Despite a history of critique, concentrated discussion and improved assessment processes, neglect continues to be a major challenge for child protection services. This paper draws on findings from a government‐commissioned analysis of 'serious case reviews' (SCRs) in England, arising from incidents of serious child abuse in 2017–2019. There were 235 cases, for which 166 final reports were available. Alongside a quantitative analysis of the whole cohort, we undertook an in‐depth qualitative analysis of 12 cases involving neglect. A key challenge in responding to neglect in its different forms is that it can be so widespread amongst families that practitioners no longer notice its severity or chronicity – it becomes normalised. In this paper we explore two dimensions of the 'paradox of neglect' where it seems to be everywhere and nowhere simultaneously. The first is that neglect is so closely bound up with the prevalence of poverty that little action is taken to address it. The second is that the overwhelming nature of neglect can blind practitioners to other forms of maltreatment that may also be present within a family. In 2021, Birmingham County Football Association (BCFA) in partnership with Newman University carried out a quantitative online review to assess coaches, volunteers, parents and young people's understanding of safeguarding information, policies and procedures in relation to football. This paper examines the findings from the children (aged 5–11) and young people (aged 12–17) using the Six Principles of Safeguarding to assess the current safeguarding measures in place to protect children and young people (CYP) playing grassroots football. The review found that whilst most CYP felt safe when playing organised football, there were some concerns raised from the young people in relation to angry parents, abuse and racism. Most children in both groupings had heard of the term safeguarding, but fewer had heard of the term welfare, and struggled to explain what welfare meant. A key finding and concern is that many CYP are not aware of the role of the Club Welfare Officer at their football club or that this might be someone to whom they can disclose issues concerning them. Furthermore, it became evident that further research, awareness raising and implementation of listening to and acting on children's voices needs to be fully embedded into safeguarding practice in children and young people's organised football. There is a statutory duty for all practitioners to record information in child protection work in England. Case recording is a daily task for practitioners, yet an under-researched area of practice. This continuing professional development (CPD) paper will consider the context in which case recording takes place and highlight messages from child protection reviews and enquiries before exploring learning from contemporary research. The complexities of case recording will be considered and how practitioners can reflect upon and improve their daily case recording skills. Practitioners are encouraged to keep the child's views and experiences central and consider the long-term impact of case recording on adults who have experienced abuse and neglect in childhood. The author reflects on the abuse of children by members of religious groups and particularly within religious institutions. It also discusses various news papers considering child and institutional abuse, using publicly available evidence after legal investigations. It concludes that the person who has been abused in their childhood should be listened to, taken seriously, and given the support and care they require.

Parental substance misuse is a significant child welfare issue and associated with increased risk of child maltreatment. The aim of the present study was to understand what social care outcomes children who live with parental substance misuse have, and to assess factors associated with those social care outcomes over a two‐year period. The paper reports on a retrospective longitudinal study of 299 children all living with parental substance misuse and referred to one local authority in England. Data were collected from children's social work case files about procedural social care outcomes and factors which may be associated with those outcomes. Using cluster analysis, a new typology of children's longitudinal trajectories through the children's social care system was developed, consisting of five distinct types. Analysis indicated that some children received too little intervention from children's social care despite ongoing concerns, while other children were potentially unnecessarily caught up in the social care system. Factors associated with children having the poorest outcomes were: caregiver instability resulting from substance misuse, parenting capacity and household instability. The study's findings indicate that some children who live with parental substance misuse are at significant risk of harm, but others are not and may be better supported through non‐statutory services such as early help. This article reports findings from a study which sought to offer primacy to the voice of the child, using narrative approaches to encourage children and young people to share their lived experiences of neglect. Using a constructivist approach, this paper explores the relationship between the voice of the child and their narrative of neglect. Drawing on the notion of 'family narrative', the discussion examines how children's views are constructed and reconstructed through the process of telling. This research documents that whilst practitioners seek to present the authentic voice of the child, our understanding of 'voice' should be problematized to take account of the fact that it is mediated through a number of filters and lenses. By attending to the voice of the child in the context of their narrative, practitioners may move closer to understanding the lived experience of the individual by exploring feelings, motivations and the myriad of factors which may influence how and for what purpose voice is shared. This paper reports upon the learning that