The present conference on the hydrological aspects of global climate change discusses land-surface schemes for future climate models, modeling of the land-surface boundary in climate models as a composite of independent vegetation, a land-surface hydrology parameterizaton with subgrid variability for general circulation models, and conceptual aspects of a statistical-dynamical approach to represent landscape subgrid-scale heterogeneities in atmospheric models. Attention is given to the impact of global warming on river runoff, the influence of atmospheric moisture transport on the fresh water balance of the Atlantic drainage basin, a comparison of observations and model simulations of tropospheric water vapor, and the use of weather types to disaggregate the prediction of general circulation models. Topics addressed include the potential response of an Arctic watershed during a period of global warming and the sensitivity of groundwater recharge estimates to climate variability and change.

Criticism of Schindler and Ness' (1972) multiple neutral point hypothesis, noting that there are several alternative interpretations of the distribution of magnetic field values observed by Explorer 34. It is shown that it is possible to interpret the tail magnetic field observations of Schindler and Ness without requiring neutral point encounters. On the other hand, if it is assumed that the observed field variations were due to neutral point encounters, there may be a single oscillating neutral point, or there may be multiple neutral points in time or in space.

Critical review of statements put forward by Ringwood about the origin of the moon. The composition of the lunar basalts is discussed, and it is shown that many theories for the origin of the moon can explain this composition satisfactorily. It is pointed out that the closeness of the relationship between Martian basalts and earth basalts is a matter of opinion, and that the major geochemical features that must be explained are certainly the low iron content in the moon and the depletion of volatiles. The manner in which various hypotheses of lunar origin deal with this explanation is examined.

This paper describes a radiative transfer basis of the algorithm MAIAC which performs simultaneous retrievals of atmospheric aerosol and bidirectional surface reflectance from the Moderate Resolution Imaging Spectroradiometer (MODIS). The retrievals are based on an accurate semianalytical solution for the top-of-atmosphere reflectance expressed as an explicit function of three parameters of the Ross-Thick Li-Sparse model of surface bidirectional reflectance. This solution depends on certain functions of atmospheric properties and geometry which are precomputed in the look-up table (LUT). This paper further considers correction of the LUT functions for variations of surface pressure/height and of atmospheric water vapor, which is a common task in the operational remote sensing. It introduces a new analytical method for the water vapor correction of the multiple ]scattering path radiance. It also summarizes the few basic principles that provide a high efficiency and accuracy of the LUT ]based radiative transfer for the aerosol/surface retrievals and optimize the size of LUT. For example, the single-scattering path radiance is calculated analytically for a given surface pressure and atmospheric water vapor. The same is true for the direct surface-reflected radiance, which along with the single-scattering path radiance largely defines the angular dependence of measurements. For these calculations, the aerosol phase functions and kernels of the surface bidirectional reflectance model are precalculated at a high angular resolution. The other radiative transfer functions depend rather smoothly on angles because of multiple scattering and can be calculated at coarser angular resolution to reduce the LUT size. At the same time, this resolution should be high enough to use the nearest neighbor geometry angles to avoid costly three ]dimensional interpolation. The pressure correction is implemented via linear interpolation between two LUTs computed for the standard and reduced pressure levels. A linear mixture and a modified linear mixture methods are used to represent different aerosol types in the aerosol/surface retrievals from several base models of the fine and coarse aerosol fractions. In summary, the developed LUT algorithm allows fast high-accuracy simulations of the outgoing radiance with full variability of the atmospheric and surface bidirectional reflectance properties for the aerosol/surface remote sensing.

This paper describes and applies a new technique for retrieving diurnal variability in tropospheric ozone vertical distribution using ground-based measurements of ultraviolet sky radiances. The measured radiances are obtained by a polarization-insensitive modified Brewer double spectrometer located at Goddard Space Flight Center, in Greenbelt, Maryland, USA. Results demonstrate that the Brewer angular (0-72deg viewing zenith angle) and spectral (303-320 nm) measurements of sky radiance in the solar principal plane provide sufficient information to derive tropospheric ozone diurnal variability. In addition, the Brewer measurements provide stratospheric ozone vertical distributions at least twice per day near sunrise and sunset. Frequent measurements of total column ozone amounts from direct-sun observations are used as constraints in the retrieval. The vertical ozone profile resolution is shown in terms of averaging kernels to yield at least four points in the troposphere-low stratosphere, including good information in Umkehr layer 0 (0-5 km). The focus of this paper is on the derivation of stratospheric and tropospheric ozone profiles using both simulated and measured radiances. We briefly discuss the necessary modifications of the Brewer spectrometer that were used to eliminate instrumental polarization sensitivity so that accurate sky radiances can be obtained in the presence of strong Rayleigh scattering and aerosols. The results demonstrate that including a site-specific and time-dependent aerosol correction, based on Brewer direct-sun observations of aerosol optical thickness, is critical to minimize the sky radiance residuals as a function of observing angle in the optimal estimation inversion algorithm and improve the accuracy of the retrieved ozone profile.

The papers described below demonstrate that the AIRS calibrated radiances and retrieved geophysical products generally meet or exceed the prelaunch specifications. The retrieved quantities show little variation in uncertainty as a function of cloud amount. However, AIRS retrieval yield is a rapidly decreasing function of cloud amount; at about 80% cloudiness essentially no infrared radiances are used in the retrieval processes. Also, AIRS performance has not been demonstrated for all conditions and products. Calibrated and forward calculated radiances meet performance specifications for conditions varying from the cold poles to warm tropics. The retrieval system performs well over extrapolar land in the free troposphere (~2-15 km above the surface) and over extrapolar oceans at all tropospheric altitudes. The AIRS retrieval algorithms have not been optimized for polar winter conditions, so no such results are presented in these papers.

