An objective, fair, and accurate evaluation of the financial performance of the port enterprises is an important measure to mobilize and improve the enthusiasm of the port enterprises employees and the progress of scientific and technological innovation. This paper proposes a refined evaluation model of the financial performance of port enterprise companies based on the radial basis function (RBF) neural network. The normalized financial performance index data of port enterprise companies are multiplied by the corresponding weight coefficient as the network input, using excellent, good, middle, and F5 grade evaluations as output. The particle swarm optimization algorithm was used to cross-validate the RBF network structure parameters. Through analyzing the RBF network structure and enter and export characteristics, it was found that the trained RBF network weights are highly correlated with the five-level evaluation results and can more accurately distinguish scientific research performance differences than the five-level evaluation results. This weight can be directly used to conduct a detailed evaluation of the financial performance of the port enterprises. The development of modern marine ecological economy relies heavily on scientific and technological progress. The level of development of marine scientific and technological innovation capabilities can to some extent reflect the level of marine ecological economic development in a certain region and future innovation directions and space. Fujian Province is selected as the research object to construct an evaluation index system for marine technological innovation capabilities and marine ecological economic development. Based on the sample of Fujian marine technological innovation capabilities and marine ecological economic data from 2007 to 2016, a coupling model is established to calculate the coupling coordinated development status and changing trend of marine technological innovation ability and ecological economy. The results show that the coordination of marine technological innovation and marine ecological economic development in Fujian has gradually improved in the past decade, marine technological innovation provides growth momentum for marine ecological economic development, marine ecological economic development provides basic guarantee for marine technological innovation. First, technology can be improved in the long run. Second, every time a new technology emerges to meet the needs of the operation. Lanford pointed out three characteristics of technological progress. First, the S-shaped Curve is suitable for deep water development because many practices over the years have proven this. Second, the modified logistics curve can be used to simulate the entire technological advancement, including major technological breakthroughs in deep water development for more than a decade. Finally, one technology replaces the other and also conforms to the characteristics of the S-curve. Therefore, the improvement of the efficiency of manufacturing industry in the most developed coastal areas is the key of economic operation. This paper uses the Malmquist-Data Envelopment Analysis (DEA) model to analyze the total factor productivity (TFP) of listed manufacturing firms in China's three major coastal economic zones from 2009 to 2018. The result shows that the efficiency of manufacturing industry in China's three major coastal economic zones has maintained a relatively high level, and the growth rate of TFP is on a steady growth trend. A gap occurs between the actual level of manufacturing output and the level of frontier output in the three major coastal economic zones. Therefore, improving technological efficiency is one of the main issues to be faced. The empirical results show that when the industrial structure or economic activity structure of the city changes towards the service industry, the pollution of the whole city will be restrained and the environmental quality will be improved. Through the study of 2144 Shanghai and Shenzhen A-share listed companies through the year of 2014-2018 in those coastal areas, this paper analysis the correlation between ownership concentration and corporate performance. The corporate performance is measured by Return on Assets (ROA). It is found that ownership concentration positively influences corporate performance of listed companies in the coastal areas. Further research found that the positive effect of ownership concentration on corporate performance in the coastal areas of China with lower proportion of SOEs is higher than that with higher proportion of SOEs. Based on the concept of information sharing under the threshold of big data, this paper uses Python to collect the information of the innovation policies of Bohai Bay Area in 2009-2018 and constructs a policy evaluation index system on the basis of the grounded theory. The research combines the gray relational analysis model, the entropy weighting technique and the standard setting of policy synergetic degree to measure the synergy status of the innovation policies in Bohai Bay Area horizontal space. The study found that the provinces in the region have achieved certain achievements in the construction of the innovation policy system, but the pace of innovation policy construction is different. As a result, different policy indicators have different levels of synergy. (1) Overall, in the past decade the synergy status of the innovation policies in Bohai Bay Area horizontal space is in a good condition and the state of innovation policy integration is under construction. (2) From the perspective of specific provinces, Beijing and Tianjin are strong and relatively strong in the coordination of four primary indicators such as policy intensity, policy objectives, policy measures and policy platforms. In terms of Hebei Province, it has strong policy intensity. Policy objectives and policy measures are neither strong nor weak, and policy platforms are relatively weak. Technological innovation of universities has become an important driving force of economic growth and achieving high-quality economic development. This paper uses a variety of spatial econometric analysis techniques to investigate the inter-regional flow of the elements of university scientific and technological innovation capability and the effects of university technological innovation ability on economic growth and further studies the direct and indirect effects of university technological innovation capability by using panel data of coastal provinces and cities in China from 2005 to 2017. This research finds that the scientific and technological innovation ability of universities has obvious spatial spillover effect and it has a significant positive impact on regional economic growth. And the spatial spillover effect is greater than the direct effect, that is to say, the elasticity coefficient of the technological innovation ability of colleges and universities in the surrounding areas to the regional economic growth is greater than that of colleges and universities in the region. In addition, the investment of fixed assets, the process of urbanization and the scale of government only have the direct effect on the regional economic growth, and there is no spatial spillover effect. The scale of government and the opening-up have the direct effect and spillover effect. Taking Shanghai, Ningbo, and Nantong in the offshore areas of the Yangtze River Economic Belt in China as the examples, this paper attempts to analyze systematically the development of environmental carrying capacity (ECC) of marine resources on the basis of constructing an evaluation index system consisting of marine economic development, marine resource endowment, marine ecological environment, and marine science and technology culture subsystems. The results show that the evaluation of the subsystems for marine resource ECC in Shanghai, Ningbo, and Nantong were quite different; the overall ECC development level of marine resource in each region is satisfactory; and Shanghai ranked first in the ECC development level of marine resource, followed by Nantong, and Ningbo was last. In the future, China should focus on scientific and technological progress and ecological environmental protection to promote the level of marine ecological environment carrying capacity in China.
