This paper uses the lens of institutional theory to explain the launch and evolution of Austin, Texas's technology‐based economy. The case underscores the importance of context, contingency, and the evolution of key local development organizations in explaining how regional economic development trajectories can change and evolve. The case history provides insights into how economic development networks form and operate to "set off" processes of industrial specialization and agglomeration and how they can promote successful adaptation to change in technology and industrial structure. The Austin story further suggests a "stage" process of regional technology‐based evolution where the development of industrial agglomerations linked to a substantial local research base is seen as a necessary precursor to increasing endogenous innovation and start‐up activity. Successfully navigating these stages is bolstered by the formation of institutions and networks that are durable, strategic, and adaptive, and which, at the right time, recognize and support entrepreneurial firm development to help sustain technology‐based growth. As the urban world population grows steadily, cities have become the main habitat for human beings. Against this backdrop, city quality or the level of development of the city's habitat that ensures the satisfaction of objective and subjective human needs become a matter of growing interest and concern for academics, policy makers, and citizens. Building on a resource‐based view of city quality, the aim of this paper is twofold. First, it proposes and validates scales for six city sub‐habitats: political, economic, social, natural, artificial, and technological. Second, it tests a model and the underlying hypothesis about the ranking of those sub‐habitats and of the perceived controversy regarding decision making upon them. For those purposes, a survey of 768 city inhabitants was conducted in Portugal to measure city quality and their sub‐habitats. Both the predicted ranking of importance of the sub‐habitats and the perceived ranking of controversy were empirically validated. The results constitute a novel and important contribution to understand city quality and its sub‐habitats, whose conceptual power relies on hierarchized factors linked to citizens' happiness and to the level of controversy of the solutions. Although existing studies questioned the simple positive correlation between the technology transfer speed and the benefits, they have been widely condemned for lacking empirical evidence. Using the patent transfer data at the city scale in China, and distinguishing fast from slow by dividing technology transfer speed into four levels, this paper attempts to answer the question in terms of city economic growth, which is whether the faster is the better. Panel regression results show that for economic growth of city, the speed of technology transfer does not mean that faster is better. In other words, technology transfer maintaining a relatively rapid speed (more than 1 year and less than 2 years) can promote city economic growth, although the evidence is weak. This paper investigates club convergence in per capita income across 81 NUTS‐III regions in Turkey over the 1987–2017 period using the procedure suggested by Phillips and Sul. Based on a nonlinear factor model that allows for transitional heterogeneity, our econometric approach enables us to test the presence of convergence clusters and to examine their transitional behavior. We obtain strong evidence that there is no absolute or conditional convergence but convergence clubs across Turkish regions: five clubs in the first period covering 1987–2001 and six clubs in the second period covering 2004–2017. The geographical distribution of clubs suggests a clear separation between the eastern and the western regions of Turkey for both periods. While geography may be destiny, results from an ordered logit model reveal that initial income per capita, human capital, and total credits are the most important determinants of convergence clubs in Turkey. In recent decades, while place‐based policies and local development have attracted the interest of institutional economic geography, the issue of features of certain industries and how they are shaping and shaped by institutions at multiple spatial scales, has not been taken up sufficiently. This paper, based on a local creative industry—the Shanghai online games industry, which is an essential part of the new media sector, takes issue with it. It explores two aspects, namely how multi‐scalar institutions relate and influence the development of the online games industry in Shanghai and how local firms and entrepreneurs affect local and national institutions. It shows that the three aspects that are related to media sector in general and games industry in particular (i.e., cultural influence, technological significance, and economic value) matter much as they have resulted in diverse industry‐relevant policies and regulations devised by local and national states. Moreover, local firms and entrepreneurs with different capacities and characteristics also differ much in influencing the design of the industry‐specific institutions in the face of institutional voids. Rajasthan Urban Sector Development Program involved investment in water supply, sewerage, sanitation, and drainage, solid waste management (SWM), and etc. in major cities in the state of Rajasthan in India. This program was an initiative of the Government of Rajasthan and the Government of India carried out with a loan arrangement from Asian Development Bank. The phase II of the program was implemented in 15 cities of Rajasthan including Bharatpur with total investment of 1868.40 million Indian Rupees. The objective of this paper is to evaluate the economic viability of the infrastructure investments in Bharatpur in water supply, sewerage, sanitation, and drainage, SWM, and measure the impact on urban poor. Water supply, sewerage, sanitation, and drainage, and SWM subprojects are economically viable with internal rate of return (IRR) of 85.72%, 22.87%, and 39.34%, respectively. The sensitivity analysis shows above 12% IRR for all the above‐mentioned subprojects. At the aftermath of the 2008 financial crisis, a dramatic restructuring of global value chains (GVCs) was witnessed along with the transformation of industrial clusters in developing countries such as China. However, little research has been conducted on exploring the interaction between the evolution of GVCs and