There are several dozen papers that study the effects of cloud horizontal inhomogeneity on the retrievals of cloud optical thickness, but only a few of them deal with cloud droplet sizes. This paper is one of the first comprehensive attempts to fill this gap: It takes a close theoretical look at the radiative effects of cloud 3-D structure in retrievals of droplet effective radii. Under some general assumptions, it was found that ignoring subpixel (unresolved) variability produces a negative bias in the retrieved effective radius, while ignoring cloud inhomogeneity at scales larger than a pixel scale (resolved variability), on the contrary, leads to overestimation of the domain average droplet size. The theoretical results are illustrated with examples from Large Eddy Simulations (LES) of cumulus (Cu) and stratocumulus (Sc) cloud fields. The analysis of cloud drop size distributions retrieved from both LES fields confirms that ignoring shadowing in 1-D retrievals results in substantial overestimation of effective radii which is more pronounced for broken Cu than for Sc clouds. Collocated measurements of broken Cu clouds by Moderate Resolution Imaging Spectrometer (MODIS) and Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) are used to check simulations and theory with observations. The analysis of ASTER and MODIS data and associated derived products recommends against blindly using retrieved effective radii for broken cloud fields, especially if one wants to relate aerosol amounts to cloud droplet sizes.

In May 2003, a Twin Otter airplane, equipped with instruments for making in situ measurements of aerosol optical properties, was deployed during the Atmospheric Radiation Measurements (ARM) Program s Aerosol Intensive Operational Period in Oklahoma. Several of the Twin Otter flights were flown in formation with an instrumented light aircraft (Cessna 172XP) that makes routine in situ aerosol profile flights over the site. This paper presents comparisons of measured scattering coefficients at 467 nm, 530 nm, and 675 nm between identical commercial nephelometers aboard each aircraft. Overall, the agreement between the two nephelometers decreases with longer wavelength. During the majority of the flights, the Twin Otter flew with a diffuser inlet while the Cessna had a 1 mm impactor, allowing for an estimation of the fine mode fraction aloft. The fine mode fraction aloft was then compared to the results of a ground-based nephelometer. Comparisons are also provided in which both nephelometers operated with identical 1 mm impactors. These scattering coefficient comparisons are favorable at the longer wavelengths (i.e., 530 nm and 675 nm), yet differed by approximately 30% at 467 nm. Mie scattering calculations were performed using size distribution measurements, made during the level flight legs. Results are also presented from Cadenza, a new continuous wave cavity ring-down (CW-CRD) instrument, which compared favorably (i.e., agreed within 2%) with data from other instruments aboard the Twin Otter. With this paper, we highlight the significant implications of coarse mode (larger than 1 mm) aerosol aloft with respect to aerosol optical properties.

During May 2003 the Department of Energy's Atmospheric Radiation Measurement Program conducted an Intensive Operations Period (IOP) to measure the radiative effects of aerosol and clouds. A suite of both in situ and remote sensing measurements were available to measure aerosol and cloud parameters. This paper has three main goals: First, it focuses on comparison between in situ retrievals of the radiatively important drop effective radius r(sub e) and various satellite, airborne, and surface remote sensing retrievals of the same parameter. On 17 May 2003, there was a fortuitous, near-simultaneous sampling of a stratus cloud by five different methods. The retrievals of r(sub e) agree with one another to within approx.20%, which is approximately the error estimate for most methods. Second, a methodology for deriving a best estimate of r(sub e) from these different instruments, with their different physical properties and sampling volumes, is proposed and applied to the 17 May event. Third, the paper examines the response of r(sub e) to changes in aerosol on 3 days during the experiment and examines the consistency of remote sensing and in situ measurements of the effect of aerosol on r(sub e). It is shown that in spite of the generally good agreement in derived r(sub e), the magnitude of the response of r(sub e), to changes in aerosol is quite sensitive to the method of retrieving r(sub e) and to the aerosol proxy for cloud condensation nuclei. Nonphysical responses are sometimes noted, and it is suggested that further work needs to be done to refine these techniques.

It has been hypothesized that continuous ground-based remote sensing measurements from active and passive remote sensors combined with regular soundings of the atmospheric thermodynamic structure can be combined to describe the effects of clouds on the clear sky radiation fluxes. We critically test that hypothesis in this paper and a companion paper (Part II). Using data collected at the Southern Great Plains (SGP) Atmospheric Radiation Measurement (ARM) site sponsored by the U.S. Department of Energy, we explore an analysis methodology that results in the characterization of the physical state of the atmospheric profile at time resolutions of five minutes and vertical resolutions of 90 m. The description includes thermodynamics and water vapor profile information derived by merging radiosonde soundings with ground-based data, and continues through specification of the cloud layer occurrence and microphysical and radiative properties derived from retrieval algorithms and parameterizations. The description of the atmospheric physical state includes a calculation of the infrared and clear and cloudy sky solar flux profiles. Validation of the methodology is provided by comparing the calculated fluxes with top of atmosphere (TOA) and surface flux measurements and by comparing the total column optical depths to independently derived estimates. We find over a 1-year period of comparison in overcast uniform skies, that the calculations are strongly correlated to measurements with biases in the flux quantities at the surface and TOA of less than 10% and median fractional errors ranging from 20% to as low as 2%. In the optical depth comparison for uniform overcast skies during the year 2000 where the optical depth varies over 3 orders of magnitude we find a mean positive bias of 46% with a median bias of less than 10% and a 0.89 correlation coefficient. The slope of the linear regression line for the optical depth comparison is 0.86 with a normal deviation of 20% about this line. In addition to a case study where we examine the cloud radiative effects at the TOA, surface and atmosphere by a middle latitude synoptic-scale cyclone, we examine the cloud top pressure and optical depth retrievals of ISCCP and LBTM over a period of 1 year. Using overcast period from the year 2000, we find that the satellite algorithms tend to bias cloud tops into the middle troposphere and underestimate optical depth in high optical depth events (greater than 100) by as much as a factor of 2.

