This paper covers the folklore and traditional nature of Kazakh cinematograph. A flexible manner was used for analysis of the specifics of cinematizing of ethnic and cultural values, and also, the cinematization of traditions and customs as the factor of spiritual development was studied. Systematical and scientific analysis of peculiarities and factors of national identity and culture in Kazakh movies was conducted. The paper is dedicated to the discussion of ancient traditions and rituals of Kazakh people which have a great importance for the traditional Kazakh society, for their spiritual development, for the formation of personality in the society and behavioral education. It was demonstrated that the very ancient traditions, as well as quips by predecessors, according to which the traditional Kazakh society lives, play the main role, can influence and give a good example of the development and formation of a sound society in the 21st century according to unchangeable, previously established rules, national traditions and other values. Results of the study can contribute to the development of the methodology for both certain sections of cultural history and the study of socio-cultural significance of Kazakh cinematograph of the 20th century and of the beginning of the 21st century.

This article provides analysis of research papers by different scholars, dedicated to topical issues of pedagogical creativity development in the educational process. The authors determined that pedagogical creativity could be considered at five levels: information-reproducing, adaptive-prognostic, innovative, research and creative-prognostic. In addition, this study highlights the main features of teachers' creativity and describes the psychological and pedagogical factors that negatively influence creativity development in students of professional-pedagogical specialties. Practical significance of this paper is determined by the fact that the authors offered a pedagogical model describing creative potential development of the personality in the course of research activities.

The purpose of this paper is to review the historical facts related to conversion of indigenous people of the Kazakh steppe from Islam to Christianity and the conversion of the Russian migrants from Orthodoxy to Islam in Kazakhstan in the nineteenth-early twentieth century. The study deals with the laws that were detrimental to Islam and reforms of the imperial government in terms of administration of Kazakh lands favoring Kazakhs baptism. Using the comparative-historical method, the author analyzes the Orthodox missionary societies in Kazakhstan. The paper also determines reasons of Russian migrants' conversion to Islam. We found that it was mainly voluntary process and people would remain faithful to the new religion for the rest of their lives, were in not for the intervention of the church and the colonial administration. The results have shown that Christianization of the adherents of different faiths was used for change their minds in order to simplify management of the colonial people having other nationalities. Furthermore, church clergy and missionaries were involved in relevant activities among various categories of the population. The practical value of the study is that the submissions may be useful for historians and religious scholars in investigations of religion conversions.

This paper describes the results of studies on the peculiarities of distributed information systems, and the research of distributed systems technology development. The paper also provides the results of the analysis of E-business market research in the Republic of Kazakhstan. The article briefly describes the implementation of a possible solution to a distributed system based on Java-technologies. The topicality of the work is determined by the need of E-business development to increase economic investments, as well as improving the competitiveness of Kazakhstan in the world trade. The paper gives a brief description of the types of E-business, the concept of a distributed system, types of distributed software systems, distributed systems architecture analysis, logical software layers of distributed systems, as well as the analysis of distributed systems technology development and Java-technologies for the development of distributed systems. In addition, an example of a distributed system development in E-business is provided--a Java-based online store, as well as the description of the implementation of a distributed system, the software part and a hardware part of a distributed system, the description of the logical architecture for the online store, the structure and the operation of the system. Also, the name and address of the implemented distributed system are given, which is the result of a study of distributed systems and the implementation of Java-based distributed systems. The development of E-business requires the implementation of an information system for the promotion of goods and services. Today, E-businesses mostly use information systems with distributed structure. The implementation of Java-based distributed systems in E-business is one way of the E-business development in Kazakhstan. The results are applicable to the post-Soviet and developing countries, which include Kazakhstan, as the theoretical basis for the development of E-business.

The background of this paper is to present how education system of Kazakhstan evolved during the last 24 years of independence, highlighting the contemporary transformational processes. We defined the aim to identify the education quality in the context of competence-based approach. Methods: Analysis of references, interviewing, experimental work. Results: Education quality problems are revealed according to the results of the analysis of the state system of vocational education of the Republic of Kazakhstan. It is shown that the learning results description in the context of the competence approach is important at this stage of education system development. It is given recommendations on education quality assurance of the Republic of Kazakhstan in the context of competence-based approach. The novelty of the paper is that quality issues are considered in relation to VET and higher education, it is proposed to use the positive experience of each system. Conclusion: it is possible to solve many of these problems through the development of the National Qualifications Network based on the principles of the European Qualifications Network.

