This paper addresses the development of handicrafts in the municipality of Alcântaras, in Ceará, as an initial contribution to a master's research begun in 2024. The objective was to reveal the development of the craft activity in the small town of Alcântaras and how this activity has contributed to generating income alternatives for the communities and districts of the municipality. The methodology relied on bibliographic research, exploratory fieldwork with observations, and photographic records. Thus, it was possible to identify the types of crafts present in commercial spaces and the public policies that have contributed to promoting handicrafts in this small town. However, following the work of artisans, either in the market space or through projects supported by cultural funding programs, brings us back to questions about the concept of success and survival. The research will continue, and through field visits, we hope to add further questions to the debate, such as the entrepreneurial perspective in handicrafts. [ABSTRACT FROM AUTHOR]

Improving the position of the primary sector in agri-food value chains is a high priority on the EU public agenda, with the promotion of cooperation and the cooperative movement serving as key instruments for achieving this goal. However, to implement public policies that strengthen the position of farmers within these value chains, rigorous studies must be conducted. This research has a twofold purpose: firstly, to evaluate and, if necessary, design public policies aimed at determining the extent to which these policies are successfully improving the position of farmers in the value chain; and secondly, to address a less-explored issue in the literature, which is to enable agents operating within the same link of the chain to adopt measures that enhance their efficiency, based on the signals emitted by the chain itself regarding costs, prices, and margins. In this context, this paper focuses on analyzing the extra virgin olive oil value chain over two seasons, 2018/2019 and 2019/2020, to demonstrate the value chain's usefulness in achieving the aforementioned objectives. The results indicate that the weakest link in the chain is the primary sector, specifically the olive sector. However, the primary processing sector, which includes oil mills where cooperatives play a leading role, also experienced losses in both seasons. [ABSTRACT FROM AUTHOR]

This paper analyzes the effects of an innovative writing of an SMS (closer, more personal and motivational), conceived as a nudge, in a recruitment process take-up. The case of study is a labor and social inclusion program driven by the Barcelona City Council and the Spanish Ministry for the Inclusion, Social Security and Migration. An RCT experimental analysis have been developed based in 446 individuals, complemented by a focus group with participants of the service. The results show that the type of SMS has a small but statistically significant effect on the success of the recruitment (which, at the same time, depends on other multiple considered factors, both at individual and household levels). The improvement, though limited (6,4% of the take-up), practically implies zero cost (that is, modifying the writing of the SMS). When analyzing the effects of the type of SMS on each of the recruitment phases, some nuances appear regarding the role of motivation on each stage. Lastly, some possibilities for improving the design of nudges in recruiting processes are suggested, with an applicability that is extensible to many interaction processes between public administration and citizens. 5. Environmental compensation to recover damages to permanent preserved areas caused by the occupation of continental fish farms: a case study in Santa Catarina, Brazil.

The environmental regulation of continental fish farming in Brazil is closely linked to land occupation and use. Areas used for this activity are mostly located in permanent preservation areas (PPA), close to rivers and springs, demonstrating the necessity of regulating this activity for its compliance with public policy. Santa Catarina is a leading state in fish farming and one of the first to regulate the use of PPAs. The feasibility of a proposal for environmental compensation to regularize the use of PPAs in Santa Catarina for fish farming; was therefore, assessed. The results showed that 74% of the fish farms analyzed need to regularize the occupation of production structures in PPAs. Regarding the proposed index of compensation for use in PPAs, the environmental compensation factor (ECF), through evaluation of the individual maps and subsequent integrated evaluation, all the fish farms identified with environmental liabilities in occupation had ratios of 1:2 and 1:3, and this index is a viable alternative for environmental regularization of the activity. It was further proposed that ECF be applied to small fish farms of up to four fiscal modules and that they have a standard minimum occupancy profile in relation to the total area of the property, as assessed in the present study. 6. A postcode lottery in education? Explaining regional inequality in multilevel systems.

