In this paper, I discuss the gendered-racialised interactional and contextual dynamics hindering the socialisation of ethnic minoritised women (EMW) within Belgian higher education. Based on in-depth interviews, I develop the concept of 'socialisation climates' to explain the key aspects that determine EMW's socialisation process. Three socialisation climates are identified: integration, negotiation and interrogation. Findings show that insiders play a crucial role in hindering or facilitating EMW's socialisation. Developmental relationships are gendered-racialised relations in which EMW's identity impacts supervisor and peer support. The departmental context in terms of hierarchy, an Equality, Diversity, and Inclusion culture, and team composition is relevant to their socialisation process. EMW are able to socialise rapidly only in a context that is (radically) inclusive which is still rare in academia. This paper informs higher education institutions to be aware of the gendered-racialised climate and interactions that influence EMW's socialisation and increase the risk of pushing them out.

The academic dropout of higher education students represents one of the most significant challenges that university institutions have to face today. This research analysed the university academic trajectory of students who dropped out of university for good. The aim of this paper is to examine in depth the factors that influence the idea of the construction of academic dropout and its relationship with the difficulties of adaptation to the university training system. A qualitative study was carried out in which the interview technique was applied to n = 34 dropout students belonging to three Spanish autonomous communities. The results made it possible to identify and examine students' difficulties in adapting to university studies in greater depth. The interviews revealed contextual and emotional details that contributed to dropout, such as personal and professional challenges and a lack of emotional support. The findings lead to the need to approach the issue from a holistic viewpoint in order to address the different reasons behind university dropouts. This broad view of the academic trajectories of university students who drop out is a benchmark for strategies to improve student retention and success in higher education.

The economic impact of resource investments into higher education has been the focus of considerable research in recent years. Many contributions analyse the strength of the connection between economic development and higher education at the local level and the conditions which make certain systems more effective and efficient than others. In this paper, we provide a systematic bibliometric review of the available literature on the subject, various dimensions of this complex issue, constructing and analysing a map of variables used by selected researchers in the field. A summary of knowledge gaps, research limitations, topics explored and applied methods is provided to envisage future research in this field.

Biomedical engineering is critical in improving people's lives through innovative solutions to biological and medical challenges. In the face of today's rapidly evolving climate, the field of biomedical engineering encounters numerous pressures that demand up-to-date skills and competencies. The (re-)development of curricula aligning with industry and societal needs, students' expectations, and academics' expertise while outlining graduates' knowledge (that) and abilities (how) becomes indispensable despite the challenges and complexities presented by conflicting priorities, tight timelines, and scarce resources. This paper presents a qualitative study conducted by a biomedical engineering graduate school at an Australian university. The study engaged four key stakeholders--industry partners, recent graduates, current academics, and students--in a self-auditing process of an existing biomedical engineering curriculum. This exercise aimed to identify priorities for the future development of the curriculum. The findings reveal the perspectives from the four stakeholder groups, with industry partners and recent graduates focusing on technical and transferable skills and current students and academic staff advocating for breadth and a more practice-oriented curriculum, where transdisciplinarity should inform biomedical engineering education. We propose that this evidence-based and bottom-up approach with multiple stakeholders holds potential implications for fields beyond biomedical engineering education. It provides valuable guidance to educational institutions seeking to (re-)develop their curricula to align with evolving industry and society demands.

Mobile learning (M-learning), ChatGPT and social media are integral to university education, improving accessibility, personalization and interactive engagement in the learning process. This paper aimed to investigate the role of M-learning, ChatGPT and social media in university students' academic performance. It was a cross-sectional quantitative investigation, and data were collected from 600 university students through a self-developed questionnaire having four subscales (M-learning, ChatGPT, social media and academic performance). Simple linear regression and process macro were deployed to test study hypotheses. The analysis revealed that M-learning is a significant contributor to students' academic performance at the university level ([beta] = 0.460, t(598) = 12.663, p < 0.001). Social media were found to be significantly mediating the relationship between M-learning and academic performance with coefficient B = 0.267, SE = 0.038, t(597) = 7.08, p < 0.001, 95% CI [0.193, 0.341]. ChatGPT was significantly contributing to academic performance (B = 0.288, t(596) = 2.50, p = 0.013), but the interaction term had an insignificant effect on the relationship between M-learning and academic performance ([beta] = 0.292, t(596) = -0.43, p = 0.668). The study suggests that M-learning can improve students' performance. The influence of social media and the non-moderating role of ChatGPT indicate the need for strategic integration of these tools to enhance university students' outcomes. It is recommended that university students should judiciously use social media to enhance M-learning. In contrast, universities should foster this integration to achieve educational aims and explore how AI tools like ChatGPT can be optimally deployed to improve learning.

