Using a unique dataset of 44 Massive Open Online Courses (MOOCs), this paper examines critical patterns of enrollment, engagement, persistence, and completion among students in online higher education. By leveraging fixed-effects specifications based on over 2.1 million student observations across more than 2,900 lectures, we analyze engagement, persistence, and completion rates at the student, lecture, and course levels. We find compelling and consistent temporal patterns: across all courses, participation declines rapidly in the first week but subsequently flattens out in later weeks of the course. However, this decay is not entirely uniform. We also find that several student and lecture-specific traits are associated with student persistence and engagement. For example, the sequencing of a lecture within a batch of released videos as well as its title wording are related to student watching. We also see consistent patterns in how student characteristics are associated with persistence and completion. Students are more likely to complete the course if they complete a pre-course survey or follow a quantitative track (as opposed to qualitative or auditing track) when available. These findings suggest potential course design changes that are likely to increase engagement, persistence, and completion in this important, new educational setting.

In this report, the authors present findings from their analysis of social studies state standards. The following questions guided their work: (1) To what extent do middle and high school (grades 8-12) history and civics state standards support teaching about political parties? For the states that do include language about political parties, what does an analysis of the standards tell us about what they expect students to learn? and (2) To what extent to do state middle and high school (grades 8-12) history and civics state standards support teaching about political ideology? For the states that do include language about political ideology, what does an analysis of the standards tell us about what they expect students to learn? The report focuses on four criteria: (1) The role that political parties play in the political system; (2) How controversial political issues map onto the political spectrum and party interests; (3) The ideological underpinnings of the two major political parties; and (4) How one's own beliefs fit within the ideological-partisan landscape. Findings indicate that, in general, state standards recognize that young people need to learn about electoral politics, and this includes learning about political parties and issues. At the same time, the standards give teachers little guidance about how deeply to wade into these waters. No state met the four criteria that the authors identified as necessary for informed engagement in electoral politics. North Carolina, Virginia and Vermont are noteworthy, because they include three of the four criteria: role of political parties, platforms, and ideological foundations. Are teachers and principals aligned in their perceptions of the core components of the theory of Leadership for Learning across countries, or are there subgroups of schools in which there is misalignment? The purpose of this study is to examine the extent to which a congruency-typology model of leadership for learning is distributed across countries/economies using the TALIS 2018 dataset through examining the interaction of significantly different subgroups of teacher and principal responders through using multilevel latent class analysis (LCA) with a cross-level interaction. I analyse data from lower secondary schools of n=152 635 teachers in 9 079 schools and their principals across 47 countries/economies. Currently in the research literature on school leadership, leadership for learning has emerged as a framework to bring together managerial, transformational, distributed, and instructional leadership. Yet little is known about leadership for learning across national contexts. This study 1) maps the TALIS 2018 survey items to the current literature and surveys for leadership for learning, 2) then details the methods and analysis framework to examine if there are multiple significantly different types of teachers, principals, and schools from a leadership for learning theory framework. The final model 3) identifies a three-group teacher typology and a three-group principal typology, linking these types to school context, covariates, as well as teacher and principal training and experience. Results relate directly to the intersection of research, policy, and practice for training and capacity of school leaders across 47 countries/economies globally.

Research suggests which study strategies are effective but little descriptive research focuses on how undergraduate students study in real-world settings. Thus, the mechanisms of students' actual learning remain a black box for the field of higher education, with far more attention paid to inputs and outputs of the learning process. Using a situative theory of cognition and learning, we analyzed data from 22 focus groups (N = 60 students). Results indicate studying is a multi-faceted process that is initiated by instructor or self-generated cues, followed by marshaling resources and managing distractions (or not), and then study behaviors that include selecting time, setting, and specific strategies. Underlying these behaviors are contextual factors including course material and students' personal lives. The results highlight the importance of self-regulation skills, particularly managing digital distractions, and we suggest that the development of these skills should be more frequently incorporated into instructional design and student support services.

