Abstract: National audience; Des chercheurs de l’Observatoire Hommes-Milieux Vallée du Rhône (CNRS-INEE) ont travaillé en 2017-2018 sur la bancarisation et la visualisation de ressources biophysiques historiques sur le fleuve Rhône. Ce projet interdisciplinaire, associant des géographes et des écologues, a consisté à prospecter des services d’archives encore peu explorés afin d’améliorer la connaissance du fonctionnement biophysique du fleuve, notamment avant les grandes transformations liées à l’aménagement hydraulique du Rhône (pré-1850).Une base de données contenant 350 cartes, plans et relevés topographiques issus de 14 services d’archives institutionnels, départementaux et nationaux a été compilée sur l’ensemble du Rhône français (530 km de long), du 17e au milieu du 20e siècle. Cette base de données augmente substantiellement le nombre de cartes déjà collectées dans les précédents programmes de recherche, elle couvre une plus longue période et devrait permettre des analyses spatio-temporelles plus détaillées. Elle offre ainsi la possibilité d’affiner la connaissance de la trajectoire socio-environnementale du Rhône grâce à l’étude de l’évolution des différents compartiments de la plaine alluviale, par exemple la morphologie des chenaux en eau, la végétation riveraine ou encore les éléments anthropiques (bâti, routes, rail, ouvrages hydrauliques).Afin de valoriser la base de données et la rendre accessible au plus grand nombre, l’idée d’un data paper a émergé à la fin du projet. Cette communication propose de revenir sur les différentes étapes de son élaboration : choix de la revue, choix de l’entrepôt de données, gestion des différentes politiques de réutilisation des données d’archives, préparation des données, rédaction, réflexion sur la section Data use and application du manuscrit, soumission, révision publique. L’article publié dans Earth System Science Data en 2021 est le premier data paper en SHS de l’OHM Vallée du Rhône.

Présentation de 25 ans de données du projet ThEMA dans un data paperThesaurus Exemplorum Medii Aevi (ThEMA) est une base de données collaborative sur les exempla médiévaux.Les sermons médiévaux renferment des milliers d’exempla, ou histoires exemplaires, souvent utilisés pourtransmettre doctrine et morale religieuses aux fidèles. Longtemps considérés comme une part négligeable destextes dogmatiques et moraux, ils sont désormais aussi approchés comme sources culturelles et historiques.Développée par l’historien Jacques Le Goff et ses héritiers, ThEMA comporte actuellement plus de 12 000 exem-pla indexés couvrant un long Moyen Âge s’étendant de l’Europe latine à Byzance et l’Asie, provenant de sourceschrétiennes, juives, islamiques et bouddhistes. La conversion au format XML-TEI et l’engagement vers des « FAIRdata » permettent un usage élargi des données.

Abstract: International audience; Food has become a social issue. Developing a healthy relationship with food is a complex process as it implies a behaviour change. At first sight, recent advances in recommender system domain ensure personalised service and assistance of a user in decision-making process. However, traditional recommender systems lack the consideration of health-related factors (e.g., healthy diet guidelines, foodallergies, etc.). Moreover, instead of recommending a new item (recipe), an effective system should apply persuasion strategies to accompany a user in a long process, a little step at a time. Furthermore, most of existing recommender models do not take privacy preservation into account. In this position paper, we outline the challenges faced by a persuasive system for promoting eating habits and discuss our vision on the implementation of adaptive and privacy-aware persuasive strategies for healthy food promotion.

Abstract: Research assessment reform is crucial for the social sustainability of research infrastructures (RIs): RIs can only thrive in the long term if the researchers who contribute to their development and growth receive academic credit for the kind of work they do in and around research infrastructures. To put it bluntly, research infrastructures have a vested interest in supporting the reform of research assessment. But, conversely, ongoing attempts to reform research assessment can also benefit from the work of research infrastructures because RIs have a great deal of experience creating and maintaining public services for producing, curating and harvesting both traditional and non-traditional academic outputs. The goal of this paper is to outline DARIAH’s position on the importance of research assessment reform for thematic RIs and the importance of thematic RIs for research assessment reform at the European level.

Abstract: What challenges does international law face in dealing with the ecological crisis? Can the actors, the rules, the tools for implementing international law evolve to contribute effectively to the resolution of socio-environmental problems? In order to respond to the ambitious command of the International Law Association to the Working Groups, the group that drafted the White paper on Anthropocene, coordinated by Sandrine Maljean-Dubois, undertook a very useful exercise in anticipation. While international law has a role to play, we cannot expect everything from it. It is not so much a revolution in values as a multiplication of changes in governance practices that could lead to the timely consideration of ecological preservation through international law.; À quels défis le droit international est-il confronté pour faire face à la crise écologique ? Les acteurs, les règles, les outils de mise en œuvre du droit international peuvent-ils évoluer pour contribuer efficacement à la résolution des problèmes socio-environnementaux ? Pour répondre à la commande ambitieuse de l’Association de Droit International aux groupes de travail sur le droit international de demain, l’équipe de rédaction du Livre Blanc sur l’anthropocène, coordonnée par Sandrine Maljean-Dubois, s’est livrée à un exercice d’anticipation fort utile. Si le droit international a un rôle à jouer, on ne peut pas tout en attendre. C’est moins une révolution des valeurs qu’une multiplication de changements de pratiques en matière de gouvernance, qui pourront conduire à une prise en compte, en temps utile, de la préservation écologique par le droit international.