local clusters in the dynamic global-local interaction. By attempting to forge links between GVC restructuring and the adaptation of local clusters from the perspective of evolutionary economic geography, this paper explores the emerging adaptation of the furniture cluster in Houjie town, Dongguan, China in the crisis and post-crisis recovery. The study is conducted on the basis of on-site field investigations, particularly in-depth firm-level interviews during the period April 2012 to January 2014. Taking the furniture industry as a case, it examines the positive and negative effects of weak and strong lock-ins of the prevailing export-oriented cluster, reflected by the negative impact of export tax rebate policies and the positive effect of the International Famous Furniture Fair on furniture firms' attempt to tap into China's domestic market. The paper urges more empirical analysis to better understand the dynamic interaction between the global shift of production and markets, as well as the adaptation of local clusters in a shifting global economy. The paper analyses the determinants of regional disparities in per capita gross domestic product (GDP) and their evolution over time in the enlarged European Union (EU). With reference to the literature it groups EU regions on the basis of three different factors-specialisation, socio-economic features, and innovation. It then analyses regional disparities in per capita GDP (EU-relative and country-relative) across groups over 2004-2011 using both non-parametric tools and traditional regression analysis with spatial effects. The paper finds that EU-wide convergence actually conceals growing divergence across old member regions and within new members. Coming to the factors that lie at the heart of regional disparities, country factors lose importance for newcomers but become more important for older members, notwithstanding longstanding integration. Socio-economic factors and innovation instead become increasingly important for all areas, socio-economic factors lying at the heart of within-country differences and innovation more of those between regions. In the last year, a central issue in regional economic growth debate has been represented by the empirical analysis of Verdoorn's law related to the long-term dynamic relationship between the rate of growth in output and the productivity growth due to increasing returns. Several papers have tested Verdoorn's law on European countries as well as many other world economies. Recently, attempts have been made to provide foundations for a spatial version of the original law specification. The main contributions were dedicated to the inclusion of spatial dependence in the economic model. Surprisingly, in the literature on Verdoom's law the analysis of the spatial heterogeneity is not often considered. The aim of this paper is the regional analysis of the spatial dependence and heterogeneity in Verdoorn's law, identifying spatial regimes that can be interpreted as clusters of productivity growth in European regions at NUTS 2 level. Southeast Asia has the world's oldest and largest backpacker trails. This paper examines the geographies of such flows, drawing upon the largest survey to date of backpackers in Asia using qualitative research to survey the key changes from the 1970s to the 2000s. Backpacker trails have changed significantly and new routes have emerged including the 'northern trail' (Bangkok-Cambodia-Vietnam-Laos). It is to be expected that routes change as backpackers constantly seek new places, pioneering for later mass tourism. However, this paper suggests that using institutionalization as a framework, these changing trails and backpacker 'choices' can be seen as driven by growing commercialization and institutionalization. This then operates in combination with external variables (travel innovations-low cost airlines, and new transport networks); exogenous shock (political instability, terrorism); and growing regional competition from emerging destinations such as Vietnam and Cambodia. While research on rural depopulation and urbanization to large cities has dominated the literature for decades, small city growth has been largely ignored. Yet, small cities are important to the regional systems in which they are located, including serving as centres to their rural surround. This paper is concerned about growth and change in small cities. Using Brandon, Manitoba as an example, citizen perceptions of a range of specific aspects of city growth are analyzed. The study is based on a household postal survey conducted in May and June 2010 in which 2,500 randomly selected households in Brandon, Manitoba received questionnaires. The results are based on the 518 useable, completed questionnaires that were returned. Differences in perceptions of the pace of change in a range of aspects of development were found based on income, age, educational attainment, employment status, and home ownership. No differences were found based on gender. The paper concludes with comments about how city governments need to be aware of citizen perceptions when pursuing and managing development. Government support plays a crucial role in enhancing regional innovation capabilities and creating distinctive innovation clusters. Using the innovation competitiveness indicators of the 31 provinces in China, this paper examines the provincial government collaboration and innovation competitiveness values through Super‐SBM data envelopment analysis and analytic hierarchy process. Then, the particle swarm optimization (PSO) algorithm is employed to relate government collaboration to innovation competition and cooperation among provinces in hope of exploring the developmental trends of innovation cluster optimization. Research findings show that only 25.8% of the provincial government support proves effective for regional innovation, and the competitiveness values of the provinces are generally low and need to be improved. By incorporating the role of government support into the innovation competition and cooperation among provinces, there has been a tendency of innovation activities clustering in innovative regions and three major clusters have formed. The discussion on innovation networks of patents or papers has attracted many economic geographers; however, the Industrial Technology Innovation Strategy Alliance (ITISA) has been ignored, although it is also an important innovation form of firms, and the formation mechanism of alliance innovation networks is unclear. This study