A number of recently published papers suggest that mountain-wave activity in the stratosphere, producing ice particles when temperatures drop below the ice frost point, may be the primary source of large NAT particles. In this paper we use measurements from the Advanced Very High Resolution Radiometer (AVHRR) instruments on board the National Oceanic and Atmospheric Administration (NOAA) polar-orbiting satellites to map out regions of ice clouds produced by stratospheric mountain-wave activity inside the Arctic vortex. Lidar observations from three DC-8 flights in early December 1999 show the presence of solid nitric acid (Type Ia or NAT) polar stratospheric clouds (PSCs). By using back trajectories and superimposing the position maps on the AVHRR cloud imagery products, we show that these observed NAT clouds could not have originated at locations of high-amplitude mountain-wave activity. We also show that mountain-wave PSC climatology data and Mountain Wave Forecast Model 2.0 (MWFM-2) raw hemispheric ray and grid box averaged hemispheric wave temperature amplitude hindcast data from the same time period are in agreement with the AVHRR data. Our results show that ice cloud formation in mountain waves cannot explain how at least three large scale NAT clouds were formed in the stratosphere in early December 1999.

In this paper we present evidence that short-lived bursts of energetic neutral atoms (ENAs) observed with the Comprehensive Energetic Particle and Pitch Angle Distribution/Imaging Proton Spectrometer (CEPPAD/IPS) instrument on the Polar spacecraft are signatures of substorms. The IPS was designed primarily to measure ions in situ, with energies between 17.5 and 1500 keV. However, it has also proven to be a very capable ENA imager in the range 17.5 keV to a couple hundred keV. It was expected that some ENA signatures of the storm time ring current would be observed. Interestingly, IPS also routinely measures weaker, shorter-lived, and more spatially confined bursts of ENAs with duration from a few tens of minutes to a few hours and appearing once or twice a day. One of these bursts was quickly associated with magnetospheric and auroral substorm activity and has been reported in the literature [Henderson et al., 19971. In this paper we characterize ENA bursts observed from Polar and establish statistically their association with classic substorm signatures (global auroral onsets, electron and ion injections, AL drops, and Pi2 onsets). We conclude that -90% of the observed ENA bursts are associated with classic substorms and thus represent a new type of substorm signature.

Ongoing studies of the evolution of the Martian cratered highlands, the nature of the planet's early climate, and the recent announcement of possible evidence of ancient life in the ALH 84001 meteorite have reinvigorated interest in the conditions that prevailed on Mars during its first billion years of geologic history. To address this interest and assess our current understanding of these issues, the Lunar and Planetary Institute hosted a 4-day Conference on Early Mars in Houston in April of 1997. The papers contained in this special section are a product of that meeting. The purpose of the conference was twofold: (1) to consider how impacts, volcanism, and the presence of abundant water affected the physical and chemical environment that existed on Mars 4 Gyr ago, particularly as it related to the nature of the global climate, the origin of the valley networks, the geologic and mineralogic evolution of the surface, the aqueous geochemistry of groundwater, and the existence of local environments that may have been conducive to the development of indigenous life and the preservation of its signature in the geologic record; and (2) to discuss what observations or experiments might he included in future spacecraft missions to test the ideas and expectations arising from purpose 1. While pertinent issues of early atmospheric and solar evolution were also addressed, the primary discussion at the conference focused on the evidence and constraints provided by the geologic records of Earth, the Moon, and Mars and analysis of the SNC meteorites. The papers contained in this special section span the full range of these topics, including the stability of the early atmosphere to erosion by the solar wind, the geologic environment from which the SNC meteorites originated, geomorphic evidence regarding the nature of the early Martian climate and hydrologic cycle, the potential impact of the past and present environment on the preserved signature of ancient life, and a discussion of the capabilities of a lander-based X ray diffraction and fluorescence instrument to assess the potential for past fossilization from the mineralogy of the current local surface environment. The issues raised at the conference, and by the papers included in this special section, will be the focus of ongoing attention as the intensity and scope of Mars exploration increases over the next decade.

A fast, recently developed, multiscale optimal interpolation algorithm has been adapted to the mapping of hydrographic and other oceanographic data. This algorithm produces solution and error estimates which are consistent with those obtained from exact least squares methods, but at a small fraction of the computational cost. Problems whose solution would be completely impractical using exact least squares, that is, problems with tens or hundreds of thousands of measurements and estimation grid points, can easily be solved on a small workstation using the multiscale algorithm. In contrast to methods previously proposed for solving large least squares problems, our approach provides estimation error statistics while permitting long-range correlations, using all measurements, and permitting arbitrary measurement locations. The multiscale algorithm itself, published elsewhere, is not the focus of this paper. However, the algorithm requires statistical models having a very particular multiscale structure; it is the development of a class of multiscale statistical models, appropriate for oceanographic mapping problems, with which we concern ourselves in this paper. The approach is illustrated by mapping temperature in the northeastern Pacific. The number of hydrographic stations is kept deliberately small to show that multiscale and exact least squares results are comparable. A portion of the data were not used in the analysis; these data serve to test the multiscale estimates. A major advantage of the present approach is the ability to repeat the estimation procedure a large number of times for sensitivity studies, parameter estimation, and model testing. We have made available by anonymous Ftp a set of MATLAB-callable routines which implement the multiscale algorithm and the statistical models developed in this paper.