7. Comparison of the environmental impacts of three support wires for tomato farming: paper, jute and polypropylene

Abstract: Small companies encounter difficulties to adapt to new markets with a sustainable perspective. The subject of this article is a paper transformation company which has been eager to develop the organic farming market by developing a new plant support. Alternatives made from plant fibres or plastics exist, such as jute and polypropylene. The main difficulty of this project was to ecodesign a paper product with a multicriteria approach. The factors consi according to the Life Cycle Assessment methodology (on raw material extraction, manufacturing and end-of-life) are summarised. Secondly, the characteristics of the product are discussed in regards to these results and questions as part of the interpretation phase. Finally, ways of improvement of the of the LCA methodology to improve the study in terms of geographical representativeness and societal considerations are discussed.

Abstract: Analysing the available data relative to the anisotropies of the ultra-high-energy cosmic rays (UHECR) at intermediate angular scales, we examine to what extent they can be used to constrain the origin of these particles, and what could be gained from a new generation of observatories with increased exposure. We simulate realistic UHECR sky maps for a wide range of scenarios, with the assumption that the distribution of UHECR sources follows that of matter in the Universe, also considering possible biases. We produce numerous datasets on which we apply similar analyses as those recently used by the Auger and TA collaborations. We find that: i) the investigated scenarios can easily account for the significance of the anisotropies reported by Auger and TA; ii) the direction in which the maximum flux excess is found in the Auger data differs from where it is found in most of our simulations; iii) for datasets simulated with the same astrophysical scenario, the significance with which the isotropy hypothesis is rejected through the Auger likelihood analysis can be largest either when "all galaxies" or when "starburst" galaxies are used to model the signal, depending on which GMF model is used; iv) the study of the energy evolution of the anisotropy patterns can provide new insight about the origin of UHECRs; v) the direction in which the most significant flux excess is found in the Auger dataset above 8 EeV appears to essentially disappear in the dataset above 32 EeV; vi) this appears to be very uncommon in our simulations, which could point to a failure of some generic assumption in the investigated scenarios, such as the predominance of a unique type of sources in the flux above the ankle, with essentially the same composition and spectrum; vii) a meaningful measurement of their energy evolution, from 10 EeV to the highest energies, will require a significant increase in statistics., Comment: 28 pages, 23 figures

Abstract: National audience; La communication investit la question des pratiques de citation des data papers en archéologie à travers le cas d’étude du Journal of Open Archaeology Data. En ciblant les auteurs ayant cité un des data papers de la revue, l’approche choisie d’une enquête par questionnaire permet de révéler leurs motivations. A partir des réponses de 19 auteurs, l’enquête montre que la citation des data papers en archéologie est le fruit de chercheurs sensibles à l’ouverture des résultats de la science et s’inscrit dans un contexte d’émergence de ce nouveau type de publication. Souvent cité à la place du jeu de données, le data paper est perçu à la fois comme un point d’entrée vers celui-ci et comme un moyen de délester l’article de recherche d’une partie méthodologique sur le processus de collecte des données. Ces résultats révèlent donc une utilisation du data paper dans les pratiques de citation comme document situé à l’articulation entre données et article de recherche.

Abstract: In 1923, the Philosophical Transactions published G. I. Taylor’s seminal paper on the stability of what we now call Taylor–Couette flow. In the century since the paper was published, Taylor’s ground-breaking linear stability analysis of fluid flow between two rotating cylinders has had an enormous impact on the field of fluid mechanics. The paper’s influence has extended to general rotating flows, geophysical flows and astrophysical flows, not to mention its significance in firmly establishing several foundational concepts in fluid mechanics that are now broadly accepted. This two-part issue includes review articles and research articles spanning a broad range of contemporary research areas, all rooted in Taylor’s landmark paper. This article is part of the theme issue ‘Taylor–Couette and related flows on the centennial of Taylor’s seminal Philosophical Transactions paper (part 1)’.

Abstract: To improve reliability in latency-critical applications, a point-to-point communication system with heterogeneous decoding deadlines is considered. Unlike existing work, this system allows for a message to arrive before the decoding deadline of a prior message. A new coding scheme with finite blocklength codewords is introduced exploiting the dirty paper coding principle. Rigorous bounds are derived for achievable error probabilities. Moreover, numerical results illustrate that the proposed scheme outperforms time sharing for a wide range of blocklengths.

