This critical interpretive paper deploys Walter Mignolo's geopolitics of knowledge concept to examine higher education internationalisation in Kazakhstan. Amidst growing concerns about economic and environmental sustainability, elitism and cognitive justice, among other critical issues, internationalisation remains a vital government policy. By tracing Kazakhstan's development since independence from the Soviet Union and focusing on key higher education development policy frameworks, the paper argues and illustrates that: (1) the internationalisation of higher education in Kazakhstan promotes a specific representation of the world that is considered universal and modern; (2) the internationalisation of higher education in Kazakhstan illustrates the existing hierarchical global higher education system that is dominated by the West as centres of knowledge and learning while allocating other countries peripheral roles; and (3) the geopolitics of knowledge concept enables the reading of higher education internationalisation beyond what is knowledge to who, why and where knowledge is produced. The data for this paper came from a qualitative study that involved 15 semi‐structured interviews with graduates who studied abroad at Western universities through the government‐sponsored Bolashak Scholarship. Three focus group sessions with 21 graduate students at Nazarbayev University complemented the interviews. The qualitative data suggest that Mignolo's geopolitics of knowledge offers a close‐to‐perfect description of the internationalisation of higher education in Kazakhstan. The conclusion drawn from this post‐Soviet study is the universalisation of Western knowledge as nations utilise it for meaningful development, despite decolonial and cognitive justice concerns. This paper aimed to describe the National Centre for Neurosurgery, the only specialized hospital in the treatment of neurological diseases in Kazakhstan and the leading neurosurgical hospital in Central Asia. Historical data were collected from the archive materials of the National Centre for Neurosurgery. The paper outlines the achievements of the Centre in providing neurosurgical care to the population over the past 15 years, commencing with its establishment in 2008. During this period, there has been a 2.3-fold increase in the number of neurosurgeons at the Centre, accompanied by a significant seven-fold rise in the number of surgeries conducted. Additionally, the Centre has hosted international conferences and educational programs in collaboration with the Asian Congress of Neurological Surgeons and the European Association of Neurosurgical Societies. Throughout the last 15 years, more than 70 treatment techniques were introduced, and subsequent technology transfer initiatives extended these methods to regions within the country. The National Centre for Neurosurgery has achieved remarkable progress in delivering patient-centered neurosurgical care, rehabilitation programs, and innovative treatments, supported by state funding, benefitting patients across Central Asia. How does the closure of prisons impact local communities where the prison is sited? The paper compares three prison closures in northern and central Kazakhstan through field observations, interviews, and focus groups at the sites. We find that respondents unanimously opposed closure by appealing to the apparent good performance of the prison. Beyond the economic loss incurred by closure, respondents reported a loss of communal identity, as well as prestige connected to the presence of the military at the colony. The paper analyzes these responses by examining the logics by which the prisons came to be opened in the Soviet period as well as investigating how the relationship between punishment, economy, and society in Kazakhstan has changed since that time. Background: Kazakhstan is developing a National Roadmap to strengthen its Infection Prevention and Control (IPC), but until recently has lacked a country-wide facility-level assessment of IPC performance gaps. Methods: In 2021, the World Health Organization (WHO)'s IPC Core Components and Minimal Requirements were assessed at 78 randomly selected hospitals across 17 administrative regions using adapted WHO tools. The study included site assessments, followed by structured interviews with 320 hospital staff, validation observations of IPC practices, and document reviews. Results: All hospitals had at least one dedicated IPC staff member, 76% had IPC staff with any formal IPC training; 95% established an IPC committee and 54% had an annual IPC workplan; 92% had any IPC guidelines; 55% conducted any IPC monitoring in the past 12 months and shared the results with facility staff, but only 9% used monitoring data for improvements; 93% had access to a microbiological laboratory for HAI surveillance, but HAI surveillance with standardized definitions and systematic data collection was conducted in only one hospital. Adequate bed spacing of at least 1 m in all wards was maintained in 35% of hospitals; soap and paper towels were available at the hand hygiene stations in 62% and 38% of hospitals, respectively. Conclusions: Existing IPC programs, infrastructure, IPC staffing, workload and supplies present within hospitals in Kazakhstan allow for implementation of effective IPC. Development and dissemination of IPC guidelines based on the recommended WHO IPC core components, improved IPC training system, and implementation of systematic monitoring of IPC practices will be important first steps towards implementing targeted IPC improvement plans in facilities. The relevance of the presented paper is conditioned upon the fact that today, the subject of the development of moral values in children with visual impairment through musical motifs of folklore is a very understudied issue. However, based on the statistics of the World Health Organisation for 2021, about 2.2 billion people worldwide have visual impairments. The purpose of this paper is to study the features of the psychological and pedagogical characteristics of children with visual impairments, their moral development, and the development of ways of spiritual and moral education through folk music. To achieve this purpose, the following methods were used: analysis, synthesis, comparison, induction, statistical analysis, and deduction. In particular, the method of statistical analysis of sources of American, Kazakh, and Russian researchers within the boundaries of the subject was used. The practical basis was the statistical data of the WHO company for 2021. The result of the study was a complete analysis of the statistics of children with visual impairment in the territory of the Republic of Kazakhstan. The study's main conclusion is that modern methods of teaching children with visual impairment are based on the musical accompaniment of educational activities since the musical form allows the development of moral values. Visually impaired students are characterised by insufficient development of the visual-imaginative level of mental activity, which determines the uniqueness of specific conceptual thinking due to visual perception disorders and limited visual experience. The alienation of a child with visual impairments from others entails secrecy and lack of communication, which can be expressed in a large volume of complexes in the future. The applied value of this paper lies in the development of recommendations for improving the system of pedagogical education of children with visual impairment through folklore-applied developmental classes. This paper explores