In instability and economic turbulence, the wellbeing of households as market economy entities constitutes the financial-investment capacity of a region, the level of which is determined by the conditions of the competitive socio-economic environment. The paper aims to estimate the financial wellbeing of households on the example of the oblasts of the Carpathian region of Ukraine in instability. The study is based on a system-integral estimation method, which includes the implementation of three stages: (1) development of a system of indicators, (2) determination and substantiation of weight significance, and (3) construction of time series of empirical parameters of households’ wellbeing based on temporal and spatial approaches. The analysis reveals that the financial wellbeing of households differentiates in a competitive economic environment and with the spread of behavioral factors (COVID-19, consumer reflections). Among the oblasts of the Carpathian region of Ukraine, the highest values of empirical parameters of financial wellbeing were in Zakarpatska (0.537) and Chernivetska (0.459) oblasts (2019). Meanwhile, the level of the financial wellbeing of households is higher in Lvivska oblast by several indicators. The divergence of the Carpathian region from Ukraine by the level of the financial wellbeing of households was mostly observed in 2018–2019. Zakarpatska oblast was the leader by the level of the financial wellbeing of households in 2010–2019. The study is of the practical nature for framing the regional economic policy in terms of detecting the critical “pressure” of financial wellbeing on the economic growth of the region and economic ability to increase investment capacity. An urgent requirement of the time is to carry out modernization in all sectors of the national economy, aimed at extensive and intensive expansion of production, its innovative development and ecologization. The woodworking industry of Ukraine, having considerable economic potential, faces problems due to its low technical and technological level of development. In order to evaluate the state and quality of the process of modernization of woodworking enterprises, its components are distinguished: extensive, intensive, innovative and environmental. For the estimation of the extensiveness of modernization, the following indicators were selected and investigated for 2014-2018: number of employees, value of current assets, residual value of fixed assets, production volumes, profit. It is substantiated that modernization has an intensive component if the growth rate of the number of employees is greater than one, the rate of growth of the value of current assets is greater than the rate of growth of the number of employees, the growth rate of the residual value of fixed assets is higher than the growth rate of current assets, the growth rate of production is greater than the growth rate of the residual value of fixed assets, and the growth rate of profit is greater than the growth rate of production volume. The use of the Spearman coefficient showed that during 2015-2016, the process of modernization of woodworking enterprises with the increase of attracted resources and production volumes was ineffective due to losses. In 2017, the modernization processes are estimated to be effective but mostly extensive; in 2018, the selected indicators have a standard dynamic - modernization is intensive. The evaluation of the modernization innovation was carried out on the basis of the research of indicators of innovation activity of the enterprises of the industry for 2014-2018. The calculated integral indices showed the decrease in innovation activity in 2015 and 2017, and its expansion in 2016 and 2018. The presence of an environmental component of modernization confirms the significant increase in capital investments of the enterprises of the industry for environmental protection in 2018. The proposed methods of assessment of the components of modernization can be used both at the industry level and at the level of individual enterprises.

The purpose of the study is the application of the method of multi-criteria estimation to select the initial material of various direction of maize breeding. The studies were performed in the year of 2017–2018 in two different regions of trials, in the arid area of the ARC “Donskoy” (Zernograd) and in the moisture area of the All-Russian Research Institute of Maize (Pyatigorsk). 10 parental forms of maize hybrids ‘Alpha M’, ‘Almaz M’, ‘Avrora S’, ‘Milena M’, ‘Istok S’, ‘Mirt M’, ‘Malvina S’, Raduga S’, Maya M’, ‘Prestizh M’ used as testers in breeding programs were taken as initial material. The studied forms were characterized by a diversity in the value of their main economically valuable traits. Significant variability was identified in infertility of plants (V = 56.0%), smut infection (V = 46.4%) and fragility of a stem below a cob (V = 43.4%). Average variability was identified in grain productivity (V = 14.8–18.2%), drought resistance index (V = 10.5%), harvesting moisture of grain (V = 18.6%). The use of the complex of main economically valuable traits for the integrated assessment (SD), taking into account the specified contributions (Rk) and weight coefficients (Wi), made it possible to rank the initial material according to its value for various areas of selection. There have been identified the testers ‘Mirt M’, Maya M, ‘Istok S’ with the best integral values (SD = 2.63–5.65) for breeding on drought tolerance. ‘Istok S’, ‘Milena M’, ‘Avrora S’ (SD = 2.14–4.07) have been recommended as the testers in breeding programs to breed the varieties with low harvesting moisture of grain. There has been identified a universal tester ‘Istok S’ which is suitable for various directions of maize breeding. Thus, the multi-criteria estimation can be used in the breeding process to select initial material that meets the requirements of the planned breeding directions.