Abstract: International audience; The International Symposium on Andean Geodynamics (ISAG) is an international conference that was held, on average, every 3-4 years in different European cities between 1990 (Grenoble) and 2008 (Nice). These symposia usually offer an opportunity for researchers from Latin American countries and Europe as well as other countries to review the state of knowledge in geosciences on the Andes. After a long period without an edition, the 8th ISAG was organized for the first time in a Latin American country, Ecuador, from 24th to 26th September 2019. The organizing committee led by Pablo Samaniego relied heavily on the Instituto Geofísico of the Escuela Politécnica Nacional (IG-EPN) and the Institut de Recherche pour le Développement (IRD), in particular through its office in Quito, and through the Laboratoire Mixte International in France and Ecuador: "Seismes et Volcans dans les Andes du Nord" (LMI-SVAN); and the French Embassy in Ecuador. Field trips in tectonics, seismotectonics and volcanology at emblematic sites in Ecuador were organized by researchers from the IRD (Isterre and LMV), the Institut de Radio Protection Nucléaire (IRSN), IG-EPN and the University of Geneva. Four invited speakers gave presentations: Peter Molnar (University of Boulder) on the mechanisms of the Andes uplift, Suzanne Kay (Cornell University) on its magmatism, Victor Ramos (University of Buenos Aires) on the scientific approaches developed through time for the Andean orogeny and Eric Calais (Ecole Normale Supérieure de Paris) on the difficulty of dialog between seismic risk specialists and the authorities in Haiti. The symposium also provided an opportunity for more than 250 participants to meet, with more than 80 oral presentations and over 150 posters. As a result of this conference, the Editor of the Journal of South American Earth Sciences proposed to the organizing committee to publish a special issue on the contours of these presentations. Following the peer review process, 19 papers are published in this special issue. These manuscripts reflect the various disciplinary fields, geophysics and deep imaging, tectonics, volcanism, geomorphology and seismic hazard, from the local scale to the Andes as a whole. Not surprisingly, a higher density of works is found in Ecuador and the northern Andes (Figure 1). As this collection of articles reflects the outlines of a symposium and not a specific scientific question, our aim here is not to develop a synthesis of current knowledge on the Andes. We therefore present these articles in sequence, by discipline, although this categorization may appear subjective since some articles are multidisciplinary.

Abstract: International audience; Extracellular vesicles (EV) are emergent therapeutic effectors that have reached clinical trial investigation. To translate EV-based therapeutic to clinic, the challenge is to demonstrate quality, safety, and efficacy, as required for any medicinal product. EV research translation into medicinal products is an exciting and challenging perspective. Recent papers, provide important guidance on regulatory aspects of pharmaceutical development, defining EVs for therapeutic applications and critical considerations for the development of potency tests. In addition, the ISEV Task Force on Regulatory Affairs and Clinical Use of EV-based Therapeutics as well as the Exosomes Committee from the ISCT are expected to contribute in an active way to the development of EV-based medicinal products by providing update on the scientific progress in EVs field, information to patients and expert resource network for regulatory bodies. The contribution of our work group "Extracellular Vesicle translatiOn to clinicaL perspectiVEs - EVOLVE France", created in 2020, can be positioned in complement to all these important initiatives. Based on complementary scientific, technical, and medical expertise, we provide EV-specific recommendations for manufacturing, quality control, analytics, non-clinical development, and clinical trials, according to current European legislation. We especially focus on early phase clinical trials concerning immediate needs in the field. The main contents of the investigational medicinal product dossier, marketing authorization applications, and critical guideline information are outlined for the transition from research to clinical development and ultimate market authorization.

Abstract: Recent empirical analysis of income distributions are often limited by the exclusive availability of data in a grouped format. This data format is made particularly restrictive by a lack of information on the underlying grouping mechanism and sampling variability of the grouped-data statistics it contains. These restrictions often result in the unavailability of an analytical parametric likelihood function exploiting all information available in the grouped data. Building on recent methods for inference on parametric income distributions for this type of data, this paper explores a new Approximate Bayesian Computation (ABC) approach. ABC overcomes the restrictions posed by grouped data for Bayesian inference through a non-parametric approximation of the likelihood function exploiting simulated data from the income distribution model. Empirical applications of the proposed ABC method in both simulated and World Bank's PovCalNet data illustrate the performance and suitability of the method for the typical formats of grouped data on incomes.

Abstract: International audience; Ultrasonic welding is a serious candidate in the development of methods to assemble papers and paperboards without using additional substances. However, the ultrasonic welding of papers remains a technological challenge considering the low weldability of lignocellulosic materials. This study aims to investigate on the ultrasonic welding process applied to papers in order to identify the processing conditions which favor the formation of strong welded joints. To reach such purpose, an experimental strategy was developed by combining the characterization of welded materials and the monitoring of process parameters. Experimentations were performed using a reference paper displaying a good weldability to specifically highlight the contribution of process parameters. Results indicate that the process is highly sensitive to vibration amplitude, power supplied by the high frequency generator, and sample thickness. Power seems to be a reliable indicator of the severity of the process. A strong decrease in the strength of the welded joints is observed when working with low thicknesses. It seems that the layers coated on top of papers are the main part of the material contributing in the development of adhesion at the welding joint. Overall, instrumenting the device has led to a better understanding of the ultrasonic welding of papers.

