The collection of data on accidents in inland navigation is not mandatory in many European countries. The lack of a harmonized methodology or a centralized database of information on accidents makes it difficult to have a comprehensive picture of safety on European inland waterways. The problem becomes particularly evident in light of significant navigational challenges such as the introduction of autonomous shipping. To provide a better understanding of safety in inland navigation, the paper presents the results of an analysis of data on some 700 accidents which took place on the inland waterways in Austria and Serbia, over a 15-year period (2001/2002–2017). The analysis identifies the safety “hot spots” and the most important safety issues on examined waterways. Contrary to the widely-accepted belief, the results do not confirm that most of the accidents could be attributed to human failures and show that the removal of human operators from inland vessels could only have a limited positive impact on safety unless other aspects (primarily related to maintenance of the fleet and the waterway) are considered. Consequently, the paper outlines the fundamental conditions in which it would be possible to reduce the human presence or even remove the crew from inland ships.

The PIANC InCom/EnviCom Working Group 236 was established in early 2021 to develop PIANC guidelines for improving navigability conditions on natural or quasi-natural rivers, while maintaining morphological processesa nd natural river form and function. Its key objectives include: 1)development of guidelines to improve and maintain the navigability in natural rivers; 2) assess the sustainability of river training works designed to improve the navigability; 3) assess the sustainability of dynamic river management (monitoring and shifting of navigation aids to adapt the navigation channel to the river dynamics); 4) highlight the technical, operational, economic and environmental considerations for navigation in natural rivers compared to that in regulated rivers and canals; and 5) improve the understanding of the physical processes in natural rivers, developed with or without river training works. The developed guidance includes a planning framework for developing a navigability improvement masterplan for a natural or quasi-natural river system, and the integrated and adaptive management strategies that can be applied at as ystem scale. Specific interventions and measures have been identified to meet the dual goals of maintaining morphological river function and improving navigability conditions. These measures include dynamic charting; morphological dredging and disposal management; Temporary, Adaptable, and Flexible Training Structures (TAFTS); riverbed armoring and sediment nourishment; rock excavation; meander cutoffs and oxbow development; localized traditional river training structures; and channel closure structures. The impacts and strategies for mitigation associated with some of the measures are analyzed and discussed. Finally, the continual monitoring, management, and operational tools available for improving navigability in a morphologically active river system is presented. This paper presents a switched linear system representation of water canal dynamics to incorporate different operating modes, which arise due to the occurrence of extreme weather phenomena such as flooding and drought episodes. To guarantee the stability during mode switching, a proper analysis on permanence regions–given by a collection of equilibrium states–for the switched linear system is presented. The permanence region is computed within a compact set, which depends on an adequate level region for the canals. A suitable algorithm is used to formulate an asymptotic stable Model Predictive Control (MPC) that steers and maintains the states of the system inside the target region indefinitely in a feasible manner. Model predictive control (MPC) has been widely employed to control a large variety of water systems, such as dams, irrigation canals, inland waterways, drinking water networks and wastewater treatment plants. Its predictive capabilities and the possibility to incorporate constraints make MPC well suited to address several, and sometimes opposite, management objectives linked to water systems. The design of MPC for water systems is usually performed via dedicated software (e.g., Matlab) and tested in simulation using dedicated hydraulic software. However, the implementation of MPC strategies in real systems requires additional development to allow for its embedding within the information systems that are used by system managers. A possible solution is to create a tool based on Python that can be easily integrated with the information systems of managers, and within which existing Matlab solutions can be incorporated. Considering the effect of water depth on the engine power, a dynamic model is defined comprised of the engine dynamics and the 1-DoF ship manoeuvring dynamics. The modelling challenge is the determination of ship resistance. To