This systematic review investigates the relevance of general pedagogical knowledge for successful teaching. It synthesises the empirical evidence of 10 769 teaching professionals and 853 452 students from primary to tertiary education in 21 countries. The meta-analysis of 20 quantitative studies revealed significant effects for teaching quality and student outcomes (Cohen's d = 0.64 and 0.26), indicating that more knowledgeable teachers achieve a three-month additional progress for students. The three themes emerging from 31 qualitative studies underline that general pedagogical knowledge is a crucial resource for teaching. Results also show that teaching requires knowledge about a range of topics, specific skills and other competences to transform knowledge into practice. Teachers need training and practical experience to acquire knowledge, which they apply according to the pedagogical situation at hand. The results allow for important conclusions for policy, practice and research.

Over the past two decades, public higher education has become widely recognized for its contribution to socio-economic adjustment. This paper probes its evolution in two large and affluent democracies, the United States and Germany, whose higher education systems represent distinct ideal types. The analysis argues that public authorities in both countries have liberalized their systems to spur innovation in the provision of higher education. Yet a broad convergence in associated market expansion has coincided with divergence in its modes and consequences. Tracing how the two countries' policy regimes have created path-dependent trajectories of reform, the paper contends that the institutions associated with each state's inherited role in higher education--"enabling" in the US and "constitutive" in Germany--have empowered different social groups to shape state action. Under the influence of investors and managers, institutional drift and conversion have pushed public higher education toward corporatization in the United States. In contrast, interventions by faculty and students have moderated the effects of institutional displacement and layering on the German system's stratification. Given the sector's growing importance, this analysis carries important implications for the comparative study of capitalist evolution. [A bibliography is included.]

Research has shown that there is a gap in educational achievement between socioeconomic and racial groups in the public education system in the United States. This paper identifies the link between resources and academic achievement. Through examining educational resources, from in-school factors, such as facilities and teacher quality, to out-of-school factors, such as family structure, socioeconomic status, and community values, this study serves to evaluate several theories of social capital in the hopes of providing an explanation for why this achievement gap exists. The review of the literature provided an inconsistent view on which factor has the most impact on educational achievement across diverse groups. In turn, this paper explores the possibility that the factors are interrelated and therefore difficult to compare. By outlining an analogy between Jared Diamond's (1999) geographic luck theory from "Guns, Germs, and Steel" and the public education system in the United States, this paper shows the importance of resources to academic achievement and how social capital plays a consequential role in students' performance in school.

Through a historical and comparative analysis of international education policy development in Canada and the U.S., this paper will map the similarities and differences in the two countries. It will highlight the contributions and challenges of the government's involvement in international education (IE) in the two federal states and in particular, explore the implications of the changing contexts, rationales and approaches for international education to the federal role in higher education. It will conclude with observations on the differential impact of the federal government's role in international/higher education on the higher education systems of the two countries and thus contribute to our understanding of how national specificities and characteristics outweigh the commonly stated policy rationales, approaches and outcomes for international education. In 2011, the Council for Advancement and Support of Education (CASE) founded the Center for Community College Advancement to provide training and resources to help community colleges build and sustain effective fundraising, alumni relations, and communications and marketing programs. A goal for the center is to collect data on best practices at community colleges. This white paper summarizes the results of a survey on foundation operations at community colleges across the United States and Canada. The purpose of the survey was to help community college staff benchmark their foundation experiences and programs with their peers. Participation in the survey was strong, with representatives from 122 foundations in the United States and Canada having contributed data (approximately 10 percent of the universe of institutions). Their responses revealed that foundations have evolved into significant contributors at community colleges through consistent positive results, service to a variety of stakeholders and leveraging of political capital--all while maintaining a low staff count and limited expenditures. Two appendices provide data tables and the survey questions.

Recent changes in education and training policy in England continue to focus on creating a 'demand-led' system in an environment where public funds are dwindling and where more responsibility is being devolved away from central government. This raises questions about governance of the system, among others, and the roles that key system actors are expected to play. This paper broadly discusses education and training system policies that focus on workforce development in England and the US, especially with regard to the role of further education colleges (community colleges in the US), employer engagement, and local workforce development bodies. The focus is on governance at the post-secondary level, as the main interest is skills development after compulsory education. The US and England share a number of features and problems that affect the education and training system, such as lack of employer involvement, the lower status of sub-baccalaureate education and training providers despite their central role in delivering vocational education and training programmes, and insufficient links between education and training provision and the labour market. The most striking differences between the American and English systems are the governance and authority structures, which are stronger in the US and afford greater scope for strategic planning by states and between states and the federal level. The experiences of community colleges in working with employers to provide workforce training may be worth further investigation as further education colleges further develop this type of provision. The US experience is less instructive with regard to quality assurance or increasing employers' engagement with education.

