Decarbonising the heating sector is one of the key elements to realizing the ambitious dual carbon goals of China, which is the largest carbon emitter and energy consumer globally. Currently, district heating (DH) systems have penetrated approximately 88% of the urban heating areas in Northern China. Nevertheless, around 90% of the heating demand in China still relies on fossil fuels. A larger scale integration of renewable energy and waste heat sources into the DH systems is critical for decarbonising the entire heating sector in China. However, a deeper level of comprehension is required to harness its full potential. This paper provides a thorough investigation of the status, potential, and national policy schemes of renewable energy and waste heat recovery in the DH systems of China. Combined with a critical review of recent literature on relevant areas published in both international and Chinese domestic sources, the trends, challenges, and future perspectives are discussed from scientific research and practical implementation aspects. The carbon neutrality agenda requires that carbon lock-in enters an endgame. A well-developed energy system, which is secure, equitable, and sustainable is paramount to getting rid of carbon lock-in and realizing decarbonization. We carry out systematic research to empirically study the possible carbon lock-in reduction effect of energy trilemma based on the instrumental variable-generalized method of moment (IV-GMM) model. We also detect heterogeneous effects in terms of geographical locations and endowments of capital, as well as the impact mechanisms. Moreover, this paper highlights the mediating and threshold role of environmental regulation. We thus get the following conclusions. (1) The paper's primary findings underscore that the continuous increase of energy trilemma exacerbates carbon lock-in and hampers the process of decarbonization; (2) Energy trilemma has a higher stimulating effect on carbon lock-in in provinces that lie in the central region and that have a comparatively low level of physical, social, and human capital; (3) Energy trilemma can also indirectly aggravate carbon lock-in by inhibiting technology innovation and exacerbating carbon emissions intensity; (4) The interaction of environmental regulation and energy trilemma can alleviate the energy trilemma - carbon lock-in nexus, and environmental regulation also shows a significant threshold effect. • We investigate the impact of the energy trilemma on carbon lock-in. • Energy trilemma eradication is an effective way to realize the carbon lock-in endgame. • The nexus between energy trilemma and carbon lock-in is more prominent in provinces with high capital endowments. • Environmental regulation shows significant mediating and threshold effects. • The exacerbate carbon lock-in effect of energy trilemma depends on technology and intensity effect. Electricity cross-subsidy policies have long been criticized for they involve subsidizing households by charging above-cost prices in industrial sectors. This paper examines the environmental and economic impacts of phasing out cross-subsidy in electricity prices in the context of China's Carbon Peaking and Neutrality goals by exploiting a large panel data from 2012 to 2020. We first adopt a price-gap approach to calculate the scale of negative cross-subsidy in China and different sectors. Next, we estimate the electricity demand price elasticity of high-, medium-, and low-emission industries to evaluate how the cross-subsidy affects electricity consumption, carbon emissions, and the output value. Finally, with the 2020 scenario as our baseline, we simulate three distinct policy change Schemes and evaluate the environmental and economic effects of phasing out electricity cross-subsidy in China. We find that if policy makers do not consider the emission levels of different industries when implementing cross-subsidy removal, great environmental harm will be caused. We also find that the potential burden on households of electricity cross-subsidy removal is likely to be relatively small at all implementation stages. Hydrogen and thermal storage can reduce cost of long-term and large-scale energy storage with high efficiency and low or even zero carbon emissions. Their potential in the low-carbon transition pathway of an energy system with rapid growth of energy demand, large shifting of energy supply structure and limited investment budget remains unclear. A long-term power generation planning model is proposed in this paper, featuring detailed technical and economic characteristics of hydrogen and thermal storage. The power supply system of China is selected as a case study, due to its urgent need for low-carbon transition and complex spatial characteristics. Results show that the application of hydrogen and thermal storage can benefit the development of volatile renewable power generation technologies, facilitate the transition towards zero or even negative carbon emissions while simultaneously reducing power supply costs. Hydrogen is expected to be mainly produced in spring and consumed in summer while heat is expected to be primarily generated in autumn and consumed in winter. Abstract This paper explores the effects of enforced Chinese policies regarding environmental matters at the provincial level. The paper proposes several features and explores datasets from the last four Five-Year Plans, which extensively covered the period from 1995 to 2015. As the datasets are multidimensional, dimensional reduction is applied with a control of information loss described by data variance preservation. A data-based clustering algorithm is applied to identify the similarities, and characteristics are explored in relation to the specific features. The use of this method makes it possible to identify the changes in the relevance of the features in the most recent Five-Year Plan, in which decarbonization is relevant instead of productivity. This method also makes it possible to identify specific efforts several provinces have made to introduce cleaner energy production. Following the analysis, it is concluded that the proposed features enable the proposed method to be considered a tool for analyzing the real-world effects of the adopted policies. Among the regulatory policies, feed-in tariffs (FIT) and renewable portfolio standards (RPS) are the most popular to promote the development of renewable energy power industry. This paper uses system dynamics (SD) to establish models of long-term development of China's biomass power industry under FIT and RPS schemes, and provides a case study by using scenario analysis method. The model, on the one hand, not only clearly shows the complex logical relationship between the factors but also reveals the process of coordination between the two policy tools in the development of the industry. On the other hand, it provides a reference for scholars to study similar problems in different countries, thereby facilitating an understanding of biomass power's long-term sustainable development pattern under FIT and RPS schemes, and helping to provide references for policy-making institutions. The results show that in the perfect competitive market, the implementation of RPS can promote long-term and rapid development of China's biomass power industry given the constraints and actions of the mechanisms of RPS quota proportion, the TGC valid period, and fines, compared with FIT. Demand Response (DR) has been extensively developed and implemented in the US and Europe. However, DR hardly exists in many developing countries for similar problems such as rigid power market and state monopoly. With the increasing imbalance between supply and demand in China's power industry, the government has issued new policies on DR and approved the first batch of pilot cities. China is setting a good example of how to encourage DR under