The purpose, aim and goals of higher education itself have been discussed and researched in the context of massified and marketised higher education in Germany, with a focus mainly on higher education national policies or the view of faculty staff. By shifting the perspective instead to the students, this article asks what higher education means to them nowadays. This study is based on 95 interviews with German graduate students from three disciplines (i.e. business administration/management, medicine and musicology) and it offers a typology of what students understand as the purpose of higher education. Six types were reconstructed from the empirical material, along three main lines of higher education's purpose (i.e. occupational, personal and societal). This paper also shows how the chosen discipline becomes more salient for the student's perception of higher education purpose than their social background. This questions previous research that found strong ties between instrumentalism and social background in higher education. This paper also demonstrates that social differences do matter in their egalitarian or elitist variation of understanding within non‐instrumentalist types. Overall, this study illustrates how heterogenous contemporary higher education purpose has become, which mirrors a further general differentiation in higher education. [ABSTRACT FROM AUTHOR]

This paper starts with the increasing discussions on juridification in education. Concerning theorizing on such processes, we examine the poor implementation of the UN Convention on the Rights of Persons with Disabilities Convention on the Rights of Persons with Disabilities, CRPD (2008) in the school sector of Germany. The paper considers the reasons for this failed endeavor by analyzing the complex, multilevel relations between policy and law in different national and historical contexts. With this, aspects of juridification as a process in education policy can be illuminated. In this regard, we suggest crucial aspects regarding juridification in public education: a focus on regulative failures in juridification processes, juridification's contexts, the mandate for putting it into action, the allocation of resources, and finally, its objective and subjective rights dimensions, i.e. how an individual can claim rights within the machinery of public education. Few notions seem to capture the imagination of education policymakers today as completely as digitalization and leadership. Through these two, schools are believed to become transformed, and in turn, these transformed schools will transform people and society. This paper critically analyzes a Swedish official digital policy instrument that materializes digitalized school leadership practice. The policy instrument is made available as a 'helpful tool' by a Swedish official education agency. The paper scrutinizes the policy knowledge process set to work within the instrument by the agency. Particularly, how the instrument may influence people to come to know and change schools, and how responsibility and risk of digitalization in schools seems to first be transferred to, and then between, people in schools. The paper is concluded by a discussion of how (a) three knowledge phases interact in the knowledge process of the instrument, (b) the technical – rather than social – solution that digitalized school leadership practice is found to be, and (c) implications for digitalization in schools as a social, cultural and historical phenomenon of interest to research. This study examines and explores the challenges, issues, and problems with their solutions regarding Science, Technology, Engineering, and Mathematics (STEM) education along with the awareness enjoyed by science teachers. The selection of papers for this study was done through systematic literature review techniques. The 11 themes were generated through the thematic analysis of the papers that is, STEM education and its awareness; its challenges, issues, and problems; its curriculum; inquiry and learning environment; technologies; learning and models of integration; a blended learning approach; students' problem-solving abilities and skills; its implementation and evaluation; it's research and current trends; and interdisciplinary collaboration and intervention. Policy and planning, infrastructure, and the state of society were found the main factors of the poor conditions of STEM education. STEM research studies suggest that a curriculum with a blended learning approach has to be integrated by interventions of models depicting technological and inquiry-based environments to bring awareness among teachers, which strengthens the students' problem-solving abilities and skills. Intercultural education in Australia has been positioned in Statebased official curriculum and education policy as developing understanding between diverse cultural groups. However, cultivating such understanding far more complex in practice than policy and curriculum directives can capture. In Australia, eruptions of intercultural tensions has an ongoing and complex history. This paper examines the challenges for teachers' intercultural practice in one Australian public school setting. Reporting on a single-site ethnography drawing on Lefebvre's production of space. I conceptualise teachers' intercultural work as a praxis of difference, this paper problematises the way intercultural education is often taken up in tokenistic ways and advocates for reimagining intercultural education as a challenge of practice. I argue that an examination of the conditions that produce complex relations between diverse cultural groups in particular spaces is a productive starting point for developing intercultural understanding as a rational praxis of difference. This paper identifies the reasons children and young people leave school early in Merauke, Papua, and advances education policy initiatives to address these causes. Indonesia has a policy of 12 years of compulsory schooling, but many in Papua leave school early. The Indonesian government considers that children mainly leave school early for economic reasons, and addresses the problem through its social welfare