emerged from a development project which aimed to facilitate improvements in multiagency work in domestic abuse and safeguarding children. The two-year project (2011-13), funded by the Department for Education and led by WomenCentre, a specialist voluntary sector organisation based in West Yorkshire, was undertaken in nine local authorities in the north of England. Activities undertaken during the project included case mapping, service user and professional engagement exercises, observation of local multiagency meetings and provision of training. An evaluative research study examined the work of the project and the learning that emerged. Drawing upon data from telephone interviews with project participants, analysis of case mapping and project reports, this paper discusses some critical issues which emerged from this project. The paper draws attention to the different understandings and priorities which shape interprofessional practice in relation to safeguarding children and domestic abuse, and the complexities of the wider interagency environment including coordination, resources and expertise. This paper critically reviews some key government papers that together largely provide the foundation for the relevant child welfare reforms in England and Wales. The context of this review was to evaluate whether these papers and documents made sufficient reference to improving policies and practices for minority ethnic children and families involved in child welfare matters, given the research evidence from the early 1990s suggesting that such families may experience particular disadvantages or discriminations within the UK child welfare system. The research evidence cited draws upon studies that have considered the experiences of different minority ethnic groups from the point of referrals through to long term services, including those children who have been looked after in local authority care and those families that have been subject to care proceedings. This paper concludes that more is needed under the Every Child Matters agenda to both acknowledge and address the specific needs of minority ethnic children and their families, as identified in the range of studies published post Children Act 1989. This paper addresses the issue of how strategic-level partnerships, such as Local Safeguarding Children Boards, know about and learn from practice. The death of Baby Peter in Haringey exposed the dangers of reliance on numerical performance data alone to inform leaders about the true state of practice. The drivers for, and impact of, regulatory, media and political pressures on front-line practice and partnership behaviour are discussed with reference to the rise of organisational risk management and 'rule-based' responses (Munro, 2009). These are exacerbated by an overload of negative data about child protection systems which results in contagious 'attention cascades' which lead to over-simplification of complex issues and the rush to quick-fix solutions. This results in compliance-based responses designed to avoid 'blame', based on individualistic analyses of complex situations. Under these conditions, 'learning', such as from serious case reviews, can become regressive (how to avoid future culpability) rather than progressive (how to improve knowledge skills and practice). It is argued that understanding and improving practice require strategic partnerships to have engaged with front-line staff in order to access practice narratives as well as performance numbers, and to achieve an accurate and systemic analysis of the state of practice and how it can be improved. A central plank in the transformation of children's services in England and Wales is the creation on a statutory footing of Local Safeguarding Children Boards in every local authority area. The focus of the boards will be on the promotion, multiagency coordination and scrutiny of services to safeguard and promote children's welfare. They replace Area Child Protection Committees, which were judged to be ineffective. This paper presents the origins, ingredients and applications of an audit and preparation Toolkit designed to support the establishment of the new boards. The Toolkit was developed from the findings of a survey of 204 members of 16 ACPCs by the first author, and has been tested and refined through work with a large number of ACPCs. This survey identified problematic aspects of interagency collaboration that will need remedying if the new boards are to succeed where the previous committees failed. These include: the board's strategic relationship to wider children's planning fora; operational definition of the term ‘safeguarding’; collective accountability; level of membership; performance management capacity; service user consultation. The ingredients of the Toolkit are described in relation to the findings of the survey. The paper concludes with a discussion of the applications and approaches to be considered in using the Toolkit. The development of government guidance can seem a mysterious process to those outside government. This paper, which draws on the author's experience, is intended to give some insight into how guidance in two areas—child witnesses and children involved in prostitution—was developed within the existing legal framework. Since that time, the Sexual Offences Act 2003 has come into force in England and Wales and the Children Bill is currently before Parliament. The paper begins by setting out the key legislation, regulations and guidance that underpinned the child welfare and criminal justice systems as they related to child protection at the time the guidance was being developed. It then describes how the different guidance documents relate to each other and the implications for practice. The development of specific guidance is drawn upon to illustrate some of the tensions that had to be resolved during the drafting and the processes by which they were finalized for approval by the Government. A key area requiring careful consideration was the differences between the family and criminal justice systems. Legal action to separate newborn babies