Inequality is a challenge for societies around the globe. In addition to its socio‐economic and political dimensions, inequality also has a territorial dimension. Focusing on educational inequality across regions, this article explores factors that shape regional differences in student enrolment and educational attainment in 14 OECD countries. The findings of the article suggest that a strong level of regional authority over education increases regional inequality in education. Further factors are regional differences in education expenditures and variation in the population size of regions. Low regional inequality in education seems to be explained by a low degree of regional authority or low differences in education spending. By examining regional inequality in education, the article enhances our understanding of the way multilevel governance influences the quality of life within regions. The affirmation of the countryside education results from the struggle of movements and social organizations that come together to claim this right, seeking to recognize and strengthen country people. Despite this, this right has been denied to contryside population, which highlights the need for studies that can characterize and denounce the absence of this type of education in peasant territories. In this sense, this work aims to discuss the relationship between the countryside education and the educational practices developed by the Escola Municipal de Ensino Fundamental Unidoscente (EMUEF) Córrego Santa Filomena, located in Vila Pavão, State of Espírito Santo, Brazil, and demonstrates the contradictions between the guarantee of countryside education in the form of the law and its materiality. To this end, this text considers the ideas of Caldart (2012; 2004), Oliveira and Campos (2012), and Molina and Freitas (2011), which also support the analysis of data from exploratory research carried out on the topic. Although the aforementioned school is located in a rural area, the specificity of peasant peoples is not present in its pedagogical proposal. Finally, it is clear that the school community's demand for countryside education has represented an important strategy of resistance and tension in favor of the rights of peasant communities. The present work establishes the interface between quilombola school education and rural education, to highlight the advancement of educational policies in Brazil, conceived with peasant subjects who live in quilombola communities. We propose to highlight the mobilization of organizations and social movements, as protagonists in the struggle to remain in their territories and in consolidating public policies that meet the demands of quilombola communities, based on the approval of specific curricular guidelines that guarantee equal conditions and access to public education. Quilombola and countryside education have specificities in their policies instituted by the State, considering the urgent need to overcome the historical conditions attributed to rural populations and quilombola communities. It is a research with a qualitative, bibliographical, and documental approach, which intends to list the main elements in the construction of the political pedagogical project of the Quilombola schools, based on the legislation, resolutions, and guidelines that support the interface between Countryside Education and quilombola education. Regarding the results achieved, we highlight the challenges for the implementation of such guidelines, with emphasis on the current Brazilian situation and the role that social movements assume in this context. - Abstract
Deaf education has been a constant object of academic research, since there is tension over which educational approach will bring good results and, in the meantime, public policies have been guiding educational processes so that there is quality education for all. Its implementation, evaluation and inspection process has been a challenge for several Brazilian regions, therefore this theme is justified, because, in the face of this dark moment, deaf people urge for equitable education. Therefore, new educational behaviors need to enter the scene. After the readings and analyzes carried out on the corpus involved, it was found that, in the results presented in these works, the existing policies are not meeting the reality of the regions of the states involved, despite there being advances, but not so significant, due to the immensity that governs the singularities of a population that has a nationally recognized sign language, Libras. Another significant point concerns the constituent elements of teacher training policies and school curricula of educational systems. [ABSTRACT FROM AUTHOR]

In the present text, we will address some conceptions of Environmental Education and their contributions within the school context, in dialogue with documents and curriculum guidelines. Additionally, we will also seek to propose a reflection on the importance of Public Policies for Environmental Education, as a contribution to the formal education. To this end, scientific productions were identified in databases and search engines such as Google Scholar and Scielo, highlighting texts linked to the study's theme. The results show a devaluation of Environmental Education in various documents governing the curricular organization in schools, especially in the National Common Curricular Base, revealing the presence of a conservative education with interests focused on market issues and, therefore, not encompassing previously achieved Environmental Education policies. Therefore, it is considered relevant to revisit environmental educational concepts, with an emphasis on critical approaches in pedagogical action as a social practice. [ABSTRACT FROM AUTHOR]

