This article reports on the Fifth World Congress of Sociology organised by the International Sociological Association (ISA), at the Shoreham Hotel, Washington D.C., during 2-8 September, 1962, under the auspices of UNESCO and in collaboration with the American Sociological Association. The meetings brought together 1,030 participants from fifty one countries. Three main themes dealt with were, sociologists, policy-makers and the public, the sociology of development, the nature and problems of sociological theory. Many of the 240 invited contributions and the main papers presented to the plenary sessions are being published in the periodical "Transactions," volumes I and II of which have already appeared. Volumes III and IV will be published during the spring of 1963 and will contain reports on the discussions, a representative selection of the shorter papers and a list of the participants. Grants from the American Council of Learned Societies, the National Science Foundation and the Social Science Research Council enabled the ISA to pay the travel expenses of most of the principal contributors and to offer free charter flight tickets to 80 young research workers from twenty countries.

The article focuses on the International Political Science Association's Freudenstadt Round Table Meetings, held as of November 1, 1963. Four sessions were devoted to this first subject of the round table. Proceedings followed rather closely the arrangement set out in the general rapporteurs first working paper, the role of courts in administering civil and criminal law and in developing individual rights, the role of these courts in deciding constitutional issues affecting governmental and political structure, the position of these courts within the governmental framework. Three sessions of the conference were devoted to a discussion of the role of a constitution in apolitical system. The final session centred on the problem of constitutionalism in newly developing nations.

This article focuses on the inaugural conference of the International Peace Research Association (IPRA) held at the University of Groningen in the Netherlands in July 1965. There were participants from 23 countries representing 19 disciplines. 19 papers were read. The Polemological Institute of the University of Groningen was host to the conference. In addition to sessions for presentation of papers, two business meetings were held. The first was the opening session of the conference, at which secretary-general B.V.A. Roling presided over the election of a conference committee and reviewed the history of IPRA, going back to the meeting in 1963 at Clarens, Switzerland, of scholars of the East and the West concerned with peace research which gave rise to the committee, Conferences on Research on International Peace and Security.

"University of Michigan: International Meeting on the Problems of World Population," will be held at Ann Arbor, Michigan between November 15 and 18, 1968. "International Labor Organization: Second European Regional Conference," will be held at Geneva, Switzerland between December 2 and 14, 1968.

The article presents information on forthcoming meetings, published in "International Social Science Journal." The eleventh and twelfth sessions of the Executive Committee and the Fourth General Assembly of the International Social Science Council were held in March 9, 1959. The council organized a valuable round table for discussion of the social implications of technical advancement. The Social Sciences Committee and the Education Committee of the Italian National Commission for United Nations Education, Scientific and Cultural Organization, held a seminar in Cagliari, from 9 to 12 April, 1959, on the cultural factors in economic and cultural development, with special reference to Sardinia, Italy. The Institute of Economic Sociology and Ethnopsychology of Le Havre announced the publication of a non-periodical review entitled "Cashiers de sociologie." The Sixteenth International Congress of Psychology was held in 1960 at Bonn in Germany.

The International Social Science Council and the International Research Office on Social Implications of Technological Change held a round table conference, devoted to the social implications of technological change, as of August 1, 1958. According to the work programme, the discussion was centred on three aspects, i.e. changes occurring at the level of the firm, the family and the community. A historical and geographical comparison was also planned with the intention of demonstrating these differences between the industrialization process of the 19th and the early 20th century and the development to be observed today in new regions. Reports specially prepared by some participants provided the basis for discussion at each meeting. Most of these papers examined the problem of social change by means of an analysis of the situation in a particular country and the discussion was almost always directed to general situations which these national and regional analyses made it possible to identify.

The article announces the publication of the new international journal in probability theory. The journal which provides information on the theories of probability is designed to offer additional learning relative to various branches of sciences such as biological, physical, social and technological sciences. Its publication is made possible by the cooperation of the Applied Probability Trust and the London Mathematical Society. Moreover, the distribution will be made through volumes consisting of about 300 pages per year that will particularly offer data on the field of applied probability, research papers and short communications. Furthermore, information on the subscription of its volume together with the privileges offered are posted.