is based on the data of Shanghai high‐tech ITISAs between 2010 and 2015, and employs the methods of social networks and negative binomial regression to analyse the actor structure, spatial structure, and proximity mechanism of innovation networks of Shanghai high‐tech ITISAs. Results highlight the following: (a) Firms comprise the largest number of actors in alliance innovation networks, and universities, research institutions, and industry associations also play some roles. (b) The local and rooted characteristics of the innovation networks of ITISAs are obvious. The spatial distribution of innovation partners is mainly in Shanghai, and a few innovation actors are located in neighbouring cities, such as Suzhou, Hangzhou, and Ningbo in the Yangtze River Delta Urban Agglomeration. (c) Proximity significantly promotes the formation of innovation networks in an ITISA and contributes to the improvement of innovation ability, and organizational proximity plays a greater role than geographical proximity or cognitive proximity. This paper studies the evolution of the determinants of inter‐regional commuting in Italy in the period 1992–2016, during which the labour market has been significantly reformed. To capture the changes in commuting patterns, the analysis of the role of individual, job, firm, and regional characteristics is performed. Specifically, the focus is on the impact of job uncertainty at both micro and macro level, through the analysis of the way the diffusion of temporary contracts has affected the decision to commute for work. The findings suggest that in more recent years workers hired on a temporary contract are more likely to commute to another region. Moreover, the higher the relative share of temporary contracts in the region of residence, the higher the probability of commuting across regions. These findings support the idea that the strong utilisation of (short) temporary contracts represents a push factor, which drives workers away in search of better job opportunities, with potentially negative consequences for poorly performing regions. It is generally accepted that cities and other forms of geographic agglomerations are conducive to innovation because their density and variety of firms, sectors and individuals create a diverse environment. However, a growing body of work shows that innovation also occurs in peripheral regions and small towns. Furthermore, work on rural social networks shows that diversity is multidimensional, and that along certain dimensions networks developed in rural areas are more diverse than those observed in cities. In this paper, we develop these arguments, then report our observations of seven successful firms in Swiss small towns. These firms benefit from at least three types of diversity: internal diversity; multiplexed interactions between workers at different hierarchical levels; and external diversity as firms reach beyond the region. We conclude that diversity conducive to firm‐level innovation is not a specifically urban attribute: at least some of its dimensions are present in small towns and more peripheral areas. This paper examines the relationship between external knowledge sourcing and a diverse set of innovation outcomes in rural and urban establishments in the U.S. Existing studies in the broader knowledge management literature principally examine firms in a single industry, overwhelmingly rely on patent data to proxy for innovation, and cannot account for the innovations of businesses in rural American markets. By addressing these limitations using data from the 2014 Rural Establishment Innovation Survey of the USDA's Economic Research Service, this research provides novel insights into how externally acquired knowledge by American establishments may support innovation. Results of the analysis suggest that external knowledge sourcing may specifically promote product, process, and green innovation in U.S. firms. While collective results when external sources of information are divided by industry orientation fail to show that sources outside of a firm's industry play a dominant role in the innovation processes of American establishments in general, findings provide evidence for an outsized impact of these relationships within rural establishments specifically and suggest that external knowledge sourcing from extra‐industry organizations is most critical for promoting successful innovation in rural firms. This paper took Ulaanbaatar as a case study and selected data from 2002 to 2016 to understand the complex relationship between urbanization and the livelihood levels of urban residents. The results showed that the urbanization of Ulaanbaatar was fast unfolding, while the livelihood levels of urban residents were not simultaneously improved but were in a state of constant fluctuation. A distributed lag model was conducted to investigate the impact of urbanization on the livelihood levels of urban residents. The results confirmed that urbanization has an obvious lag effect on livelihood levels, and with the urbanization development, it could improve public services and labor wages at a lag of 3 years, better healthcare at a lag of 2, 3, and 4 years, increase healthcare and cultural services at a lag of 2 years, and gradually improve the residents' livelihood levels in the long run. Not all economically disadvantaged—"less developed" or "lagging"—regions are the same. They are, however, often bundled together for the purposes of innovation policy design and implementation. This paper attempts to determine whether such bundling is warranted by conducting a regional level investigation for Canada, the United States, on the one hand, and Europe, on the other, to (a) identify the structural and socioeconomic factors that drive patenting in the less developed regions of North America and Europe, respectively; and (b) explore how these factors differ between the two contexts. The empirical analysis, estimated using a mixed‐model approach, reveals that, while there are similarities between the drivers of innovation in North America's and Europe's lagging regions, a number of important differences between the two continents prevail. The analysis also indicates that the territorial processes of innovation in North America's and Europe's less developed regions are more similar to those of their more developed counterparts than to one another. Recent evolutionary economic geography studies have argued that regional diversification emerges as a path‐dependent process, as regions often branch into