Drawing upon contemporary research, this paper examines whether there is a relationship of STEM (science, technology, engineering and maths) bachelor and master graduates to the gender pay gap (GPG) in the 27 EU Member states in 2013-2020 using a novel cross-sectional data set based on the 2013 International Standard Classification of Education (ISCED). International panel data were analysed with the dynamic modelling fixed effects method and compared with the results received from the cross-sectional analysis executed with the help of Bayesian model averaging methods. Our findings suggest that STEM education plays a significant role in forming the GPG. We can see a negative, robust and statistically significant effect of bachelor- and master-level female STEM graduates on the GPG and a positive statistically significant effect of bachelor- and master-level male STEM graduates on the GPG. The permanently lower women-to-men ratio in STEM education and those employed in high-end sectors of science and technology can be one of the drivers of the persistent GPG in developed countries.

Implicit prejudice can be simply understood as any negative feelings or beliefs people hold towards a particular outgroup without being aware of it. One such form is microaggression, which can be defined as everyday verbal or nonverbal subtle, unconscious putdowns, slights, or negative remarks towards members of an outgroup. One of the most common and harmful forms is gender-based microaggression. Gender microaggression is defined as subtle, unconscious, everyday putdowns, slights, remarks, or insults, whether intentional or unintentional, directed at a particular gender, notably women. Despite a plethora of literature and research on gender microaggression, the focus has predominantly been on understanding microaggressions faced by women in various domains, largely neglecting the experiences of men as victims of microaggression. One such overlooked experience is that of Afghan male students studying in universities in Delhi. Each year, thousands of students from Afghanistan travel to Delhi to pursue higher education, often unaware of the prejudices they may encounter due to associations with terms like 'terrorism' or 'terrorist.' Therefore, this paper aims to understand and study the microaggression faced by Afghan male students by employing the Gender Implicit Association Test on a sample of 103 Indian students studying in universities in Delhi, selected using a snowball sampling technique. This study adapts and modifies the Weapon-based Implicit Association Test. The goal is to uncover the implicit biases of Indian students towards Afghan male students by examining the association (reaction time) between images of weapons and harmless objects, in conjunction with adjectives related to Afghan males and Afghan females. In other words, words or images that are congruent in our minds should result in shorter reaction times and fewer errors compared to words and images that are incongruent. The results indicate that Indian students were quicker in associating weapon images with Afghan male adjectives (D = -0.64) compared to Afghan female adjectives (D = 0.89).

Drawing on semi-structured in-depth interviews with 15 Chinese queer international students from New Zealand's tertiary institutions, this paper explores their motivations to pursue higher education transnationally and unpacks the interconnected power structures underpinning their experiences. We find that despite the imagination and initial perception of New Zealand as one of the most queer-friendly higher education destinations, Chinese queer international students are confronted by the 'ethnic closet'--a heteronormative power structure simultaneously disciplining racial/ethnic and sexual identities. The interplay between these two key aspects of students' identity has meant that Chinese queer international students, as migrants who occupy disadvantaged positions in local racial power relations, frequently experience heteronormative microaggressions on campus. These students' ethnic identity, which lies in the heart of their social support system, has also become a hindrance in their queer identity development. Our findings challenge the perceived dichotomy between China as homophobic and 'the West' as queer-friendly, and reveal the need for a more nuanced understanding of queer international students' experiences, in order to better support them in a higher education setting.