programmes, as well as 'supply- side' factors such as the number of schools. This paper uses mainly ethnographic data, especially life histories collected from 22 young people and adults who left school early, to argue that besides economic reasons, the on-again- off-again history of schooling, the extremely problematic nature of that schooling, as well as socio-cultural causes such as the stigmatisation of the local Marind people, self-stigmatisation and cultural discontinuity, combine to push children to leave school early. In 2014, the OECD-PISA's Governing Board approved the addition of a set of global competence measures to its Programme of Student Assessment. In our paper, we explore whether and how there are discursive shifts between the two framing papers (2016/2018) and what the outcomes are for policy-shaping. To this end, we employ Network Text Analysis to map shifting semantic configurations. We show that (i) the concept of 'global competence' is radically redefined through the simplification and polarisation of the semantic universe surrounding it, (ii) that the concept 'global' becomes a shifting signifier which enables the establishment of an equivalence between the two studied documents, and that (iii) in this process, concepts such as 'culture' are now erased in the 2018 text. Our findings show the dramatic change of approach between the two documents reinforces a narrative that is familiar to the OECD around knowledge economy proxies. [ABSTRACT FROM AUTHOR]

Contrary to common assumptions, the vast majority of the world's refugees reside in neighbouring countries in the Global South. This paper explores the complex interaction of global vocational education policies with the local realities of five communities within the under-researched yet highly relevant refugee context of India, across three major cities. It examines whether the stated policy purpose of VET addresses the practical requirements and aspirations of refugees. Drawing on interviews, focus groups, and participatory drawing with 66 respondents from Afghan, Rohingya, Somali, Chin, and Tibetan communities, and staff members from refugee organisations, this paper argues for a move away from the unidimensional goal of economic self-reliance for refugees. By bridging the capabilities approach with intersectionality, the paper calls attention to, and draws policy suggestions for, increment and diversification of VET opportunities to address multiple facets of refugees' lives, and their inclusion in national VET institutions. The government's White Paper, Learning to Succeed: a new framework for post-16 learning, is here evaluated. The considerable strengths of the proposals – replacement of the TECs with Learning and Skills Councils, the adoption of social partnership in the membership of the new Councils, the substantial increase in resource and a large number of specific measures – are briefly welcomed. A number of serious reservations are then discussed in detail – for example, the absence of a model of change, the over-riding concern to meet the skill needs of business, the overreliance on human capital theory and the continued dependence on exhortation as a means of increasing employers' investment in training. Findings from The Learning Society Programme are then used to question some of the central assumptions underlying the official model of progress. It is argued that endless technocratic reforms are more likely to foster conformity, compliance and control rather than emancipation, empowerment and the enhancement of learning. Finally, it is concluded that the government is rightly pursuing radical, structural reform but is failing to recognize the potential of lifelong learning as a major lever on such change. Politics and pragmatics are central and inseparable features of curriculum reform. In a federated system like Australia, many individuals and organisations are invested in reform at the national and jurisdictional level. This paper focuses on the policy work and roles of key actors positioned at the interface of national and state-based curriculum development, and at the juncture of curriculum policy and pedagogic practice. These were individuals formally identified as 'curriculum leaders' in the enactment of the Australian Curriculum in Health and Physical Education (ACHPE). The paper centres on data collected from eight (n = 8) curriculum leaders via semi-structured interviews. All were prospectively influential figures in shaping the path of the ACHPE. Our research explored the nature of their enactment work and how they were variously positioned and positioned themselves in relation to key ACHPE discourses. Analysis uses the policy actor/policy work framework as a starting point for deeper, Foucauldian informed analysis which provides insights into the complex nature of curriculum leadership by considering the additional (in)formal work and roles of these high-ranking policy actors. Data and discussion extends understanding of curriculum enactment as a process that spans policy networks and reveals the nuanced nature of curriculum leadership associated with curriculum reform. Many policies in higher education are intended to improve college access and degree completion, yet often those policies fall short of their aims by making it difficult for prospective or current college students to access benefits for which they are eligible. Barriers that inhibit access to policy benefits, such as cumbersome paperwork, can weigh more heavily on members of marginalized communities, including racially minoritized students. Such administrative burdens can thus reinforce patterns of inequity. In this paper, we present a conceptual framework for examining administrative burdens embedded in higher education policies that can negatively affect prospective and current college students, especially those who are racially minoritized. With the use of our proposed framework for addressing racialized administrative burdens, researchers can improve the understanding of ethnoracial disparities in higher education, inform policymakers' design of racially equitable policies for higher education, and enable practitioners to