Abstract: This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book explores scope to refine, and sometimes considerably qualify, certain points of this interpretation. It explains that personal identity booklets began to be issued in conjunction with the census in 1930. The book argues that the bureaucratic mobilization for the ethnic registration of Rwandans began immediately after independence, with major political effects. It describes the post-war identification reforms undertaken by the Ouattara regime certainly helped to deradicalize this ideological opposition under a technicist veneer, but at the price of a general amnesty for documentary fraud that amounted to state institutionalization of identity falsification. The book focuses on the use of ethnic identity cards in the violent history of Rwanda, and the preparation and conduct of the 1994 genocide.

Abstract: This paper has several aims. On the theoretical aspect, it consists in reassessing two perspectives often neglected in the public administration literature by focusing, first, on "history-made body", that's to say reform effects on administrators as individuals and social body, and, second, on the symbolic dimension of reforms including, beyond discourse, the symbolic value of administrative and reform practices. Those related perspectives help to shed a new light upon the resistance/acceptance of administrative reforms, and moreover upon their effect on the administrative power. To illustrate it, the empirical part of the paper consists in studying the effect of the managerial reform within the EU Commission. It assumes that this reform is related to a crisis of reproduction due, among other factors, to an important symbolic matter, which consists in a deconsecration process of the Commission's administrative body. In order to show it, the paper builds on revisiting the Weberian theory as well as a huge empirical material coming from several years of research. Beyond the EU Commission's case, this paper aims to think about the more general deconsecration effect produced by managerialism in western bureaucracies. Points for practitioners: This paper leads to a more reflexive approach on management and administrative reforms, an approach more sensitive to people making administration works rather than (too) many conceptual theories considering administration as a thing instead of a social body. In doing so, it reveals a hidden part of managerial effect, most of the time thought through the categories of cost, efficiency of procedures, etc: the social effect it produces in terms of power, re/devaluation of people concerned with. Practical dimensions of reforms, such as staff selection, core competences definition, training, assessment are consequently read with other glasses, which should lead to better understand why such tools fit or not with some type of organisations. Useful for European and international organisations considering their social histories and cultures, the findings are more over fruitful for western public services and administrations reforms. Bio: Didier Georgakakis is full professor in political science at Sciences-Po Strasbourg where he occupies the Jean Monnet chair of European political sociology and chairs the European Politics master program. Former director of the Centre for European Political Sociology (GSPE, CNRS), he is also a junior member of the Institut Universitaire de France and visiting Prof. at the College of Europe (Bruges). The CMB is foundational to our understanding of modern physics and continues to be a powerful tool driving our understanding of cosmology and particle physics. In this paper, we outline the broad and unique impact of CMB science for the High Energy Cosmic Frontier in the upcoming decade. Abstract: Formulaic expressions, such as 'in this paper we propose', are helpful for authors of scholarly papers because they convey communicative functions; in the above, it is showing the aim of this paper'. Thus, resources of formulaic expressions, such as a dictionary, that could be looked up easily would be useful. However, forms of formulaic expressions can often vary to a great extent. For example, 'in this paper we propose', 'in this study we propose' and 'in this paper we propose a new method to' are all regarded as formulaic expressions. Such a diversity of spans and forms causes problems in both extraction and evaluation of formulaic expressions. In this paper, we propose a new approach that is robust to variation of spans and forms of formulaic expressions. Our approach regards a sentence as consisting of a formulaic part and non-formulaic part. Then, instead of trying to extract formulaic expressions from a whole corpus, by extracting them from each sentence, different forms can be dealt with at once. Based on this formulation, to avoid the diversity problem, we propose evaluating extraction methods by how much they convey specific communicative functions rather than by comparing extracted expressions to an existing lexicon. We also propose a new extraction method that utilises named entities and dependency structures to remove the non-formulaic part from a sentence. Experimental results show that the proposed extraction method achieved the best performance compared to other existing methods., 21 pages, 11 figures