industries that are related to its industrial structure. However, it is less clear who are creating new industries and under what regional conditions. This research seeks to fill this gap and identify "new industry creators" in regional industrial diversification. We differentiate two types of new industry formation—path‐breaking and path‐dependent—and examine whether some new industry creators are more path‐breaking than others, by incorporating two factors that have been largely overlooked in recent literature on technological relatedness—firm heterogeneity and regional institutions. Based on a firm‐level data set of China's manufacturing industries, this paper shows that path‐breaking and path‐dependence coexist. Empirical results confirm that firm heterogeneity and regional institutions not only affect the firms' capabilities in creating new industries, but also encourage/discourage firms to be adventurous and path‐breaking. This research implies that lagging regions can catch up with developed regions by coordinating regional resources and adjusting local institutional arrangements to attract more path‐breaking firms. Events have become increasingly important in acting as image builders for their host destinations (i.e., cities, regions). Equivalently, the image of a destination can have an impact on event perceptions, resulting in careful considerations for event managers and destination stakeholders to make when pairing an event with a host destination. As a contribution to event and destination image impact research, this paper systematically conducts a review process and identifies peer‐reviewed articles that fall within its established research criteria, thereby synthesizing and gaining new perspectives, as well as presenting new implications by conjoining aspects of destination and event image research. To conduct the review process Cooper's (1988, Knowledge in Society) taxonomy of literature reviews was used. Events play a positive role in impacting a destination's image, whether by increasing awareness and familiarity, reducing negative images, providing believable associations and authenticity as well as community support, or ensuring the host gains positive associations from the event. Destination impacts on events' images were a far less researched area and therefore revealed a very sparse amount of results. This paper explores the interaction between venture capital and innovation in China. We focus on the difference between early, development, and expansion stages of innovation firms when they receive their first installment of venture capital. Using ordinary least squares (OLS), switching regression model and counterfactual comparison, we find that selection effect exists in all three stages, suggesting that established innovation capacity increases the possibility of innovation firms to receive venture capital. Further, the selection effect is most profound in the development stage. The treatment effect, the combined effect of financial role and value‐added service, plays an important role in promoting innovation in all three stages. However, the mechanisms of the effect vary greatly across the early, development, and expansion stages. The financial role of venture capital does not influence innovation in the early stage, but promotes innovation in the development stage, and restrains innovation in the expansion stage. This paper asks whether the technological development of a nation reduces the inter‐regional hierarchy in knowledge flow. We examine two scenarios that are the alternative to each other. The first is what we call the globalization of regional innovation system/weakening of inter‐regional hierarchy scenario: As many regions develop their niches in the global economy, the national "anchor" region loses its relative importance as the importer and distributor of new knowledge, rendering the domestic inter‐regional hierarchy less significant as a result. The second scenario is the globalization of national innovation system/persistence of inter‐regional hierarchy. The nation's traditional anchor region becomes even more active in importing technology and distributing it to other regions of the country. To test which scenario is closer to reality, we employ social network metrics to analyse inter‐regional technology diffusion networks using Chinese patent licensing data for the 1998–2013 period. Our findings support the second scenario, showing that the influence of the traditional anchor region persists in the hierarchical network structure as new cities enter the network. We found five anchor regions: the three usual suspects—Beijing, Shanghai and Shenzhen—plus two that were slightly less expected—Dongguan and Suzhou. [ABSTRACT FROM AUTHOR]

Climate change has become a global issue influencing human survival and development while low‐carbon is the inevitable choice. As the world's largest emitter of greenhouse gases, China has become an important force that influences the cooperation of climate change. China is a large agricultural country, and the rural carbon emissions have been gradually increasing. We consider rural neighborhood as an important space for the use of low‐carbon ideas to address climate change. There is no specific assessment system for a rural neighborhood. The studies of rural neighborhood low‐carbon mainly focus on the method of calculation carbon emissions. However, only quantifying rural carbon emissions is insufficient. In this paper, a low‐carbon evaluation indicator system has been proposed for rural neighborhood and Fuzzy Comprehensive Evaluation has been applied to get the low‐carbon degree. Considering the influence and feedback inside the indicator system, Analytic Network Process was applied to get the weights. Furthermore, a case study was carried out for the using of the proposed method in an eco‐village of China. Our practice has proved that the system is easy to operate in rural neighborhood. While suburban areas have been typically related with urban sprawl, low density, cheap land price and low‐end manufacturing industries, relatively little attention has been paid to the spatial organization of innovation in suburban areas. In some Chinese cities, development zones (kai fa qu) in their suburban areas which are generally regarded as major spaces for traditional manufacturing industries have been transforming into spaces for innovation. This paper provides a case study of Nanjing, the capital of Jiangsu province in Eastern China by investigating and explaining the learning