This paper presents a descriptive analysis of the impact of tuition fee increases in England on the full-degree mobility of undergraduate students from the European Union. First, we investigated whether the increase in tuition fees reduced the number of EU students in English higher education institutions. Our analysis shows that, on average, English universities suffered a sudden drop in EU enrolments in 2012/13 but recovered and then expanded their pre-2012 enrolment levels in subsequent academic years. We observe that those English universities regarded as less prestigious experienced the sharpest decline and took longer to recover their pre-2012 numbers. Second, we examined how changes in enrolment are associated with EU countries' macro-level characteristics, using the push-pull model framework. While there was a significant decrease in the number of students from Northern and Western European countries attending English universities after 2012, the tuition fee increase did not impact the number of students coming from Southern Europe. We found an association between EU countries' youth employment rates and higher education system characteristics with changes in enrolment in English universities. By examining the effect of changes in the tuition fee policy on international student mobility, our research provides new evidence on how tuition fee policies might change the behaviour of students.

Under the pressure of globalisation, both China and Europe have active strategies to internationalise their higher education systems. This paper explores the cultural and institutional constraints of these strategies in both territories, analysing their impact on the cooperation and competition among higher education institutions. The article focuses on the historical and current practices of internationalisation in Europe and China, the strategic goals underlying these practices, and the implications of internationalisation strategies in constraining the choices and actions of academic leaders in Chinese and European higher education institutions. This article contributes to the literature on Chinese and European cooperation in higher education by analysing the points of conflict and opportunities for growth. Despite differences (e.g., centralised vs. decentralised systems, top-down vs. bottom-up decision-making processes, and the roles of leadership in the governance of higher education institutions), there is a common interest in promoting economic competitiveness, developing a knowledge-based society, advancing research, attracting and retaining talent, and reducing regional inequalities. The paper concludes that cooperation is possible in specific areas in which neither China nor Europe can succeed alone with the same impact that would be possible with cooperation.

This paper analyses the purposes of cooperation as they challenge the European governance of higher education. Using Brexit to analyse meanings of "cooperation" and conveying secondary data analysis of ten case studies undertaken in the framework of the exploratory research project titled "Brexit and higher education in the UK and Europe: Towards a cross-country investigation," this study identifies a plurality of meanings of cooperation. These meanings resonate within the scenarios of Europe 2025 traced by the European Commission. In the scenarios (1) "nothing but the single market," (2) "doing less more efficiently," (3) "those who want more do more," the different meanings of cooperation put at risk the future of cooperation driven by academic values and beliefs at the core of the Europeanisation of knowledge policies. Ultimately, the paper underlines that cooperation as a driver of the internationalisation of higher education questions the role of national openness and/or closure in framing shared European interests and the value of international cooperation.

The processes of Europeanisation--meaning the deepening of European integration on various levels--have previously been discussed from the point of view of political science, economics, linguistics, and cultural studies, with a macro-perspective on states, institutions, and organisations. However, Europe and the European Union (EU) are populated by individuals, who are actors of European transnationalism, which this paper conceptualises as horizontal Europeanisation. Spatial mobility is also becoming more relevant for thriving academics, and the EU aims to close ranks in Europe in the field of higher education and research. Therefore, this paper asks how the process of horizontal Europeanisation among early-career academics manifests itself. This process is discussed against the background of the framework of the EU and the European Research Area (ERA), where academics make use of a common scientific market. The basis for the qualitative empirical analysis is 60 biographical interviews with intra-EU mobile doctoral candidates. The findings show that the EU and ERA contribute to the processes of horizontal Europeanisation and support it. However, many decisive factors for horizontal Europeanisation lie beyond the EU and the concept of ERA. The novelty of this article as a contribution to European studies is the explanation of horizontal Europeanisation among academics through spatial mobility patterns.