Poverty has multiple definitions and, therefore, some divergences related to its measurement. The study examines the determinants of poverty in Ecuador, a multidimensional phenomenon that includes a lack of resources and social exclusion. Using a descriptive and correlational approach, a binary logistic regression model is applied to analyze poverty risk based on housing type and access to basic services in urban and rural areas. The data comes from the National Employment, Unemployment, and Underemployment Survey conducted by INEC, and the results were analyzed using SPSS and Minitab software. The findings reveal marked differences between rural and urban areas in terms of access to infrastructure and basic services. In rural areas, a lower percentage of households have access to potable water, sanitation, and electricity compared to urban areas, reflecting inequality in quality of life. Rural housing tends to be less stable and lacks durable materials, which increases the risk of poverty. Additionally, factors such as the use of firewood for cooking and waste disposal through burning are common in rural areas. The research concludes that poverty in Ecuador is strongly influenced by structural and economic factors, such as dependence on primary sectors and the lack of productive diversification. It is recommended to implement comprehensive public policies that promote equitable access to basic services and improve living conditions in rural areas, aiming to reduce the gaps between urban and rural sectors and to combat poverty at a national level. Parks are considered important for promoting sustainable development in cities and for offering ecosystem services. The environmental quality in the Parks and their anthropic occupation is a topic that must compose the public administration's agenda. The present dissertation analyzed the occupation of the Ecotouristic Park of Areia Branca (Três Fronteiras, State of São Paulo) and its environmental risks, making a historical-legal and environmental survey of the area, in addition to subsidiarily helping in the formulation of public policies for the place. The Areia Branca Ecotouristic Park is of fundamental importance for the preservation of ecosystem services in the region, as in addition to serving as a cradle and development of animals and plants, they also protect the soil from erosion by rainwater in the headwaters, in addition to contributing to with aquifer recharge. The Park area consists of a green belt of medium and large vegetation, extending beyond the park over an extensive area. In this way, it protects rivers and streams from the action of pesticides from crops present in the area, in addition to being used for leisure, sports and to contain fishing areas. This research aims to analyze the services of the ecosystems present in the Park and raise risk situations for the environmental quality of its surroundings. The diagnosis of the area was carried out through a survey of ecosystem services (provision, regulators, support and cultural services) in the study area and its surroundings, through direct observations of the location, verifying possible agents causing changes. The environmental assessments of the indicated ecosystem services will serve to support public managers and environmental agents so that they can adopt protective measures aiming at a local environmental conservation policy, with a view to the sustainable development of the area. In the Park area, the presence of regulatory, support, provision and cultural services was verified, whose classification was proposed by the "Millennium Ecosystem Assessment", based on the functionality of ecosystem services. The results obtained point to the existence of several services in the Park that contribute directly and indirectly to human well-being with relevant benefits for society, in terms of maintenance, recovery or improvement of local and regional environmental conditions. The aim of this paper is to analyze the work of psychology professionals in the Unified Social Assistance System, emphasizing their insertion in the field of this public policy, as well as to demystify the psychologist's attributions in the day-to-day work with families and individuals in situations of vulnerability. The Unified Social Assistance System organizes the services of the Social Assistance Policy, and psychologists must be included in all levels of protection and services, obligatorily making up reference teams and having their work based on ethics and articulation with other public policies. In summary, the reflection in this paper contributes to improving the technical insertion of psychological practices in social assistance policy, as advocated by Resolution 17 of June 20, 2011, making psychologists an essential part of the actions in the Unified Social Assistance System. In turn, the methodology will be qualitative, searching literary sources for other studies that have already been demarcated and analyzed as similares cases in the theoretical-conceptual productions already developed in psychological science in the field of SUAS. 14. The interface between research funding and environmental policies in an emergent economy using neural topic modeling: Proposals for a research agenda.

Researchers have been calling for further analysis of the relationships between academia and policy making. Since several studies are conducted with resources from public funding agencies, it is essential to assess whether governments have been supporting research that can contribute to future environmental policies and whether research has been supporting the elaboration of public policies. To fill these gaps, the objective of this study was to evaluate the similarities and gaps between research and environmental policies. A bibliometric analysis of studies funded by Chilean agencies and text analytics techniques were employed to analyze research and environmental policies. We used BERTopic, a topic modeling technique that generates coherent topic representations. Then, topics obtained from the two sets of documents (research and policies) were compared. This study found that sustainability, life‐cycle assessment, climate change, and ecosystem services are central research themes in the country. The topic modeling analysis showed that research has been concentrated on the areas of “Sustainable Fisheries and Aquaculture Management” and “Sustainable Bioenergy Production and Chemical Processes.” The topics most frequently present in the environmental policies were “Environmental Education for Children: Awareness and Care,” “Bird Conservation and Habitat Importance in Chile,” and “National Biodiversity Conservation and Sustainable Use Strategy.” The greatest gaps are observed in the clusters of “Sustainable Bioenergy Production and Chemical Processes” and “Copper Mining and Mineral Processing Techniques” (prevalent in research) and in “Anatomy and Physiology of Aquatic and Terrestrial Organisms” and “Biogeography and Taxonomy of Southern Hemisphere Insects” (prevalent in policy). This article was the result of the award-winning monographic work called "Strategy to guarantee ethics in the formulation and implementation of public policies in the Defence Sector", which was honoured within the Master's programme in Public Security (MASEP) of the "Miguel Antonio Lleras Pizarro" Police School ", where a pedagogical strategy was structured to guarantee the development of ethics in the formulation and implementation of public policies in the Colombian defence sector, to improve the