Considered by citizens as trusted and safe places, libraries are continuously widening their role within their communities. Promoting digital empowerment (the capacity of using technology to introduce positive changes in the lives of individuals and groups) has become a key aspect in libraries’ role in supporting life-long learning. Between 2013 and 2016, the Instituto Cervantes Library in Athens organized several digital training iniciatives, such as “Safe and Connected Project”, in collaboration with Cibervoluntarios Foundation. Nowadays the Network of Instituto Cervantes Libraries faces the challenge of integrating this line of work within its main course of action, that is the promotion of the language and culture of Spanish speaking countries.

Could it be that the destruction of a text, an archive, a library, respond at a desire to destroy systematically the thought of an individual or a human group? Even, would it reflect the desire to end that individual or social group? The issue of biblioclasm is clearly ethical, because involves professional responsibility in the management of information. And, as a philosophical issue requires thinking in any categories of situational analysis. The elimination of texts at different levels could respond to the identity between the subjects and the information that they produce (or possibly require), hiding the desire of destroy both present and future possibilities that the knowledge open them. Through violent acts occurring in a real dimension, by substitution, is projected the symbolic destruction of a rival. Elucidation of the mechanisms operating in the relationship between subjectivity and information, illuminate the denied places of diverse speeches that are in conflict. We present the first open peer review module for open access repositories. The module, designed in this first stage for integration with DSpace repositories, in order to avoid “inbreeding”, enables any scholar to offer a qualitative and quantitative evaluation of any research object hosted in a compliant repository. Weighted reputation metrics are calculated for articles, reviews, authors and reviewers. An advanced search function allows repository users to filter or sort research objects based on their reputation, which it is calculated based on the reviews received. The integration of peer review in repositories promotes open scholarship by enabling a direct, open and transparent collaboration between authors and reviewers, and produces novel metrics directly reflecting the perceived quality of a research work by expert peers, contrary to current available metrics that only indirectly account for quality through usage statistics. Reviewers of the work and the authors of the work (right of reply) at the repository data base can comment on the reviews of that work. This option may be extended to all specialists in the field registered at the repository but without taking them into account in metrics. The open peer review module has already been installed in two major Spanish repositories (DIGITAL.CSIC, e-IEO) with promising initial results.

In 2010, University of Buenos Aires, School of Agriculture Central Library, inaugurates FAUBA DIGITAL, its institutional repository, initially with two collections: theses and graduate works, and theses and postgraduate works. Initially, Moodle was used as the platform for uploading files, with the idea of developing a tailored interface in the future. The opportunity only came at the end of 2013, when the School Information Technology Unit (UTI) began to carry out this type of development. It was proposed to have a web form for teachers and students to deposit files corresponding to their academic and research work, and to automate some logistics tasks related to digital files upload (communication with the depositor, uploaded files control and monitoring, files storage, etc.) tasks that the Technical Processes Department performed manually. The design, programming of the software and coordination of the project have been in charge of the UTI based on the functional requirements prepared by the library staff team, led by the Heads of Technical Processes and Library Technology Departments, who in turn were in charge of actively participate in all stages of the project and carry out three “testing” stages. After its launch in June 2016, the expected result is that it will facilitate the delivery of files and optimize Technical Processes Staff work (tasks of monitoring the delivery of files, publication permissions and file naming and management). The self-archiving form was inaugurated together with the Scientific Articles collection published by Faculty teachers (almost 900 articles available in full text on the school intranet since 2010). This development is an example that although a lot of energy is needed to start a project of this nature, which involves two departments of the Library and Information Technology Unit, while the usual current tasks must continue to be carried out, when it combines staff qualification and training, clear and documented task analysis and objective, the right moment and conditions, as well as a share of perseverance, it is possible in public university libraries to make progress, taking advantage of resources available in the institution itself

The management of photographic archives presents special challenges compared to textual documents. Beyond the specific requirements regarding the organization and preservation of photographic documents, the automated management of photographic archives must take into account different aspects. Firstly, the fact that it is a visual medium - photography - requires search and navigation systems for the user that integrate not only the image of photography but also fields of visual description. Photographic archives are also presented on a variety of supports, each of them with their specific requirements in terms of preservation and handling. This information, although not necessarily required by the end users, is essential for the archivist for whom the computer system must be able to report on existing versions of the document and the interventions made on them. Finally the representation of the context in automated systems, requires the linking of the photographic document with other entities, such as people, entities or documents with which it relates. The present contribution relates the process of selection and test of AtoM (version 2 of the Ica-Atom software), Koha, Dspace and Omeka computer systems for the management and accessibility of the Plate Archive of the Astronomical Observatory of Cordoba.

