The paper is an attempt at applying Samir Amin's lens in the analysis of socio-economic development in Africa. Social and economic development in Africa has been substandard, largely because of the economic system followed and because effective structural transformation has not taken place – Samir Amin's works explained what needed to be done to transform Africa (and the broader global south). It is in this context that the paper posits that post-colonial Africa has had to contend with disruptive socio-economic and political realities instituted by European colonialism, slave trade and inappropriate integration of Africa to the so-called global economy. The fundamental explanation for the poor socio-economic development in Africa is global capitalism, and one of the possible solutions is in Samir Amin's delinking proposal as well as the restructuring of the African economies. The article provides information on the development of the U.S. Africa Command (AFRICOM) established by George W. Bush on February 6, 2007. AFRICOM was developed with the aim for peace and security for growing development challenges to education and health matters, economic growth and viable democratic institutions. In addition, AFRICOM remained under the supervision of the Central Command (CENTCOM) and had attained initial operating capability under European Command for operational unified command. African leaders have adapted the neo-imperialistic designs on the foreign policy options to checkmate the establishment of AFRICOM headquarters in Africa in order to relocate a full-fledged military command.

It is a well-known fact that Africa continent is grappling with developmental challenges. The main objectives of this paper therefore are to examine the impact of neoliberalism on these developmental challenges and to encourage African leaders to take a bold and radical departure from the norm in order to chart a new course of development which will take the continent out of the woods of economic retardation and development deficit which envelope the region now. Drawing on the case study which centre on African realities and experiences, the paper discovered that the claim that neo-liberalism is the undisputable means of attaining economic development in Africa is an illusion. On the strength of this, the paper expands on the theory of assimilation with its concomitant smart or strategic protectionism through the adaptation of foreign technology, promotion of education and encouragement of entrepreneurship as means of genuinely engendering economic development in African. ABSTRACT The article argues that it is hard to see that media development so far has contributed neither to economic development or to political liberation in African states. The media situation and the literacy problems is connected to social differences and tensions between elite vs. local populations and the urban culture vs. the village. Media transmits stereotypes of modernity and urban life that are conflicting with rural and traditional cultural identities. It is being argued that media changes in the future will make things even worse. African countries are confronted with globalized media trespassing into rural culture and establishing themselves in local consumption patterns, before local media structures have had the possibility to develop. This paper considers the prospects and promises of continent‐wide infrastructure projects under China's Belt and Road Initiative (BRI), and its implications for intra‐regional trade and economic development in Africa. Building on the supply side theory of trade and economic development, and taking cognizance of the impacts of asymmetric market sizes on trade integration, this paper argues that continent‐wide infrastructure projects are perhaps not the biggest constraints to intra‐Africa trade. Consequently, the paper recommends caution in pursuing regional infrastructure projects under the BRI. Given that the economies of most African countries depend largely on natural resources, the BRI could be adopted strategically to establish and manage infrastructure projects that would relax the binding constraints to structural transformation and allow for the development of manufacturing and/or service capabilities in the respective countries, especially in niche areas. A growing body of literature highlights the importance of export sophistication for economic development. Given the newness of the literature on export sophistication, its determinants are under‐exploited. As a pioneer study, this paper attempts to fill this gap in the literature by examining the effect of infrastructure development on export sophistication. Based on a panel of 45 African countries over the period 2003–2016, the results of the different estimations show that infrastructure, including transport, electricity, ICT and access to water and sanitation, improves export sophistication in Africa. Our results also show that the effect of infrastructure varies at different intervals of the export sophistication distribution. Chinese political and economic gains in Africa have been increasing at an alarming rate. Despite the fact that some of these have been favourable, China's presence in Africa has received considerable criticism. African states have similarly responded to this Chinese trend with most of them enjoying Chinese support ranging from economic development to political involvements. These however are mostly embraced by the so-called undemocratic states. China has a core direction on how they carry out their relations with any foreign nation. This paper aims at explaining these policies and see how effective they have been for the parties involved. The article is supported by qualitative data accessed from scholarly writings, the government publishes, articles, and also from web pages. Because the subject is broad in scope, a range of challenges was encountered relating to the authenticity of the sources. Similarly, the topic is rich in content; some parts of the coexistence of the relations shared by these two regions have been left out. This paper examined finance-growth nexus in the finance industry and the influencing factors of economic indicators which deliberate on the performance of the Solow Growth model to prove the actuality of financial development (FD) inside the economic growth (EG) model, based on the regional data from 1980 to 2017 in Africa. We applied the econometric method of GMM style panel vector autoregressive (PVAR) and panel quantile regression (PQR). With the optimal finance-growth outcome, the review shows that the economic indicators influence the finance-growth nexus. The quantile