Abstract: International audience; This paper provides an overview of the 2022 COLING Scholarly Document Processing workshop shared task on the detection of automatically generated scientific papers. We frame the detection problem as a binary classification task: given an excerpt of text, label it as either human-written or machine-generated. We shared a dataset containing excerpts from human-written papers as well as artificially generated content and suspicious documents collected by Elsevier publishing and editorial teams. As a test set, the participants were provided with a 5x larger corpus of openly accessible human-written as well as generated papers from the same scientific domains of documents. The shared task saw 180 submissions across 14 participating teams and resulted in two published technical reports. We discuss our findings from the shared task in this overview paper.

Abstract: Paper has been used in Europe since the 12 th century and is still a key material, as proven by the ever-growing production of printing paper. Its affordable cost, natural origin and recyclability take part in this success. At the digitization era, the durability of paper is also of major importance. Permanent paper produced according to ISO 9706 standard should last a few centuries and be a good complement to digital storage for long-time archiving of documents. Determining its usable lifetimeis essential for such applications, yet this is conditioned by its mechanical strength. [1]Paper is a multi-scale structured material mainly made of plant fibres, such as wood or cotton, that are essentially composed of semi-crystalline cellulose. The ageing of paper induces the degradation of fibres through cellulose chemical scissions and chemical modifications that can lead to lack of interfiber bonding. [1] This work aims at understanding how chemical degradation leads to mechanical damage by investigating the link between microscopic structure and macroscopic behaviour of paper. The present study combines experimental testing with image analysing and numerical modelling.We obtained different stages of degradation by artificially ageing a permanent paper at 90° C and 50% relative humidity in air during 2 to 25 weeks. Mechanical measurements such as tensile and zero-span tensile strength were carried out according to TAPPI standards. The fracture surface was observed under scanning electron microscope and the bulk material was analysed before and after the mechanical tests by X-ray microtomography. [2] The images are used to determine characteristics of the fibrous network such as fibre length and bounding. These values feed a digital model of the paper, whose parameters are adjusted to match mechanical data.

Abstract: This working paper presents and discusses the approaches and methods used by the PRECOS Team of the G-Eau research unit to analyse practices, social representations and behaviours of sociohydro systems’ actors. Four groups of methods are presented: 1) surveys, interviews, and focus groups, 2) stated preferences, 3) experimental economics, 4) hybrid methods. A wide literature review is provided for each group of methods, facilitating a better understanding of the tools proposed. Through examples and concrete applications, the methods are compared and their advantages and limitations discussed. The paper concludes that there is no ideal method for the analysis of actors’ practices, social representations and behaviours in socio-hydro systems, and suggests moving in the direction of transversality and interdisciplinarity, by adapting the existing methods to the specificities of the socio hydro systems and producing hybrid methods that benefit from the complementarity of the original methods

Abstract: This work is part of a paper accepted at IJCAI-ECAI 22; International audience; Mechanism Design aims to design a game so that a desirable outcome is reached regardless of agents' self-interests. In this paper, we show how this problem can be rephrased as a synthesis problem, where mechanisms are automatically synthesized from a partial or complete specification in a high-level logical language. We show that Quantitative Strategy Logic is a perfect candidate for specifying mechanisms as it can express complex strategic and quantitative properties.

Abstract: Fungi have the ability to transform organic materials into a rich and diverse set of useful products and provide distinct opportunities for tackling the urgent challenges before all humans. Fungal biotechnology can advance the transition from our petroleum-based economy into a bio-based circular economy and has the ability to sustainably produce resilient sources of food, feed, chemicals, fuels, textiles, and materials for construction, automotive and transportation industries, for furniture and beyond. Fungal biotechnology offers solutions for securing, stabilizing and enhancing the food supply for a growing human population, while simultaneously lowering greenhouse gas emissions. Fungal biotechnology has, thus, the potential to make a significant contribution to climate change mitigation and meeting the United Nation’s sustainable development goals through the rational improvement of new and established fungal cell factories. The White Paper presented here is the result of the 2nd Think Tank meeting held by the EUROFUNG consortium in Berlin in October 2019. This paper highlights discussions on current opportunities and research challenges in fungal biotechnology and aims to inform scientists, educators, the general public, industrial stakeholders and policymakers about the current fungal biotech revolution.

