The Miami University Libraries (MUL) developed an open-source Software Checkout system to allow patrons to make use of software licenses owned by the library. The system takes advantage of user-based licensing under the Software as a Service (SaaS) license model and vendor-created APIs to easily and legally assign access to users. The service currently supports Adobe Creative Cloud, Final Cut Pro, and Logic Pro software. MUL has successfully used this software for three years. This article describes the expansion of offerings and the increasing use of the service over that time. Built on a model developed by Pixar for managing employee software licenses, the Software Checkout system is believed to be the first of its kind for circulating licenses to library patrons. Both this lending model and the open-source software developed by MUL are available to other libraries. Social inclusion in resource governance and enjoyment is critical towards attaining social cohesion, stability and shared prosperity. The paper examines how land law reforms in Ghana with the passage of the Land Act, 2020 promote social inclusion in the land market. The study used a descriptive research design and interviewed a total of 69 respondents – land experts and practitioners. The results revealed that six of the constructed social inclusion indicators significantly promote inclusiveness in the land market. This study analyses Ghana’s climate-change legal and policy frameworks, pinpointing significant gaps and offering targeted recommendations to bolster the nation’s resilience against climate change. Despite Ghana’s commitments under international agreements and the formulation of national policies, challenges persist in policy implementation, sectoral integration, research, stakeholder engagement, funding and adaptation strategies. The paper argues for a robust, integrated approach to enhance Ghana’s climate governance, highlighting the necessity for improved implementation capacity, cross-sectoral policy harmonisation, enhanced climate data collection, active stakeholder participation, innovative financing and a stronger focus on adaptation and resilience. This article examines the connection between human rights and elder abuse, employing a human rights-based approach. Through a critical examination of a fictional case study on elder abuse, the discussion highlights the vital role of nurses when safeguarding the rights of older individuals in residential care settings. The PANEL framework – encompassing Participation, Accountability, Non-discrimination, Empowerment and Legality – is a comprehensive guide for safeguarding practice and is applied to the example provided. By applying this human rights-based approach, nurses can proactively address elder abuse, ensuring individuals' rights are protected, promoted and supported. STUDY QUESTION How are ART and IUI regulated, funded, and registered in European countries, and how has the situation changed since 2018? SUMMARY ANSWER Of the 43 countries performing ART and IUI in Europe, and participating in the survey, specific legislation exists in only 39 countries, public funding varies across and sometimes within countries (and is lacking or minimal in four countries), and national registries are in place in 33 countries; only a small number of changes were identified, most of them in the direction of improving accessibility, through increased public financial support and/or opening access to additional subgroups. WHAT IS KNOWN ALREADY The annual reports of the European IVF-Monitoring Consortium (EIM) clearly show the existence of different approaches across Europe regarding accessibility to and efficacy of ART and IUI treatments. In a previous survey, some coherent information was gathered about how those techniques were regulated, funded, and registered in European countries, showing that diversity is the paradigm in this medical field. STUDY DESIGN, SIZE, DURATION A survey was designed using the SurveyMonkey tool consisting of 90 questions covering several domains (legal, funding, and registry) and considering specific details on the situation of third-party donations. New questions widened the scope of the previous survey. Answers refer to the situation of countries on 31 December 2022. PARTICIPANTS/MATERIALS, SETTINGS, METHODS All members of the EIM were invited to participate. The received answers were checked and initial responders were asked to address unclear answers and to provide any additional information considered relevant. Tables resulting from the consolidated data were then sent to members of the Committee of National Representatives of ESHRE, requesting a second check. Conflicting information was clarified by direct contact. MAIN RESULTS AND THE ROLE OF CHANCE Information was received from 43 out of the 45 European countries where ART and IUI are performed. There were 39 countries with specific legislation on ART, and artificial insemination was considered an ART technique in 33 of them. Accessibility is limited to infertile couples only in 8 of the 43 countries. In 5 countries, ART and IUI are permitted also for treatments of single women and all same sex couples, while a total of 33 offer treatment to single women and 19 offer treatment to female couples. Use of donated sperm is allowed in all except 2 countries, oocyte donation is allowed in 38, simultaneous donation of sperm and oocyte is allowed in 32, and embryo donation is allowed in 29 countries. Preimplantation genetic testing (PGT)-M/SR (for monogenetic disorders, structural rearrangements) is not allowed in 3 countries and PGT-A (for aneuploidy) is not allowed in 10; surrogacy is accepted in 15 countries. Except for marital/sexual situation, female age is the most frequently reported limiting criterion for legal access to ART: minimal age is usually set at 18 years and the maximum ranges from 42 to 54 with some countries not using numeric definition. Male maximum age is set in very few countries. Where third-party donors are permitted, age is frequently a limiting criterion (male maximum age ranging from 35 to 50; female maximum age from 30 to 37). Other legal restrictions in third-party donation are the number of children born from the same donor (or, in some countries, the number of families with children from the same donor) and, in 12 countries, there is a maximum number of oocyte donations. How countries deal with the anonymity is diverse: strict anonymity, anonymity just for the recipients (not for children when reaching legal adulthood age), a mixed system (anonymous and non-anonymous donations), and strict non-anonymity. Inquiring about donors' genetic screening showed that most countries have enforced either mandatory or scientific recommendations that exclude the most prevalent genetic diseases, although, again, diversity is evident. Reimbursement/compensation