This paper seeks to contribute to recent comparative discussions about the shift of traditional referential points as a result of new global governance by the OECD through PISA. In doing so, the authors investigate whether the lower PISA rankings of the US have resulted in the shifting of its referential status in South Korea. For the purposes of analysis, media representation of US education in South Korea is analysed by using two disparate newspapers from two time periods: three years before the first PISA release in 2001 and three years after 2009. This paper uses media discourses as primary data, but it also considers other complementary data such as policy documents and government policy statements on education. Recently, global governance through comparative data has become more significant, but the results of this study suggest that one should be careful about oversimplification. The results of this study imply that the pattern of external referencing in media representation hinges on historical, political, and cultural experiences rather than purely evidence-based discourses, at least in the case of South Korea.

Countries around the world are striving to improve their educational systems with a view to improving their economy and society. In this global competition, national and international test results are of considerable interest. In this paper, we show that national testing in England and the USA have shown little or no improvement over the years. This finding is not isolated; it appears to be a global phenomenon. Data from large-scale international assessments such as PISA, TIMSS and PIRLS are remarkably stable over time. This paper reviews the trends from country-specific and international data and explores some of the reasons which have been offered for such stability. We argue that these explanations are insufficient and ways forward are discussed.

This paper critically considers the notion of educational policy transfer by addressing the roles of significant actors, based on an analysis of educational reforms made during the Soviet and US military occupation in the two Koreas. Using evidence from the Korean cases, the paper challenges the state-centric, linear, and static views of educational policy transfer, and proposes a new conceptualisation which involves multiple actors from different levels including international, domestic, and individual players. While the educational reforms in the two Koreas were developed by the Soviet and US military in order to maximise their long-term security interests in the Korean peninsula, the key actors who implemented the reforms were Korean policy-makers, who had been appointed to key positions of the educational administrations through the bureaucratic politics between the military authorities and the Korean polity. Thus, specific programmes and policies for implementation of the reforms depended on the Korean policy-makers' understanding and interpretations of the different ideologies of the Soviet Union and the USA.

This paper describes a systematic review of international research evidence identifying the most promising approaches to attracting and retaining teachers in hard-to-staff areas. Only empirical studies that employed a causal or suitable comparative design and had robust measurements of recruitment and retention outcomes were considered. Studies were assessed for strength of evidence taking into account threats to trustworthiness which may bias the results. A search of 13 electronic databases and Google/Google scholar identified 20 distinct research reports that met the inclusion criteria. Financial incentives was the only approach that seems to work in attracting teachers to challenging schools, but not effective in retaining them. To keep teachers working in challenging schools a supportive and conducive working environment would be needed. Other approaches such as mentoring, support, or teacher development do not have strong evidence of effectiveness, largely because much of the research on these approaches was weak. More robust research capable of addressing causal questions is therefore urgently required to determine their impact in attracting and retaining good teachers in areas where they are most needed. Long-term solution would be to change school-allocation policies and improve economic conditions in such areas so that the problem of staffing does not arise.

This contribution provides a brief endpiece to the Special Issue in honour of Harry Judge from the point of view of a journalist active over much of the period discussed. It focuses particularly on two papers concerned with teacher training in the UK and USA.

This paper presents findings from two studies of publication patterns in leading English, German, European and US journals of education. The studies were funded by the German Research Association and conducted by an international team of researchers. All papers published in 14 selected journals between 2001 and 2010 were analysed in terms of their author profile, their methodological approach and their thematic focus. The analyses resulted in publication patterns for the selected journals and at an aggregated level for the four geographic areas in which journals are published, highlighting many similarities, but also distinct differences. As far as the differences are concerned, the lower share of female authors and the relative low proportion of papers drawing on empirical research in German journals are noteworthy. For US journals, the comparatively low importance of papers drawing on the international research discourse seems to be particularly important. Based on an analysis of related studies in this field the paper demonstrates a degree of alignment of publication patterns with disciplinary traditions and formation processes in the field of education. However, the trend analysis provided also shows that some of the traditional boundaries of education as an academic discipline are in a state of flux.