To overcome these, several datasets and methods have been proposed in recent years. Although the latter are focused on common scripts and layout, many Arabic writings and written traditions remain under-resourced. We therefore propose a new dataset comprising 300 images representative of the handwritten production of the Arabic Maghrebi scripts. This dataset is the achievement of a collaborative work undertaken in the first quarter of 2021, and it offers several levels of annotation and transcription. The article intends to shed light on the specificities of these writing and manuscripts, as well as highlight the challenges of the recognition. The collaborative tools used for the creation of the dataset are assessed and the dataset itself is evaluated with state of the art methods in layout analysis. The word-based text recognition method used and experimented on for these writings achieves CER of 4.8% on average. The pipeline described constitutes an experience feedback for the quick creation of data and the training of effective HTR systems for Arabic scripts and non-Latin scripts in general.

Abstract: International audience; Les pratiques de citation de données en SHS progressent rapidement, portées par les plans de gestion de données qui deviennent progressivement obligatoires pour toute demande de financement de projet.Tout un écosystème est nécessaire pour mettre en œuvre la publication de données jusqu’à permettre leur réutilisation. Les buts de cette démarche sont multiples : favoriser la reproductibilité de la recherche, mener une nouvelle étude sur des données existantes ou plus simplement attribuer ces données à leur créateur et ainsi avoir accès à des informations fiables comme leur contexte de création.Les infrastructures jouent un rôle fondamental dans le maintien de cet écosystème sur le long terme. Si les entrepôts en sont les pièces maîtresses, d’autres aspects sont à prendre en considération comme l’accompagnement à leur utilisation, la mesure de la qualité des données et des métadonnées déposées ainsi que bien d’autres éléments comme ceux liés à une utilisation cohérente des différents standards.Pour assurer une “citabilité” correcte des données, les entrepôts doivent remplir un certain nombre de critères : l’attribution d’un identifiant pérenne est certainement nécessaire mais plus suffisante. Dans le cadre du projet SSHOC (Social Sciences & Humanities Open Cloud), financé par le programme “Horizon 2020” de la commission Européenne, une étude a été menée sur 85 entrepôts accueillant des données en SHS afin de tester les différents éléments qui permettent de construire une citation “solide”. Les critères retenus s'appuient sur un ensemble de recommandations, destinées à améliorer les pratiques de citation des différents acteurs de la recherche en SHS, qui sont élaborées également dans le cadre du projet SSHOC. Les résultats de cette étude, présentés dans ce poster, permettent d’envisager des pistes intéressantes pour améliorer la qualité générale des publications de données en SHS. Ce type de d’approche d'évaluation, qui contribue à solidifier l’écosystème de publication de données, constitue une base solide sur laquelle s’appuyer pour la création de Data Papers. En effet, pour obtenir une citation robuste, de nombreux prérequis sont nécessaires. Abstract: International audience; L’acquisition des données textuelles pour constituer des corpus numériquesse fait par transcription des œuvres physiques. Les transcriptions peuvent êtremanuelles ou automatiques, par utilisation des systèmes de reconnaissance op-tique de caractère (OCR). Utiliser un système OCR permet une plus granderapidité d’exécution de la tâche, comparativement à une saisie manuelle longueet fastidieuse. Toutefois, force est de constater que l’usage d’un système OCRentraîne l’introduction d’erreurs de transcription (insertion, suppression ou sub-stitution de caractères). Ces erreurs produites par la machine peuvent être ré-pétitives et donc modélisables et corrigeables automatiquement dans les sorties[Stanislawek et al., 2019] mais parfois elles sont singulières et une routine decorrection automatique efficace reste difficile à mettre en place.La qualité des transcriptions OCR est souvent perçue comme source de dys-fonctionnements, voire d’empêchement, pour une analyse manuelle et automa-tique sérieuse [Baledent et al., 2020], comme par exemple l’extraction d’entitésnommées. Ainsi, pour pallier ce problème et obtenir un résultat idéal et réutili-sable, les utilisateurs mettent souvent en place des stratégies de nettoyage destextes, a posteriori, coûteuses en temps et en moyens. Il est donc légitime des’interroger sur cette pratique et de poser ouvertement la question de la réutili-sabilité de ces corpus « imparfaits »pour des études quantitatives et qualitatives.Nous avons constaté au cours d’une enquête utilisateur menée auprès de cher-cheurs en Humanités Numériques ou en Traitement Automatique des Languesque nombre d’entre eux utilisent des transcriptions OCR non corrigées pour« sonder » leur corpus et avoir une première vision des grandes tendances àanalyser. On peut dès lors se demander si ces corpus permettent de dépasser le« coup de sonde » et d’amener des analyses de phénomènes attestés qui donne-ront lieu à des éditions scientifiques ou à des data papers viables ?Le problème de l’utilisabilité de ces corpus tient au fait que les erreurs d’OCRsont de deux types très différents : bruit (ajout et substitution de caractères)et silence (suppression de caractères). Ainsi, que les corpus OCRisés soientutilisés en tant que tel ou comme outil pour forger en amont des hypothèses, il convient de définir la nature de l’impact des erreurs d’OCR sur les usagesconsécutifs [van Strien et al., 2020].Après évaluation des systèmes de reconnaissance d’entités nommées Spacy[Honnibal et al., 2020] et Stanza [Qi et al., 2020], on constate que :— sur des corpus très bruités, une proportion conséquente d’entités nom-mées peut malgré tout être reconnue (et même des formes fautives comme"Mlolincourtl" pour "Morlincourt" 2) ;— sur des transcriptions considérées comme propres certaines entités nom-mées ne sont pas reconnues, amenant donc du « silence », d’autres sontdétectées par erreur, donc du « bruit ». Ainsi silence et bruit dans lesexploitations des corpus ne sont pas simplement inhérents à la qualitédes données en entrée.L’enjeu de notre proposition est de montrer les phénomènes mis en jeu parl’introduction de bruit et de silence lors de la création automatique de cor-pus numériques et de répondre à la défiance ambiante vis-à-vis de ces corpusimparfaits. Car si le bruit peut être dépassé (selon plusieurs stratégies : post-correction, lecture attentive, etc.), le silence fait disparaître l’information pourbon nombre d’utilisations postérieures potentielles. Nous montrerons donc dansquelle mesure on peut élaborer des data papers à partir de données textuellesimparfaites ?