results show that high economic indicators help to strengthen the finance-growth nexus, whereas low economic indicators hinder it. The GMM style PVAR results present a mixed effect in terms of the connection and marginal significance, indicating that FD has a varied impact on economic growth. Last, the granger causality results show a two-way causal association amid finance-growth in Western, Central, Eastern, and Southern African economies and a unidirectional causal link of finance-growth in Northern Africa. The policy conclusion is that to gain the long-term economic benefits of FD, African countries should strive for low and steady economic stability. This paper examines the non-linear effect of tourism on environmental degradation in 31 African countries. It also determines the moderating effect of tourism on the impact of economic growth on environmental degradation. It employs Pedroni, Johansen-Fisher and Westerlund panel cointegration tests to investigate the cointegration relationship between the variables. It uses the Fully Modified Ordinary Least Squares, dynamic system Generalized Method of Moments and Augmented Mean Group. These techniques enable us to account for various economic and econometric issues such as cointegration, heterogeneity, endogeneity, dynamism and cross-sectional dependence. This study reveals a cointegration relationship between the variables. It shows that tourism has a U-shaped non-linear effect on environmental degradation in African countries. Specifically, at early stage, tourism diminishes environmental degradation, but aggravates it as tourism increases. Besides, this study shows that tourism adversely moderates the impact of economic growth on environmental degradation. This paper makes significant contributions to the extant literature by unveiling the non-linear and moderating effects of tourism on the environment. The implication is that tourism is a significant determinant of environmental degradation, hence, effort to mitigate it should incorporate tourism. Since the 1980s, inequality has been rising in Europe, North America and parts of Asia. How does our understanding of global inequality dynamics change if coverage is extended to the rest of the developing world? To rebalance the perspective on global inequality trends, this paper surveys data and literature on recent inequality trends in Latin America, Asia, Africa and the Middle East. It finds that in these regions there are more countries with falling than rising inequality over the past 20 years, as measured by Ginis of income or consumption inequality. At the global level, therefore, there are signs of inequality convergence, as inequality has been falling in countries with high inequality in the 1990s (particularly Latin America), and rising in historically low-inequality countries. We discuss the political and economic drivers of inequality decline in countries with a steady fall in the Gini. This suggests some common trends across the globe, including the role of democratisation, the rise of new social movements, and the expansion of education and social safety nets and favourable commodity prices, in reducing income disparities. This paper views economic development in Africa as a transition from traditional African civilization to Judeo-Christian civilization. Africa lags behind most of the other regions of the world in economic development as defined. The paper aims to contribute to the extensive attempts to explain why Africa is economically underdeveloped. After analyses of some elements of cosmology that are common to most Africans like kinship system, deference to elders, belief in destiny and mystical powers, the paper concludes that the root cause of Africa's economic underdevelopment is to be found in the cosmology of the people. The paper reviews the history of the concepts used to depict poverty in Africa. "Pauperism" is a legal concept, deriving from early modern law in Britain, which frames individual situations, places the paupers under specific rights and duties, and was applied in early colonial situations. Percentile is a economic-demographic concept, implying class difference, indexed to measurable or imputed monetary income, which became an instrument of government in the colonial world mainly after 1945, moving into the international comparative world after the era of independence. In the neoliberal era after 1989, the concept of precarity, and a focus on realizable assets rather than income, has taken higher profile than an emergent replacement for the comparative-percentile approach, sometimes now depicted as "living on $2 a day". The major thrust of this paper is to interrogate the impact of the brain drain and skilled labour migration on Africa's socio-economic development since the 1990s. Although, prior to the 1990s, a number of Africans had voluntarily migrated and settled in the overseas, most especially in the western hemisphere, the phenomenon became unprecedented in the period between the 1990s and 2000s. This development was facilitated by a combination of factors, which could be summed up as push and pull factors of international migration. While low living standards, political persecution, insecurity and lack of opportunities to utilise skills among others are the main push factors, higher wages, job opportunities, relatively good working conditions, freedom from political oppression, relaxation of immigration policies and the phenomenon of new globalisation constitute the main pull factors. The main destinations of these "economic migrants" are the United States, United Kingdom, Canada and Europe. Drastic reduction in African scholars, poor delivery of basic healthcare and health programmes, lack of efficient utilisation of external assistance and low level of institutional capacity building are the main effects of the loss of highly-skilled African migrants on Africa's development. The paper argues that it is practically impossible to achieve a meaningful development in a society that loses its "best brain" to "forced international migration". It, therefore, submits that African leaders must be alive to the promotion of good governance in order to save the fragility of African states from collapsing. Investor-state dispute settlement (ISDS) is a legal mechanism that allows foreign investors access to a supposedly neutral dispute resolution forum other than the court system of the host country in which the dispute arose. Globally, ISDS resolution mechanisms are currently confronted with unprecedented levels of scrutiny, and the system's legitimacy is being questioned by both developed and developing countries alike. In Africa, criticisms