East Asian dominance in international large-scale assessments is widely known. This is often explained as an outcome of highly competitive, exam-oriented education systems in East Asia, wherein students partake in a fierce competition for limited college entrance. Although achievement scores may be comparatively higher, the argument goes, the relative success comes at a steep price, with the emphasis on high-stakes tests heightening student stress and anxiety. In this paper we refute this persistent and out-dated stereotype by focusing on changes in Japanese education over the past several decades. The two original studies we report herein show that not only do Japanese students feel less school-related anxiety and stress than they once did, but these levels are now comparable to students in America, Australia, and the United Kingdom. In showing that stereotypes do not match empirical realities, we seek to open a richer discussion around East Asian student achievement. We conclude by extending the discussion to recent changes in China, Taiwan, and South Korea. We then raise the possibility that fundamentally different outlooks on the learning process explain both differences in achievement and the persistence of the West's distorted images of Japanese and East Asian education.

In both schools and homes, information and communication technologies (ICT) are widely seen as enhancing learning, this hope fuelling their rapid diffusion and adoption throughout developed societies. But they are not yet so embedded in the social practices of everyday life as to be taken for granted, with schools proving slower to change their lesson plans than they were to fit computers in the classroom. This article examines two possible explanations--first, that convincing evidence of improved learning outcomes remains surprisingly elusive, and second, the unresolved debate over whether ICT should be conceived of as supporting delivery of a traditional or a radically different vision of pedagogy based on soft skills and new digital literacies. The difficulty in establishing traditional benefits, and the uncertainty over pursuing alternative benefits, raises fundamental questions over whether society really desires a transformed, technologically-mediated relation between teacher and learner. This paper explores the idea of thinking skills approaches as tools for pedagogical inquiry and in so doing seeks to develop the link between the promotion of inquiry-based learning, which is a central tenet of thinking skills, and inquiry-based teaching as an approach to professional development and school improvement. The first part of the paper examines the impact of teaching thinking skills on teachers by drawing upon a systematic review of research evidence. The second part of the paper sets the characteristics identified in the context of research into teachers' development and considers the contribution of a pedagogy based on thinking skills approaches to continuing professional development.

This review examines the kinds of relationship between research and practice that have been envisaged in programmes designed to provide opportunities for beginning teachers to engage in "research-informed clinical practice". Although the terminology varies, scope for inclusion is defined by an intention to facilitate and deepen the interplay between the different kinds of knowledge that are generated and validated within the different contexts of school and university. A variety of approaches have been taken to achieving this kind of integration; not merely extending the time that beginning teachers spend in school, but focusing on the processes by which professional knowledge is created, for example, by equipping beginning teachers to act as researchers, adopting a problem-solving orientation to practice. A range of approaches within and beyond the UK are examined, acknowledging the policy contexts in which they have been developed and comparing the rationales advanced in support of them. Finally the paper examines the claims advanced for the impact of such research-based clinical practice and the quality of the evidence that underpins them, in relation both to beginning teachers' professional learning and to student outcomes.

The work of John Furlong on school and classroom ethnography is located in its context and its achievements celebrated. The paper focuses on class, ethnicity and gender issues as it explores the changes and continuities in the ethnography of education over the 66-year period covered. The qualities of a good ethnographer are playfully compared to those of the African-Caribbean trickster figure Anansi used by Furlong in an early article. Looking back to 1954 and forward to 2020, the key themes found in the qualitative research on schools and classrooms in the UK and the USA are compared and contrasted.

In this paper we problematise the notion of authority as it appears in discourse relating to school discipline. The account of authority that dominates is narrow and restricted, and the term is sometimes used as a synonym for control. This prohibits full consideration of the range of relationships in which authority manifests itself. We draw on sociological and philosophical literature, and argue that a multi-dimensional concept of authority may offer a more nuanced framework for theorising student-teacher relationships in schools. We consider how each of the forms of authority outlined by Wrong (2002)--coercive, legitimate, competent, personal and authority by inducement--may have some application to the classroom setting. In particular we explore the concept of "personal authority" and its potential to enhance understanding of the contested and under-theorised concept of authority. We begin by exploring ways in which the current policy context presents challenges to particular forms of authority.

The Organisation for Economic Cooperation and Development, the education-work relationship in China and the United States, the Work in America Institute, and the National Academy of Education are discussed. Traces the history of tenure plans in U.S. universities since the late 1800s and the response of university faculties to retrenchment efforts. Legal decisions concerning the university's rights to dismiss tenured professors because of funding cutbacks are discussed. (AM)