implement those policies to promote racial equity. This article deconstructs the language of the 2010 UK Coalition Government's White Paper, The Importance of Teaching. It uses analytical frameworks related to rhetoric established by Aristotle and Cicero. It explores the mechanisms of language using both critical discourse analysis and content analysis, offering quantitative data on the content of the paper and qualitative data on the literary strategies employed. It is concerned not only with how what is communicated persuades but also the ethics of persuasion; what is suggested and to what end. The article suggests a mutually reinforcing relationship between poverty of language and poverty of thought. The Coalition Government asserts an heroic stance to act radically to free victimised teachers from the burdens of bureaucracy imposed by the previous government. However, rather than radical action to make change, the findings suggest that the White Paper presents an illusory carapace of change that conceals fundamental continuity. In this article I begin by discussing the persistent problem of relations between educational inequality and the attainment gap in schools. Because benefits accruing from an education are substantial, the 'gap' leads to large disparities in the quality of life many young people can expect to experience in the future. Curriculum knowledge has been a focus for debate in England in relation to educational equality for over 40 years. Given the contestation surrounding views about curriculum knowledge and equality I consider the thinking of two philosophers, Jacques Derrida and Emmanuel Levinas, and their work on justice, to trouble the curriculum framework and discourse of knowledge promoted through the policy text of The Importance of Teaching: The Schools White Paper (2010) and later associated policy reforms to the General Certificate of Secondary Education ( GCSE) curriculum in England. The Schools White Paper aims to make the curriculum more challenging to students by introducing tight controls in terms of the assessment framework and curriculum knowledge. I argue that, when considered through Derrida's perspective on language and meaning and Levinas' view on the ethical responsibility for the other, the reforms present obstacles to the search for a just curriculum. I look to the work of Sharon Todd and Paul Standish for a re-imagination of curriculum as or through relations in the light of Derrida's and Levinas' philosophies. [ABSTRACT FROM AUTHOR]

The work of teachers, as representative of a significant area of social policy, occupies many column inches in newspapers internationally every year. This paper takes a close, systematic look at the education coverage of one national Australian newspaper, over a 30-year period from 1993 to 2022. Focusing on representations of school teachers in the Australian Financial Review (AFR), one of two Australian national daily newspapers, it presents a corpus-assisted discourse analysis of over 1,300 articles, using the conceptual lens of “news values” to take a close look at the ideas about teachers and their work in which the AFR has invested over the past 30 years. The analysis shows that while the focus was once on issues to do with remuneration, industrial action and school funding, that the educational purview of the AFR has broadened over the past 15 years to take in a more expansive view, both reflecting and reinforcing the expansion of the privatisation of education in Australia over this period. Since the year 2000, most parents have emigrated en masse due to a deepening socio-political and economic crisis in Zimbabwe, leaving their school-going children in the country. This paper assesses the experiences and challenges faced by these Left-Behind Learners (LBL), and ascertain the challenges faced by teachers in meeting the needs of these learners through inclusive education. The study followed a qualitative research approach with data collected at two high schools in Harare using in-depth interviews and focus group discussions. The results of the study indicate that LBL faced numerous challenges: excessive household chores, lack of help from guardians, inadequate representation at school meetings, and non-payment of school expenses. Teachers in the sample were not aware of the vulnerability of LBL, and were inadequately equipped to deal with this 'new' vulnerability. The study recommends the crafting of an inclusive education policy for the country so that new vulnerabilities are holistically dealt with, and that teachers be trained in inclusive education methodologies. Academic stress among adolescents can undermine academic achievement and harm mental health. Levels of academic stress vary considerably across countries and education systems, but little is known regarding the causes of this variation. In this paper, I develop a theoretical framework positing that stress will be lower in education systems that reduce the stakes attached to academic achievements, temper competition and high aspirations, and weaken the link between achievements and self‐worth. I test observable implications of the framework by analysing if stress is influenced by the degree of external differentiation and vocational orientation of education systems, using harmonised survey data on pupils in more than 30 countries. The empirical analyses largely support the implications of the framework: pupils in more differentiated and vocationally orientated systems report significantly lower levels of stress, also in models adjusting for country fixed effects. Moreover, academic achievement is a less important predictor of stress in differentiated or vocational systems, possibly due to lower stakes attached to achievements. I end by proposing further predictions of the framework that can be tested in future research, and by discussing implications of the results with regard to possible trade‐offs between different goals of education policy. This article constitutes a 'reply and alternative' to two papers that appeared in a 2021 Special Issue of British Educational Research Journal. Both articles drew on theories of populism as a political logic to explain