and innovation processes in suburban development zones. Drawing upon a unique database on 733 state‐certified high‐tech firms in Nanjing from 2008 to 2012 which contains detailed information on their addresses and number of patents, we observe strong spatial disparity in the distribution of innovation. Suburban districts of Nanjing where its three national‐level development zones and many provincial‐level development zones are located have become major spaces for innovation of the city. The planning of industrial clusters in development zones, the place‐based investment in the suburbs, and the suburbanization of universities are three major mechanisms behind the learning and innovation processes in Nanjing's suburban development zones. This paper examines distance‐based effects of the introduction of a National Basketball Association (NBA) team on establishment‐level sales. Using a unique micro dataset with precise geographic location information and industry detail, we apply spatio‐temporal estimation strategies following Harger et al. and Ahlfeldt and Kavetsos. We build on the literature by focusing on sales activity, a broad measure of economic activity, for industries related to the NBA‐product. Our application considers the relocation of the NBA's Seattle franchise (Supersonics) to Oklahoma City (Thunder). The results reveal spatially differentiated impacts that would be obscured using data aggregated over space or industry. Specifically, food establishments exhibit increased sales and entertainment establishments exhibit decreased sales relative to establishments in the outer most ring of the study area. Regional economic resilience can be defined as an economy's ability to withstand and recover quickly from shocks. The ability to measure resilience is necessary to developing our understanding of what influences resilience. In this paper, we develop a new, two‐dimensional quantitative measure of resilience using observed differences between expected and actual employment in a region following a shock and distinguish the response to the shock from random variation. We demonstrate one application of this metric to US county‐level employment data to compare county responses to the 2007–2009 national recession and discuss how different regions of the United States responded to the shock of the Great Recession in terms of resilience. This paper investigates the causal effects of agglomeration on hours worked by the self‐employed. Urbanization and localization are instrumented using the minimum distance from the work Public Use Microdata Area centroid to the United States' coastlines and estimated industry shares in 1930. The 2SLS results demonstrate that urbanization decreases, and localization increases, hours worked of the self‐employed, respectively. These results are mainly from outsourcing and competition, whereas sorting, simultaneity, and agglomeration wage effect are less likely to be influential. Additionally, only small business owners perceive the pressures of competition in localization economies. The young unincorporated self‐employed are more likely to be affected by peer competitors, whereas the elder unincorporated perceive more pressures from large firms. [ABSTRACT FROM AUTHOR]

This paper examines the relationship between annexation and municipal finance and addresses a gap in the literature by studying the role of revenue structure and fiscal constraints. Using a large national sample of urban municipalities, the analysis shows that territorial expansion by itself does not influence municipal fiscal outcomes with the exception of large single parcels annexations which increase spending. We also observe negative effects of population changes on revenues and spending per capita. Since population changes typically accompany annexation, we conclude that annexing cities tend to use their added tax base to spread the revenue burden more widely rather than to increase the size of government. An important implication of this study is that state‐imposed fiscal constraints do not hamper annexation success and that comprehensive urban development policies may be needed to accommodate growth and development after annexation. In this paper, we seek to explore the agglomeration externalities of creative industries impacting on industrial efficiency, both at the regional level and at the sector level. Firstly, we apply a data envelopment analysis model to compute the efficiency scores of creative industries in China. The result shows that China's industrial efficiency whether in different provinces or different creative sectors is characterized by huge disparities. Secondly, using the data from China's 31 provinces and 50 creative sectors during the period of 2004–2014, we empirically explore whether and how the development of creative industries agglomeration impact on industrial efficiency, where the agglomeration is distinguished between regional specialization, geographical concentration, and industrial concentration. We find that the three types of agglomeration externalities all play important roles in increasing productive efficiency in creative industries. The study also confirms that industrial efficiency is more likely to be increased by attracting much smaller firms concentrating in a given area, while this effect is mixed in a given creative sector. In this paper, I study the role of a household's expenditures on durables in its smoothing strategy for consumption. I ask, "Do homeowners spend less on maintaining their homes when they earn less than expected?" To answer this question, I estimate the elasticity of home maintenance expenditures to transitory earnings. The results show that households do smooth consumption by reducing home maintenance expenditures when transitory earnings are negative, but do not do so by spending more when transitory earnings are positive. Households that are mobility constrained do use home maintenance expenditures as a smoothing strategy, but those that are not constrained do not. The results also show an asymmetry by gender: Males reduce maintenance expenditures for negative transitory earnings while females increase these expenditures for positive transitory earnings. This paper forecasts cement, steel, and TV production in China's top industrial provinces using a Bayesian prior that incorporates both time and spatial dependence as proposed by LeSage and Cashell (2015). Results indicate that growth in cement production will increase following the 3‐year slump experienced between 2013 and 2016 