monopolistic electric market and open up the market to aggregators and DR suppliers. This paper summarizes the current DR status, feasible DR market schemes and DR pilot projects in China. First, electric power system reform, renewable energy policies and power industry development are reviewed, highlighting the problems associated with the current dispatch mechanisms of DR policies and markets. New DR programs and DR-related policies are also introduced. On this basis, the driving forces and challenges associated with DR in China are analyzed. The major challenge is the lack of a suitable market mechanism for the current Chinese power industry. Hence, this paper presents six feasible strategies that fully utilize the existing policies. With the completion of the poverty alleviation task in China, the Chinese economy has made great breakthroughs. Meanwhile, the implementation of Chinese "dual carbon" goal has entered an important window period of both strategic opportunities and difficulties. The emission of carbon dioxide (CO2) leads to the greenhouse effect, which affects the sustainable development of society. Therefore, this paper proposes an improved analytic hierarchy process (AHP) with Slacks-based measure integrating data envelopment analysis (SBMDEA) (AHP-SBMDEA) based efficiency evaluation model for different provincial-level administrative regions in China, which is used to analyze and optimize the Chinese energy structure of different provincial-level administrative regions. With coal, gasoline, petroleum, fuel oil, diesel, crude oil and natural gas as inputs, the per capita Gross Domestic Product (GDP) as the desired output and the CO2 as the undesired output, after linear weighted calculation of the results of the AHP-SP model and the SBMDEA model, the energy efficiency evaluation model of different provincial administrative regions in China is established. The results show that there is a large difference in efficiency between Chinese northern and southern regions, and the overall efficiency of southern regions is higher than that of northern regions. In addition, it is easier to find out the optimal energy efficiency benchmark, which can provide suggestions and help to guide the energy consumption input structure improvement of other inefficient provincial-level administrative regions. Furthermore, the energy structure can also be adjusted through the redundant variable calculated by the SBMDEA model. For example, Sichuan Province can reduce the consumption of the coal, the gasoline, the diesel, the fuel oil, the crude oil and the natural gas by 5269.95 × 10000 tons (WT), 513.01 WT, 59.05 WT, 34.37 WT, 4,73.33 WT and 130.37 billion cubic meters (BCM), respectively. Its CO2 emissions can be reduced by 1925.4 WT, and raise the efficiency of energy utilization in the province. DSPV (Distributed solar PV) power, either located on rooftops or ground-mounted, is by far one of the most important and fast-growing renewable energy technologies. Since the second half of 2012, China has shifted from LSPV (large-scale solar PV) to DSPV and a series of policy to promote DSPV power deployment have been put in place. Unfortunately these policies were not well performed due to myriad constraints on DSPV power deployment across the country. Building mainly on non-academic sources including government documents and presentations, industry reports and presentations, media reports, and interviews, this paper firstly provides a comprehensive review of China's policy on DSPV passed between the second half of 2012 and the first half of 2014, then barriers associated with DSPV deployment are identified. This is followed by an account and discussions of recent policy changes since Sep 2014, and major local incentives. In addition, policy performance is briefly reviewed. At the end of the paper, conclusions and policy implications are provided. The recent rapid development of distributed PV (photovoltaic) industry in China closely ties to the relevant policies support. This paper reviews some main points of relevant policies including financial support, technology innovation and management improvement. Scenario analysis both in residential sectors and industrial and commercial sectors are taken into account. We calculate IRR (internal rate of return) and static payback period of a specific distributed PV system in China's five cities located in different resource areas. In order to provide a realistic reference for investors, the historical data from real projects are used to calculate the generating capacity. The impacts of relevant policy variables such as subsidies, benchmark price, electricity price and tax on economic performance of distributed PV system are discussed. The results show that distributed PV system with high generation efficiency has produced good economic benefit in both two scenarios under China's current policies. China has set a goal of carbon neutrality by 2060 and is determined to increase wind and solar power to 1200 GW by 2030, even though it already has the world's largest installed capacity of renewables. However, the lack of flexibility in the power system will limit the development of a higher proportion of renewable energy. This paper evaluates the applicability of different types of flexible power sources in China for the first time. Above all, it describes the current situation of China's power industry and the necessity of increasing flexible power sources, establishes an evaluation system from the perspectives of benefit, opportunity, cost & risk, then determines 19 evaluation criteria. The BOCR-ANP-TOPSIS method was used to evaluate the system, where the ANP method determines the weights and the TOPSIS method ranks the alternatives. The result shows that pumped storage hydropower has the highest overall ranking, followed by the flexibility transformation of coal-fired power. Coal power plants are crucial in both the power sector and central heating sector and also emit large amount of carbon dioxide. Existing research on coal power plants transformation mainly focused on their role in the power sector, with insufficient attention paid to their heat and power cogeneration capabilities. To address this gap, this paper proposes a long-term expansion joint optimization model for power sector and central heating sector incorporating the competitive technologies in both sectors, which is used to obtain the optimal low-carbon transition pathway of power sector and central heating sector, and analyse the pathway of coal power plants. China is selected for a case study for its largest scale of existing coal power plants in the world and urgent need of decarbonization. Compared to the scenario only considering electricity generation function from coal power plants to power sector, another scenario also considering the heating production to central heating sectors brings less than 5% increase in their remaining capacity, whilst results in significant changes in their regional distribution. The main contribution of this paper is a demonstration of the importance of taking into account the evolution of the generation of value added and productivity to avoid biased prospective analysis of Chinese energy-related CO 2 emissions. To that end, the paper delivers a Logarithmic Mean Divisia Index decomposition analysis of carbon emissions intensity from 1995 to 2014 for a balanced panel of disaggregated Chinese economic sectors. The paper shows that similar assumptions deliver different outcomes when prospective analyses are based on energy intensity, or alternatively its factorial decomposition, in order to take into account changes in the generation of value added (e.g., productivity). Following this hypothesis, the paper suggests that China will be unable to accomplish its pledged commitments under the Paris Agreement on climate change, despite strong reductions in energy