In this second paper on the evolution of magnetic flux ropes we study the effects of gas pressure. We assume that the energy transport is described by a polytropic relationship and reduce the set of ideal MHD equations to a single, second-order, nonlinear, ordinary differential equation for the evolution function. For this conservative system we obtain a first integral of motion. To analyze the possible motions, we use a mechanical analogue -- a one-dimensional, nonlinear oscillator. We find that the effective potential for such an oscillator depends on two parameters: the polytropic index gamma and a dimensionless quantity kappa the latter being a function of the plasma beta, the strength of the azimuthal magnetic field relative to the axial field of the flux rope, and gamma. Through a study of this effective potential we classify all possible modes of evolution of the system. In the main body of the paper, we focus on magnetic flux ropes whose field and gas pressure increase steadily towards the symmetry axis. In this case, for gamma greater than 1 and all values of kappa, only oscillations are possible. For gamma less than 1, however, both oscillations and expansion are allowed. For gamma less than 1 and kappa below a critical value, the energy of the nonlinear oscillator determines whether the flux rope will oscillate or expand to infinity. For gamma less than 1 and kappa above critical, however, only expansion occurs. Thus by increasing kappa while keeping gamma fixed (less than 1), a phase transition occurs at kappa = kappa(sub critical) and the oscillatory mode disappears. We illustrate the above theoretical considerations by the example of a flux rope of constant field line twist evolving self-similarly. For this example, we present the full numerical MHD solution. In an appendix to the paper we catalogue all possible evolutions when (1) either the magnetic field or (2) the gas pressure decreases monotonically toward the axis. We find that in these cases critical conditions can occur for gamma greater than 1. While in most cases the flux rope collapses, there are notable exceptions when, for certain ranges of kappa and gamma, collapse may be averted.

The NASA Upper Atmosphere Research Program organized a Stratospheric Ozone Intercomparison Campaign (STOIC) held in July-August 1989 at the Table Mountain Facility (TMF) of the Jet Propulsion Laboratory (JPL). The primary instruments participating in this campaign were several that had been developed by NASA for the Network for the Detection of Stratospheric Change: the JPL ozone lidar at TMF, the Goddard Space Flight Center trailer-mounted ozone lidar which was moved to TMF for this comparison, and the Millitech/LaRC microwave radiometer. To assess the performance of these new instruments, a validation/intercomparison campaign was undertaken using established techniques: balloon ozonesondes launched by personnel from the Wallops Flight Facility and from NOAA Geophysical Monitoring for Climate Change (GMCC) (now Climate Monitoring and Diagnostics Laboratory), a NOAA GMCC Dobson spectrophotometer, and a Brewer spectrometer from the Atmospheric Environment Service of Canada, both being used for column as well as Umkehr profile retrievals. All of these instruments were located at TMF and measurements were made as close together in time as possible to minimize atmospheric variability as a factor in the comparisons. Daytime rocket measurements of ozone were made by Wallops Flight Facility personnel using ROCOZ-A instruments launched from San Nicholas Island. The entire campaign was conducted as a blind intercomparison, with the investigators not seeing each others data until all data had been submitted to a referee and archived at the end of the 2-week period (July 20 to August 2, 1989). Satellite data were also obtained from the Stratospheric Aerosol and Gas Experiment (SAGE 2) aboard the Earth Radiation Budget Satellite and the Total Ozone Mapping Spectrometer (TOMS) aboard Nimbus 7. An examination of the data has found excellent agreement among the techniques, especially in the 20- to 40-km range. As expected, there was little atmospheric variability during the intercomparison, allowing for detailed statistical comparisons at a high level of precision. This overview paper summarizes the campaign and provides a 'road map' to subsequent papers in this issue by the individual instrument teams which will present more detailed analysis of the data and conclusions.

Observations of an energetic interplanetary electron event associated with the production of Langmuir waves, both of which are identified at 4.3 AU by instruments on the Ulysses spacecraft, are presented in this paper. This electron event propagates inside a well-defined magnetic structure. The existence of this structure is firmly established by joint particle and plasma observations made by Ulysses instruments. Its local estimated radial width is of the order of 2.3 x 10(exp 7) km (0.15 AU). The electron beam is associated with a type III burst observed from Earth at high frequencies and at low frequencies from Ulysses in association with Langmuir waves detected inside the structure. The consistency of local (Ulysses) and remote (Earth) observations in terms of temporal and geometrical considerations establishes that the structure is anchored in the solar corona near the solar active region responisble for the observed type III emission and gives an accurate determination of the injection time for the observed electron beam. Propagation analysis of the electron event is presented. In order to quantify the magnetic field properties, a variance analysis has been performed and is presented in this paper. The analysis establishes that inside the structure the amount of magnetic energy involved in the fluctuations is less than 4% of the total magnetic energy; the minimal variance direction is well defined and in coincidence with the direction of the mean magnetic field. This configuration may produce conditions favorable for scatter free streaming of energetic electrons and/or Langmuir wave production. The results presented show that the magnetic field might play a role in stabilizing the coronal-origin plasma structures and then preserving them to large, approximately 4 AU, distances in the heliosphere.

The subject of this paper is a self-consistent, magnetohydrodynamic numerical realization for the Earth's magnetosphere which is in a quasi-steady dynamic equilibrium for a due northward interplanetary magnetic field (IMF). Although a few hours of steady northward IMF are required for this asymptotic state to be set up, it should still be of considerable theoretical interest because it constitutes a 'ground state' for the solar wind-magnetosphere interaction. Moreover, particular features of this ground state magnetosphere should be observable even under less extreme solar wind conditions. Certain characteristics of this magnetosphere, namely, NBZ Birkeland currents, four-cell ionospheric convection, a relatively weak cross-polar potential, and a prominent flow boundary layer, are widely expected. Other characteristics, such as no open tail lobes, no Earth-connected magnetic flux beyond 155 R(sub E) downstream, magnetic merging in a closed topology at the cusps, and a 'tadpole' shaped magnetospheric boundary, might not be expected. In this paper, we will present the evidence for this unusual but interesting magnetospheric equilibrium. We will also discuss our present understanding of this singular state.