The basic stages of internal control of account receivable are investigated, namely previous, current and result. Methodology of rating estimation of potential customers, that will increase efficiency of previous control, is offered. Grouping of integral estimation, that distributes customers and customers on the criterion of trust forms the basis. The list of indexes that every subject of menage can adapt for own necessities with taking into account of features of production is given. Worked out organizationally-methodical model of internal control for to the calculations with customers and clients describes in detail: objects of control, sources of information, methodical techniques, generalizations of results and realization of responses. The functional duties of departments of enterprise, that tying up with an origin, accumulation and removal of account receivable, are prescribed in detail. The methodologies considered in the article have the applied aspect, they can quickly adapt oneself for verification of other assets of enterprise, will be useful to perfection of internal control on an enterprise.

The subject of research is the combination of scientific-methodical and applied the provisions to improve motivation in the electricity industry. The purpose of this study is to develop managerial solutions to the integral evaluation of the system of incentives in the electricity industry. Objectives of the study: to improve the methodological approach to the assessment of motivation in the electricity industry, to form a matrix of standardized values of indicators analysis, to detect threats and dangers that hinder their effective operation and stable development. Results of work. The integral estimation of components in the system of motivation at the electric power industry enterprises for 2009-2015 was carried out in the article. It was determined that at the enterprises there are unfavorable tendencies in the personnel policy, which on the whole repeat the structural disproportions of the domestic labor market, namely: high staff turnover; increase in the proportion of employees over 50 years of massive layoffs through the optimization of jobs; weak connection of monetary incentives and benefits in terms of the quality of work performed by employees, institutional non-fixed payments made at the expense of profits and other. Conclusions. Integral assessment of enterprises enhances the economic essence of motivation in the electricity industry and allows it to be used to characterize the ability of enterprises to return to the state of equilibrium, save the settings and go to a new stage of development in terms of the random changes in the external and internal environment. The analysis of certain methods of integral evaluation showed that the taxonomic analysis allows to evaluate the level of components in the system of incentives in the electricity industry dynamics and identify key indicators that have the most influence on them.

Purpose: the development of a methodical approach to carrying out objective assessment of a business model of the enterprise at justifi cation of investment decisions in the industry.Methods: the study is based on the application of methods of analysis of financial state of enterprises, structural, statistical analyses, expert assessments and business modeling. Actual information about the industry obtained from the materials of the Center server corporate disclosure.Results: widely known abroad the concept of business modeling is gradually finding its deserved recognition in the preparation of investment decisions in industry. Meanwhile, up to the present time specialists are not offered objective mechanism for assessing the degree of optimality of the business model of the industrial enterprise. Judgments about the excellence or badness of a business model are made on the basis of intuitive perception of experts about the completeness of the reflection in it of the main components of modern business. However, this approach in the justification of investment in industrial enterprise entails too high a price to erroneous conclusions based on subjective perceptions. To ensure an objective assessment of excellence models, the proposed methodological rationale of this work is based on comparing the actual parameters of the business and its target the formalized values.Conclusions and Relevance: the recommended use of the mathematical apparatus of the factor analysis of the business model of the industrial enterprise makes the work to support investment decisions in a scientifically sound procedure that guarantees obtaining reliable results.