quality of life in the territories and positively impact security and respect for the life of its residents. Methodologically, this research was approached with a descriptive documentary structure, accompanied by the mixed method. Therefore, it became necessary to address scenarios with homogeneous and non-homogeneous characteristics. In both, valuable information for the work was collected with due rigour; for this, surveys and interviews were designed and applied to personnel specialised in this topic. Finally, thanks to the field work and the professional referencing exercise, it was possible to define an application and evaluation strategy based on the educational context, in order to optimise ethical behaviour of public officials in charge of formulating public policies in the defence sector. The article explores the theme of public policy planning, in particular, the incompleteness of this planning, which has been carried out under a mostly budgetary bias. The research problem lies in the following question: why is budget planning insufficient for planning public policies? This "choice" through the budget planning matrix finds explanation in the evolution of Brazilian planning activity itself, which will be addressed in the first part of the article. The retrospective carried out demonstrates the growing influence of fiscalism on state planning, which adds to the issue of the financialization of the State and, consequently, has repercussions on the financialization of public policies. However, as it is understood that public policies constitute the basis for implementing social rights, it is necessary for their planning to cover, in addition to budgetary aspects, additional elements that are equally necessary, such as the definition of objectives, description of the decision-making and organizational model. Otherwise, there is a serious risk that budgetary and financial aspects will be the only constraints on planning, which are sometimes not consistent with the implementation of fundamental rights within the scope of the Brazilian Social State. Technological development imposes new challenges on the State and requires a critical theoretical examination. In this context, this research is dedicated to analyzing the development of colonialism and coloniality in order to, later, introduce the concept of digital coloniality and the need to confront this phenomenon, especially to ensure technological sovereignty and the development of an Artificial Intelligence (AI) that is tailored to the Brazilian context, avoiding the concentration of technological power and informational plundering. The primary objective of this investigation is to propose a digital decolonial approach, indicating the possibility for Brazil to adopt the configuration of an intelligent State, creating and guiding the development of algorithms that are aligned with the foundations and objectives of the 1988 Constitution. This would involve implementing a Bethânia (Brazilian) AI model that adapts the country's characteristics and needs, building it through state public policies aimed at technological sovereignty and sustainable development. This article aims to discuss the challenges and perspectives of intersectorality in tackling rural poverty, as one of the expressions of the social issue. Thus, it contextualizes rural poverty in the Brazilian reality in light of the advancement of agribusiness with production focused heavily on the foreign market. It also highlights intersectorality as a field in dispute and a possible path for the construction of collective strategies from the perspective of guaranteeing rights. This is a qualitative study, based on a theoreticalbibliographical review and participant observation resulting from professional experience in rural areas. It presupposes the recognition of intersectorality as a component of social assistance networks and as beneficial in structuring strategies to face social issues in rural areas, which manifest themselves in a multifaceted way. They are based on the capital-labor contradiction and demand articulated action to mitigate them. It is considered that the perception of rural poverty as a natural phenomenon and/or the result of the ineptitude of individuals "in agriculture" must be overcome, as it is a socio-historical process. Resumo: O Senado Federal brasileiro criou uma Comissão Parlamentar de Inquérito (CPI) para investigar as irregularidades do governo Bolsonaro na gestão da pandemia da COVID‐19. Um dos casos que chamou a atenção foi a pesquisa realizada pela Prevent Senior, uma seguradora privada de saúde, sobre o tratamento precoce da COVID‐19. O artigo analisa a validade científica da pesquisa e os problemas éticos relacionados à sua implementação. Baseia‐se na análise do relatório do ensaio clínico da Prevent Senior, dos registros do ensaio clínico em plataformas do Brasil e dos EUA, do relatório da CPI do Senado e nas informações divulgadas pela mídia. This manuscript analyses African studies in Brazil in the context of the implementation of Law 10.639/03, enacted in January 2003, which constituted an important step for teaching about Africa and the African diaspora in schools. Although the law did not apply specifically to universities, its implementation has impacted on the structure of history courses, providing a growing need to teach the history of Africa and to improve students' training. The context of Brazilian society, the public policies that have been initiated in the 21st century, and the social claims that resulted from the 1988 constitution, have had a substantial impact. The stimulus of public policy in the 2000s helps us to understand changes inside the universities – policies such as the Programa de Apoio a Planos de Reestruturação e Expansão das Universidades Federais (Reuni), the Programa Universidade para Todos (Prouni), Law 11.645/08 (including teaching Brazilian Indigenous history), the Quota Law 12.711/2012 as well as other strategies. These actions were necessary so that more students could access universities, diversifying the academy, and provoking new debates. Analysing Law 10.639/03 requires dialogue with aspects of Brazil's universities, its social movements, the establishment of affirmative action, and other public policies that support the development of African Studies in order to improve the understanding of this topic. This article aims to analyze the empirical and theoretical contributions of Brazilian studies dealing with Local Productive Arrangements in tourist regions in Brazil, with reference to the period between 2010 and 2023. To this end, we opted for a bibliographic and content analysis of fourteen