of ISDS and the actual benefits of investment agreements for developing country host nations have informed recent collective efforts to shape dispute resolution mechanisms provided for in continental, regional and bilateral investment agreements. In light of these developments, this paper examines the contemporary international law regime in Africa and the ISDS mechanisms that are put in place by such an investment framework from the global, continental, regional and bilateral perspectives. Unlike previous studies where models/methods used in determining the carbon emission are presented, in this paper, a detailed analysis of the causes, trends, and solutions to carbon emission in Africa is presented. Economic development plays a crucial role in the well-being of a country/continent, thereby, affecting energy consumption. The impact of economic development on Africa's carbon (CO 2) emissions trend is first investigated. After which, three neural network models are developed to predict the future trend of total CO2 emission in the continent. Then, the use of renewable energy (RE) sources for power generation is analyzed/proposed as a viable solution for CO2 emission reduction in Africa. Finally, the impact of battery electric vehicles (BEVs) integration and hydrogen production in maximizing RE production in Africa's largest economy is analyzed. Secondary data of the economic indicators for twenty-five different African countries have been used to justify the effect of economic development on their carbon emission. From the results of the analyses, gross national income and carbon emissions in all sectors were found to be significantly positively correlated. That is, as national wealth across Africa increases, carbon emissions in the continent increase. Also, the predicted total annual CO2 emission showed that most countries will witness an increase in total CO2 emission by 2022 in comparison to 2018. The proposed RE-based method for power generation showed that the CO2 emission from the power industry can be reduced to zero for an African country. The quest to continuously attain economic development without surpassing the cycle of global warming limit of 1.5°C has necessitated the need to explore more sustainable ways of living on the human planet. This has equally placed the sustainable development agenda high on the priority list of many international, regional and national governments. Sustainable development (SD) has been viewed as a pattern of development that avails an economy the basic economic, social and environmental needs without endangering the natural, built and social systems. Therefore, the calls to resolve the developmental and environmental conflicts have received global attention. In this paper, the authors examine the nexus between renewable energy and sustainable development in Africa over the period, 1990-2015. The number of countries considered are 51 African countries. The coverage period is constrained by data availability. All the data employed were sourced from the World Development Indicators, 2017 except the data on human development index (HDI) which was sourced from the HDI report of the United Nations Development Program, 2018. Analysis are predicated on fixed effects panel model based on the Hausman test and the system generalized method of moments (SYS-GMM). The SYS-GMM is considered in order to control for shortcomings associated with OLS estimation technique which include among others, endogeneity, simultaneity bias, and measurement error. Prior to these approaches, the panel cross-section dependence test was used to test if a shock in a country in the panel can have effect on other countries in the panel. The analysis shows that renewable energy positively impacts on both the economic dimension and aggregate SD index. It also reduces carbon (iv) oxide emission thereby promoting environmental quality. However, it impedes the HDI which represents the social dimensions of SD. The impact of renewable energy on environmental quality or environmental dimension of SD is further corroborated through the conduit of hydro and natural gas sources. Regarding other control variables, nonrenewable energy negates SD but financial deepening, gross fixed capital and population serve as propellants while FDI exerts univariate impact. The findings support a shift from a monolithic fossil-fuel economy to one driven by a growing share of renewable in the energy mix. [ABSTRACT FROM AUTHOR]

The majority of African countries have passed the threshold of fifty years of Independence. Yet, the majority of them, save the Republic of South Africa, and a few ones here and there, are still struggling to develop the basic social and physical structures and infrastructures that can put them on the path of development and modernity. Against this backdrop, countless development theories and arguments have been proposed about why Africa is not developed and still is poor despite being the second largest continent and by far one of the richest ones there is. As a result, development has become an elusive quest and challenge for generations of African leaders and their frustrated populations. This paper is set to explore why Africa is not developing and shed light on other arguments that are overlooked when analyzing or debating why African countries are lagging behind in their socio-economic development quest. The paper intends to answer those questions in an interdisciplinary manner and touches upon social, cultural, religious, political, economical, and international relations factors. For, to understand Africa's economic problems, one has got to go beyond the mere economic indicators such as the GDP and GNP and bring to the fore other non-economic factors that are hampering Africa's development. Between 1996 and 2014, 30 Sub-Saharan African (SSA) countries benefited from debt relief under the Heavily Indebted Poor Countries (HIPC) initiative and the Multilateral Debt Relief Initiative (MDRI). The architects of the HIPC initiative and MDRI posited that these programs would spur growth and investment. This paper exploits the variability of participation in the HIPC initiative and MDRI across time and country, in order to identity the effect of participation on growth and investment. I find that the decision point and post-completion point periods of the enhanced HIPC initiative are associated with a 1.762 percentage point and 3.139 percentage point increase in public investment, respectively. The impact is higher in countries with low access to international capital markets. The enhanced HIPC initiative increases private investment by 1.838 percentage points during the