Twelve qualitative case studies in German and Canadian hospitals and IT companies were used in this mixed-methods study analysing the labour market outcomes of immigrants. The reported case studies investigate the immigrants' recognition, integration process and the usability of foreign qualifications, skills and work experiences in the labour market. Furthermore, the strategies and rationales of employers and employees within the recruiting process are analysed. Here, the focus lies on the transferability and obstacles of cultural and social capital across country borders as well as the relevant framework conditions. This paper refers to Bourdieu's approach towards different types of capital as well as the rational choice theory. The results demonstrate that immigrants in both countries face more obstacles accessing the labour market within the health sector than within the IT sector. The context of the recruiting situation strongly affects the strategies and behaviour of the employers or the recruiters. Within these sector- and country-specific confines, individual factors determine the immigrants' labour market success. Referring to historical debates and theories on vocational education and training (VET) since the 19th century and developments up to the present day, this paper considers the cultural conditions that were relevant for the emergence and legitimisation of vocational education and training and, in particular, the dual principle of apprenticeships in Germany and Switzerland. With reference to the theories of German Vocational Education Theory that emerged at the beginning of the 20th century and the concept of vocation (Beruf), i.e. the merging of occupation-based work and education, as it was propagated in particular by Georg Kerschensteiner, the development and establishment of dual vocational training in Germany and Switzerland is reconstructed, in line with what became the institutional framework of apprenticeships in the two countries. It is above all the focus on education in schools through Bildung as a pedagogical concept reaching beyond what may technically be associated with skill formation for jobs, but also the understanding that VET should be given a reliable institutional framework, that were crucial for the emergence and establishment of the modern VET system in both countries. This paper analyses the effect of a secondary job on the intention to quit an apprenticeship in Germany. For the empirical approach, the representative German, firm-level study 'BIBB Survey Vocational Training from the Trainees Point of View 2008' conducted by the Federal Institute for Vocational Education and Training (BIBB) is used. In this study, 5901 apprentices were interviewed during their second year of apprenticeship. To date, literature on early contract cancellation in Vocational Education and Training uses income itself as a determinant, but neglects the consequences of low income during apprenticeship, such as the need for a secondary job and possible secondary-job-related burdens. The probit regressions show a higher intention to quit if apprentices require a secondary job to cover their living costs. [ABSTRACT FROM AUTHOR]

Strong societal requirements and consumer acceptance are the driving force of nanotechnology development. The necessity for qualified experts and strong demand on education in the multi-, trans- and interdisciplinary field of nanotechnology is a logical consequence of this driving force. There is the need for a comprehensive national skill-needs-identification study as a first step towards developing the appropriate workforce and to prevent any skill gap or shortage. This paper provides an analytical overview of skill needs and human resources development for the emerging fields of nanotechnology and gives recommendations for further research. Emphasis is placed on the role of vocational educational training (VET) in skill development for nanotechnology. Evidence review and secondary analysis of the literature are used as the methodological approach. The paper arises from my PhD thesis on the learner biographies of retail and motor vehicle maintenance apprentices in Germany and England which explores the interrelationship of social structures and individual agency in identity formation over time and in particular learning environments. The paper reports initial findings, focusing largely on the English case study of motor vehicle apprentices. It challenges common assumptions of young people in vocational education in England as second-chance learners being socialised into pursuing low-status occupations and invites reflection on the particular model of apprenticeship in England and its role in shaping young people's identity. The topic of the present paper is how successful young people from a migration background in Germany are in making the transition to initial vocational education and training (VET). Particular emphasis is placed on interactions with social origin and gender. The analyses are based on the 2011 BIBB Transitional Study, a representative survey of over 5000 young people living in Germany from the birth cohorts between 1987 and 1993. It is revealed that a migration background exerts a negative effect on the chances of progressing to company-based or fully qualifying training. For a successful transition to VET the school-leaving qualification achieved is very important and migrants often achieve only lower school-leaving qualifications. Interaction effects occur between migration background, social origin and gender. The transition chances of young migrants are, however, also worse when a multitude of relevant factors are controlled for. A striking number of young people in Germany with the Abitur – the qualification required for entry to higher education – do not, in fact, go on to university immediately after leaving school but opt first to do an apprenticeship. This phenomenon, where general and vocational curricula are taught independently and separately, is known as the ‘additive double qualification pathway’ and represents an extreme type of hybrid qualification. This paper considers a range of individual influences in an attempt to obtain a holistic view of the possible motives of those who opt for this pathway. The study focuses on apprentices with the Abitur who were surveyed as they were about to complete their vocational training and were on the point of moving on to a university or university of applied sciences (Fachhochschule). The research investigates four very different training occupations with relatively high proportions of Abitur holders: industrial clerk; bank clerk; optician; and motor vehicle mechatronics technician. Increasing the number of tertiary graduates has been a priority on the political agenda of the EU for some years. The focus has mainly been on academic courses though, with less emphasis on the role of vocational education and training. International educational statistics indeed show a clear increase in the number of persons completing tertiary education programmes in recent years. In overall terms, this development is referred to as ‘academisation’. The present paper provides a critical analysis and uses examples from Germany, Austria and France to show that this interpretation is neglecting two crucial facts. One is that various academic programmes in fact are combining academic with vocational learning. The other is that there are vocational programmes in the tertiary education sector that are not adequately visible in international education statistics. In Germany, social background has a strong influence on school performance in the general educational system. Children from lower social classes have fewer opportunities to gain higher school leaving certificates. In this paper, we ask the question if social selectivity is also present in the German system of vocational education and training. Based on the data-set of the German Transition Study of the Federal Institute of Vocational Education and Training, we analyse the transition from school to vocational education and training, including also the transition to higher education. We show that the successful placement in full vocational qualification programmes leading to a recognised occupation depends strongly on the general school-leaving certificate. As regards the direct influence of social background, there is some evidence for fewer chances for young people from lower social classes but only for non-holders of a higher education entrance qualification (HEEQ). Young people from lower social classes holding a HEEQ more often choose initial vocational training instead of a higher education degree. Our results show that the strong social selectivity of the German general educational system is perpetuated in the German system of vocational education and training and determines long-run career perspectives. In this paper, we consider the issue of the under-representation of young people from minority ethnic/migrant backgrounds in apprenticeships in England and Germany. Whilst there are many studies on apprenticeships in England and Germany, few focus on under-representation or discrimination, even fewer on ethnic under-representation, and there are no comparative studies of the topic. We review the existing literature and drawing on Critical Race Theory, we argue that most studies on apprenticeships and ethnicity tend to confirm rather than challenge stereotypes of these minority groups, and to view young people as autonomous agents able to make (relatively) free choices. We argue that connections should be made between ethnic under-representation and studies of the racial segmentation of the labour market. Drawing on these studies of the labour market, we suggest, innovatively but perhaps somewhat controversially, that it is likely that racialised norms shape expectations of the worker and migrant worker, and of who fits where in the labour markets and vocational training systems. Germany's apprenticeship system is and has always been considered to be the major sub-system of VET. In this context, the debate circling around the European and German Qualifications Framework (EQF and DQR) has become one of the central issues of VET research and policy. Tasks take on a concrete shape if (a) a serious approach is adopted towards the ideas underlying the European Qualifications Framework; and (b) if consideration is given to the 'construction sites' typical for the German VET system as a whole. This paper intends to sharpen VET policy awareness for the problem of dealing with those unresolved German VET issues within the context of the development of the DQR. A comparative view includes Austria and France as two countries with diverging learning cultures in VET from the German case, but obviously with more 'European' imprints within their respective VET systems. It can be shown that there is an interrelation between the attention apprenticeships as such receive against the background of European ideas such as 'progression', 'permeability' and 'lifelong learning' (LLL), including the implementation and use of 'hybrid qualifications'. In the labour market, formal qualifications—both school and vocational or university degrees—are of increasing importance. This may be especially true in Germany, where formal qualifications are highly valued. Dropping out of vocational or university training is therefore regarded as a risk for young people in the process of entering the labour market. In the present paper, two questions are being addressed: (1) Who are the young adults who are at risk of dropping out? (2) What happens to them, i.e. do they get a chance to resume their education and if so, who is more likely to do so? Using a longitudinal perspective, both individual factors such as scholastic achievement, intelligence or motivation and structural factors pertaining to the education system are taken into account. Criteria lists of academic skills are widely used to assess the work readiness of people who are looking to enter or re-enter the apprenticeship market. These instruments represent a