Currently, the issue of development of single-industry towns remains relevant. Due to their location and specialization, single-industry settlements are an integral part of the national and regional economies. The situation in many single-industry towns remains tense: there are no new jobs, ecological and tourist infrastructure facilities. In addition, it is necessary to diversify the economy of single-industry towns. Following Order of the President of the Russian Federation (O-1818 of 12.09.2019), the State Development Corporation of the External Economic Bank of Russia has developed a project aimed at the integrated development of Baikalsk. Since September 2020, the strategic master plan for Baikalsk, including for the former industrial site of the Baikal Pulp and Paper Mill, has been developed. In this paper, the calculation of the fuel temperatures, the fuel clading, and the reactor building will be studied within a time of 300 seconds when fractures of 25,50, 75 and 100 square centimeters occur in both the hot feet and the cold feet, and a comparison between them for the VVER1000 reactor. Since a break in the steam line mainly leads to a loss in the coolant, a break of 100 square centimeters leads to the accident of losing the coolant to a huge break, [ 1 ] which is responsible for many serious nuclear accidents. Simulation results are analyzed to distinguish deviations from normal operating values. The failure of the containment system due to any of these deviations can be verified to foretell any opportunity of contamination seeping into the environment by the radioactive elements. As well as using the correct methods to switch off the reactor and bypass the problem, if any.It is assumed that a fracture occurred at the beginning of the operating time i.e. after 0 seconds. in this study, This was set up to take advantage of the PCTRAN program to obtain the maximum generation of simulation data for accident scenarios to predict fuel temperatures and clading and prevent melting from the watery - watery reactor VVER1000, which is a series of several designs of pressurized water type reactors. The paper assesses the functionality of tourist and recreational clusters according to five main indicators of the strategic development of domestic tourism. These indicators include: increasing the share of federal budget funds, providing new jobs, increasing tourist flow, establishing infrastructure facilities, and raising business funds. All indicators are presented in a single system to be easily compared, and the value of each indicator was taken into account in relation to the development prospects of the region. This analysis makes it possible to systematize the current situation and outline the development prospects of the cluster approach in tourism. The authors study the conceptual method of clustering. It is compared with cooperation and an institutional economic approach. The benefits and problems associated with this phenomenon are highlighted. The study results present a ranked list of the functional efficiency of tourist and recreational clusters in the regions of Russia, highlighting the first three leaders and summarizing the successful experience of these projects. The paper presents the results of development of the information resource which serves as information support and methodological background for the waste management system on regional and municipal level in the Yamalo-Nenets Autonomous District, Russia. The information system provides accumulation, systematization, storage and wide application of diverse waste management data, including qualitative and quantitative characteristics of waste effluents, waste disposal facilities and objects and technology applied for waste neutralization and use. The system has a broad functional capability and high performance. It provides semiautomatic data exchange procedures for accounting and reporting via remote access interface with interactive analyses of involving data. A special analytical module maintains waste management accounting policy and timely detection of potential ecological hazards and adverse environmental effect. The system may be effectively used as an information support for development of particular standards and procedures of environmental management system in accordance with the ISO 14001:2004. Currently, one of the priority initiatives for the development of the Russian Federation is the development of its Arctic zone. However, this initiative has its own characteristics, which must be considered. This paper studies the existing problems of educational development in the Arctic zone of the Russian Federation and proposes ways to solve them. Based on the analysis carried out, it proposes the use of information technologies to organize the most effective educational process. In this paper, the business processes of the proposed training methodology using distance learning systems was described and conclusions were made about the advisability of using information technology. The paper proposes a new scheme of financing health care of the Russian Federation on the basis of medical savings accounts (MSA), proved the technical feasibility of the practical implementation of such a transition to a new form and justified its feasibility. The mechanism of financing and cash flows in the implementation of MSA is shown. The efficiency of the new health financing scheme in comparison with the existing one is proved. The economic effect of the introduction of the MSA, which in the first year of implementation will be 378 billion rubles, by 2024 it will increase to 2 900 billion rubles, and by 2038 it will reach 18 433 billion rubles. Funds from the MSA through hospitals and clinics can be used to purchase new medical equipment, including X-ray equipment, and the released budget funds can be used for the development and implementation