recent trends in England's education policy. I begin by highlighting how the contributors mobilise 'populist' political logics within their own 'anti‐populist' discourse. I then argue that the theory of epistemic communities, borrowed from the field of public policy analysis, offers an alternative interpretation of the dynamics described in (and exemplified by) the two articles. This alternative interpretation foregrounds the values, beliefs and policy enterprises of two rival communities that seek to influence education policy through the supply of expertise. I argue that attending to how these communities function helps explain how a new group of policy entrepreneurs has come to constitute an increasingly influential 'counter‐epistemic community' and established a mutually beneficial trade in legitimacy with English policy makers. To date, the theory of epistemic communities has been under‐utilised in the study of education policy, but applying the theory to education policy in England provides new insights into how these communities function when the nature of expertise is contested. England's educational policy context also exemplifies the importance of 'fit' between policy makers and experts' beliefs, and the role of policy makers in assembling and curating communities of experts. Internationally, research comparing education systems across countries and jurisdictions is valuable and can elicit nuanced insights into how particular systems operate. This paper's interest lies in considering the scope and content of research comparing education systems across the four UK nations (England, Northern Ireland, Scotland and Wales). This study sought to determine the coverage of UK cross-national comparative education research ('home international' research) between 2000 and 2022. We chose this time period as 1999 marks the devolution of education policy to each UK nation. We aimed to investigate what educational issues had been discussed in the literature and identify any gaps in the content covered by the research. An exploratory, high-level review of 'home international' education research was conducted, based on the review of abstracts. We searched several research databases using a variety of keyword combinations to identify relevant literature published since 2000. Our search identified 53 studies that met our selection criteria. Using a meta-synthesis approach, we coded the content of each abstract to build a picture of the range and thematic coverage of research involving comparisons between at least two of the four UK nations. The analysis of abstracts identified that, over the last two decades, UK 'home international' research has tended to include comparisons of all four nations, coverage of multiple educational phases and a focus on national education policy reviews. Furthermore, we pinpointed a number of gaps in coverage that might not have been anticipated (e.g. relatively little cross-national research focusing on assessment). This high-level review uncovers the landscape of recent 'home international' research, allowing us to view issues that are driving the cross-national research agenda in the UK and recognise implications relevant to education systems that may resonate with jurisdictions beyond these four UK nations. Despite steady investment to improve early childhood progammes in recent years, many Jamaican early childhood institutions are ill‐prepared or unable to adequately meet the developmental needs of children for a number of reasons. Such schools are often labelled as failing or low quality. While teachers and schools are often blamed for this, an overlooked consideration in all this however is the preparedness of the existing systems, structures and policies to support the Early Childhood sector to carry out its function. In this article, Gert Biesta responds to three papers that address fundamental issues in educational theory and scholarship. Biesta emphasizes the importance of understanding the distinctiveness of education and the role of the educator. He argues that learning and development theories are insufficient for understanding education and that the focus should be on subjectification, which involves the formation of individuals as subjects. Biesta suggests that educational psychology should approach education from the perspective of the educator and engage with subjectification as an existential matter. Numerous authors have reported a positive relationship between preschool enrolment and academic performance in later years, even helping to reduce the academic gap existing between students from different socio‐economic backgrounds. In this context, this paper goes further by analysing the impact that early childhood education (from 3 to 6 years) has on Spanish boys' and girls' reading achievement when they are in fourth grade (10 years). For this purpose, we take advantage of the 2006 Spanish education reform that promoted free second stage preschool education by using data from Progress in International Reading Literacy Study 2011 and 2016 and an instrumental variable approach, in order to get closer to causality than previous literature for Spain. We find that attending preschool has a positive influence on reading achievement, well above the impact found when using simple ordinary least squares estimates, being higher for girls than for boys. As American colleges and universities become more diverse, expanding our vision and working around what it means to be a legacy, especially at Predominately White Institutions, will be essential. This paper examines Black families' experiences at Churchill, a small liberal arts PWI in the Northeast. With the aid of Yosso's community cultural wealth and Bourdieu's notions of cultural and social capital, it examines how parents' experiences at Churchill and exposing their child to Churchill shaped and informed their child's decision to attend their parent's alma mater and the passing of social and cultural capital between the generations. Findings suggest that while navigational and familial capital passes between generations, Black cultural capital does not pass smoothly and impacts their child's experience at Churchill.