particular hurdle in the path to vocational training for low-skilled would-be trainees. We investigate the validity of one such list used in Germany. As different workplaces have diverse requirements, we question whether the same criteria hold for various professions. The study surveyed 538 trainees enrolled in vocational training programmes in eight different professions. Participants were asked about the requirements of their professions with respect to the minimum standards (as specified in the German Catalogue of Criteria for Apprenticeship Readiness) for work readiness. The results showed that the trainees consider the requirements during training to be lower than the minimum standards specified in the German Catalogue of Criteria for Apprenticeship Readiness and that substantial heterogeneity in requirements exists both between and within professions. We argue that criteria lists, which are also used in other countries in similar ways, should be treated with caution, as they might not be able to predict would-be trainees' readiness to successfully complete an apprenticeship programme due to enormous variability in job requirements. Adolescents' occupational expectations are relevant for occupational status attainment. In strong vocational education and training (VET) systems, such as in Germany, school leavers face the challenge of forming occupational expectations that correspond to the competitive VET market. This study investigates students' target occupations in the application process and its relation to their first training occupation. Do applicants for VET positions apply for occupations of different socioeconomic status over time? Does the status of the target occupations increasingly fit to the finally achieved training occupation? Are there differences by familial socioeconomic background? Analysis are based on longitudinal data on the application process collected from German students in lower secondary and intermediate secondary schools in one urban area. Overall, the status level of the target occupations at the beginning of the application process differs significantly according to school track, but additionally to school grades or family background. At the end of the application process, the application behaviour becomes diversified: applicants with poor school grades and of low status continue to apply for target occupations at a similar status level but at the same time apply for occupations of relative lower status. This article depicts the obstacles within the vocational education for trainees with escape and migration experience in Germany. The structure of the highly formalised vocational training system in Germany is based on the assumption of a 'normal case' of an educational biography. However, this neither applies to the often-broken educational pathways of refugees and immigrants, nor to an increasing number of young people without migration experience. Access to training is largely organised by the private sector, and so, applicants outside the classic profile are often disadvantaged both in access and in the learning processes within the training. The article focuses on the challenges of trainees with escape and migration experience in vocational schools as part of dual vocational training, and discusses the extent to which these schooling structures are inclusive or discriminating. This study explores school-to-work transitions in Germany, aiming to achieve a richer understanding of the complexity of labour market entry trajectories while focusing on transition measures. The term transition measures refers to additional training courses that complement the regular vocational education and training system of firm-based or school-based qualification routes. The contribution of supplementary training measures to the school-to-work transitions of young adults is a controversial issue. While programmes aim to ease the transitions of low-skilled youth in the training and labour market, critics point to the risks of long-term subsidised careers or fragmented employment trajectories in subsequent years. By applying sequence analysis to administrative data of the Federal Employment Agency, individual trajectories of a cohort of school leavers with an at-most intermediate school-leaving certificate are analysed for the period 2008 to 2014. The results show a complex picture of ten distinct school-to-work transition patterns. Youth passing through transition measures tend to experience a less continuous but still purposeful transition pathway. We also identify a small number of youth experiencing at-risk trajectories characterised by a highly discontinuous transition process, which points to sustained detachment from the training and labour markets. Gender segregation in vocational education and training (VET) in different occupations is observed in many European countries. This occupational gender segregation depends on – among other factors – the initial occupational aspirations of adolescents. While previous research has mainly focused on individual-level explanations and on the family context, this study investigates the influence of local VET – and labour markets – on adolescent boys' and girls' occupational aspirations. More precisely, we look at: (1) the occupational structure of local VET and labour markets and (2) competition for VET opportunities. Using data from the German National Educational Panel Study of youth in grade 9 (age 15/16), we find that boys' aspirations are oriented towards occupational opportunities in the local labour market and that they vary with competition. Girls' aspirations are less likely to be gender-typical – neither female nor male – if there is low competition. However, with higher competition, girls also orient their aspirations towards occupational opportunities. Austria, Germany and Switzerland are renowned for their extensive systems of collective vocational skill formation, which, however, have developed largely in separation from higher education. This divide has become increasingly contested as a result