The uniformly positive view of social mobility in the United Kingdom overlooks the difficulties working-class young people have in reconciling a working-class background with the middle-class environments of the university and the professional labour market. But even more hidden are the subtle processes of exclusion and exclusivity that permeate social life in, particularly, the elite universities. Here, working-class students' marginalisation in relation to advantageous social activities and networks, compromises their chances of later success in the labour market. This paper scrutinises working-class students' experiences of elite higher education through the lens of Bourdieu's concepts of habitus, capitals and field. Drawing on a research project on working-class young people who gain entry to elite universities it analyses the disjunctures between working-class habitus and the field of elite higher education, focusing on the emotional and social consequences for working-class students. The findings raise concerns--largely unexplored in existing research--about working-class reception in elite fields. The paper concludes with a call to look beyond the attitudes and actions of working-class students to those of their upper- and middle-class peers, and the culture and ethos of the elite universities.

In high participation systems of higher education, the link between undergraduate study and progression to graduate employment is increasingly tenuous. One response is a growing emphasis on the development of employability skills and preparing students to take advantage of future opportunities as part of university study. This paper uses a Bourdieusian-based conceptualisation of graduate capitals, combined with a concern for the psycho-social dimensions of classed experience, to consider transitions through university and into employment for students from working-class backgrounds in England, drawing on data from a study of students who attended the two universities in Bristol UK. It is argued that the assemblage of capitals that make up graduate capital could be seen as constituting a form of symbolic capital with magical powers, that hides the power relations involved in successful progression to graduate futures. While the move from university into work is more prolonged and precarious for students from all backgrounds, access to the resources that enable the development and mobilisation of graduate capitals, along with psycho-social dimensions of class, create additional challenges for the development of viable graduate career identities for working-class students such as those discussed in this paper. The paper concludes by noting implications for policy and practice.

After a long period of relative neglect, the mental well-being and the mental health of researchers and employees in academia are increasingly entering the limelight. The growing body of evidence suggests that a high number of doctoral researchers work under elevated levels of stress and frustration, and that this has a significant impact not only on their personal health and research output, but also on their future career development. In this paper, therefore, we first discuss what a dystopian and a utopian learning journey of early career researchers may look like from a well-being perspective. Subsequently, and based on extensive dialogues with more than 250 researchers and professionals active in the researcher mental health domain, we highlight a number of key focal points that both early career researchers, their supervisors, and institutions alike should consider when it comes to planning and delivering mental health oriented educational activities for doctoral researchers.

In today's age of knowledge and technology, societies are changing fast, on both macro and micro levels. Hardly anyone could have predicted several years ago such an acceleration of change and its impact on society, and in particular, on higher education. In Europe as well as globally, higher education has been undergoing many changes for more than two decades. In many countries, the number of higher education institutions has increased, mass education has replaced more elite systems, universities have adopted different agenda, and research has become more competitive. In this new context, doctoral education has also needed to be redefined in order to better respond to societal and academic challenges. Doctoral education--a crucial segment of higher education and the main link between the European Higher Education Area and the European Research Area--has been receiving continuous attention for more than 15 years. This paper provides an overall view on changes in doctoral education in Europe, the background of this change process, and the context that led to these major changes. The main analysis will be presented from a European academic context perspective, but it will also reflect a global perspective. It will provide an analysis of all the milestones and consider the relevant policies and recommendations on the supranational level and their reflection on the national level. While taking the reader on a 15-year journey of the doctoral education system in Europe, a brief look to the future of doctoral education will be sketched as well.

Educational transitions experienced within a context of wide and growing inequalities such as England result in very different transition experiences to those experienced by young people growing up in relatively equitable societies with strong communal links. Transitions of working class young people in England are beset with competition, individualism and low expectations. Employing Pierre Bourdieu's concepts of habitus, capital and field, the article argues that working class transitions to university reveal the failure of the English educational system to provide anything like a level playing field to support working class young people who are seen to be educational successes. Focusing on those working class young people who are particularly successful by gaining access to elite universities the paper argues that even this small select group face discrimination, set-backs, and a degree of social exclusion. The paper concludes that the vast majority of working class young people, including many of those who are the most academically successful have very different transitions to higher education, and experiences within it, from their middle and upper class peers.