articles published in Brazilian journals and events from 2010 to 2023. We usedtheIraMuteq software to apply lexical analysis of the content discussed in the conclusions of these articles, which were selected from the CAPES platform. The articles were grouped into six clusters which addressed the importance of Local Productive Arrangements in strengthening tourism production chains in Brazil and which indicated challenges in thetourism models, namely difficulty in innovating, seasonality and lack of cooperation and interaction between local players. In 2020, the municipality of Caxambu-MG came 10th in the Municipal Governance Index Ranking prepared by the Federal Council of Administration among Brazilian municipalities with similar characteristics. As it is a fundamentally quantitative analysis, this indicator was unable to point out which practices are developed by municipal management, nor the impacts that the process has on municipal public policies. The aim of this study was therefore to analyze governance in public social assistance and health policies in the municipality of Caxambu-MG, through documentary and field research. The main results were the perception that the governance process in the municipality of Caxambu is not uniform and is at different levels of maturity between the two public policies, indicating that the strategic process of implementation, control, evaluation and monitoring of targets is still incipient, especially in the social assistance policy. This shows that the pillars supporting good governance in these sectors of municipal management are precarious. [ABSTRACT FROM AUTHOR]

Informal urban land use has generally been explained by focusing on the consequences of the neoliberal economic model that emerged in the mid-twentieth century (Torres, 2009), urban economy, and the land use market (Abramo, 2008). The case of the Colombian city of Yopal (Colombia) shows, however, that its urban informality is structurally related to historic, cultural, and symbolic issues associated with agrarian conflicts over the inequitable distribution of land, i. e. the basis for the armed conflict in Colombia (Legrand, 1988). Therefore, this article proposes to broaden the discussion on urban informality in Colombia, based on a thorough understanding of the social imaginaries that support the use and distribution of property in Yopal and that explain the actions of public institutions and social actors when intervening physically and symbolically in the spaces they inhabit or control. The main purpose of this article is to analyse the public policies that were implemente don gender an violence against women in the Province of Neuquén since the formation of the Family Violence Prevention and Assitance Service in Neuquén, later with the sanction of the first Family Violence Prevention Law that was achieved 10 years later, in 1997 until the inauguration of the first shelter for women in situacions of violence (1987-2004). The study is based on the testimonies of its protagonists, jounalistic archives of the interviewees and media that were analyzed in depth with the support of a qualitative methology and feminist epistemology that allowed us to visualize the struggles and achievements of those who were at the forefront of these processes. This study examines public policies on green hydrogen production in Chile and Uruguay, evaluating the strategic documents that outline these policies in both countries, and paying special attention to the socio-environmental consequences of the development of this industry. Green hydrogen, produced using renewable energy, has emerged as a crucial alternative for decarbonization and global energy transition. In Latin America, a region with abundant natural resources and a growing interest in this industry, it presents a significant economic opportunity but also entails considerable environmental challenges. The study, which includes a discourse analysis of relevant documents, also proposes a theoretical analysis from three perspectives: equality, justice, and emancipation. Both countries exhibit a strong export orientation and a focus on economic benefits, while also showing a high degree of optimism and a lack of attention to potential negative socio-environmental repercussions. In summary, the article calls for a reconsideration of the current institutional frameworks from three classic axes of political theory, aiming to highlight the necessity for public policies that comprehensively address the region's socio-environmental challenges and advocate for greater academic production density from the social sciences on this topic. The objective of this article was to analyze inclusion in higher education from a holistic, integral and interdisciplinary dimension. It is proposed that, within the framework of higher education, inclusion is conceived as a human right that enables the full development of individuals, being able to enhance their moral, social and cultural capabilities. The thematic approach is qualitative, with the application of a documentary exploration methodology. Among the main findings, it is highlighted that, despite international and regional efforts and within the Venezuelan context, great challenges persist to achieve a fully inclusive education, as a result of asymmetric contexts, inadequate policies and existing socio-cultural barriers. Finally, it is emphasized that inclusive education is an indispensable tool for Latin American and Venezuelan progress; for this reason, it is urgent to articulate public policies with fields of action for inclusion in higher education and to address exclusion in the social context. For this, a qualitative methodology was used that included focus groups with women beneficiaries of the program, interviews with social leaders and state representatives whose results indicate that, although it is recognized as an economic relief and contributions are identified in the reduction of child malnutrition and increased school permanence; It is not considered sufficient to reduce poverty, in which a multiplicity of factors are related, such as access to post-secondary education, job opportunities, violence; among others. This article analyzes the emergency measures applied by the Brazilian Government as a response to the fight against the COVID-19 virus, which has spread exponentially. Researching the period of financial transfers that took place in early 2020, through data extracted from official Government websites, such as the Transparency Portal of the Office of the Comptroller General of the Union. Containing the disease depended on partnership and good coordination between federal entities that faced conflicts, which were resolved in the judicial sphere. This period demonstrated the lack of coordination of the Federal Executive Branch, leaving the National Congress as the protagonist of political actions. The study shows the allocation of extraordinary credits to strengthen the health system and emergency aid as an economic and social policy that proved to be the most relevant measure. It is concluded that Brazil needs to re-discuss its federative pact and rethink its public policies in favor of the most vulnerable. [ABSTRACT FROM AUTHOR]

