Artificial intelligence in education (AIEd) is a fast-growing field of research. In previous work, we described efforts to explore the possible futures of AIEd by identifying key variables and their future prospects. This paper re-examines our discussions on the governance of data and the role of students and teachers by considering the implications of (1) a recent case related to the General Data Protection Regulation (GDPR) and (2) the release of ChatGPT, a generative AI model capable to producing 'human-like' text. These events raise questions for the future of AIEd and the underlying function of assessment, and highlight the importance of active student participation in the integration of AI in education. As technology enables the seamless exchange of information, the need to protect personal data has grown exponentially. Privacy has emerged as a critical concern in the digital age, as technological advancements continue to reshape how personal information is collected, stored, and utilized. This paper delves into the fundamental principles of privacy and explores the potential harm that can arise from the mishandling of personal data. It emphasizes the delicate balance between safeguarding individuals' privacy rights and fostering innovation in a data-driven society. By analyzing key privacy principles and their implications, this paper explores the foundational privacy principles that define the concept of privacy while delving into the potential harms that can arise when these principles are violated.

This paper has its origins in the EU Comenius funded GeoCapabilities project. From its outset, the project developed and researched the notion of powerful disciplinary knowledge (PDK) as an underlying principle of curriculum making in the context of secondary school geography teaching. The work, led from the UCL Institute of Education and involving school teachers, teacher educators and other stakeholders across eight mainly European jurisdictions, was framed by Young and Muller's 'three educational scenarios' (Young & Muller, "European Journal of Education," 45, 2010 and 11). The three futures heuristic is discussed as a means to distinguish qualities of curriculum thought. Future 3 scenarios, which posit teachers as curriculum makers with responsibility to engage in essential 'knowledge work', provide a principled platform on which to develop ambitious educational classroom encounters. Knowledge working with PDK and (as we go on to argue) other powerful ways of knowing the world, is seen as a bridge between social realist epistemological principles and practical classroom content selections. This opens the possibility of responding to Deng's ("Journal of Curriculum Studies," 54, 2022) call for developing practical theories of content with teachers. Although the authors are geographers in education drawing on different international perspectives and traditions, the paper addresses matters of interest applicable to a variety of specialist subject domains across the secondary school curriculum.

The "Memorandum on Lifelong Learning" was launched in October 2000 by the European Commission and has been debated ever since in all member states of the European Union, leading to the publication of a follow-up document in 2001 which promoted a "European area of lifelong learning". The "Memorandum" was a unique document in terms of both form and content, and its outcome and immediate impact were remarkable. But what is the long-term effect of this document, considering policymaking processes and scholarly debates in various EU member states and beyond? The authors of this article aim to answer this question by highlighting the "Memorandum's" "key messages" and analysing how it is referenced in academic papers and publications. Their main findings confirm the "Memorandum's" significant impact, including a long-term one, particularly in raising awareness of the importance of adult education in the political debate. Despite a decrease in explicit references to the document in policy papers over the past ten years, other more recent references to the "Memorandum" can still be identified in the latest policy documents and academic debates. Scholarly papers are particularly interested in critical content analysis, pointing out the strengths and limitations of the "Memorandum" and its follow-up document. During the past decade, the academic debate has become more active than in the first ten years since the "Memorandum's" publication, demonstrating its long-term impact on various sectors in the field of lifelong learning, even outside Europe.

Since the 2004 accession to the European Union (EU), Poland, like many other post-communist countries, have gone through a significant process of convergence to the EU institutions, laws and processes. In this process, the European values, policies and institutions have become an important reference point for the legitimacy of major national system reforms. In education, there have been a significant number of reforms aligned with 'European standards' as integration with the EU was seen as a priority for Poland's national interest. This paper is interested in the changing policy discourses that have been defining and legitimising Poland's education policy objectives, with a particular attention given to the idea of 'quality education' and the role of education. In this way, it is also interested in the processes of Europeanisation and de-Europeanisation -- turning away from 'EU-isation' of policies. The emerging picture from the analysis illustrates the tensions between the neoliberal and populist policy discourses pursued by a variety of Polish governments, including significant policy shifts under the government of the "Prawo i Sprawiedliwosc" (PiS) (Law and Justice) coalition.