Abstract: International audience; This paper focuses on the problem of the hierarchical multi‐label classification of research papers, which is the task of assigning the set of relevant labels for a paper from a hierarchy, using reduced amounts of labelled training data. Specifically, we study leveraging unlabelled data, which are usually plentiful and easy to collect, in addition to the few available labelled ones in a semi‐supervised learning framework for achieving better performance results. Thus, in this paper, we propose a semi‐supervised approach for the hierarchical multi‐label classification task of research papers based on the well‐known Co‐training algorithm, which exploit content and bibliographic coupling information as two distinct papers' views. In our approach, two hierarchical multi‐label classifiers, are learnt on different views of the labelled data, and iteratively select their most confident unlabelled samples, which are further added to the labelled set. The success of our suggested Co‐training‐based approach lies in two main components. The first is the use of two suggested selection criteria (i.e., Maximum Agreement and Labels Cardinality Consistency) that enforce selecting confident unlabelled samples. The second is the appliance of an oversampling method that rebalances the labels distribution of the initial labelled set, which reduces the reinforcement of the label imbalance issue during the Co‐training learning. The proposed approach is evaluated using a collection of scientific papers extracted from the ACM digital library. Performed experiments show the effectiveness of our approach with regards to several baseline methods.

Abstract: Fungi have the ability to transform organic materials into a rich and diverse set of useful products and provide distinct opportunities for tackling the urgent challenges before all humans. Fungal biotechnology can advance the transition from our petroleum-based economy into a bio-based circular economy and has the ability to sustainably produce resilient sources of food, feed, chemicals, fuels, textiles, and materials for construction, automotive and transportation industries, for furniture and beyond. Fungal biotechnology offers solutions for securing, stabilizing and enhancing the food supply for a growing human population, while simultaneously lowering greenhouse gas emissions. Fungal biotechnology has, thus, the potential to make a significant contribution to climate change mitigation and meeting the United Nation’s sustainable development goals through the rational improvement of new and established fungal cell factories. The White Paper presented here is the result of the 2nd Think Tank meeting held by the EUROFUNG consortium in Berlin in October 2019. This paper highlights discussions on current opportunities and research challenges in fungal biotechnology and aims to inform scientists, educators, the general public, industrial stakeholders and policymakers about the current fungal biotech revolution.

Abstract: International audience; Button batteries (BB) remain a health hazard to children as ingestion might lead to life-threatening complications, especially if the battery is impacted in the esophagus. Worldwide initiatives have been set up in order to prevent and also timely diagnose and manage BB ingestions. A European Society for Paediatric Gastroenterology Hepatology and Nutrition (ESPGHAN) task force for BB ingestions has been founded, which aimed to contribute to reducing the health risks related to this event. It is important to focus on the European setting, next to other worldwide initiatives, to develop and implement effective management strategies. As one of the first initiatives of the ESPGHAN task force, this ESPGHAN position paper has been written. The literature is summarized, and prevention strategies are discussed focusing on some controversial topics. An algorithm for the diagnosis and management of BB ingestions is presented and compared to previous guidelines (NASPGHAN, National Poison Center). In agreement with earlier guidelines, immediate localization of the BB is important and in case of esophageal impaction, the BB should be removed instantly (preferably 12 hours after ingestion or time point of removal >12 hours after ingestion) and esophageal impaction the guideline suggests to perform a CT scan in order to evaluate for vascular injury before removing the battery. In delayed diagnosis, even if the battery has passed the esophagus, endoscopy to screen for esophageal damage and a CT scan to rule out vascular injury should be considered even in asymptomatic children. Abstract: International audience; The origin of Tibetan papermaking is poorly documented. Up to now, only the Tibetan paper fragments from Endere and Dunhuang sites have been scientifically studied outlining the basic knowledge about plant fiber uses and artwork manufacturing procedures. In order to deepen the knowledge on the unique ancient Tibetan papermaking, we report here the analysis of a set of paper fragments from the Samye Monastery in south Tibet, China. Multidisciplinary scientific investigations utilizing 14C radiocarbon dating, microscopic observation, scanning electron microscopy (SEM), pyrolysis-gas chromatography/mass spectrometry (Py-GC/MS), pyrolysis-comprehensive gas chromatography/mass spectrometry (Py-GCxGC/MS), and proteomic analysis have been applied to these ancient paper fragments. The results show that the fragments were dated to the 12th~13th century AD and made from fibers of the Thymelaeaceae family plant Stellera Chamaejasme L of which the fiber’s chemical profiles have been firstly studied. The presence of starch granules from Triticum spp wheat and proteins from bovine milk (more likely assigned to native yak), offers the first indication that a unique sizing technique using starch-milk sizing had been employed in early Tibetan papermaking, compared to using alum-animal glue sizing agent which is more popular in contemporary Central China. The combined use of organic material (unaltered starch grains) and inorganic material (calcium carbonate) as paper fillers is also firstly revealed in Tibetan papermaking. The application of Py-GC/MS, Py-GCxGC/MS and proteomic analysis revealed more detailed profiles of early Tibetan hand papermaking, indicating that these methods have great potential to explore the production technology of ancient handmade papers.