systems exist in more than 30 European countries, with around 10 describing clearly defined maximum amounts considered acceptable. Public funding systems are extremely variable. One country provides no financial assistance to ART/IUI patients and three offer only minimal support. Limits to the provision of funding are defined in the others i.e. age (female maximum age is the most used), existence of previous children, BMI, maximum number of treatments publicly supported, and techniques not entitled for funding. In a few countries reimbursement is linked to a clinical policy. The definitions of the type of expenses covered within an IVF/ICSI cycle, up to which limit, and the proportion of out-of-pocket costs for patients are also extremely dissimilar. National registries of ART are in place in 33 out of the 43 countries contributing to the survey and a registry of donors exists in 19 of them. When comparing with the results of the previous survey, the main changes are: (i) an extension of the beneficiaries of ART techniques (and IUI), evident in nine countries; (ii) public financial support exists now in Albania and Armenia; (iii) in Luxembourg, the only ART centre expanded its on-site activities; (iv) donor-conceived children are entitled to know the donor identity in six countries more than in 2018; and (v) four more countries have set a maximum number of oocyte donations. LIMITATIONS, REASONS FOR CAUTION Although the responses were provided by well-informed and committed individuals and submitted to double checking, no formal validation by official bodies was in place. Therefore, possible inaccuracies cannot be excluded. The results presented are a cross-section in time, and ART and IUI frameworks within European countries undergo continuous modification. Finally, some domains of ART activity were deliberately left out of the scope of this survey. WIDER IMPLICATIONS OF THE FINDINGS Our results offer a detailed updated view of the ART and IUI situation in European countries. It provides extensive answers to many relevant questions related to ART usage at the national level and could be used by institutions and policymakers at both national and European levels. Recent work challenging the "rubber stamp" view of authoritarian legislatures demonstrate that they are important arenas for policymaking. Yet their amending function remains understudied. To what extent is draft legislation modified in authoritarian parliaments? Why are some bills amended more than others? This article addresses these questions in the Chinese case, using a dataset covering 167 bills adopted by the National People's Congress or its Standing Committee from 2008 to 2022. I assess the degree of bill change by comparing bill content before and after parliamentary treatment with a text reuse method. Results show a moderately high level of amendment activity, with noticeable variations across bills. I argue that the amending role of the Chinese legislature serves a crucial mechanism for integrating and coordinating bureaucratic interests. I find that bills are modified to a greater extent if more ministerial and provincial stakeholders are involved within the legislative arena. This article provides systemic evidence supporting the power-sharing theory: legislative institutions compensate for the executive-level deficiencies and help manage intra-elite relations in policymaking. This article examines how imperfect legislative agreements offer an opportunity for higher courts' intervention in policymaking. In concrete terms, it explains that lawmakers in certain situations avoid resolving apparent conflicts of interest due to high transaction costs in the legislative process, maintaining statutory criteria considered transparently inefficient or by simply developing regulatory arrangements with a significant degree of indeterminacy. Employing a simplified model of rational choice behaviour, the article asserts that those scenarios constitute an opportunity for strategic involvement of the higher courts in crafting public policy. As an unintended consequence of the imperfect legislative agreements, justices look at them as an indicator that members of the other branches of government have reached weak political compromises or are unable to impose their policy preferences. Therefore, justices can exercise discretion, foreseeing prospects to increase their authority while the risk of an overruling or the implementation of other retaliatory measures remains low. On 16 January 2024, the Organization for Security and Cooperation in Europe, Office for Democratic Institutions and Human Rights (OSCE ODIHR) published its Guidelines on Democratic Law-making for Better Laws. The creation of the Guidelines was driven by the acknowledgment that strengthening democratic institutions and processes is essential in the era of democratic and constitutional erosion and decay and the recognition that contemporary law-making displays several weaknesses. Based on its decades of experience in assessing legislation and legislative processes in the OSCE participating states, ODIHR intended to provide an overview of the guiding principles of the law-making process that ensure that both the process and the resulting laws comply with the requirements of democracy, the rule of law and human rights commitments. The Guidelines offer a new and rich source of inspiration for scholars devoted to strengthening democracy. This paper identifies new(er) avenues for research in democratic erosion and revival, institutional protection of the democratic legislative process, constitutional change, and the impact of constitutional rights. Further, based on some non-OSCE participating states related examples, it shows how the potential inspirational reach of the Guidelines and the research paths it potentially encourage might go beyond the geographic scope of the OSCE participating states. Most countries affected by the COVID-19 pandemic have proclaimed a state of emergency following their constitutional provisions. Consequently, in response to the outbreak, several countries resorted to utilising the authority vested in their respective governments by the Constitution or preexisting legislation about disasters. Indonesia subsequently responded to extensive criticism from domestic and international experts for its delay in formally declaring a nationwide state of emergency in response to the outbreak. In the initial year of the COVID-19 pandemic, the country experienced significant societal and economic consequences due to inadequate crisis governance. This article argues that the government's response to the COVID-19 outbreak was ineffective in preventing the Pandemic's rapid spread and its adverse impacts on society and the economy. This situation was due to perceived poor quality content and underlying principles of the