What are the various ways in which local governments in China accommodate migrants through housing policies, and what are the forces that drive these variations? Through systematic coding of policy documents from 97 prefecture-level cities, this study captures the patterns of migrant housing policies using cluster analysis. We found that 18.6 per cent of the cities adopted a residual approach. Most cities adopted a rental-based approach (public and private rental, and collective rental) that could only meet migrants' short-term housing needs. Only a few cities (12.4 per cent) adopted a citizenship-oriented approach, which best fits the central government's overarching goal of facilitating migrant workers' long-term settlement in the host cities. Regression analyses examining the determinants of local migrant housing policies showed that the policy variations were not only shaped by economic and political concerns but also the salience of urban issues (problem-solving functions) and previous welfare generosity (path-dependency tendencies). A seismic change in the residential pattern is emerging in rural China today: traditional rural houses have been rapidly erased from the face of the countryside with large numbers of peasants being relocated to modern high-rise buildings. This process of "peasant elevation" has had a monumental impact on rural China. It redefines the entitlement to land use by the rural citizenry and negotiations for a new regime of property rights concerning land administration, while, most importantly, it undermines the position of the local state in rural China, whose authority is an aggregation of three distinctive elements: coercive power inherent in the state apparatus, control over economic resources, and resonance with local morality. Based on original data collected in Chongqing, Nantong and Dezhou, this paper argues that the comprehensive uprooting of the Chinese peasantry from the land and the resulting complications have caused moral disorientation among the relocated peasants and fragmentation of local authority. The difficulty in establishing community identity in the new setting has further undermined local governance. This may in turn trigger a wave of social and political tensions that may eventually turn out to be a major political challenge to the regime for years to come. [ABSTRACT FROM AUTHOR]

Since the mid-2000s, the Chinese government has promoted village modernization under the banner of “building a new socialist countryside.” To explain the origins and outcomes of this policy, this article examines the case of Ganzhou city in Jiangxi province. Ganzhou became a national model for rural development known for involving organizations called peasant councils in policy implementation. The study found that despite an initial emphasis on rural participation and moderate change, the new socialist countryside evolved into a top-down campaign to demolish and reconstruct villages. Three factors shaped this process: the strength of bureaucratic mobilization, the weakness of rural organizations, and shifting national policy priorities. After obtaining model status, Ganzhou's rural policy became more ambitious and politicized, leaving little space for participation. This insight suggests there are both benefits and costs to China's policy process. Despite the advantages of policy innovation, scaling up local experiments may actually undermine their success.