ICTs enable the expansion of citizen participation. Thus, politics begins to involve new actors and practices, which provide new forms of influence in the political process (Araújo et al., 2015). Given the relevance of digital democracy, its multidisciplinary nature, and the need to advance studies in the area, in order to consolidate a field, this article presents the following research question: What are the scientific advances in the themes of digital democracy and e-participation in the scope of public policies? Thus, the objective of this work is to analyze the studies that address digital democracy and e-participation and its interface with the theme of public policies, in the international census, in the period 2013-2022. To achieve this, the article uses bibliometric research, based on publications retrieved from the Web of Science database and with the help of VOSviewer and Bibliometrix software. From the analyzes undertaken, it was found that digital democracy and e-participation constitute a contemporary and powerful possibility for strengthening the relationship between ordinary citizens and the State. It is an institutional innovation that changes the commonly passive behavior of individuals regarding politics. Social media proved to be a widely disseminated vehicle for expanding citizen participation, through more specialized contributions, based on argumentative debates. The Território Prof. Cory/Andradina (SP), located in northwest São Paulo, has a high concentration of rural settlements, result of the expropriation of private lands due to a great pressure from social movements. The aim of this article is to analyze the trajectories of the struggle for land in the Território Prof. Cory/Andradina, focusing on the PA Santa Maria da Lagoa, located in the municipality of Ilha Solteira-SP. The research was carried out within the limits of the aforementioned Territory and the main source of information was the social actors who experienced the struggle through the qualitative methodology of Oral History. For that, 37 settled social actors who led or had active participation in the struggle processes were interviewed, four of them from the Santa Maria da Lagoa Settlement. The said Settlement was created in 2005, at the time with the highest intensity of occupations by social movements fighting for land in the Territory. In the case of Santa Maria da Lagoa, there was no occupation and there was no camp in the area, but the trajectories of the settled families allow us to observe the existence of a network of camps, consolidated at the beginning of this century, evidencing a long process of struggles. This article analyze how a group of people realized, in the mid-1960s, problems related to the way in which Brazilian territory was occupied and how, in a dictatorship, they created the ABRA to propose an agrarian reform as a solution. The evidence results from qualitative research that combined a literature review with interviews and questionnaires. The analysis shows that for almost fifty years this group tried to take advantage of windows of opportunities to propose legal mechanisms for regulating the right to land property (such as social function or obligation) and land redistribution (such as taxation or expropriations) to include the rural workers in national development. However, the expectations around these mechanisms triggered reactions that reduced the group's relative participation in decision-making. In developmentalism echoes, this analysis raises concerns about who, when and how can speak about the problems and solutions to conflicts over land and territory in the country. It is concluded that there are fiscal weaknesses that limit the capacity for self-management and the development of landscape protection and conservation programs. Additionally, the dependence of municipalities on national transfers and royalties is mentioned, reflecting a structural flaw in decentralization and limited capacity for generating their own resources. Objective. To analyze water insecurity (WI), water supply frequency (WSF), and food insecurity (FI) in Mexican households, address their determinants, and propose recommendations for public policy. Materials and methods. Data from 28 500 households from the National Health and Nutrition Survey (Ensanut Continua 2020-2023) were analyzed. Validated experience scales such as HWISE and ELCSA were applied to measure WI and FI, as well as an indicator of the frequency of water supply, according to some determinants. Results. 16% of Mexican households experience WI and 22% suffer from moderate and severe FI. Only 34.7% receive water 24 hours a day, every day. The determinants of households most affected by WI, FI and in WSF, are poor welfare conditions, indigenous people and when WI and FI are found together in households. Conclusions. It is imperative to accelerate the implementation and improve the coverage of actions that positively impact access and availability of water and food for vulnerable people. [ABSTRACT FROM AUTHOR]

Objective. To describe the prevalence of anemia in children and women aged 12 to 49 years from the Encuesta Nacional de Salud y Nutrición (Ensanut) Continuous 2022 and 2023 and provide recommendations for policymakers. Materials and methods. Venous blood samples were obtained to measure hemoglobin concentration in situ using the Hemocue 201+ in 619 children (1-4 years), 1 395 schoolchildren (5-11 years) and 2 170 non-pregnant women aged 12-49 years. Anemia was classified using World Health Organization criteria. Descriptive characteristics and bivariate analyses were performed in Stata v15 considering the complex design of the survey. Results. The prevalence of anemia was 9.4% in preschoolers, 3.2% in schoolchildren and 12.4% in women aged 12-49 y. A higher prevalence of anemia was observed in rural vs. urban areas, in older women, and with low education. Conclusions. In preschoolers and adult women, anemia is a mild public health problem that requires preventive and control actions. Continuous surveillance is key to guiding prevention and control programs and aligning public health policies with sustainable development goals. [ABSTRACT FROM AUTHOR]