in the five provinces in our sample. Average growth rates for steel production between 2017 and 2018 are similar to those experienced in 1999 and 2008. Taking Shanghai high‐tech firms as a case study, this paper discusses the differences among biomedical, electronic information, new materials and equipment manufacturing firms from different spatial scales such as the global, local, and glocal. The spatial scale of firm innovation networks is divided into global, national, city and glocal scales The efficiency of national innovation networks is the highest, followed by glocal innovation networks, while city and global innovation network efficiency is lower. The efficiency of high‐tech firm innovation networks is affected by industrial characteristics and spatial distance. Abstract: The 3Ds, namely, density, distance, and division, are important for regional economic development and are integrated into a “3D” analytical framework in the 2009 World Development Report. Few empirical studies have examined the relevance of the 3D framework for explaining rural poverty in a developing‐country context. The effects of density on poverty are seldom studied, and distances to different layers of city centers on poverty may vary across different contexts. This paper aims to fill these gaps. Examining the case of Guizhou Province in China and adopting methods of the ordinary least square, instrument variable, and spatial econometrics, we find the evidence of the 3D framework for explaining rural poverty at the county level. Population density has a negative effect on rural poverty, while division, as measured by share of the ethnic minority population, has a positive effect. The effects of distance are mixed. Distance to Guiyang, which is the provincial political‐economic center of Guizhou province, has a negative effect on rural poverty, whereas distance to the local city center has no effect. Abstract: The aim of this paper is to identify migration patterns of the highly educated, placing special emphasis on imbalances across regions. For this, we use data from a representative and longitudinal graduate survey in Germany with information about the work and migration history during the first 5 years after graduation. With regional funding of higher education, the number of graduates who leave the university region and the resulting net balance matter. It is equally important to understand whether economically weak and strong regions are affected differently and if graduates of study programs which are more or less costly to provide display different migration patterns. The findings show that stronger regions are more attractive for graduates. However, graduates of expensive study fields are less attached to their university region than graduates of inexpensive study fields if the university region has an above‐average GDP per capita. There is no evidence, however, that this also holds for regions with a below‐average GDP per capita. Abstract: In the context of greater economic integration with global markets and structural economic reforms, this paper analyses regional and sectoral employment growth dynamics in Mexican states between 2004 and 2014. The methodology is based on spatial shift‐share analysis that explicitly considers interregional interactions in employment while assessing potential spillover effects arising from spatial interactions among states and industrial sectors. The results suggest a competitive effect from some industries—such as those related to science and specialized suppliers, intensive scale industries and dominated providers—which led to the formation of industrial corridors of neighboring states that connect the central region with the northeast region of the country. It was also found that proximity to states such as Nuevo Leon, Queretaro, Guanajuato, San Luis Potosi, and Puebla has positively influenced neighboring states in terms of employment growth rates. Abstract: International knowledge flows have become increasingly common and more frequent and are a key driving force promoting the development of global science. However, little attention has been paid to the determinants of international scientific collaboration. Using co‐publication data from the Web of Science database in the period 2000–2014, this paper illustrates spatial patterns of international knowledge flows and estimates the impact of geographical, technological, social, and cultural proximity on the variation of inter‐country collaboration in science. Our findings demonstrate that the coefficients of the four dimensions of proximity are positive and significant in panel estimates and cross‐section estimates—international knowledge flows are facilitated by geographical, technological, social, and cultural proximity. Abstract: Urbanization represents a challenge for plans aimed at controlling urban expansion and protecting farmland, such as the land use master plan (LUMP) instituted by the Chinese national government. This paper studies the effectiveness of such top–down plans under the authoritarian regime through the case study of Nanjing. In contrast to previous studies that compare actual and planned land‐use maps, we compare actual and planned land‐use patterns. We use land‐use change data to examine spatio‐temporal land‐use change between the years 1997 and 2014. The results indicate that the actual amount of urban‐rural built‐up land exceeded planned regulatory amount by 50,185 ha and the total farmland was 70,541 ha less than the target outlined in the LUMP (1997–2010). Based on these results, and the fact that the allowed total urban‐rural built‐up land had already been surpassed in 2014, it is to be expected that the target of farmland protection outlined in the LUMP (2006–2020) will be broken, signaling the ineffectiveness of the plan to control urban expansion and protect farmland. Plan‐led developments (e.g., new towns, development zones) and market forces (e.g., housing market, foreign direct investment) explain these developments. This study indicates that when cities embrace “growth‐led” development and entrepreneurial governance, the ability of plans to control urban expansion and protect farmland is severely limited. Abstract: This paper presents the case of a less‐developed EU region—the Pomeranian region of Poland—that is, an example of the successful transformation from a command to market economy and the creation of a new knowledge‐based development path thanks to the upgrading of its innovation model. This successful transformation was