Abstract: In Belgian-occupied Rwanda, there were identity booklets, never identity cards. These only appeared after independence. Massively distributed from the second half of 1930 onwards as part of the first general census of Hommes adultes valides (HAV) carried out in Ruanda-Urundi, these booklets of 16 to 24 pages (depending on the model) are de facto a real portable personal file that includes, among other information deemed useful by the Belgian administration, that appearing on the population census forms. Identification of the holder and control of tax payment seem to be the main reasons for the introduction of the identity booklet. The 'racial-ethnic' affiliation of the holder is therefore one piece of information among many others. It appears on the fourth page. Moreover, Rwandans were able to develop avoidance and circumvention strategies, so that changes in 'racial-ethnic' affiliation were possible until independence, and even long afterwards. This short text summarises an article that is currently being completed., Dans le Rwanda sous occupation belge, il y a eu des livrets d’identité, jamais de cartes d’identité. Celles-ci ne sont apparues qu’après l’indépendance. Distribués massivement dès le second semestre 1930 dans le cadre du premier recensement général des hommes adultes valides (HAV) effectué au Ruanda-Urundi, ces livrets de 16 à 24 pages (selon le modèle) sont de facto un véritable dossier personnel portatif qui reprend, entre autres informations jugées utiles par l’administration belge, celles figurant sur les fiches de recensement de la population. Identification du titulaire et contrôle de l’acquittement de l’impôt semblent les motivations principales de l’introduction du livret d’identité. L’appartenance « racialo-ethnique » du titulaire est donc une information parmi bien d’autres. Elle apparaît en quatrième page. Par ailleurs, les Rwandais surent développer des stratégies d’évitement et de contournement, de sorte que des changements d’appartenance « racialo-ethnique » ont été possibles jusqu’à l’indépendance, et même longtemps après. Abstract: International audience; In recent years, fog computing has emerged as a paradigm that brings computing, storage and networking resources closer to end users and devices at the edge of the network. One of the use cases for fog computing is IoT, where a large amount of data is generated by sensors that need to be pre-processed in place before the results are sent to the cloud for further processing and long-term storage. However, actual fog deployments are at their infancy. In this paper, we present the smart-marina project at La Marina de Valencia in which the LivingFog fog computing platform integrating opensource software and LoRaWAN technologies were used to process data collected from several sensors. We show the benefits of the platform in terms of latency reduction and bandwidth saving. Moreover, the platform has been used by particpants of the "Hack the fog" hackathon to deploy applications to test different innovative ideas on using the sensor data.

