Using historical and contemporary resources, this paper provides a critical account of the contemporary governance of prostitution in New South Wales. A Foucauldian approach is used to analyse the ways in which prostitution has been problematized as a health issue and managed as a public health problem. The analysis differs from other critical studies of prostitution in that it examines specific techniques of power, the operations of which have not been confined to the workings of a repressive criminal justice system. It is shown that there currently co-exists two broad understandings of prostitution in New South Wales, Australia, which have informed current initiatives to manage prostitution. Prostitutes working in public spaces have been presented as sexual agents wilfully engaged in criminal conduct and the spread of contagion. They have been subject to intense official scrutiny and regulated through criminal sanctions. In contrast, prostitutes working in private spaces have been presented as victims of adverse circumstance, deserving of protection and compassion. They have been made subject to strategic interventions that have attempted to normalize prostitution and render the prostitute a hygienic subject. [ABSTRACT FROM AUTHOR]

This paper describes how South African soldiers draw on notions of gender, sexuality and morality in their constructions of identity and heterosexual sexuality. Popular discourses around HIV and AIDS in South Africa and elsewhere have highlighted the centrality of notions of morality, many of them problematic, in the response to the epidemic. In Southern Africa, the centrality of heterosexuality to HIV transmission has triggered a focus on morality in sexuality, including calls for abstinence or, in married relationships, monogamy. This paper discusses the findings of a research study that explored male soldiers' constructions of masculinity, sexuality and risky sexual practices. Collective male sexual violence is part of a continuum of sexual coercion in South Africa. This paper is based on long-term ethnographic work in an urban township in the former Transkei region. Drawing on intensive participant observation and interviews with young men in particular, it attempts to make sense of emergent narratives relating to streamlining , a local term for a not uncommon form of collective sexual coercion involving a group of male friends and one or more women. The paper begins with an overview of existing anthropological literature on collective male sexual violence, going onto elaborate the different scenarios associated with group sexual violence in the fieldsite. It seeks to provide a multi-layered contextualization of the phenomenon by considering prevailing gender discourses, subcultural issues pertaining to the urban tsotsi phenomenon, the rural practice of ukuthwala (bride capture), young working-class Africans' experiences of marginalization, and the complex links between political economy and violence in this setting. The expanding AIDS epidemic in Mozambique is fuelled principally by heterosexual transmission, with young people identified as a key group for prevention efforts. However, little is known about the sexual behaviour of young people in Mozambique and the protective practices they adopt. This paper seeks to identify the contexts and rules governing sexual risk-taking among young people in Maputo. In doing so, the paper affirms the importance of context in understanding risk practices, but highlights the fluidity of practice as an important limitation for the use of contextual analysis in prevention interventions. By focusing on one innovation, the saca cena one-night stand, this paper shows how a subgroup of young people in Maputo has redefined a “risky” sexual practice to include exclusive condom use. As a risk context, the saca cena dictates a set of implicit rules emphasizing anonymity, discretion, verbal and non-verbal cues, and for a set of select innovators, condom use. The saca cena challenges the hegemonic gender roles found among many young people in Maputo of male dominance through sexual conquest and female acquiescence. Instead, the practice allows young people to be both adventurous and responsible. The discourse demonstrates how sexual identities have been redefined to combine risk reduction with sexual experimentation and the satiation of desire. [ABSTRACT FROM AUTHOR]

Presents reply to letters to the editor about prostitution and public health in New South Wales.