meet this challenge analytical modelling of ship resistance is combined with an error-filtering online learning (EFOL) scheme for computing an approximation of the unmodeled part of ship resistance related to wind and air. Objective: This study investigates the implementation of the waterborne platooning transport concept in two of the largest European inland navigation corridors, the Rhine and the Danube region. Each region has different geo-economic and environmental features. These features are compared, and their effects on implementing a waterborne platooning transport concept are studied. The waterborne platooning concept, referred to as the Vessel Train, aims to reduce crew cost by automating the navigation tasks and moving the navigational responsibility to the leading vessel of the platoon, which is fully manned. Methods: The implementation of the Vessel Train is assessed by making use of a developed model, which allows the assessment of the concept's viability by comparing the annual cost per transported ton of a reference vessel that sails individually to a vessel that sails as a part of a VT on the same route. Results: The results conclude that the application of waterborne platooning on the Rhine is more promising than on the Danube. The low wages hamper the implementation of the concept on the Danube in the region, the low traffic density on the waterway, and the common use of large push tows instead of self-propelled vessels. Implications for research: As determined in the analysis for the Rhine case, a reduction in transport cost would make waterborne transport more attractive. However, other factors, such as the further integration of the VT in the overall supply chain, play a role in the successful implementation of this IWT transport concept. Applying the VT concept in the Danube case requires more potential cargo flows, which can be obtained by adding push convoys into the vessel train. This work presents the design of a combined control and state estimation approach to simultaneously maintain optimal water levels and maximize hydroelectricity generation in inland waterways using gates and ON/OFF pumps. The latter objective can be achieved by installing turbines within canal locks, which harness the energy generated during lock filling and draining operations. Hence, the two objectives are antagonistic in nature, as energy generation maximization results from optimizing the number of lock operations, which in turn causes unbalanced upstream and downstream water levels. To overcome this problem, a two-layer control architecture is proposed. The upper layer receives external information regarding the current tidal period, and determines control actions that maintain optimal navigation conditions and maximize energy production using model predictive control (MPC) and moving horizon estimation (MHE). This information is provided to the lower layer, in which a scheduling problem is solved to determine the activation instants of the pumps that minimize the error with respect to the optimal pumping references. This paper considers the inland waterborne transport (IWT) problem, and presents a scheduling approach for inland vessels and locks to generate optimal vessel and lock timetables. The scheduling strategy is designed in the switching max-plus-linear (SMPL) systems framework, as these are characterized by a number of features that make them well suited to represent the IWT problem. In particular, the resulting model is linear in the max-plus algebra, and SMPL systems can switch between modes, an interesting feature due to the presence of vessel routing and ordering constraints in the model. Moreover, SMPL systems can be transformed into mixed-integer linear programming (MILP) problems, for which efficient solvers are available. This paper proposes a combined control and state estimation strategy for inland waterways, aiming at simultaneously attaining the optimal water level management and maximizing hydroelectricity generation. To achieve a modal shift towards waterborne transport and to deal with the shortage of crewmembers, a platooning concept called the “Vessel Train” is explored for the inland navigation sector. A Vessel Train consists of a lead and various follower vessels. The lead vessel is fully manned and takes over the navigational and situational awareness responsibilities for the follower vessels. This leading action benefits the followers through increasing the vessels’ productivity and enabling crew cost savings. This article investigates the viability of the concept for the lower Rhine region, by presenting a cost model that compares the Vessel Train conditions to the current sailing conditions. This model is used to assess a case study where lead vessels operate on a liner service between Antwerp and Duisburg. Economically viable cases for the concepts’ early-stage application and fully matured implementation are identified, and boundary conditions are presented. The viable conditions vary depending on the vessel type and the operating regime of the reference vessel. A fully matured VT implementation requires a minimum of 26 participants, whereas an early-stage implementation requires 40 participants. The early-stage implementation additionally includes a minimum distance of 200 km to be spent sailing in the VT and the distance sailed in the VT has to amount to a minimum of 50% of the entire trip., Ship Design, Production and Operations