eight Kazakhstani postgraduate students' reflections of their international educational experiences in the UK after their immediate re-entry into Kazakhstan. Special focus was on their language identity development after their one-year stay in the UK. It was informed by Benson et al.'s ([2013]. Second Language Identity in Narratives of Study Abroad. London: Palgrave Macmillan) three-dimensional model of L2 identity: (a) identity-related aspects of L2 proficiency, (b) linguistic self-concept, and (c) L2-mediated aspects of personal development. The qualitative data collected from a written narrative and three subsequent rounds of individual semi-structured interviews suggest that most participants had lofty goals in the first period of their study abroad. They gradually became aware that full immersion in the host country could take a long time, and accordingly, they set concrete goals. The analysis of the data also revealed that the participants exercised their agency in displaying their development of sociopragmatic competence and a global citizenship identity, by respecting different opinions and accepting cultural differences. Nevertheless, some of them experienced racism based on their usage of English and presumed ethnicity. This study underlines the significance of introducing pedagogical interventions in all phases of study abroad to avoid student sojourners' unrealistic or impractical goals and empower their language identities. In social networks research, geographical distance between places of residence partially explains patterns of friendship ties in semi-isolated communities like classrooms or schools. For example, individuals that live close to one another are more likely to be friends than chance alone predicts. Explaining this pattern, researchers often argue that distance approximates meeting opportunities: when individuals live nearby, they are more likely to meet, both by chance and deliberately. This paper discusses the effect of distance in post-Soviet urban space and argues that, at least in this context, shared access to public transit explains the structure of social relationships better than geographical distance. I model the pattern of friendship ties among a cohort of 145 high-school students considering the distances between residential locations and the available public transit. Results suggest that students that live along the same bus routes are more likely to be friends than those who just live close to one another. This paper presents a model of the formation of a multiphase Akzhailau granitoid massif formed within a Caledonian block of the Earth's crust in the Hercynian time. This work is based on the results of major and trace element composition, geochronological, mineralogical and isotope-geochemical studies. Three stages of the formation of the Akzhailau massif are distinguished, which differ significantly from the previously accepted concepts about the multicomplex and polychronous origin of this intrusion: (1) the formation of moderately alkaline A2-type leuсogranites (308–301 Ma); (2) intrusion of monzodiorites into the base of leucogranites (~295 Ma), increasing degree of partial melting of protoliths with the formation of syenites and moderately alkaline granites of I-type (294–292 Ma); (3) intrusion of dikes and small bodies of alkaline ferroeckermannite A1-type leucogranites in the west and north of massif (~289 Ma). The Akzhailau massif was formed within about 15 Myr in the middle–upper crust through the interaction of plume-related subalkaline basitic magmas with metamorphosed crustal protolith of the orogenic structure. The paper presents the results of computational analysis of the stress-strain state of reinforced concrete spans of the railway (single-track railway line) overpass over the highway, under specified loads using spatial finite element models. The static load consists of a cohesion of three TEM-18 diesel locomotives and two loaded gondola cars (up to 25 tons per axle). The purpose of this study was to ensure reliable and safe operation of artificial structures on the railroads, as there is a constant increase in transit freight trains from China through the territory of Kazakhstan to near and far abroad, and often the load on the axle reaches 25 tons, and sometimes larger values – up to 27 tons per axle. The results of the study are recommended to be used for inspections and tests of typical girder bridge spans, as well as in the case of monitoring their technical condition with increasing operational loads. The purpose of the paper is to reveal the impact of the war unleashed by Russia against Ukraine on the foreign policy of Kazakhstan, as well as to consider the potential development of Kazakhstan's relations with China, Turkey, the United States and others. Analysis, induction, deduction and synthesis serve as the main methods of research on this problem. The article discloses the problem of preservation by Kazakhstan of a multi-vector, neutral policy in relation to its partners in modern conditions. The strategic programme documents adopted by the government of Kazakhstan were also studied. The analysis of interstate trade turnover for 2022 was used to determine relations between Kazakhstan and Russia after its invasion of Ukraine. Separately, it was considered whether the Russian Federation poses a military threat to Kazakhstan. The materials of the article are of practical and theoretical value for political scientists and specialists in the field of international relations, and researchers of the foreign policy of the Republic of Kazakhstan interested in the features and aspects of the implementation of a multi-vector policy by its leadership. Although the lives of LGBT people in Central Asia have recently received scholarly attention, authors do not pay due attention to transgender (trans) issues. This paper explores living conditions of trans people in Kazakhstan, Kyrgyzstan and Tajikistan, as well as trans organizing in these countries. Semi-structured interviews with 11 trans activists were conducted in March–April 2022. According to the respondents, trans people in Central Asia face pervasive discrimination, harassment and rejection on behalf of society at large and their families. Many live in a desperate economic situation. Access to legal gender recognition aimed to align the person's legal gender with their gender identity is limited; the process requires psychiatric evaluation, medical interventions and/or going to courts. A limited number of doctors can provide transition-related medical care (hormone replacement therapy, surgeries). Trans activists self-organize to address these issues and promote trans rights in Kazakhstan, Kyrgyzstan and Tajikistan. Their areas of work include providing direct support, educating doctors, and conducting advocacy with state institutions and international actors. The political environment is hostile towards trans activism. Organizations face problems receiving official registration; in Tajikistan, state pressure on civil society is especially severe. Anti-gender movements are another obstacle for trans activists. Political instability often disrupts activists' advocacy efforts. [ABSTRACT FROM AUTHOR]