country's legislation. Consequently, the insufficiency became apparent in the inconsistent strategies employed by both central and local governments in tackling the Pandemic, a need for more expertise among institutional personnel, inadequate allocation of resources for crisis management, limited collaboration among government agencies, and the vulnerability of law enforcement. This article proposes that Indonesia enhance its crisis management legislation to establish a comprehensive framework for the supervision and execution of various outbreak management strategies, including those associated with the COVID-19 pandemic. Physical activity (PA) is important for fitness and psychological health, and a way for young people to make friends and socialise. Young people with vision impairment (VI) are, however, are less likely to engage in PA. A range of personal, social, and environmental barriers prevent equitable participation for young people with VI. There is a dearth of research focused on the experiences of young people with VI and their participation in PA in Australia. Using the Physical Activity Barriers Questionnaire for children with Visual Impairments (PABQ-VI), this study identified barriers to PA from the perspectives of school-aged Australians with VI. Results demonstrated that despite holding positive views about PA and being motivated to be physically active, participants experienced many of the same barriers and lack of opportunities reported by children with VI around the world. These experiences place limits on the development of motor skills and impact self-confidence. Despite the swathe of legislation designed to protect the rights of people with disability, the findings suggest that there is much work to be done to create inclusive opportunities for youth with VI (particularly girls) to access PA and sport in Australian schools and communities. Historically, countries have primarily relied on policy rather than legislation to implement Maternal and Perinatal Death Surveillance and Response systems (MPDSR). However, evidence shows significant disparities in how MPDSR is implemented among different countries. In this article, we argue for the importance of establishing MPDSR systems mandated by law and aligned with the country's constitutional provisions, regional and international human rights obligations, and public health commitments. We highlight how a "no blame" approach can be regulated to provide a balance between confidentiality of the system and access to justice and remedies. Legislations impose requirements on the manufacturing of machinery. Typically, these requirements are interpreted and refined by (domain‐specific) technical committees and published in terms of standards. At the company level, these refined requirements are further interpreted, refined, and documented in terms of internal processes. Due to the proliferation of (interdependent) legislations and standards and the consequent increase of the cognitive complexity, at the company level, manual knowledge management is becoming more and more challenging and requires automated decision support. Despite the availability of approaches aimed at automating the decision support, no one offers a satisfactory solution. In this paper, we focus on knowledge management for process compliance and we propose a novel structured ontology. Our ontology aims at mastering (by dividing and conquering via tracing) the cognitive complexity of the compliance problem, when heterogeneous and sometimes geographically distributed knowledge‐driven organizational structures (legal department, standardization department, etc.) are involved and need to communicate. We also illustrate the potential usefulness of our proposed ontology in the context of pumps manufacturing and safety process compliance with the Machinery Directive and related harmonized standards including EN 809:1998+A1. Specifically, first, we identify the competencies that characterize departments and interdepartment interactions, then we formulate an initial set of competency questions that translate those identified competencies, then we show how the ontology can be exploited to retrieve the answers to the questions and how the answers can be exploited to build a justification for compliance. Precisely, we propose an argumentation pattern given in two different argumentation notations, and we show how it can be partly instantiated by exploiting the returned answers. The illustration also partly covers the compliance with the Machinery Regulation, expected to replace the Machinery Directive by January 2027. Finally, we sketch our intended future work. Background: Antimicrobial resistance (AMR) constitutes a major threat to global health. While antimicrobial misuse or overuse is one of the main drivers for AMR, little is known about the extent to which antibiotic misuse is due to a lack of national government-led efforts to enforce rational use in low and middle-income countries (LMICs). Methods: To assess antimicrobial stewardship and national implementation measures currently in place for optimizing antimicrobial use and for slowing the spread of AMR, we invited public health experts from 138 LMICs to participate in a Global Survey of Experts on Antimicrobial Resistance (GSEAR). Key coverage measures, as reported by experts, were compared across countries and also juxtaposed with estimates collected in the 2020-21 World Health Organization-organized Tripartite AMR Country Self-Assessment Survey (TrACSS). Results: A total of 352 completed surveys from 118 LMICs were analysed. Experts in 67% of the surveyed countries reported a national action plan (NAP) on AMR, 64% reported legislative policies on antimicrobial use, 58% reported national training programs for health professionals, and 10% reported national monitoring systems for antimicrobials. 