Abstract: International audience; In this position paper the Société Francophone d’OncoGériatrie (SOFOG; French-speaking oncogeriatric society), the Société Française de Pharmacie Oncologique (SFPO, French society for oncology pharmacy), the Groupe d’Investigateurs Nationaux pour l’Étude des Cancers de l’Ovaire et du sein (GINECO, National Investigators’ Group for Studies in Ovarian and Breast Cancer) and the Groupe Français de chirurgie Oncologique et Gynécologique (FRANCOGYN) propose a multi-disciplinary care planning of ovarian cancer in older patients. The treatment pathway is based on four successive decisional nodes (diagnosis, resectability assessment, operability assessment, adjuvant, and maintenance treatment decision) implying multidisciplinarity and adaptation of the treatment plan according to the patient’s geriatric covariates and her motivation towards treatment. Specific attention must be paid to geriatric intervention, supportive care and pharmaceutical conciliation. Studies are needed to prospectively evaluate the impact of geriatric vulnerability parameters at each step of the treatment agenda and the impact of geriatric interventions on patient outcomes.

Abstract: We introduce the concept of Intrusion Resilience Systems (IRS) for modern vehicles. An IRS is a middleware that enables running a vehicular application in a replicated way, i.e., as a Replicated State Machine, over several ECUs. By requiring the replicated processes to reach a form of Byzantine agreement before changing their local state, the IRS ensures the resilience of critical vehicular applications despite assumed faults or attacks, as long as threat assumptions are met. This position paper proposes the tentative architecture of IRS and discusses its conceptual feasibility and underlying challenges. Our study rides the mutation of modern vehicular environments, which are closing the gap between simple and resource-scarce 'real-time and embedded systems', and complex and powerful 'information technology' ones. We show that current architectures are becoming plausible for such modular fault and intrusion tolerance solutions-deemed too heavy in the past. Our conclusion is that this topic deserves more attention in both academia and industry.

Abstract: Invited talk at the Research Seminar of Naver Labs Europe. March 8, 2022; Probabilistic text generators have been used to produce fake scientific papers for more than a decade. Now more complex AI-powered generation techniques produce texts indistinguishable from that of humans and the generation of scientific texts starting from a few keywords used as input has been documented. Our study introduces the concept of tortured phrases: unexpected weird phrases in lieu of established ones, such as ‘counterfeit consciousness’ instead of ‘artificial intelligence.’ Hypothesising the use of advanced language models we ran a detector on the abstracts of recent articles and on several control sets.