Då den tunga trafiken på vägnätet avlastas minskas därmed risken för trafikolyckor. Vid transport av farligt gods minskar samtidigt risken för utsläpp av farliga ämnen i naturen. I Sverige har inlandssjöfarten inte haft samma genomslagskraft som i övriga länder med kanalsystem, trots att det finns ett stort behov av att avlasta det redan överbelastade vägnätet och ett uttalat mål från regeringen om att flytta över gods till sjöfarten. Genom att jämföra regelverken som finns för inlandssjöfarten inom Europa med de svenska reglerna är målet att ta reda på varför inlandssjöfarten inte har samma genomslagskraft i Sverige som i övriga Europa. Utöver reglerna som arbetet berör så analyseras även kostnaderna för inlandssjöfarten i Sverige kontra Europa och ytligt nämna andra faktorer som gör den mindre slagkraftigt. En av slutsatserna som framkom ur detta arbete är att Sveriges tolkning och tillägg till det Europeiska regelverket inte är den största anledningen till att det inte finns någon ekonomiskt stabil inlandssjöfart i Sverige utan endast en av faktorerna., Europe has a great history of successful and attractive shipping on the inland waterways as a part of the transport infrastructure, where a great amount of cargo has been transferred from the roads to the inland waterways. Shipping as a type of transportation is a very environmentally friendly alternative besides advantages for the society. As shipping decreases the heavy traffic on the public roads, the risk for traffic accidents and the risks in transporting dangerous cargo will be lower.In Sweden the shipping on the inland waterways has not been as successful compared to the european neighbours with inland waterways, and despite this there is a great need for transferring cargo from the roads to the sea and an official goal from the government for doing this. By comparing the swedish regulation regarding the shipping on inland waterways with the european regulations, the aim is to find out why shipping on the inland waterways are not successful in Sweden. Besides the comparative of the regulations this report will also analyse the different costs and other factors making it less attractive. What the authors can conclude in this study is that the swedish adaptation and additions to the european rules is not the only factor why there is no economically functioning traffic of the swedish inland waterways, it is just another brick in the wall.

The ship locks are most important infrastructural objects for traffic and transport on Danube navigable network. In operational sense they are the obstacles for inland navigation. It means they limit the Danube waterway transport and fleet capacities. The ship locks in the function of using inland navigation on the Danube River present in first part of this paper. The number of ship locks on the Danube River are following: the Upper Danube (15 dams each with two standardized locks with one lock chamber), the Middle Danube (1 dam with two standardized locks with one lock chamber and 1 dam with two standardized locks each with two lock chambers) and the Lower Danube (1 dam with two standardized locks with one lock chamber). The authors research the individual ship lock capacity for 12 ship locks, mainly on the Upper Danube, depending upon the state of lock chamber and performances of each locks, kind of inland vessels/barge tows and upstream and downstream navigation. In second part of this paper considers the restoration of Serbian ship locks: Iron Gate 1. The Serbian ship lock on right bank of Danube River operate in pair by the Romanian ship lock on left bank of Danube River. Their capacities analyze depending on the distribution of vessels/barge tows in front of dams and in back of dams (upstream and downstream navigation).

This paper focuses on the container throughput of 15 ports in the Yangtze River Delta (YRD) multi-port system from 1992 to 2019 to explore the evolution of container traffic share using concentration indexes and hierarchical clustering. Compositional Data (CoDa) analysis techniques are used to investigate the similarity and linkage of data. Then hierarchical clustering is used to cluster the traffic data of the YRD multi-port system from 1992 to 2019 into five periods based on the similarity among the yearly data. The consistency of the analysis is verified by combining the concentration index with the ternary diagram. The periods obtained from hierarchical clustering exhibit different patterns in the composition of traffic shares and they are consistent with traffic fluctuations. The combination of these methods provides a good interpretation of the spatial and temporal evolution of the YRD multi-port system.