post-completion point period in countries with low access to international capital, for approximately two years, but has no effect on growth or foreign direct investment. I find no effect of the original HIPC initiative or MDRI on growth, private investment, public investment or foreign direct investment. I find no heterogeneous impact of the enhanced HIPC initiative on growth and foreign direct investment by level of indebtedness, access to international capital markets, or institutional quality. As the measures of institutional quality have barely changed between 1996 and 2014 in HIPC countries, the results of this paper suggest that without a strong improvement in institutional quality, debt relief is unlikely to boost investment and growth in Africa. Possible future debt relief in SSA countries should be associated with a component directly aimed at improving institutional quality. If an improvement of institutional quality is not feasible in the short run, debt relief in SSA countries should aim to support public investment. [ABSTRACT FROM AUTHOR]

Prevailing narratives in the discourse on China-Africa engagement are that China is developing Africa. This paper departs from those narratives because they disregard the agency of Africa's political elite. Basing its argument on the nature of the African political elite, the paper analyses their role in determining the impact of China's economic and trade engagement on economic development in their respective countries. To do that, it first discusses the nature and identity of African political elites, and examines how they control their states and scarce resources. Having done that, the paper then analyses their role in determining the nature and extent of development emanating from their countries’ economic engagement with China. It then concludes that it is not how much foreign states invest in African countries that determines Africa's rise, but rather political elites who influence the direction of their states’ development. In the last few decades, the world has experienced significant economic and political transformation, which has led to adjustments in economic interaction between countries. However, this new pattern of economic engagement has not attracted adequate investigation from management researchers. This paper aims to fill this gap in the literature by advancing a conceptual framework that can guide researchers towards investigating new patterns of economic engagement across countries. Differing definitions of ‘urban’ settlements can make comparative analysis of trends in urbanisation difficult. Definitions used by many African countries include small settlements which may not exhibit the degree of labour specialisation away from agriculture that economic theories about urbanisation presume. This may mean there is a mismatch if urban data are presumed by decision-makers to be proxies for structural economic transformation. After examining these definitional issues this paper provides five illustrative African case studies based on detailed analysis of census and agricultural employment data. It finds that for Côte d’Ivoire, Ghana and Mali in situ urbanisation of settlements at the bottom of the urban hierarchy has played a significant part in recent urbanisation processes. In Rwanda complex boundary changes have also contributed to a very significant redefinition of previously rural people as ‘urban’ yet overall the urbanisation level did not increase between 2002 and 2012. Significant employment in agriculture is found within small, and some larger, urban centres in all these countries. It is shown that these issues tend to be disregarded in analyses of urban trends for these countries which often present a more positive narrative of urban economic change than the census data support. These examples are contrasted with Botswana, where in situ urbanisation has also occurred but in this case driven by real occupational change. The paper concludes that the impact of definitions on apparent trends in urbanisation in Africa needs to be understood given the significance attached to these trends by policy makers. Abstract: This paper empirically examines the growth effects of stabilisation funds and fiscal rules in oil‐rich African countries, using Nigeria as a case study. The analysis captures the ‘international standard’ of the two fiscal instruments by empirically comparing the effects of Nigerian instruments with those of non‐African oil‐exporting countries (i.e. Norway and Mexico). The results show that the fiscal instruments are effective in Nigeria and that the effectiveness is comparable to that of non‐African economies, implying that the Nigerian instruments meet ‘international standard’. The paper also discusses the development policy implications of the results, one of which is that the fiscal instruments can be used to control risky behaviours of economic agents in oil‐rich African economies. For example, since the instruments are effective in increasing growth (i.e. real GDP growth) and limiting its volatility, they can be employed to control increases in demand for and supply of risky sex caused by increases in real per capita income during oil booms. The paper revisits the discourse on development in Africa, following in the footsteps of leading development thinkers and focusing on social policy. Some of the thinkers and scholars have specifically and directly discussed development discourse in Africa. Others have made insightful points regarding inclusive development in Africa even though not directly engaging with development discourse. The paper also acknowledges earlier thinking regarding development in Africa, including perspectives that deal with underdevelopment. The paper concerns itself with the critical role that social policy can play in ensuring inclusive development in Africa. The interface between economic and social policy is emphasised. Although Africa faces many intractable challenges, most of which are externally imposed, robust social policies will go a long way in bringing about effective social and economic development. In the main, though, Africa needs a comprehensive socio-economic development approach that can ensure lasting inclusive development. Social policies are critical for any development endeavour in African countries. Another main point that the paper makes is that economic transformation is not enough to fully advance wellbeing in Africa (and probably the world at large). Economic growth and poverty reduction now take the centre stage in most global policy discourse. This is coming at a time that the Sustainable Development Goals (SDGs) are fast gaining global