Abstract: Since its discovery in 1987, the monumental basin of Bibracte questions archeologists because of its atypical orientation that was thought not to follow the way on which it lies. We study 4 archeoastronomical papers dealing with the orientation of the short and long axes on the sun rise at winter solstice or on peculiar stars and we discuss the validity of these hypotheses., Depuis sa découverte en 1987, le bassin monumental du site archéologique de Bibracte interroge les archéologues de par son orientation atypique dont on pensait qu'elle ne suivait pas la voie sur laquelle il est sis. Abstract: Témoignant du peu de travaux ethnographiques et historiques publiés au sujet du démariage en Ouzbékistan lors des dernières décennies, ce working paper interroge l’hypothèse selon laquelle l’accroissement des démariages répondrait principalement à l’individualisme et à la redéfinition des attentes affectives et conjugales de la jeunesse dans un contexte de libéralisation des pratiques économiques. Revenant sur le cadre juridique islamique qui présidait aux ruptures conjugales jusqu’aux deux premières décennies du XXe s, il expose certains enjeux économiques du démariage et retrace les transformations du marché matrimonial ouzbek aux ères soviétique et post-soviétique. Présentant le démariage comme une fenêtre pour étudier le devenir des pratiques de consommation, des liens de parenté, des émotions et de la sexualité des Ouzbeks, il donne un court aperçu de ma démarche ethnographique.

Cette mise en perspective consistera notamment à examiner si l’action publique menée durant les six dernières années constitue une « accélération des tendances anciennes » (Driant, 2020) comme le retrait étatique du financement du logement social (Pollard, 2018) avec un approfondissement de la dépendance des politiques du logement social aux mécanismes de valorisation foncière et immobilière (Gimat et Halbert). Par ailleurs, ce working paper met en lumière les dynamiques relatives à trois idées ayant fait l’objet d’une attention particulière des acteurs des politiques publiques du logement depuis 2015.

Abstract: Background One year after the declaration of the coronavirus disease 2019 (COVID-19) pandemic by the World Health Organization (WHO) and despite the implementation of mandatory physical barriers and social distancing, humanity remains challenged by a long-lasting and devastating public health crisis. Management Non-pharmacological interventions (NPIs) are efficient mitigation strategies. The success of these NPIs is dependent on the approval and commitment of the population. The launch of a mass vaccination program in many countries in late December 2020 with mRNA vaccines, adenovirus-based vaccines, and inactivated virus vaccines has generated hope for the end of the pandemic. Current Issues The continuous appearance of new pathogenic viral strains and the ability of vaccines to prevent infection and transmission raise important concerns as we try to achieve community immunity against severe acute respiratory syndrome coronavirus type 2 (SARS-CoV-2) and its variants. The need of a second and even third generation of vaccines has already been acknowledged by the WHO and governments. Perspectives There is a critical and urgent need for a balanced and integrated strategy for the management of the COVID-19 outbreaks organized on three axes: (1) Prevention of the SARS-CoV-2 infection, (2) Detection and early diagnosis of patients at risk of disease worsening, and (3) Anticipation of medical care (PDA). Conclusion The “PDA strategy” integrated into state policy for the support and expansion of health systems and introduction of digital organizations (i.e., telemedicine, e-Health, artificial intelligence, and machine-learning technology) is of major importance for the preservation of citizens' health and life world-wide.

Abstract: Endothelial cells (ECs) are sentinels of cardiovascular health. Their function is reduced by the presence of cardiovascular risk factors, and is regained once pathological stimuli are removed. In this European Society for Cardiology Position Paper, we describe endothelial dysfunction as a spectrum of phenotypic states and advocate further studies to determine the role of EC subtypes in cardiovascular disease. We conclude that there is no single ideal method for measurement of endothelial function. Techniques to measure coronary epicardial and micro-vascular function are well established but they are invasive, time-consuming, and expensive. Flow-mediated dilatation (FMD) of the brachial arteries provides a non-invasive alternative but is technically challenging and requires extensive training and standardization. We, therefore, propose that a consensus methodology for FMD is universally adopted to minimize technical variation between studies, and that reference FMD values are established for different populations of healthy individuals and patient groups. Newer techniques to measure endothelial function that are relatively easy to perform, such as finger plethysmography and the retinal flicker test, have the potential for increased clinical use provided a consensus is achieved on the measurement protocol used. We recommend further clinical studies to establish reference values for these techniques and to assess their ability to improve cardiovascular risk stratification. We advocate future studies to determine whether integration of endothelial function measurements with patient-specific epigenetic data and other biomarkers can enhance the stratification of patients for differential diagnosis, disease progression, and responses to therapy.

Abstract: International audience; We use the focused proof system LJF as a framework for describing term structures and substitution. Since the proof theory of LJF does not pick a canonical polarization for primitive types, two different approaches to term representation arise. When primitive types are given the negative polarity, LJF proofs encode terms as tree-like structures in a familiar fashion. In this situation, cut elimination also yields the familiar notion of substitution. On the other hand, when primitive types are given the positive polarity, LJF proofs yield a structure in which explicit sharing of term structures is possible. Such a representation of terms provides an explicit method for sharing term structures. In this setting, cut elimination yields a different notion of substitution. We illustrate these two approaches to term representation by applying them to the encoding of untyped λ-terms. We also exploit concurrency theory techniques-namely traces and simulation-to compare untyped λ-terms using such different structuring disciplines.