of breakthrough medical equipment and improvement of its application technology. Boundary layer control on a surface streamlined by high-velocity gas flows is an important task in modern technology. There is a wide range of active and passive flow control methods used to reduce frictional drag, heat transfer, turbulization, mainly in incompressible turbulent boundary layers. The development of science and technology does not stand still, and in modern conditions, given the need to improve the efficiency of equipment, reduce energy consumption in production and fulfill a number of tasks to modernize the energy complex, set by the Ministry of Energy, in the draft energy strategy of Russia for the period up to 2030, it is necessary to develop new and efficient ways of managing the boundary layer to create efficient and resource-saving energy. The paper proposes a method for mathematical modeling of turbulent transfer on a damping surface. In this paper, several types of artificial neural networks (ANNs) are considered to predict changes in the concentration of one of the main greenhouse gases - carbon dioxide. The study is based on data from the surface CO2 concentration obtained in the course of monitoring the dynamics of changes in the main greenhouse gases on the Arctic island Belyy, Russia. The forecast was obtained using the following types of ANN: Nonlinear Autoregressive Neural Network with an External Input (NARX), Elman Neural Network (ENN), and Multi-Layer Perceptron (MLP). For the study, the time interval of 168 hours was chosen in the summer period (July-August 2015), which is characterized by a pronounced daily cycle of changes in CO2 concentration. The paper presents investigation results on the oil composition and properties of the Novoportovskoe, Arctic, Gydan and Trans-Polar fields occurring in the Lower Cretaceous and also Russkoe oil field in the Cenomanian Upper Cretaceous. A comparison is made for the chemical composition of oils from two facial areas in the north of Western Siberia. The paper is devoted to the analysis of service robotics development trends in the Russian Federation. In recent years, a positive direction has been the assistance of the state in disseminating information and other types of support to national robotics manufacturers. The leading domestic manufacturers of service robots are Alfa Robotics, Promobot, R. Bot, Way-Bot, Android Technology, and Neurobotics. They have developed a whole line of robots that can be used in hotels, airports, shopping centers, banks as a consultant and assistant. In this paper an attempt has been done to develop this method. We have performed a joint analysis of the data of the daily measurements of the chemical composition of atmospheric aerosols and wind direction. To this end, we used the autumn series of observations made in Samburg in 1998 with the winds of the north-east sector. The joint analysis of the surface wind fields and the data on the chemical composition of atmospheric aerosols allowed us to reveal a number of cases where the exhausts of the contaminants of the Norilsk plant were carried out to the north of Western Siberia, to establish relations between the observed concentrations and the initial exhausts of dominating substances and elements. Joint welds are conventional methods for connecting structural elements. Another alternative method is the mechanical joining of reinforcing bars. The paper presents the study on the connection of reinforcing bars with muff couplings under conditions of the stress field tension, deformation diagram and structure, phase composition, and internal stresses of reinforcement bars of the material St20 in the initial state and after deformation effects. Structural studies of the deformation effect on structural and phase states of the material St20 reinforcement bars with the use of electron microscopy have allowed revealing the fact that the deformation of 5% leads to formation of micro-cracks, which is a harbinger of the reinforcing steel destruction. The paper examines the impact of public-political factors on the regional sustainable development in the light of the historical experience of the Siberian cities during the Russo-Japanese war (1904-1905). Based on the analysis of archival materials and publications in the Siberian printed press at the beginning of the 20th century, the authors have identified the reasons why the sustainable development of the largest Siberian cities was hindered at that period. The construction of the railway eliminated the problem of transport links with Siberian cities; however it made them dependent on external supply of goods. Local Siberian production declined with the advent of cheap imported goods; warehouse infrastructure reduced due to the uselessness; the alternative modes of transport could not compete with the railroad and left the main traffic directions. The Russo-Japanese war began in 1904 and left Tomsk, Krasnoyarsk and Irkutsk without transport service for nearly eighteen months, since cargo railway transportation which was not related to the supply of the army, was discontinued. Siberian cities were in catastrophic conditions: food prices increased several times, hospitals worked without pharmaceuticals, urban construction was stopped. Historical examples of unsatisfactory supply of cities under the influence of intense public and political factors demonstrate that sustainable urban development is impossible without the diversification of the sources and means of subsistence. The paper considers food security from the perspective of the development of Russia's economy in the form of a mixed economic model. Prices and incomes are an overriding concern in this process. The authors analyze the intricate nature of price in terms of consumer-producer interactions. Consideration is being given to views of reputed economists on price