Globally, scholarships for international higher education play a critical role in human capital development. While substantial research has documented the benefits such scholarships provide for individuals, their impact on the creation of pathways for social change remains under-researched. This paper bridges this gap by examining the extent to which a government scholarship for international education has created pathways for social change in Kazakhstan. Data were collected through interviews with 67 scholarship alumni. Drawing on Dassin et al.'s (2018) framework for pathways to social change, the findings reveal that international education fosters social change in Kazakhstan in four ways. First, the scholarship program develops local talent and builds agents of change. Second, it widens access to international education, particularly for individuals from marginalized communities, who would otherwise lack access owing to their scarce financial resources. Third, the program develops alumni's cosmopolitan and intercultural competencies and strengthens international collaborations. Finally, it creates associations and groups through which alumni can collectively contribute to society. The findings highlight that while the interviewed alumni foster strong patriotic feelings and are determined to contribute to the prosperity of their country, underdeveloped industries, economic volatility, and top-down bureaucracy in workplaces limit their potential contributions to social changes. The coronavirus pandemic, besides generating health distress, influences the socio-economic conditions of humankind. Every adolescent's lifestyle is affected by the virus. Healthy adolescents are not only key contributors to the forthcoming workforce but also a source of a country's human capital. The purpose of the article is to examine the efficacy of various Asian countries in regulating the spread of the coronavirus among adolescents. In addition to that, the paper also attempts to pinpoint the prime causes of the inefficiency of a country in regulating the same. The paper also examines the behavioural changes among adolescents across Asian countries in pre-and-post pandemic times. In this context, the study identifies the impact of adolescents' tobacco consumption, female political leadership, and accreditation on a country's efficacy to regulate adolescents' coronavirus infection. The study's empirical analysis covers twenty-one Asian countries. By using the Panel Stochastic Production Frontier, the study concludes that Kazakhstan is the most efficient country and Afghanistan is the least efficient country on the list. The inefficiency effects estimates conclude that adolescents' tobacco consumption decreases and good governance practices increase the efficiency of a country in regulating the spread of adolescent coronavirus infection. Additionally, the paper finds no significant behavioural changes among adolescents in pre-and-post pandemic times across Asian countries. In an era characterized by increasing demands for transparency and accountability, Open Government Data (OGD) initiatives have emerged as a critical tool for fostering public trust in government institutions. This paper examines the direct impact of the results of OGD on the satisfaction of citizens and the activities of state institutions. The main purpose of this paper is to study whether there is a link between the availability of OGD and institutional trust, and, if so, to establish whether this effect can guarantee the satisfaction of citizens. The study involved a large-scale survey conducted among residents of the Turkestan region. The survey encompassed questions related to trust in various government entities, the usage of OGD, satisfaction with government services, and socio-demographic factors. Data collected from 360 respondents were subjected to rigorous statistical analysis. A substantial positive correlation between OGD availability and usage and citizens’ trust in government institutions, particularly among frequent internet users, was found. Additionally, the study revealed that OGD positively influences citizens’ satisfaction, which, in turn, contributes to increased trust in government. OGD initiatives play a vital role in enhancing trust in government institutions, particularly in digitally connected populations. Recognizing the mediating role of satisfaction presents opportunities for policymakers to refine strategies aimed at delivering higher-quality public services and strengthening democratic processes. We compiled a checklist of endemic vascular plants occurring in Kazakhstan, employing an exhaustive examination of literature sources, herbarium collections, databases and field observations. Our study reveals that 451 taxa can be considered endemic to Kazakhstan, constituting 7.97% of the total vascular plant diversity in the country. These endemic taxa, originating from 139 genera and 34 families, predominantly thrive in the southern regions of Kazakhstan, specifically in the mountain ridges of the Kazakh part of the Tian Shan, including Karatau (123 taxa), Dzungarian Alatau (80 taxa) and Trans-Ili and Kungey Alatau (50 taxa). Notably, 107 endemic species are granted legal protection. Detailed information regarding life form, life cycle, conservation status and geographical distribution across floristic regions was meticulously compiled for each endemic taxon. Of the six groups of life forms, herbs include the highest part of endemic taxa (367 taxa), followed by dwarf semishrubs (25 taxa), shrubs (23 taxa), subshrubs (20 taxa), undershrubs (13 taxa) and trees (3 taxa). The observed life cycles are perennials (408 taxa), annuals (33 taxa) and biennials (10 taxa). This paper serves as a fundamental groundwork for prospective investigations aimed at assessing population sizes and hotspots of plant endemism throughout Kazakhstan, crucial for determining conservation status of endemic plants. The current measure of inflation in Kazakhstan presents several problems. This paper first illustrates the method and procedure currently followed and then proposes a new methodology to address the problems highlighted and calculate inflation at regional level. To this end, the weights of the different components of goods and services are calculated using cluster analysis. The results indicate that the regional weights for calculating inflation in Kazakhstan should be different from those currently used for the different products and services. The measurement of inflation can therefore be improved by adopting a different methodology for calculating its regional weights and by complying with international recommendations in terms of sampling design. Global crises pose a great danger to the sustainable development of the country. To confront them, the state must secure such conditions under which the country will be able to bear any external negative impact without major losses. One such component is food security, which determined the research relevance for all countries of the world. Within the framework of the study, food security was analysed in the context of Kazakhstan, which was the main objective. The main research methods were analysis, abstraction, and forecasting. Within the framework of the study, the factors that pose risks to food security in Kazakhstan were assessed. In particular, negative effects were shown to be caused by the poorly controlled rise in the price of food products, which remains one of the main difficulties in the country at the moment. It was also noted that problems are observed in terms of environmental friendliness in the agricultural sector and methods of storage and transport of products. Shortages in terms of technological development and the number of trained personnel, as well as insufficient investment in agriculture, remain relevant. However, all of these problems can be solved over time in the case of the formation of a competent policy in the sphere of agriculture