from their parents is regarded as 'draconian' by the courts and subject to intense scrutiny. This paper outlines current legal and social work issues relating to such intervention and discusses the potential benefits of the 'pre-proceedings process' to address them. This process enables parents to have legal representation in a discussion with children's services when care proceedings are contemplated. The paper reports the findings of recent socio-legal research by the authors into the use of the process in England and Wales. In six local authorities, 30 per cent of 120 cases where the pre-proceedings process was used related to unborn babies; a pre-proceedings letter was sent in 75 per cent of unborn baby cases where care proceedings were considered, compared with 57 per cent of cases overall. The process could help to secure parental cooperation for pre-birth assessments and short-term protective arrangements at birth, thus avoiding emergency intervention. Families were diverted from care proceedings in 30 per cent of the cases where this was a possibility. Furthermore, the process was valued by social workers and lawyers as being fairer to parents. This paper reports on doctoral research carried out in the UK into the experience of complexity in child protection work. The study explored what complexity meant for practitioners, and examined its significance for interprofessional working. A qualitative, case-based approach was adopted, drawing on the experiences of 17 practitioners working on two separate child protection cases. Participants were from a range of agencies, including children's social care, education, youth offending and child/adolescent mental health. Two rounds of semi-structured interviews were carried out over a period of four months. Interview transcripts were analysed using interpretative phenomenological analysis, a research methodology derived from qualitative psychology. The findings revealed complexity to be a multifaceted phenomenon, driven by the dynamics of cause and effect in open social systems. Practitioners' perception of unpredictability and volatility in these cases fed into various aspects of collaborative work: the experience of relationships, the process of assessment, efforts at intervention and concerns about risk. The paper concludes by exploring some implications for policy and practice in terms of how interprofessional networks are set up to manage the needs of vulnerable children and families. In England, when a child dies as a result of suspected maltreatment, the Local Safeguarding Children Board is required to establish whether lessons can be learnt about collaborative working to safeguard children. These reviews usually include recommendations for both inter and intra-agency training. In this paper, the authors argue that it is crucial, when planning and delivering training in this situation, to recognise the emotional impact on the workforce of the death of a child from maltreatment. This is particularly important when the child has died as a result of fabricated and induced illness (FII) by a carer and professionals may have inadvertently contributed to the child's suffering. Drawing on a case example of training following the death of a child from FII, this paper considers the challenges encountered by those responsible for commissioning and providing training. Attention is given to managing logistics, such as time delays between the death of the child and the eventual publication of the serious case review. The particular knowledge and skills required by trainers, not only in relation to the subject matter but also in managing complex group processes, are discussed. Recent legal and policy changes, including the introduction of the Human Rights Act, provide the context for the new child welfare and protection policies proposed for England. These proposals are discussed from a legal perspective in relation to early and coordinated intervention, sharing information between agencies and with children and families, partnership with children, information management, and structural and legal change. Consideration is also given to issues overlooked by the Green Paper, such as immigration and asylum, youth justice and the whole family justice system. The discussion concludes by arguing for the need for integrating cultural and structural change and for leadership (and investment of resources) across government to achieve such goals. This paper proposes ‘comprehensive neighbourhood mapping’ as a schema for gathering and interpreting information within a given geographical area which is informed by imaginative thinking about the safety of children and young people from sexual crime. It would build upon current forms of profiling by local authorities, health authorities and central Government. CNM would actively involve local people, in partnership with agencies, in ‘mapping’ danger points and support points. Eight components are discussed, including environmental issues, locations of sex offenders, sites where teenagers meet and share information, supportive individuals and organizations. Some issues for pilot projects are discussed, including the need to set up planning and implementation groups and to integrate CNM into wider child protection and community safety strategies. CNM is grounded in an ecological perspective which sees partnership approaches as essential and believes an overarching view of neighbourhood needs, based on detailed local information and understanding of how different forms of harm interconnect, is crucial in developing child protection strategies. At times of acute official anxiety about community ‘lynch-mob’ reactions to known paedophiles, CNM aims to build communities which instead are informed and thoughtful about child protection. This paper compares how frontline staff in four national child welfare systems and policy contexts - Finland, Norway, England and the USA (specifically, California) - respond to questions about a scenario of possible harm to children. The countries have different child welfare systems that we anticipated would be reflected in