Approximately five thousand specialists in the behavioural sciences from all parts of the U.S. and Canada attended the fourteenth annual meeting of the American Orthopsychiatric Association at the Shoreham and Sheraton Park Hotels in Washington D.C., from six to nine March, 1963. This was the first meeting of the Association in the nation's capital. The American Orthopsychiatric Association is unique as a national professional organization in its composite membership drawn front professions of psychiatry, psychology, psychiatric social work, nursing, pediatrics, anthropology, sociology, education and the law, and its emphasis on the collaborative approach to the study and treatment of human behaviour and the prevention of emotional ills. Dr. Karl Menninger of the Menninger Foundation, one of the Associations charter members, was among the leading leaders at the presidential session. The opening session was organized in conjunction with the World Federation for Mental Health and was open to the public. Dr. Johan Gaining of the Science Research Institute of Oslo, Norway, presented a major paper on "The Application of Social Science to Peaceful Relations Between Groups and Nations," which was then discussed by Dr. Francois Cloutier.

The article presents a summary of news and announcements as on November 1, 1961. A meeting of European Ministers on problems related to family was held at the Hague on May 15-16, 1961. The Fifth World Congress of Sociology, under United Nations Educational, Scientific and Cultural Organization (UNESCO) will be held in Washington, D.C., from September 2-8, 1962, in response to an invitation from the American Sociological Association, the International Sociological Association. The themes of the congress will be of "Sociologists, policy-makers and the public," "Sociology of development" and "Nature and problems of sociological theory." The article announces the demographic fellowship program of the population council for the year 1962/63. A Center for South-East Asia has been set up within the Institut de Sociologic Sohray at the Universitè Libre de Bruxelles. The activities of the new center will be geared to the present-day problems of South-East Asia, comprising Burma, Cambodia, Ceylon, India, Indonesia, Laos, Malaya, Nepal, Pakistan, Thailand and Vietnam. The article also announces contests to be held by the Luigi Sturzo Institute and the Latin America Pro Deo Prize. The article also presents the report of the announcement of publication of a quarterly journal, "Ethnology," by the Department of Anthropology at the University of Pittsburgh from January next year.

Information about the topics discussed at the Sixth General Assembly of the International Social Science Council held in Paris, France in April 1965 is presented. Accordingly, the general assembly effected the council's partial renewal which replaced the expired mandates of the members and conducted election of new members to complete the council. The assembly features the delegates of national disciplinary associations, co-opted members, and associate members.

The article focuses on the Argentine Sociological Association. The association was founded on July 25, 1960 as a result of the development of teaching and research in this field. The association intends to promote high scientific standards in sociology, especially among those who have bad academic training in the subject and are dedicated full time to it. The Argentine Sociological Association has been affiliated with the International Sociological Association since January 1961. The various meetings and the subjects discussed at the symposium organized by the organization in Buenos Aires from September 25-29, are: Latin American Conference on Schools and Department of Sociology, Latin American Symposium on Stratification and Social Mobility, Symposium on Social Psychology, and the Interdisciplinary Seminar on Argentine Economic and Social Development its history and future. Papers presented at the various meetings have been published in mimeographed form and are available from the Argentine Sociological Association.

The article provides information about the International Institute for Economic Planning in Paris, France. The institute, which was established in 1963, was a semi-autonomous body under the United Nations Educational, Scientific, and Cultural Organization (UNESCO). It was funded by Unesco, the World Bank, and the Ford Foundation. The board was internationally composed and includes six elected members and five statutory members' representing organizations in the United Nations system with major responsibilities for education, human resources and development. The primary objective of the institute is to promote instruction and research on educational planning economic and social development.

This article outlines three basic elements crucial for the development of a new field, a paradigm, talent and institutionalization and considers the basic stages through which the social sciences have passed in association with different institutional structures. The empirical examples are few and brief, drawn especially from a recent study focusing on France, but the framework could easily be extended to other countries and fields. It concludes with some brief remarks concerning science policy. In the last decade students and others radically discontented with the society around them have been attracted to universities and research institutes, in part because of the feeling that these are more open institutions than others in the same society. Student disorders have perhaps been encouraged by increases in the size of student bodies. But if student disorders may be one short-run effect of scientific growth, the scientific communities of most European countries still seem in a position to benefit from additional growth along the lines presented.

As the United Nations approaches its twenty-fifth birthday there is a flurry of stock-taking by organizations of the United Nations family. Much of this effort is devoted to an evaluation of the Development Decade, the 1960s, in an effort to benefit from this experience in planning for the Second Development Decade, the 1970s. This article discusses changing patterns of international organizations which include intergovernmental organizations as well as international non-governmental organizations. It further studies trends in United Nations' economic and social organizations. Four models of global organizations are discussed. They are national and international centralization, traditional nation state system, world government and high entropy. The author attempts to answer often asked questions related to these organizations. He tries to find out if the continued proliferation of international organizations in the United Nations, and elsewhere is desirable or not. He further sees if regional integration leads to global integration, and if forms of relationship between intergovernmental organizations and other international organizations be changed.

