Regional Innovation Policy Synergy in Horizontal Space: Taking Bohai Bay Regions as an Example.

Based on the concept of information sharing under the threshold of big data, this paper uses Python to collect the information of the innovation policies of Bohai Bay Area in 2009-2018 and constructs a policy evaluation index system on the basis of the grounded theory. The research combines the gray relational analysis model, the entropy weighting technique and the standard setting of policy synergetic degree to measure the synergy status of the innovation policies in Bohai Bay Area horizontal space. The study found that the provinces in the region have achieved certain achievements in the construction of the innovation policy system, but the pace of innovation policy construction is different. As a result, different policy indicators have different levels of synergy. (1) Overall, in the past decade the synergy status of the innovation policies in Bohai Bay Area horizontal space is in a good condition and the state of innovation policy integration is under construction. (2) From the perspective of specific provinces, Beijing and Tianjin are strong and relatively strong in the coordination of four primary indicators such as policy intensity, policy objectives, policy measures and policy platforms. In terms of Hebei Province, it has strong policy intensity. Policy objectives and policy measures are neither strong nor weak, and policy platforms are relatively weak. (3) From the perspective of indicators, the regional indicators such as talent construction, innovation system, intellectual property protection, and policy platforms are relatively poorly coordinated and need to be further strengthened.