Abstract: International audience; World War I marked the final point of the continuous process of fiduciarisation of money, of the detachment from its substance, the final point of establishing « Russian type of ideal money ». Paper currency was a Russian tradition, since 1769, until the introduction of the gold standard in 1897. The war brought back the dominance of the paper currency. In this paper, I will consecutively dwell on: (i) the role of paper currency and loans during the war and the discussions among the leading Russian economists as regards the evolution of the monetary regime. I will then examine, (ii) Tugan’s business cycle (conjunctural) theory of the value of money associated with aggregate demand, and especially with the development of the model of money demand and its endogeneity, and finally (iii) on Tugan’s proposals for managed paper currency by controlling the exchange rate.; La Première Guerre mondiale a marqué la fin du long processus de fiduciarisation de la monnaie et la fin de l’établissement d’une « monnaie idéale de type russe ». Le papier-monnaie était une tradition russe depuis 1769, jusqu’à l’introduction de l’étalon-or en 1897. La guerre a ramené la domination du papier-monnaie. Dans cet article, je m’attarderai sur : (i) le rôle du papier-monnaie et des emprunts pour le financement de la guerre et sur les discussions entre les économistes russes concernant l’évolution du régime monétaire. J’examinerai ensuite (ii) la théorie de M. Abstract: Electron Ion Collider (EIC) is a particle accelerator facility planned for construction at Brookhaven National Laboratory on Long Island, New York by the United States Department of Energy. EIC will provide capabilities of colliding beams of polarized electrons with polarized beams of proton and light ions. EIC will be one of the largest and most sophisticated new accelerator facilities worldwide, and the only new large-scale accelerator facility planned for construction in the United States in the next few decades. The versatility, resolving power and intensity of EIC will present many new opportunities to address some of the crucial and fundamental open scientific questions in particle physics. Abstract: International audience; Dans un cahier exécutable, nous décrivions les données produites par une série d’outils adaptables construits pour retrouver les mots employés dans une page d’un site web. Pour dépasser à terme les techniques de référencement actuelles, l’objectif était de disposer d’un instrument capable de réduire les contenus textuels d’une page web, expurgée des balises HTML et codes informatiques, en un lexique afin de pouvoir saisir le sens global porté par la page. Pour apporter une finesse sémantique, le lexique est lemmatisé et séparé selon les catégories grammaticales (verbe : actions, nom : champ nominal, adjectifs et adverbes : intensité, temporalité, etc.). Les ensembles de données obtenues sont alors combinés pour être représentés en nuages de mots paramétrables afin d’accompagner une lecture distante. Les données collectées dans l’environnement web du Parc National de Port-Cros, sont agrégées selon une typologie de sites. Les traitements et représentations montrent l’intérêt et la pertinence de cette instrumentation pour comparer les lexiques véhiculés par des pages. La sauvegarde de ces extractions ainsi que toute la chaîne de production est d’intérêt autant pour des travaux en continuité que pour les reproduire dans un cadre pédagogique.

Abstract: International audience; The durability of paper documents treated with aminoalkylalkoxysilane copolymer (co-AAAS) flexible networks, as deacidifying and strengthenening agents, was studied. To this end, a 1922 lignocellulos ic newsprint paper was treated with co-AAASs and characterized. Physico-chemical properties such as pH, chromatism, opacity and mechanical strength were measured shortly upon treatment and several years after. In order to better understand the role of the initial degradation state of the paper and the impact of its constituents other than cellulose (lignin, alum-rosin sizing) on the treatment efficiency, several laboratory papers were added as models. It was shown that alum-rosin sizing contributed to a decrease in pH of the most degraded treated paper over the monitoring time, whereas the strengthening effect was mostly affected by the presence of lignin. In particular, for most papers, after several years, the gain in folding endurance was the lowest in the lignin-rich ones. The breaking length of all the papers increased post-treatment and over time, independently of the paper constituents. This was attributed to the slowly progressing aminoalkylalkoxysilanes polycondensation, on the scale of years, as evidenced by Cross Polarisation-Mass Angle Spinning 29 Si solid-state Nuclear Magnetic Resonance.

Abstract: A fair assignment of credit for multi-authored publications is a long-standing issue in scientometrics. In the calculation of the $h$-index, for instance, all co-authors receive equal credit for a given publication, independent of a given author's contribution to the work or of the total number of co-authors. Several attempts have been made to distribute the credit in a more appropriate manner. In a recent paper, Hirsch has suggested a new way of credit assignment that is fundamentally different from the previous ones: All credit for a multi-author paper goes to a single author, the called ``$\alpha$-author'', defined as the person with the highest current $h$-index not the highest $h$-index at the time of the paper's publication) (J. E. Hirsch, Scientometrics 118, 673 (2019)). The collection of papers this author has received credit for as $\alpha$-author is then used to calculate a new index, $h_{\alpha}$, following the same recipe as for the usual $h$ index. The objective of this new assignment is not a fairer distribution of credit, but rather the determination of an altogether different property, the degree of a person's scientific leadership. We show that given the complex time dependence of $h$ for individual scientists, the approach of using the current $h$ value instead of the historic one is problematic, and we argue that it would be feasible to determine the $\alpha$-author at the time of the paper's publication instead. On the other hand, there are other practical considerations that make the calculation of the proposed $h_{\alpha}$ very difficult. Abstract: Since 2014 in Uganda, 15,000 people defined or self-defined as Maragoli have not obtained a biometric identity card. Having migrated from Kenya in the 1950s, the Maragoli were not included on the constitutional list of so-called indigenous groups. Their quest for citizenship has prompted a ‘self-documentation’ effort, involving the production of an origin narrative, a self-census, the collection of historical archives, and booklets of official correspondence, to document their request for recognition of indigenousness. This contribution examines how identificatory policies in a context of bureaucratization and biometrization of legal identities have had a profound impact on the social fabric, on practices, and on representations of the collective identity, of self and citizenship. Paradoxically, through the materialization of identity technology, people are counted, identified, and categorized, but also negotiate their identity.