intensity. Analyses based on the usual (standard) approach, by using intensity measures instead of its factorial decomposition, reach the opposite conclusion. The main lesson from this paper is that alternative designs of prospective analysis (using alternative drivers or variables) leads to different lines of reasoning and conclusions. Coordinating the relationship between the national pipeline network company and the provincial natural gas company is the most crucial contradiction in China's natural gas market reform. This paper innovatively incorporates the comprehensive evaluation method, modified spatial gravity model, and social network analysis method to investigate the regional natural gas market to solve this dilemma. The result of the case study is as follows. (1) The development of the natural gas market in China's provinces is uneven, among which resourceful provinces and eastern provinces are relatively strong. (2) The densely connected areas of the natural gas market are mainly concentrated in the Beijing-Tianjin-Hebei region, the Yangtze-River-Delta region, and the Sichuan-Chongqing region. (3) Our work can clarify the node attributes and different efficacy of provinces. The core provinces all belong to the net spillover block, and they are located at key positions and roles in the obtained spatial correlation network. (4) Market participants, commodity diversification and openness are the prominent factors influencing the proposed spatial correlation network. Abstract Industrial sector is responsible for the majority of China's carbon dioxide (CO 2) emissions and contributed most to the rapid increment in the first decade of this century. However, CO 2 emissions in the industrial sector stagnated due to China's economic slowdown since 2012. This paper aims to estimate the CO 2 emissions in China's industrial sector during 2010–2016 to deliver sectoral and regional details and uncover the reasons for the emissions stagnancy. We find that the emission stagnancy is a result of decreasing energy intensity and economic slowdown. Industrial restructuring within the entire industrial sector and emission intensity (emissions per unit of energy consumption) had limited effect on the emissions reduction. From the sectoral perspective, iron & steel and nonmetal sectors accounted for most reduced emissions in China's industrial sectors during 2014–2016. From the regional perspective, the emissions decrease mainly occurred in western and northeastern provinces, rather than more developed coastal provinces. Mitigation policies are raised, including the industrial structure shift from energy-intensive sectors to other sectors and addressing the emissions mitigation in rapid industrializing provinces, such as Xinjiang, Inner Mongolia and Ningxia, so that an earlier and lower emission peak of China's industrial sectors can be achieved. Abstract This paper examines the relationship between hydroelectricity consumption and economic growth in China, while controlling for fossil fuel consumption, financial development, capital, institutional quality and globalization and its components for the period, 1970–2014. We have employed the Bayer and Hanck, (2013) combined cointegration test to examine the long-run relationships between those variables as well as the autoregressive distributed lag method with structural breaks as a robustness check. The empirical findings demonstrate a long-run relationship between those variables. Hydroelectricity consumption, fossil fuel consumption, capital, financial development and globalization and its components have a positive influence on GDP in China. The findings also provide predominant evidence on the long-run feedback hypothesis between the variables. The findings suggest that policies should be implemented to increase the role hydropower in the energy mix for sustainable economic growth in the country. Abstract: This paper investigates the relationship between the green economy and green jobs in China through the following question: Can the current GHG mitigation policies in China’s power generation sector bring more jobs to China? Using both analytical and input–output models this paper analyzes the direct and indirect employment impacts of two main mitigation policies in the power generation sector. This paper proves that the above-mentioned question is not simple. Mitigation policies in China’s power generation sector from 2006 to 2009 caused a total of 44 thousand net jobs losses. However, as the share of renewable energy that has an indirect employment impacts increased in 2010, the policies from 2006 to 2010 actually resulted in 472 thousand net job gains. This paper asserts that to ensure the co-existence of green economy and green jobs in China’s power generation sector, policy makers should further promote solar PV, biomass and wind technologies. In 2010, for every one percent increase in the share of solar PV generation there could be a 0.68% increase in total employment in China, larger than any other power generation technology. Abstract: China''s total energy consumption, according to the official data, decreased impressively during 1997–1998 and increased sharply during 2003–2007, which in turn resulted in energy intensity fluctuation. Many literatures explained this “unusual phenomenon” from the perspectives of technical change, economic structure shifting and statistical data quality. They measured aggregate energy in thermal units by using linear summation approaches. In this paper, from the perspectives of heterogeneity and imperfect substitutability among diverse energy types, we further examine China''s aggregate energy consumption by using Divisia (Sato-Vartia) approach. The results show that China''s aggregate energy consumption and intensity fluctuated slightly less than values calculated by using conventional linear approaches, and the “unusual phenomenon” is partly explained. It also implies that China''s energy intensity changes in 2006–2007 are slightly more optimistic than those officially reported, and the official communiqué of provincial energy intensity reduction achievements are partly bias. Some provincial achievement are underestimated or overestimated on some provinces. Our empirical results are also helpful to further research, such as energy–economic modeling, energy price elasticity, and elasticity of substitution among capital–labor–energy–material (KLEM). Based on macro and micro matched data, this paper uses a fixed effects model, subsamples regression and the instrumental variable method to analyze the degree to which Internet development influences energy efficiency, the mechanism for that influence, and the spillover effect of Internet development. The findings show that for every 1 % increase in the Internet development index, the energy efficiency of firms increases by approximately 0.38 %. Robustness analysis and endogeneity analysis also verify that Internet development is conducive to improving the energy efficiency of firms. The internal mechanism analysis shows that Internet development can improve the energy efficiency of Chinese firms and realize an energy-saving effect by correcting the misallocation of resources and promoting technological innovation. In addition, this paper finds that for every 1 % increase in the Internet development index in other cities and leading cities in the province, the energy efficiency of local firms increases by approximately 0.10 % and 0.026 %, respectively, which supports the spillover effect of Internet development in China. Abstract: This paper discusses the past and the status quo of electricity securitization in China. First, the stranded cost securitization in American electricity industry and the ongoing securitization progress in emerging market countries are investigated, which enlightens the way of electricity securitization in China. Through analysis of electricity