The research is aimed at developing a methodical approach to the construction of an innovative system of estimation of research, scientific, technical, and innovative activities of higher education institutions (HEI) on the basis of elaborate structured system of indicators. The proposed methodical approach contains five stages, the research discloses the content of each of them. Based on the results of a comparative analysis of international and national systems of HEI-rating, as well as the usage of economic and mathematical instrumentarium, a list of indicators for estimating their scientific activities in terms of the selected factors and directions of estimation was formed and substantiated. An approach to formation of cluster aggregates of HEI by the criterion of their scientific performance has been suggested. Proposals on formation of a HEI-rating within the limits of the allocated homogeneous groups by means of the system of integral indicators were developed. Prospects for further scientific researches in this direction imply formation of directions of development of managerial decisions in accordance with the obtained results of rating, which will be directed on strengthening and search for new ways of development of scientific activity of HEI, increase of its level of competitiveness and image, and also strengthening of its contribution to the solution of actual problems of economy and society.

The problem of improvement of methods of estimation of level of development of regions of Ukraine on production potential on the basis of building of integrated indicators and carrying out of clustering has been considered. It has been proposed to apply an integrated approach to analysis of the aggregate of indicators of the regions’ performance, characterizing the production potential, with the purpose of constructing integrated indicators by different approaches and with subsequent clustering of regions using the Kohonen neural networks. Use of the Kohonen maps along with database clustering allowed to design multidimensional data in a two-dimensional space, to carry out an analysis of the resulting cluster system, and to improve the results of clustering by selecting the optimal quantity of split groups. The convenient form of visualization of results of clustering provides for localizing features and making the corresponding corrections in the rating list, proceeding from expert judgments.

At the present the Russian government is undertaking a higher education system reform actively introducing management tools of new public management. Implementation of these instruments is accompanied by the transformation of universities in the customer-oriented organizations and lecturers into the employees. There is a substitution of incentives based on the existing informal norms of academic standards and reputation mechanisms of control to the incentives based on the quasi-market conditions artificially generated by the state and corresponding to the mechanisms of external assessment and monitoring. Practices changing used by lecturers to follow their interests is the inevitable result and more widespread form is opportunism. The purpose of the paper is to characterize the forms of manifestation of opportunistic behavior of university lecturers emerging as a result of changes in the nature of lecturers’ contract in the conditions of university governance managerisation. The main forms of lecturers’ opportunism and assesses of its degree based on data analysis of the two waves of the expert survey on the problems of assessing the impact of implementation mechanisms of external evaluation of their activities and the questionnaire survey of lecturers more than 40 Russian universities of different status are described as well as lecturers’ strategy of behavior, which are presented as a combination of different severity practices used by opportunistic behavior is highlighted. It shows the relation between the non-observance of academic freedom and the choice of lecturers’ strategies conduct. It is proved that the lecturers of Russian universities depending on the accumulated stocks of human and social capital as well as the resource capacity of separate universities are choosing different strategies to follow their own interests, which differ in the level of shirking in different areas of activity. All this is accompanied by deterioration in the academic environment, the restriction of academic freedom and the reduction of academic standards.

Algorithm of the creation integral factor for estimation ofthe region’s investment potential is given in the article. It is founded on the main component method, using intwo stages. First at the rate of primary factors. Then at the rate of factors, that characterizing investmentpotential. Comparison given algorithm with method ofthe national rating agency «Expert RA» is presented.

