This study demonstrated that partial nitritation using nitrifying activated sludge entrapped in a polyethylene glycol (PEG) gel carrier, as a pretreatment to anammox process, could be successfully applied to digester liquor of biogas plant at a nitrogen loading rate of 3.0 kg-N/m(3)/d. The nitritation process produced an effluent with a NO(2)-N/NH(4)-N ratio between 1.0 and 1.4, which was found to be suitable for the subsequent anammox process. A high SS concentration (2000-3000 mg/l) in the digester liquor did not affect partial nitritation treatment performances. Effluent from this partial nitritation reactor was successfully treated in the anammox reactor using anammox sludge entrapped in the PEG gel carrier with T-N removal rates of greater than 4.0 kg-N/m(3)/d. Influent BOD and SS contents did not inhibit anammox activity of the anammox gel carrier. The combination of partial nitritation and anammox reactors using PEG entrapped nitrifying and anammox bacteria was shown to be effective for the removal of high concentration ammonium in the digester liquor of a biogas plant.

A swim-bed reactor using the biofringe acryl-fiber biomass carrier was used for partial nitritation treatment for anaerobic digestion liquor of swine wastewater. The sludge in the reactor demonstrated excellent settling properties, and the sludge volumetric index (SVI) was always about 50 ml g(-1). The mixed liquor suspended solids (MLSS) concentration was maintained above 10,000 mg l(-1) with a maximum of 16,800 mg l(-1). Satisfactory and stable partial nitritation was obtained at a nitrogen loading rate (NLR) of 1.9 kg-N m(-3) d(-1) without any operational control. Only a little nitrate was produced almost during the whole operational period and the nitrite to total oxidized nitrogen ratio (NO(2)-N/(NO(2)-N+NO(3)-N)) was always above 95%. In addition, the influence of temperature on partial nitritation efficiencies was also investigated and non-controlled efficiencies were maintained stably between 15 degrees C and 30 degrees C at an NLR of 1.9 kg-N m(-3) d(-1), but suddenly deteriorated when the temperature fell below 15 degrees C. Nitrite oxidizing bacteria were inhibited by free ammonia and free nitric acid, which prevented the conversion of nitrite to nitrate and the inhibition due to free nitric acid weaken with a decrease in temperature. It was apparent that these phenomena were crucial to the control of partial nitritation treatment.

This is a positivist study analyzing new types of venture businesses surveyed from theviewpoint of economics and organization theory. Since April of 1995, some projects have been started based on the 'Zero Emission' vision proposed by the United Nations University, and people have suddenly been focusing attentionon bio‐technology and a system of using recycled raw waste as food resources, instead of disposing of the waste by burning them, and then burying the remains. However, to open as far as possible such a closed system inherent in zero emission, there need to be developed not only marketizing and organizing but also a networking system for recycling raw waste remaining in food resources., この研究は，以下の視点から，経済学的・組織論的に調査した新型のベンチャー・ビジネスを分析した実証的研究である。ゼロエミッション構想は，国連大学が提案して，それにもとづくプロゼクトがスタートした1995年4月以来，生ゴミを焼却し埋め立てる処理でなく，食料資源としてリサイクルする技術やシステムが，俄に注目されるようになった。だが，ゼロエミッションの固有の閉鎖系を出来る限り開放系にするためには，生ゴミを食料資源にリサイクルする市場化や組織化だけでなく，ネットワーク化が必要であろう。

Recently, a new segment of the nitrogen cycle, anaerobic ammonium oxidation (anammox), was discoverd. This reaction consists of the oxidation of ammonium to nitrogen gas using nitrite as electron acceptor under anaerobic conditions. This autotrophic process produces very little sludge and does not need supplementation of extra carbon sources, thus it reduces much treatment cost compared to the traditional method. For application of the anammox process to ammonium removal, only partial nitritation (PN) is required instead of complete nitrification. In order to make the stoichiometry in accordance with anammox reaction, it is desirable for PN of about 60% of the ammonium to nitrite. According to the merits mentioned above, the anammox process shows potential for nitrogen removal of wastewater. PN-anammox is a completely autotrophic system and is better suited for the treatment of high concentrations of ammonium in wastewaters. However, application of this process to the treatment of digester liquor of livestock manure has not been widely reported. Thus, PN-anammox process was applied to the treatment of digester liquor of livestock manure in this study.