industry in China, the paper proposes constructive policy suggestions for regulators who intend to prompt securitization to develop electricity infrastructure, and detailed recommendations for companies who plan to raise money at reduced cost. It is concluded that even though it is at the very beginning stage in China, securitization not only provides financing for investment projects, but also speeds up the reform by stranded cost securitization, a novel idea for electricity industry in China. Intermittent renewable energy sources have been transformed from supplementary energy to dominant incremental alternative energy sources in the context of carbon neutrality target worldwide. For coastal countries, it is urgent to integrate abundant offshore energy into regional onshore renewable power sources economically and reliably considering the scarcity of land resources and negative environmental impacts. However, limited knowledge on the complex spatiotemporally synergy relationships between energy potential (onshore and offshore) is a barrier in making reasonable policies to promote collaborative development of onshore and offshore energies. This study presents a spatiotemporally explicit modelling framework for assessing the synergy potential characteristics of onshore and offshore renewable energy sources. The framework firstly estimates the technical potential of solar PV and wind energy across the country by using 40 years of hourly meteorological reanalysis data (1980–2020), and then investigates the long-term changes trend, stability, and complementarity of solar-wind energy potential spatiotemporally at both onshore and offshore sub-regions. We find that a considerable amount of solar PV and wind energy sources could be harnessed in China, and onshore potential across the country (178 PWh/yr) is approximate 20 times higher than offshore energy potential (8.9 PWh/yr). Overall, onshore solar-wind energy potentials exhibit statistically insignificant but slightly increasing trend over the past 40 years, while offshore wind potentials observe an opposite change trend for solar PV and wind energy production. Complementarity assessment showed the northeast and offshore parts of China present high complementarity effects for hourly and daily power production of solar-wind systems. Furthermore, inter-regional combination between offshore and onshore northwest regions also exhibits promising synergy effect for renewable energy power output. The results on resources dynamic and complementarity highlight the advantage of interregional resources cooperative configuration and electric power grid interconnections. Energy production has become an important concern because excessive coal and oil use for electricity generation and consumption in developing economies threaten the global environment. Past research mainly focuses on energy consumption, while there is a scarcity of models on the energy and electricity production-environmental pollution nexus in the Environmental Kuznets Curve literature. As an initial attempt, the paper examined the simultaneous impact of electricity production and electricity consumption on carbon dioxide emissions in one of the top energy-consuming, energy-producing, and carbon-emitting nations (China). The study applied the Zivot and Andrew tests to check the stationarity of the series with structural breaks. The autoregressive distributed lag (ARDL) method was to compute long-run coefficients using two separate models: Model 1 (total electricity production and environmental pollution) and Model 2 (total electricity consumption and environmental pollution) were considered. The results showed that electricity production and electricity consumption significantly contributed to environmental pollution in the short- and long-run. Apart from validating the EKC hypothesis (inverted-U-shaped curve) in the short- and long-run, the estimation demonstrated that agriculture value-added mitigated the environmental pollution. The continuous diffusion of information and communication technology (ICT) has exerted growing influences on the production process and energy use. This paper analyzes the major drivers behind changes in China's energy intensity with emphasis on ICT and production structure using a three-tier structural decomposition analysis (SDA) approach. This approach could thoroughly quantify the various effects of ICT on energy intensity and investigate the mechanisms of ICT input change through which it affects sectoral energy consumption. The main results indicate that: (a) production structure exerted a rising negative effect on China's energy intensity change from 2002 to 2012; (b) ICT contributed to a 4.54% increment in energy intensity, yet ICT input substitution was conducive to reduce energy use in production; (c) the ICT effects were more significant in the service sector and technology-intensive sectors. The study suggests that the Chinese government should formulate measures for adjusting production structure, promoting sustainable development of ICT and harmonizing inter-sectoral ICT input level. Rapid economic growth in China has lead to an increasing energy demand in the country. In combination with China's emission control and clean air initiatives, it has resulted in large-scale expansion of the leading renewable energy technologies, wind and solar power. Their intermittent nature and uneven geographic distribution, however, raises the question of how to best exploit them in a future sustainable electricity system, where their combined production may very well exceed that of all other technologies. It is well known that interconnecting distant regions provides more favorable production patterns from wind and solar. On the other hand, long-distance connections challenge traditional local energy autonomy. In this paper, the advantage of interconnecting the contiguous provinces of China is quantified. To this end, two different methodologies are introduced. The first aims at gradually increasing heterogeneity, that is non-local wind and solar power production, to minimize production costs without regard to the match between production and demand. The second method optimizes the trade-off between low cost production and high utility value of the energy. In both cases, the study of a 100% renewable Chinese electricity network is based on 8 years of high-resolution hourly time series of wind and solar power generation and electricity demand for each of the provinces. From the study we conclude that compared to a baseline design of homogeneously distributed renewable capacities, a heterogeneous network not only lowers capital investments but also reduces backup dispatches from thermal units. Installing more capacity in provinces like Inner Mongolia, Jiangsu, Hainan and north-western regions, heterogeneous layouts may lower the levelized cost of electricity (LCOE) by up to 27%, and reduce backup needs by up to 64%. Recently the expansion of urban-rural income inequality and the rapid growth of fossil-energy consumption have become two significant challenges China should address to achieve its ambitious goals. For the first time, this study uses the Chinese provincial panel data during the period of 1996–2013 to perform a quantitative analysis on the relationship between the urban-rural income gap and the per capita electricity consumption. Fully considering the potential endogeneity problem, this paper uses the orthogonal-difference Generalized Method of Moments (GMM) as the benchmark estimation method. To ensure the robustness of the estimations, the Theil index and per capita urban-rural income are utilized to measure the urban-rural income gap. The estimation results indicate that the influences of urban-rural income inequality on electricity depend on the income level. At the current stage of economic development, the income disparity has significantly