Drawing upon contemporary research, this paper examines whether there is a relationship of STEM (science, technology, engineering and maths) bachelor and master graduates to the gender pay gap (GPG) in the 27 EU Member states in 2013-2020 using a novel cross-sectional data set based on the 2013 International Standard Classification of Education (ISCED). International panel data were analysed with the dynamic modelling fixed effects method and compared with the results received from the cross-sectional analysis executed with the help of Bayesian model averaging methods. Our findings suggest that STEM education plays a significant role in forming the GPG. We can see a negative, robust and statistically significant effect of bachelor- and master-level female STEM graduates on the GPG and a positive statistically significant effect of bachelor- and master-level male STEM graduates on the GPG. The permanently lower women-to-men ratio in STEM education and those employed in high-end sectors of science and technology can be one of the drivers of the persistent GPG in developed countries.

The purpose of this paper is to explore the nature of the scholarly literature between 2016 and 2023 on the impact of classroom technology on higher education instructors' assessment practices through the lens of the assessment design in a digital world framework (Bearman et al., 2022). Specifically, the paper focuses on (a) describing the assessment design in a digital world framework, (b) identifying the scope and breadth of the literature relating to technology-integrated assessment, and (c) highlighting any gaps between the Bearman et al. model and the literature. This paper marks an important step in extending our understanding of the factors influencing instructors who integrate technology into their assessment practice and promoting ethical and equitable approaches to technology-integrated assessment in higher education.

Purpose: The purpose of this paper is to analyse data literacy in the new Digital Competence Framework for Citizens (DigComp 2.2). Mid-2022 the Joint Research Centre of the European Commission published a new version of the DigComp (EC, 2022). This new version focusses more on the datafication of society and emerging technologies, such as artificial intelligence. This paper analyses how DigComp 2.2 defines data literacy and how the framework looks at this from a societal lens. Design/methodology/approach: This study critically examines DigComp 2.2, using the data literacy competence model developed by the Knowledge Centre for Digital and Media Literacy Flanders-Belgium. The examples of knowledge, skills and attitudes focussing on data literacy (n = 84) are coded and mapped onto the data literacy competence model, which differentiates between using data and understanding data. Findings: Data literacy is well-covered in the framework, but there is a stronger emphasis on understanding data rather than using data, for example, collecting data is only coded once. Thematically, DigComp 2.2 primarily focusses on security and privacy (31 codes), with less attention given to the societal impact of data, such as environmental impact or data fairness. Originality/value: Given the datafication of society, data literacy has become increasingly important. DigComp is widely used across different disciplines and now integrates data literacy as a required competence for citizens. It is, thus, relevant to analyse its views on data literacy and emerging technologies, as it will have a strong impact on education in Europe.

This paper focuses on the tension between two political rationalities coordinating Danish higher education (HE) -- a nativist politics of belonging and that of status competition and its technologies of university rankings, citation indexes, and performance management, explored historically drawing on Gramscian conjunctural analysis. The paper argues that Danish academics were invited into a performative culture of world-class research, university rankings and citation indexes, and the dominance of English as the valued scientific language. Simultaneously a political consensus has developed around restricting international student access to Danish HE and reducing English-medium education in a context of hostility towards migrants generally. Consequently, Danish HE has been constituted as a nationalist public good with neoliberal characteristics.

Concerned with European Union (EU) governance of teachers since the mid-2000s, this paper makes an empirical as well as theoretical contribution to education policy studies in the context of EU governance. Drawing on neo-institutional field theory and an empirical material of policy documents and interviews, the paper analyses the consolidation and evolution of a field at the EU level that is focused on the governance of the teaching profession. We argue that this field constitutes a bridging issue field, spanning several policy domains, including education, employment and economy, and characterised by non-linear and relatively slow change. We demonstrate how the field since the mid-2000s has become elaborated via the strategic framing of teacher skills and careers as policy issues, the mobilisation of actors and networks, and an expanding institutional infrastructure of mechanisms and policy instruments. Theoretically, the paper advances the debate on EU governance by highlighting the epistemic gains of neo-institutional field theory in making sense of soft governance contexts and their trajectories as an outcome of the interplay between issue framings, different types of actors, and institutional infrastructure.