Underground brine waste containing high concentrations of ammonium and with a salinity of 3% is usually generated during the production of methane gas and iodine in the gas field of Chiba Prefecture, Japan. In this study, one swim-bed reactor, packed with a novel acrylic fiber biomass carrier (Biofringe), was applied to the partial nitritation treatment of this kind of underground brine waste. A stable nitrite production rate of 1.6 kg NO(2)-N m(-3) d(-1) was obtained under a nitrogen loading rate of 3.0 kg-N m(-3) d(-1), at a pH of 7.5 and a temperature of 25 degrees C. Nitrate production was negligible and the effluent NO(2)-N/NO(x)-N ratio was above 98% due to the successful inhibition of nitrite-oxidizing bacterial activity. Free ammonia was considered to be the main factor for inhibiting the activity of nitrite-oxidizing bacteria. A microbial community shift was demonstrated by 16S rRNA analysis, and it was shown that the ammonium-oxidizing bacteria became the predominant species after successful nitrite accumulation was observed.

In this study, combination of a partial nitritation reactor, using immobilized polyethylene glycol (PEG) gel carriers, and a continuous stirred granular anammox reactor was investigated for nitrogen removal from livestock manure digester liquor. Successful nitrite accumulation in the partial nitritation reactor was observed as the nitrite production rate reached 2.1 kg-N/m(3)/day under aerobic nitrogen loading rate of 3.8 kg-N/m(3)/day. Simultaneously, relatively high free ammonia concentrations (average 50 mg-NH(3)/l) depressed the activity of nitrite oxidizing bacteria with nitrate concentration never exceeding 3% of TN concentration in the effluent of the partial nitritation reactor (maximum 35.2 mg/l). High nitrogen removal rates were achieved in the granular anammox reactor with the highest removal rate being 3.12 kg-N/m(3)/day under anaerobic nitrogen loading rate of 4.1 kg-N/m(3)/day. Recalcitrant organic compounds in the digester liquor did not impair anammox reaction and the SS accumulation in the granular anammox reactor was minimal. The results of this study demonstrated that partial nitritation-anammox combination has the potential to successfully remove nitrogen from livestock manure digester liquor.

Effect of high salt concentration on the anammox treatment was investigated to establish an acclimation strategy under high salt concentration conditions. An anammox fixed-bed reactor with non-woven biomass carrier was used and the salt concentration was gradually increased from 2.5 g L− 1 to 33 g L− 1. The anammox reactor demonstrated stable nitrogen removal rate (NRR) of 1.7 kg-N m− 3 d− 1 for 65 days under a salt concentration of 30 g L− 1. However, the NRR sharply declined at a salt concentration of greater than 30 g L− 1. The bacterial community was examined by 16S rRNA gene analysis and DGGE after the acclimation of the anammox sludge to high salt conditions. Although the salt concentration was almost sea level, the freshwater anammox bacteria, KU2, were detected. In addition, the unidentified bacteria which perhaps belong to candidate division OP10 and Lysobacter sp. were found to coexist with anammox bacteria at a salt concentration of 30 g L− 1.

PVA-gel beads were used as a biocarrier in a lab-scale UASB reactor treating synthetic wastewater composed of corn steep liquor (CSL) with the aim of evaluating its use as a growth nucleus to enhance granule formation. Over 117 days of operation, the organic loading rate was increased to 22.5 kg COD/m 3 /day with an influent COD of about 10.8 g/L at an HRT of 12 h with COD removal efficiencies greater than 87%. By the end of the study period, the PVA-gel turned black and granule formation was achieved as compared with the formation of much fewer natural granules without the PVA-gel nucleus. No filamentous bacteria were found on the surface or interior of the PVA-gel beads. The PVA-gel granules had an average settling velocity 200 m/h (5 cm/s), and a biomass attachment of 0.93 g VSS/g PVA-gel. The required time for formation of PVA-gel granules was thus demonstrated to be shorter than that of ordinary sludge granules under the experimental conditions used in this study.

