kinerja kelembagaan seperti efektvitas dan efesiensi dalam bentuk pendelegasian kewenangan dari pemerintah pusat kepada pemerintah daerah. Namun, faktanya semenjak kebijakan desentralisasi dilaksanakan pada tahun 2001, banyak problem yang belum terselesaikan. Sehingga jalannya desentralisasi belum mencapai paripurna yang diharapkan. Tulisan ini mencoba memaparkan perjalanan implementasi kebijakan desentralisasi di Indonesia serta bagaimana problem yang terjadi di dalamnya. Abstract The impact of the reform movement in 1998 which is quite large on the pattern of government organizations is the implementation of decentralization. Decentralization is a management technique that tries improve institutional performance measures such as efektvitas and efficiency in the form of delegation of authority from central to local government. However, the fact that since decentralization policy implemented in 2001, many unresolved problems. So that the course of decentralization has not reached the expected complete. This paper attempts to describe the journey implementation of decentralization policies in Indonesia and how the problems that occur in it.