relevance. Africa has witnessed the highest but non-inclusive level of growth in the last decade because the continent still grapples with high unemployment rate especially among the youths. This paper therefore examines some drivers of and constraints to growth and poverty reduction in Africa. The paper focused on Africa by using secondary data sourced from different such as the United Nations Development Programme (UNDP), Transparency International (TI), Institute of Economics and Peace (IEP) and National Bureau of Statistics (NBS) reports and Annual Abstract of Statistics. Analytical methods employed were mainly descriptive statistics and comparative statistics. Findings showed that economic growth recorded in the continent is a 'jobless' one advancing inequality and poverty. More so, 75 percent of countries with low human development are in Africa with the continent's consistent economic growth imparting insignificantly on the livelihoods of the people. In fact, 27 out of 54 African countries were reported to have GDP of less than $USD 2000 per capita. GDP growth in sub-Saharan Africa was estimated at 4.9 percent in 2013 and this increased to 5.3 percent in 2014 and further estimated to rise to 5.5 percent in 2015. The fight against inequality, poverty and unemployment is tantamount to aiming a moving target. Youth unemployment remains a component of Africa's growth owing to persistent low productivity and underemployment in the informal sector. The resultant implication of this is manifested through persistent inequality, poverty, armed conflict and unchecked migration of young people to industrialised nations in search of the non-existing livelihood opportunities. This paper therefore recommends increased and monitored investments in critical infrastructural facilities. There is a need for multilevel and multinational partnership in the fight against corruption and social conflict to attract foreign direct investment. While post-development theory is very concerned with the ways in which development has impacted upon the countries of the Global South, there has been relatively little written on post-development theory from an African perspective. This paper identifies some of the ways in which post-development theory fails to adequately understand the African experience of development. In particular, I explore the difficulty that post-development theory confronts when faced with the continued desire on the part of many people in Africa for development. In his introduction to the new edition ofThe Development Dictionary, Wolfgang Sachs discusses this desire, noting that despite development’s many failures, many still associate the concept with self-affirmation and redress. He explains this continued desire for development as being indicative of the need for the decolonisation of the imagination. This paper outlines an evolutionary and an historical theoretical framework to identify and propose taxonomic principles that can be used to analyze whether or not a given regional economic integration (REI) arrangement is transformative and developmental. Using this framework, it looks into the relationship between industrialization and regional economic integration in Sub-Saharan Africa (SSA). It also looks at how asymmetric economic integration with advanced economies has affected industrialization and symmetric economic integration in Africa. Based on historical evidence, the paper concludes that there is a positive, circular and cumulative relationship between industrialization and regional economic integration in SSA. It also concludes that the asymmetric economic integration of SSA economies with advanced ones has had negative, circular and cumulative impact on industrialization and (symmetric) economic integration in SSA. Therefore, it argues that, if industrialization and transformative REI is to take place in SSA, there is a need for making context-specific, dynamic and transformative industrial policies as center pieces of development strategies, for rethinking REI initiatives in such a way that they facilitate and amplify the effectiveness of these industrial policies and strategies, and for replacing the legacies of colonialism and neoliberal globalization with strategic integration of SSA economies vis . advanced economies. A vibrant fashion scene is emerging in Africa, spearheaded by a new generation of young fashion entrepreneurs. Drawing on a multi-sited study of Ghanaian, Ugandan and Zambian female designers, this article examines the emerging fashion industry as a site for entrepreneuring where people's aspirations to bring about personal, cultural and socio-economic development converge. The paper reveals how fashion designers envision their endeavours as pathways for pursuing their passion, for changing the associations ascribed to 'Africanness', and for revitalising failing clothing industries in Africa. This paper presents an energy efficiency assessment of 46 African countries and analyzes possible bidirectional relationship between energy efficiency and economic development within a three-stage framework. In the first stage, energy efficiency is measured within a total factor framework using the slack-based measure with undesirable output and sub-regional comparisons are done. The second stage assesses the determinants of energy efficiency in Africa by way of a bootstrapped truncated regression. The third stage tests the reverse causal relationship between energy efficiency and economic development using 2-stage least squares. The results showed African countries to be on average, 56% energy efficient within the study period. Other African sub-regions could adopt the energy efficiency policies of North Africa as benchmark to improve energy efficiency. Economic development and technological progress are found to have significant positive effects on energy efficiency of African countries, while higher energy prices lead to higher inefficiency. Also, a bi-causal relationship is found to exist between total factor energy efficiency and economic development, giving support to the concept of sustainable development and confirming the International Energy Agency's assertion on the positive macroeconomic impacts of energy efficiency. While debates continue about China's role in sub-Saharan Africa, there is growing consensus that China is a different kind of development partner. One distinct feature of Chinese partnerships is that they include support for the tobacco industry, a sector other donor states and institutions shun. Not only is tobacco a primary agricultural export in a number of Africa states, the state-owned Chinese National Tobacco Corporation is the