Objective. To describe the magnitude of overweight and obesity (OW+OB) in school-age children and adolescents (5-19y) in Mexico, as well as its association with the consumption of fruits and vegetables (F+V) and added sugars. Materials and methods. The prevalence of OW+OB was estimated in 15 109 schoolchildren and adolescents from the National Health and Nutrition Surveys (Ensanut, in Spanish) from 2020 to 2023, according to the World Health Organization growth standards. The consumption of energy from added sugar and F+V consumption, were estimated in a subsample (n=4 014). The association between energy consumption from added sugars (as a percentage) and F+V consumption with OW+OB was analysed using logistic regression models. Results. The prevalence of OW+OB was 36.5% in schoolchildren and 40.4% in adolescents. The median percentage of energy consumption from sugars was 12.6%, and the median F+V consumption was 200 g/d. The probability of OW+OB decreased as F+V consumption increased in children with a parent with normal body mass index. The probability of OW+OB increased with a higher percentage of energy from added sugars. Conclusions. In Mexican population aged 5 to 19 years, added sugar consumption is high, while F+V consumption is low, these conditions are related with the high prevalence of OW+OB. This article addresses and analyzes the measures that currently exist in Chile for gender mainstreaming through the case of the Ministry of Culture, Arts and Heritage, focusing on the National Cultural Heritage Service. Through a qualitative study carried out in 2022, we sought to understand and deepen the mechanism that is most successfully configured, for which semi-structured interviews have been carried out with experts and senior State officials who work in the matter, and a documentary review in order to review the strategies, achievements and challenges faced in the exercise of measures to implement the gender approach in the institution's policies. The main findings of the research are related to the identification of an incentive system that has been institutionalized within public services and has been studied as a good practice of gender focus in the State. In conclusion, the effectiveness of the application of this type of incentive systems for the gender mainstreaming is discussed. [ABSTRACT FROM AUTHOR]

The main purpose of this communication is to identify, to describe the process of building a public policy agenda that involves men in the construction of equality with women, and to recognize the perception of those who participated in it. It conceived the process as an organization with its own dynamics. A descriptive research about ethnographic approach involved recovery of documentary information of the process, interviews with participants in the construction of the agenda and a workshop. Results are presented in a timeline involved papers to prepare work meetings; profiles of potential participants were identified, the work to be developed was outlined and the respective call for in-person and virtual meetings was issued. Participants in the work meetings discussed contents of the agenda and political impact, the requirements to continue the process and the formation of specialized working groups. Elements such as uncertainty, the breaking of agreements and their fixed, the (mis)knowledge of what public policy among others, intervened in the process. This study examines the entrepreneurial intentions of women in the Social Economy (SE) in Galicia, focusing on the key factors for closing the gender gap in entrepreneurship and developing business models that respond to women's needs and preferences. Based on data from the GEM-Galicia survey, it analyses the motivations, barriers, and specific dynamics of female entrepreneurship in the context of the SE. The study reveals a significant lack of knowledge of these organisational models, together with difficulties of financing and bureaucracy. The results highlight the urgent need to improve education and knowledge about SE among women and to implement supportive public policies tailored to their needs. In addition, the promotion of collaborative business models with social impact is suggested. Finally, it is concluded that specific policies, including appropriate counselling and training, can foster a more equitable environment and favour people-centred business development. Introduction: This research incorporates the intersectional perspective to make visible the diversity of gender identities, sexual orientation, age, class, geographic location; as key elements for overcoming the Digital Gender Divide in public policies on gender and Information and Communication Technologies. Objective: To analyze how gender and the Digital Gender Gap (GDG) are articulated in the design of public policies in order to know: what is the conception of women and their agency? Method: qualitative research that studies national policies and programs, applying categories of intersectional analysis articulated to gender. Results: Through the analysis, the conceptions and views on women reproduced in public policies were identified. In addition, of the routes proposed to reduce the DGD. There is an understanding that DGD is part of a complex system of inequalities based on gender inequality and the reproduction of gender roles and its impact on the barriers to access, use and appropriation of ICTs. Public policies can be interpreted as the result of government decision-making, which is built on preferences expressed in parliament through political discourses. Objectives: to identify which are the preferences and objectives introduced in the agenda of the regional governments in order to deepen the role they play within the governance of the Higher Education System (SES). Methodology: through documentary analysis of the investiture discourses of four Spanish regional cases (Andalusia, Catalonia, Galicia, and Madrid), governmental preferences in Higher Education (HE) and Research and Development (R&D) between 1980 and 2021 are identified. It also describes territorial diversity and change in HES governance over time. Results: territorial variations in HES governance have been identified, as well as differences in the connection between HE and R&D issues. Conclusions: HES governance has moved towards self-regulation and state supervision, although this trend is far from being general, given that differentiated strategies are established at the regional level, some of them compatible with traditional forms of rational planning and control of