The cultivar change problems which many citrus growers now face in Japan are changing from the well-discussed problem of adjusting the over-production of mandarin-orange, into the up‐to-date problem of pressure by free trade drives both at home and abroad. Therefore, in this study, the perspective for analyzing the cultivar change problems is characterized by recognition, approach, and model, as mentioned blow. First, these problems are recognized as decision making problems of citrus farmers. This new recognition stems from two remarkable considerations. One is the consideration that the nature of these problems is based on long-term production farming patterns such as citrus farming. The other is the consideration that even if any one of these problems can ever be solved by both structural or functional analysis of farm management and OR (Operation Research) or managemen science , both of these analysis methods will be successful merely in the functions of perfect management cycle of plan‐do-see and in the economic person of omptimum behaviors, although such management cycle and optimum behaviors are not realistic. Second, the perspective of this study is not a direct approach to the cultivar change problems but approach through the decision making process of citrus growers to thses problems. Thus, it can be said to be an original approach, in the sense that agricultural economists and farm management researchers in Japan have scarcely still discussed and studied any of the parts of decision making process or even decision making itself. They are interested, on the other hand, in the optimum decision problems. However, from the broader viewpoint, "decision making and agricuiture"was discussed as the main them of the 16th International Conference of Agricultural Economists held in 1976. The discussions or studies of this theme seemed to be confined almost fatally to the scope of public policies or strategic decisions for agriculture. Accordingly, the entire process of decision making has never been presented in the context of such an integrated and interdisciplinary framwork as the approach framework of this paper. This framework fuses the traditional quantitative disciplines (i.e., the micro‐economic theory, or, management science) and the newer behavioral science into a composite theory or decision making, such as a theory of behavioral phenomenon of expectations bias. Third, in this paper models for the decision making process are constructed not only of tlle open systems model for citrus growers to copy the real process of decision making as exacly as possible, but also the closed systems model for economic persons to determine the best possible situation. The basic difference is as follows. In the open systems model, citrus growers make subsequent decisions according to the environmental change and apply the criteria to any minimally satishatory alternative that is