that involve different aspects of its nature. Features peculiar to the generation of the contemporary consumer's aggregate income and purchasing behavior at different periods of time, i.e. from 1991 to 1999 and from 2000 to 2016, are shown. It ought to be noted that efforts towards food security are being made against the background of high inflation, the complicated system of end consumer incomes (e.g. money income, income in kind, and shadow income), and the existing mentality inherent in the nation. The purpose of the paper is to study current trends and challenges that affect the economic security of the performance and development of gas transmission operators. The authors analyzed the impact of the COVID-19 epidemiological factors on stability of gas transmission operators. The gas transmission production index in Sverdlovskaya Oblast in 2016-2018 was analyzed and compared with the neighboring regions of the Russian Federation. Negative trends that affected the stability of the gas transmission system in the context of the spread of the coronavirus infection were identified, namely: a decline in the volume of pipeline transported goods; a changed pattern of gas and gas products exports. The paper presents the comparative analysis of physicochemical properties of oils in North American, Scandinavian, and Russian sectors of the Arctic. The analysis of oil reserve distribution in the arctic territory and aquatory shows that the Russian sector is much higher in oil reserves than North American and Scandinavian sectors. The search for new solutions in the field of energy that prevent negative impact on the environment is one of the priority tasks for modern society. Natural gas takes a stable position of the unified energy system demand for fossil fuels in Russia. A possible alternative fuel extracted from organic waste is biogas. Biogas has a high content of carbon dioxide, which affects the rate of flame propagation and a lower methane content, which reduces the heat of combustion. However, the combined combustion of natural gas and biogas, provided that the fuel mixture with the oxidizing agent is well mixed, can allow, on the one hand, to reduce the maximum adiabatic temperature in the combustion chamber of power-generating boiler of thermal power plants, and on the other, to increase the stability of biogas combustion. For the combined combustion of natural gas and biogas in operating power-generating boiler, it is necessary to reconstruct the existing burner devices. For a high-quality reconstruction of burner devices capable of providing stable and low-toxic fuel combustion, it is important to have theoretical data on the effect of combustion of combinations of organic fuels on the temperature distribution in the combustion zone and its maximum value. In this paper, the turbulence model k - ε (realizable) is presented, which allows simulating the combustion process of a fuel-air mixture. In this paper we propose the model of resources distribution for preserving the population of polar bears in the Arctic area of the Russian Federation. The model is based on the principle of fair resource distribution taking into account the differences in population size, in unit cost of means of protection and in growth of the cost of resources, given the delay in receipt of these resources, between polar bears' habitats. The article presents the results of an experimental construction and quantitative analysis of the learning curve (LC) obtained from individuals learning a foreign language. The experiment was conducted at the Ural Federal University named after the first President of Russia B.N. Yeltsin. Three types of LC were constructed for different level of English skills of the subjects: Pre-Intermediate, Intermediate and Upper-Intermediate. Comparison of these curves demonstrates that the subject’s knowledge acquisition keeps running for 14 hours after the flash memory session. The paper presents two dependencies for constructing an approximation of the learning curve: logarithmic and polynomial. Based on a comparison of the approximation of the experimental LCs with functions of various types, we suggest that they all provide satisfactory results. The paper considered the use of one of the most accurate artificial neural networks for predicting time series - a nonlinear autoregressive neural network with external input (NARX) for predicting the dynamics of changes in the concentrations of the main greenhouse gases. The data were obtained in the course of monitoring the dynamics of changes in the main greenhouse gases on the Arctic island Belyy, Russia. The data of the surface concentration of methane, carbon dioxide, carbon monoxide and water vapor were used. Ensuring economic security is a priority for the development of both regional socio-economic system and the economy of the state as a whole. Maintaining the safe development of the economy is due to two components that form a generalized structure of the concept of economic security: ensuring the prerequisites for economic growth and improving the quality of life in the region. In this paper we review the methodological framework and assess the economic stability of the region to external threats. At the heart of the process of forming the region's resistance to external threats are its components, among which we evaluate the financial, industrial and labor components. This approach allows us to quantify the formed internal immunity of the subjects of the Russian Federation, which reflects the economic stability of the region. Indicators are included in the integral indicator with a certain weight. In this embodiment of testing, all the weighting factors of indicators balanced with each other. The result of approbation of the method is a quantitative integrated assessment of the level of internal immunity of the region. We define the concept