It is with sadness that we announce one of our EMC Society founders, Anthony Zimbalatti, has died in the recent past. Thank you to Dan Hoolihan for bringing his passing to our attention and for providing the tribute to his legacy below.

The IEC (International Electrotechnical Commission) hosted the Advisory Committee on EMC (ACEC) in Busan, South Korea in October2018. Busan is the second largest city and is located in the southern part of the country. The ACEC meeting was part of the IEC annual General Meeting which is replete with many IEC technical committee/subcommittee (TC/SC) meetings including IEC management meetings. Don Heirman, ACEC chairman, led the ACEC meeting which lasted two days. Members from many parts of the world (Europe, US, and Japan) were in attendance at the ACEC meeting where discussions continue on EMC issues across the many IEC TC/SCs that have EMC in their standards.

The Japanese national committee of the IEC (International Electrotechnical Commission) hosted the Advisory Committee on EMC (ACEC) at the Tohoku Gakuin University, Tagajo Campus (Sendai) Japan on 10–11 June 2019. Don Heirman, ACEC Chair, led the ACEC meeting which lasted two days. While there were several members unable to attend, there was still representation from Europe, the US, and Japan. Most of those not in attendance still forwarded their reports which Don presented. Secretary Andy Redgate from the IEC regional center in Boston recorded questions from the attendees that needed the authors to answer as their action items.

AFNOR (French Standardization Association) and ACEC member Daniel Gonzalez hosted the April 2018 meeting of the IEC (International Electrotechnical Commission) Avisory Committee on EMC (ACEC) in Paris in a district called St. Denis. Don Heirman, ACEC Chairman, led the meeting which lasted two days. Members from many parts of the world (Europe, US, and Japan) were in attendance for the meeting that continues to discuss EMC issues across the many IEC Technical Committees and subcommittees that have EMC in their standards.

We find that another of our outstanding EMC contributors for many decades has passed on. Dr. Tom Dvorak, as I would like to say, was father of the enormously successful EMC Zurich symposium held in several venues but mostly in Zurich, Switzerland. I recall all the times I attended this symposium, giving papers and workshops and chatting with Tom. This allowed me to get to know him better. As will be reported by Gabriel Meyer, his close colleague at ETH in Zurich (Swiss Federal institute), Tom was a stickler for having no less than the “perfect paper” published in the proceedings. This included not only assurance that the technical discussion made sense but also that the physical layout of the paper on paper was perfect. An example of the latter attention to detail was that each column in a two column format on the page had to be identical. In this way, at the bottom of the page, the last line in column 1 was at the same “elevation” as the last line in column 2. To emphasize this point one year, all speakers got a “kit” with scissors, tape, a ruler, and other utensils to make the last lines in each column the same distance from the bottom of the page. I still have that kit. Every time I see it, I recall Tom fondly as the near perfectionist. The tributes to Tom which appear below are from his closest colleagues. Normally I would focus only on the tributes to Tom related to his career. But the stories of his colleagues are as compelling as a history of EMC in Europe; I have extended the material in each tribute. As you will see, the disapproval of Tom's request for having the IEEE International Symposium on EMC in Montreux, Switzerland in 1975 led to his moving ahead with the symposium in Montreux. That spawned the multiyear EMC symposia primarily in Zurich, Switzerland — a real success story. The photo below was taken of Tom at the Zurich EMC Symposium banquet in the Dolder Grande Hotel. I had the pleasure of being there and applauding him for all he did for the symposium. In any case, we now announce with sadness Tom's obituary.

As we think about the good time we had at the 2019 IEEE International Symposium on EMC+SIPI held in New Orleans at the end of July, it is good to remember the increased standards presentations, committee meetings and tutorials held during the symposium week this year.

The last meeting in 2015 of ACEC was held in Boston on 17 and 18 November. The venue was close to the IEC (International Electrotechnical Commission) North American office in Worcester, Massachusetts. Fourteen of the 18 members were in attendance at the meeting chaired by Don Heirman (Don HEIR-MAN Consultants). They traveled from Europe, Japan, China, and both coasts of the US.