based, in part, on the region's specific innovation policy and the activities of pro‐innovative institutions; however, other factors were also important such as the diversified structure of the region's economy. New knowledge‐based industries have developed in the region, while the potential of traditional industries that have gone through a restructuring, has been maintained. The factors that existed prior to the innovation model's transformation included such aspects as the high quality of human and social capital, a strong academic center, a high quality of life, and an open economy and society. Supply factors in the form of qualified personnel were crucial for the growth of employment in new industries and R&D that determined the improvement of the regional GDP per capita. Abstract: During recent decades, and especially after the economic downturn that began in the late 2000s, many U.S. state and local governments have intensified their pro‐growth efforts to promote corporate investment and jobs, including ever higher incentives (such as tax breaks and grants) in their bidding wars for big businesses. This paper draws an analogy—between bidding for big businesses and bidding on eBay—to highlight the drawbacks of high‐profile bidding wars among governments given that the large corporations establish the bidding rules in their favor. The main consideration raised is whether state and local government bidding for big businesses, which operates analogously to an auction, should be more like eBay, whose rules are fair not only for sellers but also for bidders. Melbourne's Urban Growth Boundary ( UGB) was legislated in 2002 and expanded substantially in 2010. Although based on strategic planning goals, UGBs have the capacity to influence land and housing markets. Landowners on the rural-urban fringe are a stakeholder group directly impacted by UGB policy, with multiple interests in containment policies and any land-value effects. Following the 2010 expansion, substantial windfall profits to 'instant millionaire' Melbourne landowners were openly reported. This paper critically interprets claims made by landowners in 264 public submissions responding to the proposed UGB expansion, and to an accompanying new policy instrument, the Growth Areas Infrastructure Contribution ( GAIC). The GAIC was, in effect, a hypothecated tax on betterment expected to result from the UGB shift. Landowners commonly expressed fears that the UGB shift would not result in claimed value increases. On this basis, the GAIC was revised such that it is-at least in intention-a system wherein the tax is to be paid by housing developers and passed forward to homebuyers. The paper argues that the series of changes to the UGB and GAIC, including the modified 'purchaser pays' system, may be understood as a response to rent-seeking policy pressures from existing landowners as 'insiders.' Although the unpopularity of the GAIC with landowners might have been anticipated, the outcome appears to legitimise their misinterpretation of the premise of development gain. Through applying exploratory spatial data analysis ( ESDA) and confirmatory spatial data analysis ( CSDA), this paper examines the space-time dynamics of innovation at the provincial level in China from 2000 to 2011. We first investigate the trend of regional inequality in innovation in China and then use ESDA methods to visualize the space-time relationship between patent applications and innovation determinants. Impacts of innovation determinants on the space-time dynamics of innovation are also examined by analyzing the knowledge production function with the spatial panel Durbin model. Knowledge spillovers from both the R&D and the innovation outcome perspectives are highlighted in CSDA. We have found an increasingly intensified coastal-interior divide with growing spatial clusters and more innovative activities in the coastal region. We have also found a close space-time relationship between innovation and its determinants. Lastly, innovation spillovers cross province boundaries, and knowledge from a province's neighboring provinces has substantial effects on innovation activities of the province. This paper highlights positive knowledge spillover effects between regions, the close relationship between innovation and its determinants, and the importance of spatial externalities in innovation activities. The concept of value-added planning (as part of the Valuing Attractive Landscapes in the Urban Economy, INTERREG IVB North West Europe Project) is introduced in this paper to facilitate integrative planning, focusing on the benefits that use and non-use green spaces can provide to an urban area. The aim is to stress the need to plan for, and protect, green spaces in urban areas by determining the economic values connected to the green spaces and relate that values to community benefit and local authority revenue. The paper identifies tools that can be used to determine the economic value of green spaces based on the environmental, social, and economic benefits. The first section (value) refers to the social value of green spaces as determined from the public perspective and introduces the workbench method as a tool to assist with participatory planning and capturing of the social benefits of green spaces. The second section (added) refers to the environmental benefits of green spaces and, by means of the Green Credit Tool, introduces ways to ensure the protection of the green resources in an area. The final section (planning) refers to the economic benefit of green space, bringing use values and non-use values of green spaces together. The paper concludes with an integrative framework for value-added planning, incorporating all the tools presented in the paper, capturing the social, environmental, and economic benefits of green spaces and relating it to community benefit and local authority revenue. This paper demonstrates the application of the local geographically weighted regression ( GWR) method to mortgage studies, using the Philadelphia metropolitan statistical area ( MSA) as a case study. Previous related studies widely employed the global, ordinary least square ( OLS) method to examine the spatial distribution of subprime/higher priced mortgages. The OLS method, however, masks the spatial variations in mortgage distributions. The innovative GWR method not only provides a significant improvement in model fitness but also reveals that the statistical relationships between neighborhood characteristics and the prevalence