The article provides information about changes of name and address of several sociological research institute. Instituto de Sociología in Chile was established as an Institute for Sociological Research in 1946 and in 1961 became a part of the Department of Social Sciences. The research personnel of the institute form a group directing specific projects in the sociological field with an auxiliary team of assistants. The Institute offers various facilities for research work, a specialized library of contemporary books and periodicals in the different branches of the social sciences. The Social Science Research Council in Great Britain is a governmental body for the promotion of social science research set up by a Royal Charter on 29 October 1965. This establishment was in accordance with the recommendations of the Heyworth Committee on Social Studies, which notes the increase in social sciences in universities and corresponding developments outside, suggesting that the social sciences are ready to move to a new level of performance for which they need a new level of support. The Comparative Education Center opened in 1967 at the University of Maryland, College Park, Maryland, provides masters and doctoral program in comparative education and in such related fields as the history of education and the philosophy of education.

A conference on comparability in voting studies, organized by International Sociological Association and Committee on Political Sociology will be held from July 1-5, 1968 in Glasgow, Scotland. An International Congress organized by Women's International League for Peace and Freedom will be held between August 18-24, 1968 in Nyborg, Denmark. The International Conference of Sociology of Religion organized by the International Congress is scheduled to be held between August 18-22, 1968 in Rome, Italy. This article presents a list of new institutions and professional bodies related to social science, published in May 1, 1968 issue of the "International Social Science Journal." Paris, France-based International Centre for the Study of Intergroup Relations aims to devote itself to intercultural and interdisciplinary studies dealing with the relations between different ethnic groups, at the national and international levels, with problems relating to social and ethnic identity and with the means of transforming antagonistic attitudes into co-operative attitudes. The establishement of Paris-based Association pour le Développement de la Science Politique Européenne may be said to have placed political science on an international footing in Europe for the first time, although no other discipline is harder to define or has had to struggle longer for recognition.

The International Data Library and Reference Service (IDL&RS) was established by the Survey Research Center and the Institute of International Studies to assist social scientists at the University of California in obtaining, processing, and analysing existing domestic and foreign survey materials. The service also provides assistance in the collection of new survey data both in America and in other countries, and it is used as a training laboratory for various university courses of instruction. The article focuses on the announcement made by the Columbia University, New York on October 12, 1962 on its plan to establish a Latin American Institute. This institute will be the seventh regional study project to be established in Columbia. Like its predecessors, the Latin American Institute will be part of Columbia's School of International Affairs and Regional Institute. The first director of the new institute will be Dr. Charles Wagley, professor of anthropology at the university and an authority on Latin American social structures. The primary objective of the institute will be to meet a fundamental national and educational need, namely, the achievement of a more knowledgeable basis for the conduct of inter-American cultural, political, social and economic affairs. It is expected that approximately 75 graduate students will be enrolled in the institute when it opens next September. Sixteen professors, all experts in some phase of Latin American studies, have been assigned to the institutes teaching staff from other departments of the university. A list of staff members who will offer courses in the new institute is also given.

The article focuses on ten years work of the International Committee For Social Science Documentation (ICSSD), which was set up in 1950. The committee consists of 10 to 18 persons who are interested in furthering the development of documentation in the social sciences on an international level. Most of the work is done under contract, deriving the major part of its income from such contracts. ICSSD drew up a general programme, localizing the four fields of scientific knowledge where action seemed most needed, sociology, political science, economics social and cultural anthropology. The committee launched stage-by-stage series of four annual international bibliographies. These are prepared by the secretariat of the committee, with the aid of a large number of national correspondents. The committee established a program for producing trend reports on the main branches of sociology and several important problems. It has established a world list of social science periodicals. The ICSSD also performs certain tasks which it considers necessary for the better organization of bibliographical and documentary work in the scientific fields with which it is concerned.

The Association Nationale pour Ie Développement des Sciences Humaines Appliquées (ANDSHA) was founded on March 5, 1956. It's aim is to develop and promote activities relating to applied psychology, psycho-technology, differential psychology, characterology, social psychology, group dynamics, sociometry, industrial psychology and, in course of time, all psychological subjects, methods and techniques which lend themselves to practical application. It also aims to provide its members with opportunities for training in these techniques or for improving their knowledge thereof. The ANDSHA is firmly in favor of a specific manner of training and advanced study. Taking the view that the human problems awaiting solution in the different groups, organizations or communities, whether administrative, industrial, commercial, educational or therapeutic, are themselves specific, in as much as they cannot necessarily be reduced to merely logical, rational facts but include in their essence certain non-logical, irrational, affective and unconscious aspects, the ANDSHA reaches the conclusion that these specific problems call for the use of specific tools, methods and techniques really suitable for dealing with them.