Student borrowing is a major higher education public policy issue, with students in both England and the United States increasingly relying on loans to finance postsecondary education. Our paper examines prospective higher education students' attitudes towards debt in England and the United States. It exploits a unique dataset which allows us to compare students' responses to similar surveys conducted in both countries during the same time period. Our study is the first of its kind to explore how students' borrowing attitudes differ across the two countries. It confirms widespread loan aversion among prospective higher education students in both countries. But students in the United States are more debt averse than their peers in England. These debt averse attitudes also predict lower intentions to pursue higher education, potentially exacerbating existing inequalities in access. We consider how these attitudes to borrowing are likely shaped by each country's distinctive student loan system. We conclude that the design of loans matters. England's income-contingent loan repayments, in contrast to North America's mortgage style repayments, make borrowing less risky and reduce the impact of loan aversion on participation decisions, while borrowing is more common, and the system less complicated, in England. Thus, there are lessons for other countries considering introducing student loans or reforming their provision. We contribute to the extant literature on the determinants of, and socioeconomic differences in, higher education participation and the overlooked role of student debt aversion.

Within the scholarship on internationalisation in higher education, transnational networks are seldom mentioned and even less studied. However, recent EU policy initiatives have attempted to enhance this form of internationalisation in order to tackle issues of employability, skills and competences and innovative curriculum development. Within European transnational networks, higher education institutions are posited to play a central role, as they are considered engines of socio-economic development in the so-called Knowledge Economy. To explore empirically the significance of higher education institutions in such networks, this article presents an analysis of 991 European networks promoting educational innovation within the Erasmus+ programme between 2014 and 2018. We analyse the role of higher education institutions by network size, governance, membership, and associated types of innovation. Our findings confirm expectations about the pivotal role of higher education institutions. However, expectations should be significantly nuanced, as higher education institutions tend to lead comparatively small networks. Also, higher education institutions tend to favour general innovative themes rather than specialised topics. Our contribution is threefold. First, it increases our understanding of higher education institutions' capacity to engage with multi-level, multi-actor, multi-country innovation networks. Second, it sheds light on how higher education institutions have engaged with different priorities in EU's modernisation agenda. Finally, our paper extends the scholarship on internationalisation in higher education by looking at transnational networks in teaching and learning as an emerging phenomenon.

In a globalising world, the international mobility of academics and researchers is important for their career. However, increasing migration of academics in the form of an academic brain drain is becoming a major challenge especially for Europe due to an ageing population. The issue of brain drain has been addressed usually through quantitative studies that fail to explore the in-depth reasons behind it, and present standard outcomes. Through a synthesis of qualitative literature over two decades (2000-2020), this paper presents a new perspective of the root causes of academic brain drain in Europe. After careful examination of the qualitative literature, five factors have been found to be responsible for the outflow of human capital. These include: (1) attractive salaries outside Europe; (2) short-term fixed contracts for early career researchers; (3) unfair recruitment procedures; (4) attractive migration policies and (5) the indirect role played by internationalisation policies to encourage permanent mobility.

The emergence and development of quality assurance schemes in European countries over the last 15-20 years has inspired many national case studies of the systems and procedures adopted. The methods, contexts, and procedures associated with this policy change are diverse. But although individual countries have set about changing policy in different ways there appear to be some common developmental patterns within the Europe of the Bologna Process. How can these developments be conceptualised? In a first step this paper advances a typology based on the quality assurance literature. In a second step, the paper applies the typology to quality assurance developments in three countries. The third part of the paper discusses the strengths and weaknesses of the modelling approach in the light of the empirical evidence and a political science analysis of policy change. The paper concludes with a discussion on future directions for the comparative study of policy change within the European Higher Education Area on the basis of this conceptualisation of developments in quality assurance policy.