the workers' responses ( n = 1027). The analysis shows differences and similarities between the systems, although often not in line with system expectations. There is also variation within the country samples. The study shows the complex interactions of individual and agency characteristics in addition to the role of proceduralised decision-making systems and professional discretion. Children's missed healthcare appointments may be an alerting feature of neglect so it is essential that concerns are shared with other professionals. The aim of this clinical audit was to investigate the management of missed dental appointments for children in a city-wide salaried community dental service. Standards for communication with (a) the family, (b) other professionals and (c) child protection referral to social care were developed using NICE Clinical Guidance 89: When to suspect child maltreatment and the British Society of Paediatric Dentistry's policy document on dental neglect. Information collected from a random sample of 100 clinical records included communication actions within six months of a missed appointment and dental outcome. After reporting the first-cycle (C1) results, procedures were modified and staff training provided. Sampling and data collection were repeated annually for two further cycles (C2, C3). Communication standards were not fully met in any cycle. The missed appointment rate was 11-12 per cent. An initial small increase in interprofessional communication, including two child protection referrals to social care, was achieved in C2 together with a reduction in unresolved dental outcomes. However, omissions still occurred and improvements were not maintained in the third cycle, demonstrating insufficient consistency to ensure the protection of vulnerable children. The purpose of this paper is to explore negative peer interactions in foster care. Looked after children and young people have highlighted the impact of negative peer interactions, and especially peer violence and intimidation, on their care experiences. However, to date, no specific fostering research has addressed this important issue. In response to this gap, we undertook focus groups with 32 foster carers in the South West of England. Group discussions were semi-structured based around the issue of negative peer interactions in foster care. The analysis revealed five main associated themes: the impact on the carers' birth children; a lack of placement planning; inadequate referral information; a negative view of social work support; and insufficient external interventions. This paper compares and contrasts child death review (CDR) structures and processes in six countries - Australia, New Zealand, the United States, Canada, England and Wales. It presents findings from a comparative study based on analysis of data from 18 case studies. Data were collected through a combination of documentary analysis, interviews and observations. The study found that CDR processes vary according to: where the function is located and whether review is undertaken at state, local or national level; whether review is rooted in legislation; the focus of review; whether dedicated funding is provided; whether families are involved in the process; and whether structures are supported by useful data systems. It was not possible to evaluate the effectiveness of different review systems but the findings suggest that structure makes little difference in terms of determining the extent to which CDR findings inform prevention effort and activity. While factors such as lack of funding, lack of national data, or lack of legislation may hinder the work of CDR teams, CDR findings have informed prevention initiatives despite such barriers. Perceptions of children's competence as witnesses have shifted repeatedly in the last few decades. Recent international research confirms that very young children can provide reliable descriptions of past events when properly interviewed. In England, the legislative foundations are now in place to enable the evidence of very young children to be heard and tested: clear guidance is available for interviewing teams, prosecutors and advocates, and the judiciary. Yet practice with very young children is erratic across England, both at investigation and at trial. Many practitioners do not feel confident to interview or cross-examine very young children and in some areas children under five are not interviewed at all. Very few under fives give evidence in English courts, although this is beginning to change. This paper briefly summarises recent research and current guidance and explores the reasons for variability in practice. A range of practical strategies are suggested to enable very young children to give their best evidence. Behaviour and Education Support Teams (BESTs) were developed as a significant element of the Every Child Matters programme. Although varying in composition, they were generally designed to provide support for groups of schools in relation to behavioural, emotional and educational issues. They have not been subject, however, to a great deal of published research and their development, furthermore, raised significant issues about prevention and the preventive process, in particular the capacity to reach vulnerable children and families where thresholds for mainstream services were high. This paper, comparing a BEST with a children's services team, examines the nature of work undertaken. It shows the 'service on offer' from the two agencies differed markedly, with BESTs undertaking a more child-focused approach. This paper reports on a study of 40 child protection case files that were open in an English local authority in 2007. The study aimed to explore continuities and change in the engagement of men in the child protection system in England. The files recorded that 63 men were involved in the lives of the 71 children who were the focus of the child protection concerns. Quantitative and qualitative data were collected from the minutes of the initial child protection meeting, strategy meetings, professional reports and the first review