This paper discusses the workings of the European Semester (ES) in relation to the policy field of education. My study shows how the ES enables the steering of education policy through encouraging specific economic and employment-related actions by European Union (EU) member states. With a focus on the relationship between the EU institutions and member states, this paper examines how the ES discursively promotes certain approaches to education through country-specific recommendations (CSRs). In this study, CSRs are revealed as policy spaces where European and national interests are brought together, enabling shared problem definition and collective learning. The paper illustrates how policy moves through translation and negotiation in the construction of CSR. The evidence drawn on here comes from analysis of CSRs in 2011-2016 and 15 semi-structured interviews with key policy actors, mainly from the European Commission, Council and Parliament. This paper concludes that CSRs work through soft power to manage governing tensions through translation and by building convergence and consensus. The analysis is framed theoretically by research on governing and knowledge and draws on a social constructivist perspective on policy work.

The European Higher Education Area (EHEA) is an international initiative for the harmonisation of higher education (HE) systems in 49 countries. Literature about UK's participation in the EHEA is limited, and the role of EHEA's membership for the UK, particularly after the end of the Brexit transitional period, has not been researched. The originality of the study reported in this paper is in addressing this gap by exploring the perspectives of key UK HE actors on the strategic significance of UK's memberships in the EHEA post-2020 for the UK. The paper draws on the theoretical ideas of rational choice neo-institutionalism, differentiated Europeanisation and internationalisation, and a thematic analysis of 19 official communications of key stakeholders and six in-depth interviews with their representatives. The findings contribute to filling in a significant gap in the literature about Bologna in the UK in making a distinction between its two memberships in the EHEA and the differences and complexities of the roles they play in constructing UK's overarching agenda in HE particularly in the post-Brexit context. The article has also contributed to the literature about Bologna more widely, presenting an investigation into differentiated Europeanisation that has been taking place within one unique post-EU country.

The paper investigates the increasing number of international co-authored publications, comparing countries that accessed the European Union (EU) in 2004 (EU04) against other Central-Eastern European Countries (othEast-ERA), adopting a scientometric approach. This comparison looks at whether to be part of the EU is different from being part of the European Research Area (ERA) -- given that both entities aim at fostering more international collaborations. The hypothesis is that EU might convey more opportunities for the sake of international publications, although ERA assures access to European funding schemes anyway. Analysing the census of internationally co-authored publications from 1995 to 2015, difference-indifferences regressions show that Countries that joined EU in 2004 performed better than other Central-Eastern ones. Implications for the public policies in science are discussed.

Since the mid 1990s vocational and education and training systems across Europe have had to respond to a number of external factors which have transformed the demand for skills. This paper examines the way in which VET systems have responded to the external factors and increase their resilience in the face of external shocks of one kind or another. The paper also reveals the way in which VET increasing established itself as a mainstream option for young people over the same period because of its capacity to deliver skills which the labour market demands.

Purpose: This paper aims to present the twenty-five-year evolving pathway of the European dimension in education in Croatia. Furthermore, the paper critically problematises the lack of a theoretical framework that has marked this concept's research and partly contributed to its conceptual dispersion and scholarly ambiguity. Design: The paper design is based on chronological and content analysis of the European dimension in education development, primarily focusing on the Croatian context. The period analysed is from 1996, when the first paper on the European dimension in education in Croatia was published until 2020. Findings: The development frame of the European dimension in education is proposed, with an overview of appurtenant phases, followed by chronological and detailed elaborated thematic groups. As an answer to detected theoretical deficiencies, the political praxiology of education is introduced as a direction of its future theoretical development and a partly new shift in the conceptual definition of the European dimension in education is proposed.