51% of LMICs had specific targeted policies to limit the sale and use of protected or reserve antibiotics. While 72% of LMICs had prescription requirements for accessing antibiotics, getting antibiotics without a prescription was reported to be possible in practice in 74% of LMICs. On average, country efforts reported in TrACSS were substantially higher than those seen in GSEAR. Conclusions: In many LMICs, despite the existence of policies aimed at slowing down the spread of AMR, there are still significant gaps in their implementation and enforcement. Increased national efforts in the areas of enforcement and monitoring of antibiotic use as well as regular monitoring of national efforts are urgently needed to reduce inappropriate antibiotic use in LMICs and to slow the spread of AMR globally. Most U.S. states have laws related to supporting students with dyslexia, including dyslexia screening, intervention, and teacher training. Additionally, 40 states have published dyslexia handbooks that include information about defining dyslexia, screening, core instruction, intervention, and progress monitoring. This study utilized a qualitative content analysis to identify the major topics and themes included in these handbooks. Results showed that most of the handbooks included details about the intended audience, defining dyslexia, methods of assessment, types of instruction and intervention, information for parents, and additional resources. Dominant themes in the handbook content were translating research to practice, educator focus, intervention over instruction, and a lack of information related to multilingual learners. The findings suggest that the current handbooks offer consistent information about the definition and features of dyslexia but do not always include information from research-based practices to support students with dyslexia. The antitrust laws are fully stated in two statutes that seem absurdly brief in relation to the work they do. Their brevity in relation to coverage has led to three phenomena. First is the tendency of courts to use the statutory text as no more than a starting point, treating it as a general principle, or "Magna Carta," of free enterprise, and sometimes ignoring the statutory language altogether. Second, courts have responded to the statutory brevity with judicial development of numerous rules not mentioned in the statutory texts. The third phenomenon is a kind of expansionism, or belief that the antitrust laws can be used to control the entire world, or at least the entire economic world. This article considers what antitrust policy would look like if an antitrust "textualist" actually relied on the antitrust statutes themselves to control all important issues of interpretation. The language of the antitrust laws, although brief, actually says a great deal more than is commonly acknowledged. Further, the Sherman and Clayton Acts are statutes after all. They should provide the first place to look to for guidance on enforcement policy. How much different would antitrust look if we centered policy on the statutory language, using only generally accepted forensic tools and recognized canons of statutory interpretation to understand it? Among the areas where the statutory language provides considerable direction are the goals of the antitrust laws; market power and market delineation requirements; the probabilistic effects requirement of the Clayton Act, standing and the indirect purchaser rule, conspiratorial capacity and antitrust personhood, and extraterritorial effects. Since the biotechnology revolution of the 1970s, genetic science and genetic technology have captured the public imagination. They have become a centerpiece of how we understand ourselves, our relationship with other humans, other living beings, our environment, and--indeed--with the universe. Through this evolution of understanding, genetic phenomena have acquired many meanings, some rooted in objective reality and others subjective and dependent on individual perceptions and sentiments. However, legal decision-making and policymaking have not kept pace and reflect only a partial understanding of the multiple dimensions of genetic phenomena, which are forced into narrowing legal pathways, neglecting vital interests. As the legal uses of genetic technologies and disputes involving such technologies become increasingly prevalent, the disconnect between genetics and the law grows and deepens. This Article identifies and analyzes the impact of the longstanding judicial and legislative practice of applying ill-fitting legal constructs to genetic phenomena. We use case studies drawn from various legal areas to show how forcing genetic phenomena into existing legal categories neglects important genetic interests. The deficiencies of case law and legislation addressing genetics highlight the need for a more comprehensive way of thinking about, and legally recognizing, interests stemming from the multiple dimensions of genetic phenomena. In response, we provide a conceptual framework for incorporating genetic phenomena more fully into the law. Our approach offers legislators, judges, regulators, and lawyers a new way of thinking about genetics in the law, one that accounts for and accommodates the full range of individual, group, and societal interests in genetic phenomena. Abstract: Background: Section 64 of the German Criminal code (StGB) which rules the admission of convicted individuals with substance use disorders to forensic hospitals has been revised (1.10.2023) and is more restrictive than the previous legislation. This brings with it a number of innovations for psychiatric experts and clinicians. Aim: Significant innovations for forensic experts are presented. For example, they must assess the diagnosis and severity of a substance use disorder, its relevance for the conviction and the prospects of possible treatment interventions. Background: Palliative extubation (PE) is the cessation of mechanical ventilation (MV) during terminal illness. Although PE is widely practiced in many countries, it remains illegal in others. Attitudes toward PE of patients at the highest risk for MV were scarcely explored before. Objective: To assess the attitudes of patients with advanced chronic illnesses (ACI) toward PE and other end-of-life decisions in a country where PE is illegal. Design: A prospective observational study using questionnaire-based interviews. Setting/Subjects: Patients with ACI hospitalized between 2021 and 2022 in a large tertiary center. Attitudes toward PE and mechanical ventilation were evaluated. Predictors for favoring/opposing PE were analyzed using multivariate logistical regression models. Results: A total of 152 (40% female, 75 ± 11 years) patients were included. The most common ACIs were advanced heart failure (32%), metastatic malignancy (32%), and chronic obstructive pulmonary disease (22%). Around 132 patients (87%) supported the legalization of PE, and their main reason was to avoid pain and suffering (87%). Legalization of PE would change the decision to avoid mechanical intubation in 34% of the cases. Most patients thought that the decision to perform PE should be made by the patient's physician and primary caregiver collaboratively (64%). Religious observance was an independent predictor for opposing PE (adjusted odds ratio 0.18; 95% confidence interval 0.06–0.59; p < 0.01), whereas the type of ACI was not. Conclusion: Most admitted patients with ACIs support the legalization of PE. Such policy change could have major impact on patients' end-of-life preferences. Sexual violence against women is a human rights violation and public health concern, with serious implications for women's physical and mental health. Reducing non-partner sexual violence, including rape, sexual assault and other forms of non-contact sexual abuse, is