meeting. The study found high levels of violence in the cases and domestic violence was the most common reason for convening an initial child protection meeting. In common with earlier studies, men were found to be much less engaged in the child protection process than women, domestic violence was underplayed and little attention was paid to men's practical caring skills. Possibly as a result of changes to definitions of child abuse in recent years, this study also found that domestic violence may be used as a lever to initiate child protection processes where there are other concerns and that much more attention was paid to the likely emotional and physical impact of violence on children than on women. This paper reports on one area of findings of a study undertaken in the spring of 2008 at a district general hospital in the south of England. Individual semi-structured interviews using an interpretive phenomenological approach were undertaken with 15 nurses and midwives working in paediatrics who had been involved in child protection cases. The aim was to explore their views and feelings of the experience. Very little research was found to inform this subject and none specifically with nurses working with sick children. Interviews were taped, transcribed and analysed thematically. It was discovered that involvement in child protection has a lasting impact on individuals; nurses need procedural information from a knowledgeable supporter during a case; and they need support from the right person in the right place at the right time for them. The Named Nurse was identified as being crucial in giving effective support to individuals during child protection cases and trusted advice and support helps staff follow through on niggling concerns, potentially preventing abuse. This is the first of two linked papers. It examines the main changes in approach to child sexual abuse that have occurred since the events in Cleveland 20 years ago. Comparison between estimated prevalence rates and registrations for sexual abuse suggests that we are aware of only the tip of the iceberg. It is argued that in many cases uncertainty may have to be accepted, and that protection may be better achieved through a protective parent than through the child protection system. Clinical examples of cases presenting to a specialist child and adolescent mental health service are given. It is argued that, although society is now more willing to recognise the existence of child sexual abuse and professionals are better at dealing with families, outcomes for this group of children are not much improved. Child protection issues are reported in the media with uncomfortable regularity, highlighting that all paediatricians need to be competent in dealing with cases of child abuse. The named doctor in child protection was introduced to improve this, but implementation of the role has varied widely. This paper describes how the role of the named doctor in child protection has been put into practice in Nottingham City Hospital and discusses some of the challenges that can arise. The importance of training and audit in maintaining the quality of service for the trust is emphasized and developments for the future and important avenues for research are suggested. We have shown that with three designated sessions in a large district general hospital (without an accident and emergency department), the named doctor can combine with the named nurse to increase the awareness and effectiveness of child protection in all parts of the hospital. The Framework for the Assessment of Children in Need and their Families is guidance introduced by the Department of Health in England to improve assessment practice and promote better outcomes for children and their families. This paper considers ways in which the Assessment Framework can improve assessment practice in cases of child neglect. However, as with any national guidance, its effectiveness is dependent on local approaches to implementation. The author has undertaken practice development work around implementation with senior managers and frontline staff in area child protection committees (ACPCs) and social services departments. These experiences are used to explore the local issues and tensions encountered by both practitioners and managers responsible for implementing the Assessment Framework. The ultimate goal of trials is to identify interventions that can benefit individuals in the future. It is crucial, therefore, that they measure outcomes that reflect the priorities and expectations of those using the interventions. We consider this issue in relation to trials of interventions for children exposed to domestic violence and abuse (DVA). To explore this, we drew on data collected as part of a larger study to consider whether the types of outcomes measured in clinical trials reflect: (1) the perceived benefit of interventions reported in qualitative evaluation studies; and (2) the views of parents, professionals and young people as to what constitutes a 'good outcome'. We found that trials most frequently evaluated changes in children's symptoms and disorders, whereas children and parents, along with practitioners, had broader concepts of success that extended beyond narrow health-focused outcomes. A number of studies measured other types of outcomes, although there was inconsistency in the types of outcomes that were measured. Based on these findings, we discuss the need to reach consensus on an expanded set of outcomes to be measured in child-focused DVA trials. This will mean that the effectiveness of interventions is judged against outcomes that are important to those who use interventions. Organisations funded by Sport England or UK Sport must work towards achieving standards for safeguarding and protecting children in sport as set by the National Society for the Prevention of Cruelty to Children's Child Protection in Sport Unit (CPSU) and encourage a culture of listening to children. The present research was commissioned by the NSPCC CPSU to understand the practices of UK sports clubs regarding this objective. An electronic