Abstract: This introduction presents an overview of the key concepts discussed in the subsequent chapters of this book. The book explores scope to refine, and sometimes considerably qualify, certain points of this interpretation. It explains that personal identity booklets began to be issued in conjunction with the census in 1930. The book argues that the bureaucratic mobilization for the ethnic registration of Rwandans began immediately after independence, with major political effects. It describes the post-war identification reforms undertaken by the Ouattara regime certainly helped to deradicalize this ideological opposition under a technicist veneer, but at the price of a general amnesty for documentary fraud that amounted to state institutionalization of identity falsification. The book focuses on the use of ethnic identity cards in the violent history of Rwanda, and the preparation and conduct of the 1994 genocide.

Abstract: During the last century, two independent theories using the concept of dimensional reduction have been developed independently. The first, known as F\"oppl-von K\`arm\`an theory, uses Riemannian geometry and continuum mechanics to study the shaping of thin elastic structures which could become as complex as crumpled paper. The second one, known as Kaluza-Klein theory, uses Minkowskian geometry and general relativity to unify fundamental interactions and gravity under the same formalism. Here we draw a parallel between these two theories in an attempt to use concepts from elasticity theory of plates to recover the Einstein-Maxwell equations. We argue that Kaluza-Klein theory belongs to the same conceptual group of theories as three-dimensional elasticity, which upon dimensional reduction leads to the F\"oppl-von K\`arm\`an theory of two-dimensional elastic plates. We exploit this analogy to develop an alternative Kaluza-Klein formalism in the framework of elasticity theory in which the gravitational and electromagnetic fields are respectively associated with stretching-like and bending-like deformations. We show that our approach of dimensional reduction allows us to retrieve the Lagrangian densities of both gravitational, electromagnetic and Dirac spinors fields as well as the Lagrangian densities of mass and charge sources.

Abstract: International audience; Small cell densification is recognized as one of the most significant characteristics in the fifth-generation of communication systems (5G) and beyond. A substantial capacity boost can be achieved at a low cost by supplementing macro networks with numerous small cells to create ultra-dense heterogeneous networks, which can serve as the foundation for the next generation of services. In this paper, we investigate a model that accounts for the location and channel quality of an enhanced Mobile Broadband (eMBB) user as well as the locations, density, and energy levels of a large number of Internet of Things (IoT) devices. More specifically, the eMBB user is randomly distributed in the coverage area of the MBS, and given its channel gain, it adjusts its transmit power to achieve an acceptable Quality of Service (QoS). In contrast, the IoT devices are gathered around SBS and regulate their transmission power in accordance with their energy budget to minimize energy-efficient utility function. Due to the coupling, the Stackelberg-Nash differential game is initially used to model the power allocation problem, with the eMBB user playing the role of the leader and the IoT devices playing the role of the followers. Then, we use the mean-field approximation to construct a hierarchical mean-field game from which we can recover a set of equations that may be solved iteratively to provide the optimal power allocation strategies. Simulation results illustrate the optimal power allocation strategies and show the effectiveness of the proposed approach.

Abstract: In this work, we describe an eco-friendly and cost-efficient method for the production of highly dispersed few-layer graphene solution using karaya gum as bio-inspired exfoliating agent. The as-synthesized graphene aqueous solution can be easily applied on paper sheet through dip- or brush-coating thanks to the binding properties of the gum and to the functional groups on the paper surface with the graphene sheets. The as-synthesized composites display high mechanical strength and high electrical conductivity for numerous downstream applications. Electronic circuits can be designed on such graphene-paper composites either by controlling the graphene deposit or by post-laser etching with high lateral resolution. The laser beam can also be used to create local graphitization or partial etching of the conductive line in order to generate conductive areas with different resistance. The designed smart graphene paper was experimentally tested in different electronic applications, such as lightweight conductive circuit, as well as flexible keyboard which can be directly linked to a computer, thus opening up a new route for the development of daily life connected objects.