The aim of this paper is to give an assessment to TOPEX/POSEIDON data users of the two available oceanic tidal corrections, which are based on the Schwiderski model (SCH) and the Cartwright and Ray model (CR), respectively. Large instantaneous differences are observed between the two corrections, and use of either model may sometimes lead to inadequate understanding of the remaining oceanic signals. In this paper we give an objective comparison of SCH and CR models and point out the major features of both models. Our methodology is applicable to the validating and testing of future tide models that will soon be appearing.

We have revisited the problem of propagation of toroidal and linear Alfven waves formulated by Heinemann and Olbert (1980) to compare Wentzel-Kramers-Brillouin (WKB) and non-WKB waves and their effects on the solar wind. They considered two solar wind models and showed that reflection is important for Alfven waves with periods of the order of one day and longer and that non-WKB Alfven waves are no more effective in accelerating the solar wind than in WKB waves. There are several recently published papers that seem to indicate that Alfven waves with periods of the order of several minutes should be treated as non-WKB waves and that these non-WKB waves exert a stronger acceleration force than WKB waves. The purposse of this paper is to study the origin of these discrepancies by performing parametric studies of the behavior of the waves under a variety of different conditions. In addition, we want to investigate two problems that have not been addressed by Heinimann and Olbert, namely, calculate the efficieny of Alfven wave reflection by using the reflection coefficient and identfy the region of strongest wave reflection in different wind models. To achieve these goals, we investigate the influence of temperature, electron desity distribution, wind velocity, and magnetic field strength on te waves. The obtained results clearly demonstrate that Alfven wave reflection is strongly model dependent and that the strongest reflection can be expected in models with the base temperatures higher than 10(exp 6) K and with the base densities lower than 7 x 10(exp 7)/cu cm. In these models as well as in the models with lower temperatures and higher densities Alfven waves with periods as short as several minutes have negligible reflection so that they can be treated as WKB waves; however, for Alfven waves with periods of the order of one hour or longer reflection is significant, requiring a non-WKB treatment. We also show that non-WKB, linear Alfven waves are always less effective in accelerating the plasma than WKB Alfven waves. Finally, it is evident from our results that the region of strongest wave reflection is usually located at the base of the models and hence that interpretation of wave reflection based soley on the reflection coefficient can be misleading.

Gombosi et al. (1993) recently derived a modified telegrapher's equation for charged particle transport under the influence of isotropic scattering. This equation obeys causality and disallows upstream diffusion for particles with random velocities smaller than the bulk flow velocity. The acausal diffusion equation was obtained to lowest order in the expansion of smallness prameters. The paper by Gombosi et al. (1993) prompted responses from Pauls et al. (1993) and Earl (1993). This paper is written to explain the differences between the methods, assumptions, and results of Gombosi et al. (1993), Pauls et al. (1993), and Earl (1993) and presents a new method of obtaining approximate solutions. It is shown that the assumptions used by Gombosi et al. (1993) and Pauls et al. (1993) are physically equivalent. In our solution method, the solution of the modified telegrapher's equation is obtained as the casual limit of solutions accurate to second order in the smallness parameter expansion. In order to investigate the coherent velocity, we have also developed `wavenumber eigenfunctions' which account for all the pitch angle dependence in our Boltzmann equation. Using truncation, Earl (1993) obtains approximations for the wavenumber dependence of the lowest two frequency modes, which correspond to two of the wavenumber eigenmodes. We find that a consequence of including only two wavenumber eigenmodes is that one obtains solutions which disobey causality at sufficiently short times. Furthermore, the coherent velocity of the two eigenmodes is strongly dependent on wavenumber and approaches the particle velocity in the limit of large wavenumber for both isotropic and anisotropic scattering processes. We conclude that Earl's (1993) solutions and solutions obtained using the new solution method implicitly assume weak acausality and reasonable behavior in the temporal regime, t less than 4 tau. The solutions are not strictly consistent with the behavior of the lowest two frequency modes but have similar behavior in the regime of low wavenumber.

This paper introduces a simple method for deriving climatological values of the longwave flux emitted from the clear sky atmosphere to the ice-free ocean surface. It is shown using both theory and data from simulations how the ratio of the surface to top-of-atmosphere (TOA) flux is a simple function of water vapor (W) and a validation of the simple relationship is presented based on a limited set of surface flux measurements. The rms difference between the retrieved surface fluxes and the simulated surface fluxes is approximately 6 W/sq m. The clear sky column cooling rate of the atmosphere is derived from the Earth Radiation Budget Experiment (ERBE) values of the clear sky TOA flux and the surface flux retrieved using Special Scanning Microwave Imager (SSM/I) measurements of w together with ERBE clear sky fluxes. The relationship between this column cooling rate, w, and the sea surface temperature (SST) is explored and it is shown how the cooling rate systematically increases as both w and SST increase. The uncertainty implied in these estmates of cooling are approximately +/- 0.2 K/d. The effects of clouds on this longwave cooling are also explored by placing bounds on the possible impact of clouds on the column cooling rate based on certain assumptions about the effect of clouds on the longwave flux to the surface. It is shown how the longwave effects of clouds in a moist atmosphere where the column water vapor exceeds approximately 30 kg/sq m may be estimated from presently available satellite data with an uncertainty estimated to be approximately 0.2 K/d. Based on an approach described in this paper, we show how clouds in these relatively moist regions decrease the column cooling by almost 50% of the clear sky values and the existence of significant longitudinal gradients in column radiative heating across the equatorial and subtropical Pacific Ocean.