questionnaire was distributed through the national governing bodies of sport working with the CPSU. Some 64 clubs/squads representing 6,000+ juniors (under 18 years) responded. Quantitative data were analysed using simple statistics and qualitative data were themed utilising Foucault's theory of power and following Braun and Clark's six‐phase guide. Discourse, hierarchical judgement and docility were considered with reference to formal management and cultural environments. Semantic and latent themes were explored. The themes identified were: expectation awareness, reframing voice and preserving discourse. Clubs recognise the value of listening to children. However, existing power relations valorise adult knowledge fields over the experiences of juniors. Technology could provide an effective solution as it is remote, potentially anonymous and culturally accessible. Travellers' historical experience is of persecution. Recent policy in England and Wales reflects assimilation or exclusion, with Travellers facing the paradox of pressure to settle and insufficient sites because of the failure to implement legislation. The conditions for many Travellers are damaging, and undermine access to other rights and services. Children are particularly severely affected, resulting in societally imposed neglect. Traveller children's low health status and the negative effects on their development are documented in practice reports, seminars and research. Policy trends have culminated in the Criminal Justice and Public Order Act 1994 which removes rights and increases penalties for travelling, and is likely to exacerbate an already problematic situation for many Traveller children. Welfare services both have contributed to and can counteract this societal neglect. Problems of access and service delivery are outlined in relation to health, education and social services, and new service developments described. Key criteria for positive practice are found to be common to these areas of welfare provision, and include anti-discrimination and cultural respect, outreach and community-oriented work; hand-held records; specialist provision focused on immediate needs and commitment to mainstream change; flexibility and inter-agency development work; and advocacy and campaigning alongside Travellers. The aim of this systematic literature review was to identify peer‐reviewed publications on the use and/or evaluation of child protection or domestic violence alerts in electronic medical records. A systematic literature search yielded 751 results, with four articles retained for review. Two articles related to the Child Protection – Information Sharing electronic medical record alert system in England and two articles described a clinical decision‐support alert operating in the background of an electronic medical record system in the emergency department of the Pittsburgh Children's Hospital, Pennsylvania, USA. No articles were identified that described domestic violence electronic medical record alert systems. Child protection electronic medical record alert systems are operating in healthcare facilities in several countries. However, despite their promise in terms of improving healthcare and service coordination for children and their families, research testing the efficacy of these systems is limited. Early help or early intervention is increasingly recommended for safeguarding children living with domestic violence, but little is known about what is effective. This article discusses findings from an evaluation of a pioneering early help service in North West England. This new service aimed to improve the safety and wellbeing of families (mothers and children) who were assessed as below the level of 'high risk' domestic violence and below the threshold for a child protection order. Between January 2014 and March 2015, families (473 mothers and 541 children) were identified within multiagency safeguarding hubs and referred to the early help service. The service that emerged was somewhat different to the service expected. This article discusses findings from qualitative data gathered from 39 participants (mothers, children and service providers) involved in the programme. Three main issues emerged as themes from the interviews: the benefits of having any service at all for children living with domestic violence who slip off the agendas of professionals working with child protection and high‐risk domestic violence; the importance of flexibility of key worker‐led service delivery; and the suitability of current group work and therapeutic models for meeting the varied needs of families affected by domestic violence. 'The views of representatives from... Local Safeguarding Children Boards (LSCBs) in England were sought on the challenges to safeguarding children from FII' The fabrication or induction of illness (FII) is a relatively rare situation which can lead to serious physical and/or emotional harm to a child. FII is often difficult for professionals to identify and manage. In this study the views of representatives from the 147 Local Safeguarding Children Boards (LSCBs) in England were sought on the challenges to safeguarding children from FII, and how these might be overcome. Despite a low response rate of only 18 from the 147 LSCBs, 17 challenges were identified. The most reported were inadequate training and resources, poor multi‐agency collaboration, uncertainties and anxiety among professionals tasked with identifying FII, issues inherent in the relative rarity of FII and the variety of ways in which it can present. To overcome these challenges, LSCB respondents suggested that more training, specific to particular professions and using video case studies where possible, should be conducted on a wider scale, and consideration should be given to ensuring that professionals are familiar with relevant guidance. The article discusses a study related to the readability of child protection medical reports in several Great Britain National Health Service (NHS) trusts and to analyze the descriptive language used by pediatricians in these reports. It also talks about the use of the Flesch–Kincaid readability tests as readability analysis tool.