Inland Water Transport (IWT) is one of the modalities for freight transport between the ports of Rotterdam, Amsterdam, Antwerp and the hinterland in Germany. Transport over water between these areas is possible as a result of the presence of the Rhine, but more important are the navigation conditions on the river. As a result of climate change, these navigable conditions on the river will deteriorate in the future by lower extreme river discharges and sea level rise. The available navigable water depth will decrease on the Rhine branches Waal, Nederrijn en IUssel due to lower river discharges in dry periods, while the available head clearance under bridges becomes smaller for transport of containers in the Rhine-Meuse-delta. The worsening navigable conditions are amplified by long term-processes in the river system and trends in the freight transport sector. This will lead to the reduction of load capacity of vessels, an increase of travel time and travel costs. Stakeholders in the IWT-sector (port authorities, waterway authorities, shippers and barge operators) have the urgency to find out where potential bottlenecks may arise in the future and to develop mitigation measures. In the current literature numerical models are applied to assess the impact of climate change on Inland Water Transport for specific relations or processes. Simulations with those models is executed for one climate scenario or one time horizon for a larger part of the IWT -network. Other researchers make use of analytical relations applied on one or two bottlenecks for multiple climate scenarios and time horizons. An integral assessment to setup an overview of potential bottlenecks for multiple climate scenarios and time horizons based on an integrated model is lacking. In this project an integrated assessment meta-model is built to examine navigation conditions as a result of climate change and the impact on IWT. This research focuses on identifying the most important stern shape aspects, with regard to resistance and propulsion power, of inland ships. Such information should help designers to determine which hull form aspect to adjust in case design requirements need them to do so. The information is obtained by firstly conducting a large series of CFD calculations, using the PARNASSOS code, for systematically varied inland ships. Next, response surface technologies are used to identify the most important aspects. This is done by sequentially adding and/or removing parameters from the response surface in order to find the combination of parameters that explains the majority of the variance in the performance data for the tested hull forms. Finally, an optimization algorithm is used to determine the optimal hull forms for varying displacement, showing which parameters should be adjusted preferably in order to increase (or decrease) ship displacement. A worldwide unique and complementary dataset, the Large River Fish Database (LRDB) was compiled. The LRDB consists of 2693 fish samples assessed at 358 sampling sites in 16 European large rivers. Sites were characterized by various pressure variables and frequencies of ship traffic. To derive representative samples of large rivers fish assemblages, performance of various fishing gears applied was assessed. Electrofishing samples represented highest densities of fish and highest overall biodiversity. Therefore, electrofishing is suitable for fish-based assessments of large rivers and only electrofishing samples were selected to assess multiple pressures and inland navigation. Commercial cargo navigation appeared as the most influential pressures on large rivers fish assemblages among increased velocities and the loss of floodplains. Starting at already eight passing vessels per day, densities of particularly habitat-sensitive spawners significantly declined. Moreover, recreational navigation such as river cruises and motorized sport boats had distinct ecological consequences to those of cargo vessels. Inland navigation is as detrimental as the hydromorphological degradation of the river channel and requires specific attention in river management and rehabilitation. Pleasure boating (river cruises and sport boats) will counteract river rehabilitation also in smaller waterways and delimit ecological success of the Blue Band initiative in Germany.