In their paper Petrinec and Russell (PR) (1993) claim to have developed a 'more homogeneous and accurate set of solar wind data' by 'correcting' the reported ion densities from three plasma instruments: the Los Alamos National Laboratory (LANL) ion electrostatic analyzer on ISEE 3 and the LANL electrostatic analyzer and the Massachusetts Institute of Technology (MIT) Faraday cup plasma instrument on Interplanetary Monitoring Platform 8 (IMP 8). Their data manipulation techniques are examined. The foundations on which their data set are built, are discussed. Reanalysis by MIT on the MIT instrument (IMP 8) was done. Initial results have been issued. The Petrinec & Russell (1993) (PR) paper does not provide accurate density estimates and is an exercise that will only bring confusion to users of the data. The results of PR should be treated with skepticism.

This paper presents a new solar Extreme Ultraviolet (EUV) flux model for aeronomic calulations (EUVAC), which is based on the measured F74113 solar EUV reference spectrum. The model provides fluxes in the 37 wavelength bins that are in widespread use. This paper also presents cross sections to be used with the EUVAC flux model to calculate photoionization rates. The flux scaling for solar activity is accomplished using a proxy-based on the F10.7 index and its 81-day average together with the measured solar flux variation from the EUVS instrument on the Atmosphere Explorer E satellite. This new model produces 50-575 A integrated EUV fluxes in good agreement with rocket observations. The solar cycle variation of the chromospheric fluxes agrees well with the measured variation of the Lyman alpha flux between 1982 and 1988. In addition, the theoretical photoelectron fluxes, calculated using the new EUV flux model, are in good agreement with the solar minimum photoelectron fluxes from the Atmosphere Explorer E satellite and also with the solar maximum photoelectron fluxes from the Dynamics Explorer satellite. Its relative simplicity coupled with its ability to reproduce the 50-575 A solar EUV flux as well as the measured photoelectron spectrum makes the model well suited for aeronomic applications. However, EUVAC is not designed to accurately predict the solar flux variability for numerous individual lines.

In a previous paper, which examined the propagation of low-frequency whistler waves generated by ion beams in the Earth's plasma sheet boundary layer (PSBL), it was found that whistler waves driven in the PSBL are focused toward the central plasma sheet due to the global magnetotail inhomogeneities; this finding may help explain the observations of magnetic noise bursts in the tail (Burinskaya et al., 1993). In this paper the same phenomenon is examined, but this time a much more realistic model is used for the ion beam in the PSBL. While the PSBL has been modeled as a solid, homogeneous ion beams with a width of one Earth radius, observations and theoretical considerations have shown that PSBL ion beams actually have a decreasing velocity profile toward the plasma sheet and that the density of the beams within the PSBL can vary locally. We consider again the propagation and generation of electromagnetic waves but in the presence of fine structured ion beams in the PSBL. Our results show that whistler waves, generated quasi-parallel to the background magnetic field, can be trapped locally within small spatial regions where the ion beam density is enhanced compared to the density of the adjacent PSBL region. Wave spectra and nonlinear saturation mechanisms are discussed.

We have studied the transport and loss of H(+), He(+), and He(++) ions in the Earth's quiet time ring current (1 to 300 keV/e, 3 to 7 R(sub E), Kp less than 2+, absolute value of Dst less than 11, 70 to 110 degs pitchangles, all LT) comparing the standard radial diffusion model developed for the higher-energy radiation belt particles with measurements of the lower energy ring current ions in a previous paper. Large deviations of that model, which fit only 50% of the data to within a factor of 10, suggested that another transport mechanism is operating in the ring current. Here we derive a modified diffusion coefficient corrected for electric field effects on ring current energy ions that fit nearly 80% of the data to within a factor of 2. Thus we infer that electric field fluctuations from the low-latitude to midlatitude ionosphere (ionospheric dynamo) dominated the ring current transport, rather than high-latitude or solar wind fluctuations. Much of the remaining deviation may arise from convective electric field transport of the E less than 30 keV particles. Since convection effects cannot be correctly treated with this azimuthally symmetric model, we defer treatment of the lowest-energy ions to a another paper. We give chi(exp 2) contours for the best fit, showing the dependence of the fit upon the internal/external spectral power of the predicted electric and magnetic field fluctuations.

The Arctic Boundary Layer Expedition (ABLE) 3B used data from ground-based, aircraft, and satellite platforms to characterize the chemistry and dynamics of the troposphere in subarctic and Arctic regions of midcontinent and eastern Canada during July - August 1990. This paper reports the experimental design for ABLE 3B and a brief overview of results. The detailed results are presented in a series of papers in this issue. The chemical composition of the atmospheric mixed layer over remote tundra, boreal wetland, and forested environments was influenced by emissions of CH4 and nonmethane hydrocarbons from biogenic sources, emissions of gases and aerosols from local biomass burning, and transport of pollutants into the study areas from urban/industrial sources. Minimum concentrations of both trace gas and aerosol species in boundary layer air were associated with Arctic source areas. In the free troposphere the biospheric influence was undetectable, and major sources of chemical variability were related to long-range transport of pollutants into the study areas from biomass burning and industrial sources in Alaska and the Great Lakes regions, respectively. Minimum concentrations of both trace gas and aerosol species in the free troposphere were associated with a persistent, widespread air mass which both chemistry and air mass trajectory analyses suggested had originated in the tropical Pacific. Subsidence of air from the upper troposphere and lower stratosphere frequently enhanced ozone and influenced other trace gas and aerosol species at midtropospheric altitudes. The North American Arctic is a complex dynamical and chemical environment with considerable spatial and temporal variability in aerosol and trace gas concentrations. The use of atmospheric chemical indicators for climate change detection will require a much more comprehensive Arctic monitoring program than currently exists.