and food security in general. This paper brings new knowledge in the context of food security for the country, as well as a better understanding of some features of the functioning of Kazakhstan's economy. Green hydrogen production from biomass is an eco-friendly and sustainable solution for reducing carbon emissions and promoting sustainable development. This paper presents potential green hydrogen production from available biomass resources, including agricultural crops and livestock waste in Kazakhstan in 14 regions. The study explores the potential of biomass-to-hydrogen production in Kazakhstan, including the availability and quality of biomass resources and environmental sustainability. The gasification process is chosen as the most efficient technology for biomass resource consumption to obtain green hydrogen. This is the first study in Kazakhstan contributes assessment of the geographic distribution of available biomass resources in the country. The total amount of green hydrogen production from agricultural waste is 432 tonnes/km2/year. Turkestan, Kyzylorda, Almaty, East Kazakhstan, Zhambyl, and North Kazakhstan are listed as regions with the highest green hydrogen production potential with an annual 122.2, 71, 57.6, 35.3, 29, and 28.5 tonnes/km2/year, respectively. Annual green hydrogen production from livestock waste is 5262 × 10−6 tonnes/km2/year which equals to 856 tonnes/year. The top three three regions with H 2 production are Turkestan, Almaty and East Kazakhstan regions with 208, 112.5, and 93 tonnes/year, respectively. In epidemiologic studies, association estimates of an exposure with disease outcomes are often biased when the uncertainties of exposure are ignored. Consequently, corresponding confidence intervals (CIs) will not have correct coverage. This issue is particularly problematic when exposures must be reconstructed from physical measurements, for example, for environmental or occupational radiation doses that were received by a study population for which radiation doses cannot be measured directly. To incorporate complex uncertainties in reconstructed exposures, the two-dimensional Monte Carlo (2DMC) dose estimation method has been proposed and used in various dose reconstruction efforts. The 2DMC method generates multiple exposure realizations from dosimetry models that incorporate various sources of errors to reflect the uncertainty of the dose distribution as well as the uncertainties in individual doses in the exposed population. Traditional measurement-error model approaches, typically based on using mean doses in the dose-exposure analysis, do not fully account exposure uncertainties. A recently developed statistical approach that overcomes many of these limitations by analyzing multiple exposure realizations in relation to disease risk is Bayesian model averaging (BMA). The analytic advantage of the BMA is its ability to better accommodate complex exposure uncertainty in the risk estimation, but a practical. Drawback is its significant computational complexity. In this present paper, we propose a novel frequentist model averaging (FMA) approach which has all the analytical advantages of the BMA method but is much simpler to implement and computationally faster. We show in simulations that, like BMA, FMA yields 95% confidence intervals for association parameters that close to 95% coverage rate. In simulations, the FMA has shorter length of CIs than those of another frequentist approach, the corrected information matrix (CIM) method. We illustrate the similarities in performance of BMA and FMA from a study of exposures from radioactive fallout in Kazakhstan. [ABSTRACT FROM AUTHOR]

The paper presents the study of bread wheat's chlorophyll content and grain yield traits under changing environmental conditions -- optimal water supply and simulated water-deficit conditions. Selecting 15 wheat cultivars from different regions (Russia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkey, and CIMMYT) based on economically valuable characteristics became the specimens for the presented study that evaluated the SPAD indicators in correlation with the grain yield in bread wheat and determined the vital role of genotypes, environments, and genotype by environment interaction effects. The relationship between chlorophyll content and yield parameters under different growing conditions was also well-defined. The results revealed that ecosystems had more influence on the chlorophyll content than the wheat genotypes. Several wheat cultivars with soil moisture tolerance have gained identification, along with the correlation coefficient between chlorophyll content and grain yield under varied environmental conditions of water supply. The Zaisan Depression is a unique geological structure that preserves the most complete sedimentary record of the Late Mesozoic and most of the Cenozoic. A century of studies brought very rich data on the stratigraphy and geological history of the Zaisan sedimentary sequence. The recent scientific progress made it possible to refine the Cenozoic stratigraphic scale of the region. This paper presents the results of a detailed morphostructural analysis and proposes morphotectonic zoning of the Zaisan Depression based on the modern tectonic and geodynamic concepts. New data on magnetostratigraphic subdivision of the Kalmakpai stratotype section, the most complete section of the sedimentary strata of the Zaisan Depression, and on its correlation with the drilling data of its axial part are presented. By the synthesis of magnetostratigraphy with the rich regional biostratigraphic record, the stratigraphy of the region, the dynamics of tectonic movements, and the development of topography and landscapes of the Zaisan Depression and the framing high-mountain structures of Saur-Tarbagatai during the Cenozoic are clarified. Biomass and renewable resources are becoming substitutes for fossil-based resources, providing opportunities for more sustainable environmental management and reductions in environmental damage. This paper studies the prospects for wood pellet production in Kazakhstan through the lens of business model adjustment in a microenterprise in Kazakhstan. This study focuses on answering the following questions: (1) How do microenterprises propose, create, deliver and capture value through business models in the wood industry? (2) What are the opportunities and challenges relating to these business models in the context of wood pellet production in Kazakhstan? Kazakhstan has a high potential for biomass production, providing a particularly interesting case for analysing how microenterprises can tap into this potential to create value. This paper combines an analysis of bioenergy and forestry trends with a qualitative case study. The analysis of the business model is based on Osterwalder's business model canvas. The value proposition of the enterprise studied herein is to provide a local biomass-based alternative to fossil fuels. The overall growth of wood-based industries in Kazakhstan and the national movement towards renewable energy create favourable prospects for microenterprises engaged in the production of wood pellets; however, these industries are also characterised by high institutional and regulatory dependencies. The article describes the world's experience in developing the solar industry. It discusses the mechanisms of state support for developing renewable energy sources in the cases of five countries that are the most successful in this area—China, the United States, Japan, India, and Germany. Furthermore, it contains