The American National Standards Institute Accredited Standards Committee C63® (EMC) took its continuing major annual workshops this time to the Bayou. This workshop, which was focused on compliance testing of wireless devices, licensed and unlicensed, was held on July 20. This was the Saturday before the start of the 2019 IEEE International Symposium on EMC+SIPI held in New Orleans, Louisiana. The ANSI C63 standards specifically addressed in the workshop included: • C63.10 "American National Standard for testing unlicensed wireless devices" covering measurements of emissions from such transmitters • C63.26 "American National Standard of procedures for compliance testing of transmitters used in licensed radio services" covering measurement of emissions from these transmitters.

SEPA (Smart Electric Power Alliance) is a not for profit organization that is working for grid modernization including efficient energy use of communication technologies superimposed on the grid between the power generation point and customer locations using power. In the past three years, SEPA has published four "whitepapers" examining the need for EMC to be considered for devices installed on the power grid as well as other critical locations such as that at a power substation.

The EMC Society has suffered losses of three major contributors to our EMC discipline. One was a part of the founding members of the Society and two were major contributors to the application of EMC principles. I am saddened to report that Sam Burruano, who was one of the founders of the EMC Society which was called the Professional Group on RFI back at the start in 1957, has passed way. In the same time period, “Bud” Hoeft, who contributed much in the area of connector and cable shielding and its application to shielding of aircraft also passed as did Dave Hanttula who first practiced EMC at a startup company called “Apple”.

In this issue our standards column is devoted to updating the readers on one of our major Society standards committees ? the Standards Advisory and Coordination Committee (SACCom). This committee is unique to our Society in that it is comprised of representatives from non-EMC Society standards committees which also develop EMC standards. They meet along with the EMC Society Standards Development and Education Committee (SDECom) the day before each EMC Society Board of Directors meeting, outside of that at the annual symposium and separately during the symposium week giving progress reports at the Board meeting later in that week. I asked the chair of SACCom ? John Norgard ? to fill us in on the committee's activities and participants. At the end of this article John also provides an update to the Standards Travel Grant, which was recently approved by the Board of Directors.

The American National Standards Institute Accredited Standards Committee C63® (EMC) took its continuing major annual workshops this time to the West Coast of the US. This one, which was focused on compliance testing of wireless devices and unintentional radiators, was held on 28 July 2018, the Saturday before the start of the Long Beach EMC Society Symposium. The host was Element Materials Technology in Irvine, California. Their semi-anechoic chamber was made available to perform testing of transmitters in accordance with the following standards

For this edition of the EMC Magazine we thought it would be interesting to capture some of the major activities discussed at the ANSI C63 meetings last May in Piscataway, New Jersey at the IEEE Service Center. The meetings themselves spanned five days with the parent committee meeting the last day to hear reports from its six subcommittees.

The Advisory Committee on EMC (ACEC) of the International Electrotechnical Commission (IEC) traveled in May to Wuhan, China for its two day meeting. The host was the Chinese National Committee of the IEC. Their representative and ACEC member was Dr. Xiong Wu who works for the China Electric Power Research Institute in Wuhan City. He participated both days and made sure the accommodations for the meeting met the needs of the 14 ACEC members who attended.

EMC Society President Frank Sabath sent a Board delegation to meet with the APEMC 2016 leadership at their Symposium in Shenzhen, China. Don Heirman, Don HEIRMAN Consultants and EMC Society Vice President for Standards, was named the head of delegation. The others in the delegation were Janet O'Neil, ETS-Lindgren, Society secretary; Vignesh Rajamani, Vice President for Member Services; and Mike Violette, Washington Labs, Society Marketing support.

The British Standards Institute hosted a recent meeting of the IEC (International Electrotechnical Commission) Advisory Committee on EMC (ACEC) in May 2016. Don Heirman, ACEC chairman, led the meeting which lasted a full two days. Members from many parts of the world (Europe, China, US, and Japan) were in attendance for the meeting that continues to discuss EMC issues across the many IEC Technical Committees that have EMC in their standards. ACEC works to resolve issues and to advise the IEC Standardization Management Board (SMB), which manages the technical operation of the IEC, on actions and issues involving EMC that they should consider or be informed. The SMB also assigns EMC issues to ACEC that comes before their committee to seek ACEC's advice.