This paper is a comment on the claims made in the paper by Saunders et al. (1991), which reports on a laboratory simulation of ice particle charging in thunderstorms, concerning the microphysical condition of riming ice particles and the conditions for sublimation and negative charging in thunderclouds. It is argued that the interpretation of Saunders is contrary to the findings of Williams et al. (1991), which support the hypothesis that sublimating graupel charge negatively (in collision with smaller ice particles) and graupel in deposition charge positively. Based on microphysical calculations as well as observations in thunderclouds, it is concluded that, while sublimation of the rimer surface and negative charging do not appear to account for the laboratory observations reported by Saunders et al., these authors do not have sufficient evidence for rejecting the sublimation hypothesis presented by Williams et al. (1991) for thunderstorms.

This paper presents further discussion of and new data on fast subvisual increases in the luminosity of the night sky described in our previous papers. A detailed technical description of the simple telescopic photometers used in the project SKYFLASH and their mode of operation including the detection of polarized Rayleigh-scattered flashes is provided. Distant lightning storms account for many of the events, and the complex relations between short and long luminous pulses with and without sferics are shown by examples from a new computerized data system, supplemented by two low-light-level TV cameras. Of particular interest are the previously observed 'long' events having a slow rise and fall, 20-ms duration, and showing small polarization and no coincident sferic. A group of such events on September 22-23 during the invasion of U.S. coasts by Hurricane Hugo, is discussed in detail. The recently observed 'plume' cloud-top-to-stratosphere lightning event is suggested as a possible source type for these flashes. An alternative source may be exploding meteors, recently identified during SKYFLASH observations by low-light-level television techniques as the origin of some sky-wide flash events described herein.

The dynamics of charged particles in x-dependent magnetotail models is examined, where x is along the sun-earth direction. An earlier paper showed that particle motion in a class of x-dependent Harris-like equilibrium models can be significantly different from the motion in x-independent magnetotail field models. In the present paper, it is shown that this Harris-like equilibrium models have 'bulb-shaped' field lines and that this property leads to the reported differences. Furthermore, it is shown that the scale length of variation of the Harris-like models in the x direction, L(x), is comparable to the typical excursion distance, Delta, of particles in the x direction and to rho(n) which is the gyroradius based on the magnetic field component B(n) normal to the plane of the current sheet. It is argued that neither bulb-shaped field lines nor scale lengths L(x) comparable to Delta or rho(n) apply to the earth's magnetotail. It is suggested that a key criterion for applicability of x-dependent models to the terrestrial magnetotail is Delta, rho(n) much less than L(x).

In 1987 the Surface Flux Group of the first ISLSCP Field Experiment (FIFE) operated 22 stations at 20 sites. In 1989, 13 sites were instrumented. A variety of sensors were employed to calculate the fluxes of mass and energy. An effort was made throughout the FIFE campaign to compare sensors. A series of papers in this special issue present these group studies and efforts. These papers principally report the 1987 campaign, although two papers report station intercomparison during 1989. Additional papers examine the time-space variability of heat, moisture, and momentum fluxes, as well as analyses of the properties of the CO2 fluxes and their relationships to water stress. In this overview paper we describe the basic methodologies of the measurements, provide details on the sensor systems used by members of the Surface Flux Group, and provide a summary of the flux articles appearing in this special issue.

In a previous paper, the global variation of the magnetic field and solar wind flow parameters in the unshocked region upstream of an outgassing comet was determined using a kinetic treatment for the cometary ions. Two different assumptions were made concerning the cometary ion distribution function: the pickup cometary ions formed either a velocity space gyrotropic ring distribution or a velocity space isotropic shell distribution in the solar wind frame of reference. In the present paper the general case is considered wherein the newly picked up ions are elastically pitch angle scattered from the initial ring distribution to a shell with some characteristic time scale. Using theoretically determined parameters which reflect the conditions expected at Comet Kopff (a typical short-period comet and a possible target for the CRAF/Cassini mission) for various heliocentric distances, how the pitch angle scattering rate affects the global morphology is determined.

This paper presents a critique of experimental data and papers by Martin et al. (1989, 1990), who suggested that the phytoplankton growth is iron-limited and that, small additions of iron to large subarctic ocean areas might be a way of removing significant amounts of atmospheric CO2 by increasing phytoplancton growth. Data are presented to show that, in the summer of 1987, the phytoplankton assemblage as a whole was not iron limited, as measured by the bulk removal of nitrate or by the increase of chlorophyll. It is suggested that grazing normally prevents the phytoplankton from reaching concentrations that reduce the iron (and nitrate) to levels that depress division rates drastically.

It was recently shown by Wu (1987) that intermediate shocks are admissible and can be formed through nonlinear wave steepening from continuous waves. In this paper, the formation, structure, and stability of intermediate shocks in dissipative MHD are considered in detail. The differences between the conventional theory and the present one are pointed out and clarified. It is shown that all four types of intermediate shocks can be formed from smooth waves. It is also shown that there are free parameters in the structure of the intermediate shocks, and that these parameters are related to the shock stability. In addition, the paper shows that a rotational discontinuity can not exist with finite width, indicates how this is related to the existence of time-dependent intermediate shocks, and shows why the conventional theory is not a good approximation to dissipative MHD solutions whenever there is rotation in magnetic field.