a brief review of state policy in producing electricity by renewable energy facilities in Kazakhstan. This paper uses statistical information from the International Renewable Energy Agency (IRENA), the International Energy Agency (IEA), British Petroleum (BP), and the Renewable Energy Network (REN21), and peer-reviewed sources. The research methodology includes analytical research and evaluation methods to examine the current state of solar energy policy, its motivators and incentives, as well as the prospects for its development in Kazakhstan and in the world. Research shows that solar energy has a huge development potential worldwide and is sure to take its place in gross electricity production. This paper focuses on the selected economic policies of the top five countries and Kazakhstan, in what may be considered a specific research limitation. Future research suggestions for the expansion of Renewable Energy (RE) in Kazakhstan could include analysing the impact of introducing dedicated policies and incentives for solar systems and exploring the benefits and challenges of implementing large RE zones with government–business collaboration. Abstract—The paper presents the results of researches of the concentration of chemical elements and natural radionuclide in the environmental objects of the Kara-Balta transboundary river basin (adjacent territories of Kyrgyzstan and Kazakhstan). The level of contamination of floodplain soils and bottom sediments of the Kara-Balta River with such chemical elements as U, Sb, As, Th, Pb, Sc, Co, Cu, Mo, Zn, V, Sr, Ba, Cs was established. Based on the calculated indicators of the contamination factor (CF), enrichment factor (EF), and index of geoaccumulation (Igeo), it was found that Sb, As and Br make the largest contribution to soil and bottom sediment pollution in the Kara-Balta water basin. At three checkpoints, an increased concentrations of U, B, Li, Sr, Mo were found in the water samples of the region's reservoirs, which is related to the influence of the tailings of the Kara-Balta mining plant. The elevated concentrations of As, B, Ba, Co, Mn, Sb, V, and Zn were also established around the mouth of the Kara-Balta River, which flows into the Tasotkel reservoir (Kazakhstan). The results of the research can be explained by the fact that a significant part of the Kara-Balta transboundary river basin is located in the zone of a uranium natural–technogenic province. Background: Globally, climate change is one of the most pressing issues affecting the human race. The health of the Kazakh people is significantly impacted by climate change, which has made Kazakhstan one of the most vulnerable nations in Central Asia. This study reviews the impact of climate change on population health in Kazakhstan and provides recommendations to address these issues. This review paper evaluated available evidence and resources, which included journal articles, country reports, World Bank reports, United Nations Development Program reports, and other findings and reports relevant to the issues of climate change and the quality of life of the Kazakh people. The impact of climate change on the country is becoming more pronounced. Floods, deterioration of water quality, melting of glaciers, and extremes of temperature are some of the direct impacts of climate change observed in the country. These changes were shown to affect the health of the population. Short conclusion: This review revealed mounting proof of how climate change is having an increasing impact on the lives of people in Kazakhstan. The paper presents the dynamics of the hydrothermal coefficients characterizing agroclimatic resources on the territory of Siberia within the coordinates of 50°–65° N, 60°–120° E during modern climate change. The intensity, frequency, and duration of adverse weather phenomena for agriculture (the atmospheric droughts and moisture excess conditions) are analyzed. The Ped' drought index () and the standardized precipitation evapotranspiration index (SPEI) calculated from the data of 134 weather stations and the ERA5 reanalysis are used as an indicator. In Eastern Siberia and in the west of the analyzed territory, there is an increase in aridity (a trend is 0.2–0.5 per decade). Northern regions of Kazakhstan, the Sayan Mountains, and the West Siberian Plain were characterized by a relative stability of hydrothermal conditions in 1950–2020 (statistically significant changes are not revealed). A direct linear dependence of hydrothermal conditions on large-scale circulation processes have been not detected for most cases. This article proposes a methodology for comprehensively assessing the level of food security in the regions of Kazakhstan based on three components: physical accessibility, economic accessibility and food safety. A system of indicators and their threshold values are justified for a component-by-component assessment. As a result, a comprehensive assessment of the food security of the regions of Kazakhstan in 2021 is carried out. The paper uses the method of mathematical modeling to assess the food security of the region, which includes the method of logical analysis in the selection of statistical and legal data to ensure the completeness and consistency of their coverage of the studied area. The methods of systematization, comparison, ranking and visualization are used to interpret the results. This paper explores the concept of public value in the context of digital transformation in Kazakhstan’s public administration. It investigates the creation of public value and assesses the outcomes of government digitalization efforts. Climate change, uneven distribution of water resources and anthropogenic impact have led to salinization and land degradation in the southern regions of Kazakhstan. Identification of saline lands and their mapping is a laborious process associated with a complex of ground measurements. Data from remote sensing are widely used to solve this problem. In this paper, the problem of assessing the salinity of the lands of the South Kazakhstan region using remote sensing data is considered. The aim of the study is to analyze the applicability of machine learning methods to assess the salinity of agricultural lands in southern Kazakhstan based on remote sensing. The authors present a salinity dataset obtained from field studies and containing more than 200 laboratory measurements of soil salinity. Moreover, the authors describe the results of applying several regression reconstruction algorithms (XGBoost, LightGBM, random forest, Support vector machines, Elastic net, etc.), where synthetic aperture radar (SAR) data from the Sentinel-1 satellite and optical data in the form of spectral salinity indices are used as input data. The obtained results show that, in general, these input data can be used to estimate salinity of the wetted arable land. XGBoost regressor ( R 2 = 0.282) showed the best results. Supplementing the radar data with the values of salinity spectral index improves the result significantly ( R 2 = 0.356). For the local datasets, the best result shown by the model is R 2 = 0.473 (SAR) and R 2 = 0.654 (SAR with spectral indexes), respectively. The study also revealed a number of problems that justify the need for a broader range of ground surveys and consideration of multi-year factors affecting soil salinity. Key results of the article: (i) a set of salinity data for different geographical zones of southern Kazakhstan is presented for the first time; (ii) a method is proposed for determining soil salinity on the basis of synthetic aperture