The paper analyzes the collections of the Peter the Great Museum of Anthropology and Ethnography (MAE RAS) and the Russian Ethnographic Museum (REM) (St. Petersburg, Russian Federation). Their study is of great importance both in the scientific-theoretical and practical aspects. In theory, their study is of particular interest, since at the turn of XXth century customs of the Kazakhs underwent dramatic changes, many traditions, which remained intact for centuries, were perceived as archaisms. The museum collections became the material and information basis, which could be used to reliably reconstruct the traditional way of life of the Kazakhs. The main objective of this paper is to study the collections of traditional Kazakh clothing (19th century), describing specific features of its national ornaments, comparison of modern and traditional ornamentation (19th century). Relevance of the problem being under study is amplified in the context of universal cultural globalization. Against this background, the uniqueness and originality of the Kazakh ethnic culture are threatened with extinction. This study reveals key tendencies related to the cultural impact of globalization on the ethnic and cultural identity of the modern Kazakh society by the example of studying national ornaments on traditional clothing. The authors conclude that some of the decorative motifs, presented in modern renovated clothes are applied incorrectly. The paper provides analysis of the factors that caused this phenomenon and recommendations to improve cultural background of the population.

Kazakhstan, having joined the Bologna Declaration in 2010, committed itself to modernize the higher education in general and make a fundamental change in the approach to the development of regulations, in particular, the educational programs. The article describes the basic concepts of the problem, provides an overview of the regulatory frame-work and grounds modern approaches and the design algorithm of educational training programs. The purpose of this paper is to provide information about the current reform of higher education in Kazakhstan, about the problems and deficits occurring in this area, and about ways to correct unwelcome developments. The paper provides a review of appropriate programmatic documents, on the one hand, and of the results of relevant empirical studies on the other. On this basis deficits and risks of the Kazakhstan higher education policy are identified and feasible solutions discussed.

Modern education is aimed at training competent specialists, which requires modernizing the training process by implementing innovative technologies, especially information technologies. Information technologies allow quickly accessing necessary data, which speeds up the training process. This paper deals with issues related to training bachelors of transport for using information technology. The study offers the system of bachelor training for using information technology. The authors analyzed and substantiated the information-related disciplines, identified their setbacks and the necessity of using IT tools in the academic process of the university. The results show that using information technologies improves the level of education significantly. Students were found to be more interested in learning. Information technologies allow holding online conferences, which gives students the opportunity to share experience, discuss relevant issues, and seek ways to solve them. The results of the experiment showed that the group that trained according to the suggested methodical complex based on information technologies improved its level of professional competence by 25%.

The article reveals the importance of art pedagogy, art pedagogy through understanding the history of Kazakh art. The paper provides definitions of potential art of Kazakhstan and its role in the educational system of the university. It describes the main purpose of art teaching through the formation of ethnic and cultural identity of the student focused on the artistic culture of Kazakhstan in relation to other cultures. Comparing the use of art pedagogy in practice in the modern educational system. The article presents the etymological analysis of the term "art pedagogy", highlights the key approaches to the interpretation of this concept in the modern domestic pedagogy and provides a comparative analysis of its teaching with related terms (art therapy, art education, etc.). The relevance of this paper is determined by the needs of modern society for qualified specialists who will fulfill professional tasks in a foreign language society at various intercultural levels. The purpose of the research is studying the development of professional foreign language competence for ESP students. The methodology of the research is based on doing a literature review of the relevant topic and make a case study of Kazakh National Agrarian University. The results show that since agriculture is one of the main vital sectors of Kazakhstan's national economy there is a need to develop professional foreign language competence of Agrarian University students which could be implemented by stages, approaches, and by considering the content of foreign language education. Therefore, according to the intensive processes of the higher education reformation, the development of the students' professional competence occupies a leading position. Nowadays, it is necessary to train future specialists to act professionally due to the demands of ever changing social and cultural environment.

The purpose of this research is to develop and implement an economic and geographic approach to forming and developing geographic (territorial) industrial clusters in regions of Kazakhstan. The purpose necessitates the accomplishment of the following scientific objectives: to investigate scientific approaches and experience of territorial economic development; to investigate the developmental trends and territorial concentration of the economy in the West Kazakhstan region; to determine the prospects of formation and recommendations regarding the development of geographic (territorial) industrial clusters in the West Kazakhstan region. The general methodology of the present research is based on philosophical and ecological-geographic ideas and concepts, which, in turn, are based on the concept of sustainable development of an area and the principle of polycentric development of production forces in the country. The given paper presents an economic and geographic approach to the formation and development of geographic (territorial) industrial clusters in Kazakhstan regions. Recommendations are developed regarding territorial and structural transformation and modernization of the West Kazakhstan region economy, based on mobilization and an effective use of natural resources, new forms of productive forces territorial organization (geographic (territorial) industrial clusters).