In 1954, the United States Supreme Court decided "Brown v. Board of Education," a case that is known throughout the US and around the world for its strong statements about equality and about the importance of education. The years since the "Brown" decision have been filled with many changes in US law and society. From the perspective of civil rights advocates, many of those changes have resulted in great progress, but others have fallen far short of "Brown's" lofty ambitions. Today, if Americans who are committed to achieving more integrated schools and broader access to quality education look only inside our own law and our own borders, the situation is discouraging. At first glance, however, recent developments in Europe seem to pursue one road not taken by the US Supreme Court. In 2007, the European Court of Human Rights, the most influential international human rights court in the world, decided what some commentators have referred to as "Europe's Brown v. Board of Education." Informed by the contours of what constitutes illegal discrimination under different legal regimes' statutes and judge-made law, this working paper analyzes school desegregation liability and remedies available in the US and the EU (specifically the Czech Republic). Turning to the EU, the authors see how an international human rights court is redefining the way national remedies against discrimination are construed. Before beginning their analysis, the authors explore some similarities and differences between US and European conceptions of race and ethnicity.

A defining characteristic of current U.S. educational policy is the use of data to inform decisions about resource allocation, teacher hiring, and curriculum and instruction. Perhaps the biggest challenge to data-driven decision making (DDDM) is that data use alone does not automatically result in improved teaching and learning. Research indicates that translating raw data into useable information and actionable knowledge for teachers requires not only adequate technical and social supports, but also an awareness of how educators in real-world settings actually use information to make decisions. Yet, little is known about DDDM in higher education, in general, and how postsecondary faculty make sense of and use data in their instructional decision-making processes, in particular. In this paper, we use naturalistic decision-making theory to generate practice-based descriptions of how 59 STEM faculty at three large public research universities used data as part of their course planning. Interview transcripts and notes taken while observing planning meetings were analyzed using an inductive approach to content analysis. In practice, respondents used different types of data and other information obtained from, for example, student assessments, end-of-semester evaluations, and conversations with colleagues. Results indicate that faculty generally collect and analyze data in informal, ad hoc scenarios ungoverned by institutional policy. Exceptions include disciplines with accreditation pressures and team-taught courses where structured (and supported) opportunities exist for faculty to collect, analyze, and reflect upon data about student learning. Thus, while numeric data are clearly viewed by this population of faculty as the most rigorous, in practice, even those that use quantitative data also use other sources of information. These results suggest an opportunity for educational leaders to design policies and professional development initiatives that facilitate a more formal collection of and reflection on data by faculty. In pursuing such technical solutions, however, policymakers and educational leaders must carefully negotiate the tension between rigor and relevance, and learn from the challenges experienced in the K-12 sector regarding DDDM.

The recent refugee crisis has put many Organisation for Economic Cooperation and Development (OECD) countries under considerable pressure to accommodate and integrate large numbers of refugees. Refugee students are a particularly vulnerable group due to their forced displacement, but their needs are not always met by education systems, which can hinder the integration potential of these students. This poses considerable challenges as the integration of refugee students in education systems is important for their academic outcomes as well as their social and emotional well-being. The success (or lack of) integration in schools can also affect the future labour market and social integration potential of these children and youth. While there is a growing body of research on the integration of immigrants, policy-relevant research on refugee children and youth from an educational perspective is rather limited, fragmented and case specific. Detailed surveys and research projects focusing on the current wave of refugees that allow for cross-country comparisons are not yet available. Drawing on research from previous refugee waves, the paper examines key needs of refugee students and factors that promote their integration. It proposes a holistic model of integration in education that responds to the learning, social and emotional needs of refugee students. Furthermore, the paper examines what type of policies and practices are in place in OECD countries that support the integration of refugee students. Nonetheless, evaluations of practices and policies are often missing, which makes it difficult to assess whether they are successful. The paper finishes with some policy pointers on how to promote the integration of refugee students.

