The nine papers in this booklet were presented at three sessions of the IFLA General Conference. The text of the first paper, "Presidential Address at the Opening of the IFLA Council and General Conference: Moscow 1991" (Hans-Peter Geh, President of IFLA), is provided in English, German, and Russian. The text of the second paper, "Libraries and Culture," (N. N. Gubenko, Minister of Culture of the USSR) is provided in English, French, and Russian. The three papers in this collection were presented at the opening of the conference and the plenary session. The first is the "Presidential Address: Brighton, 1987 = Eroffnungsansprache zur IFLA Generalkonferenz Brighton 1987" (Hans-Peter Geh). These remarks by the President of the International Federation of Library Associations (IFLA) address the theme of the conference--"Library and Information Services in a Changing World"--with: (1) special attention to a view of IFLA since its founding in 1927; (2) recognition of the 110th anniversary of the British Library Association and the appropriateness of holding the conference on British soil; (3) the wide-ranging activities in library work in the Third World by IFLA; (4) education of the present-day librarians who must adapt to a rapidly changing social and technological environment; (5) new professional fields presenting new job possibilities; and (6) a summary of discussions concerning closer coordination between the professional work done in the Sections and Core Programs. This selection of the papers presented at a conference includes 6 introductory papers, 32 papers dealing with innovations and experiences in the authors' own countries, and reports from 6 working groups. These working groups addressed the six key topic areas of the conference: (1) relationships between new technologies and labor relations and their impact on the labor market, education, and schooling; (2) new technologies in the learning process; (3) technology's impact on relationships between general education and education for careers; (4) technological demands upon recurrent education, adult education, and non-formal education; (5) technological developments and their impact on education in the Third World; and (6) the impact of technological developments on both initial and inservice teacher education and training. This collection of 24 articles explores how educational research, programs and policies in several countries are related to the issue of children's rights. Several of the collected articles focus on aspects of children's experience and development. Group membership, children's right to happiness, the development of an optimistic outlook among children, students' responsibilities, growing up at school, socialization, personality development, psychological effects of educational programs on immigrant children, the position of the teacher discussing controversial issues, the orientation of children toward work, child abuse and neglect, the human rights of the juvenile delinquent, and individual differences of children are among the topics discussed. Some of the articles explore social conditions and describe institutional practices. The relationship of class differences and equality of opportunity, educational practices and the rights of infants, education in the German Democratic Republic, sexual differentiation in educational programs, and problems of sanitation, education and society are among the topics discussed. This report summarizes the meetings of the World Health Organization (WHO) Working Group on Family Planning and Sex Education of Young People, which was attended by advisors representing education, sociology, psychology, pediatrics, demography, obstetrics and gynocology, family planning, and psychological medicine. The advisors were from eight countries, from UNESCO, from the International Planned Parenthood Federation, and WHO staff and consultants. The scope and purpose of the working group and its definitions of adolescence and family planning are given in the introduction. The present situation in Europe and obstacles to sex education and family planning services for young people are reviewed, based on a study by the WHO Regional Office for Europe, which emphasized strategies used in various countries for providing sex education and family planning. Develoment of sex education programs is discussed in the areas of curricula, staff training, and program implementation. Development of family planning services is discussed, focusing on the place of such services in the health service structure, roles and training of staff, and service acceptability. The report concludes with guidelines for educational programs, including content and staff training; guidelines for provision of family planning services, including organization, setting, and staff; and general recommendations. A list of participants, and summaries of the report in French, German, and Russian are included. (JAC)

Experts in education from universities and other centers of research, coming from almost 60 countries and meeting in a world congress, studied the factors underlying self realization in education. The essential points presented through the various reports are: (1) All human beings have potentialities which should be developed to an optimum degree. It is the responsibility of society to develop conditions which will enable the individual to achieve self actualization. (2) There is complete agreement that self realization is one of the most important questions throughout the world. (3) Self realization is a very complex problem which involves many conditions and which is affected by very diverse influences. (4) The problems which confront all educators and teachers in the realization of personality are manifold. (5) Educational research in relation to the problem of self actualization has shown itself to be of major importance. This volume contains the papers presented at the conference. Those presentations that are in a foreign language are summarized in English. (CJ)