of internal immunity of the region as ensuring the stability of the functioning and continuous development of the economic system at the expense of the reserve of financial, industrial, labor and other resources formed in the region. In recent years, the subjects of the Russian Federation are becoming increasingly independent in the areas of management, management and disposal of financial resources in the region. The trend of decentralization of management leads to an increase in the responsibility of regional authorities for the current socio-economic situation in their subordinate entities, as well as for its further development. Ensuring economic security is one of the priorities for the development and regulation of regional socio-economic systems. The need to maintain sustainable economic development is due to two components that form a generalized structure of the concept of sustainable development: ensuring the prerequisites for economic growth, improving the level and quality of life of the population of the region. Economic security is considered as a set of economic, geopolitical, environmental, legal and other conditions that provide prerequisites for its survival in the event of a crisis and for development in the future, protection of vital interests of the state in relation to its resource potential, balance and dynamics of development and growth. The paper presents a model for the overall assessment of the impact of adverse socio-economic factors on the formation of sustainable development of the economic system. Due to the use of the Cobb-Douglas production function, the influence of threats was taken into account by means of a model description of indicators describing the dynamics of financial and labor resources. As a result, a mathematical definition of risk for the development of socio-economic system, expressed as a risk for the formation of GRP. It is possible to obtain a rapid assessment of the impact of economic threats on the development of the economic system and to calculate the economic damage possible in the implementation of these threats. Within the "Technology-SG" framework of the scientific and technical program of the Union State of Russia and Belarus a 180 W ion thruster with a direct current discharge chamber is being developed in Keldysh Research Centre. To achieve high performance parameters, electric current density and operation lifetime a project of a hybrid magnetic system consisting of permanent magnets supplemented by electric magnetic coils was considered. This magnetic system configuration combines the advantages of energy savings and the possibility of the operation mode optimization. At the design stage, preliminary numerical modeling with a 3d axis-symmetric particle-in-cell model was used to confirm the theoretical assumptions used in the development of the magnetic system and to further improve magnetic system design. The simulation allowed to obtain the distributions of plasma parameters for various configurations of the magnetic field. In addition, the estimated data on the dynamics of the discharge chamber integral parameters and the ion beam current density distribution over the radius were obtained. The recent nuclear renaissance has motivated many countries, especially developing nations, to plan and build nuclear power reactors. However, domestic low enriched uranium demands may trigger nations to construct indigenous enrichment facilities, which could be redirected to fabricate high enriched uranium for nuclear weapons. The potential advantages of establishing multinational uranium enrichment sites are numerous including increased low enrichment uranium access with decreased nuclear proliferation risks. While multinational nuclear initiatives have been discussed, Russia is the first nation to actualize this concept with their Angarsk International Uranium Enrichment Center (IUEC). This paper provides an overview of the historical and modern context of the multinational nuclear fuel cycle as well as the evolution of Russia's IUEC, which exemplifies how international fuel cycle cooperation is an alternative to domestic facilities. The naturally occurring radionuclides radium (Ra-226) and polonium (Po-210) have the potential to be used for criminal acts. Analysis of international incident data contained in the Database on Nuclear Smuggling, Theft and Orphan Radiation Sources (CSTO), operated at the University of Salzburg, shows that several acts of murder and terrorism with natural radionuclides have already been carried out in Europe and Russia. Five different modes of attack (T) are possible: (1) Covert irradiation of an individual in order to deliver a high individual dose; (2) Covert irradiation of a group of persons delivering a large collective dose; (3) Contamination of food or drink; (4) Generation of radioactive aerosols or solutions; (5) Combination of Ra-226 with conventional explosives (Dirty Bomb). This paper assesses the risk (R) of such criminal acts in terms of: (a) Probability of terrorist motivation deploying a certain attack mode T; (b) Probability of success by the terrorists for the selected attack mode T; (c) Primary damage consequence (C) to the attacked target (activity, dose); (d) Secondary damage consequence (C′) to the attacked target (psychological and socio-economic effects); (e) Probability that the consequences (C, C′) cannot be brought under control, resulting in a failure to manage successfully the emergency situation due to logistical and/or technical deficits in implementing adequate countermeasures. Twin oil (20 & 24 inch) and gas (20 & 48 inch) pipeline systems stretching 800 km are being constructed to connect offshore hydrocarbon deposits from the Sakhalin II concession in the North to an LNG plant and oil export terminal in the South of Sakhalin island. The onshore pipeline route follows a regional