The paper is aimed at studying the features of pedagogical culture formation in future social workers and developing methods to improve the professional and pedagogical preparation quality of students in the "Social work" specialty. In the study, a survey of students in the "Social work" specialty (n = 400), and a standardized interview with the teachers of educational institutions of the Republic of Kazakhstan (n = 150) was conducted. Data of the empirical part of the research suggest that in schools' practice the standard curricula and programs are used that do not take into account peculiarities of professional activity of social workers, are not aimed at developing practical skills and are not contiguous with the principles of modern personality-oriented educational technologies. The monitoring results became the basis for the development of a model to improve the quality of professional and pedagogical preparation of students in the "Social work" specialty.

With Kazakhstan's accession to the Bologna Process, particular importance is attached to the professionally-oriented approach of teaching foreign languages to students, which facilitates formation of their foreign language communicative ability. The article deals with the problem of teaching English to students for the purpose of formation of international communicative competence of the future experts with the aid of professional discourse, which is defined as a verbal communication aimed at solving theoretical and practical problems that requires training and experience in a definite sphere of activity. The paper considers "discourse" from the perspectives of different theories and authors, it describes the main characteristics and types of discourse, differentiated the terms "discourse" and the term "text," examined the peculiarities of them and it also lists specific features of "discursive competence" and accentuates its importance in the process of teaching foreign language communication within the new paradigm of Kazakh education system.

The paper deals with the problem of foreigners' rights and freedoms protection during the criminal procedure in The Republic of Kazakhstan. The comparative analysis of national and international legal framework shows that principles of legal defense of foreigners' interests do not have a practical application. Examining the content of requests on legal assistance received by the General Prosecutor's Office of the Republic of Kazakhstan in 2012-2015, the authors determine that about 20% of the orders relate to the admission of representatives of the competent authorities of foreign states. The study also proposes the amendments to the determination of rights and duties of a representative of a foreign state. The practical value is that the research can be a theoretical basis for further development of effective legislative mechanisms of the foreign citizens' interests' protection in Post-Soviet countries and other states referring to the Romano-Germanic legal system.

The main threats to world order are terrorist and extremist activities. On the world stage, countries unite into a coalition with the aim to increase the efficiency of the fight against terrorism. At the local level, the terrorist threat is fought by the security services. In order to prevent global human victims, which may arise as a result of terrorist attacks, the government is taking a number of normative legal acts, which prevent the activities of militants. The main problem that arises in the preparation of the law is the lack of a clear understanding of what the "terrorism" and "extremism" are. Therefore, in this paper, a complete analysis of these terms will be made on the basis of normative legal acts of some countries such as the USA, Russia, Kazakhstan, and scientists specialized in the subject. Research of the terms "extremism" and "terrorism" has shown that these concepts are different, but at the same time interconnected. This relationship is expressed in the fact that terrorism is a continuation of extremism, its next step. The disengagement of these concepts will allow the legislator to create more specific laws, that will cover the entire field of criminal activities.

Development of the global information space is the basis of change in the educational paradigm and the formation of the world market of educational services. Traditional educational institutions face new challenges and risks that undermine their competitiveness. This implies the emerging phenomenon of online reputation risks, with significant regional characteristics. This paper first examines the emergence of online reputation risk for the Kazakh education. It shows how particular risks of educational institutions multiply the risks of reputation as regards regions and the country overall. Countering online risks and the positive e-reputation development should be part of a unified governmental and educational strategy. Empirical data justified the need to include the program of online reputation development into the strategic development plans at the level of local educational institutions.

The paper is devoted to monitoring the environmental coliform bacteria (CB) contamination (soil and water) in the environmental disaster areas in the Kazakhstan part of the Aral Sea Region and ranking districts by their level of contamination and the rate of gastrointestinal infections (GI). The research was done in environmental disaster areas (Aral District, Kazaly District) and environmental crisis areas (Karmakshy District, Zhalagash District, and Shieli District) in the Kyzylorda Region. The areas were ranked in terms of CB contamination level and GI rate in descending order. The bacterial composition in the gathered water samples showed that the greatest number of contaminated samples was found in the Aral District and an insignificantly smaller number of contaminated water samples were found in the Shieli District. A combination of various microorganisms (by two or three species) was found in most studied samples of soil and water, while the total microbial count ranged from 2.1 to 6.7. The obtained results show that the rankings of areas by E.coli contamination and GI rate coincided or were very close, but weakly correlated with the severity of the environmental disaster.