radar supplemented with optical data, and this resulted in the improved prediction of the results for the region under consideration; (iii) a comparison of several types of machine learning models was made and it was found that boosted models give, on average, the best prediction result; (iv) a method for optimizing the number of model input parameters using explainable machine learning is proposed; (v) it is shown that the results obtained in this work are in better agreement with ground-based measurements of electrical conductivity than the results of the previously proposed global model. In this paper, we studied the phenolic content of Chamаenerion latifolium. Chamаnerion latifolium is a plant of Onagraceae L. family growing in the territory of the Republic of Kazakhstan. The extraction and identification of the phenolic compounds carried out in the water, ether and acetate phase. Qualitative and quantitative analysis of flavonoids and tannins was analyzed. Using the spectrophotometry method, the amount of quercetin flavonoids (3.32% flower, 1.48% stems, 2.48% leaf,) and tannins content (5.54% flower, stem 2.76%, leaf 4.77%) were found in the plant by standard method. Results of the study showed that the higher content of flavonoids can be found in the flowers and leaves of the Chamаenerion latifolium. The paper provides results of a detailed mineralogical study of some chromitite ores from two deposits in the Southern Urals of Kazakhstan: Almaz-Zhemchuzhina and Geofizicheskoe-VII. It is revealed that the main ore minerals are Cr-spinel with high Cr# (Cr/(Cr + Al) = 0.8–0.83), as well as serpentine and chlorite, replacing primary olivine. Chromium spinel grains contain mineral inclusions, which are distributed rather unevenly. The most common mineral inclusions are olivine (serpentine) and amphibole; phlogopite, pyroxenes, and base metal sulfides are rare. Olivine from inclusions in chromite is the highest in magnesium (Fo97–98), and is anomalously high in nickel (up to 1.8 wt.% NiO). The closure of exchange reactions between olivine and chromite occurred in the temperature range of 700–850 °C and in the oxygen fugacity range of −1.04 ... +2.8 ΔFMQ, which most likely corresponds to the upper mantle settings of the fore-arc basin. A few tens of monomineral grains and polymineral intergrowths of platinum group minerals (PGMs) were found in chromite aggregates. Notably, monomineral grains are mainly represented by Ru, Os, and Ir disulfides, while in polymineral inclusions, iridium prevails (with widespread native phases, sulfides, and sulfoarsenides). PGM grains included in chromite are often associated with hydrous silicates: amphibole, and less often with phlogopite or chlorite. Discussed in the paper is the possible genesis of ores and inclusions. As a preliminary conclusion, we suggest that the solid-phase processes played the most significant role in the crystallization of Cr-spinel in the investigated chromitite ores. Aims: To explore how family functioning and family resilience mediate the relationship between disability severity and quality of home‐based care among families with disabled older adults. Methods: A cross‐sectional survey was conducted with 431 families with Uygur and Kazakh disabled older adults in Xinjiang, China, in 2020. The data were collected using the Katz Activity of Daily Living Scale; Mini‐Mental State Examination; Family Adaptation, Partnership, Growth, Affection and Resolve Index Scale; Family Resilience Assessment Scale; and Family Caregiving Consequences Inventory Scale. All mediation effects were estimated in SPSS26.0. Results: Disability severity, family functioning and family resilience were all significantly correlated with home‐based care quality. Disability severity had a 46.16% direct effect on home‐based care quality and a 53.84% indirect effect on home‐based care quality independently and in series through family functioning and family resilience. Conclusions: Disability severity directly affected home‐based care quality and had an indirect influence via family functioning and family resilience. Multidisciplinary care teams should focus on families with disabled older adults and help them improve family functioning and family resilience by implementing targeted interventions, so as to improve home‐based care quality. Literature has clarified that social support and caregiver competence mediate the path relationship between disability severity and home‐based care quality from the perspective of individuals.Long‐term care for disabled older adults affects not only informal caregivers but also the whole family.The role of the family, such as family functioning and family resilience, in the whole process remains unclear. Analysis of historical data on the distribution of Hedysarum theinum Krasnob. in Kazakhstan presented in this paper is based on herbarium collections kept at the Institute of Botany and Phytointroduction, Almaty and the Digital Herbarium of Moscow State University, Moscow, as well as a list of species of Hedysarum theinum on the Ivanovsky Ridge, Kazakhstani Altai with specimens collected as a result of expedition trips to the study area. The cenoflora includes 176 species from 120 genera and 41 families. The hierarchical order of the leading families is as follows: Asteraceae Dumort, Poaceae Barnhart, Ranunculaceae Juss., Rosaceae Juss. Comparative analysis of life forms shows that short rhizomatous plants prevail – 33%, taproot plants – 24% and tussock plants – 11%. The basis of communities in relation to temperature, moisture and substrate structure are the following ecological groups of plants: mesophytes – 30%, in a smaller proportion are mesohygrophytes – 19%, mesoxerophytes – 20% and mesopsychrophytes – 18%. In recent years, the gas turbine power plant has been increasingly used in various industries in Kazakhstan. The reasons for this are: thermal efficiency, simplicity of the thermal scheme and design, small mass per power unit, high maneuverability, low toxicity, and relatively simple automation of operation. This paper presents the experimental study results of a two-tier air burner as the part of the gas turbine engine combustion chamber at burning liquid fuel. A new design of a microflame device was developed. Two-tier burner makes possible the combustion process in a number of discrete zones, i.e. microflame combustion. During the experiment, the installation angles of the blades of the external and internal registers, as well as the ratio of the coefficients of excess air in the tiers, were changed. The experimental studies of a two-tier burner confirmed the possibility to increase fuel combustion efficiency, a low degree of temperature field unevenness and to decrease NOx emission. The article is a dedicated analysis of the production and use of mineral fertilizers globally, focusing on the agriculture of Kazakhstan. From 1950 to 2020, the fertilizer use ranged between 3.6-29.0 kg of NPK per hectare in arable agricultural land of Kazakhstan. The maximum benefit of fertilizers happened in 1986 in Kazakhstan, with 1,039 t of mineral fertilizers (active substances) applied at an area of 47% of the total arable land, while in 1965, the fertilized area was only 6.6% of the entire sown field. In Kazakhstan, the annual recommended need for mineral fertilizers is one million tons (active ingredient). The paper also discussed the influence of the long-term application of fertilizers on the leading indicators of soil fertility and crop productivity. Employing regression analysis also explored a high degree of probability of