Assuming a non-neutral impact of space, an explicit assessment of metropolitan hierarchies based on local regression models produces a refined description of population settlement patterns and processes over time. We used Geographically Weighted Regressions (GWR) to provide an enriched interpretation of the density gradient in Greece, estimating a spatially explicit rank–size relationship inspired by Zipf's law. The empirical results of the GWR models quantified the adherence of real data (municipal population density as a predictor of metropolitan hierarchy) to the operational assumptions of the rank–size relationship. Local deviations from its prediction were explained considering the peculiarity of the metropolitan cycle (1961–2011) in the country. Although preliminary and exploratory, these findings decomposed representative population dynamics in two stages of the cycle (namely urbanization, 1961–1991, and suburbanization, 1991–2011). Being in line with earlier studies, this timing allowed a geographical interpretation of the evolution of a particularly complex metropolitan system with intense (urban) primacy and a weak level of rural development over a sufficiently long time interval. Introducing a spatially explicit estimation of the rank–size relationship at detailed territorial resolutions provided an original contribution to regional science, covering broad geographical scales. The UN's 2030 Agenda defined 17 Sustainable Development Goals (SDGs). In order to ensure the implementation of this global agenda, the UN proposed a systematic follow-up and review through indicator-based tracking and reporting of the progress with statistical and geospatial information toward SDGs at national, regional, and global levels. This has posed many technical and institutional challenges. Although international communities have devoted great attention to this hot topic, most of their work has focused on the conceptual design and preliminary testing. There are very few good practices for a comprehensive measurement and assessment of progress toward SDGs with the integration of statistical and geospatial information at national or local levels. This paper presents the methodology and results of a pioneer project which measured the progress toward SDGs at a local level in China (i.e., Deqing County) by integrating statistical and geospatial information. In this study, a number of technical/institutional issues have been tackled, such as the adoption of appropriate indicators at a local level, availability and acquisition of reliable data sets, and spatiotemporal analysis with a geographical perspective, interaction between SDGs and cross-sector coordination. The major conclusions are (a) the comprehensive progress toward SDGs in Deqing can be most appropriately measured and assessed by integrating geospatial and statistical information; (b) Deqing has made significant economic and social advances while maintaining a good ecological environment over the past few years. Agenda 2030 pursues a universal approach and identifies countries in the Global South and in the Global North that are in need of transformation toward sustainability. Therefore, countries of the Global North such as Germany have signed the commitment to implement the Sustainable Development Goals (SDGs). However, the SDGs need to be "translated" to the specific national context. Existing sustainability indicators and monitoring and reporting systems need to be adjusted as well. Our paper evaluates how three different initiatives translated SDG 11 ("Make cities and human settlements inclusive, safe, resilient, and sustainable") to the German context, given the specific role of cities in contributing to sustainable development. These initiatives included the official 'National Sustainable Development Strategy' of the German Government, a scientific initiative led by the 'German Institute for Urban Affairs', and a project carried out by the 'Open Knowledge Foundation', a non-governmental organization (NGO). This article aims to analyze how global goals addressing urban developments are contextualized on a national level. Our findings demonstrate that only a few of the original targets and indicators for SDG 11 are used in the German context; thus, major adjustments have been made according to the main sustainability challenges identified for Germany. Furthermore, our results show that the current contextualization of SDG 11 and sustainable urban development in Germany are still ongoing, and more changes and commitments need to be made. Socio-economic indicators are key to understanding societal challenges. They disassemble complex phenomena to gain insights and deepen understanding. Specific subsets of indicators have been developed to describe sustainability, human development, vulnerability, risk, resilience and climate change adaptation. Nonetheless, insufficient quality and availability of data often limit their explanatory power. Spatial and temporal resolution are often not at a scale appropriate for monitoring. Socio-economic indicators are mostly provided by governmental institutions and are therefore limited to administrative boundaries. Furthermore, different methodological computation approaches for the same indicator impair comparability between countries and regions. OpenStreetMap (OSM) provides an unparalleled standardized global database with a high spatiotemporal resolution. Surprisingly, the potential of OSM seems largely unexplored in this context. In this study, we used machine learning to predict four exemplary socio-economic indicators for municipalities based on OSM. By comparing the predictive power of neural networks to statistical regression models, we evaluated the unhinged resources of OSM for indicator development. OSM provides prospects for monitoring across administrative boundaries, interdisciplinary topics, and semi-quantitative factors like social cohesion. Further research is still required to, for example, determine the impact of regional and international differences in user contributions on the outputs. Nonetheless, this database can provide meaningful insight into otherwise unknown spatial differences in social, environmental or economic inequalities. [ABSTRACT FROM AUTHOR]

In this Special Issue, we bring together contributions from authors in the scientific discipline Geo-Information Science who engaged with the question: How does Geo-Information Science contribute to the development of Sustainable Development Goals (SDG) indicators? The editorial to the Special Issue situates the individual contributions in a broader social science debate, which critically examines the quantification of global policy goals and its effects on how we know and govern the world. We put forward concepts of 'measuring the world' and a brief history of the Geo-Information Science discipline, including its dominant positivist paradigm as well as scholarly debates that reflected on and shifted that paradigm. Given the global policy focus of the SDGs, we also briefly discuss policy science paradigms. We analyze the individual articles with regard to their contribution to the SDG indicator development trajectory. We also show how alternative ways of knowing and governing the world complement the dominant positivist paradigm. [ABSTRACT FROM AUTHOR]

Crop water productivity (CWP) has become a recognised indicator in assessing the state of Sustainable Development Goals (SDG) 6.4—to substantially increase water use efficiency. This indicator, while useful at a global scale, is not comprehensive at a local scale. To fill this gap, this research proposes a CWP framework, that takes advantage of the spatio-temporal availability of remote sensing, that identifies CWP goals and sub-indicators specific to the needs of the targeted domain. Three sub-indicators are considered; (i) a global water productivity score (GWPS), (ii) a local water productivity score (LWPS) and (iii) a land and water use productivity score (YWPS). The GWPS places local CWP in the global context and focuses on maximised CWP. The LWPS differentiates yield zones, normalising for potential product, and focuses on minimising water consumption. The YWPS focuses simultaneously on improving land and water productivity equally. The CWP framework was applied to potato in the West Bank, Palestine. Three management practices were compared under each sub-indicator. The case study showed that fields with high and low performance were different under each sub-indicator. The performance associated with different management practices was also different under each sub-indicator. For example, a winter rotation had a higher performance under the YWPS, the fall rotation had a higher performance under the LWPS and under the GWPS there was little difference. The results showed, that depending on the basin goal, not only do the sub-indicators required change, but also the management practices or approach required to reach those basin goals. This highlights the importance of providing a CWP framework with multiple sub-indicators, suitable to basin needs, to ensure that meeting the SDG 6.4 goal does not jeopardise local objectives.