The Knesset, Israel's unicameral parliament, has 120 members, elected every four years. In the last elections 19 lists presented 1,312 candidates for these 120 seats, as of February 1, 1960. Israel uses the rigid party list system, and the whole country constitutes one constituency. Therefore, most parties present long lists of candidates, of whom only those at the top of these lists appear to be in so-called safe places, that is to have any likelihood of being elected. A similar situation obtains in elections for local authorities, which are likewise conducted by the rigid party list system, in which each local authority is considered as one constituency. Under these circumstances the total number of candidates at any election cannot provide any indication of the amount of competition for the formal decision-making positions. At best these lists of candidates indicate the number of presentable candidates each party can offer at elections, so that it has become a question of honor to present as many candidates as there are mandates available, or even more.

On November 27, 1856, on the initiative of sociologist Pierre Guillaume Frédéric Le Play, that the Société Internationale des Études Pratiques d' Économie Sociale was formally established. Its object was to conduct investigations on the basis of the monographic observation method perfected by the founder and as exemplified by him in his celebrated work "Les ouvriers européens." The society is the oldest existing sociological body and the only one to have celebrated its centenary. From its inception, the Le Play school made it clear that its aim was to act as a scientific research group with a specific view, however, to reaching practical conclusions for social reform. This twofold objective has remained the hallmark of the movement to this day, whereas the school of thought based on the ideas of Auguste Comte, another sociologist, was to confine itself to a far larger extent to abstract and even philosophical speculation.

The article provides information about the Centre for the Study of Developing Societies in New Delhi, India. The institute was founded with the assistance from the Asia Foundation. It undertakes and promotes research in the political and social structure of India and other developing countries. Primarily, it focuses on the historical, social, and cultural conditions under which the process of development takes place in particular countries. All of its research studies and projects are based on the specialized projects in different fields, undertaken by scholars.

This article reports on the twelfth International Course in Criminology organized by International Society of Criminology in Jerusalem, Israel, during September 2-20, 1962. The course was not organized on the assumption that the badly-needed answers to criminogenetic and the crime-prevention questions have already been found. The intention was only to provide a platform where experts from abroad and from Israel might exchange opinions and experiences, compare techniques and methods, summarize research work and plan projects for the future, thus facilitating a confrontation of thought based on different approaches, rather than a debate among representatives of antagonistic schools of a single given field. Judges, for example, might have friendly and useful discussions with psychiatrists, sociologists with psychologists, law-enforcement officials with probation and parole officers, and so on. Twenty-four foreign criminologists, some of them of world renown, and twenty-one colleagues from Israel delivered fifty-seven lectures, directed twenty-three seminars and participated in a two-day final international symposium devoted to the same main subject.

The article discusses about the institute Deutsche Stiftung Fuer Entwicklungslaender, translated as the German Institute for Developing Countries. The aims and objectives of the institute are defined in its statutes as follows: to give information to eminent personalities from developing countries in the field of administration and economy by conducting seminars and excursions; to give an opportunity to scientists and experts from developing countries, the Federal Republic of Germany and other countries to exchange opinions about economic and so on. The six-week international seminars for leaders from the countries of Africa, Asia and Latin America usually deal with one problem particular to developing countries. During the winter semester the institute conducts preparatory courses for German experts going to developing countries. The research department of the institute carries out surveys to assess the difficulties encountered in development programmes and the effects of such programmes. The institute is a joint foundation of member of the German Federal Diet of all parliamentary groups, and of the competent federal ministries.

The article provides information about the Academy of Sciences' Institute of Economics at 66 Lenin Prospekt in Minsk, Belarus. The Institute of Economics was founded in 1931 as a special scientific establishment of the Academy of Sciences of the Byelorussian Soviet Socialist Republic. Its primary objective is to promote the general adoption of good management practices in the national economy and to make recommendations to governmental and economic bodies for the improvement of administration. The institute bases its research on the analysis derived from a large volume of government statistics and on surveys carried out in enterprises and institutes.

The Center De Estudos De Estatistica Economica in Lisbon, Portugal was founded in 1947 to organize and conduct research into statistics applied to economic. It is attached to Lisbon University although it is at the same time a completely independent unit. Until 1957 the sole source of income of the center was funds provided by the Instituto de Alta Cultura, a government department that provides financial support for all research activities in Portugal. These funds were made available in three different ways as part-time grant for post-graduate students working in Portugal, full-time grant for those working in foreign countries and an annual grant for administrative expenses. Within these budgetary limits the center is financially autonomous. Since 1958, however, a three-year grant from the Gulbenkian Foundation has been made available to the center and this has considerably helped to develop its activities and work.