Abstract: International audience; Deep geological disposal aims to contain and isolate radioactive waste from the biosphere. Repository systems are made of multiple barriers working together, typically comprising the natural geological barrier provided by the repository host rock and its surroundings and an engineered barrier system. Due to their excellent properties for the confinement of contaminants, including low permeability, high sorption capacity, and swelling/self-sealing capacity, clayey materials are considered as engineered and/or natural barriers in most repository designs under development in Europe. During the lifetime of the repository, clay barriers will be exposed to perturbations, among which those are resulting from gas and heat production within the system. It is important to verify that these perturbations will not be detrimental to the good functioning of these barriers. In this paper, it is shown how the two EURAD R&D work packages, GAS and HITEC use a combination of experimental and modelling approaches to increase the understanding and predictability of the impact on clay barriers of the fundamental processes and their couplings related to gas and heat transport respectively, providing building blocks to support the evaluation of the robustness of the repository concepts.

Abstract: GPT-3 is a powerful artificial intelligence system that can generate text. In this paper, we explore GPT-3's ability to write about itself. We find that GPT-3 can generate clear and concise descriptions of its own capabilities and features. This is a significant advance over previous systems, which have often struggled to produce coherent text about themselves. We believe that the benefits of letting GPT-3 write about itself outweigh the risks. However, we recommend that any such writing be closely monitored by researchers in order to mitigate any potential negative consequences.

Abstract: International audience; The durability of paper documents treated with aminoalkylalkoxysilane copolymer (co-AAAS) flexible networks, as deacidifying and strengthenening agents, was studied. To this end, a 1922 lignocellulos ic newsprint paper was treated with co-AAASs and characterized. Physico-chemical properties such as pH, chromatism, opacity and mechanical strength were measured shortly upon treatment and several years after. In order to better understand the role of the initial degradation state of the paper and the impact of its constituents other than cellulose (lignin, alum-rosin sizing) on the treatment efficiency, several laboratory papers were added as models. It was shown that alum-rosin sizing contributed to a decrease in pH of the most degraded treated paper over the monitoring time, whereas the strengthening effect was mostly affected by the presence of lignin. In particular, for most papers, after several years, the gain in folding endurance was the lowest in the lignin-rich ones. The breaking length of all the papers increased post-treatment and over time, independently of the paper constituents. This was attributed to the slowly progressing aminoalkylalkoxysilanes polycondensation, on the scale of years, as evidenced by Cross Polarisation-Mass Angle Spinning 29 Si solid-state Nuclear Magnetic Resonance.

Abstract: A fair assignment of credit for multi-authored publications is a long-standing issue in scientometrics. In the calculation of the $h$-index, for instance, all co-authors receive equal credit for a given publication, independent of a given author's contribution to the work or of the total number of co-authors. Several attempts have been made to distribute the credit in a more appropriate manner. In a recent paper, Hirsch has suggested a new way of credit assignment that is fundamentally different from the previous ones: All credit for a multi-author paper goes to a single author, the called ``$\alpha$-author'', defined as the person with the highest current $h$-index not the highest $h$-index at the time of the paper's publication) (J. E. Hirsch, Scientometrics 118, 673 (2019)). The collection of papers this author has received credit for as $\alpha$-author is then used to calculate a new index, $h_{\alpha}$, following the same recipe as for the usual $h$ index. The objective of this new assignment is not a fairer distribution of credit, but rather the determination of an altogether different property, the degree of a person's scientific leadership. We show that given the complex time dependence of $h$ for individual scientists, the approach of using the current $h$ value instead of the historic one is problematic, and we argue that it would be feasible to determine the $\alpha$-author at the time of the paper's publication instead. On the other hand, there are other practical considerations that make the calculation of the proposed $h_{\alpha}$ very difficult. Abstract: At the end of the 20th century, the future of the paper was not very optimistic due to the development of numerical technologies. Even if some paper grades have suffered, others like packaging boards, tissue papers and speciality papers have good economic trends. Furthermore, the environmental policies contribute to the development of natural fibre based materials and also to reuse a maximum of materials. Another important point to take into account is the climate warming, the fossil resources depletion and the trade globalization. All of that leads to new potential resources in order to produce greener paper and board. This chapter highlights the origin of natural fibres which could be used in the pulp and paper business, describes briefly the pulping and papermaking processes including some aspects about the specificity of the use of annual plants and to presents some new challenges for papermakers.