This article examines institutional and demographic variables associated with successful joint partnerships between US and Chinese institutions of higher education. Understanding those variables requires an appreciation of overarching issues or catalysts bringing both nations together and, as well, how postsecondary environments differ and the implications of such differences for success. The authors do not assume complete alignment in the interests promoting cooperation between the U. S. and China, but a convergence of mutual interests. The paper discusses different operational realities leading to partnerships between smaller private and larger public institutions and the authors identify factors (forces promoting cooperation, need for alignment in organizational infrastructure, faculty support and what are referred to as "administrative nuts and bolts") associated with meaningful and long term agreements. Although it may sound trite, this paper argues an essential ingredient for success is leadership, but not in the traditional sense of the word as it is often used in academic environments. Leadership in this context entails using power and influence to change the status quo and assign resources to new ventures. The essay further argues that absent faculty support (which goes hand in hand with resources for faculty), partnerships will not flourish. Finally, the role of an "internal advocate" i.e., one who has the requisite organizational authority and stature, who can overcome organizational inertia, petty territorial jealousies and legitimize international cooperation using, in the best and fullest sense of the word, the "support" of the President or Chancellor, and sometimes the governing board, is fundamental to success. This white paper analyzes the potential effects of requiring income-driven repayment for all federal loans as well as relying on paycheck withholding for loan payments, with particular attention to the implications for low-income students and families. The Institute for College Access & Success (TICAS) also examines the relevance and evolution of mandatory IDR ["income-driven repayment"] systems in Australia and the United Kingdom, and the paper includes specific recommendations to streamline and improve student loan repayment options in the United States. This paper explores the impact of test-taking conditions on the quality of the Programme for the International Assessment of Adult Competencies (PIAAC) assessment. Interviewers record information about the room of assessment and interruptions that occurred during each interview. These observations, along with information on interviewer assignment size and a careful look at interviewer effects, provide insights into the quality of the assessment. This working paper first describes the variations in test-taking conditions among participating countries. Second, it examines interviewer assignment sizes and the frequency of interruptions, finding that both vary markedly among countries (contrary to the room of assessment). The paper then looks at the relationship between these variations and response rates and engagement measures. While neither the room of assessment nor the recorded interruptions impact quality differences among countries, interviewer assignment size and interviewer effects may have a mild impact on results.

This paper looks at the importance of mechanisms that give formal recognition to vocational skills acquired through work-based learning and how such mechanisms might be developed. It describes how skill recognition can benefit individuals, employers and society as a whole, and identifies in which contexts skill recognition has the highest potential to bring benefits. The focus is on three tools that are commonly used to shorten the path to a formal qualification: admission into a programme, reduced programme duration and qualification without a mandatory programme. For each of these tools, this paper sets out country approaches, discusses common challenges that arise in their implementation and advances policy messages to support policy design and implementation.

The Association for Career and Technical Education (ACTE), on behalf of career and technical education (CTE) professionals in the United States, advocates for clearly focusing American high schools on the goal of preparing every student for full participation in a spectrum of college opportunities, meaningful work, career advancement, and active citizenship. Leaders are called upon to make needed changes in school culture, instructional strategies and organizational priorities that will support this new purpose. The people at ACTE strongly believe that CTE courses and instructional methodologies have an important place in the redesigned high school of the 21st century. In their view, there should no longer be an artificial split between academic coursework and CTE studies, nor should exposure to career- or interest-based coursework be delayed until late in high school or college. Rather, they believe that all coursework, with clearly articulated standards and expectations, can help build in students the mix of skills, aptitudes and attitudes they will need for success after high school. This paper reviews the challenges and current efforts in high school redesign, and offers a number of recommendations about what elements should be included in the efforts to reinvent the American high school for the 21st century. The opportunity to study abroad is broadly hailed as a route for young people to develop a wide range of knowledge and skills, including intercultural understanding, interpersonal skills, and language learning, among many others. Universities around the world are investing significant resources in developing a variety of study abroad programmes, ranging from short or long term in duration, and from guided to independent study. These may have a number of aims, including to promote individual student learning and development and to enhance student mobility and employability, particularly in the context of a rapid and changeable global employment market. The terms 'global citizen', 'global graduate', 'global skills' and 'global mindset' have all taken on increased significance within this context. Limited research has been conducted, however, to explore students' own perspectives of these terms. This small scale study therefore set out to explore the perspectives of students on UCL's BASc programme and especially to better understand where and how the learning they gained during study abroad resonates with UCL's global citizenship and student mobility strategies. Differences in teacher quality are commonly cited as a key determinant of the huge international student performance gaps. However, convincing evidence on this relationship is still lacking, in part because it is unclear how to measure teacher quality consistently across countries. We use unique international assessment data to investigate the role of teacher cognitive skills as one main dimension of teacher quality in explaining student outcomes. Our main identification strategy exploits exogenous variation in teacher cognitive skills attributable to international differences in relative wages of nonteacher public sector employees. Using student-level test score data, we find that teacher cognitive skills are an important determinant of international differences in student performance. Results are supported by fixed-effects estimation that uses within-country between-subject variation in teacher skills.