This paper presents data on the need for sexual health information and advice of 4353 students aged 13/14 years in 13 English secondary schools. Data were collected by peer educators as part of a sex education programme, and through a questionnaire survey administered by researchers. Data illustrate young people's need for concrete information and advice on issues related to physical development and puberty; transmission of sexually transmitted diseases; accessing and using condoms and other contraception; using sexual health services; managing relationships and dealing with jealousy, love and sexual attraction; how people have sex; sexual pleasure; masturbation; and homosexuality. Differences between the concerns and interests raised by young people and current UK guidance on sex and relationships education are examined, and the implications of these findings for designing future policy and effective school based sex education programmes are discussed. The paper highlights some of the wider social norms around sex and sexuality that influence young people's understanding and sexual behaviour, and the importance of addressing these within sex education is noted. This paper examines the gendered nature of desire in a North Balinese rural village adjacent to a tourist resort. It poses the theoretical question of what happens when a culture's dominant belief systems fail to accommodate desire. Observing that male promiscuity is indulged and naturalized in this community, the paper argues that women's desire is channelled narrowly into achieving and retaining a spouse. Women who admit of desire outside these cultural constraints may be subject to episodes of 'hysteria'. Hysterical illness is read herein as a displacement of desire onto the body such that the body becomes 'the place'—as a site of illness—where desire may reside. Although the resort to hysteria may provide temporary emotional release for women's frustrated affect, it does not fundamentally transform the gendered relations of desire. Curiously, neither does it appear to exacerbate the inequalities they sustain, implying that in North Bali (hysterical) illness may serve as a legitimate avenue for the expression of desires that are otherwise culturally-proscribed. This paper brings into question conceptualizations of community, specifically those that have been termed 'communities of shared interest and circumstance'. To do this, it explores the ways that people with haemophilia and their families experience and constitute community. Drawing on empirical data from semi-structured interviews and participation in joint activities, this paper details and describes the nature of the Australian haemophilia community. In doing this it addresses the role that advances in medical technologies and blood borne viruses, such as HIV, play in the production and maintenance of this community. Findings suggest that the haemophilia community is one steeped in historical intrafamilial genealogies and a network of other families, interfamilial, that pre-existed HIV and other blood borne viruses. As such, it is a more complex community than the term 'communities of shared interest and circumstances' suggests and has the potential to provide much to public health partnerships, which respond to HIV and other blood borne viruses that infect and affect others. This paper argues the case for critical regional enquiries in East and South East Asia into the study of gender and sexual diversity. The concept of 'regions' is here seen as a partial and provisional way of describing both the various ways in which an area of the world is imagined as being separate and distinct, and of describing the flows of people, goods and ideas through which a particular region or world area is made. Further, it is suggested that the idea of regions is a theoretically and politically necessary fiction. On the one hand, a critical regional perspective provides a vantage point from which to problematize naive and uncritical writing on globalization, including the 'globalization' of gender and sexual identities. On the other hand, it enables us to think about the wider networks of material and symbolic relations within, and through which, gender and sexuality are made and experienced in particular locales. Over the past four decades, two forms of lesbian community have come gradually into existence in Taiwan: the T-Po community which revolves around butch-femme distinctions, and the feminist lesbian community which advocates women's liberation through same-sex practises. This paper examines the ways in which each community has come into formation. It highlights how, via a process of 'domestic colonialism', the feminist lesbian community has appropriated many of the gender and sexual roles performed by the T-Po community so as to establish a global and progressive 'queer' identity. The paper end by exploring a number of issues that remain problematic in Taiwan's feminist lesbian discourse today. This paper offers a review of the ways in which the Thai print media presents images of transgendered and/or homosexual identities or what may be termed 'gendered/transgendered sexualities'. The author argues that the varied, and at times contradictory, images of gendered sexualities used by the print media can be understood as discursive devices in broader social debates within Thai society. The paper reviews three cases recently covered by the Thai print media: the emergence of lesbian/gay youth cultures (tom-dee, gay); the Rajaphat College ban on transgendered/gay students; and sex crime cases in which the defendant is labelled as 'Tuy' or a type of homosexual male. These three cases offered particular representations of gendered sexualities that can only properly be understood within the social-political context of modern day Thailand. In particular, they operate as a kind of Thai 'Orientalism', or cultural critique, which contrasts sharply with the ironic silence of the media towards high profile individuals who are well known to be transgender/homosexual. Axel Mundigo has been a close working partner even though his intellectual trajectory is situated outside the feminist field. His paper, 'Reconceptualizing Men's Role in the post-Cairo Era', however, draws extensively on feminist conceptual tools. This is not a trivial observation. Studies on masculinity are not always inspired by feminist ideas. Consequently, for those of us working within feminism, Mundigo's endeavour is both flattering and engaging. The paper is like a mirror in which the winding road of contemporary feminist thinking is reflected, modified and, eventually, simplified. This mirror effect is what inspired my commentary. It has not been written as an exclusive dialogue with the author, but as a review and appraisal of our own (feminist) conceptualization. I will initially focus attention on the concepts and uses of 'patriarchy', 'gender', and 'power'. Later, I want to problematize notions of 'male responsibility' and 'male involvement'. This paper explores how experiences of disclosure and passing among heterosexuals living with HIV in Australia can be meaningfully conceptualised beyond therapeutic discourses and habitual metaphors. It engages in a dialogue between qualitative research material, HIV disclosure literature and theory. It is first argued that an emphasis on the therapeutic value of disclosure in much of the literature obscures the complexities of HIV stigma as socially produced and lived. Next, the paper considers the concepts of 'the closet' and 'coming out', which have become short-hand for a range of social stigmas. Although parallels are found between the productive effects of the closet and the research material, the idea of 'coming out' fails to capture the cultural context of HIV in Australian heterosexual society. This raises questions about the contemporary tendency to invoke the closet as a presumedly universal metaphor. Foucault's idea of heterotopia is proposed as an alternative way of conceptualising the lived worlds of disclosure and passing in this research study, with the hope of opening out future discussion and theorising. This paper examines the shifting nature of contemporary epidemiological classifications in the HIV/AIDS epidemic. It first looks at assumptions that guide a discourse of vulnerability and circulate around risk categories. It then examines the underlying emphasis in public health on the popular frame of “vulnerable women” who acquire HIV through heterosexual transmission. Drawing on work on gender, sexuality, and intersectionality, the paper asks why a discourse of vulnerability is infused into discussions of heterosexually‐active women's HIV risks but not those pertaining to heterosexually‐active men's. The paper then moves to current surveillance categories that are hierarchically and differentially applied to women's and men's risks in the HIV epidemic. Here, the focus is on the way in which contemporary classifications allow for the emergence of the vulnerable heterosexually‐active woman while simultaneously constituting lack of fathomability concerning bisexual and lesbian transmission risk. Drawing from ethnographic, archival and secondary research, this article examines multiple-sexual partners in historical perspective in KwaZulu-Natal, a South Africa province where one in three people are thought to be HIV positive. Research on masculinities, multiple-partners, and AIDS has been predominantly directed towards the present day. This paper stresses the importance of unraveling the antecedents of contemporary masculinities particularly the gendered cultural politics through which they have been produced. Arguing against dominant conceptions of African masculinity as being innate or static, it charts the rise and fall of the isoka , the Zulu man with multiple-sexual partners, over the last century. Showing how the isoka developed through changing conditions occasioned by capitalism, migrant labour and Christianity, it contends that an important turning point took place from the 1970s when high unemployment threatened previous expressions of manliness, notably marriage, setting up an independent household and becoming umnumzana (a household head). The high value placed on men seeking multiple-partners increasingly filled the void left by men's inability to become men through previous means. Turning to the contemporary period, the article argues that, shaken by the huge AIDS deaths, men are betraying increasing doubts about the isoka masculinity. [ABSTRACT FROM AUTHOR]