of a variety of socioeconomic factors that have led to an increasing demand for higher level skills. Do the three countries deal with these challenges in similar ways? The comparative analysis is based on process tracing from the 1960s to 2013 and builds on historical institutionalism as well as several dozen expert interviews with key stakeholders. A key finding is that all three countries have developed hybrid forms of work-based academic education that combine elements of vocational training and higher education. However, in Austria and Switzerland, these hybrids have been integrated into the traditional model of collective governance, whereas the German case signifies a departure from this model. Reconstructing the parallel structure of ‘dual’ and ‘school-based’ vocational routes reveals the close connection between the German vocational training system and the segmentation of the labour market by gender. The example of jobs in childcare and pre-primary education shows that the legacy of semi-professionalism in these occupations is not just rooted in the nature of training and working conditions, but complexly interlinks with the prevalence of the male breadwinner model sustained by social policy regulations and the German taxation system. In France, by contrast, the central state takes responsibility for the provision of childcare from zero to six years of age to support female labour force participation and dual-earner couples. This has also fostered professionalisation in the respective occupations. Whilst this may not necessarily induce a degendering process at the level of horizontal segregation of vocational qualifications, it facilitates gender equality in terms of vertical mobility and the professional status of women. We evaluate the effect of the Apprenticeship Bonus, an employment subsidy programme, on early apprenticeship dropout. Eligibility for the programme is restricted to school leavers who have actively looked for an apprenticeship to start immediately after leaving school, but were unsuccessful in finding one. Our analysis is based on rich survey data that were collected specifically for this study. Using this data, we describe the characteristics of school leavers who looked unsuccessfully for an apprenticeship directly after leaving school and analyse the effect of the subsidy on the probability of apprenticeship dropout. Even though the subsidy provides strong incentives to discourage dropout, we do not find significant effects of the programme. Our findings suggest that financial incentives are not effective in increasing the probability of people finishing vocational in-firm training successfully. [ABSTRACT FROM PUBLISHER]

The German and Swiss economies value skilled work highly and initial vocational education and training (IVET) has been the predominant traditional pathway into such work. However, concerns about a more ‘knowledge-based society’ and the ‘academic shift in the labour market’ are starting to undermine the status associated with those who complete IVET pathways and these former trainees also face competition from graduates from the relatively new Bachelor programmes in Switzerland and Germany. An international project investigated whether these developments pose a threat to developed IVET systems and whether companies are changing their recruitment strategies and how they rate the status of IVET. The findings from Germany and Switzerland were compared with the situation in England, the home of two-phase HE structures along with a very different tradition of vocational training. The findings from individual case studies in England, Germany and Switzerland are presented here, with the focus on the expectations of companies towards applicants with experience of IVET or Bachelor’s degrees. It has been argued that the culture and traditions of secondary schooling explicitly exclude vocational learning from the mission of secondary schools. Analyses have further highlighted the role played by vocational learning in sifting and sorting students by social background. In many continental systems, Germany, France or Italy for example, the fragmentation of the upper secondary curriculum into general and vocational tracks has been the means by which the ‘integrity’ of the academic stream has been maintained. In the Australian context, the abolition of technical schools in favour of a more comprehensive model of provision has not erased existing social inequalities. This article argues that the maintenance of the dominant academic curriculum and its associated forms of knowledge has involved a number of processes designed to exclude or accommodate different kinds of learners, to marginalise applied learning pedagogies and curricula and to ensure differentiated learning experiences for different sub-groups of young people. Drawing on views and perspectives of students and teachers in a large secondary school in an industrial provincial city of Australia, this article presents an analysis of the school-level processes which have contributed to the construction of the learner identity of students in vocational programs in Australian schools. The apprenticeship training system in Germany, where training takes place in both private companies and vocational schools, has traditionally played an outstanding role in the development of young skilled workers. However, particularly since the start of the new millennium, the chances of smooth transition from secondary school to an apprenticeship have worsened. As a consequence, there has been an intensive political and academic discussion about whether the German dual vocational training system is still in keeping with the times. In the following, we will examine whether apprenticeship training can continue to be the primary model for recruiting skilled workers. It will be shown that the insufficient number of apprenticeship places in recent years is less the result of any supposed obsolescence of this training system than of the close link between the apprenticeship system and the employment system.