Numeracy and literacy skills have become increasingly important in modern labour markets. The large gender differences that several studies have identified have therefore sparked considerable attention among researchers and policy makers. Little is known about the moment in which such gaps emerge, how they evolve and if their evolution differs across countries. We use data from large-scale international assessments to follow representative samples of birth-cohorts over time, and analyse how gender gaps in numeracy and literacy evolve from age 10 to age 27. Our results suggest that, across the countries examined, males' advantage in numeracy is smallest at age 10 and largest at age 27. The growth in magnitude of the gender gap is particularly pronounced between the age of 15 and 27. Such evolution stands in sharp contrast with the evolution of the gender gap in literacy, which is small at age 10, large and in favour of females at age 15, and negligible by age 27.

This study uses the PIAAC data to examine the relationships between education system characteristics (e.g. early tracking and vocational education orientation) and distributions of adult numeracy skills. It also investigates the effects of postponing the tracking age and easing university access for students on a vocational track on the average skills and different percentiles of the skills distribution. Correlational analysis suggests that education systems with more students enrolled in vocational tracks have on average higher levels of numeracy skills and more compressed skills distributions between the 50th and 90th percentiles. Further analysis suggests that postponing the tracking age among 14 European countries does not have a significant effect on the average skills of the population. However, it increases skills for individuals at the 10th, 20th, and 30th percentiles of the skill distribution. Expanding university access is associated with an increase in numeracy skills, particularly for individuals at the bottom three deciles of the distribution.

Every 10 years, the U.S. Census Bureau conducts a complete accounting of every resident in the United States. While there is no Congressional mandate requiring an accurate enumeration of Americans with disabilities by the Decennial Census, communities and people with disabilities will be affected if the Decennial Census is inaccurate. Census data are used by educators, policymakers, and community leaders and directly affect funding for many programs critical to individuals with disabilities, including programs for health care, transportation, employment training, and housing. Federal, state, and county governments use Census information to guide the annual distribution of hundreds of billions of dollars in critical services and supports. While there have been some improvements in the use of a few disability questions and interview methodology in the Decennial Censuses for the past 30 years, those improvements have been small and incremental. At a time when cash strapped states are grappling with major unmet human service needs, and increasing numbers of people who require a range of services and supports from federal-state programs, the ability of our nation's public leadership is at an all time high to provide accurate Decennial Census (and related federal survey data) to states and locales. This paper addresses these issues and provides some recommendations for consideration by the Federal Government which include: (1) The U.S. Congress should legislatively require an official and accurate enumeration of Americans with disabilities through the Decennial Census, through related national Census-like efforts (e.g., American Community Survey); (2) The U.S. Census Bureau should immediately revise Census questions for the Year 2010 Census (and the American Community Survey) to reflect the ADA definition; and (3) The Bureau of Labor Statistics should finish its work with all due haste under the Executive Order 13078.