largest tobacco company in the world. This paper analyses Chinese support for the tobacco industry in three states – Zimbabwe, Malawi and Zambia – documenting how co-operation is shaped by Chinese state capitalism and assessing the development and governance implications. Following an introduction situating the analysis within the context of China–Africa co-operation and tobacco's global value chain, Chinese engagement in each country is analysed. Findings indicate that, despite differences across case studies in terms of development outcomes, common governance implications are apparent. African elites initiated tobacco-related co-operation to meet their interests, but Chinese interests dominated implementation. Consequently, Chinese investments have maintained hierarchal governance of an exploitive and harmful industry. Analyses of Chinese African co-operation need to move beyond public–private paradigms and interrogate the nuances of Chinese state capitalism in Africa. [ABSTRACT FROM AUTHOR]

The paper empirically examines the extent to which different forms of capital flows (foreign direct investment [FDI], remittances, foreign aid and external debt) affect the impact of trade (exports) on economic growth in Africa. We do this with the aid of an augmented endogenous growth model which we estimate by dynamic system GMM technique with endogeneity-expunging efficiency. First, we find that whilst the direct impact of trade (exports) has been crucial in driving economic growth in Africa in both the short- and long-run, capital flows (FDI, remittances, foreign aid and external debt) do not. Second, our results clearly show that, in both the short- and long-run, inflows of FDI and remittances serve as important channels through which trade (exports) has its largest impact on economic growth while inflows of foreign aid and external debt do not. Following these outcomes, we conclude that policies aimed at attracting FDI and remittances to African countries are what policy reforms should target. Further, our findings suggest that moderating the inflow of external debt and foreign aid could be beneficial to the effect of trade (exports) on economic growth. [ABSTRACT FROM AUTHOR]

• We investigate the effects of refugees' camps on the occurrence of protests and conflicts in host localities employing a counterfactual approach were we compare geographical cells that host a camp (treated) with other cells that have a priori similar probability of hosting a camp and a similar socio-economic context. • We do not find that after the establishment of a camp the average occurrence of protests increases significantly. • Using a panel event study estimation, we find evidence of a significative increase in the number of protests in the 2-years after the establishment of the camp. • Over time the easing of tensions might be related to the increased socio-economic contacts as we find that the establishment of camps boosts the growth of host-localities. • The intensity and density of interactions are unlikely to generate strong social tensions as refugees contribute to the expansion of economic opportunities also in marginal and relatively underdeveloped contexts. In this paper we study the effects of the establishment of refugees' camps in Africa on the occurrence of protests and social conflicts by using geo-referenced panel data (2000–2014). We use 50x50 km cells as units of analysis and match data on the frequency of protests, armed conflicts and other organized violence events (based on GDELT and GED databases) with information on the location of camps contained in the UNHCR Camp Mapping Database. By using a counterfactual empirical strategy, we find that refugee camps significantly increase the occurrence of protests only in the initial period (2 years) while no statistically significant effect is detected in subsequent years. We interpret these findings as the asynchronous effect of two shocks associated with the presence of refugee camps: a sudden population shock which initially increases social tensions with the host-communities and a growth effect spurred by the increase in aggregate demand due to a public-spending shock and the progressive participation of refugees in the host socio-economic system. To support this hypothesis, we analyze the effect of hosting a camp on economic growth in the surrounding area (within 10 km from the camp). The objective of this paper is to interrogate the extent to which national and regional investment policies in Africa are sufficient to facilitate sustainable China- Africa industrial capacity cooperation so as to spur industrialization on the continent. It focuses on a tripartite review of the existing investment regimes in the Southern African countries of Botswana, South Africa and Zambia as case studies. The study found that although there were notable successes recorded in industrialization to date in the three countries, especially in South Africa and Botswana, the rate of industrialization was very slow. The paper concludes that the China- Africa industrial capacity cooperation initiative presents an opportunity to unlock the industrialization potential of these three countries in particular, and African countries in general, and this can only be realized if African countries make interventions to address the gaps and limitations within their investment regimes. Africa is a continent with huge resource endowments and prospects for growth. However, the continent battles with myriads of problems such as poverty, food insecurity and dwindling commodity prices among others. This is because Africa's export is dominated by primary products that are majorly climate-dependent and vulnerable to price volatility. This paper therefore examined the economic situations of Africa considering the dwindling commodity prices in the face of the threat posed by climate change. Climate change remains one of the greatest environmental problems with economic, social, health, security and environmental implications. The paper employed a combination of both secondary and historical information obtained from different sources (UNDP, UNECA, NBS, Trade reviews etc). Analytical method used include descriptive statistics such as tables, averages and percentages. Despite the declining Africa's contribution to global market, commodity prices have been plummeting with very devastating impact on the livelihood of households and general wellbeing of the inhabitants of many of these countries. Countries relying on mineral resources such as oil, copper, gold and platinum to mention just a few have been the worst hit. Therefore, African countries' local currencies and trade