a positive relationship among the four viable factors, i.e., fertilizer use intensity, agrochemical indicators of the soil, crop plants yields, and their quality. In this paper, we outline a study conducted on altered rocks in Central Kazakhstan, in particular, focusing on secondary quartzites. The study reveals a connection between copper-porphyry deposits in Central Kazakhstan and secondary quartzites. Recent research has unveiled gold mineralization in various secondary quartzite massifs, which has spurred further investigations in the region. Over the past three decades, extensive studies have been conducted that have demonstrated similarities among the gold deposits in this area and epithermal gold-silver deposits in volcanic-plutonic arcs around the world. By identifying patterns in the distribution of gold mineralization and developing regional exploration criteria, researchers have comprehensively assessed 48 secondary quartzite massifs and have prioritized promising areas for further exploration. Valuable findings have emerged from detailed examinations of the Akgirek and Birlestik massifs, which have involved drilling exploration wells up to a depth of 250 m. These investigations have shed light on the depth distribution of metasomatites and their association with gold mineralization. Consequently, these findings strengthen our belief in the significant potential for gold mineralization in the secondary quartzites of the Jungar-Balkhash folded system. [ABSTRACT FROM AUTHOR]

The name of Korkut has long attracted the attention of the world scientific community. In the folklore of many Turkic peoples related to the ancient Oghuz tribes, there are legends and myths about Korkut, which describe the heroic deeds of the Oghuz heroes. The legacy of the legendary Korkut's music and epic has attracted the attention of researchers since the middle of the 19th century. Scholars from Russia, Türkiye, Azerbaijan, Turkmenistan and Kazakhstan have written a wide number of research papers, which highlighted the problems associated with the main epic legacy of Oghuz antiquity -- "The Book of Dede Korkut" or "The Book of Korkut Ata". The literary artifacts associated with the name of the legendary Korkut have gained worldwide fame. Both versions of the Oghuz manuscript "Kitab-ı Dede Korkut Ala Lisan-ı Taife-i Oğuzan" (Dresden) and "Hikâyat-i Oğuznâme-i, Kazan Beğ ve Gayrı" (Vatican), which have come down to us, are now the focus of scientific consideration. The abundance of cognitive information and onomastic names in the epic increasingly attracts the attention of folklorists. It is no secret that in the Kazakh folklore of the early 20th century, the Soviet ideology imposed a ban on the development of the epic heritage of Korkut. Moreover, closer to the middle of the 20th century, the Oghuz heroic epic was evaluated as a creative product of the feudal era. For this reason, some peoples of Oghuz origin openly ignored the folk heritage. Korkut is a representative of the Oghuz tribe. In addition, his name has existed in Kazakh folklore for a very long time. Even before the 1917 Revolution, several legends about the Korkut tombstone were recorded by famous ethnographers. Kazakh scholars began to study folklore materials about Korkut at the turn of the 1970s. This topic was first voiced by Professor Auelbek Konratbayev, who published several articles, then translated V. V. Bartold's edition of "The Book of my grandfather Korkut" into Kazakh. In recent decades, especially after the gaining of independence, folklorists, musicologists, and performing musicians have begun to deal with this problem. It got to the point that some of them started talking about the newly found legacy of the legendary Korkut - musical compositions for the bowed instrument - kylkobyz. Without referring to reliable sources, without arguing the origin of the newly discovered musical compositions attributed to Korkut, individual authors began to publish their rather detailed research in the form of scientific articles and even books. Despite the existing criticism in international publications, the wave of pseudo-researchers is growing. The questions related to the heritage of Korkut are overgrown with all sorts of tall tales of indefinite origin. This article attempts to conduct a scientific analysis of numerous studies published in the recent years on the pages of both foreign and local press. The works of individual novice authors who are engaged in inflating the number of legends associated with the name of Korkut are subjected to special consideration. In this regard, the article emphasizes that the classic version of the Kazakh legend of Korkut was published by V. Velyaminov- Zernov in the second half of the 19th century. Despite the presence of a published text, this legend has been freely interpreted by individual authors. Another legend, once published by A. Zhubanov without reference to the original source, also requires close study. This article is based on scientific problems related to the music and epic heritage of Korkut. It highlights the stages of mastering the musical heritage of Korkut and the legends associated with them. Much attention is paid to detailed, comparative analysis and the study of primary sources. In the process of developing the theme, all the changes that have occurred since the beginning of the development of the musical heritage of Korkut are identified. The legends that allegedly arose in connection with his music are also subjected to scientific analysis. Through the prism of hermeneutical analysis, the musical melodies attributed to Korkut are also studied. A special attention is drawn to the reliability of previ ously unknown primary sources that have begun to enter scientific realm. At the same time, the artistic features and scientific significance of these musical tunes are analyzed. Only in recent years, several articles about Korkut's musical heritage have been published on the pages of foreign scientific publications. They have become the focus of this article. In the recent years previously unknown legends, which have been claimed to be preserved in Kazakh folklore, have appeared in the literature. The admirers of Korkut's name are trying hard to connect these immature plots with the name of the legendary Korkut. Moreover, some researchers started talking about the musical heritage of Korkut, which is not known not only to the Turkic world, but also to the scientific world. As the primary source, they began to refer to the religious and mystical tunes of Nishan Shamenuly, who lived in the second half of the 20th century, from whom the musical tunes "saryn" and "sarnau" were recorded. This article attempts to determine the origin of the music and religious tunes of Nishan, because the aforementioned sweeping statements are circulated without taking into account the centuries-old performing tradition of the kobyz, some of which has not even reached our times. Without much detailed research so-called previously unknown musical heritage of medieval Korkut have been introduced to the whole world. Moreover, these same tunes, which have nothing to do with the legendary Korkut, were included in the UNESCO list as an example of the intangible culture of medieval antiquity. Nowadays in the world, due to the constant desire for recycling, many countries are considering the use of recycled plastics on roads. Modification of bitumen for roads in Kazakhstan is considered one of the most suitable and popular approaches. This paper presents the results of research on the modification of bitumen by