It is well-known that there are large disparities in academic achievement between children of different socio-economic status (SES) backgrounds. This study examines the evolution of disparities in literacy skills between adults of different SES backgrounds. It compares countries' patterns in the evolution of disparities in literacy by SES background as cohorts age and asks which patterns of educational and labour force participation predict a narrowing rather than a widening of these disparities. Since there is no international longitudinal study of skills across the entire adult life span, this study uses three cross-sectional international adult studies (International Adult Literacy Survey, Adult Literacy and Lifeskills and Programme for the International Assessment of Adult Competencies) and matches birth years to create synthetic cohorts. Results indicate that there is large cross-national variation in the evolution of skills disparities associated with SES background. Disparities in literacy proficiency tend to widen when SES disparities in high school completion, professional and blue-collar employment increase. Disparities narrow when workers exit the labour force, a finding that is explained by the large inequalities in the employment experiences of individuals from different SES backgrounds, measured by differences in use of literacy skills at work. These results help to explain cross-national variation in the evolution of skills disparities by SES background, which has implications for policies aimed at closing skills gaps over the life course. In 2011, CASE founded the Center for Community College Advancement to provide training and resources to help community colleges build and sustain effective fundraising, alumni relations and communications and marketing programs. This white paper summarizes the results of a groundbreaking survey on alumni relations programs at community colleges across the United States and Canada. The purpose of the survey was to help community college staff members benchmark their experiences and programs in alumni relations with their peers. The survey was conducted by the CASE research office in conjunction with CASE's Center for Community College Advancement. Survey questions are appended. In this paper, we survey the UK-based literature on school structures and school autonomy to identify settings in which alternative and more autonomous school arrangements can improve the educational attainments of pupils in the bottom tail of the achievement distribution. We also present new evidence on the effect of school academies on the age-16 GCSE attainment of students of different abilities up to 2009, before the Coalition Government changed the nature of the Labour academy programme. Within the UK education system, academies enjoy substantial autonomy in terms of management of their staff, taught curriculum, length of the school day and other aspects of their day-to-day functioning. Our results show that schools that converted to academies between 2002 and 2007 improved their overall age-16 GCSEs results by further raising the attainments of students in the top half of the ability distribution, and in particular pupils in the top 20% tail. Conversely, we find little evidence that academies helped pupils in the bottom 10% and 20% of the ability distribution. Finally, we find little evidence that late converters (2008 and 2009) had any beneficial effects on pupils of any ability. We conclude our research by comparing the experience of UK academies to that of US charter schools and Swedish free schools, and by providing some insights into the reasons why UK academies did not serve "the tail" as is the case for some US charter schools. This paper examines the effects of policies that increase the number of students who take the first course in algebra in 8th grade, rather than waiting until 9th grade. Extending previous research that focused on the Charlotte-Mecklenburg school system, we use data for the 10 largest districts in North Carolina. We identify the effects of accelerating the timetable for taking algebra by using data on multiple cohorts grouped by decile of prior achievement and exploiting the fact that policy-induced shifts in the timing of algebra occur at different times in different districts to different deciles of students. The expanded data make it possible to examine heterogeneity across students in the effect of taking algebra early. We find negative effects among students in the bottom 60% of the prior achievement distribution. In addition, we find other sources of heterogeneity in effects.