The 2013 meeting of the International Special Committee on Radio Interference (CISPR) was held this year in Ottawa, Canada. The meeting was sponsored by the Canadian National Committee of the International Electrotechnical Commission (IEC). CISPR is a technical committee of the IEC. In parallel, TC77 (EMC) met as well as TC106 (Human Exposure). This article will describe the CISPR meetings.

In the third quarter issue of the EMC Magazine my good friend Don Sweeney wrote an article on what he did with our colleague Ed Bronaugh's files and the time it took him to do it. He had an excellent ?coding? system with colored tags to indicate everything from shredding to giving to our EMC Society History Committee for further reviewing. What this illustrates is that we need to keep some of the key work of our EMC Society technical leaders so that others can make use of that information. To do this there needs to be an accessible repository of what is in our EMC discipline which of course depends on the eyes of the beholder. Archiving is one way to preserve history of key activities or organizations, explain what made the difference in the past to apply in the future, provide a resource for researchers or to remember those involved in the work.

There has been a desire for a long time to increase the efficiency of the way in which power is generated and delivered to customers. While there are many aspects to solve this desire, many of them entail the ability to know what power is used and when it is used and by whom. The point of common information is at the common power usage meter that resides on the outside wall of structures. From an EMC perspective, such devices should withstand the RF environment where they are located. The use of EMC standards and appropriate test levels are critical to the survivability of the intelligence that flows in both directions through the power meter. That intelligence has been identified as making the meter “smart” and hence the power grid “smart”. Moreover, this has been identified as the Smart Meter and the Smart Grid, respectively. This short paper provides an overview of the application of EMC principles to the Smart Grid. It will indicate where the EMC standards can best be applied and which are the main committees identifying these standards. It is not an exhaustive review as it is intended to highlight the topic with papers that follow providing much more detail.

The International Electrotechnical Commission (IEC) national committee of the Russian Federation hosted the annual General Meeting of the IEC where the International Special Committee on Radio Interference (CISPR) had its meeting at the same venue in Vladivostok, Russian Federation. The venue was the Far Eastern Federal University (FEFU) Congress and Exhibition Center on Russky Island. Bettina Funk of the Swedish Post and Telecom Authority chaired the CISPR plenary meeting. The author of this article is a member of the CISPR steering committee and immediate past chair.

The American National Standards Institute (ANSI) Accredited Standards Committee C63® (EMC) took its show on the road again and ended up in National Harbor, Maryland, just south of Washington DC. This time there were two half-day workshops on August 5, 2017 held at the site of the annual IEEE Symposium on EMC, Power Integrity and Signal Integrity (EMC+SIPI) - the convention center of the Gaylord hotel. The symposium was held over August 7-11 and so as usual the workshop preceded the start of the symposium.

It is time for announcing again the criteria for getting partial travel reimbursement for attending EMC Society standards face-to-face meetings. The funding comes from the IEEE Foundation and is not part of the EMC Society budget.

The SACCom meeting in Long Beach during the symposium was immediately followed the SDECom meeting and was chaired by John Norgard. The committee is comprised of representatives of standards development organizations not part of the IEEE or the EMC Society. SACCom receives reports of the EMC standards activity of these organizations, which are reported by the representatives present at the meeting. The intent is to see if there are similar standards activities in their organizations and if so, is there a way to cooperate or to exchange information so as not to duplicate standards on a particular subject. Further, the SACCom also works with the SDECom in pointing out areas of possible duplication or at least similar projects for further investigation to see if there can be a cooperative effort. There is a relationship between our Society's Special Committee dealing with Smart Grid (SC1) and the work of the special Electromagnetic (EM) Interoperability Issues working group (EMIIWG) in the Smart Grid technical organization called the Smart Electric Power Alliance (SEPA). The EMIIWG has published two so-called "white papers" on the need and application of good EMC performance for Smart Grid devices. Imbedded in those documents are lists of EMC test standards, and hence is a special application of EMC standards.