negative impacts on provincial per capita electricity consumption. Moreover, there is also strong evidence for the existence of the inverted U-shaped relationship between per capita electricity consumption and GDP per capita. Furthermore, other economic and social factors, including the enhancement of urbanization and industrialization levels, the adjustment of the population structure, and the development of import-export trade may also promote electricity consumption. As urbanization accelerates and an increasing number of people move from rural to urban areas, changes in household energy consumption have become a major symptom of typical human-land relationship activities in different regions, i.e., labour migration is affecting household energy consumption, especially household cooking energy. Based on household data from the China Health and Nutrition Survey (1989–2015), this paper employs a panel multinomial logit model and mathematical statistics to reveal structural changes in urban and rural Chinese households cooking energy consumption and the driving factors of these changes over the past 30 years and provides suggestions for the structural upgrade of household cooking energy consumption. The research shows that household cooking energy consumption in China has undergone a substantial transition since the 1980s, displaying diverse trends in urban and rural households. The shift from coal to natural gas in urban areas and from solid fuels to electricity in rural areas was driven by a range of factors such as per capita disposable income, government policies, energy prices and availability. Among these, household income was found to be the most influential factor. Additionally, migration had a notable effect on household cooking energy consumption in rural areas. The reduction of solid fuel usage and the electrification of cooking are proven methods of lowering household energy emissions, as natural gas releases 60% less CO 2 compared to coal when producing the same amount of heat. The government must implement a focused strategy for the transition towards cleaner energy sources for household cooking, prioritizing rural areas by strengthening energy infrastructure and fostering the development of solar and wind energy. In urban areas, efforts should be directed towards enhancing income, stabilizing energy costs, and popularizing the use of natural gas. In order to achieve the power supply change from traditional energy to clean energy in China, improving the grid parity rate of photovoltaic (PV) power is a key problem to be addressed. To establish a harmonious grid price between PV power and coal-fired power, this paper investigates the impact of carbon emission quota (CEQ) price on both PV power revenue and efficiency by constructing the carbon-electricity linkage mode with following innovative works. First, we set a trading mechanism that involves PV power plants and links carbon-electricity markets, and then propose market clearing rules for both CEQ and PV power prices. Second, we integrate market factors into the framework of power cost structure of different power sources based on the Life Cycle Cost (LCC) Theory. Third, we characterize the volatility of CEQ prices by offsetting the reduced fiscal subsidy of PV power and balancing grid price of different power sources. Our key findings show that the plan of improving current trading linkage of carbon-electricity market and grid parity scheme of PV power will be brought forward to 2023 that is 2 years ahead of schedule. What's more, in the case of completely cancelling subsidy, CEQ price should be tripled by using this linkage to accelerate PV grid parity. This paper proposes a total-factor energy consumption performance index (TEPI) for measuring China's energy efficiency across 30 provinces during the period 1997 to 2012. The TEPI is derived by solving an improved non-radial data envelopment analysis (DEA) model, which is based on an energy distance function. The production possibility set is constructed by combining the super-efficiency and sequential DEA models to avoid “discriminating power problem” and “technical regress”. In order to explore the impacts of technological progress on TEPI and perform statistical inferences on the results, a two-stage double bootstrap approach is adopted. The important findings are that China's energy technology innovation produces a negative effect on TEPI, while technology import and imitative innovation produce positive effects on TEPI. Thus, the main contribution of TEPI improvement is technology import. These conclusions imply that technology import especially foreign direct investment (FDI) is important for imitative innovation and can improve China's energy efficiency. In the long run, as the technical level of China approaches to the frontier, energy technology innovation and its wide adoption become a sustained way to improve energy efficiency. Therefore, it is urgent for China to introduce measures such as technology translation and spillover policies as well as energy pricing reforms to support energy technology innovation. China has been the world's largest energy consumer and producer for many years, yet while myriad studies have investigated Chinese performance on energy metrics compared to other countries, few to none have looked internally at Chinese provinces. This paper firstly develops a five-dimensional evaluation system centered on the energy security dimensions of availability and diversity, affordability and equality, technology and efficiency, environmental sustainability, and governance and innovation. It then correlates these dimensions to 20 distinct energy security metrics that are used to assess the energy security performance of 30 Chinese provinces, divided into eight regions. Our results reveal both trends in energy policy and practice as well as provincial status of comparative energy security for the year 2013. We find, for instance, that there is no province which performs well in all five of the energy security dimensions, and that all provinces confronted threats related to energy availability and diversity. We also demonstrate that in comparative terms, the Middle Reaches of Yellow River and the Northwest were the most energy-secure, while the Middle Reaches of Yangtze River and the Northeast were least energy-secure. This paper investigates the effects of oil shocks on export duration of China using the firm-level dataset of Chinese industrial enterprises over the period 1999–2009. The results show that oil supply shocks and other oil-specific shocks have significantly negative impacts on China’s export duration, while aggregate demand shocks have a significantly positive impact on China’s export duration in the full sample. The sub-samples analysis shows that the adverse effects of oil supply shocks and aggregate demand shocks on export duration are smaller in energy intensive industries (EII) than in non-energy intensive industries (NEII). With rapid economic development and expansion of built environment since the year 2000, urbanization has led to great challenge of reduction targets in energy intensity and carbon dioxide emissions. This paper aims to explore the disaggregate driving force of different sectors and investigate the potential of carbon dioxide reduction of them in the context of rapid urbanization. By using the panel datasets at a provincial level in a LMDI (Logarithmic Mean Divisia Index) model, we investigated the effects of various energy-related and socioeconomic factors on regional carbon dioxide emissions in 30 China's provinces from 2000 to 2013. The results show that the factors of economic development are the largest drivers of regional carbon dioxide emissions, compared with the factors of structural change, energy intensity, and social transition. Meanwhile, evidence is found that the urbanization process has contributed