fault zone and crosses individual active faults at 19 locations. Sakhalin Energy, Design and Construction companies took significant care to ensure the integrity of the pipelines, should large seismic induced ground movements occur during the Operational life of the facilities. Complex investigations including the identification of the active faults, their precise location, their particular displacement values and assessment of the fault kinematics were carried out to provide input data for unique design solutions. Lateral and reverse offset displacements of 5.5 and 4.5 m respectively were determined as the single-event values for the design level earthquake (DLE)—the 1000-year return period event. Within the constraints of a pipeline route largely fixed, the underground pipeline fault crossing design was developed to define the optimum routing which would minimize stresses and strain using linepipe materials which had been ordered prior to the completion of detailed design, and to specify requirements for pipe trenching shape, materials, drainage system, etc. This Paper describes the steps followed to formulate the concept of the special trenches and the analytical characteristics of the Model. This paper presents the research program of the Experimental Accelerator Driven System (ADS), which employs a subcritical assembly and a 660 MeV proton accelerator operating in the Laboratory of Nuclear Problems at the Joint Institute for Nuclear Research in Dubna. Mixed-oxide (MOX) fuel (25% PuO[sub 2]+75% UO[sub 2]) designed for the BN-600 reactor use will be adopted for the core of the assembly. The present conceptual design of the experimental subcritical assembly is based on a core nominal unit capacity of 15 kW (thermal). The development of the rocket and space industry and the implementation of launches of launch vehicles with spacecraft (SC) from cosmodromes cannot be carried out without well-established logistics and optimization of the supply chains of goods necessary for their functioning. Optimization of bulky cargo delivery routes to aerospace facilities remains relevant. The article discusses the prospects of the main cosmodromes in Russia with an emphasis on alternative options for building cargo supply chains for them. The current schemes for delivering cargo to cosmodromes are outlined and the need to develop new options for delivering cargo to the Vostochny cosmodrome is shown in connection with the refusal to use the Baikonur and Kapustin Yar cosmodromes in the near future. The development of cosmodromes in eastern Russia makes supply chains more complicated and delivery times longer. The main mode of transport for the delivery of bulky cargo to cosmodromes is rail, which is confirmed by the accumulated experience. The objective concerned is to create an orbital lunar space station aimed at maintaining high-quality Moon exploration by human beings. The orbital position of the station is justified within the framework of the lunar infrastructure to be created. This article enlists results of the preliminary design and assessment of mass evolution of such a station up to 2040. It is shown that the orbital maintenance of such a station at the stage of automated missions on the surface can be fully ensured by using an electric propulsion system (EPS) based on flight proven stationary plasma thruster SPT-140. By the start of starting piloted missions, the mass of the station will have reached more than 100 tons. Since this stage it is proposed to use a fully developed stationary plasma thruster SPT-230. It has been demonstrated that some modules heavier than 6 tons (in particular, electric propulsion modules) can separately ensure the flight from Earth to the low lunar orbit by using the proposed EPS. It is to mention that almost every module of the lunar station can be delivered by launch vehicles developed in Russia. The objective to create a lunar orbital station is scalable: all elements of the station and means to deliver them can be used for other planets of the Solar system, at least when the orbital station performs missions for automated spacecrafts. The relevance of this study is due to theoretical and practical problems in the field of transport security. Transport, as before, remains attractive for committing terrorist acts and other acts of unlawful interference. The aim of the study was an attempt to determine the current state and degree of development of the legislation of the Russian Federation on the use of electronic information systems in the activities of competent authorities, subjects of transport infrastructure, carriers and other participants of transport legal relations in digital information systems. On the basis of studies of these subjects practical activities, the established information flows that arise in various groups of legal relations are considered, and their classification is carried out. Particular attention is paid to the content and structure of the regulatory legal act on the implementation of the Unified State Information System for Transport Security (EGIS OTB), which makes it possible to automate the processes of administrative influence. Based on the results of the research, proposals were made to improve the Russian legislation in the field of ensuring the security of the transport complex. Over the past years, a system of project management of budgetary investments, including those in the transport infrastructure, has been actively developing in Russia. In 2021, the planning system of state programs changed, whereupon both current and project infrastructure expenditures were financed. The project component in the management of state programs has been strengthened due to the transfer of a part of the functions for their planning and control over their implementation to project entities, which are not included in the structure of the executing