Neglect is the most common category for abuse of children under one. It is prevalent in large families; where there is a mother with low self-esteem and frequent changes of partner. Because neglect is difficult to work with, the Centre for Child Protection at the University of Kent has developed a child protection simulation - 'Rosie 2' - which is designed to train child protection professionals. It follows a social worker and health visitor on a virtual home visit to a family where neglect is a significant concern, and offers a safe opportunity to explore practice options. A small-scale research project has been conducted whereby highly sensitive eye tracker technology and facial recognition software were used to examine the emotional responses exhibited by social workers and health visitors during this 'virtual visit'. The results indicate that the prevailing emotion exhibited by the professional group showed a 'neutral' response. There were significant differences between the groups, with health visitors displaying more sadness, and social workers demonstrating greater surprise and disgust. The article discusses these findings in the context of debates on compassion fatigue and emotional response within child protection. Serious Case Reviews (SCRs), undertaken when a child has died or been seriously harmed, are an important feature of child protection in England. They are substantial exercises, but little research has examined the everyday work processes associated with their production. This study, undertaken during 2011, explored the views and experiences of NHS Named and Designated Nurses and Doctors for Safeguarding Children about their involvement in SCRs. Nineteen telephone interviews were undertaken and the data thematically analysed. The study found that doing SCRs involved additional work and staff did not always feel fully supported or prepared. Doing SCRs is a rigid and bureaucratic process which sometimes detracted from the case itself. The study also found mixed views about the value of SCRs and the extent to which they promote learning and child-centred practice. The findings contribute to overall understanding of how this process is undertaken, and help open up to scrutiny the work required and the challenges generated for those involved in SCRs. Since practitioners have little research to inform them about how to keep neglected children safe and improve their outcomes, we conducted a study about how risks are managed over time. The research in seven local authorities involved 138 neglected children who were returned from care to their parents and followed up for another five years through reviews of case files and interviews with social workers. Work with neglected children and their families was dogged by 'inescapable errors', which we argue will always occur in work over time and need to be deliberately interrupted. Parents were difficult to engage, and over time abuse and neglect were often minimised so that referrals about harm to children did not lead to sufficient protective action. Parents were given too many chances to change, and files lacked information on the development of children on which decisions about intervention could be based. Using written contracts with parents would assist practitioners to assess parental capacity to make the changes required. A new approach to working with neglected children is required which will allow patterns of children's developmental and other progress to be recognised over time, rooted in collecting evidence which could be used in care proceedings if required. Work with resistant, hostile, non-compliant (including disguised non-compliant) parents and dealing with manipulation and deception is a significant feature of everyday child protection practice. The phenomenon has long been acknowledged in key publications on child protection and its manifestations have been clearly described. Yet, it hardly features in government guidance in England, contributing to a major reality gap with practice. This is despite the fact that revisions to guidance have been undertaken in response to child abuse tragedies where resistance to professional intervention has been a major feature, a recent example being the well-publicised case of Peter Connelly in London. In reviewing UK sources on this subject, the available knowledge is considered and strategies identified of value to practitioners working to promote the health and safety of highly vulnerable children, and maintain their own wellbeing in challenging and sometimes dangerous circumstances. Possible explanations as to why this important issue has been sidelined are advanced, based on perspectives derived from critical social theory. A firm basis for rectifying current deficits in policy and practice will be seen to exist, rooted in an engagement with the lived experience of the child and authoritative child protection practice. Discussion of the declared policies of the Catholic Church in England and Wales, since 2001, with regard to the ongoing status of priests convicted in criminal courts of offences against children is presented. The extent to which these policies have followed recommendations 77 and 78 of A Programme for Action (Nolan, 2001a) and the extent to which they have resulted in the laicisation (removal from the clerical state) of priests are both explored, using national data and with reference to two particular cases from the Diocese of Salford. The potentially adverse impact on victims and survivors of any mismatch between the rhetoric of policy and the reality of practice by the Church is emphasised. Data presented demonstrate that, between November 2001 and September 2010, a majority (64%) of relevantly convicted and sentenced priests had not been laicised as would be expected. Suggestion is made that the Church is inhibited in carrying out its declared policies because it is attempting to serve legitimacy communities beyond victims and survivors of clerical abuse. Full commitment to the paramountcy principle by the Church and genuinely independent external scrutiny of its relevant decision-making processes are recommended. The article discusses some of the services and programs that are being used in Islington, England to fulfill the needs of children whose parents have substance or drug abuse problems. The authors outline research that has been done into this issue and how Great Britain in general can approach this problem. The article makes reference to the report entitled "Hidden Harm" that was created in 2003 by the Advisory Council on the Misuse of Drugs. The authors also discuss how parental capacity and child development are impacted by a parent's abuse of drugs or other substances.