to the regional CO 2 emissions in China's provinces through a variety of approaches, including changing the energy use characteristics of urban households, transportation, and business sectors. Finally, we found that the changing trend of these influence factors' effect on regional CO 2 emissions varied across different provinces, which means there are significant regional heterogeneity in the influence mechanisms of urbanization process on regional CO 2 emissions. China's power industry contributes around 40% CO 2 emissions to the national total. The substitution of wind power for coal-fired power is crucial to the realization of CO 2 emission reduction target in China. By deploying the Life Cycle Assessment (LCA) method, this paper identifies that the carbon footprints of a representative coal fired plant and a wind farm in China are 810.35 g/kWh and 12.51 g/kWh respectively. Built on these results, the substitution capacities of wind power for coal-fired power to realize the CO 2 emission reduction target in 2020 and 2030 are discussed. It is concluded that China's wind power needs to develop faster than the goal set in the 12th Five Year Renewable Energy Development Plan for achieving the target of 45% emission reduction in 2020. Moreover, the feasibility of the substitution of wind power for coal-fired power is analyzed. It is argued that whilst China has great potential to realize such substitution given its rich wind resources, the full realization of the substitution requires some radical reforms in the power sector in the country. The development of DH (District Heating) is an environmentally friendly and energy-efficient strategy in China. Currently, the vast majority of DH systems are SH (Space Heating) only and do not provide DHW (Domestic Hot Water). DHW is mainly produced by individual water heaters due to the cost-effective issues of the centralized DHW systems. From the perspective of long-term development, DHW produced via DH systems would be more sustainable because DH is an important precondition for an environmental safe use of domestic waste fuels. This paper presents an approach that uses flat stations meanwhile utilizes the industrial waste heat to prepare DHW via the DH network. A building model of a multi-storey building in Beijing was developed to investigate the technical feasibility. An economic evaluation was made using net present value to compare the annualized cost for individual water heaters and flat stations. The environment impact in terms of CO 2 emission when fossil fuels are used to produce DHW was quantified. The results show that flat stations are technically feasible if a few renovations are implemented, and that the use of flat stations is a more sustainable, economic and environmentally friendly approach than the existing DHW preparation technologies. In 2003, China implemented market-oriented reforms to its electric power industry, aimed at improving the generation efficiency of its thermal power plants. In this paper, we use the polynomial functions, PLS (partial least squares) algorithm, and generation efficiency data from 1993 to 2012 to evaluate the effect of these reforms. Empirical analysis shows that the reforms caused a sudden down shift of 0.142 kW h per kg SCE (standard coal equivalent) to the “natural” generation efficiency curve of the thermal power industry, resulting in 555.8 million tons of SCE of wasted fossil energy during 2003–2012. This was mainly due to the non-implementation of electricity price bidding. To improve the generation efficiency of the thermal power plants, market competition should be further introduced into China's electric power industry as a matter of urgency. The major policy adjustment directions include: a) Electricity price bidding should be promoted by sub-region according to the unified trading rules designed by the central government; b) Over-the-counter transaction should be permitted; as well as c) Dynamic incentive mechanisms for renewable energy development should be established. Energy security is important for the economic and social development of a country, especially for China, because it has become one of the biggest energy consumers in the world and the energy security varies greatly in different regions. However, most existing studies evaluate China's energy security from the perspective of the whole country, while few studies from the perspective of different regions within the country. So this paper aims to evaluate China's provincial energy security from 2010 to 2016, not only identify the problems but also provide policy strategies. Firstly, a comprehensive evaluation system of energy security is established including availability and stability of energy supply dimension, sustainability and acceptability of energy use dimension, and external influences of policies and market dimension. Secondly, the combination method of the order relation and the entropy method is utilized to evaluate the provincial energy security in 30 provinces, which considers both subjective and objective information. Thirdly, according to the changes in the ranking of provincial energy security between the 30 provinces over the 7 years, this paper analyzes the reasons and put up corresponding suggestions. The results show that there is still a huge gap among different regions and some provinces changes greatly in the ranking. The most energy-secure provinces are mainly in the northwest and northeast provinces with abundant natural resources such as Shanxi, Shaanxi and Sichuan, the least energy-secure provinces are mainly in the resource-deficient regions such as Zhejiang, Guangxi and Jiangxi. As an important driving force of high-quality urban development, developing new-type urbanization plays an irreplaceable role in realizing urban sustainable development goals. The existing work has conducted extensive research on the impact of new-type urbanization. However, the underlying mechanism and empirical evidence of its impact on green total factor energy efficiency (GTFEE) have not been systematically studied. Therefore, based on the panel data at the prefecture-level city level, this paper uses a dynamic panel data model to empirically verify the impact of developing new-type urbanization on GTFEE. The current work demonstrates the following results. First, developing new-type urbanization shows a fluctuating growth trend, and it has significantly promoted GTFEE improvement. Second, considering the factors of urban heterogeneity, the results reveal that new-type urbanization has a heterogeneous impact on GTFEE of different cities. Furthermore, the analysis of impact mechanism indicates that the effects of industrial structure and technological innovation are crucial channels for new-type urbanization to affect GTFEE. The purpose of this paper is to assess the status and progress of rural household energy sustainable development in China. A new composite indicator, rural energy sustainable development index (RESDI), is developed based on the improved grouped principal component analysis method (GPCA) which is the combination utilization of principal component analysis (PCA), factor analysis (FA), and entropy weight method. The improved grouped principal component analysis method keeps the advantages of principal component analysis and factor analysis. To capture the characters of rural energy sustainable development, ten indicators selected based on the criteria presented by OECD are designed to construct the RESDI. The main results are as follows. The RESDI increased from 0.185 in 1991 to 3.189 in 2012. However, the curve of RESDI can be divided into three phases: a slow increase stage between 1991 and 1996, a rapid decrease stage from 1997 to 1998, and a rapid increase stage between 1999 and 2012. Maximizing energy efficiency within HHFs (hospitals and healthcare facilities) is a major challenge in the field