This article focuses on such a highly relevant subject as the prevention and correction of deviant behavior in the adolescent environment. The study revealed the main vectors for the development of the modern science of deviant behavior, identified the main causes of deviations and carried out a comparative analysis of the work on the prevention of deviant behavior in the CIS countries and abroad. This paper proved that the key factor in the prevention and correction of deviant behavior should be, firstly, the family as the primary and the most important institution of identity formation, and secondly, the pedagogically controlled environment of educational institutions serving as a condition for socialization and personal development for children and adolescents.

The article provides analysis of the interrupted communication as part of the communication in the election discourse. The authors explored the most typical reasons for the interrupted communication in the electoral discourse analyzed communication failures as a kind of ineffective communication. Communication failures are presented as a result of interrupted communication, which may be determined by several reasons. The paper disclosed the key reason of these failures--the intention of the speaker--the reluctance to continue the conversation for one reason or another. The communication failures in terms of the election discourse were typical largely for the election debate, characterized by the impossibility of predicting future responses, uncomfortable questions that often required non-standard speech decisions on the part of the speaker. The study established the relationship between the ability of a politician to maintain effective communication and the creation of his positive or negative political image. Psychological causes of interrupted speech present a separate group: the emotional state of the speaker, his perception or non-perception of the opponent, the ability to transfer the required opinion in an expressive way.

The objective of the study is to draw an analogy with the criminological aspects of unemployed migrants' delinquency in Astana and Almaty, based on the example of the criminal US cities, to develop a solution on the basis of the information received and solutions to emerging conflicts. The article presents solutions in order to improve the efficiency of social and legal control over unemployment and migration flows. The article reviews the main causes of crime, and the comparative analysis between the level of crime and unemployment has been undertaken. There were given recommendations how to normalize those aspects and improve crime situation in the cities. The author raises the question of migratory flows, their importance for the economy and the urban crime. Recommendations for improving the legislation of the Republic of Kazakhstan, the migration service were given as well as ways of proper managing and administering migration flows. The paper provides the theoretical recommendations for combating unemployment and improving the lives of migratory flows in order to solve conflict situations and reduce the impact of crime on the basis of the received data about given cities of Kazakhstan.

The aim of this study is to identify and provide a clear idea about the helpful ways in determining the truth (or reliability) of arguments in the situations where it is necessary to make a decision. In this paper, we use systemic, structural-functional, activity approaches, methods of analysis, synthesis, moreover we discuss the works of scientists who conducted the study on the subject. The truth determination of the arguments will stimulate the development and modernization of science and critical thinking in individuals. As a result, a set of training sessions is developed, with the aim of informing about the methods that can be used for checking the arguments' validity. The results of the study could serve as a basis for similar and more extensive research in this direction with the aim of increasing the training effectiveness for a successful life in today's rapidly changing world through education. This paper aims at analyzing specific features of social competence of future music teachers and the development of specialized techniques in order to improve the quality of motivational and cognitive components of student social competence. The sample involved 660 undergraduate students. The authors used a number of research methods, such as pedagogical experiment, discussion, testing and monitoring, which provided the possibility to monitor the degree of social responsibility and the development of social competence in the future music teachers. The study specified three levels of social competence development, along with analyzing the conditions of implementing social competence of students engaged in creative specialties in a holistic teaching and learning process in higher educational institutions. The results of the experiment showed that in order to prevent social immaturity of future music teachers, along with improving their social skills such as constructive behaviour in a conflict situation, the ability to defend personal viewpoint, independent thinking and decision-making, one needs to involve students in active interaction with the social environment outside the psycho-emotional comfort area. The analysis of the control stage data indicate that the developed method has improved the ability to analyze and to use the mechanisms of social interaction in a social group at the micro, meso and macro levels, and provided practical skills of decision-making under modern creative environment.

Value education is one of the most effective forms of education. However, this system is applied only in developed countries due to a number of factors. The purpose of this study is to develop a method for training primary school teachers capable of implementing the value education system in developing countries. Teachers not only conveys knowledge of the foundations of science and helps to develop specific skills and practices in a particular area, but also bears values. This is extremely important in primary schools, where the worldview fundamentals are formed. The paper presents the results of a comparative study of the training of prospective primary school teachers for working with primary-school children in Kazakhstan and Germany in terms of the axiological approach.