balance have weakened against the dollar leading to high inflation in the continent. The terms of trade is declining as Africa continues to import commodities it should be producing because of the weak productive base, decaying infrastructure and the worsening climate conditions. This implies that households' welfare in these countries is likely to be compromised because of more job losses emanating from declining profits accruing to the solid mineral sector in the affected countries. The paper recommends increased investment in infrastructure facilities and human capital development for skills enhancement in Africa. Also, climate change adaptation policies should be formulated and implemented by African governments at all tiers and encouragement of value addition in exportable commodities to enhance favourable trade balance. In 2006 the iron mines in Marampa Chiefdom, in the Northern Province of Sierra Leone, re-opened. This event sparked a widespread feeling of excitement and hope among the local population, and gave rise to a landscape of expectations in which memories of both relative prosperous and “dark” pasts were invoked and imaginations of a better future flourished. However, soon after the re-opening and initial development of the mines, it appeared that the expected opportunities would not materialize everywhere and for everybody. Frustration, disappointment and loss of hope became part and parcel of the dynamics in this place, which is seen as a hot-spot, a notion that is applied to highlight the numerous frictions and negotiations within this investment landscape. This paper examines this momentum of rising expectations in the hot-spot by scrutinizing its connection to the area’s recent past of boom and bust, the increased global demand for raw materials, especially from China, national development agendas and life-cycles of mining operations. Subsequently, some spatial and social dynamics of accelerated change in Marampa will be discussed. Exploring these dynamics allows to see accelerated change in these investment landscapes from a diverse angle. Through highlighting these temporal, spatial and social dynamics of change in the hot-spot, the paper argues that overheating, a phenomenon often associated with accelerated change, may play out not only as a result of accelerated change, but also as a result of deceleration and the experience of being excluded from the potential opportunities of change. This paper outlines the evolving role of the private sector in helping to address the challenges of disturbing health issues in Africa. The central question is to find out the role multinational corporations operating in Africa play in the fight against malaria. The paper presents a case for the implication of multinational corporations in global health matters, especially malaria and provides an overview of the key ways in which the private sector is already involved. The paper also makes attempts to analyze how businesses can bring unique contributions to the fight against malaria in Africa and offer recommendations for how to catalyze further private-sector engagement in the years ahead. Through the analyses of corporate reports and personal communications, this paper seeks to demonstrate the implication of multinational corporations in the fight against malaria in Africa south of the Sahara by assessing the contribution of six multinational corporations in this endeavor. This study aims to examine and analyze the impact of financial development and foreign bank penetration on African economies. An empirical study for the period 1995–2015 is conducted using the system GMM estimator. Our empirical results indicate that foreign bank entry has a positive and significant impact on economic growth in the countries of North and Southern Africa, while in the other two regions considered in this study (West and Central Africa, East Africa) the impact is negative and rarely significant. In addition, our results show that the development of financial markets has a positive and significant effect on economic growth only in the Southern African region. This paper provides a systematic review of challenges to doing business in Africa. It complements the extant literature by answering two critical questions: what are the linkages between the ease of doing business and economic development; and what are the challenges to doing business in Africa? In providing answers to these questions, the nexus between the ease of doing business and economic development is discussed in six main strands, namely: wealth creation and sharing; opportunities of employment; balanced regional and economic development; Gross Domestic Product (GDP) and GDP per capita; standards of living and exports. Moreover, challenges to doing business are articulated along the following lines: (i) issues related to the cost of starting a business and doing business; (ii) shortage of energy and electricity; (iii) lack of access to finance; and (v) high taxes and low cross-border trade. Abstract: In its 50 years of existence, the United Nations Economic Commission of Africa (UNECA) has created and holds a vast quantity of information and knowledge in a variety of formats, including printed and electronic. These represent the corporate memory, providing historical evidence of its actions and decisions. The information resources include published materials such as flagship publications, journal articles, conference proceedings, technical reports, mission reports, annual reports, working papers, policy briefs, speeches and other grey literature, all which outline important research or decisions that have been made on the economic and social development in Africa. In 2009 the Library was awarded seed funding to implement the ECA Institutional Repository (IR). This paper discusses the various activities that have been undertaken to realize the project including; highly customized Dspace installation to support the MARC21 metadata, digitization, migration of metadata from the Library Integrated Management System (HORIZON) and, customization of the Dspace workflow to enable review of imported records. The paper also highlights lessons learnt, challenges and some of the best practices developed throughout the implementation and roll out of the ECA IR project. Extractive foreign direct investment (FDI) is heralded as the new development opportunity in Africa. A key precondition for FDI's contribution, however, is that foreign investors create ‘local content’ by linking up to the local economy. Consequently, African host governments are contemplating ways in which they can promote local content. This paper examines local content