one of the main indicators of the sustainable development goals. World Health Organization estimates, based on available prevalence data from 137 countries between 2000 and 2018, showed that, globally, 6% of women aged 15-49 years reported experiencing sexual violence in their lifetime from someone other than an intimate partner, with prevalence rates varying across regions. However, the reporting, measurement and documentation of the global extent of non-partner sexual violence against women is methodologically challenging, resulting in a gross underestimation of its magnitude and impact. To prevent and respond to this issue, policy-makers must consider interventions on education, access to relevant health-care services, public awareness, and effective and comprehensive legislation. To better estimate the prevalence of both sexual violence overall and non-partner sexual violence, it is essential to continue to strengthen the measurement of non-partner sexual violence, including the types of acts asked about and the mode of interviewing. Further research is needed to understand the cumulative impact of different forms of sexual violence on the lives of women and girls, including sexual violence during childhood and its associated risk with further exposure. Despite a growing need for mental health services for adolescents, treatment access among adolescents remains poor. Psychologists practicing in the United States are subject to highly variable legal standards for consent and confidentiality of minor clients, which can further suppress treatment accessibility. States permit independent consent for minors according to a wide range of criteria, but whether these criteria are empirically derived remains unknown. Inconsistencies between the law and ethical obligations for psychologists can expose minor clients to harm and force psychologists to make disclosures that violate patients' rights and ethical standards. These harms may be particularly severe for clients from vulnerable populations such as sexuality and gender diverse youth (SGDY). To prevent ethical dilemmas, psychologists and professional organizations should work toward an empirical understanding of the adolescent capacity to consent to mental health care and use that understanding to promote uniform consent and confidentiality standards. This article offers a critical theo-ethical reflection on abortion from a reproductive justice (RJ) perspective. Focusing on the socio-political structure that shapes abortion discourses and legislation and affects women's agency over their reproductive ability, I complicate the ways of thinking about abortion. The abortion debate reveals what we, as the church, value, how we embody God's love and justice, and how we should live. In search of the answers to these questions, the article engages in women of color's theory and activism for RJ through the theological, the political, and the sexual. Finally, the article suggests that the Episcopal/Anglican church reconsider abortion as a social justice issue and meditate on its commitment to God's justice in light of RJ. [ABSTRACT FROM AUTHOR]

Sexual violence is a world‐wide health problem that has begun to escalate in online and virtual spaces. One form of technology‐facilitated sexual violence that has grown in recent years is image‐based sexual abuse (IBSA), or the nonconsensual creation, distribution, and/or threat of distribution of nude or sexual images. Using a trauma‐informed and victim‐centered framework, we asked victim‐survivors for structural solutions to IBSA based on their own experiences. Using thematic analysis on 36 semi‐structured interviews with adult U.S. victim‐survivors of IBSA, we found that victim‐survivors proposed structural solutions to IBSA along five general dimensions: legal (creating/strengthening laws, enforcing laws, facilitating legal navigation), corporate (corporate responsibility/activism and solutions for employers), educational (IBSA education, outreach and advocacy, and developing communities of support), technological (more platform accountability, improved procedures for uploading images, better avenues for reporting and removing images, and enhanced platform policies), and cultural. Many solutions built on existing structures (e.g., sexual education in schools) and frameworks (e.g., creating support groups like those for people in recovery from alcohol abuse), enabling educational professionals, policy makers, victim‐support service providers, and corporations to readily implement them. Institutions of higher education have faced increasing pressure to comply with federal regulations and reform their response to campus sexual assault. This study explores institutions of higher education employees' perceptions on whether decoupling, or organizational resistance to change, is associated with the number and timing of campus sexual assault reforms adopted. Early captured reforms instituted before the "Dear Colleague Letter" in 2011, mid included reforms instituted after the Dear Colleague Letter in 2011 but before the 2015–2016 academic year and during the period of heightened attention to campus sexual assault, and late which included reforms instituted during or after the 2015–2016 academic year. A web‐based survey of institutions of higher education employees familiar with sexual assault policy implementation on their campuses asked about types of reforms, timing, decoupling, and campus characteristics. Correlations and t‐tests were run to examine the types of reforms across time periods, and regression assessed the degree to which decoupling was associated with the number and timing of reforms. Higher decoupling was associated with fewer reforms in the early period and more in the late period, though not with the overall number of reforms adopted. This commentary reports on gambling advertisements served to Australians on Facebook in 2021-2022 that we discovered through a research project that uses novel data donation infrastructure to improve the observability of platform-based advertising. Preliminary findings show that advertisements for online casinos appear on social media and are served to people tagged as located in Australia despite laws that prohibit both the operation and advertising of these gambling services in Australia, and in apparent contravention of company policies that require gambling advertisers to follow applicable law. We outline the harms of normalizing gambling on digital media and argue that the limited accountability of digital platforms for online advertising can contribute to these harms. We suggest ways in which the law and its enforcement and platform responsibility can be reformed to prevent harmful gambling advertising. [ABSTRACT FROM AUTHOR]