agencies. On the one hand, such an approach to the legislation development definitely should be welcomed since it may contribute to an increase in the number of large projects in transport, as well as to the optimization of their administration. Russia is the second country in terms of timber reserves (81.5 million m3). From 01.01.2022 the export of this building material will be prohibited on behalf of the President of the Russian Federation Putina V.V. This will lead to a decrease in the cost of wood and building materials based on it, and, accordingly, the use of this material will be economically beneficial. Against the background of the previously listed tendencies, the rapid development of this industry begins. But at this time, the introduction of wood into mass production and construction is not possible, since this direction is undeveloped in sufficient volume. For the development of wooden housing construction, the improvement of building structures and structural elements is of great importance. A special place in low-rise housing construction is occupied by glue-veneer plate, used as enclosing structures for coating and wall fencing. Currently, several design solutions for such structures are used. But in the "pursuit" of efficiency, one must not forget about the environmental friendliness of the material, which requires the introduction and development of new environmental resins and adhesives that are not inferior in their mechanical properties and performance to their toxic counterparts. As part of the work, an experimental study of the operation of the model of the oxidation ditch was carried out. The study was carried out for various operating modes of oxidation ditches, including various configurations of the location of oxygen zones, general oxygen operating conditions, various loads on activated sludge, as well as various degrees of internal recirculation, providing the main technological mode of operation of the structures under consideration. The possibility of carrying out the process of simultaneous nitrification and denitrification was investigated. For this, the models were operated at dissolved oxygen concentrations up to 0.5 mg / l. When creating separate anoxic and aerobic zones, the possibility of a gradient distribution of the dissolved oxygen concentration in the model corridor was considered. The results obtained clarify the kinetics of the reactions taking place in the oxidation ditches in terms of the oxidation of organic pollutants and the removal of nitrogen compounds. The kinetics is consistent with wastewater treatment typical for settlements in the Russian Federation. As a result of the study, the Michaelis constants for the reactions of enzymatic kinetics were obtained. These constants can be used for calculations by the Ekenfelder method. [ABSTRACT FROM AUTHOR]

Phosphogypsum is a by-product of sulphuric acid production and chemical fertilizers. On the territory of the Russian Federation, the phosphogypsum deposits amount to over 300 mln ton. The issue of phosphogypsum use is recognized globally. The results of the research have shown that the materials on the base of phosphogypsum are environmentally friendly, whereas the articles containing gypsum components are in great demand at the building suppliers' market. Thus, manufacturing of non-fired building materials on the base of phosphogypsum is of practical importance. The purpose of the present work is obtaining non-fired building materials from deposit phosphogypsum under the contact-condensation hardening. The multifactor experiment has been used in the research. The study of physical and mechanical properties of the researched materials was done in compliance with the acting regulatory documents and the modern laboratory equipment. For investigating physical and chemical properties of the initial materials and obtained composites, chemical, X-ray diffraction, thermal and microscopic analysis methods have been applied. On the results based on mathematical modelling, there were proposed molding mixtures for manufacturing compacted building materials on the base of phosphogypsum dihydrate. This enables: to extrude cheap, sustainable wall articles with the required design properties such as brick, half-blocks, partitions; to process large-tonnage industrial by-product – phosphogypsum dihydrate. At the unchangeable phosphogypsum content of 50%, 60%, 70% and the variable content of lime carbonate and clayey sand, the strength properties reach their maximum value of 4...5MPa at 10...20% of lime carbonate and 30...40% of clayey sand (hardening at normal humidity conditions). In accordance with the current regulatory documents (Federal Law of the Russian Federation of 30.12.2009 No. 384), a sufficient level of reliability and safety of buildings and structures should be ensured under any operating conditions, including emergency situations, with the prevention of progressive collapse. One of these approaches, requiring study and development, is taking into account the joint work of steel load-bearing elements of the frame and reinforced concrete slabs (or steel panels, shields,), which are included in the usual work as a rigid diaphragm, as a result of combining them into a single system. This article discusses one of the ways to accomplish this task: identifying additional reserves of bearing capacity by including the hard disk of the covering in the work of the building frame. The main idea and mechanism of the system with the redistribution of internal forces are as follows: in the event of an accident, the design model of the system is transformed. Reinforced concrete slabs are put into operation in two directions: longitudinal - along the building and transverse. At the same time, the slabs prevent the subsidence of the emergency truss in the vertical direction, because when the emergency truss (beam) collapses