In January 2011, the Lumina Foundation published its Degree Qualifications Profile (DQP) to challenge faculty and academic leaders in the U.S. to think deeply and concretely about aligning expectations for student learning outcomes across higher education. Since then, the DQP has kindled extensive discussions about what the postsecondary degrees granted by American colleges and universities really mean with respect to what graduates know and can do. But the text of the DQP itself provides only limited guidance to stakeholders with respect to assessment. In order to render the Profile's potential real, institutions and their faculties will need to develop consistent and systematic ways to gather evidence that the competencies that the DQP describes are actually being mastered at the levels claimed. In this paper, I explore some of what needs to be done in this area and provide a few tools and techniques (some of which are already in widespread use) that may help us move forward. In offering them, I invite faculties at all our colleges and universities to carefully examine what the DQP asks us to do in designing more aligned and integrated approaches to teaching, learning, and determining student competence--as well as to actively experiment with these ideas and techniques with their colleagues. The Monitoring the Future (MTF) project reports annually on levels and trends in self-reported substance use by secondary school students (e.g., Johnston, O'Malley, Bachman, & Schulenberg, 2009). The reports include subgroup comparisons, and these have revealed substantial differences among race/ethnicity groups, as well as some differences linked to parental education (as the available indicator of socioeconomic level). These comparisons are complicated by the substantial differences in racial/ethnic composition across levels of parental education. The present paper disentangles the confounding of race/ethnicity with parental education by examining the three largest race/ethnicity groups separately, showing and comparing how parental education is related to three common forms of substance use/abuse among adolescents. The authors show important interaction effects: The negative relationship between parental education and substance use is more pronounced among White adolescents than among those who are African American or Hispanic. They also unmask relationships between parental education and substance use that are clearer for White adolescents than for the total sample. Furthermore, the appendix to this occasional paper compares product-moment correlations and linear regression results for five-year intervals (1999-2003 vs. 2004-2008), and shows that very few regression coefficients differ significantly. The debate about the performance of US students on international assessments of educational achievement routinely fails to account for one consistently stark result: US achievement is bifurcated between a group of high-performing Asian and white students and an exceptionally low-performing group of black and Hispanic students. By summarizing results across 20 major international tests conducted since 1995, this research paper shows that when US racial and ethnic groups are separately compared with other countries, Asian and white students regularly perform at or near the top of international rankings, while black and Hispanic students typically rank at or near the bottom. Furthermore, the United States has a substantially larger minority population than all other developed countries, and minority status is not synonymous with internationally comparable factors such as socioeconomic level or immigrant status. The fact that overall US scores are disproportionately influenced by race and ethnicity suggests that researchers and reformers must reconsider how they use and interpret the results of international achievement tests. The research paper recommends providing and analyzing cross-national data separately by ethnic groups to inform approaches to improving education for all students. Resilience refers to the capacity of individuals to prosper despite encountering adverse circumstances. This paper defines academic resilience as the ability of 15-year-old students from disadvantaged backgrounds to perform at a certain level in the Programme for International Student Assessment (PISA) in reading, mathematics and science that enables them to play an active role in their communities and prepares them to make the most of lifelong-learning opportunities. Using data from the most recent PISA cycles, this paper explores changes in the share of resilient students over time (2006-2015); highlights the importance of school environments and resources in mitigating the risk of low achievement for disadvantaged students; and identifies school-level factors that are associated with the likelihood of academic resilience among socio-economically disadvantaged students. Analyses reveal that several countries were able to increase the share of resilient students over time, reflecting improvements in the average performance of students, or a weaker relationship between socio-economic status and performance. In the vast majority of education systems examined, the likelihood of academic resilience among disadvantaged students is lower in schools where students report a negative classroom climate. The paper concludes by exploring school policies and practices that are associated with a positive classroom climate. American universities, we are often told, are the best in the world. Rankings of schools worldwide done by organizations in both China and Great Britain consistently are dominated by U.S. institutions. More than half of the top 100 schools (and eight of the top 10) in the Shanghai rankings, for example, are American schools. A huge portion of Nobel Prize award winners are individuals with close associations with American universities. Foreign students flock to America to derive the benefits of U.S. institutions of higher education. College graduates, on average, command significant pay premiums over those with lesser education. On the surface, it seems like we have a great high education system that works beautifully. But below the surface, there are a large number of flaws in the system. In this paper, the author addresses what can be called the "12 inconvenient truths about American higher education." These truths are: (1) High Costs; (2) Not Engine for Growth; (3) College Degrees Don't Guarantee Success; (4) College Students Work and Learn Little, Party Hard; (5) Undergraduate Students Are Often Neglected; (6) Most Students Do Not Graduate On Time; (7) Colleges Hide Vital Information from Consumers; (8) Freedom of Expression Is Curtailed; (9) Colleges Are Not a Force for Income Equality; (10) Colleges Are Run to Benefit Staff, Not Students; (11) Federal Student Financial Aid Doesn't Work; and (12) Intercollegiate Athletics Is Costly and Corrupt. The author outlines a unique integral transdisciplinary theory (model, map) for studying four meta-motivations universal to all living systems. Within this theory are four primary principles to make the whole integral basis for understanding motivation and all that it determines in perception, thinking, feelings, actions. The four meta-motivations are Fear, Love, Freedom and Fearlessness. This work continues the author's 25 year study of recalibrating W. societies' views and approaches to curriculum design which are truly emancipatory, rather than continuing a legacy of fear-based curriculum design and pedagogy that is wiping out the best qualities of the Natural, Cultural and Spiritual worlds. The author argues that the foundational meta-motivation (principle) of Fear is an "ecology of fear" essential to the understanding of the Natural world and thus, also, the world of human beings. Any notion of "living in harmony" with the natural world ("a la" Gregory Bateson and many holistic and indigenous educators) ought to engage the role of an ecology of fear. Stagnant earnings and growing inequality in the US labor market reflect both a slowdown in the growth of worker skills and the growing matching of good-paying jobs to skilled workers. Improving the ties between colleges, workforce institutions, and employers would help more workers gain the needed skills. Evaluation evidence shows that training programs linked to employers and good-paying jobs are often cost-effective. Helping more states develop such programs and systems would help raise worker earnings and reduce inequality. (Contains 1 table and 41 endnotes.)