Every Child Matters, the English government's plans for integrated children's services, proposed that preventative approaches such as those developed through Sure Start should be able to reduce the numbers of children requiring more intensive support from children's social services and, by implication, the numbers of children on the child protection register. This study examined the impact of Sure Start local programmes (SSLPs) on four local authorities with social services responsibilities in the northeast of England. The researchers analysed routinely collected statistical data concerning over 10,000 referrals of children under four years and over 1,600 child protection registrations (CPRs) in an eight-year period before and after the introduction of 19 SSLPs. They also analysed interviews with 36 key informants in eight case study SSLP areas. Contrary to expectations, the quantitative data revealed no discernable short-term effect on the numbers of referrals, or on CPRs. Interview data showed broad agreement on the potential impact of preventative work undertaken by SSLPs and many respondents believed that it was too early to draw conclusions. Alternatively, the universal approach to prevention within the Sure Start areas and the attempts to provide non-stigmatising and non-intrusive community-based services may be ineffective in reducing the need for intensive support for ‘at risk’ families. This article argues that England is in the process of introducing a mandatory reporting system, not based on the requirement to report child abuse but on the basis of ‘a cause for concern’ for a child's welfare. It describes Section 12 of the Children Act 2004, which is fundamental to the development, and the rationale upon which it is based. The second part of the article summarizes the key criticisms that have been made of mandatory reporting systems and discusses how these are likely to apply in the English situation. The Common Assessment Framework (CAF) and lead professional (LP) working are part of a government strategy in England and Wales for earlier intervention and more integrated services for children and families. A national government evaluation studied the early piloting stage of implementation of CAF and LP working in 12 English trialling group areas. Initial findings suggest a number of interlocking factors, which seem to either help or hinder the process of implementation. Where there is enthusiasm for the work and a clear structure, which is understood and internalized by practitioners, CAF and LP are promoting better multi-agency working, helping agencies to come together much faster and enabling more rigorous follow-through of services. Hindrances include the lack of a local history of successful multi-agency working, which seemed in turn to breed professional mistrust and fuel anxiety. Anxiety is also generated by fears about change and lack of confidence in new skills. For many practitioners aspects of this work are new and the emotional impact of the work needs to be acknowledged in support and training. The task of local implementation would be easier if there were firmer national guidance about CAF and LP roles and processes, for example a single nationally approved CAF form. This report is a small, in-depth, descriptive study of allegations of maltreatment made against 22 foster carers, based on semi-structured interviews with the foster carers, 18 family placement officers and all principal family placement officers in six local authorities in the North of England. Less than 10% (in fact, 2/22) of the allegations were eventually substantiated (i.e. found to be true on investigation) and roughly a quarter (six) were found to be untrue. The remainder were either pronounced ‘unsubstantiated’ (i.e. ‘unproven’—eight cases) or were not proceeded with (two) or never reached a conclusion (four). Less than a quarter of the children at the centre of the allegations remained in placement by the end of the investigation. Two-thirds of the foster carers continued to foster. Seven (32%) of the carers had previously had allegations made against them. In three cases there was a second allegation of sexual abuse. In one of these the current outcome was ‘founded’, and in a second this probably would have been the outcome had the case not been dropped after the foster father's suicide. In certain respects foster carers seem to be judged more severely than birth parents, and they were almost routinely denied aspects of natural justice accorded birth parents, such as being clearly informed in writing of the allegation made against them and, subsequently, of the outcome of the investigation. This article will examine how child protection procedures and practices can promote the rights of children to have their voices heard effectively within the child protection system in England and Wales. New domestic legal requirements concerning the extent and nature of the participation of young people in child protection decision-making processes are presented and analysed. The status of the United Nations Convention on the Rights of the Child (UNCRC) and the effects of the Human Rights Act 1998 for all agencies involved in child protection work are discussed. Suggestions for regulation and monitoring of policies and practices that can empower children to participate more fully in child protection processes that comply with the UNCRC and the Human Rights Act are presented.