good enough to meet the objective. Moreover, the objective in long term production farming is changing from profit or growth under the dynamic developing circumstance into security or diversification under risky circumstances. In the closed systems model, a citrus grower as an economic person rather than as an administrative or managerial person is assumed to have all the alternatives, toward which to apply the optimlum criteria. To make the best use of the above-mentioned characteristics in this study, managerial citrus growers will have to pay more attention to strategic opportunities, such as the exploration or the lentry of new market. However much they may pay attention, they are apt to response late to strategic detision needs or opportunities which they will perceive in the serial decision making, as prevails among them. Thus, the serial decision making must be modified into the parallel decision making by which they can initially perceive strategic decisions., (I) この論文は，以下の2つの意図から研究したものである。1つは，わが国の柑橘作生産者が，近年の生産過剰と低収益のために行き詰った温州みかん中心の経営を存立(存続･繁栄)させる有力な改善策として，品種更新を実施する経営行動に対して，｢予想はずれの行動現象論｣の展開によって警鐘する意図である。と同時に，彼らに対して，戦略的意思決定能力の向上が必要不可欠なことを示唆する意図もある。というのは，柑橘作の品種更新のように長い将来の成果を予想(期待)してその実行を意思決定する場合，今日の変化しやすい不測の環境では，いかなる生産者も制約された認識能力しかない。このため，意思決定過程の予想結果が実行後の成果から外れる｢予想はずれの行動現象｣を避けられない，とみる方が現実的に妥当する。環境的・能力的な制約要因は，柑橘作以外の人たちにも共通する一般的要因であるが，柑橘作の生産者には，その他に特殊な要因のために「予想はずれの行動現象」が強く作用するものと考えられる。特に，市場での零細な生産者の過当競争，革新的技術の一般に公開され速やかに普及する農業独自の制度や習慣など，わが国の農業全般に共通してみられる要因のために，品種更新のいかなる方策も，その実行の成果は予想結果ほど長続きも高くもならないであろう。そのほかに，柑橘作が長期生産農業としてもつ特殊要因も作用する。例えば，品種更新のような長期的計画(方策)の基礎資料として必要な｢樹体の樹齢別純収益｣の曖昧さ，経営診断に必要な生産過程の情報が十分得られない前に環境変化に対応して計画を実行する，という経営管理過程の不完全なフィードバック・システムなどが作用する。 (II) 本論分のもう1つの意図は，以上のような長期生産農業の経営問題解明のために，農業経営研究の新しい方法を展開するものである。というのは，柑橘作の品種更新のように，数10年の生産寿命をもつ樹体の育成や更新を伴う改善策(計画plan)では，その実行(do)の結果を経営診断(see)に必要なだけ十分フィードバックさせずに，環境の変化に対応して新たな改善計画(plan)が次ぎつぎと実行される傾向にあるからである。このため，経営の plan-do-see という，経営管理論の伝統的な管理方式の循環機能が低下して，経営改善の効果が十分あがらなくなっている。この不足分を補足するために，近年は，ORの線型計画法や投資決定論など，最適決定問題を解く理想的・規範的な意思決定論にもとづく研究が少なくない。さらに，一部生産者の優良事例を調査して経営構造と経営機能(経営能力や技術力)との関係を分析した実証的研究も盛んである。だが，規範論的な意思決定モデルの最適基準は，現実離れした改善策になりがちである。また，不測の変化の生じやすい現代の環境では，既存の成功事例の延長線上に将来の成功があるものでない。それゆえ，柑橘作の品種更新のように，長い将来の不確実な成果を予想(期待)して意思決定する行動が経営的存立を運命づける経営問題の解決のためには，一般的に説明･予見・コントロールできる行動理論の構築が必要である。それにもかかわらず，現状では，計算中心の定式化やコンピュータ化した規範論的な研究や，データ中心の実証的・調査研究に追われて，仮説の開発と検証にもとづく理論の構築による研究への展開が蔑ろになりがちである。 (III) 本論分は、以上のような農業経営研究の現状から1歩でも出て，長期的生産農業の経営改善に貢献できるために，「予想はずれの行動現象論」を展開したものである。この理論は，上記の一般要因や特殊要因が相互に作用しながら，情報活動から実行(action) に移るまでの意思決定過程の行動にはたらきかける結果，目的合理的な意思決定を阻むメカニズムを形成するため，予想はずれの行動現象が生ずるという仮説によって構築されたものである。なお，この理論は，3つの前提からなる。1つは，この理論では，予想はずれの行動現象が，なぜ，どうして意思決定過程で生ずるかを説明・予見する記述論的な究明にもとづいて，いかに改善するのかの実践論的究明を行う，行動科学的意思決定論の方法が妥当する，という前提である。この点，規範的意思決定論の方法が，この現象を改善する最適解を求める実践論的究明しか行なわないために，現実離れした改善策になりがちである。第2の前提は，行動科学的意思決定論が，企業や官庁の組織における人間の意思決定行動を究明するものであるが，零細な柑橘作生産者の意思決定行動にも基本的には適用できる，という前提である。