The Indiana Choice Scholarship Program has the potential to be the largest school voucher program in the country. Though the authorizing legislation capped enrollment in the program at 7,500 for its first year (the 2011-12 school year), that cap was increased to 15,000 for this year, and will be removed for all subsequent years. With careful management, the program has the opportunity to infuse the Hoosier state with a level of choice previously unrealized across the nation. However, without some careful planning and thoughtful consideration of salient program design details and the informal market infrastructure necessary for the program to thrive, the Indiana Choice Program will not be able to reach its full potential. Private school choice in the United States, writ large, has not sparked the types of systemic changes that advocates envisioned when the first choice plans were enacted. Though the gold-standard analyses of choice programs have found positive results, they have been modest and mostly confined to the students participating in the program. When Milton Friedman first made the economic argument for school choice in the 1950s he envisioned choice and competition increasing quality and decreasing cost for education in both the public and private sector, as it has in the private markets of innumerable goods throughout history. However, it appears that for a variety of reasons, choice has not sparked the supply side responses that the economic models predicted. Why has this happened? Why has choice failed to live up to its hype? In short, functioning choice markets do not simply emerge from the ether. They must be cultivated, both on the demand and supply sides. Too often, advocates have pushed an "if you build it, they will come" program design that has neglected many of the necessary conditions for markets to function. Strong program design can establish the playing field on which choice and competition can drive change, but without the support of institutions and organizations within states, the innovative capacity of any program will be greatly curtailed. In this way, the Indiana Choice Scholarship Program can serve as an interesting case study in the cultivation of choice markets. The newness and enormous potential of the program offers a unique opportunity for a meaningful conversation on school choice markets, both how to design them and how to ensure that they function. By examining both program design and the emergence of the institutions and organizations that are necessary to make markets work, the Hoosier State can be used as a model for the potential for choice programs around the country. American children deserve the one ingredient we know creates stellar learning results: excellent teachers. These teachers produce "well over" today's typical year of learning growth. Without them, even with solid teachers who produce a full year of progress, children who start behind stay behind, and few students get ahead of their beginnings--the antithesis of the American Dream. In contrast, if our nation consistently provides students with excellent teachers, we could close most of our stubborn achievement gaps in just five years, and help many children leap ahead of today's standards. This report explains why every child needs excellent teachers year after year, how the nation can now meet that need at unprecedented scale by reaching more children with excellent teachers, and what changes policymakers must support to make this possible. First, policymakers can speedily "improve the identification" of excellent teachers; the authors explain how. Second, policymakers can "clear the policy barriers" that keep excellent teachers from reaching more students for more pay. The authors outline new policies that would clear these barriers. Third, and of paramount importance, policymakers can "catalyze the will" for schools and districts to put excellent teachers in charge of every student's learning. The authors propose bold solutions to create this will, and they invite others to add to these ideas. Without will-enhancing actions, other policies and education changes will continue to fall short of their potential effects. Excellence for all students must become the new goal, and it is entirely within reach if our nation's schools offer new opportunities for excellent teachers to lead the way.