Terrestrial gamma ray flashes (TGFs) are submillisecond flashes of energetic radiation that are believed to emanate from intracloud lightning inside thunderstorms. This emission can be detected hundreds of kilometers from the source by space-based observatories such as the Fermi Gamma-ray Space Telescope (Fermi). The location of the TGF-producing storms can be determined using very low frequency (VLF) radio measurements made simultaneously with the Fermi detection, allowing additional insight into the mechanisms which produce these phenomena. In this paper, we report 37 TGFs originating from tropical storm systems for the first time. Previous studies to gain insight into how tropical cyclones formed and how destructive they can be include the investigation of lightning flash rates and their dependence on storm evolution. We find TGFs to emanate from a broad range of distances from the storm centers. In hurricanes and severe tropical cyclones, the TGFs are observed to occur predominately from the outer rainbands. A majority of our sample also show TGFs occurring during the strengthening phase of the encompassing storm system. These results verify that TGF production closely follows when and where lightning predominately occurs in cyclones. The intrinsic characteristics of these TGFs were not found to differ from other TGFs reported in larger samples. We also find that some TGF-producing storm cells in tropical storm systems far removed from land have a low number of WWLLN sferics. Although not unique to tropical cyclones, this TGF/sferic ratio may imply a high efficiency for the lightning in these storms to generate TGFs.

Measurements of the abundances of ozone over Antarctica in August and September 1987 obtained during the Airborne Antarctic Ozone Experiment are intercompared. These measurements of ozone concentrations and total column abundance were obtained by three satellite instruments, two IR and one UV column-measuring instruments aboard the DC-8, one in situ DC-8, and two in situ ER-2 instruments, an upward looking lidar aboard the DC-8, and ozone sondes from four sites in Antarctica. This paper presents a summary of the ozone data, using the data and accuracies given by the individual investigators in the individual papers in this issue, without any attempt to critically review or evaluate the data. In general, very good agreement (within about 10-20 percent, limited by natural variability) among the various techniques was found, with no systematic biases detected. These observations confirm the low ozone amounts reported in the Antarctic stratosphere.

This paper describes the observations by the Pioneer-Venus-Orbiter Langmuir probe of the low-density Venus bow shock precursor, i.e., a region of electron and ion-current enhancements just upstream from the Venus bow shock. It is suggested that the precursor signatures represent the effects of a small population of energetic ions in this region. Several possible planetary sources of these ions are considered. The paper also discusses the Langmuir probe measurement technique itself as it applies to the very low densities of the precursor.

The Amazon Boundary Layer Experiment (ABLE 2A) used data from aircraft, ground-based, and satellite platforms to characterize the chemistry and dynamics of the lower atmosphere over the Amazon Basin during the early-to-middle dry season, July and August 1985. This paper reports the conceptual framework and experimental approach used in ABLE 2A and serves as an introduction to the detailed papers which follow in this issue. The results of ABLE 2A demonstrate that isoprene, methane, carbon dioxide, nitric oxide, dimethylsulfide, and organic aerosol emissions from soils and vegetation play a major role in determining the chemical composition of the atmospheric mixed layer over undisturbed forest and wetland environments. As the dry season progresses, emissions from both local and distant biomass burning become an important source of carbon monoxide, nitric oxide and ozone in the atmosphere over the central Amazon Basin.

An overview of the airborne intercomparisons of CO, NO, and OH instrumentation is presented in this first paper of the series on the NASA Global Tropospheric Experiment/Chemical Instrumentation Test and Evaluation (GTE/CITE 1). This paper provides the reader with background information about several important characteristics of the project. These include the overall objectives and approach, the measurements taken, the intercomparison protocol, aircraft platform, profiles of each aircraft flight, and the participants. A synopsis of the overall results of the CO, NO, and OH instrument intercomparisons is also included. Companion papers discuss the detailed results of the CO and NO intercomparison tests as well as pertinent scientific findings.

The linear theory of electromagnetic ion beam instabilities for arbitrary angles of propagation is studied, with an emphasis on the conditions necessary to generate unstable modes at low harmonics of the ion cyclotron resonance condition. The present results extend the analysis of Smith et al. (1985). That paper considered only the plasma parameters at a time during which harmonic wave modes were observed in the earth's foreshock. The parameters of that paper are used as the basis of parametric variations here to establish the range of beam properties which may give rise to observable harmonic spectra. It is shown that the growth rates of both left-hand and right-hand cyclotron harmonic instabilities are enhanced by an increase in the beam temperature anisotropy and/or the beam speed. Decreases in the beam density and/or the core-ion beta reduce the overall growth of the cyclotron harmonic instabilities but favor the growth of these modes over the growth of the nonresonant instability and thereby enhance the observability of the harmonics.

This paper presents observations which are derived from Nimbus 7 LIMS data. Results at 850 K, January-February 1979 are considered, taking into account an overview of the period, January 19-30, January 31-February 11, February 12-23, and a postwarming sequence. Upper stratosphere diagnostics for early February 1979 are discussed, giving attention to the geopotential at 3 mbar, the 1200 K isentropic surface, the isentropic potential vorticity at 1200 K, and isentropic parcel trajectories. The vertical structure of potential vorticity is also examined. This paper helps also to interpret the area diagnostics of Butchart and Remsberg (1985). It is pointed out that the LIMS data allow calculation of the potential vorticity distribution at higher levels of the middle atmosphere.

Euler (1765) has deduced that any nonspherical rigid body which is rotating about some axis that is not its principal moment of inertia axis will experience a wobble as it rotates. The earth's wobble predicted by Euler was actually detected by Chandler (1891). The present paper is concerned with this wobble which is now known as the Chandler wobble. The Chandler wobble has now been under observation for more than 80 years. During part of this time, the amplitude of the wobble has actually been seen to grow. It follows that there must be some mechanisms operating to maintain (or excite) the Chandler wobble preventing it from decaying. Possible excitation mechanisms considered include earthquakes and meteorological variations. In this paper, an analysis is conducted of Lageos polar motion data for the period 1977-1983 to find out what can be learned from these data about the excitation mechanisms.