Matters on compensation of moral damage are one of the most controversial and topical in enforcement practice for today, especially in developing countries, such as Kazakhstan. This is because the matters of protection of the individual, his moral rights and benefits are the same priority as the protection of property rights. In this paper, the authors conducted an attempt to study the matters of enforcement practice related to the definition of criteria for compensation of moral damage, caused by the offenses. The article made a comparative analysis of some aspects of the legislation Institute on arising from the offense (torts) liability for compensation of moral damage, attention is drawn to the different definition of the term "moral damage". As the regulatory basis were used the legislative acts of Russia, Kazakhstan and Germany. The results substantiate the necessity of reforming the legislative basis of the Republic of Kazakhstan in the sphere of regulation of the compensation of moral damage. Moral hazard is defined as "moral and physical suffering", which did not disclose fully the term and can be interpreted in different ways. Therefore, it is necessary to consolidate at the legislative level the full concept of "moral damage", as well as to develop a single system for calculating it.

The article presents the results of researches aimed at the creation of automated workplaces for railway transport specialists with the help of intelligent information systems. The analysis of tendencies of information technologies development in the transport network was conducted. It was determined that the most effective approach is to create an information transport architecture, together with the quality management system of transport services. Automated workplace for specialists of rail transport with this approach is synergistically formed as a local information space and process automation as part of a single intelligent information transport space in accordance with the strategy of transport development, management and information technologies. This approach allows standardizing technological processes of traffic, identifying points of risk of occurrence of security threats and information loss, forming a dynamic information environment decision support. The main problems of the effective operation of intelligent transport systems in general and each automated sites are information security, reliability of information, the stability of data transmission systems, and qualification of the personnel. The basis for the formation of local computer workstations are optional models of technological processes, taking into account the large number of situations on the railway transport options. The paper presents an example of modeling operations and assessment of the costs of the working time of commodity cashier. An analysis found fotochronometry the most appropriate for the study, which serves as the basis for action photography worker per shift with simultaneous maintenance of chronometry observations lasting one or another of his actions. The mathematical apparatus of research, calculation and optimization of logical systems is a simulation pertaining to the theory of probability, mathematical statistics and represented in terms of queuing theory. The proposed changes to modernize the automated place for commercial cashier can be embedded in the enterprises of the railway of Kazakhstan.

After the collapse of the Soviet Union, the Russian Federation and the Republic of Kazakhstan had to re-build their bilateral relations, and today this process continues. Both countries face up to a number of objective difficulties, such as crisis and the need to develop new foreign and domestic policy doctrines. Nevertheless, several bilateral agreements show the governments' desire to establish closer co-operation and to look for new integration method. Cross-border cooperation presents one of these methods. This paper deals with specific features of interterritorial and cross-border cooperation between border regions of the Republic of Kazakhstan and the Russian Federation, basic problems of cross-border cooperation in these regions. The authors identified the most important areas of further cross-border and interregional cooperation between Kazakhstan and Russia. Relevant legal documents show intense cooperation development between the countries; this is confirmed by the participation of Kazakhstan and Russia in a number of international organizations, in particular, SCO, CIS, and the Customs Union. Development of cross-border cooperation presents a new stage in bilateral relations. Currently, the main difficulties that hinder such cooperation include inadequate legal framework, which requires improvement in order to meet the requirements of bilateral relations, the need to extend state funding, as well as the need to attract foreign investment.

Corruption is the main obstacle on the way toward state's economic and political growth. Corrupt practices are one of the oldest forms of crime that arose with an appearance of nationhood. Nowadays, corruption harms the economies of developing countries that are undergoing a process of an economic model transformation. Kazakhstan is among these countries. In order to form an effective policy to fight against corruption in Kazakhstan, it is necessary to study and generalize the experience of developed and developing countries. This paper studies the attitude of society towards manifestations of corruption, on the example of the countries of Asia, Africa, Europe and Latin America. Scientific researches on the problem of corruption practices were considered in the article. Corruption is the main limiting factor on the way toward reforming the state. At this time, social movements counteract corruption in developing countries. This article summarizes the problems of corrupt practices in developing countries, which would help to develop an effective program to fight against corruption in further researches.

The development of desert areas in the industrial and tourist and educational purposes related to the implementation of physical activity in extreme conditions. A complex set of hot climate causes the body deep adaptive adjustment, impact on health, human physical performance. Optimization of physical activity in hot climates is of particular importance for the tourists and military personnel, the specific activity of which is related to the foot movement with different masses carried goods on different terrain. The methodology is based on the analysis of the results of experimental studies of the optimum speed of movement of a person walking in a desert area, taking into account temperature and weight of cargo carried. The purpose of the study--assessment of the severity of muscle work, depending on the weight of transported cargo, the nature of the soil and the air temperature at the time of walking alone in a desert area.