This paper presents a descriptive analysis of the impact of tuition fee increases in England on the full-degree mobility of undergraduate students from the European Union. First, we investigated whether the increase in tuition fees reduced the number of EU students in English higher education institutions. Our analysis shows that, on average, English universities suffered a sudden drop in EU enrolments in 2012/13 but recovered and then expanded their pre-2012 enrolment levels in subsequent academic years. We observe that those English universities regarded as less prestigious experienced the sharpest decline and took longer to recover their pre-2012 numbers. Second, we examined how changes in enrolment are associated with EU countries' macro-level characteristics, using the push-pull model framework. While there was a significant decrease in the number of students from Northern and Western European countries attending English universities after 2012, the tuition fee increase did not impact the number of students coming from Southern Europe. We found an association between EU countries' youth employment rates and higher education system characteristics with changes in enrolment in English universities. By examining the effect of changes in the tuition fee policy on international student mobility, our research provides new evidence on how tuition fee policies might change the behaviour of students.

The COVID-19 pandemic positioned digital education in a new light. The need for educational institutions to develop strategies, standards and establish quality assurance across digital education became even more evident. This paper describes the four-step process of designing an interactive "European Union (EU) Digital Education Quality Standard Framework and Companion Evaluation Toolkit" to guide the design, delivery and evaluation of effective digital education. (1) A review of literature of existing digital education frameworks and models is presented. (2) Variables and sub-variables inherent in designing, delivering and evaluating effective digital education are identified. (3) Next the variables and sub-variables in the framework are defined. (4) The process of designing the interactive framework diagram is described with the companion evaluation toolkit outlined. The proposed framework is flexible and applicable to entities and audiences regardless of where they are in the online learning adoption process.

Surveillance technology is more and more used in educational environments, which results in mass privacy violations of kids and, thus, the processing of huge amount of children's data in the name of safety. Methodology used is doctrinal, since the focus of this research was given in the implementation of the legal doctrine of data protection law in the educational environments. More than that, the cases of Greece and France regarding the use of surveillance technologies in schools are carefully studied in this article. Privacy risks that both children and educators are exposed to are underlined. In these terms, this research paper focuses on the proper implementation of the European data protection framework and the role of Data Protection Authorities as control mechanisms, so that human rights risks from the perspective of privacy and data protection to be revealed, and the purposes of the use of such technologies to be evaluated. This study is limited in the legal examination of the European General Data Protection Regulation, and its implementation in the legal orders of Greece and France, and practice pertaining to the case studies of Greece and France respectively.

This paper discusses Finnish-Russian relations from the perspective of cooperation in higher education, and particularly Finnish-Russian double degree programmes prior to 2022. It asks how internal stakeholders, in double degree programmes perceived the role of their cooperation from the point of view of interstate relations, and how cooperation had changed (if at all) after the political crisis intensified between the EU and Russia in 2014. The paper draws on research on EU-Russia relations, and on the link between higher education (collaboration) and international politics. The empirical part of the paper is based on a case study of double degree programmes between Finnish and Russian universities. Semi-structured interviews with internal stakeholders such as administrative and academic heads/coordinators of these programmes serve as the main source of primary materials. The study reveals that even though internal stakeholders explicitly wanted to depoliticise higher education cooperation and denied that interstate (or EU-Russia) relations would have had any impact on their collaboration, many of them still hoped that HE cooperation would help in improving the given relations. Accordingly, they argued for education diplomacy in the sense of 'higher education for diplomacy', but denied it in the sense of 'diplomacy for higher education'.