This work regards the design of optimization techniques for the purposes of state estimation and control in the framework of inland waterways, often characterized by negligible bottom slopes and large time delays. The derived control-oriented model allows these issues to be handled in a suitable manner. Then, the analogous moving horizon estimation and model predictive control techniques are applied in a centralized manner to estimate the unmeasurable states and fulfill the operational goals, respectively. Finally, the performance of the methodology is tested in simulation by means of a realistic case study based on part of the inland waterways in the north of France. Inland navigation networks are composed of several artificial canals, usually characterized by no slope. These canals are large-scale systems that can be accurately described by means of the nonlinear Saint-Venant partial differential equations. However, the lack of an analytical solution for these equations is one of the reasons why simplified models have been developed. In this work, the Integrator-Delay-Zero model is used as the input-output model to link the water depths to the discharges. A modeling extension for a canal with inflows and outflows along the water stream is proposed: an overlapping problem is discussed and a criterion choice is defined in order to obtain the general model. With regard to this criterion, a calibration step is needed, both to overcome the natural limitations of the simplified model and to ensure the correct computation of the general model. The application of this modeling approach to a part of the inland navigation network in the north of France serves as the case study for this work. Inland navigation transport takes part in the Trans-European network program (TEN-T ), which aims at promoting this mode of transport by creating favorable conditions for the further development of this sector. The NAIADES Action Program comprises numerous actions and measures to boost transport on inland waterways. Among these actions, the infrastructure issue is dealt with. It requires the inventory of the existing infrastructure and the study of the possible effects of the expected climate change. This was one of the objectives of the GEPET-Eau project (2013-2016), which led to the proposal of multi-scale modeling approaches and adaptive and predictive control architectures. The resilience of inland waterways against the increase of navigation demand and the expected extreme drought and flood events was studied by considering deterministic models. The proposed architecture is suitable to consider two scales of space and time to optimize the water resource allocation among the inland networks and to guarantee the navigation conditions by proposing advanced control and fault detection tools. These approaches, which were designed by considering inland waterways in the north of France, are still being improved. Indeed, it is firstly necessary to consider all the uncertainties that are inherent to large-scale and environmental systems. Secondly, the advanced control and fault detection tools require further development to deal with the very complex dynamics that characterize inland waterways. The main objective of this work is to present the current state of the tools that have been developed in order to study and manage the inland waterways in a climate change context. The global framework that allows describing the link between these two management scales will be detailed. The water resource allocation approach can be based on three different techniques: the Constraint Satisfaction Problem (CSP), the quadratic optimization and the Markov Decision Process (MDP). Use of AIS and AISAP for Analysis of Vessel Wakes in Charleston Harbor: A Case Study by Brandan Scully and Anne McCartney PURPOSE: This Coastal and Hydraulics Engineering Technical Note (CHETN) describes the uses of Automatic Identification System (AIS) data with the vessel traffic analysis capabilities of the AIS Analysis Package (AISAP) for vessel wake analysis. A case study was performed to demonstrate a cost-effective method for applying AIS data from Charleston Harbor, SC, to estimate relative wake energy contributions from vessel populations projected to call given the alternative scenarios in a deep-draft navigation feasibility study. INTRODUCTION: The U.S. Army Corps of Engineers (USACE) performs a variety of studies that can benefit from the availability of AIS data that document the movement of vessels interacting with navigation systems. Since 2004, certain vessels are required to broadcast position data every 2 to 10 seconds (s) while underway and every 180 s while at anchor using AIS. Detailed identifying information (ship name, type, dimensions, etc.) are also transmitted every 6 minutes. The format and availability of AIS data are discussed in detail in ITU (2014). The AISAP is being developed by the U.S. Army Engineer and Research Development Center (ERDC) to efficiently interpret and extract useful information from AIS data in support of USACE mission requirements. Vessel wake studies, such as those performed by Maynord, (2007) and Maynord et al. (2008), are performed to investigate shoreline impacts resulting from changes to navigation channels and will benefit from AIS derived information. Rijkswaterstaat wants to know the effects of sailing at these small underkeel clearances on river beds and ship manoeuvrability. In order to quantify these effects, more knowledge about the flow field beneath sailing vessels is required, as well as the effect of the flow field on erosion of bed material. Currently no methods exist to determine the flow field beneath vessels, only a few formulations for a single maximum velocity value are available, but these are not applicable at small underkeel clearances (h / T < 1.25). Also the effect on the river bed is fairly unknown. To quantify the different effects of small underkeel clearances on the flow field physical