of higher priced mortgage shares are spatially varied. In addition, the GWR method can bring forward potential implications for place-based policy making. Improving upon previous methodologies in mortgage studies, this paper shows that the GWR method can advance our understanding of how neighborhood environments are associated with mortgage lending patterns. In this paper we examine how internal migration redistributes earned income across U. S. states between 1995 and 2010. We examine interregional income flows by first describing the movement of earned income between U. S. states. Second, we examine the effect of income migration on spatial patterns of income inequality. The question we ask is, 'does migration increase or decrease convergence income across U. S. States?' A primary contribution of this paper is that instead of using only 1 year of income migration data to explore these issues, we use yearly data from the first year the Internal Revenue Service (IRS) data started including income (1995/1996) up to the most current data available (2009/2010). Results indicate that income convergence/divergence across states varies by whether or not there is general economic expansion or contraction. Relying primarily on English language scholarship, this paper seeks to highlight the dynamics of China's economic integration beyond its borders as Chinese economic actors extend their search for commodities-in this case into the Russian Federation for timber products. The paper considers the shifts in the political economy of Russian forestry exports from a predominantly domestic and Japan-focused trade during the 1947-1991 Cold War era to a north-south trajectory increasingly emphasizing trade with China from 1993 to 2010. Chinese and Russian bilateral trade data, acting as a barometer of national forestry-related policies, highlight the economic convergence and benefits brought to both the Russian and Chinese timber sectors over the past two decades. Far from being an environmentally deterministic process-one based on the physical geographic characteristics on the ground in both of these states-this binational commodity trade shows that the geography of the Russia- China forest product trade is highly dynamic, temporally variable, and intimately intertwined with national political and economic considerations. Entrepreneurship is considered to be one of the most important engines of growth, and its determinants are widely investigated. Several theories of entrepreneurship have been proposed and tested in the literature, most of them focusing on 'hard factors,' i.e., determinants related to the quality/quantity of inputs and to the size of the market. In this paper, I investigate how the interaction between hard and soft factors may shape the entrepreneurial behavior of individuals. In particular, the aim of the paper is to explore the links among the structure of the family, land inequality at the beginning of the twentieth century, and subsequent entrepreneurship in Italian provinces. Using a novel data set on the Gini coefficient of land inequality in 1931, sharecropping in 1911, and the classification of family structures in 1950, I test their relevance to explaining entrepreneurship. I find that high land concentration with strong family ties reduces the probability of becoming an entrepreneur. Furthermore, the diffusion of sharecropping contracts is associated with higher entrepreneurship rates. Innovative activities have been long considered as a predominant urban phenomenon suggesting that the innovative capacity of a region highly depends on its urbanization level. This paper tests empirically this statement by studying the impact of knowledge on innovation in 262 regions of the European Union, ranked according to their degree of urbanization. Based on an original database encompassing several knowledge and innovation indicators, and a regional typology and ranking of city regions, the paper shows that when the source of innovation is formal knowledge (i.e., R& D), the benefits accruing from innovation are spatially rather selective and concentrated in first-rank city regions. On the contrary, when the source of innovation is qualified human capital, the innovation advantages are more diffused and penetrate also in second- and third-rank city regions. Moreover, innovative activities aimed at introducing new products require a more balanced mix of R& D and human capital inputs whereas innovative activities aimed at introducing new processes tend to be relatively more human capital intensive. The economic downturn that began in 2007-2008 was blamed by some commentators on neoliberalism and pro-business policies. So we might expect U. S. state and local governments to have responded with policy changes affecting their neoliberal economic development strategies. Based on this assumption, this paper is a theoretically informed examination of recent high-profile bidding wars in Wisconsin. The highest profile example was in 2009 when General Motors chose a plant in Michigan over Wisconsin and Tennessee for a new small car line. Wisconsin's Commerce Secretary characterized Michigan's $1.2 billion incentive offer as 'absolutely crazy' (compared with his state's $409 million offer!). My main research question is how have Wisconsin state and local governments adjusted their neoliberal economic development efforts in these bidding wars given the recent economic downturn and weak economy? This paper uses the largest incentive offers in Wisconsin during the tenure of the current and previous state governors within the context of ten themes drawn from the literature to problematize the neoliberal policy of bidding for big business. This paper contributes to a growing body of work on labour market migration to the UK from the new Member States (NMS) of the European Union, particularly the migration of Polish nationals to the UK, drawing attention to the weaknesses of existing data sets which attempt to quantify these migration flows and in particular to map the geographical distribution of migrants. The analysis of Worker Registration Scheme ( WRS) and National Insurance Number ( NINo) allocation data demonstrates that NMS migration has focused on urban and rural locales rather than having a predominantly rural or 'peripheral' area bias. The paper also argues that the discrepancies between WRS and NINo data potentially reveal a 'hidden' geography of self-employment and entrepreneurial activity among NMS migrants which merits further investigation.