Abstract: International audience; World War I marked the final point of the continuous process of fiduciarisation of money, of the detachment from its substance, the final point of establishing « Russian type of ideal money ». Paper currency was a Russian tradition, since 1769, until the introduction of the gold standard in 1897. The war brought back the dominance of the paper currency. In this paper, I will consecutively dwell on: (i) the role of paper currency and loans during the war and the discussions among the leading Russian economists as regards the evolution of the monetary regime. I will then examine, (ii) Tugan’s business cycle (conjunctural) theory of the value of money associated with aggregate demand, and especially with the development of the model of money demand and its endogeneity, and finally (iii) on Tugan’s proposals for managed paper currency by controlling the exchange rate.; La Première Guerre mondiale a marqué la fin du long processus de fiduciarisation de la monnaie et la fin de l’établissement d’une « monnaie idéale de type russe ». Le papier-monnaie était une tradition russe depuis 1769, jusqu’à l’introduction de l’étalon-or en 1897. La guerre a ramené la domination du papier-monnaie. Dans cet article, je m’attarderai sur : (i) le rôle du papier-monnaie et des emprunts pour le financement de la guerre et sur les discussions entre les économistes russes concernant l’évolution du régime monétaire. Abstract: In this work, we describe an eco-friendly and cost-efficient method for the production of highly dispersed few-layer graphene solution using karaya gum as bio-inspired exfoliating agent. The as-synthesized graphene aqueous solution can be easily applied on paper sheet through dip- or brush-coating thanks to the binding properties of the gum and to the functional groups on the paper surface with the graphene sheets. The as-synthesized composites display high mechanical strength and high electrical conductivity for numerous downstream applications. Electronic circuits can be designed on such graphene-paper composites either by controlling the graphene deposit or by post-laser etching with high lateral resolution. The laser beam can also be used to create local graphitization or partial etching of the conductive line in order to generate conductive areas with different resistance. The designed smart graphene paper was experimentally tested in different electronic applications, such as lightweight conductive circuit, as well as flexible keyboard which can be directly linked to a computer, thus opening up a new route for the development of daily life connected objects.

Abstract: International audience; AIM: The families of hospitalised preterm infants risk depression and post-traumatic stress and the preterm infants risk re-hospitalisation. The French neonatal society's aim was to review the literature on how the transition from hospital to home could limit these risks and to produce a position paper.METHODS: A systematic literature review was performed covering 1 January 2000 to 1 January 2018, and multidisciplinary experts examined the scientific evidence.RESULTS: We identified 939 English and French papers and 169 are quoted in the position paper. Most studies stressed the importance of early, personalised and progressive involvement of the family. Healthcare staff and families should assess discharge preparations jointly. This evaluation should assess the capacities of the newborn infant, with regard to its physiological maturity. It should also assess the family's ability to supply the medical, psychological and social assistance required before and after discharge. There should be a structured follow-up process that includes effective communication, various tools, interventions, networks, health and social professionals.CONCLUSION: Discharge preparations may improve the transition from hospital to home and the outcomes for the parents and newborn preterm infant. This early family-centred approach should be structured, coordinated and based on individual needs and circumstances.