of energy conservation. This paper studies the key barriers to the implementation of energy-efficient technologies in China's public HHFs. For this purpose, a preliminary survey was conducted at the Beijing Municipal Health Bureau in order to assess the energy conservation efforts being made at 20 public HHFs. In the survey, a list of specific barriers to energy efficiency was created and HHF staffs were asked to rank these barriers in the order of importance. The results show that the economic incentives, appropriate technology, as well as enforceable laws and regulations are insufficiently supported by the government, have become the most significant obstacles to the improvement of energy efficiency. To remedy this, policymakers should take a multipronged approach which addresses the hospitals, projects, and technical and operating procedures in order to encourage the full participation and support of all stakeholders involved. Specifically, the government should offer multilevel economic incentives and reward policies; establish practical mandatory targets for building energy efficiency; provide demonstrable best practices in terms of the project, techniques, and operating procedures; and promote awareness of the importance of property risk management. In China's fuel consumption rate regulation for passenger vehicles, the vehicle curb weight-based fuel consumption rate targets are specified in a stepped pattern, which is supposed to have considerable impact on automaker's light-weighting strategy. In this study, this impact is quantitatively evaluated based on China's domestic automotive market data. From the cost-effectiveness perspective, this paper firstly demonstrate that under stepped fuel consumption rate targets, automakers have strong incentives to manipulate curb weights to get qualified for more favorable targets. Then China's 2010–2014 domestic vehicle models are examined. A significantly imbalanced curb weight distribution is observed, with a considerable number of vehicle models bunching on the targets-preferred end of each weight class. By establishing multiple criteria, the vehicle models which are mostly likely to have been manipulated with curb weights are identified, which account for around 10% of all vehicle models. With an assumed shift from stepped targets to smooth targets, these affected vehicle models would have an average of 17.92 kg mass reduction and 0.073 L/100 km fuel consumption rate improvement. Our analysis suggests that the stepped targets have thwarted automakers from applying light-weighting technologies. In China, industrial energy use accounts for two thirds of total energy consumption, and this is expected to remain the same in the medium and long-term. China has embarked on a path towards more sustainable energy use to meet domestic (e.g. air quality) and global needs (e.g. climate change), and to sustain its economic welfare. However, most energy-economy models for China have shown limitations to evaluate policy instruments and technology diffusion in industries, in relation to the multiple policy goals. In this paper, the advantages and weaknesses of 19 current energy models for China are evaluated, including important co-benefits as reduced air pollutant emissions. Results show that the co-benefits of energy use and emission policies are rarely modeled on industrial level. Based on the critical assessment of the state-of-the-art energy models, we develop recommendations for modeling industrial energy use, with an emphasis on improved incorporation of (economic, environmental and energy) policy effects, technology representation, co-benefit modeling, and uncertainty analysis. The objective of this paper is to introduce geothermal energy resources, utilization, development roadmap, and government support in China. Over the last 20 years, China was the first place in the world in direct utilization of geothermal energy with total amount reaching 17,870 MWt in 2014, and with an increasing trend annually. Compared with the rapid increase of direct utilization, the development of geothermal power generation in China is not obvious in the past 40 years, with an installed capacity of 27.78 MWe, ranking 18th in the world at present. It is reported that geothermal heating area was up to 396 million square meters with an installed capacity of 1178 MWt in 2013. Research on HDR (hot dry rock) resources is in its infancy. Considering the recoverable coefficient of 2%, energy stored in HDR at a depth of 3.0–10.0 km is 4500 times the total energy consumption in China in 2013. In order to achieve sustainable development of geothermal energy in China, attention should be paid to the following aspects in the future: technology development of EGS (enhanced geothermal system), low cost and scale-up of geothermal power generation, cascade utilization in geothermal heating, and sustainable exploitation and utilization of geothermal reservoirs. China is pursuing aggressive action to reduce greenhouse gas emissions from its coal-dominated electric power system. Two key strategies are power market reform and carbon pricing. This paper investigates the combined effects of these two strategies in reducing CO 2 emissions from power system operations. We develop an economic dispatch model to simulate hourly power supply system operation in China Southern Power Grid in 2018 under fifteen carbon pricing scenarios; these reflect a wide range of policy ambition, from today's carbon prices to much higher ones that aim to instigate aggressive emission mitigation. Our results show that moderate carbon pricing alone is insufficient to effectively reduce CO 2 emissions without concurrent power market reform. With power market reform and as carbon prices increase, large coal units supplemented by energy storage witness higher use rates as they supplant smaller coal-fired generators, until a carbon price of 300 RMB/TCO 2 phases out coal use in favor of natural gas. Only at carbon prices higher than 300 RMB/TCO 2 do emissions begin to decrease appreciably. Geographic disparities emerge among the five provinces that comprise the Southern Power Grid, with Guangdong witnessing the most CO 2 emission reduction at high carbon prices, while emission reductions in other provinces are negligible. Carbon pricing also dramatically increases total power system costs, even at low carbon prices. Our results show the necessity of introducing power market reform and carbon pricing policies concurrently if the goal is to reduce CO 2 emissions, with the ultimate goal being a carbon price significantly greater than 300 RMB/TCO 2. Because both options will be necessary, our research maps a path to deep emission reductions in China Southern Power Grid for investors, analysts, and policy makers as discussions regarding both reforms accelerate. • We assess combined effects of carbon pricing and power market reform in China. • Carbon pricing cannot reduce CO 2 emissions without power market reform. • CO 2 reductions from carbon pricing are negligible until prices of 300 RMB/TCO 2. • Even with low carbon prices, power supply system cost increase appreciably. • Existing system can only achieve shallow decarbonization, even at 1000RMB/TCO 2. In the process of energy transition, reference standards are needed to guide the orderly withdrawal of coal-fired power enterprises. This study applies stochastic frontier analysis to measure the technical efficiency, as the reference standard, based on data from all coal-fired power enterprises of a large Chinese power generation group from 2010 to 2015. Meanwhile, in order to make more specific policy recommendations, this paper provides a detailed analysis of the technical efficiency in three aspects: return to scale, operation hours, and regional characteristics. The empirical results show that the average technical efficiency of coal-fired power enterprises is 