recycled plastics from waste materials. The paper describes the details of the use of plastic waste as bitumen modifiers, with a specific focus on recycled plastics and how they can potentially be used to enhance bitumen performance and the road durability. The main physical and mechanical characteristics of the modified bitumen were determined after routine tests, penetration and plasticity, softening temperature, brittleness temperature on Fraas and microscopic analysis. The morphology of the modified bitumen was studied using scanning electron microscopy. The results confirm that the modified bitumen complies with the requirements for polymer-bitumen binder of Kazakhstani standards and is suitable for the production of modified bitumen by its physical and chemical characteristics. Purpose: Academics' perceptions of the motives of the introduction of quality management are still rarely investigated, particularly in Central Asian countries. Thus, this paper aims to understand the internal dynamics of organisational change within higher education institutions. Design/methodology/approach: The paper presents evidence from an online survey of academics from three Kazakh national universities. Their perceptions are presented with a quantitative descriptive approach using means and standard deviations. Findings: The results show that academics perceive institutional (e.g. regulations, professional standards, existing norms, etc.) and instrumental explanations (e.g. institutional learning, improvement, intra- and inter-organisational competition, etc.) of the introduction of quality management as equally important. This contradicts existing evidence from surveys of other groups within higher education institutions. Originality/value: In addition to evaluating the literature, the paper combines institutional and instrumental reasons for the introduction of quality management in Kazakh universities. Taking a perspective centred on academics, the results indicate that scholars' assessments reveal a comparatively low variance regarding the importance of quality management. Based on these results, the paper suggests that empirical studies need to be broadened with comparative perspectives from different organisational contexts, groups and administrative traditions. Through an examination of the relationship of politics and aesthetics this paper challenges outdated human-centered modes of design in order to offer a new framework—Design & Society—which accounts for the role that politics, ideologies, systematic relationships, context and narratives play and have played in shaping the lived reality of past, contemporary and future life. Through a deep examination of the politico-design economy of Astana (since renamed Nur-Sultan) championed by former president of Kazakhstan Nursultan Nazarbayev this paper peels back the strategic layers for the creation of Astana. Relevant to designers, policy-makers, futurists, business interests, and those studying the urban environment in general as well the nation of Kazakhstan in particular, this paper unravels the layers of history, demographic pressures, and geopolitical posturing that have intentionally placed Astana as a force changing Kazakh society forever by causing behavioral change at scale. This paper outlines a three-stage process of creation: conceptualization, materialization, and realization to track the design process of Astana and its effects at large on a personal level for millions of Kazakhs. In the conceptualization stage, the paper tracks the motivators from the past, the present considerations and future goals for the design of Astana. In the materialization stage, the threads are weaved together into the architecture of the three most prominent buildings in the Kazakh Capital: The Palace of Peace and Accord, Khan Shatyr Shopping Center and Baiterek tower. In the realization stage, the impact on the individuals of Kazakhstan is considered. The paper explores the recently launched initiative of the Kazakhstani government to establish a regional education hub in the country by providing an overview of the government's rationale, adopted policy documents, and some of the undertaken steps. In addition, the paper argues that a related initiative of creating an international research university in Astana was an important precursor of the regional hub idea. Drawing on the lessons from the creation of the Nazarbayev University the paper tries to forecast some of the possible challenges, which may face Kazakhstan's regional education hub and identifies some policy considerations, which could increase the likelihood of its success. • Several countries in Central Asia are becoming active in establishing regional education hubs. • In Kazakhstan the establishment of a hub was preceded by the creation of a world-class university with international partners. • Several lessons can be drawn from the experience in establishing a world-class university to create the regional hub. English for Academic Purposes (EAP) instructors may struggle to capitalize on students' multilingual practices in teaching and demystifying academic writing, considering the expectation to use standard English. My teaching report is situated in Qazaqstan, where I worked as an EAP instructor with first-year undergraduate students for whom Qazaq and Russian are the dominant languages, English is a foreign language, and translanguaging is a commonplace practice. The paper shares how I built on my shared linguistic and cultural background with my students to implement translanguaging pedagogy for teaching EAP writing in a hybrid course at an English-medium university. A major takeaway from my teaching experience is to establish a translanguaging space, in which students with different translanguaging beliefs can explore pedagogical translanguaging. The pedagogical translanguaging instructions used in writing one academic essay were focused on developing an outline, citations, and rough drafts. Throughout the essay completion in person and online, students and I discussed translanguaging writing examples, drew on our metalinguistic awareness, and critical discussions of linguistic choices. Overall, this paper illuminates on how an EAP instructor with a similar linguistic background to their students can disrupt monolingual norms, and use translanguaging pedagogy for linguistically just academic writing instruction [ABSTRACT FROM AUTHOR]

Throughout the ages, in folk medicine, phytotherapy was considered a primary form of treatment in all countries, including Kazakhstan, due to the abundance and availability of plant-based remedies. This paper discusses several medicinal plants that are traditionally used in the treatment of skin diseases in the Republic of Kazakhstan. The chemical composition of these plants was analyzed, with a particular focus on the biologically active basic compounds responsible for their therapeutic efficiency in treating skin ailments. Ferula ferulaeoides (Steud.) Korov is one of the traditional ethnic medicines in Xinjiang Uygur and Kazakh of China, which mainly contains volatile oils, terpenoids, coumarins and other chemical components. Previous work has shown that F. ferulaeoides exhibited insecticide, antibacterial, antitumor properties, and so on. In this paper, the chemical composition, pharmacological activity, and quality control of F. ferulaeoides were reviewed, and the application of F. ferulaeoides in the food industry was explored, so as to provide some reference for the quality evaluation of F. ferulaeoides and its further development and utilization.