Abstract: International audience; The hemp plant Cannabis sativa Linn, referring to industrial hemp, is a high-yielding annual industrial crop grown providing fibers from hemp stalk and oil from hemp seeds. Although hemp is a niche crop, hemp production is currently undergoing a renaissance. More than 30 countries grow hemp, with China being the largest hemp producing and exporting country. Europe and Canada are also important actors in the global hemp market. Traditionally, hemp as a fiber plant has been used for the production of apparels, fabrics, papers, cordages and building materials. The hurds, as waste by-product of fiber production, were used for bedding of animals, the seeds for human nutrition, e.g., as flour, and the oil for a wide range of purposes, from cooking to cosmetics. Hemp has also been an important crop throughout human history for medicine. Other more recent applications include materials for insulation and furniture, automotive composites for interior applications and motor vehicle parts, bioplastics, jewelry and fashion sectors, animal feed, animal bedding, and energy and fuel production. Foods containing hemp seed and oil are currently marketed worldwide for both animal and human nutrition. They also find applications in beverages and in neutraceutical products. Hemp oil is also used for cosmetics and personal care items, paints, printing inks, detergents and solvents. It is estimated that the global market for hemp consists of more than 25,000 products. Currently, the construction and insulation sector, paper and textile industries, and food and nutrition domains are the main markets while the cosmetics and automotive sector are growing markets. Innovative applications, e.g., in the medical and therapeutic domains, cosmeceuticals, phytoremediation, acoustic domain, wastewater treatment, biofuels, biopesticides and biotechnology, open new challenges. Hemp is also the object of numerous fundamental studies. This review presents and discusses the traditional and new uses of industrial hemp.

Abstract: The black-hole information paradox provides a stringent test of would-be theories of quantum gravity. String theory has made significant progress toward a resolution of this paradox, and has led to the fuzzball and microstate geometry programs. The central thesis of these programs is that only string theory has sufficiently many degrees of freedom to resolve black-hole microstructure, and that horizons and singularities are artifacts of attempting to describe gravity using a theory that has too few degrees of freedom to resolve the physics. Fuzzballs and microstate geometries recast black holes within string theory as horizonless and singularity-free objects that not only resolve the paradox but provide new insight into the underlying microstructure. Abstract: We build an agent-based model to study how coordination failures, credit con- straints and unequal access to investment opportunities affect inequality and aggre- gate income dynamics. The economy is populated by households who can invest in alternative projects associated with different productivity growth rates. Access to investment projects also depends on credit availability. The income of each house- hold is determined by the output of the project but also by aggregate demand conditions. We show that aggregate dynamics is affected by income distribution. Moreover, we show that the model features a trickle-up growth dynamics. Redis- tribution towards poorer households raises aggregate demand and is beneficial for the income growth of all agents in the economy. Extensive numerical simulations show that our model is able to reproduce several stylized facts concerning income inequality and social mobility. Finally, we test the impact of redistributive fiscal policies, showing that fiscal policies facilitating access to investment opportunities by poor households have the largest impact in terms of raising long-run aggregate income and decreasing income inequality. Moreover, policy timing is important: fiscal policies that are implemented too late may have no significant effects on in- equality.

Abstract: The rapidly increasing participation of renewable energies (REn) into the electric mix, clearly traces the trends for the decarbonization goals in the European Union. Under the priority sale conditions established by governments, the commercialization of REn plays an important role in the consolidation of market prices, which are on a decreasing trend with large fluctuations that reduce the profit in the power sector and therefore, the interest of potential investors. The incorporation of small power capacities, available with a considerable fleet of electric vehicles (EV) disposed to support the bulk power system through an intelligent, and possibly bidirectional recharging system (the vehicle grid integration VGI), could havea positive impact on the electricity market as well as in CO2 emissions. In this context, our purpose is to simulate the impact of a large development of EV on the electricity market andthe economic surplus of the power sector. Through a VGI tool that includes an algorithm of smart charging, we simulate the behavior of a fleet composed by some millions of EV as follows: a decentralized VGI algorithm of smart charging included in each EV estimates the energy consumption in time of the EV fleet. For a specific number of EV, we simulate the aggregated charge on the power grid, and anticipate the total expected load curve for one day. We use the estimated load curve as input in an electricity market model for calculating the producer’s surplus over one year. We show that the increasing EV fleet significantly decreases the fluctuation of the residual electricity demand as well as the electricity price. Consequently, this has a positive impact on the surplus of the sector.