An indicator to measure disruption has recently been proposed (Funk & Owen-Smith, 2017; Wu, Wang, & Evans, 2019) which has given rise to a large number of variants (Bornmann et al., 2020). In this work we are going to focus on the original indicator DI and the one that seems to have a better performance DI5 (Bornmann and Tekles, 2021; Bittmann et al., 2021) carrying out a large-scale study comparing the scores assigned to each paper. with other bibliometric indicators. The result is that the papers to which the bibliometric indicators assign more value do not obtain better scores. Reviews and short surveys have higher scores than articles and conference papers. Excellent papers have worse scores than non-excellent ones. Works with international collaboration obtain worse values than those without it. Works published in Q1 journals have worse scores than those published in journals of other quartiles. And there is also a small negative correlation with the normalized impact and with the technological impact.

The concept, typology and historical development of the heritage, the collections in libraries with old documents and the preparation of the National Unified Catalog of printed and facsimiles existing in Argentina prior to the year 1800 are described. Later the concepts are differentiated and, as disciplines, conservation, restoration and preservation throughout history, until the appearance of preventive conservation. Then the ambiguity of definitions for historical or patrimonial libraries is demonstrated, and the age limit for collections and old books. It is important to carry out a diagnosis to know and understand the needs of the collection. And the main risks and factors of deterioration of the documents are analyzed. In addition, there is an approach to the theoretical aspects of the institutional framework and its influence on resources and policies, as well as diagnoses for the preventive conservation of collections. With the help of the proposed model, awareness of the prevention of deterioration of old funds is promoted through the design and implementation of a preventive conservation plan.

The nineteenth century and the first years of the twentieth constituted a convulsive period in the history of Puerto Rico. It was a time characterized by the awakening of the conscience of Puerto Ricans, the establishment of political parties and workers' societies and the struggle for women's rights. This paper explores the role that the Library of the Puerto Rican Athenaeum and the Insular Library, the two most emblematic institutions of its time, had in that context. The documentary analysis and the interview are used as techniques for data collection. The interviews have been made to researchers who are knowledgeable about the history of Puerto Rico and, in particular, about the socio-economic and political conditions in the period studied. The Library of the Puerto Rican Athenaeum and the Insular Library are two pillars in the development of library practice in Puerto Rico, both in terms of the organization of library resources and in the offering of services. In addition, both served as custodian and reinforcement of the Puerto Rican identity, were spaces for politics and discussion of the most advanced ideas of the moment, contributing to the formation of the Puerto Rican intellectual class differentiated from the Spanish, as well as an option to education formal and a vehicle for the betterment of society.

In the current situation of economic crisis in Spain we discern two possible roads of exit to the crisis: the internationalisation and competitiveness. However, neither the business network, neither the companies can be effective in these fields without the concurrence of the Competitive Intelligence. Nowadays, in spite of the increase of the incorporation of this discipline to the business strategy of a lot of companies, still is not perceived in his just measure by the SMEs. Since the SMEs constitute a high percentage of the business network in this country, is to them to which it is necessary to do conscious of the importance of the Competitive Intelligence to the hour to detect new opportunities of business and niches of market. The Chambers of Commerce can be the most indicated actors to carry out this task of promotion, entitled by 125 years close working with the companies to create, consolidate and expand his business inside and out of the state field. It is this regional capillarity, consolidated bythe new Basic Law 4/2014 of the Official Cahmbers of Commerce, Industry, Services and Navigation, together with his paper as promoter of internationalisation and competitiveness plans, where the Competitive Intelligence can contribute to help the SMEs, and therefore to the business network, to surpass this disadvantageous economic situation.

In recent years, numerous studies have dealt with the transformations and constraints undergone by university libraries (UL), because of the responses to the accelerated digital environment in which we find ourselves. Starting from them, this communication will focus on reviewing the trajectory of the UL, as an educational platform of support for teaching and learning. It analyzes the transition to the CRAI model during the 1990s and the need to actualize it today with a deeper commitment to teaching and learning, at a time when libraries should demonstrate with a clear accountability the added value that they can offer. We worked with reports on university and libraries futures, like the New Media Consortium (NMC) and EDUCAUSE with its well-known Horizon reports, and other material Associaton of College and Research Libraries and the European University Association. We do this with the intention of drawing up especially relevant points of the role of support to teaching and learning from the UL.

This work proposes a methodology to start a network for the visibility and prevention of Biblioclasty; understanding by this to the destruction, obstruction, limitation of access or concealment of the documentary knowledge supports, and the physical or moral persecution of the people who work in relation to those documents in their different supports and / or their users. We consider that there is a proto-network whose actors can be identified by means of social network analysis methodologies. To do this, the exchanges of e-mails within some librarian interest lists will be analyzed, considering those related to Biblioclasty (on complaints of destruction of books, closing of libraries, censorship actions, layoffs of librarians or de-hierarchization of these , among others). To determine the relevance of the content to be analyzed, the thematic categories of the controlled vocabulary on Biblioclasty generated by the CAICYT-CONICET will be used (Abstract translated from Spanish, it's original language)