すなわち，その理論の概念体系(フレームワーク)である「制約された合理性」と，「開放モデル」(環境への適応する過程で自ら問題や目標を発見するモデルであり，与えられた問題のみを1回で解決する閉鎖モデルでない)とによって開発された行動原理の仮説のうち，基本的なものは，次のように適用できる。環境的・能力的に制約された柑橘作の生産者は，「矛盾の暫定的解決(コンフリクトの準解決)」しかできないため，逐次的に，「問題中心の探索」を続け，受容可能な「満足基準」以上の解決策であれば実行する，なお解決策のうち短期的には「不確実なものを回避」する傾向にあるが，長期的には「探求と学習による合理性追求」が基本になる。第3の前提は，上記の行動原理の仮説が，行動科学的意思決定論の場合いずれも比較的短期に限って逐次的に意思決定する行動に関するものであるが，一応それらは，柑橘作の品種更新のような長期的改善策を実行する意思決定行動にも妥当する，というものである。 (IV) 以上の仮定と前提をもつ「予想はずれの行動現象論」は，行動科学的意思決定論にもとづいて演繹的に構築できる。だが，もともと，本研究の理論は，わが国の柑橘作生産者の経営行動を調査した結果にもとづき帰納的に導いたものである。それゆえ，この理論によって，まず，今日，当面する品種更新問題は，基本法農政下で意思決定した温州みかんの選択的拡大策が実行後の生産過剰と価格低迷という環境の変化によって経営状態が予想はずれに悪化したために生じた問題だ，と「説明」できる。つぎに，この理論によって，その解決策として目下実行されつつある品種更新のいかなる方策も，将来において予想はずれの行動現象を一般に避けられない，と「予見」できる。第3に，この理論から，生産者が長い将来の環境変化にも適応できる先見性の高い戦略的方策をタイミングよく意思決定する(戦略的意思決定)能力の開発向上によって，品種更新が予想はずれの成功になるような「コントロール」が要求される。なぜなら，柑橘作の品種更新のような長期的方策では，仮に同じ戦略的方策でもその実行を意思決定するタイミングの相違によって，将来の環境が異なるために，必ずしも戦略的意思決定にならないからである。 (V) 「予想はずれの行動現象論」は，柑橘作のような長期生産の農業が，現代の環境下で，政策的助成なしに，生産者の独力で経営的に存立できる主体的可能性はあるか，という疑問への解明を主に課題としている。この課題接近としては，上記の説明・予見・コントロールから，論理実証的な究明が一応なされている。しかし，目下実行されつつある柑橘作の品種更新には，基本法農政下で増植した若木が大半であり，植え付けて間もないものまで更新の対象にして，はたして経済合理的行動といえるか，という疑問が残る。また，柑橘作の生産者は，環境の悪化に対しては飛躍的な革新よりも安全な改善を望む保守的行動様式を一般にもっている。このような生産者が品種更新する場合の最適策はどのようなものか，という問題が現実には強い。これらの疑問や問いへの解答として，本研究では，次の2つの下位理論が補足的に展開されている。前者の疑問に対しては，価格や技術の変化する動態的環境では，農林水産省の「農畜産用固定資産評価基準」に示す育成期間や経済的耐用年数にかかわりなく，品種中心に育成や更新をしても経済合理的なことを，「動態的な樹体更新論」の構築と実証によって解明する。後者の問いに対しては，「不確実性下の安全策優位論」によって，更新対象の全面一斉更新よりも部分的分割更新の方が安全であり，更新品種の組合せは単一優良品種よりも複合優良品種の方が安全であることを論理的にも実証的にも解明する。また，更新方法(技術)は，高接更新の方が改植更新よりも収益性は高いが，安定性についてはいづれともいえない。前者の下位論は，投資決定論や設備更新論のモデルを使った静態的な樹体更新論を展開したものである。後者の下位論は，ベイズ決定論の戦略モデルを応用して展開したものである。それゆえ，双方とも，規範的意思決定論に属する。しかも，理論だけで論理実証的に上記のような結果は得られないため，調査資料のデータを用いた計算結果から導いたものである。これの計算手続きや計算結果は，本論文の理論的研究でははぶかれている。 (VI)本論分の特色は，まず第1に，伝統的は管理方式である plan-do-seeの循環機能を，情報の入手から，方策の実行に入るまでの意思決定過程の自己発見的(heuristic) なシュミレーション(模擬実験)モデルで置き換えた点にある。柑橘作の品種更新を意思決定する問題は，数値で表わせるほど明確でなければ，達成すべき目標が目的関数で表わせるほど単純でもない「よく構造化されていない問題」である。このため，その分析方式として，数学モデルよりも，人間が目的や方策を経験や勘にもとづいて探求と学習を繰り返して発見する heuristic な意思決定過程のシュミレーション・モデルは，現実妥当的である。具体的には，そのモデルは，情報活動にもとづき，目的や目標と現状とのギャップの大きいものを問題設定し，その解決策を探索して，実行後の結果予想から判断・評価して最終的に選択する，というものである。このモデルは，最適でなくとも満足できる方策で環境の変化に対応されて，順次選択して実行に移しては評価・改善する開放体系のモデルである点で，実現性が高い。第2の特色は，戦略的方策と戦略的意思決定とを区別して理論が展開されている点である。長い将来の市場状態や技術進歩に適応した「戦略的方策」の開発は，ORや経営科学など規範的意思決定論からのアプローチでも可能であろう。だが，同じ戦略的方策も先見性の高い生産者が将来に適応させてタイミングよく実行を意思決定する場合とそうでない追随的に意思決定する場合とでは，経営成果に大きな開きが生ずる。今日，温州みかんから伊予柑への更新で成功した先進産地を模倣した品種更新が全国で普及しているが，それが将来成功するかどうかは疑わしい。第3の特色は，柑橘作生産者が情報から方策を実行する意思決定過程を1つのシステムだとみる場合に，戦略的意思決定の機会を逃さないために，並列型のシステムが必要なことを明らかにした点である。普通一般には，生産者が日ごろ，生産過程の作業的決定におわれ，ついで，資金繰りなどの管理的決定に忙しい。このため，将来の市場対応の機会を開発する品種更新の戦略的意思決定が環境の相当悪化を伴わないかぎり一番後廻しになる，という直列型の意思決定システムになりがちである。これでは環境の変化に適応する機会を見過ごすため，作業的決定や管理的決定と同時に，戦略的決定をいつでも行なえるように並列型の意思決定システムへの変換が必要である。具体的には，戦略的方策を発見した場合に，その実行を思い切ってタイミングよく意思決定できるために，柑橘作以外の作目との複合経営の状態にして，予想はずれの失敗が生じても，経営的破綻におち入らない方法が決定システム変換の有力な方法の1つであろう。