The article is devoted to the variable and disproportionate funding of science in the Russian economy. The paper is focused on the analysis of the Russian financial flows into scientific research and development. The paper explains the dynamics of the main investment flows trends into research and development, highlights the causes of financial flows variable dynamics directed to the high-tech industry. In the work, the investment situation in the Russian market was compared with the foreign experience. The genesis of the optimal financial distribution problems showed the need to develop a dynamic model with the built-in differential equations to forecast the behavioral dynamics of investment flows. We selected the statistical indicators, which have a significant impact on the dynamics of investment flows directed into science. To assess the dynamics of investment flows, we have developed a methodology, which provides a cumulative assessment of the territory investment attractiveness. The multifactor integral estimation allows to describe a data array, reflecting the accumulation of investment attractiveness over time depending on the dynamics of the resultant socio-economic proportional indexes. Due to the accumulation of a data array over time using a differential equation, it is possible to obtain a forecast of the volume of the territory investment attractiveness. The amount of the projected investment flows depends directly on the amount of the investment attractiveness accumulated for the previous step of model’s time. The integrated assessment of the investment attractiveness of the scientific sector in the region allows to reveal the investors preference of the regions with a high concentration of research institutions and higher education institutes.

The world experience of the life quality evaluation have been investigated, then on the basis of the research's results the methodical providing of the life quality evaluation have been worked out into account of Ukraine's terms and features, and also positioning of Ukraine's life quality is carried out after the components for period 2000-2011.

The aim of the article. The goal of the article is to make a comparative analysis of regions of Ukraine by the level of auto transport complex influence (ATC). The results of the analysis. Growth of economics of any country depends on the development of its regions. Efforts of increasing indexes determine the necessity of elimination of disproportions in regions development. At the same time not only economical indexes and the level of development of particular spheres of economics, concentration of their manufacturing powers on particular territory but also the influence of manufactures on social, demographic and ecological characteristics of region. It concerns not only the manufacturing of goods but also the non-manufacturing business. Analysis of literature data witnesses that the influence of ATC activity on the state of environment, technological improvements of vehicles, which would promote reducing this influence is not examined as the index of functioning of auto transport. However, it should be noticed that the problem of negative influence of transport emissions on the environment stance and atmosphere air is very important. Comparative analysis of this characteristic would allow finding clusters, which would be characterized by the same level of ecological pressure caused by development of ATC. Such clusters can be picked out: very high emission pressure (Kyiv); second cluster including three regions with high emission level (Kyivska, Dnipropetrovska, Donetska) and eight regions with medium emission level (Zaporizhska, Poltavska, Odeska, Lvivska, Kharkivska, Zakarpatska, Khersonska and Cherkaska regions); third cluster includes seven regions with low level of emission (Zhitomirska, Vinnytska, Kirovogradska, Mykolaivska, Khmelnytska, Chernivetska and Crimea); fourth cluster consists of eight regions with very low emission level (Luganska, Ivano-Frankivska, Sumska, Chernigivska, Rivenska, Volynska, Ternopilska regions and Sevastopol). Comparative analysis with use of cluster analysis method on the ground of data given by State Committee of Statistics of Ukraine had been made by such indexes as transport emissions (thousand tones) and also the relation of quantity of emissions to territory and its population. The correlation matrix for indexes of emissions to the atmosphere of Ukraine was found. Ward-method was used to group the regions of Ukraine. Conclusions and directions of further researches. Comparative analysis of regions by such integral index as index of emissions from auto transport allows the heads of different levels of state government to find out weak and strong sides of native politics and to define the priority directions of their further activities. The results of research allow speaking about the necessity of differential approach to regions development and united state strategy based on conceptual principals of sustainable development.

A purpose of work is determination of degree of importance and priority of indexes of integral estimation of readiness of graduating student to guidance, organization and leadthrough of physical preparation in subdivision. Combination of elements of the expert questioning is utillized on the method of Del'fi and method of modern theory of the hierarchical systems of T.Saati. The author automated informative system is created. The system is intended for collection, quantitative comparison of measure of advantage of one constituent above other and treatment of results of expert estimation. The coefficients of ponderability are certain practical (0,184), cognitive (0,113), personality (0,438) and activity (0,265) indexes of integral estimation of readiness of students to the management physical preparation. Possibilities of correction of model of preparation of future officers are rotined to the management in subdivisions of military powers and executable code of educational discipline "Physical education, special physical preparation and sport".