This paper contributes to the theoretical debate over a global upsurge in higher education (HE) regionalisms which pursue different region-building processes and create policy spaces beyond national boundaries. Focusing on the Nordic countries, the paper studies parallel processes of intra-Nordic and European HE and research cooperation. Although individual Nordic countries opt for different kinds of relationships with the European Union (EU), they have participated in the Europeanisation process of HE and research while intensifying their Nordic regional identity. Drawing on spatial logics in European integration and HE regionalism theories, the concept of 'Nordic added value' (NAV) and three Nordic flagship programmes, this paper addresses two questions: What are the links and outcomes of parallel regionalising processes of the EU-Nordic and intra-Nordic cooperation in HE and research? How has 'Nordic added value' been utilised to strengthen Nordic HE regionalism? The paper argues that spatial logics provide new and holistic understandings of rationales for region-building processes, whereas NAV, being a floating signifier, generates regionalising ideas and functions as a distinctive mechanism of Nordic HE regionalism. Both spatial logics and NAV render opportunities for Nordic regional imaginaries, identity-building and Nordic-EU mutual policy learning.

This paper traces the development of the European Sectoral Social Dialogue in Education since its launch in 2010 and situates it within the context of European Union (EU) governance. The paper adopts a public policy perspective and Ashley Jochim and Peter May's framework for analysing boundary-spanning policy regimes. Based on critical discourse analysis of social dialogue documents and interviews, we argue that the European Sectoral Social Dialogue in Education, as a distinctive institution, has been profoundly shaped by EU's boundary-spanning policy regime of education and employment and at the same time has contributed to its reinforcement. In particular, we demonstrate that the sectoral social dialogue committee since its creation has been embedded in wider institutional arrangements, that it seeks to mobilise education employers and workers on a large scale across Europe, and that it aligns with central issue framings and ideas of EU's boundary-spanning policy regime of education and employment. Thereby, the paper contributes to understanding how institutions, by mobilising interests and channelling attention towards specific issues and ideas, play a central role in structuring and legitimising contemporary EU governance.

This paper assesses how UK universities seek to maintain their global dominant position post-Brexit through comprehensive strategic partnerships with key European institutions as part of their internationalisation strategies. Drawing on 24 semi-structured interviews conducted from November 2017 to July 2018 in 12 UK universities vertically differentiated and spread along the highly hierarchised spectrum of British universities in all four nations, we aim to examine which types of universities are most inclined to form international comprehensive university-wide strategic partnerships, and how they identify their partners. The analysis is framed within Bourdieu's theory of "economy of practices" which considers all university practices as economic practices that are ultimately tailored towards maximising either material or symbolic profit. Unlike in business and industry, where organisations traditionally compete to maximise profit, universities must both compete and collaborate with one another in order to improve (or maintain) their position in the field. UK universities will need to navigate the post-Brexit space they find themselves thrown into, and in the process will need to review international institutional links with both European Union (EU) based and non-EU universities. This paper will assess how UK universities seek to maintain their dominant position in the field through comprehensive strategic partnerships with key foreign institutions.

The ubiquitous use of social platforms across the globe makes them attractive options for investigating social phenomena including migration. However, the use of social media data raises several crucial ethical issues around the areas of informed consent, anonymity and profiling of individuals, which are particularly sensitive when looking at a population such as migrants, which is often considered as 'vulnerable'. In this paper, we discuss how the opportunities and challenges related to social media research in the context of migration impact on the development of large-scale scientific projects. Building on the EU-funded research project PERCEPTIONS, we explore the concrete challenges experienced in such projects regarding profiling, informed consent, bias, data sharing and ethical approval procedures, as well as the strategies used to mitigate them. We draw from lessons learned in this project to discuss implications and recommendations to researchers, funders and university ethics review panels. This paper contributes to the growing discussion on the ethical challenges associated with big social data research projects on migration by highlighting concrete aspects stakeholders should be looking for and questioning when involved in such large-scale scientific projects where collaboration, data sharing and transformation and practicalities are of importance.