in the area with adjacent undamaged trusses, reinforced concrete slabs jam at the joints. Berezovskaya GRES (BGRES), located in the Sharypovsky district of the Krasnoyarsk Territory, is the most powerful coal-fired power station in the Krasnoyarsk region (3 power units of 800 MW each). The power plant has been operating as part of the Unified Energy System of Siberia since 1987, generating 4.6% of its capacity. On February 1, 2016, an accidental fire occurred in the boiler room of power unit No. 3, which caused the large-scale destruction of load-bearing structures and technological equipment. The operation of the power unit was interrupted for carrying out repair and restoration works of unique complexity. For the first time in Russia, during the debris removal and dismantlement of hazardous structural elements, it was decided to set an extensive monitoring program for continuous stress and displacement observations of load-bearing structures to ensure the safety of the personnel involved in the work. The article provides general information on design and organizational solutions for the implementation of the automated structural health monitoring system of the boiler room of the BGRES power unit No. 3. Detailed information on the architecture and topology of the system is given. The instrumentation, the measurement technique, and software solutions are described. Techniques for calculating internal forces in steel beam structures based on vibrating wire strain gauges data are proposed. The article deals with the issues of improving educational management related to the use of quality management system (QMS) tools in the development of electronic educational resources (EER). The relevance of the article is determined by the transformations taking place in Russia, according to which new requirements are imposed on the quality of education, focused on the professional work of graduates in the digital economy. The purpose of the article is to develop a documented procedure for managing the EER development process in accordance with the requirements of the QMS standard. The article shows that it is possible to improve the quality of educational activities by rational organization of University's processes in the conditions of the information and educational environment of the University on the basis of its information system (IS). The process of development of EER that describes the content structure of its blocks, applied process approach of QMS to design of EER, created documented procedure, QMS-regulated institution, which defines the input and output parameters of the process, identified all its relations, established responsible at each stage of the process, identified internal and external customers of the process. The proposed approach should be used within the framework of inter-departmental research teams (IDRT) consisting of qualified subject teachers who is a customers and task managers, and it specialists of the University who is a developers, whose joint activity is to develop, pilot operation, adjust and implement EER in the educational process of the University. If the University trains future programmers, it is quite appropriate to involve them in developing an EER. The article deals with the problem of statistical processing of poorly structured information about qualitative classification signs on the example of diagnostics in dentistry for specific age categories of patients. A multi-stage technique for processing digitized data, which is a binary weakly structured sequence, developed by the authors, is presented. The problem of estimating the statistical relationship of two binary weakly structured sequences is considered in a general form. A theoretical and practical comparison of the Pearson and Tanimoto coefficients for such sequences is carried out. Criteria estimates are found for practical data obtained at the departments of orthopedic dentistry at Sechenov University, FSBEI HE SOGMA of the Ministry of Health of Russia. This article examines the main issues of digitalization of the construction sector, the concept of digital economy, development strategies and new technologies. The conducted research has shown that today many participants of the construction market are actively introducing digital information technologies into their activities, which cover almost all business processes. The need to move to the widespread use of the BIM system in the construction industry has become an integral part of the construction development strategy in Russia. As a result of a comparative analysis of the pace of development of IT technologies in Russia and abroad, the authors identified several acute problems in the process of transition to digitalization in the construction field of domestic companies. Such problems were the issue of the transformation of legislation, the orientation of ready-made software to Russian construction standards, as well as the selection and training of personnel in new technologies. The authors believe that as a result of using the methods of digitalization implementation proposed by them in the construction industry, work efficiency will be increased, the decision-making time on the implementation of projects will be reduced, the timing of construction works and commissioning of construction facilities will be reduced, labor costs and negative impact on the environmental situation during construction will decrease. Increasing the efficiency of remote sensing technologies used to detect forest fires is an urgent problem of fire and environmental safety, the solution of which for such a vast region of the world as Siberia would be of considerable theoretical and practical importance. The purpose of this work is to identify directions for improving one aspect of these technologies, ensuring the detection of forest fires, based on the results of searching for