Medical aid in dying (MAID) is a practice that has been expanding in the United States over the past few decades. As it becomes a viable option for a growing portion of the American population, nurse practitioners (NPs) need to be prepared to engage in conversation with patients about the practice. Although historically only physicians were able to participate in MAID, the role has recently expanded to include additional advanced practice providers, including NPs. Reviewing the history of MAID and examining how current legislation affects clinical practice can support the NP's ability to educate and counsel patients about the option. Identifying specific areas in which MAID providers report needing additional training and support can help providers work toward delivering the highest quality patient care possible. As MAID becomes accessible to greater numbers of people, NPs need to be prepared to talk to patients who are navigating serious, life-limiting illnesses about the possibility of MAID. This article presents dialectical themes that emerged from the grounded theory analysis of 42 focus groups about university sexual assault policies held at four universities in Nova Scotia, Canada. Fourteen cultural communities were represented. Data from female-identified focus groups representing five cultures is deployed to exemplify dialectical themes. When it comes to university sexual assault policies and services, students navigate conflicting needs for disclosure and privacy, justice, and protection. These tensions are intersectionally shaped by gender and culture. Our analysis and recommendations can inform practitioners, including social workers, as they support survivors/victims, particularly of campus sexual violence, in navigating the complexities of decisions about seeking support and/or justice. Lawmakers are routinely confronted by urgent social issues, yet they hold conflicting policy preferences, incentives, and goals that can undermine collaboration. How do lawmakers collaborate on solutions to urgent issues in the presence of conflicts? I argue that by building mutual trust, networks provide a mechanism to overcome the risks conflict imposes on policy collaboration. But, in doing so, network dependence constrains lawmakers' ability to react to the problems that motivate policy action beyond their immediate connections. I test this argument using machine learning and longitudinal analysis of federal crime legislation co-sponsorship networks between 1979 and 2005, a period of rising political elite polarization. Results show that elite polarization increased the effects of reciprocal action and prior collaboration on crime legislation co-sponsorships while suppressing the effect of violent crime rates. These relationships vary only marginally by political party and are pronounced for ratified criminal laws. The findings provide new insights to the role of collaboration networks in the historical development of the carceral state and elucidate how political actors pursue collective policy action on urgent issues in the presence of conflict. Food fraud (often called fake food in South Africa) the deliberate misrepresentation or adulteration of food products for financial gain, is a growing problem in South Africa (SA) with severe public health and financial consequences for consumers and businesses. The recent public outcry against food fraud practices especially in communities that have lost loved ones due to the consumption of allegedly adulterated foodstuffs, highlights the grave danger that food fraud poses to consumers and the potential for significant reputational damage to food manufacturers. Despite the risks, food fraud often goes undetected, as perpetrators are becoming increasingly sophisticated. The precise magnitude of food fraud remains obscure, as incidents that do not cause consumer illnesses are frequently unreported and, as a result, are not investigated. Food fraud costs the global economy billion annually. This cost is borne by consumers, businesses, and the government. Food fraud can occur at any stage of the food supply chain, from production to processing to retailing or distribution. This is due in part to the limitations of current analytical methods, which are not always able to detect food fraud. This review of food fraud in SA looks at several factors that may be contributing to epidemic of food fraud, including inadequate penalties, inadequate government commitment, a complex labelling regulation, emerging threats such as e-commerce, and shortage of inspectors and laboratories. The review recommends establishing a single food control/safety authority, developing more food safety laboratories, and adopting innovative technologies to detect and prevent food fraud. The Czech Republic is one of the several countries in the world and the only unitary democratic state allowing regions to initiate legislation without limits. Despite this, a study of Czech regional initiatives has yet to be written. Therefore, this paper delivers a comprehensive analysis of the phenomenon. The results show that the activity and success rates of the regions differ substantially. The probability of a regional proposal is positively affected by the region’s legislative strength in the Chamber of Deputies and the opposition status of the region’s governor. In contrast, it is negatively affected by the distance from Prague. The chances of adopting the regional initiative substantially decrease if a proposal suggests a shared rule instrument compared to self-rule ones. Overall, the article argues that while regional legislative activity in (con)federal states is affected mainly by regionalist strategic politics, the process in the unitary state is more result-oriented. This contribution examines the compatibility of mandatory vaccination with the European Convention on Human Rights (ECHR) through an analysis of the relevant ECHR rights and related case law of the European Court of Human Rights (ECtHR). By focusing on Article 8 (Right to Private Life), Article 2 (Right to Life) and Article 9 (Freedom of Thought, Conscience and Religion) ECHR, we formulate conditions under which mandatory vaccination legislation is justified. With that, this analysis aims to provide national legislators with guidance on responsible legislative policy. Additionally, this article discusses the legal framework underlying the Dutch vaccination policy, including developments therein since COVID-19. Furthermore, the role of the European Union in the context of vaccination is briefly discussed. The importance of an extensive societal and parliamentary debate before implementing a mandatory vaccination policy is stressed, as is the need for proportionality in enforcement. Introduction: Lesbian, gay, bisexual, transgender, and queer (LGBTQ+) young people experience higher prevalence rates of suicidality than their heterosexual and/or cisgender peers. However, there is limited