0.818, which still leaves room for improvement of about 20%; the industry shows slightly decreasing return to scale, which primarily results from enterprises with larger capacity but less operation hours; correlation between efficiency and operation hours varies widely among regions, with South and Northwest China in the greatest need of improving the generation assignment approach; finally, unit coal reduction and equity increase are important ways to improve technical efficiency, and older power enterprises and larger units have greater potential for high-quality power supply. The coordinated actions of the central and the provincial governments are important in improving China's energy efficiency. This paper uses a three-dimensional decomposition model to measure the contribution of each province in improving the country's energy efficiency and a small-sample hybrid model to forecast this contribution. Empirical analysis draws the following conclusions which are useful for the central government to adjust its provincial energy-related policies. (a) There are two important areas for the Chinese government to improve its energy efficiency: adjusting the provincial economic structure and controlling the number of the small-scale private industrial enterprises; (b) Except for a few outliers, the energy efficiency growth rates of the northern provinces are higher than those of the southern provinces; provinces with high growth rates tend to converge geographically; (c) With regard to the energy sustainable development level, Beijing, Tianjin, Jiangxi, and Shaanxi are the best performers and Heilongjiang, Shanxi, Shanghai, and Guizhou are the worst performers; (d) By 2020, China's energy efficiency may reach 24.75 thousand yuan per ton of standard coal; as well as (e) Three development scenarios are designed to forecast China's energy consumption in 2012–2020. This paper introduces an improved total-factor ESTR (energy-saving target ratio) index, which combines the sequence technique and the “energy direction” to a DEA (data envelopment analysis) model, in order to measure the possible energy saving potential of a manufacturing sector. Afterward, the energy saving potentials of four different energy carriers, namely coal, gasoline, diesel oil and electricity, for 27 manufacturing sectors during the period of 1998–2011 in China are calculated. The results and its policy implications are as follows: (1) the average ESTRs of coal, gasoline, diesel oil and electricity are 1.714%, 49.939%, 24.465% and 3.487% respectively. Hence, energy saving of manufacturing sectors should put more emphasis on gasoline and diesel oil. (2) The key sectors for gasoline saving is the energy-intensive sectors, while the key sectors for diesel oil saving is the equipment manufacturing sectors. (3) The manufacture of raw chemical materials and chemical products sector not only consumes a large amount of oil, but also has a low efficiency of oil usage. Therefore, it is the key sector for oil saving. (4) Manufacture of tobacco and manufacture of communication equipment, computers and other electronic equipment are the benchmark for the four major energy carriers of energy-saving ratios. China's CO 2 emissions have been the focus of attention for domestic and foreign scholars. However, very few articles have analysed whether and how a reduction of China's total CO 2 emissions can be achieved. This is of great significance for meeting China's future CO 2 emissions reduction targets. Based on input–output decomposition analysis model and dynamic programming approach, this paper analyses the factors affecting China's total carbon emissions and discuss whether and how it could be possible for China to reduce its total CO 2 emissions. The results show that carbon intensity is a major driver for the reduction of China's CO 2 emissions and that the impact of industry structure on the increment of China's CO 2 emissions has changed from positive to negative in recent years. Under the premise of economic growth, carbon intensity decline and industrial structure adjustment should be coordinated. A reduction in the total amount of China's CO 2 emissions is difficult to achieve in the short term, but an effective development mode can be selected with some policy implications suggested. Distributed PV (DPV) has become the policy priority of renewable energy development in China since 2012 and ambitious planning for it has been formulated and updated. In 2013 a national unified subsidy policy was put into implementation. However, the actual progress is far below expectation. In this paper, the analytical framework of levelized cost of electricity (LCOE) is employed to estimate the generation cost of DPV in China. We find that under existing tariff and subsidy policies, with ideal conditions of most favorable financial arrangement and maximum annual operation hours, DPV projects located in regions with best solar resource or high commercial/industrial retail electricity prices are able to break even; but with practical conditions DPV projects are economically unfeasible at most cases. We further find that, difficulty in obtaining roof space, complicated grid integration procedure, barriers in obtaining bank loan, and unattractive and rigid subsidy policy, lead to high investment risks, which largely explains why DPV can't take off in China. China's electricity generation is mainly dependent on fossil fuel. Promoting electricity conservation in different sectors and regions plays a vital role in reducing China's energy-related CO2 emissions and other pollutants. This paper contributes to identify the sectors and economic regions with larger electricity-saving potential and make policy recommendations for promoting electricity conservation. Two indicators, namely TEC (technical elasticity coefficient) and PSC (price sensitivity coefficient), are constructed within an input-output analysis framework to measure the electricity-saving potential. The proposed indicators are applied to analyze the electricity-saving potentials of 20 sectors and 30 provinces in China. We also use EFC (electricity forward correlation coefficient) to examine the relationship between power consumption and electricity-saving potential. Our empirical results show that Mechanical industry, Construction industry and Chemical industry have the largest electricity-saving potential. Meanwhile, the east region of China also shows greater electricity-saving potential. It is suggested that Chinese government adopt pricing regulation and technology innovation policies jointly to promote China's energy conservation. Abstract: In this paper we expand the IRSP (integrated resource strategic planning) model by including the external cost of TPPs (traditional power plants) and popularization cost of EPPs (efficiency power plants) with nonlinear functions. Case studies for power planning in China during 2011–2021 are conducted to show the efficacy of the model. Scenarios are compiled to compare the pathways of power planning under different policies. Results show that: 1) wind power will become competitive with technical learning, but its installation is undesirable when the external cost of coal power is not internalized; 2) the existence of popularization cost will hinder EPPs' (efficiency power plants) deployment and pure market mechanism is not enough to deliver EPPs at socially desirable scale; 3) imposition of progressive emission tax on coal power at an average of 0.15–0.20 RMB/KWh can remedy the market distortion and promote the development of wind power by a significant margin; 4) nuclear power will grow stably when its external cost is set no more than 0.187 RMB per KWh, or 87% of its internal cost. The proposed model can serve as a useful tool for decision support in the process of power planning and policy formulation for national government. [Copyright &y& Elsevier]