Abstract: International audience; In the last forty years Sahel has been depicted as a region in permanent 'crisis', environmental in the following of the 1970-80's droughts and security-driven with reference to the widespread insurgencies of the last decade. Within these frameworks, the notion of 'crisis' has been mobilized in a poorly analytical but highly performative way. Along with all-encompassing explanations like 'farmer-herder' conflict for scarce resources as well as religious radicalization driven by international jihadism, it has been used to justify a revival of problematic approaches and solutions. These dominant narratives depoliticise Sahelian societies and the historical and contemporary effects of development intervention on the society-environment relations. Building on a systemic approach (Morin), this communication proposes to consider the current situation in the light of a 'crisis' of development, here intended as a specific form of public action 'under aid-regime' characterised by high levels of extraversion and complexity. 'Crisis' takes here the meaning of a turning-point where political and social critiques leading to multiple forms of active contestation become major trends that affect the whole system and produce significant changes. Drawing from a scientific literature review and an empirical research on vernacular perceptions of 'security crisis' in Burkina Faso (2019-20), the communication shall highlight through several examples how insurgencies embody contestation of agricultural and environmental development and of its effects on peasant and pastoral moral economies (i.e. long-term ill-adaptation of conceptual models and policy, extraversion and local power relationships…). The case of Burkina Faso is illustrative of the scarce visibility in public debates of heterodox analysis and political solutions based on social equality, entitlements and rebalancing of power relationships. In conclusion, different potentially 'regressive' or 'progressive' scenarios of change at the interplay of international, national and local scales will be discussed.

Abstract: In Belgian-occupied Rwanda, there were identity booklets, never identity cards. These only appeared after independence. Massively distributed from the second half of 1930 onwards as part of the first general census of Hommes adultes valides (HAV) carried out in Ruanda-Urundi, these booklets of 16 to 24 pages (depending on the model) are de facto a real portable personal file that includes, among other information deemed useful by the Belgian administration, that appearing on the population census forms. Identification of the holder and control of tax payment seem to be the main reasons for the introduction of the identity booklet. The 'racial-ethnic' affiliation of the holder is therefore one piece of information among many others. It appears on the fourth page. Moreover, Rwandans were able to develop avoidance and circumvention strategies, so that changes in 'racial-ethnic' affiliation were possible until independence, and even long afterwards. This short text summarises an article that is currently being completed., Dans le Rwanda sous occupation belge, il y a eu des livrets d’identité, jamais de cartes d’identité. Celles-ci ne sont apparues qu’après l’indépendance. Distribués massivement dès le second semestre 1930 dans le cadre du premier recensement général des hommes adultes valides (HAV) effectué au Ruanda-Urundi, ces livrets de 16 à 24 pages (selon le modèle) sont de facto un véritable dossier personnel portatif qui reprend, entre autres informations jugées utiles par l’administration belge, celles figurant sur les fiches de recensement de la population. Identification du titulaire et contrôle de l’acquittement de l’impôt semblent les motivations principales de l’introduction du livret d’identité. L’appartenance « racialo-ethnique » du titulaire est donc une information parmi bien d’autres. Elle apparaît en quatrième page. Par ailleurs, les Rwandais surent développer des stratégies d’évitement et de contournement, de sorte que des changements d’appartenance « racialo-ethnique » ont été possibles jusqu’à l’indépendance, et même longtemps après. We further generalize the problem to a distributed flow shop consisting of m parallel two-machine flow-shops. Abstract: EconomiX Working Paper 2022/11; Surprisingly Simon's activities at the Cowles commission remain largely unexplored; while Simon and the Cowles shared a twofold wish to operationalize economics and to formalize human decision making. This is also during his time at the Cowles commission that Simon produces his emblematic paper formalizing bounded rationality. Furthermore, Simon claims that his participation at the Cowles was decisive in his awarding of the Nobel Prize. The aim of the paper is to produce such scrutiny. As such the claim of the paper is that Simon's relationship with the Cowles commission and its members was a bittersweet one. Indeed, such a collaboration started enthusiastically from both sides and ended surrounded by indifferences. We offer three explanations to this bittersweet relationship. First, both the Cowles and Simon shared a wish to formalize decision making problems; although, they had different conceptions about mathematical tools and the articulation between theory and empirics. Second, the irreconcilability of their conception of optimality threatened their common interest in operational research. Third, and more globally, Simon's and the Cowles's research agendas were not stabilized during this period explaining the enthusiastic phase as well as the cold one, once these two research agendas stabilized, but in different directions. The paper distinguishes four periods from 1947 to 1954 during Simon's time at the Cowles. Each section of the paper deals in turn with one of these four periods.

Abstract: Clinicians accept that there are many unknowns when we make diagnostic and therapeutic decisions. Acceptance of uncertainty is essential for the pursuit of the profession: bedside decisions must often be made on the basis of incomplete evidence. Over the years, physicians sometimes even do not realize anymore which the fundamental gaps in our knowledge are. As clinical scientists, however, we have to halt and consider what we do not know yet, and how we can move forward addressing those unknowns. The European Heart Rhythm Association (EHRA) believes that scanning the field of arrhythmia / cardiac electrophysiology to identify knowledge gaps which are not yet the subject of organized research, should be undertaken on a regular basis. Such a review (White Paper) should concentrate on research which is feasible, realistic, and clinically relevant, and should not deal with futuristic aspirations. It fits with the EHRA mission that these White Papers should be shared on a global basis in order to foster collaborative and needed research which will ultimately lead to better care for our patients. The present EHRA White Paper summarizes knowledge gaps in the management of atrial fibrillation, ventricular tachycardia/sudden death and heart failure.