research that can inform suicide prevention efforts. Our aim was to synthesize quantitative, qualitative, and mixed methods research on risk and protective factors among LGBTQ+ young people, from countries with a high Global Acceptance Index. Methods: A scoping review guided by Arksey and O'Malley's five‐stage framework, using the Preferred Reporting Items for Systematic Reviews and Meta‐analysis Extension for Scoping Reviews protocol. Five databases and grey literature were searched for relevant studies. Identified factors were clustered by thematic type, according to the socio‐ecological model to identify empirical trends and knowledge gaps. The mixed methods appraisal tool was used for quality assessment of studies. Results: Sixty‐six studies met our inclusion criteria. Overall, 59 unique risk factors and 37 unique protective factors were identified. Key risk factors include past suicidality, adverse childhood experiences, internalized queerphobia, minority stress, interpersonal violence, bullying, familial conflict, and anti‐LGBTQ+ policies/legislation. Key protective factors include self‐affirming strategies, adult/peer support, at‐school safety, access to inclusive healthcare, family connectedness, positive coming out experiences, gender‐affirming services and LGBTQ+ inclusive policies and legislation. Conclusions: Overall, our findings affirm that multiple risk and protective factors, at all levels of the socio‐ecological model, interact in complex, unique and diverse ways upon suicidality among LGBTQ+ young people. Implications for suicide prevention are discussed. Further empirical studies are required, particularly at the communities, policies, and societal levels of the socio‐ecological model, and these studies should include a focus on protective factors and significant within‐group differences. Airports are contested infrastructures. They are regarded both as icons of modernity and as a threat to a climate‐neutral future. Judicial review is increasingly relied upon to determine the legality of planning permissions for further airport development in light of climate obligations. Focusing on regional airport development and the review of planning approvals for expansion at Bristol, Southampton and Stansted airports, this article shows how the relevant policies and legislation, as well as the courts in applying these, find cohesion between airport expansion and climate action. These efforts, nonetheless, are tantamount to an attempt at squaring the circle: the fundamental disconnect between climate commitments and the increase in greenhouse gas emissions from regional airport expansion remains unsettled. Patient harm, patient safety and their governance have been ongoing concerns for policymakers, care providers and the public. In response to high rates of adverse events/medical errors, the World Health Organisation (WHO) advocated the use of surgical safety checklists (SSC) to improve safety in surgical care. Canadian health authorities subsequently made SSC use a mandatory organisational practice, with public reporting of safety indicators for compliance tied to pre‐existing legislation and to reimbursements for surgical procedures. Perceived as the antidote for socio‐technical issues in operating rooms (ORs), much of the SSC‐related research has focused on assessing clinical and economic effectiveness, worker perceptions, attitudes and barriers to implementation. Suboptimal outcomes are attributed to implementations that ignored contexts. Using ethnographic data from a study of SSC at an urban teaching hospital (C&C), a critical lens and the concepts of ritual and ceremony, we examine how it is used, and theorise the nature and implications of that use. Two rituals, one improvised and one scripted, comprised C&C's SSC ceremony. Improvised performances produced dislocations that were ameliorated by scripted verification practices. This ceremony produced causally opaque links to patient safety goals and reproduced OR/medical culture. We discuss the theoretical contributions of the study and the implications for patient safety. Madagascar's seagrass meadows are among the least-studied ecosystems in the western Indian Ocean region. To facilitate sustainable management, understanding the traditional uses of seagrass areas in relation to current management policies is necessary. This study assessed the uses of, and policies relevant to, seagrass ecosystems off southwestern Madagascar. We interviewed 131 community members in five coastal villages around the Bay of Ranobe in Toliara Province. Answers to the survey revealed a good level of awareness of seagrass, though 55% of respondents perceived the status of the seagrass areas as deteriorating. Opinions varied on the source or degree of threats to seagrass, but 74.8% of respondents suggested destructive fishing methods or other factors, including natural phenomena and animal grazing. The responses highlight that seagrass meadows serve as areas important for fishing, seaweed cultivation or sea cucumber farming, and the passage of boat/pirogue transportation. There are currently no tangible policies that directly protect or manage the seagrass areas regarding these activities, although some national regulations and local management initiatives are indirectly relevant, notably no-take zones and the local-level codes known as Dina. Development and implementation of a national management plan for seagrass ecosystems is a key gap. This demands the collection of scientific data to support decision-making to ensure long-term provision of the services provided by seagrass meadows. What 'border security' or 'secure borders' denote in the EU is not defined. The article explores the concept of border security and how the concept of border security found its way into the supranational EU legislation on border control. The core of the concept of border security can be seen as consisting of 'border control', referring to the maintaining of controls of individuals crossing the EU external borders. The developments towards the use of the term border security seemingly encompass, at least, the evolution of the EU internal security domain, a qualitative change in the nature of a number of border control related measures, the perception of insecurities related to the 2004 EU enlargement and the 11 September 2001 attacks. At least at the time when Frontex became operational in 2004, a border security rhetoric began to be used in the EU. Today, the term border security is well established in EU actors' rhetoric. The supranational EU rules containing the term border security are fundamental elements of the EU border policies and play a crucial role in contributing to the EU discourse on border issues. There are few studies of impacts of arts on recovery in schizphrenia, on audience mood and social connection. We developed a