model tests (with a length scale of 30) have been performed at Deltares. During these experiments a ship was towed through the flume, and flow velocities and pressures on the bed were measured, as well as forces on the ship. Additional experiments have been performed to investigate the effect on a moveable bed with different bed forms. From the experiments, it was found that the most important parameters that influence the flow field beneath the keel are the bow shape and the underkeel clearance. Barge bows force more flow underneath the keel than conventional bows, and this results in higher bed velocities. Decreasing keel clearances also result in significantly higher velocities at the bed. However, for very small underkeel clearances the boundary layer on the ship will interact with the boundary layer on the bed. This results in flow blockage underneath the keel. As a result, the flow needs to divert to the sides, and the velocities underneath the keel decrease. However, for very small underkeel clearances the boundary layer on the ship will interact with the boundary layer on the bed. This results in flow blockage underneath the keel. As a result, the flow needs to divert to the sides, and the velocities underneath the keel decrease. Navigation canals are used for transport purposes. In order to allow safe navigation the water level should be kept in a certain range around the Normal Navigation Level (NNL). The water level is disturbed by known and unknown inputs, like tributaries, municipal water flows, rain, etc. Some of these inputs can be used to control the water level. If the geometry requires it, canal reaches are connected by locks. The operation of these locks sometimes can disturb the water level, if the difference between the upstream and downstream water level is large. The objective is to minimize the disturbances caused by these lock operations on the water level in order to maintain the NNL. In this work the global management of the canal reach is discussed and an option to maintain the NNL by active control is introduced. Some inputs to the system, such as other confluences or gates on the side of the locks, can be controlled automatically to react to the disturbances caused by the lock operations using model predictive control to maintain the desired water level., Postprint (published version)

Urban freight transport is increasingly difficult to organize and manage: the demographic expansion of cities, the environmental issues, new logistical trends, scarcity of space and the evolving consumer habits are just some of the challenges. In most cities, road transportation is essentially the only mode used for performing urban distribution of goods. Inland navigation is used solely for transport of bulk materials over long distances bulk material (e.g. construction material and agricultural products). However, experiences in several European cities have demonstrated that the use of inland waterways can be a viable alternative for smaller-scale freight transport in urban areas. This present article aims at reviewing current experiences in the field of inland navigation for city logistics. Through the analysis of several implementation cases in Europe, we demonstrate that inland navigation can be used for various segments of the urban freight transport, including transportation of palletized goods (e.g. construction and industrial material), transportation of containerized goods (e.g. for the supply of the supermarkets), deliveries to local shops and restaurants, deliveries of parcels, transport of waste and recycled material and service trips. Furthermore, the article analyses the conditions in which these transport schemes were developed, highlights their key success factors, and investigates the particular role of local public authorities in organizing and managing these innovative transport schemes. © 2014 WIT Press., SCOPUS: cp.p, info:eu-repo/semantics/published

However, sensors and actuators are subject to faults due to the strong effects of the environment, aging, etc. In this paper, a sensor Fault Detection and Isolation (FDI) approach is proposed using an Integrator-Delay-Zero (IDZ) model, interval observers and the dynamic classification algorithm AUDyC. The combined use of these approaches allows the improvement of the sensor fault diagnosis. The European inland waterway transport sector is a highly competitive one. The transport operators in this sector are mainly small companies with only one ship. Such companies have very few possibilities to distinguish themselves from their competitors. At the same time their main asset, their ship, is often highly standardized. In this thesis, it is researched to which extent the small companies in the inland waterway transport sector can improve their competitive position. This is done by minimization of the required ship rate and total logistical cost through optimization of the main dimensions of inland ships. To achieve this aim, a ship design model is developed. This model is used to create large series of designs in which length, beam and draught are varied systematically. These designs are used to develop a set of rules of thumb for steel weight, lightweight, building cost and cargo carrying capacity of inland ships with any combination of length, beam and draught. The optimal dimensions of a ship are a function of the properties of the transport chain in which it operates and the waterway on which it sails. Therefore, a second model is developed that allows assessment of the required ship rate and total logistical cost as a function of the main dimensions of the ship and the most important properties of the transport chain and the waterway. Finally, through an extensive scenario analysis flow charts are developed that allow estimation of the optimal ship dimensions as a function of the properties of the transport chain, the cargo type and the water depth., Marine & Transport Technology, Mechanical, Maritime and Materials Engineering