areas of the Earth's surface, the effective temperature of which is increased by at least 70° C – thermal anomalies. To achieve this goal, an analysis of its effectiveness for the conditions of Siberia was carried out based on the results of its application in the period 2012-2020 yrs. Information about fires that took place in Siberia was also used as factual material. The reasons for the "gaps" that arise when forest fires are detected have been studied. Ways to improve its practical efficiency are proposed. Their implementation could be used for better planning of the main activities of the Forest Guard units and the State Fire Service of the Ministry of Emergency Situations of Russia. The article draws a comparison between the legislative systems of the Russian Federation and the European Union and makes their analysis in the field of environmental law and environmental damage compensation. The various approaches of the European countries to the solution of the problem of processing and recycling municipal solid waste both on the part of natural persons and big industrial enterprises have been studied. The most effective measures for the prevention of violations in the field of ecology comprising both artificial barriers to the use in production facilities of unprocessable or hard-to-process materials created by the state itself and high penalty sanctions for their violation have been analyzed. The shortcomings of Russian legislation leading to the disregard of the ecological norms in this sphere have been revealed on the basis of the positive experience of foreign countries in reducing the level of municipal solid waste. The causes of both the violations of Russian legislation on municipal solid waste management and the emergence of problems when compensating for the damage caused by such violations have been determined. Different points of view of the public officials of the Russian Federation dealing with the questions of ecology regarding the ways to solve the problem of the build-up and subsequent destruction of municipal solid waste acceptable to Russia at this stage of economic development have been examined. The evolutionary and revolutionary direction for solving the said problem has been described, the pluses and minuses of each approach singled out. On the basis of the information obtained in the course of research the authors have worked out recommendations for the improvement of legislative base, which, in its turn, must lead to the effective impact on the behavior of economic entities as regards prevention by them of violations when working and interacting with municipal solid waste in the territory of the Russian Federation. Educational institutions play the double role in this connection. Childhood obesity adversely influences fitness and will increase the variety risk of diseases in adulthood, such as cancer, diabetes mellitus and coronary heart disease. Hence, childhood obesity is a severe medical and social problem of modern health care. In the current study, the obesity-related FTO (Fat mass and obesity-associated), the environmental and genetic factors influence the relationship between the obesity and FTO gene rs9939609 polymorphism. Therefore we to confirm and verify this relationship in children and adolescents and the association with the risk of weight problems in the Rostov region of Russia. This was a case-control study, the relationship between the obesity and FTO gene rs9939609 polymorphism in 350 children and adolescents of each sexes aged 3 to 18 years has been studied: the main group included 200 children and adolescents with obesity, and the control group — one hundred fifty children and adolescents without obesity. The experimental part on the genotyping of the FTO gene T/A rs9939609 polymorphism was performed using PCR amplified fragments. The FTO gene rs9939609 polymorphisms in DNA samples of donors are typified with electrophoretic detection of results using the commercial test systems of Scientific and Production Company "Litekh" (Russia). The results differences (P<0.05) of the FTO gene rs9939609 polymorphism were observed between the obesity and control groups. The frequency of prevalence of the AA genotype (P=0.005; OR 0.52; 95% CI 0.33 - 0.82) and the frequency of the A allele (P=0.044; OR 0.73; 95% CI 0.54–1.00) was higher in this study groups relative to the control, which shows the relationship between the rs9939609 polymorphism and the risk of obesity. The effect of genotypes on minor alleles of the studied SNPs is drastically related to the risk of weight problems (AA+AT vs TT) (P=0.889; OR 0.96 95% CI 0.55 – 1.66) of the dominant model. While in the recessive model (AA vs TA+TT) (P=0.005; OR 0.52 95% CI 0.33 – 0.82), therefore, the relationship showed a significant difference between the study groups. The frequency of the A/A and A/T genotypes was higher in both groups of children and adolescents with obesity. This study concluded that the FTO gene rs9939609 polymorphism is associated with the risk of obesity in the Rostov-on-Don population. [ABSTRACT FROM AUTHOR]

The article is devoted to solving the problem of assessing the level of maturity of a higher education institution. The article considers both a methodology for assessing maturity for one period (year) and tracking the history of changes in maturity levels. The object of the study was the directorate of the Institute of Informatics and Telecommunications of the University of Science and Technology named after M.F. Reshetnev. Self-assessment is carried out based on surveys of teachers and employees of university management services, including former ones, for different periods. The structure of the study is based on the Voyager Plant Optimization method; the questionnaires were developed following the McKinsey model and adapted to the system of higher professional education in Russia.