Using comparable legal information, and empirical data from over 2000 members of the UK's University and College Union and 2000 staff in universities of the European states, gathered by means of similar surveys, this paper is a comparative assessment of the "de jure" protection for, and the "de facto" levels of, academic freedom enjoyed by academic staff in the UK, when compared to their EU counterparts. The paper examines the legal and constitutional protection for academic freedom and the current levels of, and changes to, the two substantive elements (freedom to teach and freedom to research) and three supportive components (autonomy, governance and tenure) of academic freedom. The study reveals that UK academic staff believe that there is a low level of protection for academic freedom and that it has declined, both in general, and with respect to the two substantive elements and three supportive components of academic freedom. Similar trends are evident in the EU states, but statistical tests reveal that for every measure utilised, the decline in academic freedom is significantly greater in the UK than in the EU states.

Introduction: The current development of the world economy defined as the Fourth industrial revolution (Industry 4.0) is rather determined by a larger social change caused by the interconnection of the physical, virtual, and social worlds. It affects the market of products, production factors, sectors, services, education, research, social systems, the labour market, the education, and specialization, including the legal framework, and the use of digital technologies for production and education purposes. Purpose: The aim of the literature review will be the description and analysis of Industry 4.0, which are digitization and the application of digital technologies, associated with new emerging jobs in the circular economy, artificial intelligence, cloud computing, development, sales of products and services and the focus on human resources, as Industry 4.0 requires new standards regarding Education 4.0. Methods: The study, analysis, evaluation and comparison of selected scientific papers and research reviews of international organizations (European Union, OECD, etc.) related to Industry 4.0 and Education 4.0 resulted in the need for a significant transformation of education and labour markets, because of newly emerging professions demanding new profiles of graduates. Conclusions: Calls for changes in the educational structure and new qualifications will be formulated regarding the Slovak economy by 2030. A successful transition to Industry 4.0 paradigm requires the linkage between industrial policy and educational, scientific, technical and innovation policies.

Online courses have become an increasingly attractive format for delivering teacher training. However, the low retention rates are a critical and still unsolved issue. This paper presents the results of a randomized controlled trial aimed at testing the impact of a personalized support model on teachers' retention in online training courses. The support consisted of a package of nine messages triggered by teachers' characteristics and their specific (in)actions on the course platform. The study involved 3,777 lower-secondary education professional and student teachers from nine European Union Member States and Turkey, who were invited to participate in four new online courses in school year 2018/2019. The experimental estimates show that the offered support increased course completion by 10 percentage points among professional teachers in EU Member States, while it had no effects among student teachers nor in Turkey. Implications for online teacher training providers--such as the importance of reaching out to participants with poor online training experience and who do not start the courses in time--are discussed.

The Scandinavian states have international reputations for promoting social democratic ideals, which have long been manifest in Nordic universities, e.g. legal protection for academic freedom and university studies free of charge. However, Nordic governments have made new h.e. laws, thereby changing university autonomy and management structures, leading to greater involvement by external personnel in university governance, and reduced academic freedom for academic staff. Utilizing legal data, and a survey of +5,000 academics from the EU states, this paper compares the protection for academic freedom in Denmark, Finland, Norway and Sweden. The "de jure" analysis shows that a single Nordic grouping is not apparent, but that there are two distinct Scandinavian cohorts. The "de facto" analysis reveals differences between the Nordic nations and other EU states but does neither confirm the Nordic model nor substantiate two regional cohorts identified in previous research and in the "de jure" analysis.

The academic context of Romanian higher education music lecturers has not yet completely overcome the influence of the socio-political scenario from before the fall of the communist system. This contributes to the international isolation of Rumanians higher music education, marginalising its institutions from the European Higher Education Area. This paper presents a study featuring the opinions of 470 Romanian university lecturers at eight higher institutions regarding the overall situation of higher music education. About seventy percent of participants stated that the current higher education system is worse than 30 years ago. A cluster analysis showed that the most important challenges facing the Romanian education system are insufficient funding and the need to promote more postgraduate studies. The situation described could be useful to revise the curriculum in order to align Romanian higher music education with the standards of the European Higher Education Area.