Ten years after the first global rankings appeared, it is clear that they have had an extraordinary impact on higher education. While there are fundamental questions about whether rankings measure either quality or what's meaningful, they have succeeded in exposing higher education to international comparison. More so, because of the important role higher education plays as a driver of economic development, rankings have exposed both an information deficit and national competitiveness. Accordingly, both nations and institutions have sought to maximise their position vis-á-vis global rankings with positive and perverse effects. Their legacy is evident in the way rankings have become an implicit--and often explicit--reference point for policymaking and higher education decision-making, and have reinforced an evaluative state's over-reliance on quantitative indicators to measure quality. They are embedded in popular discourse, and have informed the behaviour of many stakeholders, within and outside the academy. This paper reflects on three inter-related issues; i) considers the way rankings have heightened policy and investment interest in higher education, ii) discusses whether the modifications to rankings have resolved some of the questions about what they measure, and iii) looks at how rankings have influenced stakeholder behaviour. Finally, the paper reflects on what we have learned and some outstanding issues.

As Arbo and Benneworth (2007) have alerted us, higher education institutions are now expected not only to conduct education and research, but also to play an active role in the development of their economic, social and cultural surroundings. They call this the "regional mission" of HEIs. This paper is concerned with cultural engagement. Research on universities' cultural engagement in their regions and the impact of that engagement is still in its infancy, partly because there are different understandings of "culture" and of what "engagement" entails. In this paper, qualitative data from the reports of mixed teams of academics and regional administrators involved in a large international project designed to improve universities' regional engagement are analysed and discussed. The on-going study--PASCAL Universities' Regional Engagement (PURE)--investigates the role of HEIs in their regions across in a variety of fields such as the economy, community development, the environment and others. This article analyses the data from the study to identify the different perspectives universities and regions have of cultural engagement. The aim here is to demonstrate the value of PURE in facilitating the development of mutual understanding both between universities through a common language and between universities and their regions in respect of mutual expectations. For example, particularly difficult to de-construct is universities' engagement with disadvantaged communities (Doyle, 2007) but Powell's (2009) work suggests that universities might engage more broadly and effectively "through better knowledge sharing and co-creation with business and community partners" to become "real drivers of creative change in developing socially inclusive projects". Others have written about the educational role of universities in developing a "lifelong learning culture" in their region (European Universities' Charter on Lifelong Learning, 2008).

This article examines effects of the 1988 Education Reform Act in the United Kingdom, especially the decline in participative decision making by teachers, increased centralization of control, and the introduction of a national curriculum. The paper also discusses the historical relationship between professional autonomy for teachers and control of the British education system. (DB)

The paper looks at part-time higher educational services for students in the educational systems of Australia, Canada, Germany, France, Italy, Japan, The Netherlands, New Zealand, Spain, Sweden, the United Kingdom, and the United States. A comparative examination of the nature and importance of part-time higher education is then presented. (DB)

This paper discusses some cultural differences that may affect cooperation in Europe. It maintains that it takes a least one year before a multinational working group begins to be productive, if no special provision is taken to minimize communication problems and to integrate the different cultures involved. This article introduces four papers addressing problems of higher education in Czechoslovakia, Hungary, Poland, and Yugoslavia. Issues identified include overcoming the Communist heritage, the separation of teaching and research, low student numbers, appropriate diversification of higher education, increasing access, the role of the state, and higher education and the economy. The literature on quality management at higher education institutions has for some time been working on the basis of two issues: a) the diversity of ideas as to what "quality" means, which makes it harder to apply the principles of quality management in this context; and b) the idea that this diversity is in some way a response to the different positions occupied by stakeholders in regard to the processes and institutions of the sector. It has been suggested that students, employers, administrations in charge of funding and academics may hold different positions concerning the purposes of universities and, therefore, concerning the criteria on which their quality should be assessed. However, those stakeholders have rarely been asked directly what concept of quality they defend. This paper presents the results of a survey of deans of Spanish university faculties and schools in which this question was put to them. Their answers contrast with some of the commonplaces of current literature.

As a result of multi-disciplinary research on learning, a consistent and comprehensive body of knowledge on effective learning environments is currently emerging (OECD 2010). While this evidence is increasingly influencing the academic and policy discourse on the improvement and innovation of schools, its impact on the design principles of effective initial teacher education has been limited so far. In this paper, the seven transversal learning principles published in the 2010 OECD publication "The Nature of Learning: Using Research to Inspire Practice" serve as a framework for systematic reflections on how learning research on effective learning environments can inform initial teacher education and how the seven transversal learning principles can contribute to greater coherence and alignment in initial teacher education programs. We consider the implications of "The Nature of Learning" and other research on teacher education, alongside international examples of next practice, concluding that initial teacher education should model effective student learning.