pilot evaluation of opera performances in a university setting on Elyn Saks' journey from psychosis, teaching law and falling in love, coupled with pre-opera workshop on approaches to resilience. Using surveys, primary outcomes were pre and post affect (PANAS-X positive, negative; visual "affect grid" touchscreen for affective valence and arousal) and social connectedness with secondary outcomes of increasing understanding, reducing stigma and willingness to socialize or serve persons with mental illness. Of 107 live and 117 online attendees, 64 completed pre, 24 post, and 22 both surveys. Respondent characteristics were similar for those with pre and pre and post surveys: average age mid 50's, half female, 10% sexual minority, half White/Caucasian, 13% Hispanic/Latino, 11% Black/African American and 20% Asian; of 22 with pre and post, 9 (41%) were providers. There were significant post–pre increases in positive affect (PANAS-X) and arousal (visual grid) and social connectedness (Cohen's d = 0.82 to 1.24, each p <.001); and willingness to socialize with someone with schizophrenia (d = 0.68, p =.011). In this pilot evaluation of opera in a university auditorium, despite small sample sizes, there were significant post–pre increases in audience positive affect and social connection, which could reflect selection (those with positive response completing surveys) or may suggest that arts events promote well-being and connection, issues for future larger studies. Purpose: While sustainability experts point to interrelated social, economic and environmental goals, students may think about sustainability primarily as natural resources. To prepare students to tackle global challenges to well-being, this paper aims to show that educators need to assess and address students' shortcomings in considering socioeconomic dimensions. Design/methodology/approach: This study coded essays on the meaning and components of sustainability written by 93 undergraduate and graduate students in environmental policy, business and engineering courses at US and Austrian universities. Then, the study reviewed a teaching strategy using diverse experts, case studies and assignments. Finally, the analysis evaluated students' final projects proposing sustainability legislation with social, economic and environmental dimensions. Findings: Students usually connect sustainability with limited natural resources affecting current and future generations, but seldom think that sustainability means acting on prominent socioeconomic challenges like poverty, food insecurity, pandemics and violence. Teaching in diverse courses through multidimensional case studies and legislation broadened and deepened students' understanding and preparedness to act. Originality/value: Despite experts' attention to the interconnected Sustainable Development Goals, educators and policymakers need information on whether students associate sustainability with socioeconomic challenges. Open-response questions can reveal gaps in the respondents' sustainability beliefs. Radon gas is one of the chemical pollutants with one of the most significant physical effects due to its impact on human health: it is a radioactive noble gas which, if inhaled, can stochastically induce lung cancer. For this reason, it is classified as a category A substance and is the second cause of cancer after tobacco smoking. The monitoring and management of indoor radon is based on international recommendations but also national regulations, which, in recent years, have been updated by lowering the reference levels. In this work, some radon activity concentration data were evaluated by comparing the criteria of old and new legislation to highlight how the radiation protection approach has completely changed. Specifically, this study focuses on measurements in Campania, which, due to its originally volcanic geological structure, requires crucial attention in the context of radon risk assessment, given the considerable number of dwellings built in tuff. This initial data processing enabled the identification of potential high-priority radon risk areas, serving as an important reference point for the extension of the monitoring activities in Campania. Spatial planning is positioned as a strategic public policy to articulate the spatial dimension within territorial development strategies in Latin America. This article aimed to examine the historical evolution and contemporary regulatory frameworks associated with territorial planning in the region, in order to characterize the visions of territorial development currently institutionalized. Through documentary analysis, a transition is identified from partial paradigms focused on economism, urbanism or environmentalism, towards systemic conceptions that seek to integrate the multiple territorial dimensions within a multidimensional approach. The objectives enshrined legally denote an emerging vision that aspires to sustainability, equity, institutionality and quality of territorial life. However, the implementation challenges are still substantial to effectively materialize this overcoming conception. Housing policies have become increasingly regionalised but studies at sub-state levels are scarce and most research still focuses on the nation-state as the unit of analysis. This paper aims to address this gap by examining the development of regional housing policies in Spain. From an initial analysis of regional housing laws, three sub-state housing policy models were identified. Then, six case studies were examined to determine influencing factors and the relevance of regional political party positioning along centre-periphery and left-right cleavages. This research adds new information to the literature on the regionalisation of housing policies and provides insight about the role of subnational governments in generating alternatives to neoliberal housing policies. This study explores the feasibility of evaluating neighbourhood-based initiatives using secondary data. As a case study, we consider the Pathfinders programme, an area-based UK intervention and evaluate its impact on a broad range of outcomes in both short and longer term. We use grid reference data from a household panel survey to identify individuals living in 'treated' areas before and after and appropriate control individuals living in 'untreated' areas. Using a difference-in-difference approach complemented with matching, we find that the programme had positive effects on reported neighbourhood problems as well as on local social interaction, which was not an intended outcome. We also show the practical usefulness of combining secondary data and geographical identifiers to evaluate area-based policies. Using data not collected for this purpose enables the consideration of a broad range of intended and unintended outcomes over the long-run.