the HES. Objective: To strengthen political capacities for transitions in territories, based on democratic mediations of social conflicts, oriented towards reconciliation and the construction of stable and lasting peace. Methodology: The research was framed within the framework of Research-Action-Participation (IAP), which involved the design, formulation, implementation, and evaluation of processes articulated between communities, public and private institutions, and social organizations, mainly using qualitative methods. Results: This article explores public policies as an ambiguous field of a transdisciplinary nature, and then reviews their connections with concepts such as 'participation,' 'deliberative capacity,' and 'mediation,' assumed as central axes in the formation of public policies. Likewise, it delves into different notions of peace (paces, in a broad sense), which allows us to highlight how different epistemological and methodological conceptions in pacifism determine approaches and devices in social construction. Finally, it examines the links between public policies as devices (strategies) for social mediation, and peacebuilding as a route for the agency of multiple social processes. Conclusions: The central conclusion revolves around the assertion that public policies acquire a peaceful nature insofar as they involve non-violent forms of social interaction. With them, those involved seek to achieve the highest possible level of well-being based on the resources and contexts in which they find themselves. [ABSTRACT FROM AUTHOR]

El Senado Federal de Brasil creó una Comisión Parlamentaria de Investigación (CPI) para investigar las irregularidades del gobierno de Bolsonaro en la gestión de la pandemia de COVID19. Uno de los casos que llamó la atención fue la investigación llevada a cabo por Prevent Senior, una empresa privada de seguros de salud, sobre el tratamiento temprano de COVID19. Este artículo analiza la validez científica de la investigación y los problemas éticos relacionados con su implementación. Se basa en un análisis del informe del estudio clínico de Prevent Senior, de los registros de ensayos clínicos de Brasil y Estados Unidos, del informe de la CPI del Senado y de información difundida por los medios de comunicación. Este caso de fraude científico y sesgo político-ideológico ejemplifica cómo Prevent Senior, utilizando un protocolo cuestionable para mejorar su reputación y obtener el apoyo del gobierno, contribuyó a la construcción de la narrativa de "tratamiento temprano" para COVID-19, y muestra cómo sirvió de base para una política pública del gobierno que promovió el uso de medicamentos ineficaces. This article aims to demonstrate, through study, the influence of participatory budgeting on the tax legislation of Franca/SP, examining changes in local legislation. It addresses the historical evolution of participatory budgeting in the city, highlighting its contributions to local democracy and public governance. The findings suggest that participatory budgeting and the number of studies in public hearings in Franca/SP have brought significant changes to legislation and promoted greater citizen involvement in budgetary decision-making. Despite challenges of the in-person system, it shows potential for expansion and improvement through electronic means, with significant implications for public policy and municipal governance, but which warrant further enhancement. This is a qualitative analysis of STF decisions to identify the court's position regarding changes in budgetary control that affected public policies. To this end, it was necessary to review the following premises: a) the economic scenario that resulted in the fiscal control policy; b) the fundamental rights in the Constitution of 88 and the challenges to its effectiveness. Among these changes, the Golden Rule, the Fiscal Responsibility Law and Amendment 95/2016 stand out, which established a spending ceiling. The STF was observed in the protection of public policies for the implementation of fundamental rights in conflict with the theory of the reserve of the possible. The jurisprudence corresponds to the twentyyear period of this process, this auxiliary procedure arises from the dogmatic legal methodological analysis. How can ethnographic research be used to study conflicts, social mobilizations, and public policies? This paper tackles this challenge through an ethnographic study of conflicts involving African-rooted religions, their distinctive ways of resisting, reexisting, and reinventing traditions, in context of a growning trend of a "politics of hate" in Brazil. It also seeks to discuss the tenuous boundaries between religion and politics, strategies of social mobilization and struggle, and the role of the researcher and their methodological interventions, who becomes entangled in the public scene. The paper is dedicated to analyzing mobilization actions as a dynamic and multidimensional process, especially when referring to identity-based conflicts, which result in the construction of networks and forms of protest that ambivalently engage with the State and its agents, in unstable circumstances and conjunctures, revealing rules, values, and moralities in permanent dispute. Since the 1990s, Argentina has witnessed significant transformations in the relationship between the State and society, prompting a reevaluation of the roles and capacities of local governments to address large-scale issues extending beyond territorial boundaries due to urban expansion. This "de facto" redefinition of government roles occurs within a context of political and administrative fragmentation, demanding an expansion of agendas to include topics such as local development, territorial planning, environmental conservation, and innovation policies, among others, in new formats and in a global context. Consequently, inter-municipal cooperation has emerged as a response to manage newly delegated competencies, employing associative experiences to address challenges in urban management and conurbation. The main objective of this article is to recapitulate and analyze the primary associative experiences of inter-municipalism in the Metropolitan Area of Buenos Aires, from a planning perspective. Methodologically, the study utilizes primary sources, including semi-structured interviews with academic specialists and municipal officials engaged in these institutional arrangements, alongside an analysis of secondary sources and documentary evidence. The findings highlight the ongoing discussions, potentialities, and weaknesses to present a comprehensive overview of the current situation. [ABSTRACT FROM AUTHOR]