In high participation systems of higher education, the link between undergraduate study and progression to graduate employment is increasingly tenuous. One response is a growing emphasis on the development of employability skills and preparing students to take advantage of future opportunities as part of university study. This paper uses a Bourdieusian-based conceptualisation of graduate capitals, combined with a concern for the psycho-social dimensions of classed experience, to consider transitions through university and into employment for students from workingclass backgrounds in England, drawing on data from a study of students who attended the two universities in Bristol UK. It is argued that the assemblage of capitals that make up graduate capital could be seen as constituting a form of symbolic capital with magical powers, that hides the power relations involved in successful progression to graduate futures. While the move from university into work is more prolonged and precarious for students from all backgrounds, access to the resources that enable the development and mobilisation of graduate capitals, along with psycho-social dimensions of class, create additional challenges for the development of viable graduate career identities for working-class students such as those discussed in this paper. Government policies are central factors shaping the environment of higher education institutions. European governments have included in their higher education political strategies the principal goal of implementing the European Higher Education Area (EHEA). The perceptions that key actors of higher education institutions (HEIs) have about political developments are important as they may influence the achievement of government policy. The Bologna Process is at the heart of policy coordination, the instrument selected at European and national levels to establish EHEA. This article seeks to discuss empirically the views of institutional actors about the Bologna Process, taking into consideration the achievement of EHEA. The discussion is based on the analysis of the EHEA implementation in seven HEIs located in four higher education systems--Germany, Italy, Norway and Portugal. This paper draws on the theoretic-methodological approach of the policy cycle to analyse the perceptions of HEIs' constituencies about Bologna. (Contains 1 table and 2 notes.)

In the last 30 years, major changes have taken place in the public sector worldwide under the rubric of New Public Management [NPM]. The education sector is perhaps one of the key areas drawing an intense interest and discussion in the wake of NPM. The Russian State seems to be no longer an exception to this global trend. In line with this, the Russian education sector was declared as a large-scale top priority national project in the late summer of 2005, which was aimed to help raise the living standards of each Russian citizen. This empirical paper seeks to reveal the major institutional and legal changes taking place in Russian higher education over time. This insight is vital as it points to the contexts in which Russian public universities operate. To make the acquaintance of a system of Russian higher education, this research sketches its evolution. It commences from the Soviet era to the present time, highlighting the most significant government initiatives.

As part of the process of enhancing quality, quality culture has become a taken-for-granted concept intended to support development and improvement processes in higher education. By taking a theoretical approach to examining quality culture, starting with a scholarly examination of the concept of culture, and exploring how it is related to quality, quality improvement and quality assurance, the aim of this paper is to create a better understanding of how one can make sense of quality culture, its boundaries but also its links to the fundamental processes of teaching and learning. Beginning in the year 2000, higher education policies all over Europe were transformed by the launching and evolution of the Bologna Process, otherwise known as the process of creating a European Higher Education Area (EHEA). Initially, this process was flexible and informal, which makes the rapidity and scope of the changes it brought about surprising: why did European governments commit themselves to achieving the Bologna Objectives, and why so quickly, when there was no legal obligation to do so? I will argue the following: to understand the development of such a sense of obligation, we must take into account the special interests at stake when Bologna objectives are implemented at a national level. We must also consider the legitimacy lent to the process by the Bologna ideals of a knowledge-based economy and society. These elements are present in other studies on this topic. However, and this is rarely considered, we also have to take into account the specific dynamics of the process of creating an institutional coordination and monitoring mechanism. This mechanism has a formal institutional structure and tools for evaluation and monitoring. Our analysis of the way in which it was developed and formalised enriches previous research on the topic and also sheds light on how a flexible European process of voluntary participation became a monitored system of coordinated national higher education policies.