EU educational mobility programmes have long been geared towards not only the promotion of intercultural communicative competence but also the uptake of European civic values. While the linguistic and socio-cultural effects of European training mobilities have been extensively studied, their effectiveness in supporting active citizenship and the emergence of shared community values remains largely unexplored. Similarly, no previous research has attempted to systematise the various conceptualisations of European civic and democratic values invoked in mobility projects addressing the topic. To bridge this lacuna, this paper reviews qualitative data from EU school-based mobility projects whose stated purpose, singularly or in conjunction with other educational goals, is the promotion of European civic awareness and democratic values among adult participants in a Spanish region. The methodological approach for the compilation of the corpus of project records, data extraction, and processing follows that of Qualitative Comparative Analyses. The results point to a broad operationalisation of European civic and democratic themes in the examined projects. The coexistence of a limited number of specific proposals for deliberate educational intervention aimed at promoting democracy and European citizenship abroad, alongside the prevailing stance, posits a spontaneous acquisition of such values through participation in transnational learning activities aimed at developing communicative, intercultural, and digital skills, is also reported.

The purpose of this paper is to explore the meanings of 'child participation' in international and European policy agendas on children('s rights). The premise here is that policy agendas informed by children's rights principles have the power to shape what a child can (learn) to do and be in a given society. Furthermore, the policy agendas analysed in this study are underpinned by pedagogical assumptions concerning the socio-cultural construction of childhood as a category and the spaces of participation that are dedicated and/or conceded to flesh-and-blood children. It is crucially important to explore the meanings of the 'child-participation' duo of terms as they are used in policy documents, because the values and principles thus conveyed constitute the political framework within which micro-pedagogical learning experiences, involving both children and adults, are constructed.

Although most international organisations are, in principle, multilingual, the ten-member Association of South East Asian Nations (ASEAN) has adopted a radical approach by operating monolingually, ostensibly for convenience and pragmatism. In order to provide an evaluation of the ASEAN policy context, this paper compares and contrasts ASEAN to two other more familiar international organisations, namely the United Nations (UN) and European Union (EU). The paper attempts to rationalise language policy and planning (LPP) in these organisations, grounded in principles such as equality, inclusivity, practicality, instrumentality, economic viability and even arguably, 'neutrality' in the context of ASEAN. These principles are discussed in relation to two underlying models of language ideology, i.e. linguistic pluralism and internationalisation, which characterise ASEAN, EU and UN LPP. The article presents the argument that ASEAN has embraced English-only monolingualism, rooted in internationalisation, while both UN and EU strive to achieve plurilingualism, albeit through divergent multilingual operational models. The analysis, however, shows that the ideology of linguistic pluralism characterising UN and EU is at best symbolic, as this ideology has practically maintained the hegemony of English and, to some extent, the other languages of power. This suggests that ASEAN may not have much to learn from EU or UN for an alternative to its English-only policy.

This paper critically evaluates the concept of innovation, in the context of the funding of youth work within Erasmus+ Key Acton 2, but the findings are applicable to other settings which emphasise innovation. The paper argues that, first, innovation is problematic because it lacks a definition. Second, innovation is founded on a neoliberal business model, where solutions are identified and mainstreamed, and the consumer is the ultimate arbiter. Third, the importance of innovation as both context dependent and contested is not appreciated. One result of these problems is that established professional knowledge is undermined, and an emphasis on innovation also has the potential to run counter to the existing established educational practices of youth work. It is argued that innovation is becoming a euphemism for quality, and therefore innovation is taking on the guise of a 'silver bullet' for wider EU policy problems.

The paper compares the institutional development of skills formation in Lithuania and Ukraine by focusing on the implications of the post-communist transition and Europeanization and exploring the role of policy transfer. The research follows the theoretical approach of historical institutionalism and skills formation ecosystems. Despite similar critical junctures typical for the institutional development of skills formation in Lithuania and Ukraine within this timeframe, the existing differences of these development pathways can be explained by the different policy choices and different impacts of the institutional legacy. The main implication of integration with the EU for skills formation in Lithuania and Ukraine is related with enabling holistic and strategic institutional development of skills formation institutions. The paper concludes that policy transfer was one of the key driving forces and capacity-building sources in the development of skills formation institutions in both countries.