policies and practices in three African countries – Tanzania, Uganda and Mozambique – all countries with huge expectations for extractive based economic development. It is found that in spite of high ambitions and strong expectations, local content is limited, shallow and inefficient. The paper explores why local content apparently is so difficult to achieve in these African countries. It is argued that conventional economic explanations, focusing on market failures and weak institutions, are partial at best and therefore must be complemented with political explanations. Hence, it is proposed that local content practices in the three countries can be understood partly as the results of ruling elites’ efforts to build and maintain stable political coalitions. This paper is a preliminary reflection on China’s domestic development and its aid presence in Africa. “Development” had its day before the 1970s but then encountered de-constructive and re-constructive critics in the field of Development Anthropology. China’s conceptualization of development has not only drawn a lot from Western development discourse but also evolved with its own features, which deserve a critical reflection in terms of an “elusive discourse” and the “practical pursuit of welfare”, a seemingly paradoxical dichotomy. It follows with China’s foreign assistance or aid presence in Africa, which, the author holds, is imprinted with China’s development practice concepts and illustrated by a case of Chinese development aid in Ethiopia. The paper eventually discusses the would-be roles of Chinese anthropologists, who have been surprisingly absent in recent years, in contrast to Western academia’s intellectual tradition of widely reflecting development issues. This paper examines the relationship between defence burden and real gross domestic products in Nigeria, using annual time series data. This study uses Johansen's Cointegration approach to investigate the relationship between government's military expenditure (defence burden) and real gross domestic products, among other variables. In light of the lingering controversy on military expenditure and growth nexus, this paper contributes to the existing literature using time-series data from Nigeria, a country with high military spending over the years to re-investigate the impact of military expenditures on economic growth and the direction of causality between military spending and economic growth. Specifically, this study discusses the long run relationship between military expenditure and economic growth using Johansen cointegration approach. The key variables used in the study include: military burden (military expenditure), real GDP, real education expenditure, real health expenditure. The nature of the relationship that exists between military expenditure and economic growth as well as the cointegrating vector, taking into cognizance all other variables is focus of this paper. The results of the study show that increased defence burden is harmful to the Nigerian economy, and there exists a negative long-run relationship between defence burden and increase in the growth of real gross domestic products, the impact of defence burden remains negative both in the short-run and long-run respectively. It is not sufficient to have cuts in military expenditure, but such reallocation from defence should be directed towards productive investment in other sectors of the economy in order to generate economic prosperity and enhance the welfare of the citizens. Implications of having a negative effect of defence burden on growth rate of real Gross Domestic Products result in crowding-out of private sector investment, retards economic progress or growth rate of real gross domestic products, and therefore, is an ineffective tool to stimulate the growth of the economy in Nigeria. Military expenditure cannot be an effective tool of fiscal policy (government revenue and expenditure to regulate the economy), from the results of the study both short-run and long-run impact are negative, hence, the role of military sector should be limited to the maintenance of internal law and order as well as the defence of the country against any form of external aggression. The paper empirically analyzes the financial development (FD)-growth nexus, and the financial development-total factor productivity (TFP) link in sub-Saharan Africa. The study is based on a VAR approach: Johansen cointegration tests and error correction models. The sample includes 22 countries over the period from 1960 to 2002. Results suggest that FD and economic growth and, FD and TFP are cointegrated for many countries. Moreover, in many cases, the relationship between FD and growth is characterized by bidirectional causality in the Granger sense, whereas the relation between FD and TFP is characterized by a unidirectional causality running from FD to TFP. With few exceptions, it appears that financial development spurs economic growth in countries where that growth is supported by technological progress. The implication of the findings is that any reform that causes betterment in the financial sector will foster economic growth through a sharp increase in technological progress. Cet article examine dans quelle mesure la croissance africaine est vulnérable aux chocs exogènes et quelles en sont les implications pour le financement internatìonal du développement. It montre en premier lieu la persistance de la vulnérabilité des économies africaines au regard de l'indice de vulnérabilitééconomique des Nations unies (EVI), utilisant une première série rétrospective de cet indice. En second lieu, s'appuyant sur divers travaux récents, il souligne l'importance de la vulnérabilité structurelle pour la croissance et le développement, particullèrement en Afrique. While after a long stagnation growth seems to have come back in Africa, the issue remains to know whether the new African growth is sustainable. This paper examines to what extent African growth is vulnerable to exogeneous shocks and what are the implications for international developement finance. First it evidences the persistent vulnerability of African economies with regard to the U.N. Economic Vulnerability Index (EVI), using a first retrospective series of that index. Second, relying on several recent works, it unerlines that structural vulnerability matters, in particular in Africa. Finally it considers how international development finance can be used to face the vulnerability of African economies, suggesting to use structural vulnerability as one of the aid allocation criteria and to adopt modalities of aid so that it can effectively serve as an insurance.
